A FAMILY, 100 HIKES, AND A LABOR OF LOVE The story of how one La Quinta family turned difficult times into a season of giving. Submitted by: GCVCC Staff The spirit of giving is alive and well in La Quinta, even during the difficult times we currently face. The current pandemic has significantly altered the daily living patterns of many of our residents, keeping kids home from school and residents close to home. The Gem staff is proud to profile a local family in La Quinta, whose time together became a time to give back. The Kulevich family always loved to hike, typically trying to plan a hike once a week. Once the pandemic hit, that changed. The kids – Jackson (age 11), Alexandra (age 10), and Caroline (age 8), were home for the remainder of the school year, with the family following stay-at-home orders. With the whole family cooped up in the house, the need to get out and exercise was greater than ever. To remedy this, the family headed to their favorite spot, the La Quinta Cove Hiking Trails, which provided a perfect day – hours worth of hiking, lots of fresh air, and great conversations with one another. After the hike, mom Laura said, “This is the best feeling, we should start doing this every day.” The Kuleviches all agreed they would start going on hikes from that day forward, tracking how many days in a row they could keep up the routine. March 18, 2020 marked Day 1. Their hikes became part of their daily routine and the whole family looked forward to them. The kids kept records of their progress, including recording the miles they hiked each day.

Before they knew it, the days started adding up. As they approached their 50th hike, they realized it was going to fall on Alexandra’s birthday. When asked what she wanted to do for her special day, she did not hesitate to answer, “HIKE!” After reaching 75 hikes, they could hardly believe the streak, but figured they could not stop there. They fixed their sights on a goal of making it 100 hikes in 100 days. The Kuleviches started to talk about what they would do to celebrate their 100th hike. There was talk about having a party, complete with cupcakes to celebrate. However, they also wanted to do something more meaningful and give back to the community that they love so much. Young philanthropist Jackson asked, “Wouldn’t it be great if we could turn all these hikes and miles into something good?” That evening, the kids talked and came up with “Hikes for Hope”. They decided if they could get to 100 hikes, they would take their allowances they had been saving and donate them to a charitable organization of their choosing. Choosing an organization was easy – the kids chose Caleo Bay Assisted Living & Memory Care in La Quinta, a charity close to their hearts and right in their neighborhood. A close family friend battling Alzheimer’s disease lives there, and the kids usually visit him a couple of times a week. Sadly, those visits had been interrupted
time, and helped them keep their sanity during uncertain times. On July 7, 2020, the kids were honored and recognized by the City Council and Mayor with certificates of achievement for promoting health and fitness during the COVID-19 pandemic, donating money to Caleo Bay, and supporting their community through an unprecedented time. Dawn Connelly, Executive Director at Caleo Bay honored the children with these words, “The families here at Caleo Bay are just as much a part of this community as our residents, and in turn, they become a central part of our family. With that melding of families, we have the benefit of being enriched by these passionate individuals and they, too, are enriched by our community’s commitment to bettering the lives of seniors. This wonderful cause is a testament to our collaborative approach here at Caleo Bay and we hope to see many more like it.”
since March when the pandemic hit. Through their visits, the family had gotten to know the other residents and staff there very well. In 2019, their family walked and raised funds for the Alzheimer’s Association with Caleo Bay Assisted Living & Memory Care’s team. They thought about the residents at Caleo Bay Assisted Living & Memory Care that could not have visitors and were isolated from family and friends, and the staff trusted with caring for them. The Kulevich family wanted to walk to honor them. They reached out to Dawn Connelly, the Executive Director, who responded enthusiastically to their idea. “What a wonderful, positive cause during such a negative time! We would love to participate in Hikes for Hope. I am touched that these wonderful, selfless, generous, young life-changers would commit to the Caleo Bay cause!”

Caleo Bay had several needs to address, including the need for PPE. On the west side of their property that overlooks the gorgeous mountain, there was a need for a bench and seating arrangements for residents to take in the desert air. The kids’ donation would go to help both needs. A family friend was so impressed with the kids’ efforts, she decided to match the kids’ donation. The bench will be commemorated with the children’s names and mission. The Kulevich kids looked forward to the hikes every day, with water bottles in hand, hiking boots on, and their dog Lulu by their sides as they set out for a daily adventure. Through heavy winds, some rain, the hot sun, jackrabbits, cactus spines, and even RATTLESNAKES (named Jerry and Sandy by Caroline) they never missed a day - over 300 miles in 100 consecutive days. The kids were fascinated by what the beautiful cove trails had to offer. Every day was a different route and hike. The trails served as their classroom, physical activity, family

