Chairman’s Message Welcome to La Quinta - right in the middle of the busiest season of the year! With activities and art taking over our town, there is no lack of things to do here in the Gem of the Desert. Let’s look at some upcoming events! We kick off March with one of our city’s newest events, the La Quinta Arts Celebration. Held on March 5-8 at La Quinta Civic Center Park, the event touts over 220 artists celebrating the creative spirit. To purchase tickets and find out more information, go to: laquintaartcelebration.org. The City also puts on two fun, family-friendly events in March. On March 14th the Desert Youth Olympics begins. This event gives children ages 3 to 8 the opportunity to compete in the 20-yard dash, long jump, hurdles, and more. On March 21, you can enjoy the Mission LQ: Rocket Launch. This event is a launchpad for beginners to seasoned rocketeers to learn, model, and launch small power rockets. You can find more information at playinlaquinta.com. Another set of great events brought to you by the Greater Coachella Valley Chamber of Commerce (GCVCC) and GCV La Quinta Chamber of Commerce, is our Lunch Bunch series. These events give attendees a chance to try great food at local eateries, as well as network with businesses throughout La Quinta and the Coachella Valley. Each lunch is held on Fridays from 11:30 AM – 1 PM. Our upcoming Lunch Bunches in La Quinta are Sabatino’s Pizza Pasta and Wings on March 6th, Fortun’s Kitchen + Bar on April 6th, La Quinta Cliffhouse on May 1st, and Enzo’s Bistro and Bar on June 5th. City Manager’s Message By: Jon McMillen, La Quinta City Manager Welcome to March in beautiful La Quinta. With an average daily temperature of 81 degrees and mostly sunny skies, we can look forward to an active, outdoor type of month. Let’s take a look at some events and work being done in our Gem of the Desert. March brings us three signature events. Kicking off the month is the new La Quinta Art Celebration held on March 5 – 8, 2020 at La Quinta Civic Center Park. The event will be put on by SCOPE Events, LLC. and lists over 220 artists. You can purchase tickets today at laquintaartcelebration. org. The Desert Youth Olympics will be held on March 14 and welcomes kids from ages 3 to 8 years old. Registration is $10 per child. Wrapping up the March event list is Mission LQ Rocket Launch. It will be held on March 21 at Monitcello Park at 8 AM. This event is free to the public. All events can be found on playinlaquinta.com. Capital Improvement Projects(CIP) are in full swing around our city. Construction is underway for the SilverRock Park Venue Project. The park site sits on approximately 14 acres and will include a parking lot, approximately eight acres of walking paths, turf, and landscaping. The site will also include a meandering stream with a lake, stage area, and pads for future art installations. The contractor continues to install water lines, concrete, light pole foundations, and other items at the project site. Construction is anticipated to be completed in late Spring 2020. The La Quinta Village Complete Streets Project continues. Stage 1 of the Complete Streets construction has been completed along the Calle Tampico corridor. Stage 2 of the project is underway at the Avenue 52/Sinaloa and Avenida Bermudas roundabout. The Highway Safety Improvements Program (HSIP) Citywide Fiber Optic Signal Interconnect Project is also underway. The City received 1.9 million dollars in federal HISP funding to replace the existing copper wire interconnect with fiber optic cable, install new fiber optic cable lines and conduit to replace the existing wireless interconnect, and install new fiber optic interconnect along several segments to close signal communication gaps. This project is currently under construction throughout the City of La Quinta. Construction

