Chairman’s Message
Submitted by: Jeff Fishbein, Chairman | Coldwell Banker Residential Brokerage Over the past few decades, our society has developed an obsession with food. Many of us have become “Foodies.” We have a well-honed passion; we experience food, we don’t just eat it. This ardent or even refined interest in the culinary arts has become an integral part of our culture. The talent of preparing and serving delicate and visually appetizing food has catapulted numerous up-and-coming chefs into the limelight and has resulted in the success of countless trendy new dining concepts right here in our own backyard. We now crave the finest presentation of the freshest ingredients, even from the most modest of venues. This is apparent in the rising number of Gastro-Pubs, Pop-Up restaurants, and even high-end food trucks - all of which are now becoming mainstream artistic food trends here in the Coachella Valley. These new epicurian styles and gastronomic fads continue to shape the ever-evolving role that food has in our culture. Cuisine has also had a profound influence on travel. In fact, culinary tourism – both locally and internationally – is on the rise. People now plan vacations around particular cultural regions like Italy or France, and day trip itineraries include the sampling of libations from nearby wineries or craft brew pubs. This idolization of fare has had a significant impact on social media as well. It has become common
6
practice to take photos of the foods and beverages we consume, which are satisfying to the eye, to share with friends and family online. Our beautiful City of La Quinta offers many incredible venues to explore these new and exciting trends in food. Why not try a sweet scientific treat like nitrogen-chilled ice cream or a wonderful Farm-to-Table Sunday Brunch? For the more adventurous, you can even elevate your own kitchen skills by signing up for a local cooking class, enjoy a couples cooking adventure, or maybe refine your sous vide cooking technique. For those less inclined to be hands-on in the kitchen, why not join some friends for a craft beer or a halfdozen oysters and a glass of bubbly? Whatever your culinary passion may be, I hope to see you out and about. Jeff Fishbein is a REALTOR with the desert’s leading Coldwell Banker Residential Brokerage. Jeff has tremendous success in helping home sellers and buyers with a 5-Star rating on Zillow.com. Jeff’s motto is COMPETENCE, KNOWLEDGE, & RESULTS. Jeff is also very active in La Quinta, serving as the past and current Chairman of the GCV La Quinta Chamber of Commerce and sits on the Board of Directors of the CVRM.

Business Profile: Mélange Submitted by: GCVCC Staff
Be transported to the French countryside without even leaving the desert. The Chateau at Lake La Quinta is a boutique hotel that is energetic and vibrant, with an intoxicating mix of attentive service, gorgeous lakeside views, desert solitude and beautifully appointed hotel rooms. The Chateau offers an unforgettable resort experience after its 2015 $3.5 million renovation that brought the property 13 spectacular lake view guest suites and a new gourmet lakeside restaurant, Mélange. Mélange offers guests delightful fine dining, and is open daily for breakfast, lunch and dinner. Surround yourself with majestic mountain views as you dine lakeside at the indoor/outdoor restaurant showcasing California farm-sourced ingredients and offering a menu of classic and contemporary dishes. During the renovation, an all-new bar and lounge were designed to allow guests and diners to relax and socialize with a glass of champagne, wine or a handcrafted cocktail. Take your drinks outside to enjoy the warmth of one of the fire pits while the sun sets and creates a magical sky and reflection on the lake. The Chateau also welcomes le chien – or man’s best friend – to join you during your stay and during your dining experience. They can even chow down with a special pet menu created by the executive chef, Jeremy Saccardi. Jeremy’s inspired culinary creations offer the ideal complement to the idyllic surroundings of Mélange, for both people and canines. Jeremy apprenticed under several celebrity chefs, including Charlie Palmer, Kerry Simon, Jean Joho, Jan Birnbaum, and Cat Cora. His exposure to their different perspectives on elevated modern and classic cuisine allowed him to develop his own style. The flavors he presents reflect his focus on quality ingredients, which he pairs in unique yet comforting ways. Jeremy uses locally and seasonally available foods, and says “This approach has allowed me to create harmony in my food with texture, flavor, and color,” adding that The Chateau’s beautiful natural