Our city has long been a favorite escape for generations of families, and we are happy to see that continue with more and more people discovering the gem that La Quinta is. With this growth we are seeing changes to the nature of business here, in conjunction with the compulsory changes we’ve made in business nationwide since COVID arrived. As much as I would like to avoid mentioning COVID, the truth is this pandemic has been a catalyst to push us into a new era of functionality.

This summer, we have more full-time residents in La Quinta than ever before. We hope you are acclimating to our desert heat and looking forward to the stellar fall and winter for which our valley is known.

Our students have been at the forefront of this change, adapting with incredible resilience to a new structure and technological approach to learning. As they start back to school this month, let us bear in mind the enormity of this school year for them, and let us continue to learn from their example of how to remain adaptable and eager. We are still working to return to normal, and the chamber is dedicated to supporting our businesses in their efforts to thrive. As our city grows and welcomes new residents, let us remain adaptable and eager to step into the coming era with a positive outlook and appreciation for the gem we call home. BACK TO SCHOOL: EXCITEMENT SOARS FOR STUDENTS Submitted by: GCVCC Staff School is beginning throughout La Quinta, and kids are getting ready to head back to in-person learning. Three students gave us their perspective on how they’re feeling about heading back to school in the coming weeks: Brady Lorett, a 2nd grader at Benjamin Franklin Elementary School; Holly Lorett, a 7th grader at La Quinta Middle School; and Matthew Lacey, a freshman at La Quinta High School. What are you most excited about going back to inperson learning fulltime? Brady: I am excited to go to school and have recess. I miss playing with my friends. Holly: I am excited to do things in person, instead of online, such as seeing my friends and doing school projects. I really missed being in my classroom every day. Matthew: I’m excited to see my friends again and get back involved in sports like soccer. I’m also excited about going to the new X Park after school with my friends once it opens.

Holly: I liked that I learned how to do more things on my computer. I was able to learn new ways to do research for school projects, and I learned how to complete my assignments online using computer programs. I liked distance learning because I got to stay home, but I still missed my school. Matthew: I was able to have a better sleep schedule and get more individual attention from the teachers. What do you think will be different about school from before? Brady: I think we will have to wear a mask to keep us safe and healthy. And we need to wash our hands a lot. Holly: I think we will need to be a lot more cautious to not get others sick, such as washing our hands, wearing a mask, and social distancing. I also think we will need to work harder to catch up on things we weren’t able to learn while distance learning. Matthew: I think students will have better hygiene than they did during distance learning and we will probably have smaller classes because of safety restrictions.

What did you like about distance learning? Brady: I liked when my teacher would send us stuff for arts and crafts to do at home. It was fun to see what my friends made.

A TEACHER’S ‘TAKE’ ON THE RETURN TO IN-PERSON LEARNING Submitted by: GCVCC Staff

Heading back to inperson learning is highly anticipated by many, yet it can present some challenges for students, parents and teachers, as well. In order to get an understanding of what some of those challenges are – as well as the opportunities – we spoke with the 2021 District High School Teacher of the Year, Christina Osborne, who is a math teacher at Horizon High School in La Quinta. What has your experience with distance learning been this past year? Distance learning was challenging for all stakeholders. I was one of the fortunate ones where the transition was a little easier. I had many online resources for my students, and most of my assignments were already digital. As a teacher at Horizon High School – an Independent Studies school – I only see my students once a week for one hour. When I started at Horizon, I was struggling with teaching this way in comparison to a five-day setting at the comprehensive school. So, I immediately started to find online resources to supplement information to ensure my students are successful. I don’t want to say I worked harder than ever before, but it was a lot. I am blessed to not have to worry about having a job during the pandemic like many others in our community. I made myself more available to my students to help with their assignments or just to be someone to listen and help them navigate the fear and unknown of the pandemic. Being a teacher is not just teaching your subject, it is helping these young people navigate through this thing called life. The year 2020 sent us a huge curve ball in this game of life. Sometimes you need to put the math on the backburner and talk to kids about what is going on in the world. If students don’t feel safe and heard, it will be harder for them to learn.