This month we spotlight the efforts of RD RNNR Libations Pints & Plates (RD RNNR). We spoke with owners Chris & Anita Chmielak to discuss the work they have been doing to help our community during these difficult times. How long have you been open? We opened on November 11, 2019. What made you open in La Quinta? We are longtime residents here. Anita has worked at Arnold Palmers, Lavender Bistro, and Morgan’s in the Desert (located at La Quinta Resort). I have worked in La Quinta as GM for The Falls Prime Steakhouse, The Chateau at Lake La Quinta, Mélange Restaurant, and consulted with the ownership of The Grill on Main in Old Town. Anita and I truly enjoy providing genuine hospitality to our La Quinta residents and surrounding communities! Can you tell us about some of the challenges you have experienced since opening right before the COVID-19 crises unfolded? We had to quickly transition from a new dine-in restaurant to a full-blown takeout program with limited staff. That has been the biggest obstacle we’ve had to overcome in the past several months. Can you let us know about the new program you have instituted to help our community? Since this pandemic, RD RNNR has shifted restaurant offerings to a curbside/to-go program, the response from our local community has been incredibly positive. As new small business owners who are part of a tightknit community, Chris and I want to do all we can to support our local frontline Covid-19 fighters. We recently donated boxed lunches to JFK Hospital medical staff. Their immediate response of appreciation has inspired

us to continue this type of support! The entire staff looks forward to offering our kitchen, labor, and genuine dedication to support our local medical community, police, and fire departments. We are asking the community to consider donating what you can to support our mission of assembling delicious and healthy boxed meals (approximately $9 each) that we can make at RD RNNR and deliver daily to our local heroes on the front lines of the Covid-19 fight. City Manager’s Message By: Jon McMillen, La Quinta City Manager Happy August La Quinta Community! What a summer this has been for all of us, not only in the Gem of the Desert but across the nation. While normally at this time, so many parents and children are school shopping and preparing to start back at school – this year is definitely different. Virtual learning is the new normal for the 2020/21 school year. While so many of us hope that our children can return to the classrooms soon, we also want to ensure that it’s done safely. I am positive our children will persevere and thrive during this unfamiliar time. As we all continue to navigate through COVID-19, I want to remind the community that City Hall is open to the public by appointment. While we do encourage the use of our online services, we also recognize that some things need to be taken care of in person. Work continues at the SilverRock Venue site. Construction is still underway, and the contractor is now pouring the foundation and installing the restroom facility, pouring concrete for the Alongi building, and continuing to install landscape. Construction is anticipated to be complete during the Fall of 2020.
I would like to invite all residents of La Quinta to participate in the 9 Cities Challenge Blood Drive this month. Now, more than ever, local blood shortages are increasing throughout the summer months here in the valley. We work with LifeStream to help raise awareness of these shortages and encourage our local community to donate if possible. Additionally, when you donate blood, LifeStream is testing healthy blood donors for COVID-19 antibodies. Construction is underway for Stage 3 of the La Quinta Village Complete Streets Project. In order to expedite construction, a closure on Eisenhower Drive between Calle Hidalgo and just north of Calle Tampico will be in place through August 2020. Alternate routes are recommended. This fifth phase of the Measure G funded La Quinta Landscape Renovation project is located at the La Quinta Rancho Ocotillo Development on the south side of Fred Waring Drive, the entrance on La Palma Drive at Adams Street, the east side of Adams Street, and the two retention basins within Rancho Ocotillo. The project converts approximately 80,000 square feet of parkway, median, and retention basin including the replacement of 28,000 square feet of turf with the Desert Oasis plant palette. Construction is anticipated to be complete by the end of 2020.

ACCOMPLISHMENTS IN 2019-2020 Supported those affected by the coronavirus pandemic by establishing a food distribution partnership, and childcare at the La Quinta Museum, and by manufacturing face shields at Creation Station. Established COVID-19 Small Business Emergency Economic Relief Programs with up to $1.5 million in available funding. Completed Washington Street Apartments remodel and expansion. Successfully supported multiple community events including Brew in LQ at Hwy 111; Indian Wells – La Quinta Ironman 70.3; La Quinta Art Celebration; and American Express golf tournament. Completed Eisenhower Drive drainage improvements, Dune Palms Road widening, trailhead improvements, Highway 111 auto dealership signage, electric vehicle charging stations on Highway 111, and a Highway Safety Improvement Program to install fiber optic cable citywide.

