EMILY FALAPPINO TO LEAD THE COACHELLA VALLEY’S REGIONAL CHAMBER OF COMMERCE, THE GREATER COACHELLA VALLEY CHAMBER OF COMMERCE (GCVCC) Submitted by: GCVCC Staff The Greater Coachella Valley Chamber of Commerce announced its appointment of a new President and Chief Executive Officer on Friday, nearly two months after its former President | CEO Joshua Bonner resigned. GCVCC’s Vice President of Public Policy - Diana Soto has filled an interim position as President/CEO while the Executive Committee engaged in an extensive search for the next organizational leader. The search for a new President and CEO of the Coachella Valley’s Regional Chamber of Commerce the GCVCC, resulted in over 100 candidates from around the country. Friday, The Board of Directors of the Greater Coachella Valley Chamber of Commerce announced that Emily Falappino will be joining the GCVCC Team as their

President and CEO. Chairperson of the Board, Jeff Levine said, “The Board of Directors of the GCVCC cannot express enough how excited we are to have Ms. Falappino join our team. Emily brings experience, professionalism and an energy that will shine bright within the business community of the Coachella Valley. Emily’s outstanding leadership ability, creativity and desire to lead the GCVCC forward is an asset to our members and the community.” Falappino is a Riverside County local who most recently led the Temecula Valley Chamber of Commerce as its President & CEO. Falappino’s tenure at the Temecula Valley Chamber of Commerce was marked by significant accomplishments including her role as an influential leader through COVID-19. From the staff at the GCVCC, “We’re delighted to welcome such an experienced industry leader to our organization! Our team is excited to continue the journey of growth with Emily.” Falappino has a Masters of Business Administration from Cal-State University of San Bernardino and has extensive experience with economic development, business development, visionary leadership, and joint-task projects. Falappino will be joining the GCVCC in July. The Greater Coachella Valley Chamber of Commerce (GCVCC) is a regional chamber formed in 2016 to support a diverse business community. A LA QUINTA HISTORY WITH LOUISE RODARTE-NEELEY Submitted by: GCVCC Staff starting a nineteen-year career as secretary at Westside School in Thermal. She was also a representative for the California School Employees Association at the state level. In 1985, Louise was honored as the California State Employee of the year. In 1988, Louse retired and began her time helping the City of La Quinta and the La Quinta Historical Society. Louise served as curator/manager, document director, program chair, board member and city liaison. Louise spent her later years serving as the Historical Societies official ambassador, representing the city at several civic events throughout the valley. The information in this story was provided by the La Quinta Historical Society and in the book Images of America La Quinta. This book can be purchased at the La Quinta Historical Society. La Quinta has many people who can be credited within the founding and history of the city. One of those is Louise Rodarte-Neeley. Louise was born at Point Happy to one of the Coachella Valley’s pioneering families, the Rodartes. Her parents managed the ranch which was purchased in 1922 from Norman “Happy” Lundbeck by philanthropist Chauncey and Marie Clark. Louise, her siblings, and cousins all grew up on the one-hundredforty-acre ranch. Louise attended Point Happy Elementary School and later attended San Diego Nursing School. Shortly after starting at the school, her father passed, and she returned to La Quinta. During World War 2, Louise worked on and off at the local hospital as a nurse’s aide and eventually started training new staff and assumed the duties of a Licensed Vocational Nurse. Her career continued to evolve as she held positions as a credit manager and a doctor’s receptionist, before

FRANK CAPRA, AWARD WINNING FILMS WRITTEN IN LA QUINTA Submitted by: GCVCC Staff

Frank Capra was an Italian-born American Film Director who won many awards during the 1930’s and 1940’s. He is known to many as one of the greatest names in film history, but some may not know that Frank and his wife Lucille would frequent the La Quinta Hotel, where he composed some of his greatest films. Frank considered the La Quinta Hotel his lucky place to create and write movie scripts. Frank was also continually active in the La Quinta community. In the 1960’s the couple built a home at the La Quinta Country club near the 10th tee, where they stayed until they moved into the San Anselmo casita at the La Quinta Hotel in 1980.

The names of the casitas at the hotel were originally named after saints, which is where the Capra’s casita received its name of San Anselmo. At the resort, you can find a marker and bench dedicated to the Capra’s. The marker reads “Director Frank Capra first came to La Quinta in 1934to turn the story “Night Bus”, which he read in a Palm Springs barber shop, into the movie script for “It Happened One Night”. When the film swept the Academy Awards that year; Mr. Capra became superstitious about La Quinta. This is where Frank Capra wrote the script for many classic film classics such as “Mr. Smith Goes to Washington”, “Your Can’t Take It With You”, “Mr. Deeds Goes To Town”, “It’s a Wonderful Life”, and “Meet John Doe”. Frank and Lucille Capra spent many enjoyable winters at La Quinta and are very much a part of its history. Frank had served in WWI and re-enlisted during WWII and was commissioned as a major eventually becoming a colonel. He worked under General Marshall to produce the Why We Fight films to boost morale. This film won several awards. The information in this story was provided by the La Quinta Historical Society and in the book Images of America La Quinta. A LOOK AT CALSAVERS

Eligible employees may elect a different contribution rate, refuse the escalation feature, or opt out of the program altogether.

Under CalSavers, the first $1,000 of an employee’s contributions is invested in a capital preservation fund. Subsequent contributions are invested in target date funds based on the employee’s age and assumed retirement age of 65.

