Please be assured the next edition will more adequately reflect our current state and devote much more editorial content to it. Thank you for your understanding and continued support of the local La Quinta business community.

Old Town Peddler Submitted by: Old Town Peddler Staff La Quinta has become a top travel destination for visitors from around the globe and offers an outdoor playground like no other. The beautiful desert landscape framed by mountains on all sides and scenic communities throughout, makes everyone want to get outside and have some fun. That’s where Old Town Peddler comes in. Founded in 2015, Old Town Peddler has been bringing a sense of “good, old-fashioned, fun” to visitors and residents alike with their bike rental and repair services. Started from humble beginnings, this mom and pop shop began as a mobile bike rental service, catering to vacation rentals and hotels. Their website tells customers “This is your vacation. We want you to feel like it!” and they mean it. Everything is included with their bike rentals, from helmets and bike locks to delivery and pickup at the door of your vacation home. In the last five years they have expanded to a larger storefront next to the La Quinta Village post office and added repair services to their menu. Since they are not a retail shop, customers can trust they are not being pushed into purchasing something they don’t need when their current bike is fixable. Gabe and Elisa, the husband and wife team that own the company, were born and raised in the desert and have long been active community members. Both attended La Quinta High School and have lived in La Quinta most of their lives. Partnering with local non-profits like DesertArc has allowed them to use their business to give back to their community and support its more vulnerable members. “Being a small business in today’s world is tough,” says Elisa. “Especially with everything going on, but the community here in La Quinta has made it possible for us to thrive.” Visitors can request rental reservations on Old Town Peddler’s website at www.oldtownpeddler.com, over the phone at (760) 777-RIDE, or visit them in the heart of the La Quinta Village at 51351 Avenida Bermudas. They’d be happy to recommend a great route to ride, a place to eat, and help you make the most of your stay in the La Quinta.

Exceptional Healthcare, Right Here in La Quinta Submitted by: Desert Care Network Conveniently located on the south side of Washington, near Avenue 48, Desert Care Network’s La Quinta Medical Center offers an oasis of healthcare services, close to home. With additional access off Caleo Bay, this modern, two-story medical office building is surrounded by luxurious landscaping and over 200 parking spaces. Inside, La Quinta Imaging provides a wide range of diagnostic services including X-ray, CT and MRI scans. The Institute of Clinical Orthopedics and Neurosciences offers comprehensive orthopedics and neuroscience services, under the direction of specially-trained, boardcertified physicians. Hyperbaric oxygen therapy and other procedures that can treat hard-to-heal wounds are offered at The Advanced Wound Healing Center. General practice physicians and a variety of specialists are available at Desert Care Network Primary & Specialty Care. The 6,600 square-foot Comprehensive Cancer Center (CCC) serves East Valley residents with a modern Infusion Center, laboratory, pharmacy, surgical oncology, GYN oncology, mammography as well as Chemotherapy treatment. The center is supported by the 60,000 square foot medical complex in Palm Springs, which is also equipped with a medical oncology infusion center, radiation oncology services, treatment-related lab work, a pharmacy, and outpatient surgery facilities. CCC’s history of accomplishments includes many innovative programs that offer the community the option to receive quality care, close to home. The Comprehensive Breast Center is the first hospital in the Coachella Valley to offer the Savi SCOUT, a wire-free
breast localization system. Previously, women would need to arrive several hours before their operation to have a physician thread a wire into their breast (known as wire localization), and then wait. This new system eliminates the discomfort of the wire and the wait time. “The Comprehensive Cancer Center cares for about 13,000 patients annually with about 92,000 patients visits and treatments,” said Teresa Whipple, Executive Director of the Comprehensive Cancer Center. “This new technology helps us improve the comfort and outcomes for our breast cancer patients.” Some of the other technologies and treatments at the Comprehensive Cancer Center include: •

Three Dimensional (3-D) Treatment Planning makes it possible to more precisely target tumors, while minimizing damage to surrounding healthy tissue. Stereotactic Radiosurgery (SRS) identifies and treats malignant brain tumors using a large, single dose of radiation to a small area. Stereotactic Radiotherapy (SRT) is a type of external beam radiation therapy that can be completed in one to five days rather than several weeks. Brachytherapy is a type of radiotherapy that places radioactive sources in or adjacent to target tissues to destroy cancer cells.
The Comprehensive Cancer Center also offers a broad range of complementary therapies including special diets, vitamins, herbs, chiropractic care, massage therapy, psychotherapy, acupuncture and spiritual practices. This program is open to patients of the Comprehensive Cancer Center who have their physician’s approval. Information is provided on complementary therapies and how they may be integrated into the cancer treatment plan. The majority of these services are provided offsite by independent practitioners. Patients are advised to check with their insurance company in advance to determine whether these services are covered.

