Chairman’s Message The Holiday season is upon us. With visitors from around the world descending on our Gem of the Desert, shopping, lights and cheer will begin to fill the air as we celebrate a joyful La Quinta Holiday Season. The holiday season will officially begin with our annual tree lighting ceremony on December 6th. This free event is in the La Quinta Civic Center Park from 6 PM – 9 PM. A few days after that is one of La Quinta’s premiere events, the IRONMAN 70.3 Indian Wells La Quinta on December 8th. This event is in its second year and brings competitive triathletes from around the world to La Quinta to compete. For more information on that event, including route maps, visit laquintaca.gov/ironman. As the La Quinta Chamber Chair, I would be remiss if I did not mention the importance of this shopping season to our local La Quinta business community. Please remember to spend your dollars locally whenever possible and support your local small businesses! Every dollar spent at a local restaurant, shop, spa or other business makes a direct impact on our local economy. Studies have shown that for every $100 spent at a local business, nearly $68 of that stays in our local economy. Take a Stroll Down Gingerbread Lane at Old Town Artisan Studios This Holiday Season Submitted by: Old Town Artisan Studio Staff It’s the most wonderful time of the year! Now in its second season, Old Town Artisan Studios’ (OTAS) Gingerbread Lane is expected to be one of the top holiday attractions in the Coachella Valley. “There has been so much buzz about Gingerbread Lane already this season, and we are ready to welcome people of all ages looking to celebrate the holidays in a unique and interactive way,” said Thomas Burns, executive director of Old Town Artisan Studios. Old Town Artisan Studios will be transforming its 3-acre art campus into Gingerbread Lane – a winter wonderland with multiple Christmas trees, trimmed garland, twinkling lights, a marquee 17-foot tree next to Santa’s workshop, and NEW THIS YEAR – a holiday train! OTAS will also be offering gingerbread cookies and hot cider in the culinary area, along with cookie decorating, clay ornament painting, and more. And, of course, Gingerbread Lane wouldn’t be complete without Santa Claus!

On Saturdays, December 7th, 14th and 21st, Santa will be at Old Town Artisan Studios in person. In addition to all the activities, live entertainment will also get you in the holiday spirit including seasonal music, delightful dance and performances by local youth organizations in the Coachella Valley. Gingerbread Lane has been the dream of Old Town Artisan Studios founder, Victory Grund. “The mission for this family event is to bring back the joy of giving through the holidays through creating hand-made gifts for family and friends. Decorating during the holiday season can be a da unting task. There are your standard home decorations, holiday parties, family gettogethers, and so much more. We sat down with the design experts at Paper Doll Interiors to get some tips on decorating during the holiday season. What is Paper Doll Interiors? It’s your one-stop shop for everything interior design. Wallpaper, window treatments, fabrics, furniture, accessories, and design services. How lo ng have you been based out of La Quinta? We have been in our La Quinta location since 2008, but I’ve had my business here in the valley since 1972! Can you give us some tips for decorating your home for the Holidays? Decorations do not need to be matchy-matchy. I love mixing old and new - grandma’s trinkets with glamorous polished nickel items. Also, small touches go a long way, a cluste r of 2 or 3 ornaments in a bowl or in a vase instant ly make existing items “Christ masy”. Can you give us some tips for decorating for a holiday party? Greenery is always the answer to any tricky décor issue: garlands, wreaths, or a handful of pine

