Chairman’s Message Happy New Year from the GCV La Quinta Chamber of Commerce. 2020 is here and there is so much to be excited about throughout our business community. I would like to first thank both the residents and guests for making La Quinta the Gem of the Desert. Seeing the support to local businesses from our residents, bolstered by our seasonal guests and tourists, is a pivotal part of our economy. With exciting shopping and entertainment spots from Old Town La Quinta to Highway 111, we never run out of fun retail options here in La Quinta. We are thrilled to see the economic impact brought to us by our newly named golf tournament, The American Express. We thank the La Quinta City Council and all the City and Tournament staff involved in helping to make this new partnership possible. It’s a fun tournament that brings the opportunity to see professional golf, enjoy great music from Stevie Nicks and Luke Bryan, as well as enjoy our beautiful weather and friendly atmosphere. Remember some simple tips when attending the tournament such as staying hydrated, protecting your skin out in the sun, as well as being courteous and not distracting the golfers. The city is giving us a chance to see some of the upcoming projects coming to La Quinta on January 11, from 9 am – 12 pm, at their 2020 Community Workshop. This event is being held at the La Quinta Wellness Center and will give residents the opportunity to vote on new projects. Every golfer wants to know how to get the perfect golf swing. This isn’t easy to do, so we looked to an expert to talk us through some of her best golf tips. Becky Fossum is a skilled LPGA member and Golf Pro at SilverRock Resort in La Quinta, she sat down with us to talk golf, clubs, swings and more.

Can you tell us who you are and a little bit about your golf experience? I grew up playing golf in beautiful Washington State. My parents lived in an amazing public golf course community, LakeLand Village, in a tiny town called Allyn. At the time it only had 9 holes, a lake, fields, and a few homes around the lake. Today, it’s a master community of 27 holes and thousands of homes. I played on the golf team in high school, which was coed, with my sister Sonja and my neighbor Michelle. We played with the boys from the white tees!

I moved to La Quinta in 2006 and love living here. I love the feel of the desert and the desert lifestyle! I’m blessed to teach golf full-time to so many amazing golfers.

In Washington, we have a strong statewide junior golf program called Washington Junior Golf (WJGA). I played and won almost every tournament I entered. I made it to high school State Championships as a girl, beating out several guys for spots. In high school, I practiced getting down to a 5 handicap (for National Junior Tournaments, you couldn’ t even apply unless you got to a 5). In college, I walked on as a redshirt freshman to Washington State University and played my way onto the team in #1 positions all 4 years at WSU. I got as low as a +5 handicap and won several college golf accolades, PAC 10 All-Star Team, WSU Team of the Decade, along with academic

I turned professional and got married right out of college and started teaching and playing in fulltime golf events. I joined the LPGA and have a masters in teaching and coaching.

29 years after getting my start, I’m excited to say I have several girls and boys on high school teams, several juniors on college scholarships, and several juniors that are winning huge National and International golf tournaments. It is a blessing to see them grow as people and golfers and advance as far as they feel they want to go with golf. This is who I am and I’m excited to continue to teach, play in golf events, and give back to golf and my students. How does a person find the right set of clubs? I ask a lot of questions before I can answer that. What’s your handicap? How long are you planning on keeping this next set? What is your budget? What are your physical limitations? If they are a junior, I ask their shoe size, arm length, parents’ height, any growth spurts lately, and how long they want this set to last? For intermediate or advanced


golfers, I highly recommend booking a golf club fitting. I suggest people shop around the same way you would for a house or car. It’s important to be educated and feel good about your club purchase. Another important thing is asking about guarantees, warranties, and return policies s ince every vendor, retail outlet, or online shop varies on those. Don’t be afraid to ask questions. Once you find a set you like, hit them on grass to see how they feel. Look at the ball flight, how does it feel? Does it look good from the top lines of the club? You must also consider your vendor preferences. What are some common mistakes people make that mess up their game? One is asking for advice from a higher handicap golfer. Another is trying everything for things you don’t need to fix! What are some tips for a great drive? Set up is a main key for hitting drives. See me for details on the driving range! What are some tips for playing the fairway? Take a longer club than you feel, many golfers “under club”. For playing the rough, watch your “rough lies” read the “lie” and don’t be a hero. 7i or 5i can get you back in play and get you into a better scoring position. But definitely work on your driver to stay out of the rough! With the bunker, don’t “under club“ and if you’re in a greenside bunker, hit down, and swing bigger and faster than you feel (50-70-yard equivalent shot

