Summer Heats Up Risk of Dehydration Submitted by: GCVCC Staff In the extreme heat of summer, dehydration is something everyone needs to be aware of, especially those with children. Dehydration symptoms can range from mild to severe and need to be taken seriously at every stage. Mild dehydration won’t usually cause a significant health problem, but if it’s not addressed it can get progressively worse. Severe dehydration is a medial emergency that can be life-threatening and requires a trip to the hospital. To avoid dehydration an average person needs about eight glasses of water a day, or half one’s body weight in ounces per day. When active outdoors the demand can increase, especially in the heat of a desert summer. The need for hydration exists even when engaging in water activities like swimming. While monitoring our own activity, parents will need to do double duty for their children. Youth have increased risks of dehydration for several reasons: • Their bodies are smaller. • They are more prone to illness that can lead to dehydration. Common childhood illness, such as vomiting and diarrhea, can accelerate fluid loss and dehydration. • Babies and young children depend on adults to give them liquid, very young children might not be able to tell anyone they are thirsty. The key to avoiding dehydration is understanding the environmental conditions around you, making a conscious effort to hydrate regularly, and recognizing symptoms when and if they do occur. Mild dehydration often can go undetected, but as dehydration gets worse symptoms get more pronounced:

• Feeling thirsty • Urinating less often • Having dark yellow or brown urine • A dry mouth or cracked lips • No tears when crying • Feeling tired or confused • Feeling dizzy or light-headed • Eyes that look sunken in the face If your child starts to show signs of dehydration, there’s a few things you can do. Give them a rehydration solution. These are special drinks to help with dehydration, such as Pedialyte. Apple juice mixed with an equal amount of water is also effective. For babies, breast milk will be helpful. You’ll be able to tell if its working if your child urinates more often, and the urine looks pale yellow or clear. For babies, they will have more wet diapers. If dehydration becomes severe, it can have serious consequences that could potentially lead to organ failure and even death. In these severe situations getting to a hospital quickly is key, as severe dehydration can be treated with an IV. Whatever you do, don’t let symptoms of dehydration go untreated. Vacations can be great, except for packing, TSA checkpoints, airplane delays, travel cost, and the general stress associated with travel. How about skipping all that? If you are searching for a great vacation, La Quinta residents don’t have to look past their own backyard. Better Hearing Adds to a Higher Quality of Life Submitted by: Ron Gomez, BC-HIS, Miracle Ear Hearing Center, La Quinta Hearing loss is one of the biggest public health issues facing the elderly today. According to the National Institute on Deafness and Other Hearing Disorders, about 25% of people age 65 to 74 suffer from hearing loss. That number doubles for seniors over 75 years of age. The most common signs of hearing loss include: • Hearing people speak, but not understand what they are saying • Television volume level is louder than normal • People need to repeat things to you often • Difficulty hearing speech in noisy environments like restaurants and parties If any of these signs are occurring with you or a loved one, you should greatly consider getting your hearing tested with a reputable, hearing health professional. Denial often surrounds a hearing loss. Denying hearing loss will only lead to frustration and lack of quality in your life. Unfortunately, this frustration is usually shared with your spouse and/or other family members. Be honest with yourself and loved ones. Being honest will help build the support system needed while you seek a hearing health solution. Aging is one of the primary ways you can develop hearing loss. We’ll refer to it as age-related hearing loss. It often creeps up slowly. You may not even notice it until your spouse or family members recognizes it and brings it to your attention. In addition, hearing loss does not age well. Recent studies indicate that hearing loss that goes unattended can lead to early cognitive stages of memory loss, dementia and alzheimers. The second is noise-induced hearing loss. This loss often occurs over the years and related to exposure to loud noises without using hearing protection. Scheduling a hearing exam is simple. The Impact of AVID on Mitigating Summer Melt Submitted by: Marcus W. Wood, Ed.D. It is an exciting time of year as our high school graduates prepare for their next journey in life; college. Many students challenged themselves by taking a rigorous course of study that included Advanced Placement or IB classes as well as four years of math and science. Many participated in sports, clubs, and donated time at local non-profits to earn community service hours. Senior portfolios were created, SATs were taken, college applications and the FAFSA were completed, and scholarships were applied for all in pursuit of the college or university of choice. Now, all that stands between high school and attending that first college class is a few summer months. Unfortunately, a high number of students who walk across the stage at graduation with plans to go to college never get there. Too many students overlook or struggle to understand the letters and emails colleges send over the summer asking students to complete financial aid forms, turn in health documents, sign up for orientation and more. College counselors have identified this unfortunate event as “Summer Melt”; when students, primarily socioeconomically disadvantaged and first-generation college students, have signed up for a university or community college but do not matriculate. Once removed from the


