Chairman’s Message

Submitted by: Jeff Fishbein, Chairman | Coldwell Banker Residential Brokerage As “the season” winds down it is time again to bid our beloved snow birds safe travels as they migrate back to their permanent residences. Their annual patronage of La Quinta’s restaurants and shops is greatly appreciated by both the small business owners and the Greater Coachella Valley Chamber of Commerce. We look forward to them returning to their winter retreat in our great city for many years to come. With spring in full swing, we now welcome a different group of voyagers to La Quinta and our beautiful valley. They come in search of fun in the sun at our world-famous music festivals – Coachella and Stagecoach – at the Empire Polo Grounds. This festival season brings the local economy an infusion of income through hotel and home rentals and purchases at local businesses and restaurants. Oh, and did I mention the people watching value? Priceless… The Coachella Festival originated in October of 1999, following a 1993 Pearl Jam concert at the same venue. The location was originally chosen due to a boycott of Ticketmaster locations. As a result, Pearl Jam validated the site’s ability to host such an enormous event and that concert was the spark that ignited the flame that is now

Coachella. One of the largest festivals in the world, the event features artists from many genres of music performing on multiple stages over two weekends in April. The success of the Coachella Festival led AEG-owned concert promoter Goldenvoice to create the Stagecoach Festival in 2007. It is the highest-grossing festival centered on country music in the world and its inception expanded the music festival to three consecutive weekends of music, food, craft cocktails and brews, art, and glamping here in our beautiful valley. The Greater Coachella Valley Chamber of Commerce, in partnership with the City of La Quinta and the GCV La Quinta Chamber of Commerce are proud to present Taste of La Quinta, an evening of food, jazz, and drinks. Taste of La Quinta will be held in the La Quinta Civic Center Park located at 78495 Calle Tampico, in La Quinta Cove. Event admission is $25 and is open to the public. The event will be Thursday, April 4 from 4:00 PM to 7:00 PM. The public will have the opportunity to come out and “taste” a bit of La Quinta, from food samples, to local brews to music in the beautiful Civic Center Park. Live entertainment will be provided by Jazz Artist Jasmine Tommaso & The Jasmine Tommaso Group. From Rome, Italy, Jasmine has performed in jazz festivals worldwide including the Umbria Jazz Festival (Italy), The Lucca Jazz and Selinunte Jazz Festival (Italy), and The Watts Towers Jazz Festival (Los Angeles). La Quinta City Picnic Celebration! Submitted by: GCVCC Staff