Retirement security is a perpetually important issue among workers, employers, and various government entities. But as those of us in the retirement industry focus on workplace plans governed by ERISA, 10 U.S. states have taken their own proactive stance by introducing their own mandated IRA programs. This article provides a brief look at one of those programs, the state of California’s CalSavers Retirement Savings Program, including its impact on employers. CalSaver’s mandatory participation was released in waves. Businesses with more than 50 employees should already be participating, and those with more than 5 employees must be compliant by June 30, 2022. How is a CalSavers Plan Structured? Technically speaking, CalSavers is a Roth IRA with automatic enrollment. Deductions are taken from eligible employee’s pay on an after tax basis and deposited on their behalf to a Roth IRA. The initial contribution default rate is 5%, with an annual automatic escalation feature of 1% per year, up to a maximum rate of 8%.

While employee’s who participate in CalSavers aren’t required to make any enrollment or investment decision, employers who are subject to CalSavers are required to adhere to a list of six responsibilities. Proposed fees for noncompliance with the CalSavers requirements – or for not offering an alternative retirement plan – within 90 days of notice start at $250 per eligible employee. They increase to $500 after 180 days. To learn more about CalSavers, how it compares to a 401(k) plan, and which approach might be best, talk to your financial advisor. CITY MANAGER’S MESSAGE By: Jon McMillen, La Quinta City Manager

It has been wonderful to see businesses fully open and activity thriving again in La Quinta. I hope everyone is staying safe and well hydrated during our hottest months of the year. The City’s Wellness Center services a cooling center should you need it – or you can also make a splash in the Fritz Burns Pool if you’re looking for ways to beat the heat!

The city is looking forward to bringing back events starting in the Fall with the annual 9/11 Memorial Ceremony - 20th anniversary, the La Quinta Arts Celebration in November, the Veterans Day Recognition program and many more. If you have a family member, friend, or neighbor you would like to nominate for the Veterans Day Recognition program, please apply online by September 10th at www.laquintaca.gov/veterans2021.

Here are some City of La Quinta updates to note: Citywide Cameras The Public Safety Camera System includes a total of 105 new cameras at 58 intersections and eight city owned facilities. These high-definition cameras will be placed in strategic locations throughout the city to detect and deter crime, to help safeguard against potential threats to the public, to help manage emergency response situations during natural and man-made disasters and to assist City officials in providing services to the community. The installation of cameras is 90% complete thereafter Citywide signage and privacy masking will be applied. The system is planned to be fully operational by Fall 2021. Fire Station 70 Fire Station 70 will receive interior cosmetic improvements to dormitories, restrooms, and the office and reception area; as well as improvements to the exterior patio covering and the replacement of the existing generator. The project is currently 40% complete, and next steps include working on plumbing fixtures, air conditioning and the exterior. X-Park The X-Park – located in North La Quinta across the street from La Quinta High School on Dune Palms Road – will feature 31,000 sq. ft. of skate area, 20 parking spaces, a 1,400 sq. ft. pro-shop with restrooms and an observation deck, energy-efficient and programmable lighting as well as a pump track. The project is at the half way point with an anticipated completion date of December 2021. Monroe Street Rehabilitation There are two separate areas on Monroe Street that will be receiving road improvements: Monroe Street from Avenue 52 to Avenue 53, and Monroe Street from Avenue 61 to approximately 325 feet north of Avenue CITY SPONSORED SECTION

FINANCIAL GEMS TAX IMPLICATIONS OF CRYPTOCURRENCY: WHAT YOU NEED TO KNOW Submitted by: Jason Schneider, Osborne Rincon CPAs Cryptocurrency (crypto) has been a hot topic in the news cycle for the past few months, and there is still much confusion surrounding the tax implications of dealing in crypto. In general, cryptocurrency is a digital currency that can be used to purchase goods and/or services. The transactions are conducted online and maintained using a technology called “blockchain.” Most of the allure in cryptocurrency right now is as a trading vehicle with the intent to buy into it when the price is low and sell when the value goes up – much like a traditional security such as stocks or bonds. Because stocks represent actual ownership in a company and bonds represent an investment into a municipality or project, they enjoy favorable tax treatment under the capital gain/loss regulations. On the other hand, cryptocurrency is not a physical item so there has been confusion as to how it would be treated from a tax perspective. The IRS stepped in with a ruling in 2014 which defined cryptocurrency as property which allows certain benefits under the tax code – the biggest being in capital gains treatment. The most basic scenario would be buying and selling crypto in the same manner that securities are bought and sold. The original purchase price is the basis, and the gain is calculated by subtracting the basis from the eventual sales price. To the extent the crypto was held for more than one year, the gain is then taxed at preferential capital gains rates (0%, 15% or 20%) and any losses would be available to offset any capital gains that have been realized throughout the tax year. Where crypto starts to get complicated is when it’s used in other ways. • •

If your employer pays you in crypto, the fair market value of the coin on the date you receive it is taxable income and will be listed on a W-2 as wages. If you mine crypto, the fair market value of any coin you can mine is considered income and must be

picked up on the tax return. If you use crypto to purchase goods or services, the difference between the cost basis of the crypto and the value of the goods and services is taxable as a capital gain/loss for each transaction made.

There is no doubt the crypto market is highly volatile and potentially very lucrative, but there are many pitfalls to be aware of when dealing in these markets. The IRS and FBI have gotten much better at tracking crypto transactions and have made it a focus of enforcement due to the lucrative opportunities it provides.