ambience fires his imagination to create cuisine that is equally enticing. “Although our food is very approachable, we pride ourselves on serving a level of cuisine that is more comparable to what you would find in larger cities and food-centric communities. We utilize products that you don’t see very often in the area and provide flavor combinations that evoke both comfort and excitement to the palate” says Jeremy about their menu. “Each dish is designed to be a harmony unto itself, utilizing the techniques and creativity of the chef along with high-quality fresh ingredients.” The Chef recommends trying the Mediterranean Sea Bass with heirloom cauliflowers and sea urchin. Reservations may be made in advance through OpenTable or by calling 760-564-7332. Breakfast is served from 7 am to 10:30 am, lunch is served from 11 am to 3 pm, and dinner from 5 to 9 pm. Sunday Brunch is served every Sunday from 10 am to 2 pm and happy hour is available from 3 to 6 pm daily. Bon appetite! | Address: 78120 Caleo Bay, La Quinta CA 92253

Grab your family and friends and head over to the 37th La Quinta Arts Festival which promises to be the best ever! Set for Thursday through Sunday, March 7-10, 2019 at the beautiful La Quinta Civic Center Campus, 10am to 5pm daily, 220 friendly artists and a legion of cheerful volunteers are ready to welcome you to the show Ranked # 1 in the Nation! Presenting original works in diverse mediums, styles and price points, artists are arriving from 36 US States, Argentina, Canada, Italy and Nicaragua, to connect with you and share their creative viewpoints. Ever evolving, this year LQAF welcomed the digital art exhibition category which incorporates computer graphics, computer animation, virtual and interactive art, 3d printing, and more in the realm of New Media Art.
Tennessee artist Daryl Thetford. Thetford was commissioned by the City of La Quinta to create a recognizable La Quinta cityscape, on display at La Quinta Library’s Makerspace. You will find prints of ‘La Quinta Day’ and ‘La Quinta Night’ for sale at the Festival Shop. Speaking of interactive art, on Saturday creativity is at your fingertips! Festivalgoers are invited to join the fun to finger paint a 10ft. x17ft. mural designed and orchestrated by acclaimed artist Peter Tigler. The mural theme celebrates our Coachella Valley lifestyle and is made possible by the California Desert Arts Council. Between mingling with the artists and making your mark on the mural, enjoy some delicious food and drink from Fisherman’s Market & Grill, Bristol Farms Café, Aspen Mills Café and Bakery, Brandini Toffee, and E & E Pels. Stella Artois is the official beer sponsor, served beside fine wines, beers and other refreshing libations. What is a festival without music? This year’s lineup with notable headliners Art of Sax, Shaken Not Stirred, and Trio NV, along with the guitar stylings of Scott Carter and Michael Anthony Gagliardi are sure to complete your perfect day at the 37th La Quinta Arts Festival. We look forward to welcoming you! For Tickets and Information visit LQAF.com.

A Fun Food Lifestyle in La Quinta Submitted by: GCVCC Staff
La Quinta is full of great activities and things to-do; from hiking and biking to shopping and dining – but dining doesn’t have to be exclusive to the restaurants around the city. There are events and programs year-round in La Quinta offering residents and visitors the chance to eat while enjoying our beautiful surroundings. On February 8, those 21 and over enjoyed Toast to LQ at La Quinta Museum. Toast to LQ provided a fun atmosphere, fine wines, hors d’oeuvres and a live jazz band that entertained all night long. Admission ranged from $20 to $30, which included all wine tastings and hors d’oeuvres. All proceeds benefited La Quinta Historical Society. While this event has already happened, keep an eye out for similar benefit events at La Quinta Museum. First Thursdays in Old Town La Quinta offers family fun, food, drinks, and live music on Main Street the first Thursday of every month from November through April. All happy hour menus and drink prices are extended to 8:00 pm in addition to regular dinner menus at Solano’s, The Grill on Main, Old Town Tavern-Barbeque, and Stuft Pizza. Dine al fresco, listen to live music, and explore the shops. Sunday Certified Farmers’ Market is open every Sunday from 8:00 am to 12:30 pm October to April in Old Town La Quinta. You’ll
10