Celebrate the City of La Quinta’s 37th birthday with family, friends, and neighbors! There will be non-stop entertainment, activities for the kids, snacks, refreshments, and plenty of giveaways. This year’s City Picnic will feature performances by the La Quinta High School Wind Symphony, High Hopes Dance Troupe, and the Franklin Elementary Choir. The Coachella Valley Water District will bring out the water trailer for guests to fill their water bottles. The Rotary Club will serve complimentary hot dogs. Fun for kids includes a bounce house and an inflatable obstacle course. If you want to indulge a little more, pack the picnic basket with fresh fruits, lunch snacks, and refreshing Arnold Palmers. If you don’t feel like cooking but want to celebrate, feel free to pick up a lunch to go from one of the great La Quinta lunch spots: Stuft Pizza Bar & Grill, Fisherman’s Market, La Quinta Baking Co., Aspen Mills, or Chúla Artisan Eatery. City of La Quinta History: La Quinta is nearly surrounded by the Santa Rosa Mountains and is located in the Coachella Valley. When the Colorado River changed its course five hundred years ago, the east Coachella Valley flooded, creating the freshwater Lake Cahuilla. You can still see the lake’s water line today along the base of the Santa Rosa Mountains. The first scheduled trains began operating between Los Angeles and Indio in 1876. La Quinta’s climate was ideal for growing exotic dates, sweet corn, Bermuda onions, and Thompson seedless grapes. As travel to the desert became easier, Los Angeles residents began making trips to the area. When La Quinta incorporated on May 1, 1982 it was named for La Quinta Resort, which had been established in 1926. The City of La Quinta is booming with a growing population of year-round and seasonal residents. New Murals in La Quinta Submitted by: GCVCC Staff La Quinta is home to the #1-ranked fine art festival in the nation, the seasonal Art On Main Street experience in Old Town La Quinta, and a well-established Art in Public Places Program. Around the city art projects can be seen—some are built into everyday objects like bridge railings and bus stops, some stand out as guides and directional markers through the city, while others are tucked away to be found as you stroll down paths and trails. A recent project funded by the public art program is new exterior murals being painted by John Cuevas on the La Quinta Library wall and on the Frontier wall. The mural at the Library is called Volta and is considered one mural even though there are two sections that don’t physically connect. This mural may be seen from Calle Tampico near the Library sign and in front of the Library facing the parking lot. John Cuevas is an artist that lives and works in Palm Desert, Los Angeles, and Oceano California. His work includes paintings created in his studio, site-specific installations, and murals. Volta follows an organic eminence from the brain symbols to shape and fracture the architecture into its surroundings. The brains are supposed to be both symbolic and devotional, text and process. Volta is located at the La Quinta Library, so the books integrated into the mural create a connection to the location. Some exceptional books and authors have been integrated into the mural, including: The Great Gatsby by F. Scott Fitzgerald, The Picture of Dorian Gray by Oscar Wilde, Sunstone by Octavio Paz, Kindred by Octavia Butler, and Collected Works by Yayoi Kusama. The mural feeds off the exquisite surroundings. The Santa Rosa Mountains exude deep blackberry purples against a cotton candy pink sky at sunset. The many colors of the sky throughout the day are represented; brilliant dawn, clear blue, and mysterious dusk. Even the mid-summer sunshine – the unique warm desert golden backdrop – bursts through the mural in an energetic way. All of these endemic colors were methodical choices for the artist. Cuevas shared that when he was painting the mural, as passers-by recognized the “desert colors.” Cuevas also shared his engagement with people as he was working: “Working on a mural is vastly different than painting in my studio. It becomes a live set just like a musician has. I feed off the public’s energy—people honk, kids yell “I love your drawing!,” people park and snap pictures. Overall the people are incredibly supportive. It’s so inspiring that people get enthused enough to yell it out of a moving vehicle. I love it! The energy is electrifying. I think of it as a current, like an electrical current or voltage. Cities like La Quinta that invest in public murals invest in a conduit of creativity and inspiration. The murals get weaved into the social fabric of the everyday. The title of this mural is Volta for this exact reason. I want to tap into the already existing creative energy that runs throughout the City of La Quinta. City Manager’s Message By: Frank J. Spevacek, La Quinta City Manager Greetings! As always, there is a lot going on in La Quinta this month, and it’s my pleasure to tell you about some of the special events and public works taking place. Please mark your calendar now for the City of La Quinta Picnic on April 27th at Civic Center Park celebrating the 37th birthday of our City. This event is free and begins at 9 AM. Residents are welcome to join us at City Hall for a viewing party to see a video feed from the Public Safety Cameras pilot program. These viewing parties began in March and continue through April at 9 AM Tuesdays and 4 PM Thursdays. Also free and going on now is a display of murals at La Quinta Public Library. Please see the story later in this issue for details. Construction has begun on the SilverRock resort and mass grading will be ongoing, which may occasionally impact golf play on our stunning Arnold Palmer Classic Course. This May we expect to begin construction of the Eisenhower Drive Retention Basin project, which will improve drainage and storm water retention near the intersection of Eisenhower Drive and Avenida Fernando. The basin will collect runoff from the intersections of Eisenhower Drive/ Coachella Drive and Eisenhower Drive/Avenida Fernando, and accept overflow from the Legacy Villas development. After the recent rainfall we experienced on Valentine’s Day, I think we all have a renewed appreciation for projects of this kind. The La Quinta Village Complete Streets project is focused on making roadways safer and more accessible to pedestrians and bicycles in the La Quinta Village. We received $7.3 million in funding for construction through a state grant called the “Active Transportation Program” and the project will construct five roundabouts in the Village area (Tampico/ Bermudas, Tampico/Desert Club, Tampico/Eisenhower, Eisenhower/Montezuma and Bermudas/52 Sinaloa). Phase 1 is anticipated to begin in June along Calle Tampico. This project will include landscaping improvements and will reduce Calle Tampico, Calle Sinaloa/Avenue 52 and Eisenhower Drive from four lanes to two. The City will install