is anticipated to be completed in Spring 2020. The Cove Public Restroom and Trailhead Improvements and Calle Tecate Parking Lot Improvements are taking shape as well. The Public Restroom and Trailhead Improvements include installing a prefabricated restroom facility, trail entrance signs, seating, shade, and a water fountain next to the current parking lot on the east end of Calle Tecate. The Calle Tecate Parking Lot Project will construct a 40-space parking lot on the south side of Calle Tecate near the existing trailhead to alleviate on-street parking concerns. Construction of both projects is underway and is anticipated to be completed this Spring. The contractor for the Cove Restroom Project and Calle Tecate Parking Lot project has poured the entrance driveway and ADA Parking slab at the West Tecate Parking Lot. The re-striping is also underway on the Northside of Calle Tecate to remove the parking and provide a bicycle lane. Finally, the FY 2019/20 Pavement Management Plan is underway. The Fiscal Year 2019/20 Pavement Management Plan (PMP) Slurry Seal Improvements include over 2.1 million square feet of slurry seal and striping on portions of Avenue 54, Madison Street, Avenue 58, and Calle Tecate. Construction is anticipated to be completed in late Spring 2020. We hope you all enjoy this wonderful time of year. We hope to see everyone out at all of our events during March.

Below are some thoughts on claims in order to be better prepared if you have one. Keep in mind that actual insurance coverage is always determined by the policy contract…this article is for educational purposes only.

Auto Incident Stabilize • If possible, move your vehicle to a safe location • Call police • Get information from the other driver (take photo of license and insurance card) • Don’t discuss the incident with the other driver. I seriously created a roadblock in the Costco exit lane to watch this person. She wasn’t 7 feet tall at all but was standing on what looked to be a old skateboard and this thing was just” jiggling” like crazy. I laughed so hard as I tried to listen to her give me all the reason’s why I needed this thing to improve my circulation. It reminded me of how I used to talk into a fan when I was a kid to hear it change my voice.

I was doing great moving through slower traffic like a Nascar driver. I didn’t stop for any more 3 pack flashlights or mixing bowls along the way. I completed my list and started down the final straight towards the finish line, passing seniors and families, avoiding the traffic jams around the sampling carts and then BOOM! I stopped dead in my tracks like I had blown a tire. There was a young woman standing off to the side who appeared to be about 7 feet tall.

So, the other day I made my weekly Costco run which was on a Saturday morning. I typically try to avoid the busiest times but it’s always interesting to observe everyone making the “Costco stroll”, browsing and sampling all the products as they walk counter clockwise. Now let me say…I am a buyer…not a shopper. I grab a cart, flash my card, look at my list and try to make a beeline to the items I need and then hit the checkout line. Sounds easy right? My list this past Saturday was milk, dog food and some toilet paper, all of which are inconveniently located in the rear of the store!

Financial Gems The Impact of Tax Cuts and Jobs Act on the Construction Industry Submitted by: Pedro T. Rincon, Osborne Rincon CPAs The Tax Cuts and Jobs Act contains many provisions that have a direct and significant impact on the construction industry. Here are a few examples: Method of Accounting Under old tax law, small contractors (average annual gross receipts of $10 million or less in the three prior years) were able to postpone taxation on income from long-term contracts (those that are started and completed in different tax years but are expected to be completed within two years) until they were completed or when cash was collected. Larger contractors had to use the percentage of completion method of accounting which requires them to recognize income as the job progresses. The act increased the $10 million gross receipts threshold to $25 million. Small contractors affected by this provision can change from percentage of completion to either the completed contract or the cash basis for contracts. Business Entity Selection Most contractors are organized as pass-through entities where their owners pay tax on the entity’s income at their personal tax rate. The maximum pass-through tax rate for business income is 29.6% versus the old maximum tax rate of 39.6%. 26

The major benefit of a pass-through entity is that, unlike with a C corporation, there is no double taxation on business income, including any gain on the sale of the business. Additionally, with the pass-through entity structure, most of the gain on the sale of the business will be taxed at the preferential capital gains tax rate of 20%, while this will not be the case for a C corporation as all income was taxed at 35%. With the C corporation tax rate being reduced from 35% to 21%, the use of C corporations in the construction industry needs further examination. Not only will current business income be taxed at a lower rate (21% versus 29.6%), which could have a positive effect on cash flow and bonding capacity, but double taxation may be avoidable in certain circumstances. For example, if the C corporation qualifies under section 1202 as a “Qualified Small Business” and other conditions are met, and assuming that all business profits are re-invested into the business, then double taxation may be avoided.