find fresh produce, herbs, honey, nuts, cheese, fresh-cut flowers, organic meat, fresh-baked breads, olive oils, live music and so much more. The Sunday Farmers’ Market provides one of the nicest experiences in La Quinta; sip on a cup of coffee, enjoy brunch, browse the boutiques and take in the beauty of the day. Admission and parking is free (closed on Easter Sunday). Don’t forget to mark your calendars for Greater Palm Springs Restaurant Week, taking place in La Quinta and across the Coachella Valley May 31 through June 9. Participating restaurants offer special lunch and dinner menus at set prices for diners to enjoy. No passes, tickets or coupons are required; simply dine out at participating restaurants throughout the event. Check out restaurant listings online (dinegps.com) to find participating locations and menus being offered. Some La Quinta events come around once in a while, others once in a lifetime, and still more repeat once a year. Whichever events and programs work with your schedule, there is always fun to be had. Wine and Dine in La Quinta Submitted by: GCVCC Staff An evening out in La Quinta offers family, friends and groups a range of food culture options from casual to fine dining. Whether you are looking for a night off, a chance to share a favorite dining spot, happy hour bites, or a romantic night out there are endless options in La Quinta. No matter what the occasion or the price point, you will find the perfect setting — a common option year-round is al fresco dining. Restaurants across the city offer diners a great place to sit, relax and take in the stunning views while enjoying cuisine to please any appetite. La Quinta Cliffhouse is a local hidden gem nestled cliffside on Highway 111 offering guests a unique dining experience near world-class resorts and shopping. As one of the desert’s most sought-after places to dine, wine and gather with friends and family, their classic American menu includes steak, pasta and fresh seafood dishes all complimented by an award winning wine list and creative cocktails. Guests can dine on the cliffside patio or enjoy the warm and vibrant dining room, or the more casual bar with views looking out at the Santa Rosa Mountains from Point Happy. After shopping at the boutique stores or enjoying Art on Main in Old Town La Quinta, head over to Casa Mendoza. This casual Mexican restaurant and cantina offers an authentic menu and margaritas by the glass or pitcher. They recently completed a significant expansion of the dining and bar area, making more room to enjoy great food with great company. This restaurant is perfect for all ages and a local favorite for breakfast, lunch and dinner. If you are looking for something quick and on the go, order anything from the regular menu as take out. Looking to indulge with a night of all you can eat? Okura Robata Grill & Sushi Bar is a well-known Japanese restaurant and sushi bar that offers delightful dishes in an intimate dining room with subdued lighting and vibrant music creating a convivial ambiance. Don’t miss happy hour pricing on appetizers, sushi rolls and house cocktails between 4:30 and 6:30 pm. Okura’s menu spans a wide range of delectable options—including gluten free—from unique appetizers to classic Japanese sushi to delicious entrees, including Kobe steaks. Morgan’s in the Desert is located within La Quinta Resort & Club, but that does not mean only resort guests can enjoy the cuisine. The restaurant’s local focus includes sourcing the top produce and products in the region to craft deliciously simple and healthful dishes. Guests can enjoy dinner at the piano bar, in the dining room or on the fire-lit courtyard. Be sure to make a reservation and come early to enjoy a pre-meal cocktail; like Heat of Mexico or Basil Me Down. Don’t forget dessert! Right in the heart of Old Town, Nitroinfusions will freeze your ice cream creations in a whirl of flurry and flavor using liquid nitrogen. Whatever your preference and comfort may be, La Quinta has a drink, dining and dessert spot for you. You know your go-to dining spot will always be dependable, but with the countless dining options around town you have the option to try new places and find some alternative restaurants to add into the night out rotation. Whatever you decide, we know you will enjoy La Quinta to the fullest.

City Manager’s Message By: Frank J. Spevacek, La Quinta City Manager
normal business hours. I hope all of you have a chance to enjoy some art this month, spend some time in our parks and trails, and take in the beautiful wildflowers that are in bloom. Make sure to stop by the La Quinta Arts Festival happening in our very own Civic Center Park beginning on the 7th and running through the 10th. For our youth community, Desert Youth Olympics will take place at La Quinta High School on March 9th and launch a rocket at Mission LQ happening at Monticello Park on the 23rd. March is a special time to enjoy La Quinta!