additional drainage infrastructure as part of this project to further alleviate flooding that occurs in the Village. Also expected to begin in June, the Dune Palms Road Widening Project will increase Dune Palms Road from two to four lanes from Black Hawk Way to the northern approach of the future Dune Palms bridge. The 2018/19 Pavement Management Plan (PMP) improvements include more than 245,000 square feet of pavement rehabilitation on Avenue 52 between SilverRock Way and Jefferson Street. The project will grind the existing pavement, install a new layer of pavement, and include minor pothole hole repair and striping improvements on Blackhawk Way. Look for this to begin in May and be completed by July. We want your input! The City of La Quinta is preparing a Highway 111 Corridor Area Plan to guide future improvements and create vibrant places that are attractive to investors, competitive for businesses, livable for residents, and exciting to visitors. A three-day intensive planning session will be held April 24, 25, and 26 to share ideas and to inspire a vision for future development of the corridor. We want your participation! In general, the State of California presents some unique challenges when it comes to its tax code. In fact, nonconformity has become the norm when it comes to federal vs. California tax law. That being said, California did take an unusual step this year to help business owners who have closed their businesses. Because a business entity (C-corporation, S-corporation or LLC) is a function of the state in which it originates, the IRS has left the closing of these entities to be a state function. In order to fully end the lifecycle of a business in California, the final income tax return needs to be filed, assets and liabilities need to be dealt with, and the dissolution documents need to be filed with the Secretary of State. If these steps are not completed, the Franchise Tax Board (FTB) would continue to assess the annual $800 minimum tax along with penalties and interest until the business completes the dissolution process. In many cases, the business owners would assume their entity was closed down and would ignore or not pay the $800 minimum tax that

Fortunately, as of January 1, 2019, California allows for the administrative dissolution of qualified corporations and LLCs that are not doing business in California and/or have been suspended by the FTB. As part of this process, taxpayers are no longer required to pay all back taxes in order to dissolve. Assembly Bill 2503 provides for either a voluntary or an involuntary administrative dissolution. To effectuate a voluntary dissolution, the entity must have ceased doing business in California, filed all necessary tax returns up until the time of cessation and not have any assets remaining in the business. By allowing business entities to be completely shut down and administratively dissolved, California has eliminated the catch-22 which often existed where a business had no money, yet was required to pay significant taxes, penalties and interest to fully close the lifecycle of their business. There are some particulars to this program which are too detailed to get into in this article, so if this situation pertains to you, we would be happy to assist you. Jason A. Desert Sands Unified School District By: Kerry Sperber, Local Control Accountability Plan Coordinator for Desert Sands Unified School District In 2013, California State Legislature approved Governor Brown’s plan to establish the Local Control Funding Formula (LCFF). The new formula to fund schools eliminates the old practice of restrictive funding for specific purposes. As a result, all local education revenue now comes in two allocations: 1) a base grant that is the same for all school districts and intended to serve all students, and; 2) additional supplemental and concentration funds allocated based on the number of students in the district who are English-language learners, low-income, and foster youth. To support the implementation of LCFF, the Legislature required districts to develop a Local Control Accountability Plan (LCAP) as part of the process. The LCAP presents goals, improved services, actions, and spending plans aligned with California’s priority areas. Desert Sands has always valued input from diverse stakeholder groups including parents, students, teachers, administrators, community leaders, and school board members developing a comprehensive strategic plan. In June 2014, the Board of Education approved our district’s first LCAP bringing the benefits of a more flexible,

equitable, and transparent way to fund its schools. The LCAP provides an opportunity for Desert Sands to share our story on how, what, and why programs and services are selected in supporting our students to become college- and career-ready. The annual process for developing our local plan takes place January through April with the Desert Sands LCAP Advisory Committee which includes parents, students, employees, and community members who examine results and consider current conditions as we revise, strengthen, and extend our multi-year plan to improve outcomes for all students. Moreover, different stakeholder groups are provided an opportunity to respond in person at their school, district leadership meetings, and parent advisory meetings. Throughout the school year, parents, staff and community members have the opportunity to discuss different topics with the Superintendent at Bailey and Coffee chats, scheduled during the school year at various coffee locations throughout communities in DSUSD. Information provided through committee meetings, community forums, and surveys help inform a draft describing

actions and services addressing the students in Desert Sands. The draft LCAP is presented to the Board of Education for the first read, also allowing for public comment in May. In June, the Board will have a final read and approve the new Desert Sands Local

