The heat goes up, swimming requires no pool heater and the snowbirds have headed north for the season. We tend to look for things to do indoors or at night and La Quinta has no shortage. The nightlife blooms in places like Old Town La Quinta and the Highway 111 corridor. The restaurants and businesses cater to the summer lifestyle and always have the AC on. Be sure to check out places like Beer Hunter, Burgers & Beer, the newly opened Tuscanos Brewery & Pizza, and many more to watch a baseball game or just get out of the heat. As the season winds down, so does my tenure as Chairman of GCVCC La Quinta Board. My time has been wonderful, and it’s been a pleasure working to make business better in our home here in La Quinta. I would like to thank the Greater Coachella Valley Chamber of Commerce staff for their support and efforts to build a better La Quinta as well as the GCVCC Board of Directors, Directors at Large and Ambassadors for all of their help making the events in our city truly special this year. The La Quinta Library is proud to encourage lifelong learning by providing the people in their community with safe, no-cost activities for educational growth and recreational fulfillment. The events, activities, facilities, and programs they demonstrate that. The month of June alone has a plethora of programs for all ages and interests. There are several services offered by the Library. Teen VIP program gives teens an opportunity to do things like lip sync battles, fashion, water balloon wars and more. Tween Time provides tweens the opportunity to play games, do crafts or just hang out with other tweens. Family Day lets families fully experience the library together. Book Club in a Bag is a great way to start your own book club. It offers 5-10 copies of one title, instructions, author biography, and a group member sign up sheet. Career Online High School is where adults can earn an accredited high school diploma and career certificate.
The Adult Literacy Program provides adult literacy services to the community through one-on-one literacy tutoring, English-as-a-Second-Language classes, and family literacy events. The Veterans Resource Center was established by the Riverside County Library System upon receiving a Library Services & Technology Act (LSTA) Grant. This provides books, DVD’S, and pamphlets on topics such as transitioning from military to civilian life, finding jobs, surviving change, guides to veteran benefits, managing post-traumatic stress disorders and more. The Creation Station offers classes in 3D printing, CAD, Laser Cutting, Sewing, Electronics, and Hand Tools. To use the facilities there is a minimal yearly fee of $50 for a hobbyist or $10 for a student. An educator can use the facilities for free with a valid educator ID. I love him to death BUT he is really dumb…let me explain. Sam is my 3 year old male chocolate lab. He is my third lab so I should know better and I consider myself a patient person BUT every morning we go for a walk, I feed him and then fill his water bowl. Now for some reason Sam is always thirsty and instead of drinking all at one time, he laps at the water and then drools it across my kitchen floor and half way down the hall depending on where I am…slimy drops of water that I can’t stand so I grab a wet mop and attempt to dry this up. I no sooner put the mop away and he is back to his bowl and does it again. I call him a few choice words none of which are Sam… all of which he ignores and then looks at me like” am I supposed to understand anything your saying?” This morning was really weird because instead of looking at me with his big dumb eyes…he looked up at me opened his mouth and said…

Support Your Community Submitted by: GCVCC Staff How do you support your community? There are many ways one can do this, but it’s often hard to figure out where to start. There are so many things that come to mind when one thinks of supporting their community, and there is no end to the need for support from residents and businesses alike in their city. Luckily, we’ve come up with a list of some things we can do in our everyday life to support the community we call home. Volunteer When it comes to local community organizations, there is almost nothing more valuable than time. With so many projects to help improve the local community, there often aren’t enough bodies to go around. Finding local groups within your city can be a big help moving your community in a positive direction. Volunteering your time can make a big difference. Giving your time to local organizations like the library and museum, tutoring at a local school, helping locals register to vote, or even volunteering at local chamber of commerce events can go a long way. If you would like more information on organizations
needing assistance in your area, contact chamber staff at (760) 347-0676. Start a Community Project or Fundraiser Starting small is a good route to go when starting community projects or fundraisers. Remember, even the little things can make a big impact. Try to think of the specific needs of your community when doing this. Something as simple as cleaning up trash at a local park can be a good way to start bringing your community together. You can reach out to your local schools and see if there are specific supplies teachers need, perhaps throw a bake sale to help raise funds for the supplies. The best part of a bake sale is you can treat yourself to some goodies!
