MESSAGE FROM THE CHAIRPERSON Submitted by: Elisa Guerrero, La Quinta Chamber of Commerce Chairperson Hello neighbors! Spring is just around the corner and season is in full swing. We continue to welcome visitors and many, many new residents who are excited to call our valley (La Quinta specifically!) their new home. We are fortunate to be experiencing this kind of growth amidst the global pandemic. Many of our businesses are still struggling, but I am optimistic for the future considering the growth of our area. I believe our businesses will bounce back and new ventures will pop up around the city as the community grows. In the spirit of springtime, let us consider 2021 a fresh start and a time for new beginning. As the COVID-19 vaccine is being distributed throughout our community we look forward to plans for fully reopening and moving away from the restrictions that some have dubbed the “new normal.” The La Quinta Chamber continues to advocate for our businesses on local and state levels to reopen as quickly and safely as possible. We are grateful for all of our frontline and behind-thescenes workers who have made keeping us safe and healthy their mission. A healthy lifestyle has long been a part of the core values of the City of La Quinta. HAVE YOUR SEEN THE NEW MURAL AT ADAMS & FRED WARING? MEET ITS CREATOR, NATE FRIZZEL Submitted by: GCVCC Staff If you happen to be on passing Adams Street on Fred Waring Drive whether by foot or by vehicle, you will notice a dynamic new mural at the southwest corner of the intersection called ‘Bloom.’ This stunning visual – created by artist Nate Frizzel – features things commonly found in the Gem of the Desert. We talked with Nate to learn more about his art and this exciting new mural in La Quinta. What Do You Do and Where Are You From? I’m an artist based in Los Angeles. Although I’ve spent most of my career in the gallery scene, I’ve recently changed course to focus mainly on public art. How Long Have You Been in Your Field? I’ve been a full-time artist since 2006, about a year after I graduated college. I was told I couldn’t make a living as a painter, so I worked as a designer after school. But after being stuck in an office, I knew it wasn’t for me and I jumped head first into the art world. What Made You Want to Do a Mural in La Quinta? I saw that the City had put out a call for artists to submit mural designs. I grew up in Riverside County, so I liked the idea of working on something in the area. I was very happy to learn my design was chosen.

Can You Tell Us About the New Mural and What it Means? My goal for each mural is to not only have it look good on the wall, but also have it feel like it belongs in that space. I try to find out about the what the area is known for and create something that fits the canvas, as well. That being said, I believe art is subjective and I never want to tell anyone what to think or feel when experiencing a painting. So, though I have an idea of the subject matter in my head, I don’t want to influence anyone else’s interpretation. In order to have a broad concept for this mural, I wanted to combine old and new while using a palette that fit the area. What Do You Hope People Experience When Viewing Your Art? I spent most of my career displaying and selling work in galleries. The goal with each painting was simply to make the viewer feel something or have some kind of emotional connection. The problem with galleries is they can be intimidating and their reach is limited. You only find a painting if you are looking for it, and even then, for a very limited time. With murals, the art is available to the public and anyone can enjoy them at any given time. It’s really for everyone, and can be displayed for years. So, I treat each mural like a painting I would hang in a gallery as I want them to have that same effect. I love the idea of everyone being able to experience art. JANICE OSBORNE: LOVING ART & LIFE IN LA QUINTA Submitted by: GCVCC Staff We are fortunate to have art in all different forms surround us in La Quinta, and what’s better yet is that some of it is created by artists that call La Quinta ‘home.’ On the Civic Center Campus, you’ll find a stunning piece of art called ‘The Galaxy of Colors’ created by Janice M. Osborne. We wanted to learn more about Janice’s background and how her move to La Quinta has opened her up to new opportunities. Growing up in the Los Angeles area, Janice attended Santa Monica City College after graduating high school. She worked for Southern Federal Savings and Loan to help put her husband of 58 years through law school. As a young child, Janice was intrigued by art so she began painting and drawing. She developed into quite a good cartoonist and was offered a job with Fritz Freiling (of “Pink Panther” fame). In the late 90s, she became interested in glass work after taking a class with her husband. They made two stained glass windows, and that sparked her interest in evolving to the medium of glass fusing. Janice was mentored in glass by many masters in various fields of art from etchings on metal to stained and fused glass. As a result of her experience working with these mentors, she put her knowledge to work by creating stained glass masterpieces (both for the rich and famous and the not so rich and famous, as she describes it). Many are still on display in various homes in the Los Angeles area. Once her focus had shifted to primarily fusing glass, she started her own studio in Hermosa Beach, California in 2000. She created original artworks which have sold around the world, and exhibited her works at art festivals in and around the Southern California area. “My creations run from doing standing sculptures of your dog or cat to gift items like plates, butterflies and flower