stems and ribbon. Set foliage on the dinner table, entryway, or kitchen island. Add a few candles and - voila! Holiday cheer! Are there any major holiday decorating don’ts? Don’t be so serious! Remember the joy of the holiday, whether you have little vignettes of decorations throughout the house or you focus decorating only in the main living area of your house. These things are meant to bring warmth and happiness to your home for you and your family. Is there anything you would like to add? 3rd Annual CAMFest to take place December 14 Submitted by: DSUSD Staff Support for arts in education will once again be the theme for the Desert Sands Educational Foundation’s CAMFest on Saturday, December 14, 2019 from 9:30 am - 4:00 pm at the Indian Wells Tennis Garden. The event raises funds for arts and music programs throughout the 34 Desert Sands Unified School Districts schools. Students from kindergarten through high school can be found on four stages, in dance areas, at art displays, and - new this year - in the film gallery. Performances range from choir to band to theatre to dance to the graphic and fine arts. In addition to the student performances and displays, professional musicians take to their own stage to enhance the arts experience. Pre-sale adult tickets are $10; children (3-18) $3. On-site adult tickets are $20; children (3-18) $3. Tickets can be purchased by visiting at www.DesertSandsEF.org. For more information call 760-609-4633. Net proceeds from this event will benefit the arts and music programs in DSUSD. Desert Sands Educational Foundation builds unity through the arts. CAMFest 2019 is an all-inclusive community event for families throughout the valley. These include an interactive art area, a holiday raffle, a spinning wheel with prizes, a CAMFest merchandise store, Kainga Music (Oceanside, CA), Academy of Musical Performance (AMP), a “Music Zoo”, food vendors, and so much more. Before you even begin conceptualizing a look, feel, or message, you need to ask yourself: Who is t his intended for and what emotion do I want to elicit in the person/people receiving it? Is this piece intended for mass distribution, or are you looking to touch each person individually?

Most people who take the time to handpick a holiday card or those who opt to customize a card for their friends and loved ones, aspire to incorporate a personal touch. In order to achieve that, there are a few key factors to consider. 1. Are you more quirky or traditional? If you are going the Shutterfly route, you have dozens of silhouettes, backgrounds and finishes to consider. You can order the default 4” x 6” card which tends to be the most economical, or you can pay a little more and select a more original shape (a circle or scalloped layout, or oversize) that will make your card stand out among the rest. 2. As a business, you may choose to take a really buttoned up approach, or you may choose to show a more playful side to make your card more relatable to your recipients. Consider the industry you’re in and who is on the receiving end. 3. With the design, you can also choose a less traditional color scheme to be a bit more unique, or, you can pair bold graphics or fonts with traditional elements to add an interesting twist. 4. Words are the heart and soul of a card. Make sure not to be too longwinded, and try to be as thoughtful as you can with the message. 5. The finish of the card (how it feels to the touch) is also an element that is important to consider. You can go with a matted finish for a more sophisticated look, or high gloss for a more dramatic effect. Glitter and other embellishments also add a more handcrafted/homemade look. 6. From the Farmers’ Market: A Healthy Holiday Dessert!

January 4, 2020 | 10 a.m. to 4 p.m. Over 80 Artists • Live Music Free Admission • Free Parking

The World’s Best Applesauce Serves 6 4 pounds cooking apples, peeled & quartered (Save peelings) 1 cup fresh, unfiltered, unsweetened apple juice ¼ lemon, peeled, peelings julienne 1 cinnamon stick, 4 inches long 1/3 cup brown sugar 2 tablespoons granulated sugar ½ teaspoon salt Place apple peels in 2-quart sauce pan, Add ¼ to 1/3 cup apple juice. Cover & simmer 1 hour or until peels can be easily pierced with a kitchen fork. (After 20 minutes, check to make sure there is enough juice in the pan so peelings do not burn; add more juice if necessary.)

Remove pan from heat & cool slightly; puree apple peelings with a hand blender. Set aside. Place quartered apples, lemon peel, lemon juice, cinnamon, sugars, salt and remaining apple juice in a large sauce pan or pot. Bring to a boil, reduce heat, and simmer until apples are falling apart. Remove from heat; remove cinnamon stick & lemon peelings. Mash apples roughly with a potato masher. Gently fold pureed apple peelings into apples until well blended. Just days later, join us at La Quinta Civic Center Park on Friday, December 6 from 6 PM – 9 PM for our Annual Tree Lighting Ceremony. Residents can enjoy live performances, crafts, cookies, hot cocoa, pictures with Santa and complimentary rides around Civic Center Park on the holiday train. This event is free and all are ages welcome. Finally on December 8th is the IRONMAN 70.3 Indian Wells-La Quinta. You can visit laquintaca.gov/ironman for all details, detours, and information. Construction is underway and the contractor continues building the block wall, is trenching, and installing landscape. Construction is anticipated to be completed by January 2020. The Cove Public Restroom and Trailhead Improvements and Calle Tecate Parking Lot Improvements Project are underway. The Public Restroom and Trailhead Improvements include installing a prefabricated restroom facility, trail entrance signs, seating, shade, and a water fountain next to the current parking lot on the east end of Calle Tecate. The Calle Tecate Parking Lot Project will construct a 40-space parking lot on the south side of Calle Tecate near the existing trailhead to alleviate on-street parking concerns. The re-striping will begin this month on the north side of Calle Tecate to remove the parking and provide a bicycle lane. We would like to wish everyone a safe holiday season as well as a prosperous 2020. Just a note that City Hall will be closed December 24, 25, 31, and Jan 1 in observance of the holidays and to allow staff to spend time with their families.