“It’s my name on the door!” I signed up late year with open table. Many of you know this popular reservation app. As the season got closer this past year, I kept putting it off, not due to my fear of computers BUT mainly my fear of making a mistake. We have a very small restaurant here with about 60 or so seats and we typically serve about 120 people an evening depending on the time of year. As a rule, we never overbook and we accommodate walk ins at the bar and patio weather permitting. I am defiantly old school when it comes to treating people as my guest. If the reservation is 6:30 then I do my best to have that table for you on time, and honestly, I expect the same courtesy in return. Things come up that’s ok so just give us a buzz and we will handle any changes. This past season although I am paying 200.00 per month for a service I do not use, I’ll just chalk that up to another learning experience but there’s a point to be made in this public address today. I will never allow any third parties (open table, door dash, trip advisor, yelp and even google to interfere with my business.) That is a very bold statement to make in this day and age of online reviews and computer apps but my reason is simple. Try calling to talk to any of the above-mentioned services. If your food is cold and took an hour for delivery, who do you call? If we are booked and the google artificial intelligence whatever sent a text to your phone accidently…who do you call? This is why we STILL answer the phones and talk to people personally. It’s not just old school customer service it’s accountability and integrity. These are two traits that seem to be missing in this day and age. I simply will not compromise the quality, integrity and consistency that Chapelli’s is known for. At the end of the day its my name on the door, the menu and this column.

Finder’s THrift: A Nostalgic Paradise Submitted by: GCVCC STAFF Nestled near Old Town La Quinta is a funky little secondhand shop called Finders Thrift and Vinyl. Opened in August of 2014, it quickly became the largest used record store in the Coachella Valley with over 8,000 titles to choose from and over 1,000 records ranging in price from $1 to $3. They put new records out at least once a week and have some incredible finds that include Beatles Butcher covers, autographed albums, error pressings and many imports that are rarely available in the US. The owner, Matt Lehman, has held many odd jobs, from Cruise ship DJ to working on Production Crews for film and TV, which is where most of the autograph collection in Finder’s bathroom came from. Throughout his life he has bought storage units at auction, long before Storage Wars became famous (you can see his Great Dane, Chelsea, on that show). That is where the need for a store was eventually born. “I opened it in La Quinta because of the influx of tourists that come in and out of the valley,” says Lehman. “Outside of a second-hand store, I wanted a museum of the weird and unique items I have found over the years.” Those items include rocket ignition keys, a pre-historic whale rib bone found locally in the desert, a Tibetan Kapala, a real shrunken head, a meteorite, and of course the bathroom autograph collection mentioned earlier. Lehman tries to add new items weekly. The common finds include jeans and t-shirts, costume and silver jewelry, books, local art, unique gifts and antiques. You never know what you’ll discover at Finders. Purchases often go to a good cause as well, including sales that benefit TNR of the Desert. While they don’t do appraisals, they have helped many people find a market to sell their unknown treasures, including 3 silver bowls that almost got scrapped out for $450 by their owners. The pieces ended up selling for $21,000. For more information on Finders Thrift and Vinyl you can visit their store located at 77955 Calle Tampico, call them at (760) 501-8969, or email finderslq@gmail.com.

City Manager’s Message By: Jon McMillen, La Quinta City Manager Welcome to April in our beautiful Gem of the Desert. These past few weeks have been difficult to say the least for many areas around the world. Our valley has taken a hit with the cancellation and postponement of large events. Our local businesses are still open and we need to rally around them and support them when possible. I am greatful by how the community has come together to find ways to get through and we will come out wiser when this passes. City is currently closed however online services are still available to the public. We have taken precautions to keep staff healthy, but they are working on making sure projects are completed on time. I would like to discuss a couple of those projects.
of Avenue 54, Madison Street, Avenue 58, and Calle Tecate. The contractor has restriped Washington and Ave 48 to allow for a right turn without affecting the thru lanes and continues to slurry Avenue 58, Madison, and Calle Tecate. Construction is anticipated to be complete in late Spring 2020. We are continuing to work hard to keep La Quinta the City that we all love. I look forward to seeing you all around town in an effort to support our businesses. If you see me, please do say hi or introduce yourself with an elbow bump. Take care and stay healthy.
Two electric vehicle charging station locations have been constructed on the northeast corner of Highway 111 and Washington in the One-Eleven Center and at the La Quinta Park on Blackhawk Way just east of Adams Street. Construction has been completed on both. Construction is underway for the SilverRock Park Venue Project. The contractor continues to work on the plant layout, grading, trenching for irrigation, and construction of the venue area. Construction is anticipated to be complete in Summer 2020. The Cove Public Restroom and Trailhead Improvements and Calle Tecate Parking Lot Improvements include installing a prefabricated restroom facility, trail entrance signs, seating, shade, and a water fountain next to the current parking lot on the east end of Calle Tecate. The Calle Tecate Parking Lot Project is complete and constructed a 40-space parking lot on the south side of Calle Tecate near the existing trailhead to alleviate onstreet parking concerns. The re-striping is complete on the Northside of Calle Tecate to remove the parking and provide a bicycle lane. There is no longer on-street parking along the North side of Calle Tecate, please use the parking lots at the east and west ends of Call Tecate. Construction of all projects at the top of the Cove will be completed in Spring 2020. Lastly, the Fiscal Year 2019/20 Pavement Management Plan (PMP) Slurry Seal Improvements include over 2.1 million square feet of slurry seal and striping on portions