sculptures,” explained Osborne. “My artwork is suitable for indoors and outdoors, as glass is really not affected by heat, cold or rain.” In 2010, Osborne and her husband moved to La Quinta, where she associated herself with the art colony in the desert. She continues creating new original artwork to this day. “My ideas are endless, constantly popping up in my head,” added Osborne. “At the moment, I am working on a ‘Fantasy Fairy Flower’ sculpture for either the new roundabout on San Pablo in Palm Desert or for the 2022 El Paseo Exhibit.” Janice’s ‘The Galaxy of Colors’ artwork was inspired by her love of nature and flowers. Each circle is created using different glass techniques from simple fusing to glass casting and work with frit (which is glass the consistency of sugar). It was initially displayed on El Paseo, then Janice donated it to the City of La Quinta. It has been featured at the Civic Center Campus for two years, and is stationed in front of the La Quinta Library entrance. “I have received a lot of positive feedback from La Quinta residents and guests regarding how much they enjoy seeing such a colorful piece in the park,” said Osborne. “This was my desire in donating it to La Quinta as this is my favorite city in the valley. I love the La Quinta vibe, the mountain views, the people and the easy living atmosphere. CITY MANAGER’S MESSAGE By: Jon McMillen, La Quinta City Manager

Welcome to March in our beautiful Gem of the Desert. As temperatures warm up, we begin to see more safe and socially distant activities going on. Let us look at some events and projects going on around the city. You won’t want to miss the Art on Main Street pop-up gallery open Wednesday through Sunday in Old Town La Quinta. Check out a variety of paintings, jewelry, glass, woodwork, mixed media and more, all available for purchase. There are even socially distanced meet and greet days at the gallery with artists. The highly anticipated Art on Main Street Shows in Old Town are expected to return on Saturdays in March and April. You can find all the information by visiting www. OldTownLaQuinta.com. Due to COVID-19 restrictions on group gatherings, the La Quinta Art Celebration has been postponed from March until November 11 – 14, 2021. We look forward to when this loved event will be at our Civic Center Campus in November. For more details on this event, visit www.laquintaartcelebration.org. The Citywide Miscellaneous Americans with Disabilities Act Improvements Project will begin construction this month. This project entails infilling missing sidewalk links to provide more access to shopping developments and public transportation. The improvements include constructing a sidewalk on the east side of Jefferson Street south of Avenue 50. Construction is anticipated to be complete in April 2021. The SilverRock Event Site project is finishing construction and final items include interior finishes of the Alongi building, finishing the landscaping around the Alongi building, completing the parking lot DG, and finishing up the lake pumps that will fill and circulate water through the meandering stream. The park site sits on approximately 14 acres and will include a parking lot, approximately eight acres of walking paths, turf, and landscaping. The site will also include a meandering stream with lake, a stage area, pads for future art installations, and a restroom building. The SilverRock Way Street Improvement Project will also provide access to the proposed SilverRock Resort by constructing a through street from Avenue 52 to Jefferson Street. The contractor has installed sewer, storm drain, curb and gutter and is starting the installation of the water line. Both projects are expected to be completed this spring.