feel). Here’s a fairway bunker tip, take enough club loft to get out of the bunker and work on your driver aim (so you don’t get into a fairway bunker). Come join me on Wednesdays from 2-3 pm weekly at SilverRock for my amazing Short Game Clinics ($300 all-season / $45 drop-in rate). What are some tips once I’m on the green? Reading the green is an art, so do your drills 1ft, 5ft, 10ft, 20ft lag putting. Is there anything you would like to add? Golf, enjoy the walk, be respectful to others when paired up - maybe they feel like a casual round of golf, some want to listen to music while golfing, or you might get paired up with a beginner spouse. Be respectful of the wishes of the entire group, be kind, be uplifting. Golf is hard enough. I feel golf is GROWING, so let’s keep it GROWING and keep golfing, having fun, smiling, laughing, and enjoying the walk! Helping other golfers can be done by saying “nice shot”, “fun round”, and “let’s grab a cocktail or dinner”.... not “let me show you how to hit that shot” (let us golf pros do that)! During a press conference at The American Express™ Media Day at PGA WEST, American Express® and Lagardère Sports announced that top-ranked PGA TOUR players and 2018 Ryder Cup competitors Rickie Fowler, Tony Finau, Francesco Molinari and Paul Casey, as well as rising star Matthew Wolff, have committed to the field joining three-time Masters Champion and PGA TOUR player host Phil Mickelson. Fowler, Molinari and Casey were each winners on the PGA TOUR last season and each made their respective 2018 Ryder Cup teams. Fowler is a five-time winner on the PGA TOUR while Molinari and Casey each have three PGA TOUR wins. Molinari is also a major champion as he won the 147th Open Championship at Carnoustie Golf Links in 2018. Wolff took the PGA TOUR by storm this past s ummer when he claimed his first PGA TOUR win at the 3M Open in July. After turning professional in June at just 20 years old, Wolff received a sponsor exemption to enter the 3M Op en and won the even in a playoff over Bryson DeChambeau and Collin Morikawa. He became just the s eventh player to win in his fourth career s tart or earlier and the first player since Jordan Spieth to win

before his 21st birthday. Tony Finau is ranked #16 in the Official World Golf Rankings and was chosen by Tiger Woods as a Captain’s Pick on the United States Presidents Cup team. Finau also played in the 2018 Ryder Cup with Fowler, Molinari and Casey. “I’m excited to announce I’ll be playing in The American Express in La Quinta, California in January. 1 tablespoon of butter ½ onion, diced 3 cups cauliflower, cut into florets 2 cups chicken or vegetable stock 2 cups half & half Salt & pepper to taste ½ cup gruyere cheese, grated (optional) 2 tablespoons of parsley, chopped In a large pot, heat butter and onions. Cook until fragrant, and add cauliflower. Stir to combine, add stock and half & half. Season lightly with salt & pepper and bring to a boil. Reduce heat to simmer and cook until cauliflower is tender, about 25 to 30 minutes. Transfer to a blender and process until smooth. Check seasoning. Garnish with gruyere cheese & parsley. Events and activities fill our city as we embark on a year that has exciting projects all around. There are a few happenings to take note of in the coming weeks. Join us on Saturday, January 11th from 9 am – 12 pm at the La Quinta Wellness Center for our 2020 Community Workshop. Meet with City Council and Staff on the City’s accomplishments from 2019, upcoming projects and the opportunity to vote on those new projects. The new public restroom at the Top of the Cove was one of the projects voted on by the residents at last year’s Community Workshop. On January 15 – 19 don’t miss the American Express. This golf tournament is held annually at PGA WEST and La Quinta Country Club. Special musical guests will be Stevie Nicks and Luke Bryan. Purchase your tickets at www. theamexgolf.com. Finally, join us on February 7th from 6 pm – 9 pm for Toast to LQ at the La Quinta Museum. Enjoy some pretty great jazz music and wine pairings with friends. The contractor continues to drain the pond and install pipe for the new lake. Construction is anticipated to be completed in Spring 2020. Stage 1 of the Complete Streets construction is wrapping up by end of January along the Calle Tampico corridor. Stage 2 of the project will begin by the end of January at the Avenue 52/Sinaloa and Avenida Bermudas roundabout. The Public Restroom and Trailhead Improvements include installing a prefabricated restroom facility, trail entrance signs, seating, shade, and a water fountain next to the current parking lot on the east end of Calle Tecate. The Calle Tecate Parking Lot Project will construct a 40-space parking lot on the south side of Calle Tecate near the existing trailhead to alleviate on-street parking concerns. Construction of both projects is underway and is anticipated to be completed by March. The re-striping is also underway on the Northside of Calle Tecate to remove the parking and provide a bicycle lane.