I felt it was important for students to have someone besides their family to be there for them and try to let them know things would be ok. Even though we were not sure when that would be, we knew we could get through it together. What parts of distance learning do you think we can integrate to enhance the education experience? Distance learning has made me a better teacher. As a math teacher who believes pencil and paper is the best way to learn math, you probably would think I might not embrace distance learning. But with Google Suite and its many technological tools, why not? And yes, I still require my students to show me all their work… hello, I am a math teacher! Everyone has a camera at their fingertips so they can take a picture of their work and add it to Google Classroom. The main reason to remain all digital is it’s so easy. I have access to their assignments and the students 24/7. I don’t have to wait to see my student in-person to grade or help them with the assignment. I can give feedback/comments in Google Classroom or on their slides before the due date to ensure the students understand the assignment and hopefully increase their grades. I also think the flexibility of in-person and virtual students is a good idea. I think if Horizon can offer both, we would meet the needs of more DSUSD students. This allows families to decide what works best for them. What challenges do you foresee this year transitioning back to in person learning? Some families may still feel uncomfortable sending their children back into the classroom where they don’t know who is vaccinated and if everyone is following the health guidelines. Also, there is some fear that the Delta variant could force the State/District to close buildings and go 100% virtual school. This is where an option for virtual would be great for those who wish to keep their child at home. What are you most excited about going back with the return of in-person learning? That’s an easy answer – seeing my students in person. Zoom is great and I was successful with it, but there is nothing like in-person teaching. Is there anything you would like to add? I was honored to be selected the Horizon High School “Teacher of the Year” by my co-workers for the third time in my eleven years at Horizon. For them to recognize my hard work and honor me in this way, I couldn’t be more grateful. We have a small staff that works hard to ensure DSUSD students who need an alternative education setting are successful.


BACK TO SCHOOL MUST-HAVES (A RETAKE) Submitted by: GCVCC Staff

Several years ago, a version of this story ran in this publication. In reviewing past communiques, it seemed like a good idea to dust this one off and reshare. The school bell will ring on Wednesday, August 18th and the almost 30,000 students in Desert Sands Unified School District will return to the classroom. Here is a list of the 10 must-haves before entering the classroom: 1. Be on time! It’s a new year and a new beginning. Start it off right by being on time and present. Missed class time puts you behind from the start. Studies show that missed school time affects success now and in the future. 2. Get a good night’s sleep. Studies show that students with at least eight hours of undisturbed sleep do better in school. 3. Eat a nutritious breakfast. It will be a long day, so provide your body with the fuel from a healthy breakfast. 4. Plan for a healthy lunch. Whether you have a school nutritionist-created meal or you bring your own, don’t forget the vegetables! 5. Have a backpack or other type of book bag. Your books and papers can be heavy, so be certain you can safely carry them. Consider a bag on wheels.

6. Have a plan. What do you expect to accomplish this year? Plan now for the months ahead and be successful. 7. Take a book. Down time during the day? Take the opportunity to read. Reading can be relaxing, entertaining, and informative. 8. Keep safety in mind at all times: know your route to school, keep an adult informed of any out-of-theordinary situation, don’t put yourself in harm’s way, wear a helmet if riding a bike or skateboard, and think before you act or react. For adults, remember to watch for children while driving. 9. Have a successful wardrobe. If your school requires a uniform, you can find clothing at a variety of local stores at some great prices. If you need assistance with purchasing uniforms, check with the school’s principal for organizations that can help. If your school has a dress code, keep it in mind when shopping. Want to know why there are dress codes? Do some research, check online, and find out why appropriate clothing is required. 10. Have a positive attitude! It’s a new year and a new beginning. Cooling Centers The mercury will remain high as hot temperatures stay with us for a couple more months, so if you need a place to cool down, the La Quinta Wellness Center is open Monday – Friday from 9:00 a.m. to 4:00 p.m. Other ways to beat the heat include the Splash Pad at La Quinta Park, and aquatic programs provided by Desert Recreation District at Fritz Burns Pool. You can