Hello, La Quinta residents. As we say hello to March, we look back on a very wet February. With some of the cleanup being undertaken around the valley, I am pleased to report our roadways and infrastructure held up quite well. Thank you to all the drivers and pedestrians who showed patience and caution during the heavy rains, helping to keep our city safe for everyone. The La Quinta Village Complete Streets Project is set to start in June of 2019 with phase 1 going along Calle Tampico. The project is focused on making roadways safer and more accessible to pedestrians and bicycles in the La Quinta Village. This project received $7.3 million in funding for construction through a grant called the “Active Transportation Program”. The project will add five roundabouts in the Village area. Other projects in the works include the Dune Palm Road Widening Project that will widen Dune Palms Road from Blackhawk Way to the northern approach of the future Dune Palms bridge, taking it from two to four lanes. Construction on this project is anticipated to begin June of 2019. The Eisenhower Retention Basin Project is anticipated to begin construction in May of 2019. The drainage improvements will provide flood protection for up to a 150-year storm event. The basin is designed to collect runoff from multiple intersections and accept overflow from the Legacy Villas development. The planned XPark continues to progress, with great feedback being provided at the recent Riders Workshop held on February 11th. The feedback from that event will allow both City staff and the developers from Spohn Ranch to present the final concept to City Council this month. The XPark has an estimated completion date of December 2019. After the January 15, 2019 Study Session, City Council gave direction to City Staff to move forward with a Public Safety Camera System pilot project, with cameras installed at Washington Street and Eisenhower Drive, Washington Street and Ave. 52, and Jefferson Street and Ave. 49, at no cost to the city for ninety days from March through May. This is designed to create efficiencies in the delivery of public safety services and contain ever-increasing costs of police services. City Hall will have a live viewing room starting in March where the public is welcomed to view the system and see its capabilities during

19-OSB-0033 GCV…t.pdf Why Internal Controls Are Important for Your Company
of Directors. Fostering environments where fraud is not tolerated and high-ethics cultures are rewarded is key and will help guide the rest of the controls. 2. Risk Assessment – Processes – hiring, production, sales and finance – are reviewed to identify risks and create appropriate strategies to mitigate them. 3. Control Activities – Designed and implemented to address identified risks and document controlling them.
Robert Hendrix,Audit Manager at Osborne Rincon CPAs Business owners don’t usually speak about internal controls being the reason for their success. It’s about their product or service, their people or their customer service. These are truly an organization’s lifeblood, but what holds them together are internal system controls. Accurate and timely financial and reporting data enable informed business decisions. Good internal controls create systems, demand accuracy, and generate reliability in information which affects core decisions. Creating controls is not a complex endeavor, but requires careful examination of company structure and identifying who is responsible for ensuring success. The Commission of Sponsoring Organizations (COSO) framework lists the five types of internal controls: 1. Control Environment – The pillar or framework for setting tone by the company head, management or Board

4. Information and Communication – Covers information gathering and sharing, within the company and outside, ensuring that the proper people receive adequate information for making decisions. 5. Monitoring - Testing measures put in place to ensure things are working efficiently. Quality control tested in every process step eliminates issues. Implementing internal controls takes charge of a company’s health. .Contact your CPA for help in establishing or refining internal controls. Other Important Insurance Submitted by: Carrie Babij, President of Desert Insurance Solutions Individual Life Insurance The need for traditional life insurance peaks with a young family and reduces over time as assets accumulate and child and marital support obligations decrease. Later in life some higher net worth families use life insurance as an estate planning tool. Some people bought life insurance to protect their young families then hung on to the policies as investments. This can be a problem. Invented in the 1980’s, Universal Life offered a
savings component added to an insurance component to arrive at a death benefit. The rate-per-dollar of the insurance component increased as you aged, but the savings component was supposed to grow over time, which would reduce the size of the insurance component. At sale time, policies projected to pay for themselves as long as the return assumptions came true often didn’t. Over the last 30 years, interest rates were lower than expected. As a result, the savings
component is lower, and the insurance component is higher than expected. People with these policies now need to decide if they want to keep paying into them or convert them into something more appropriate.
surviving partner is suddenly in business with a deceased partner’s heirs. Carrie Babij is President of Desert Insurance Solutions in La Quinta, and has more than 25 years’ experience with high net worth personal and commercial lines of insurance. For more information, contact Carrie at carrie@desertinsurancesolutions. com.