The City received 1.9 million dollars in Federal Highway Safety Improvements Program (HSIP) funding to replace the existing copper wire interconnect with fiber optic cable, install new fiber optic cable lines and conduits to replace the existing wireless interconnect, and install new fiber optic interconnect along several segments to close signal communication gaps. This project is currently under construction throughout the City of La Quinta. Construction is anticipated to be completed in Spring 2020. The Eisenhower Retention Basin Project is part of the City’s overall drainage improvement project, and construction is now complete. Construction has completed for the La Quinta Highlands landscape project. The project converted approximately 81,000 square feet of parkway along Fred waring Drive and Adams Street and the La Vistas Drive median to the Desert Oasis plant palette. And finally, the construction is complete for the Dune Palms Road Widening Project. These improvements widened the east side of Dune Palms Road from Westward Ho Drive/Blackhawk Way. Financial Gems Managing the Revenue Cycle in Healthcare Practices Submitted by: Brian Jibben, Osborne Rincon CPAs Revenue cycle management is complex and hard to manage, yet is vital to ensure that your medical practice is getting paid what is owed as quickly as possible. Maximizing reimbursement has many steps – including appointment scheduling, insurance eligibility verification, referrals, precertification to coding, charge capture, claims submission, payment posting, claims rejection reports, accounts receivable follow-up, denied claims management, patient statements, and collection agency account placement. Ensuring that you have the proper procedures in place to manage this process is paramount to maximizing your revenues. Internal controls and processes should be in place to help manage the revenue cycle. Listed below are a few areas that should have set processes in place to manage the revenue cycle: • Internal controls. Internal controls around charge capture should be in places to ensure that unbilled charge reports are monitored so that all charges have been billed and entered for all appointments. • Acknowledgement/accept/reject reports should be worked daily. These reports indicate whether a claim has been accepted or rejected by the payer. Rejected claims should be reviewed timely in order 24

to correct errors for resubmission. • Denial management. This is another key area to ensure that the medical practice is being reimbursed for all of the charges they are entitled. It is important to have staff members trained, and to develop procedures to handle both soft and hard denials. Key performance indicators (KPIs) can help you determine how well your medical practice is meeting goals and objectives. Monitoring KPIs can help make your medical practice more profitable, efficient, and patient-oriented. Listed below are a few indicators that should be monitored closely: • Net collection rate calculation. This is total receipts minus refunds, then divided by charges minus contractual adjustments. • Denial rate calculation. This represents total claims denied for a period divided by total claims billed for a period. • Days in A/R. This factors the total accounts receivable divided by average daily charge. • Adjustment to collections ratio. This is total adjustments for a period divided by total collections for a period.

Now with that said…I have a few thoughts on the holidays but the one that sticks with me the most is …what the heck is a fruitcake? I mean I know what it is …but every time I see one for sale…I just shake my head. Pro’s of fruitcakes Great for re-gifting Looks good as a centerpiece…we’ll revisit that thought in a minute. You never run out. Have you ever been to a Christmas party and someone yells out, hey…we need another fruitcake on the buffet. Con’s of fruitcakes Yuck, that’s self-explanatory Costly to ship…they are dense and weight a lot. I wonder if Amazon drones deliver them at the door or just drop them like little 5 lb. bombs down the chimney

So, as I was thinking I wonder what happens to the hole in bundt cakes…I mean I understand donut holes, they are yummy with a cup of coffee but is there such a thing as bundt holes? There are stores that sell donut holes and there are stores that sell cupcakes. Now bundt cakes are currently a big deal but what happens to the hole? Can you imagine trying to come up with a name for that store? If you gave a fruitcake as a gift this year…don’t call and ask them how they liked it. The recipient of your gift is most likely thinking…“they meant well”. I hope I don’t get reported to some fruitcake abuse hotline.
