Spreading Joy at the La Quinta Library Submitted by: GCVCC Staff The La Quinta Library is feeling the holiday spirit this year with some great programs for our community. In collaboration with the La Quinta Public Library and La Quinta Museum, the Creation Station with be putting on a Gingerbread Contest. Beginning on November 20th, members of the La Quinta community will be able to watch a how-to video on building a gingerbread house. The instructional video will be available on the La Quinta Creation Station YouTube channel.

This video will also feature the official announcement of the Creation Station Gingerbread contest. Builders will be able to submit their entry into one of four categories. Proposed categories are traditional, literary, famous landmarks, and animals. There will be a 1st prize winner for each category in three age divisions, Beginning Builder (7 years old and younger), Junior Builder (8 – 13 years old), and Master Builder (14 years and older). The contest will offer a one-year membership to the Creation Station, a level one class for the Master Builder 1st prize, and a free 3D Print (up to 2 lbs) to the 1st prize Junior Builder in the Famous Landmarks category. La Quinta Public Library has also partnered with The Palms at La Quinta Assisted Living to spread cheer and good tidings to some in our community most impacted by the current State of Emergency. They are asking for help from the community to combat feelings of isolation by mailing positive and kind words through cards, postcards, homemade cards, drawings and encouraging letters to the address below. The staff at the facility will then deliver your letters to residents in need of cheer. The program runs November 9th, to December 31st, 2020.

Holiday Fun at Old Town Artisan Studios Submitted by: GCVCC Staff Old Town Artisan Studios is hosting their third annual art show fundraiser from Thursday, November 17th, to Saturday, December 19th. The event is an occasion to celebrate local and regional artists who generously donate original artwork in support of Old Town Artisan Studios. This year a special theme of Miniature Masterpieces will be presented in the Leland Gallery. A variety of paintings, photographs, prints, sculpture, and mixed media works will be on display and available through raffle. The raffle has some modifications this year to comply with COVID safe practices. You can purchase your tickets online at oldtownartisanstudios. org and they will place your tickets with the appropriate artwork for the final drawing.

The Studio is also offering fun activities for families. Pre-order your Gingerbread Family kits that include four ceramic Gingerbread people, four different colors of acrylic paint, four paint brushes and a ribbon for hanging. Orders of ten or more can be delivered to your home, club, or organization. The price is $50 per kit. The purchase of a Gingerbread kit for your family will also help supply additional kits for local children over the holidays. Over the summer and through this pandemic Old Town Artisan Studios has supplied over 20,000 free Art2Go kits for children throughout the Coachella Valley. City Manager’s Message By: Jon McMillen, La Quinta City Manager

Hello and happy holidays from the Gem of the Desert. With local holiday shopping underway, we have some events and projects to update you on. La Quinta’s Annual Tree Lighting Ceremony will be held at Civic Center Park on December 4th, from 6:00pm – 7:00pm for some holiday cheer! However,this year the annual tree lighting ceremony has been modified into a Holiday Exhibition to encourage social distancing and safety. The program will include a live-streamed tree lighting countdown followed by a physically distant Santa Selfie and goodie bag give away. Construction is wrapping up for the SilverRock Venue Site project. The park site sits on approximately 14 acres and will include a parking lot, approximately eight acres of walking paths, turf, and landscaping. The site will also include a meandering stream with lake, a stage area, pads for future art installations, and a restroom building. Construction is anticipated to be completed by the end of 2020. Construction is underway on the construction of SilverRock Way Street Improvement Project. This project will provide access to the proposed SilverRock Resort by constructing a through street from Avenue 52 to Jefferson Street. Completion is anticipatedin Spring 2021. As many of you might already have seen, construction is underway on the Washington Street Pavement Rehabilitation Project. The improvements include over 310,000 square feet of pavement rehabilitation on Washington Street between Calle Tampico to 500 feet north of Sagebrush Avenue. Grinding the existing pavement and installing a new layer of pavement is the pavement rehabilitation method and non-compliant Americans with Disabilities Act (ADA) curb ramps within the project vicinity will be reconstructed. Construction is anticipated to be complete early this month. Construction is underway for the Washington Street at Fred Waring Drive Triple Left Turn Project. The project will construct triple left turn lanes on all four approaches to the Washington Street and Fred Waring Drive intersection through a cooperative agreement with Coachella Valley Association of Governments (CVAG) and the Cities of Palm Desert

and Indian Wells. The work will include modifying the median curb locations and reconstructing the curb, gutter and sidewalks at the intersection corners. Construction is anticipated to be complete by February 2021. Please note: There will be traffic impacts during construction. Alternate routes and allowing additional time for travel are advised. We know short term vacation rentals (STVR) have been the topic of conversation lately and the City is working deligently to take actions against non-permitted rentals. Also, recommendations from the STVR Ad Hoc Committee have been finalized and will be presented to City Council in December for review and considertion. Just a reminder for our pet parents to please keep dogs on a leash while at parks. This is to ensure the safety of those in the park as well as other dogs. The Gem of the Desert is always recycle friendly and this year will be no different. We encourage all our residents and visitors alike to recycle whenever possible to help our environment. This year’s workshop will be conducted through Zoom however it will have the same format where staff presents City projects and attendees can vote on priorities. Financial Gems Payroll Protection Program: Understanding the Loan Forgiveness Application Submitted by: Bruce J. Legawiec, Osborne Rincon CPAs It has been well over 6 months since the Payroll Protection Program (PPP) was enacted. Many businesses have benefitted from the funds received though PPP, allowing them to retain employees, pay bills and essentially keep the doors open for business. However, it is now time to understand the forgiveness application process and take appropriate action. What’s important to remember is that the PPP is a loan that must be repaid – unless a business applies for forgiveness. A recipient of PPP funds can apply any time before the maturity date of the loan. However, keep in mind that if the application for forgiveness has not been submitted, then payments begin 10 months after the last day of the “covered period.” As a reminder, the covered period is the duration of time allotted to spend PPP funds on “qualified expenses.” The covered period began on the date PPP funds were received and ends essentially 24 weeks after receipt of funds. Any business receiving funds before June 5, 2020, can elect an 8-week period. The Small Business Administration has released three forms that can be used to apply for forgiveness. The borrower will need to make several “certifications” regarding use of PPP funds and submit supporting documents to the lender. Form 3508EZ can be used by a self-employed individual (essentially anyone who files Schedule C with their tax return), and had no employees, or did not include any employee salaries in the computation for the PPP loan application. Or, 3508EZ can also be used by a business that did not reduce annual salary or wages by more than 25% during the covered period; AND, did not reduce the number of employees between January 1, 2020, and end of the covered period; OR, was not able to operate during the covered

period at the same level of business activity as before February 15, 2020, due to government mandated COVID-19 restrictions. Form 3508 – the most complicated form – is for everyone else. It is suggested that anyone that received PPP funds contact their lender directly to review the application and determine specific information the lender will want to see. An important closing comment – while it is clear that the forgiveness of the loan is not a taxable event – the income tax reporting treatment of the related expenses paid with PPP funds is yet to be determined. The IRS says the expenses are not deductible, yet many congressmen say the expenses are deductible. Bruce J.