Disability Insurance Only five states (CA, NY, NJ, RI, HI) provide mandated disability benefits. California is the most generous, providing 60-70% of your wages with a maximum of $1,252/week for 52 weeks. If you are working and the state benefit is inadequate, then explore disability insurance, either by electing the group option offered by your employer or buying an individual plan. Long-Term Care Insurance The DHHS determined that 69% of Americans age 65+ will need some form of long-term care. According to Forbes Magazine, a semiprivate nursing home room in 2017 averaged $7,148 per month. Neither are covered by Medicare/health insurance. Medicaid will help pay for certain facilities, once you’ve spent down your assets to a low level. Long-term care insurance addresses the problem. While it got some bad press over the past few years because the insurance industry originally underestimated claims and then raised prices, prices are now more stable, and a number of good options exist.

La Quinta is the Perfect Sanctuary Submitted by: Donna Ambrose, REALTOR® Keller Williams Realty Most of us know when it’s time to look for a new or different life, lifestyle or home that reflects our needs. It could come from a change in status, retirement, a desire to develop a skill, or an urge to get away to refresh our batteries. It may be a need to reconnect with our inner selves, the natural world, or rekindle relationships with people or spiritual activities most important to us. Or it may be a move for health or physical reasons, or to reconnect with family members. Moving to a new area, even if you are happy and excited, can be daunting especially if the environment is radically different. Finding the perfect desert home, location and lifestyle takes time. In the Coachella Valley, there are cities that are unique, with differing attributes, and opportunities that you will want to explore. If you have a pioneering spirit, moving can be an adventure, and the unknown is seen as fun. However for
those that prefer staying put, making a move, even to a beautiful and better home and lifestyle, can be stressful. Two years ago, my husband and I retired from the Seattle area to Trilogy at La Quinta. Prior to our move we researched the area, and for years we vacationed here. Still, owning a home and living there is very different than what we thought. Coming from a damp environment to a dry, warm one has its own issues. Here’s a big hint: Don’t leave your lipstick on the front seat of the car ladies. It becomes a puddle. As a REALTOR® with considerable relocation experience from all around the United States, I can provide you with the personalized service to make your transition easy, quick, and worry-free. For me, our move to La Quinta was the best we’d ever made. I’m ready to help make your La Quinta dream home a reality. For more information and a personal tour of our beautiful city, call me. It will be my pleasure. Donna Ambrose, REALTOR®, CalRE: 02038350; 760-289-4276; donna. ambrose@kw.com; www. palmspringsdreaming.com; Keller Williams Realty, La Quinta CalRE:01522739

DSUSD Students Excel in Spelling and Science Submitted by: Mary E. B. Perry The first National Spelling Bee took place in 1925. Some believe that the purpose of holding spelling bees was to assist in the standardization of the American language. Their popularity spawned an award winning Broadway play The 25th Annual Putnam County Spelling Bee, first performed in New York City in 2004. It was the winner of the coveted Tony Award in 2005. The Desert Sands Unified School District spelling bee, held on January 9, went a marathon three hours. Beginning with 21 winners of individual school competitions, after 17 rounds it was down to two competitors. Saige Yang from Ronald Reagan Elementary School and Dylan Duy Le from George Washington Charter Elementary School continued until, at the 58th round, fifth grader Saige reached her last word: efficacy, and fourth grader Dylan had his final word of the 259-word competition. With steady concentration, Dylan spelled “symbiosis correctly, earning his title of 2019 DSUSD Spelling Bee Champion. Dylan will represent DSUSD at the Riverside County Spelling Bee Competition with Saige as alternate. The winner will go on to the 2019 Scripps
National Spelling Bee in Washington, D.C. Science fairs first became popular in the early 1950s as interest in science was high after the use of atomic weapons and the dawn of television. As the decade progressed, science stories in the news brought science fiction to reality, attracting increasing numbers of students to fairs. Contestants present their project results in the form of a report, display board, and models that they have created. The DSUSD Science Fair allows students in grades K through 12 to compete in science and/or technology activities exploring areas of the science standards, test a hypothesis, and reach a conclusion based on data. DSUSD winners competed on January 23 at the district-wide competition. Topics ranged from bacteria to slime, water, energy, and everything in between. Close to 200 students participated and 39 were selected to proceed to the RIMS Inland Science and Engineering Fair on April 2 & 3. Students of all grade levels compete in other events such as the Skills USA competition, the Charles & Priscilla Porter Academic World Quest Competition, Riverside County Office of Education Mock Trials, the Riverside County Academic Decathlon, and more. To follow events such as these within DSUD visit our website dsusd.us.
