Hello, neighbors! We are officially in season here in La Quinta. Our winter weather is the envy of people from all over the globe and we certainly aren’t complaining. Traditionally our event calendars would be overflowing with things to do at this time of year, and if you are like me, you’re missing some of those fun moments. However, thanks to our climate we have an opportunity here that many around the country do not. Instead of being stuck indoors, we can get outside and have a healthy dose of sunshine. We can play, we can hike, we can bike, and we can golf. Let’s take the time this month (the month of love & romance!) to reconnect with ourselves and each-other in the great outdoors. Take a breath of fresh air and have a little fun with our families. Unplug from the negative noise of the world for a minute. What do you love about life in La Quinta? On behalf of the La Quinta Chamber, I’d like to encourage you to continue showing love to your favorite La Quinta businesses and even try some new ones. Meet Laura Green: Capturing La Quinta Through Her Lens Submitted by: GCVCC Staff People love La Quinta for many reasons. Some come for recreational activities like hiking and biking, while others are drawn to the scenic vistas and year-round sun and fun. We sat down with photographer, Laura Green, to see what attracts her to this picturesque community. Besides being a photographer, what do you do? My husband Michael and I have an online business called DesertOutlets.com We work from home selling books, audiobooks, DVDs and vinyl records. Do you live in La Quinta? Yes, we bought our home in the La Quinta Cove in 2001 when we moved from Orange County to the Coachella Valley (best decision we have ever made!). How long have you been a photographer? Thirty plus years (not to give my age away!). I started taking pictures when I worked for a photography company – Olan Mills – and that sparked my passion for travel and photography. What do you enjoy about photography? I love capturing moments in time that turn into wonderful memories for family and friends. What do you enjoy about photographing La Quinta? First of all, our beautiful Santa Rosa Mountains. I never grow tired of our sunrises and sunsets. I love

photographing our desert landscapes, the cactus flowers and all the wildlife that inhabit La Quinta. Next on my list would be the unique and eclectic homes found in our community. Lately I have enjoyed taking pictures of doors, and that has really made me happy. I also enjoy photographing people with their friends and families while they are just having a good time in general. What type of equipment do you use? Like many people I to carry an iPhone everywhere I go, so most of the photos that you see were taken with the iPhone. I also use a Nikon D3300. Is there anything you would like to add? I’d like to say that it is an honor to be acknowledged for my love of our community as captured through photography. I’m so thankful to my family, friends and followers who have encouraged me over the years to share my pictures with the world. How can someone see your work? Social media is the best way to keep up with my photography. You can find most of my favorites on Instagram and Facebook. My user ID on both sites is photosbylauragreen.

Home Renovations Submitted by: Desert Insurance Solutions Staff The pandemic is causing people to rethink where they work, live and play. That’s leading to more relocations and home renovations. Today’s newsletter provides some tips to help your home renovation project go smoother. Note the use of the word smoother rather than smoothly because few renovation projects go smoothly. Plan Thinking about the goal of your project will help establish its scope. For example, if it’s a dream kitchen in your forever home you may want to splurge. But if it’s to improve value for resale you need to be careful spending what you may not recoup. There’s a reason few home flippers use expensive materials. Contractor You need to find the right contractor. Look for referrals, research reviews and check the Better Business Bureau for complaints. Conduct interviews to gather information and establish comfort level. Questions to ask before getting down to details: • What kind of projects do you do? • Do you use subcontractors? Who? • Do you have customer references? • Can you provide proof of insurance that protects you and your workers? • Can I see your “certificate of liability” (to ensure the limit is at least as high as the project value)? • Are you bonded to ensure the project gets completed on time? Contract Once a contractor is chosen, you establish a contract that includes: • The details of the project • Start, interim and end dates • Information about permits, licenses and inspections • Payment amounts, due date warranties and guarantees The contract should not include: • Excessive up-front payment. No more than onethird. • Waiver of subrogation. This waiver would prevent you from recovering losses from a third party in a lawsuit if your contractor is negligent. Anticipate Supply Challenges Projects may take longer and be more expensive than expected due to demand for materials and distribution delays. It can be helpful to choose materials before the work begins. Budgets and timeframes seen on TV home renovation shows are generally unrealistic.