academic setting of their high schools, prospective college students’ motivation to attend college “melts” away. One successful program that assists in encouraging students to stay true to their dream and their plan is their high school’s AVID program. Advancement Via Individual Determination (AVID) is a college readiness program for elementary through higher education students that is aimed at increasing academic achievement of students through targeted instructional strategies. The program focuses on skills that students will need to be successful in college and career. The program places special emphasis on writing and reading skills, critical thinking, teamwork, and organization. AVID is in all of Desert Sands Unified School District middle and high schools and the program continues to grow at the elementary level. AVID programs not only provide academic support to help students prepare for college, but assists students in applying and gaining admission to colleges as well. The concepts used in AVID create a culture of success at the schools and in the minds of students. AVID schools use the techniques first created for college bound students to incorporate skills that also benefit those going directly into the workforce. The school CTE programs (career technical education) also promote the importance of the same critical thinking, teamwork, and academic focus that ensure success all careers.

In 2016, a quantitative study evaluated the relationship of Summer Melt rates of students accepted to colleges and universities who participated in high school AVID programs and who did not. The data indicated that students in AVID experienced Summer Melt less than 13% of the time, compared to students not in the AVID program who experienced Summer Melt over 40% of the time. Data also indicated that there was little correlation with socioeconomic status and Summer Melt; however, there was a greater correlation with an increase in first generation college students who experienced Summer Melt. The results of this research overwhelmingly establish that student participation in the AVID program effectively prepares students to attend college. Other research from AVID also concludes that success in college and persistence in college has higher rates for students who participated in AVID over their peers. I am truly honored and excited to join the team and look forward to working with the city council, the amazing staff and community. I have worked for the City as a consultant for 17 years, providing project management, development services and economic analyses. During this time, I have enjoyed being part of many great projects and as a new resident of La Quinta my passion and drive to serve our community is stronger than ever. La Quinta won my heart from the beginning, with its natural beauty, wonderful weather, and friendly people. I love hiking the trails in the cove, cycling the neighborhoods, and being outside on those perfect summer nights. I am thrilled to be in this position and look forward to the future of La Quinta.

As I embark on this journey with all of you, we are continuing to work on three projects. The Dune Palms Widening Project began recently and is expected to widen Dune Palms Road from Blackhawk Way to the northern approach of the future Dune Palms bridge from two to four lanes. The project will include constructing a new northbound travel lane, curb and cutter, and 6-foot wide curb-adjacent sidewalks. The La Quinta Village Complete Streets Project is focused on making roadways safer and more accessible to pedestrians and bicycles in the La Quinta Village. The project received $7.3 million in funding for construction through a grant called the “Active Transportation Program.” The project includes five roundabouts in the Village area. Construction on phase 1 began recently along Calle Tampico. The Eisenhower Retention Basic Project has begun construction. The drainage improvements and storm water retention include a 6.3 acre, 8-foot-deep retention basin located near the intersection of Eisenhower Drive and Avenida Fernando, providing flood protection for a 150year storm event. The basin is designed to collect runoff on Eisenhower at the Coachella Drive and Avenida Fernando intersections, and accept overflow from the Legacy Villas development.