Work continues throughout our Gem of the Desert. Here is a look at Capitol Improvement Projects currently under construction. The SilverRock Venue site is underway. The contractor is preparing subgrade in the parking lot and installing irrigation. Construction is anticipated to be completed in Spring 2020. The roundabouts for the La Quinta Village Complete Streets Project have been constructed. The contractor will begin construction on the sidewalks along Calle Tampico, to allow for improved traffic flow during the season. Stage 2 of the project will begin in January 2020 at the Avenue 52 and Bermudas roundabout. You can sign up for alerts and stay updated on the project progress by texting LAQUINTAVILLAGE to 22828. Construction continues along Eisenhower Drive for the Eisenhower Retention Basin Project. The contractor is preparing for paving on Eisenhower Drive and installing the headwall in the retention basin. This project is anticipated to complete construction this month. The La Quinta Landscape Renovation Improvement Project – La Quinta Highlands project is Phase 4 of the Measure G funded La Quinta Landscape Renovation Project. The project entails converting approximately 81,000 square feet of parkway

He is my third lab so I should know better and I consider myself a patient person BUT every morning we go for a walk, I feed him and then fill his water bowl. Now for some reason Sam is always thirsty and instead of drinking all at one time, he laps at the water and then drools it across my kitchen floor and half way down the hall depending on where I am…slimy drops of water that I can’t stand so I grab a wet mop and attempt to dry this up. I no sooner put the mop away and he is back to his bowl and does it again. I call him a few choice words none of which are Sam… all of which he ignores and then looks at me like” am I supposed to understand anything your saying?”

Wages vs. Shareholder Distributions: Considerations for S-Corporations Submitted by: Mary F. Barnett, Osborne Rincon Shareholders of S-Corporations can choose to take their compensation either as wages or as shareholder distributions. However, there are some things to be aware of when considering the best option. Any person who provides services for an S-Corporation – and who is compensated for those services performed – should be treated as an employee. That covers all officers except for those who perform no services or only minimal services for the corporation. Standard wages are subject to federal and state payroll taxes including Social Security and Medicare taxes. Distributions, on the other hand, are exempt from these taxes. The Internal Revenue Service requires that shareholders take a “fair and reasonable” amount of their compensation in salary – and so does the Employment Development Department for the State of California. What are considered “fair and reasonable” wages? The fair amount of wages for the shareholder should be based on the industry standard and will change depending on the industry. The criteria can include the time and effort involved in running the operation, the experience level required to accomplish the business tasks, the cost of living in the company’s area, and the point of compensation between the shareholder’s tasks as owner/operator and those of non-owner operator employees in the same position.

In other words, if you own a construction business and you have a foreman you pay $50,000 a year, you should be paying yourself at least that $50,000. If you were to lose your foreman, you would step in and take his place until you can replace him or her – and that is one of the ways the IRS looks at what is “fair and reasonable.” It is important that you make sound decisions when it comes to taking distributions from your S-corporation verses wages. In recent years, the IRS has targeted S-Corporation shareholders who have failed to disburse adequate wages to themselves. You, as a business owner, do not want to be audited for lack of wages and therefore be assessed payroll taxes, penalties and interest on back wages you should have been taking all along.