Fly Over LQ: A Kite Experience Submitted by: GCVCC Staff

Let’s go fly a kite, up to the highest height! Everyone is welcome to join the Fly Over LQ on Saturday, April 6 from 8:00 am to 10:00 am at Monticello Park. This local event is free and open to all ages. Do you have a really unique kite you haven’t flow in ages? Bring it! If you don’t have a kite, that is okay. A craft table organized by La Quinta Library and the SCRAP Gallery will be on site with all the tools and materials you need to create your own masterpiece. SCRAP Gallery will provide examples and information on different types of kites that have been used throughout history. Kite flying is great fun and easy once you learn some of the basics. Did you know there are different types of kites for different winds? Deltas, Diamonds, and Dragon kites fly well in light-to-medium winds. Box kites and stickless Parafoil kites fly better when the wind is a little stronger. Some general rules for flying kites: Wind that is too strong or too light is difficult to fly in. Medium wind offers the most fun and is easily noticeable when leaves and bushes start to move gently. Flying Space should be a clear, open area. Stay away from roads, crowds of people, power lines, and airports. Open fields, parks, and beaches are great for flying kites — the more room you have, the more line you can let out. No Storms. Never fly in rain or lightning.

Kites come in many shapes and sizes, but kites for beginners have the same basic seven-part structure:

1. Kite Sails – made of light and strong material, often very colorful nylon. 2. Spine – strong, light and straight. 3. Cross Spar – made of the same material as the spine and supports the diameter of the sail. 4. Bridle – at least twice the length of the kite; a short bridle will not fly well. 5. Line – lightweight material like cotton or nylon works best; keep tension on the kite at all times. 6. Kite Spool – similar to a fishing line swivel, this helps the flier bring a kite in and out safely. 7. Kite Tail – help with friction in the air. Kite fliers know there are lots of options and things to take into consideration when flying a kite, but the basics of getting your kite to fly are: Hold your kite up by the bridle point and let the line out. If there is sufficient wind, your kite will begin to fly up. Let the kite fly away from you a little, then pull in the line as the kite points up so it will climb. Repeat this until your kite gains the altitude necessary to find a good steady wind. The sky is big enough for everyone! Join the fun and fly a kite at Fly Over LQ. Is a “Cadillac” Plan Right For Your Budget By: Randy Foulds of Foulds & Feldmann Health Insurance Agency Insurance is all about risk. Risk transference means paying someone else (an insurer) to bear the risk of property or monetary loss. The more risk you transfer to an insurer, the more they will charge you. Take the Medicare Supplement F plan for example. Many consider this the “Cadillac” plan, the very best coverage you can get. In an F plan, you are transferring all of your out of pocket costs (deductibles, co-pays and co-insurance) for any Medicare covered benefit, to the insurer. The insurer now bears all the risk. So your premium will be the highest of all Medicare standardized plans. But is that a wise choice? In a lesser plan, you retain some risk, but your premium is lower. On a G plan for example, you pay the annual Part B deductible. That deductible is $183 for 2019 but, it can change. The deductible amount is set by Medicare, not the insurer. The premium however, tends to be significantly lower than the F plan. For example, if the G plan premium is $50 per month less, you would be saving far more annually than you would be spending in out of pocket costs. In this case, your retained risk of $183 is a smart move

because it saves you $417 annually ($600 premium savings minus $183 out of pocket). The premium difference between the F and G plans varies for many different factors, but generally, we see a significant savings. Why do insurers offer this knowing you would be saving money? The G plan was designed by Medicare, not the insurers. An extensive study showed that many people were over-utilizing their Medicare benefits if they had an F plan, since this meant they had absolutely no share-of-cost. On a G plan, since you would bear the cost of the first $183 out of pocket, the theory is you would utilize fewer benefits, and go to the doctor less frequently. Whether that is the case or not, most seniors save significantly after switching to the G plan. It’s like having the Cadillac, plus money left over for gas!