Shop Local Sometimes supporting your local community can be as easy as where you shop. Shopping local is a great way to help your local community. Every time you support a local merchant you keep your money in your community. Studies have shown that for every $100 you spend at locally owned businesses, $68 will stay in the community. This money helps support improvements to schools, roads, and infrastructure, as well as helping to create additional jobs and opportunities for your neighbors. So, the next time you are tempted to shop out of area or with national online outlets, head down to a local store and make your money work for your community instead. How Your Tax Return You could save Affects Your Medicare By: Randy Foulds of Foulds & Feldmann Health Insurance Agency Have you heard of IRMAA (income related monthly adjustment amount) and how it may affect your Medicare Premiums? Even if you are not in Medicare yet, it is important to plan ahead for IRMAA with your tax preparer. A few years ago, Congress made some changes to how Medicare premiums are calculated. The goal was to get more money into the Medicare program, but they could not raise the premium significantly due to the “hold-harmless” statute regarding Social Security, which states your net social security premium cannot be decreased. If they increased Medicare premiums deducted from your social security any more than the cost of living increase, you would have a lower net monthly check. So instead, they added a surcharge for high earners. Here is how it works.

Most seniors file income tax married, filing jointly. If the joint MAGI (modified adjusted gross income) is over $170,000 or $85,000 for an individual, Medicare adds a surcharge to both your Medicare Part B premium and your Part D premium. Depending on how much above that threshold you are, the premium increase is anywhere from $65 (Part B and Part D combined) up to $400 per month, per person. Medicare uses your tax return to calculate the IRMAA premium, but it is a two-year look back. If you turn 65 this year, they will be looking at your 2017 return. In many instances, this may mean you or your spouse’s income was higher before retirement, or you sold real estate as you downsized, and that income will now be used to calculate your 2019 Medicare premium. One way to avoid IRMAA is to plan early. By age 60, you should ask your tax preparer if there are any early disbursements or other strategies that can reduce your taxable income in the years ahead so your Medicare premium will not be subject to the increased premiums. You do have rights if you don’t believe you should be subject to IRMAA Medicare amounts or want to appeal the decision. If you became married, divorced or widowed, you stopped work or reduced your hours, you lost an income-producing property, etc., you may have a strong case to have the IRMAA waived. If you feel that one of these situations applies to you, you should contact Social Security to appeal your IRMAA determination. You will need to have appropriate documentation on whichever situation applies to you. There is no guarantee that Social Security will reverse your higherpremium determination, but it is certainly worth a try if one of these situations does apply. We have had clients who have had success in getting IRMAA appealed, reversed or adjusted. Each individual’s health insurance needs are different. City Manager’s Message By: Frank J. Spevacek, La Quinta City Manager Greetings and welcome to the month of June in beautiful La Quinta. The heat is rising, and residents continue to find ways to cool off and enjoy our Gem of the Desert. The work continues for our city throughout the summer and here are some projects we are currently working on. The La Quinta Village Complete Streets Project is focused on making roadways safer and more accessible to pedestrians and bicycles in the La Quinta Village. The project received $7.3 million in funding for construction through a grant called the “Active Transportation Program.” The project includes five roundabouts in the Village area and construction on phase 1 is anticipated to begin this month along Calle Tampico. June will mark the start of the Dune Palms Widening Project. This project is expected to widen Dune Palms Road from Blackhawk Way to the northern approach of the future Dune Palms bridge from two to four lanes. The project will include constructing a new northbound travel lane, curb and cutter, and 6-foot wide curb-adjacent sidewalks. The Eisenhower Retention Basic Project has begun construction. The drainage improvements and storm water retention include a 6.3 acre, 8-foot-deep retention basin located near the intersection of Eisenhower Drive and Avenida Fernando, providing flood protection for a 150year storm event. The basin is designed to collect runoff