La Quinta Residents, We are contacting you on behalf of the City of La Quinta and IRONMAN. December 8, 2019 will mark the second year an IRONMAN 70.3 triathlon will be held in our community. We are looking forward to bringing an exciting event with over 2,000+ athletes from not only throughout the Coachella Valley, but around the United States and the World! While this event serves as an economic driver, pulling off a race of this magnitude brings challenges. We are reaching out to our communities located near the course to keep them updated on possible race day impacts. The race starts in the early Sunday morning December 8th with a swim in Lake Cahuilla beginning at approximately 7 a.m. The athletes will then ride their bikes through Riverside County, returning to La Quinta and finishing at the Indian Wells Tennis Gardens. Based upon extensive community feedback, this year’s bicycle course has been designed to minimize impacts. After months of study and community input, the route was redesigned to avoid Washington Street except where the course crosses Washington at Miles Avenue. The full route and current information on the race are available at: www.laquintaca.gov/IRONMAN. We STRONGLY encourage you to do the following: There will be impacts; contact us with any questions you may have or schedule a meeting. Traveling within the USA: If you are enrolled in traditional Medicare and a Medicare supplement, your coverage is good anywhere in the country, any provider that accepts Medicare will also accept your Medicare supplement. If you are enrolled in a Medicare Advantage plan however, your coverage is regional. Your network of providers, usually an HMO, is tied to the home area where you enrolled. Your plan does provide emergency benefits, but that is the bare minimum. Be aware that in the case of an emergency, you are required to notify your insurer as soon as possible. For people enrolled in Group Health plans, usually through an employer, you should check with the benefits administrator for your plan, or call the number on your card and ask what is covered outside your home coverage area. And for those enrolled in an individual plan, either HMO or PPO, your coverage is also tied to the region where you enrolled and may have restrictions as to what healthcare services are covered beyond your home area. Traveling outside the USA: Most health plans have very little coverage outside the USA. Benefits are usually limited to the minimum required to stabilize you in an emergency situation. We highly advise anyone traveling beyond our borders purchase travel health insurance. This type of coverage is different than the trip cancellation insurance offered by travel agencies and online travel booking agencies. Travel health insurance rates are quoted per day for your journey and are age-rated. Some things to look for are the repatriation of remains, medical evacuation, and political evacuation. These benefits will get you or your remains home as hassle-free as possible in the case of serious injury, illness or worse. Imagine if you suffer a heart attack in a foreign country. Once you are discharged from their hospital, you may want to be medically supervised for your flight home. Many policies cover up to a half million dollars in medically supervised transportation, if necessary. Also, ask if 20

A great majority of Americans aren’t adequately saving for retirement – if they are saving at all. Social Security will soon begin to pay less than 100% of promised benefits if Congress takes no action. This is why many states are stepping up to facilitate plans for retirement, and California is among them. California Senate Bill 1234, signed by Governor Brown in 2016, began the development of CalSavers – a retirement savings plan for private sector workers whose employers do not offer a retirement plan. The number of people that you employ – 5 to 49, 50 to 99, or 100+ individuals – marks your compliance deadline of June 30, 2020, 2021 or 2022.


California employers with at least five employees will be required to either provide a private market retirement plan for their employees or register for CalSavers to enable their employees to make direct payroll contributions to their individual retirement account, which is portable if they leave their current employment.

There are no fees for employers to facilitate the program, but financial penalties may be imposed for non-compliance after a notice is served. Employers are not allowed to make employer contributions to the plan – just simply facilitate the employees’ contributions. While there are no direct costs to the employer, you will need to devote some time to take care of administrative duties so you have everything in order when it’s your time to be in compliance with California’s new requirements. These duties include meeting with your payroll provider to ensure deduction codes are set up, establishing accounting procedures to track employee contributions, and informing your employees of the plan details for them to consider opting-in or out based on their personal situation.