Construction continues on the Washington Street at Fred Waring Drive Triple Left Turn Project and the contractor has installed curb and gutters at all corners. Already completed are a driveway, bus stops, sidewalk, and will be starting on a retaining wall and pavement before continuing onto landscaping and equipment for the new signal poles. The project will construct triple left turn lanes on all four approaches to the Washington Street and Fred Waring Drive intersection through a cooperative agreement with Coachella Valley Association of Governments (CVAG) and the Cities of Palm Desert and Indian Wells. The work will include modifying the median curb locations and reconstructing the curb, gutter and sidewalks at the intersection corners. Construction is anticipated to be complete this month. Please note: There will be traffic impacts during construction. Alternate routes and allowing additional time for travel are advised. Get ready to hit the ramps as construction has begun on the La Quinta X-Park Project. The contractor has installed the building and is now grading for the larger bowls and drainage. This project will feature a concrete pump track, a modern street course with a variety of stairs, rails and ledges , as well as three distinct bowls that cover the full spectrum of skill levels. The skatepark terrain will be supported by a variety of modern amenities including a state-of-the-art lighting system, restrooms, a drinking fountain, a parking lot and a 2-story pro shop. Anticipated completion is expected by December 2021. We want to ask all of you to continue to be safe, mask up and support local. Thank you for being part of our Gem of the Desert.

Families are facing both emotional and economic hardships, businesses are closing (either temporarily or permanently), and laid-off workers are seeking employment. No matter who you are, we are all feeling the effects of this pandemic. In particular, business owners are being presented with many tough decisions during this time –balancing the needs of their employees, customers and themselves. For most business owners, your business comprises a significant portion of your accumulated wealth, begging the question, “How will the current state of the economy and its aftereffects impact the value of my business?” This is a difficult question to answer because of the company-specific variables involved and the uncertainties surrounding the pandemic. In assessing the value of your business, it is important to consider the following questions: 1. To what extent has the coronavirus impacted my business’s sales and profits? 2. Are the impacts on my business going to be temporary or permanent? 3. How long will it take for my business to recover? 4. Will business return to pre-pandemic levels, or will there be a “new normal?” 5. What impact does the coronavirus have on my customer base? 6. How is the competitive environment of my business changing during this pandemic? 7. How can I best position my business to be successful following this pandemic? Keep in mind that when valuing any business, it is largely measuring the future economic benefit to an investor. How your business has performed historically is insignificant if it is not indicative of the future. For

this reason, the value impact of the coronavirus will be different for every business and will heavily rely upon the answers to the questions listed above. While the pandemic has challenged many aspects of our daily lives, it does present an opportunity for those wishing to gift their business or for those who may be managing the estate of someone who recently passed away. UPCOMING PROGRAMS IN CITY OF LA QUINTA IN PARTNERSHIP WITH OLD TOWN ARTISAN STUDIOS Submitted by: City of La Quinta Staff In partnership with Old Town Artisan Studios, the City of La Quinta is excited to announce an upcoming program. The Zoom Art Program for Seniors, called ZAPS, is offered to senior residents, 60+, to receive art lessons via Zoom. This program is designed to provide the opportunity for at home creative learning during the COVID-19 pandemic to assure that members of the community stay safe while engaged and have access to art-based activities. The series of classes will be held over a 4-month period every Wednesday from 10 – 11:30 AM starting March 3. “The City is excited to continue our Wellness West partnership with Old Town Artisan Studios. This new approach to art programming provides participants the opportunity to be creative while staying safe in the comfort of their own home.” Says Christina Calderon, Community Resources Manager.

ZAPS The Zoom Art Program for Seniors allows participants to collect “Grab and Go” kits from Old Town Artisan Studios, then participate in an online class via Zoom and receive art lessons from Old Town Artisan Studio instructors. Class fee is $10.00 which covers the cost of materials to participate. The program will start off with some basic art projects, using materials supplied by the studio and some common household items.