To Our Community Submitted by: La Quinta Mayor and City Council Thank you for the efforts you have made towards flattening the curve and slowing the spread of COVID-19. We are confident that our City and the valley will get through this time of uncertainty with resilience and a commitment to our community as human beings and family. As you practice social distancing, take advantage of our beautiful City by going for a walk or enjoying a hike on our beautiful trails. Community is everything so we ask that you check on your neighbors, especially the elderly ones who might need some assistance.
Please continue to exercise personal hygiene, shelter in place, stay home if you or someone in your home is ill, wash your hands frequently, and contact your local health care provider if you feel you are experiencing COVID-19 symptoms. We will get through this together and come out stronger than ever in our Gem of the Desert. Be well. Thank you.
Please be assured that your City leadership and City staff are closely monitoring, communicating, and working with Federal, State and County officials to garner the latest information to keep our residents and businesses safe. Our first responders are diligently making further safety preparations when called to serve you. As procedures continue to change and intensify, we understand that our normal routines have been impacted. We do encourage you to stay informed and educated on what is happening and how we must modify our daily lives. Factual information is available at www.cdc.gov or www.rivcoph.org. Our local businesses have been greatly impacted due to COVID-19. Now is the time to support the essential services available by reducing online shopping and instead shopping local. We want to help our businesses who are also residents of La Quinta and the Coachella Valley. Many of our restaurants have shifted to the required Take Out or Delivery Only. Financial Gems Agriculture Tax Laws: Navigating Properly Makes a Big Difference in the Bottom Line Submitted by: Lee Osborne, Osborne Rincon CPAs There are many tax laws that are specific to agriculture which allow the accelerated write-off of certain structures in one year as well as allow you to write off new crops such as citrus, grapes and dates at a very early stage.
In addition, part of the new law allows a 20% deduction on net income for tax calculations although there are numerous limitations. This can be very complicated like most tax laws, but well worth the cost of proper planning. I grew up in the Imperial Valley and have been around farming all my life – from driving a tractor at age 12 and raking hay to applying the tax laws for agriculture right out of college. There are many laws that are specific to farming and you should have someone on your side that is very knowledgeable about them when your taxes or financials are prepared. Lee M. Osborne, CPA, CFE, is the President of Osborne Rincon CPAs. During his 30+ years in public accounting, Lee has done extensive work in many areas, including agriculture, retail sales, the service industry and manufacturing. Osborne Rincon is one of the oldest and most respected full-service accounting firms in the Coachella Valley. To learn more, call (760) 777-7805 or go to www.OsborneRincon.com
There is a new tax law that that gives more flexibility for cash basis tax reporting. Some laws haven’t changed – such as the farmers filing date of March 1st if you haven’t paid any tax estimates for the year. Farming is also one of the last industries where the IRS allows the use of income averaging for the income tax calculation. In regards to “Single Use Structures” for farming, if you have a structure that is specifically used for product storage, this can be written off over 10 years or elect the accelerated method and write it all off in the first year. If you are planting a new crop such as dates, grapes or citrus, you can now take make a special election and write it all off in the first year. There is also the law that allows you to take a deduction for prepaying certain farming costs. There is a limitation on this to the extent of 50% of the year’s expense for that particular item. For example, if you spent $250,000 in fertilizer for one year, you can prepay up to $125,000 on December 31st and take an expense deduction for taxes. This does not apply to deposits for equipment and fixed assets. Creating a proper plan for future equipment exchanges is critical. The new tax changed the availability of taxfree exchanges. Previously you could trade in that piece of equipment (truck or tractor) on the purchase of a new one. Prior to 2018, you did not have to treat this exchange as a sale of the item you are trading in.