Cost of Homeowner’s Insurance on the Rise

• Do not under any circumstances get mad and pay late or cancel your insurance. Certain carriers are renewing but not writing new business so their response to you might be “good, thanks for that”. Then when you shop for new insurance it might be hard to find.

• There are insurance agencies out there that work with carriers that provide good insurance at a reasonable price. For those in fire zones, keep in mind a limited coverage policy is a better value than the “last-resort” FAIR plan. Make sure your insurance agent does not offer any cheap, low-quality products that will fool people into thinking they have real insurance.

Higher homeowner insurance rates have arrived. The main reasons are: • California fire losses of more than $20 billion. Carriers are trying to manage their losses by increasing rates in fire zones, but state regulations limit rate flexibility. As a result, carriers are non-renewing some homeowners in fire zones and increasing rates for state residents in areas previously thought to be safe from wildfire.

• Some insurance agencies – that continue to find solutions where other agents can’t – continue to have access to quality carriers with contracts specifically designed for high-value homes, standard homes, and specialty properties like short-term vacation rentals.

• Increasing water damage claims. Standard insurance excludes water seepage and floods, but covers sudden and internal damage (like a burst pipe or toilet leak). The frequency of this type of claim has been increasing. Average claims are nearly $100k in high value secondary homes where leaks can cause damage for months before even being noticed. • Increasing dwelling loss limits. Rebuild insurance limits were too low. Homeowners and perhaps agents failed to anticipate cost inflation, the impact of new building codes and limited building supplier availability in choosing the right limits. Here are a couple other reasons rates are going up: • Low base rate. From 2007-2016 California was the 49th out of 50 states in terms of rate increases. Over that period, rates were very stable in California and increasing rapidly in the Midwest (tornado losses) and Southeast (hurricane losses). So now there is a catchup effect. • Size of block. Certain carriers had large established bases of business in California when last year’s fires hit. So compared to new entries their losses were higher and it’s safe to assume they will be more aggressive with rates and renewal decisions in trying to recover. What does this mean for you: • Rates cannot be negotiated with carriers. You can try to switch carriers, but rates are generally increasing for all carriers and several carriers have stopped writing new business. 22

Chapelli’s Cops are great! Last month my restaurant was broken in to. Some “Brainiac” decided to throw a rock through our front door and look for cash to steal. Fortunately for us our alarm system worked like it was supposed to and I got a call to come to the restaurant in the middle of the night. When I got here at 3am, there were a bunch of cruisers and local law enforcement outside. What a welcome sight and it made me once again think of all the people who serve others and this community every day and night. While I was cleaning the shattered glass and filing a report some of the units had been dispatched to another local restaurant for the same type of break in. As I talked to the officer all I could think was, thank God for people like this. Not just because of my situation, its just money BUT to help keep us safe and put their own lives at risk. We should all just say thanks because this is a tough and most times thankless job. Now don’t get me wrong, I am NEVER happy to see a cop in my rearview mirror or on the side of the road pointing a radar gun at me but it’s better than the alternative and I appreciate what they do. My father was a second-generation mortician in Connecticut. Now while this may seem bizarre like growing up in a funeral home but I mention this because he knew everyone in town and everyone knew him. Cop’s used to come by all the time and have a cup of coffee just like the local clergy and it was great. Every day when I see a cop outside in the parking lot, I offer them water coffee or some food, and they NEVER take it. I realize the new breed of cops prefer Starbucks BUT it is only a gesture of kindness that I will not stop even if they can’t take it from me. These days of political correctness sucks and sometimes things are just what they seem to be and nothing more so for today I just say thank you! P.S. Does anyone really think a cup of coffee is going to help avoid a speeding ticket! P.P.S. To the “brainiacs” who broke in…the office door was wide open and the cash was right there unlocked and you walked right on by it. Thanks for reminding us to lock this.