When it Comes to Medicare, Forget About Brand Names Submitted by: Randy Foulds, Foulds & Feldmann Insurance Agency I hear it often. “My neighbor has Brand X for his Medicare, and he loves it.” I am glad he likes it. But, what does he like about it? And more importantly, what type of plan is it, Medicare Supplement or Medicare Advantage plan? If it is a supplement, which level of coverage is it? There are three reasons I hear most often why someone likes their plan: 1. They cover everything, my doctor doesn’t wait for approvals. That’s because it is a Medicare Supplement with traditional Medicare as your primary coverage. nothing to do with Brand X. 2. I pay nothing out of pocket. If it’s a Medicare Supplement F plan, same would be said of any F plan no matter which insurer. Or, its an Advantage plan with no co-pays in which case you need to be aware of the limited network. 3. All my doctors take it. Again, its because Medicare is the primary, has nothing to do with Brand X. Every insurer wants you to believe they have the best policies. But Medicare Supplements are standardized so, other than a very few extras thrown in, the coverage is the same from one insurer to the next. So how can you choose which insurer is right for you? Once you know what type of Medicare plan you want, Supplement or Advantage plan, we recommend you consider three important facts before you choose an insurer: 1. Cost. Are they the lowest premium for that plan type, or at least among the lowest? No need to overpay for the exact same coverage. 2. Customer Service and Broker Support. How easy is it to get their customer service on the phone and resolve any issues? One insurer recently had an average hold time of 45 minutes. They got it down to 20 minutes and were very proud of that. But 20 minutes is still way too long. 3. Longevity in our state. Medicare Insurers like California. It’s a great market for them, mostly. We frequently see new insurers moving in to this state, often with lower rates. But beware. Are they just luring new business and will then raise rates dramatically? A strong track record of policies issued in our state is preferable.

Sometimes, there is just no way around the fact that you have heard from all your friends and neighbors that Brand X is the right Medicare plan. It’s hard to resist the temptation to just take that advice and be done with it. We know, Medicare is confusing. But your healthcare needs may be entirely different than the people you are speaking to. You might need specialists they have never heard of. You might need more choice in doctors, while your friend is happy with the same doctor he had for years. The decision you make at age 65, when you first get your Medicare, is very important. For most of us, this is one of the few times you have the right to choose any plan you want. You cannot be declined. Once you make this choice, you may be stuck with that type of plan for many years to come. So, it might not be prudent to just rely on your neighbor and his Brand X. Know the different plan types. Understand the major differences between traditional Medicare, and Medicare Advantage plans. And don’t worry about brand names until you review the facts. However, due to the Coronavirus Aid, Relief, and Economic Security (CARES) Act under section 6411, taxpayers may apply for a tentative carryback adjustment of the prior year tax.

A tax loss carryback is when a corporation retrospectively adjusts its tax returns for prior periods if it incurs a net operating loss in a current period. NOLs that arise beginning tax years 2018-2020 will have a 5-year carryback option. Fiscal year taxpayers beginning 2017 and ending 2018 will also have the option to file a tentative refund claim. Additionally, a corporation may claim unused credits associated with Alternative Minimum Tax (AMT) fully in 2018 and 2019 versus the 4-year spread out requirement starting from 2018 through 2021. NOL carrybacks must usually be filed after the year of loss the tax return has been filed, and within one year of that tax year. However, this allotted time has been extended by 6 months. For instance, a taxpayer has until June 30, 2021 to claim an NOL carryback from a December 31, 2019 loss. Once the required forms have been filed with IRS, they will process forms within a limited 90-day review for any errors or omissions. Then, they will either approve or deny the carryback claim. This allows taxpayers to recover any previously paid taxes to provide additional cash relief for current financial needs in order to help stabilize business during a recession. Businesses across various industries will benefit from this reinstated policy – especially those most affected by the pandemic – providing them the opportunity to survive the current recession.

Reyna Mazari, Personal Lines Service Manager of Desert Insurance Solutions, spearheaded the launch of the Facebook group “Coachella Valley Adopt a Graduating 2020 High School Senior” project. The pandemic has seen a cancellation of proms, graduations, sporting events, and more – making it a stressful time for students. In the Facebook group,

locals can adopt a graduating high school senior. The group encourages individuals to adopt a senior and send a letter, card, gift, gift card, snack – anything – to let them know we’re all rooting for them. Update as of June 5, the end of the campaign: the group had close to 8,000 members, and almost 1,300 seniors were adopted/ donations were made. As a local mom, Reyna can understand how difficult it can be for graduating seniors to miss out on the graduation ceremonies. Reyna, along with her friends, Tanya Moreno and Jacqueline Oppenheimer, co-founded the Facebook group to give recognition – and celebrate the hard work of – all students who have made it to this milestone in their life amid these uncertain times.