on Eisenhower at the Coachella Drive and Avenida Fernando intersections, and accept overflow from the Legacy Villas development. Finally, it is not a secret that this is my last month as your City Manager. I have been a part of this community for the past 31 years and will continue to be after I end this journey. What a journey it has been. I have watched La Quinta evolve into a thriving, exciting and financially secure city during my tenure. While being City Manager is not always an easy job, I have always put the city first and given my all to the residents, visitors and community alike. I look at what we have accomplished together to make La Quinta the place people want to be and cannot wait to experience the future of this beautiful destination. There are many projects in progress with some of the big ones being game changers. I am proud of the culture that we developed at City Hall with a staff who make it a point to always put the community

first. The shift in the culture is something I can say I am very proud of, to see how hard this staff works on each and every project/process while continuously seeking ways to improve. Then there is our council leadership; this is not an easy job to take on in any city, but our council has embraced these changes and I thank them for the leadership they have provided to me over the years. A strong foundation that can continue to thrive is hard to find, but I have the extreme confidence that this city will continue to make us all proud in the future. Thank you to those who have challenged me, supported me, questioned me, and encouraged me; each of you have helped to make me strive to make La Quinta the Gem of the Desert.

SilverRock Resort Annual La Quinta Resident Tournament Results The Annual La Quinta Resident Tournament took place on Sunday, May 28, 2019. All fun was had by all with warm but beautiful conditions throughout the morning round. In the Mixed Division, King Wilder and Sue Doesett finished 1st Gross with a score of 66 while Tommy John & Cheryl Zeldin finished 1st Net with a score of 59! In the Men’s Division, Doug Jacobs & Robin Richards finished 1st Gross with a score of 77 while Delon Barnett & Bob Williams finished 1st Net with a score of 60. Congratulations to these players. New Tax Implications for Country Clubs By: Monica Duarte, CPA, Osborne Rincon CPAs Country clubs offer a highly-desired lifestyle here in the Coachella Valley, and if you are affiliated with the management of one of them, there are new disclosures regarding liquidity of a nonprofit organization requiring presentation of functional expenses. Most country clubs are organized as 501c7 organizations exempt from income tax, but in the past, did not present traditional nonprofit financial statements. However, all clubs with fiscal years after 12/15/18 (upcoming 6/30/19 entities) will be forced to conform to the new method. The Financial Accounting Standards Board (FASB) issued ASU 2016-14 (ASU) altering the manner in which nonprofits present donor restrictions within their financial statements. Some key changes were made that may affect your country club. 1. New financial statement categories a. Unrestricted assets are now assets without donor restriction. b. Temporarily and permanently restricted assets have been combined into assets with donor restriction. The purpose of this change was to ensure users understood the use of the term restriction which always applied to donors only and not to certain loan covenants or other agreements which could limit the use of assets. c. Clubs will now be required to identify these categories within their financial statements, regardless of whether there are donor restrictions or not. i. Clubs with Board-designated funds, usually which are set aside for specific capital projects, will show those amounts within the assets without donor restrictions.
1. Disclosures a. Additional information about the club’s ability to convert and pay for obligations from current assets and cash. b. Discussion of the limitations on the club from debt covenants and similar arrangements. 1. Functional Expenses a. To improve comparability between entities, all non-profits, Clubs are now required to divide expenses between program and supporting expenses. b. Many clubs were previously provided detailed information related to expenses for their different areas – golf, tennis, food & beverage, and administration to name a few. For those clubs that did not provide this detailed information, a review will be required to determine what expenses will be allocated to the different programs and what will be allocated to the support services. Entities have the option of presenting this information either as a separate financial statement or within the note disclosures themselves. Seem complicated? It doesn’t have to be!