also find some air-conditioned things to do at the La Quinta Library, the Creation Station, and the La Quinta Museum. For a full list of cooling centers in Riverside County visit: www.capriverside.org/cool-centers Citywide Cameras The Public Safety Camera System project is near complete. The project incorporates 105 new cameras at 58 intersections and eight facilities throughout La Quinta. These high-definition cameras have been installed in strategic locations throughout the city to detect and deter crime, to help safeguard against potential threats to the public and to help manage emergency response situations during natural and manmade disasters. The project is currently 98% complete and is expected to come online within weeks. Fire Station 70 Fire Station 70 is receiving interior cosmetic improvements to dormitories, restrooms, and the office and reception area; as well as improvements to the exterior patio covering and the replacement of the existing generator. This will create a modernized, safer and more energy efficient station for our firefighters. The project is currently 60% complete, and next steps include installing furniture and lighting. SilverRock The Robert Green Company gave an update on the progress of the Montage and Pendry Hotel construction at the July 20 city council meeting. Included in the presentation was an update on the hotels, lifestyle residences, conference and shared services building, and the golf clubhouse. To view the entire presentation visit www.laquintaca.gov/SRR Monroe Street Rehabilitation There are two separate areas on Monroe Street that will be receiving road improvements; Avenue 52 to Avenue 53 and Avenue 61 to approximately 325 feet north of Avenue 61. The project was awarded to Onyx Paving Company on June 1, 2021, and Construction is expected to begin this month. The project will entail pulverization, crack fill, and slurry seal of the existing pavement. Roadwork projects are part of our continuous effort to improve, enhance and maintain the infrastructure of La Quinta. Grocery Outlet Grocery Outlet is still on track to open Early Fall 2021 in the La Quinta Village Shopping Center. In the meantime, the developer is working on installing their furnishings in preparation to open. The City of La Quinta is dedicated to continuously improving our community for the residents who live here and the visitors who travel to enjoy our City’s beauty and natural surroundings. The City of La Quinta is pleased to present this year’s General Fund budget, our primary operating account that allows us to provide residents and visitors with important resources such as police and fire protection, community programs, public parks and buildings, and capital improvements. The 2021/22 budget is evidence that even when pressed with extenuating circumstances, the City will remain steadfast in its obligation to supply the most substantial assistance that will directly benefit the health and safety of our community. The budget was approved by the City Council based on input from residents who participated in public forums to determine the most important programs and services for the community. The City’s leaders and staff look forward to providing excellent amenities and being a part of La Quinta’s continued success. Together, we can help create a profound vision, a safer environment for our children and a home we can be proud of.

THE CITY’S PRIMARY BUDGETS ARE THE 2021/22 OPERATING BUDGET AND THE CAPITAL IMPROVEMENT PROGRAM (CIP). The Operating Budget forecasts $58,804,210 in revenue and proposes $55,162,726 of expenditures; $3,578,644 is allocated to Measure G reserves, leaving a projected budget surplus of $62,840. Resources provide residents and visitors police and fire protection, public parks, well-maintained roads, and multiple community amenities.

GOALS FOR 2021-2022

Supported those affected by the pandemic by establishing a food distribution partnership, childcare at the La Quinta Museum, manufacturing face shields at Creation Station for local hospitals, supported Al Fresco outdoor dining program, and provided COVID-19 testing at the Wellness Center.

Review and update Economic Development Strategic Plan and Information Technology Plan.

Established and distributed $2 million to local businesses under COVID-19 Small Business Emergency Economic Relief Programs.

Complete Jefferson Street and Avenue 53 roundabout, La Quinta X Park project, the Citywide Public Safety camera system, Avenue 52 and Fred Waring Drive pavement rehabilitation, Monroe Street rehabilitation, and slurry seal program for miscellaneous streets from the 5-year Pavement Management Plan; and complete landscaping improvements for the Topaz Development, Marbella Development, Sierra Del Rey Development, X-Park frontage, and SilverRock Venue retention basin.

Completed SilverRock Event Site, SilverRock Way, Ocotillo landscape renovation, Fred Waring Drive/Washington Street triple left turn lane, Washington Street pavement rehabilitation, Village Complete Streets, and initiated a Citywide Public Safety camera system. Partnered with local schools for enhanced recycling programs and purchased citybranded recycling trash bins for City parks. Completed acquisition of Dune Palms Mobile Home Park for the preservation of affordable housing.

Complete fire services study to evaluate the needs of the City’s fire services and conduct next phase of police services joint contract study.

Produce technology improvements to HUB/Permit services: enhance and update permit management software for greater functionality and enhanced customer service. Execute enhanced event traffic plans for Ironman Indian Wells-La Quinta, The American Express Golf Tour, and proactive traffic/resident response to BNP Paribas, Coachella and Stagecoach music festivals.

CAPITAL IMPROVEMENT PROGRAM (CIP)

Capital improvement projects invest in City infrastructure that supports the community such as streets, bridges, flood control systems, parkways, parks, and public buildings. This year, improvements focus on transportation, parks and facilities, drainage enhancements, and the Highway 111 corridor.