Safety Have your alarm company install a temporary central alarm system for construction, then replace it with a permanent system upon completion. Review fire safety measures with your contractor. Here’s a list of measures that comes from insurance industry analysis of renovation fire incidents: • Never allow oily rags to pile up • Never store paint or solvents near furnaces, water heaters or vehicles • Dispose of waste materials like wood shavings and oily rags daily • Keep flammable materials offsite if possible • Avoid portable heaters • Implement “hot work” guidelines. Hot work includes welding, soldering and cutting that may generate sparks. Hot work areas should be cleared of combustible materials and wooden floors should be properly covered. • No smoking Your Insurance Your homeowner’s insurance covers your home as described in your insurance contract so does not automatically cover major additions or renovations. “Major” would not include something like new kitchen cabinets or appliances, but it would include structural changes and most projects requiring a permit. If you’re doing a project that might be considered major, contact your insurance provider. They will check with your existing carrier to see if they’ll approve it under your existing policy. If not, they should secure a proposal for a “Course of Construction” interim policy, either from your existing carrier if they offer that product, or an alternative carrier if they don’t. Staying Positive It is unlikely your project will go off without a few hitches. Stay positive and expect bumps in the road as part of the process. When they happen, think “how do we fix this” rather than “whose fault is this”. It’s not always easy but with some patience and perseverance your renovation can lead to a very satisfying reward! City Manager’s Message By: Jon McMillen, La Quinta City Manager

Hello La Quinta residents and welcome to our #LoveLQ month here in the Gem of the Desert. We wanted to provide you with an update on some capital improvement projects going on throughout La Quinta and talk a bit about COVID testing. Construction is underway on the SilverRock Way Street Improvement Project. This project will provide access to the proposed SilverRock Resort by creating a through street from Avenue 52 to Jefferson Street. The contractor has installed the sewer and storm drain and is pouring the curb and gutter. They will soon be starting the installation of the water line. Completion of this project is expected in Spring of 2021. Construction continues at the Washington Street at Fred Waring Drive Triple Left Turn Project and the contractor is doing demolition for the curb and gutter along Fred Waring and Washington St. Adjustments are being made to driveways, landscaping, bus stops, and equipment to match the new alignment. The project will construct triple left turn lanes on all four approaches to the Washington Street and Fred Waring Drive intersection through a cooperative agreement with Coachella Valley Association of Governments (CVAG) and the Cities of Palm Desert and Indian Wells. The work will include modifying the median curb locations and reconstructing the curb, gutter, and sidewalks at the intersection corners. Construction is anticipated to be complete by February 2021. Please note: There will be traffic impacts during construction. Alternate routes and allowing additional time for travel are advised. If you have driven down Dune Palms by La Quinta High School, you will see that construction has begun on the La Quinta X-Park Project. The contractor has graded the parking and building area. The building pad has been poured and the building has been received and is being installed. This project will feature a concrete pump track, a modern street course with a variety of stairs, rails and ledges and three distinct bowls that cover the full spectrum of skill levels. The skatepark terrain will be supported by a variety of modern amenities

including a state-of-the-art lighting system, restrooms, a drinking fountain, a parking lot, and a 2-story pro shop. Construction is anticipated to be complete by December 2021. The City will continue to keep you up to date on the latest COVID-19 information from State and County agencies including testing locations, the vaccination distribution plan, food distribution sites and business resources. Find all this information and more by visiting laquintaca.gov/COVID19. Curative COVID-19 testing will continue to be available at the La Quinta Wellness Center. This self-administered COVID-19 test is free and painless with test results provided in 24 – 48 hours. Registration is recommended by visiting curative.com. Financial Gems Could You Benefit from Tax Credits for Paid Sick and Family Leave Due to COVID-19? Submitted by: Corry Hunter, Osborne Rincon CPAS Staying home has become our new norm these days – and whether you are home to stop the spread of COVID-19 or because you need to be there with your kids while schools are closed –Congress offers some help. The Consolidated Appropriations Act, 2021, extends the credit for paid sick and family leave. Originally, the Families First Coronavirus Response Act was for the period of April through December 2020. The extended credit now covers qualified sick leave and family leave wages paid through March 31, 2021. Equivalent credits are available to self-employed individuals. Employers with fewer than 500 employees can claim refundable credits against the employer’s portion of the Social Security tax for each calendar quarter on its employment tax return. They do this by reducing their federal employment tax deposits on Form 941 or they can fund qualified wages by requesting an advance payment of the credit by filing Form 7200. The employer must include qualified leave wages on Form W-2. Additionally, employers must receive written substantiation from the employee. The IRS website has an FAQ section for employers wanting to claim this credit. For an employee who is unable to work because of COVID-19 quarantine or has COVID-19 symptoms and is seeking a medical diagnosis, employers may receive a refundable sick leave credit of up to 100% of the employees pay (capped at $511 per day and $5,110 in the aggregate for up to 80 hours). For an employee who is caring for someone with COVID-19 or is caring for a child because their school or child care facility is closed, employers may claim a

credit for two thirds of the employee’s regular rate of pay (capped at $200 per day and $2,000 in the aggregate for up to 80 hours). After using the sick leave credit, for an employee who is unable to work because of a need to care for a child, employers may receive a refundable credit equal to two thirds of the employee’s regular pay (capped at $200 per day or $10,000 in total). Up to 10 weeks of qualifying leave can be counted towards the child care leave credit. Eligible employers are entitled to an additional tax credit based on costs to maintain health insurance coverage for the eligible employee during the leave period.
