Easter Eggstravaganza

Since Easter will be early this year, the City’s Easter Eggstravaganza will be held on Saturday, March 30, from 9 – 11 a.m., held at La Quinta Park, which is located at Adams Street and Blackhawk Way.

This popular annual event is free, and it’s a great place for kids to dress up in their favorite spring and Easter outfits so parents can take plenty of pictures.

At this fun and festive springtime gathering, families can bring their little ones to see the Easter Bunny and enjoy the excitement of an egg hunt (kids are encouraged to bring their baskets for the hunt).

The annual Easter Eggstravaganza will also feature Easter basket giveaways.

Please note there will be 500 Easter baskets available starting at 8:30 a.m. for the first 500 children present in person.

Blackhawk Students Represent La Quinta in FIND Food Bank Youth Programs

Every month, FIND Food Bank reaches tens of thousands of people in the Coachella Valley who struggle with hunger and food insecurity.

In 2022, the nonprofit food bank distributed 20 million meals to an average of 120,000 people monthly at more than 150 distribution sites throughout the Coachella Valley and HiDesert. In fiscal year 202122, 18 million pounds of food were distributed.

About 37%, or 44,400, of the recipients are children and 19%, or 23,000, are seniors. Many families struggling to get by and keep up with monthly expenses say FIND helps ensure they have food on their tables.

Studies show that hunger is caused by lack of equitable access to healthy and culturally relevant foods, private and public benefits, and educational and professional opportunities.

Since July 2020, the City of La Quinta has been allocating $60,000 per year to FIND to conduct food distribution at affordable and senior housing communities, in addition to distribution events every month at La Quinta Community Park and Horizon High School.

Two years ago, the nonprofit food bank began looking at ways to reach more by bringing Coachella Valley youth into the equation through two new programs: FIND Youth Advisory and Opportunity Bank.

The Youth Advisory is comprised of one to two students from each high school in the Coachella Valley who “are ambassadors within their communities,” said Ana Montano, program supervisor.

They are helping spread the word about FIND and its programs to help families experiencing food insecurity that may not know help is available at no cost. “Also, they’re employing their team leadership skills – how to break the misconceptions of poverty and childhood hunger,” Montano said. Students also must volunteer with FIND, usually in the warehouse.

Opportunity Bank

The Opportunity Bank Scholarship Program is a customized scholarship fund for middle and high school students who want to participate in extracurricular activities but whose families can’t afford the costs.

The program is done in partnership with Chase Bank and includes financial literacy classes led by a bank representative who teaches the students how to budget, manage their

credit, and to implement what they learn, Montano said.

The program offers up to $800 annually to families that need help covering the costs of extracurricular activities, Montano said. That can be registration fees, uniforms, shoes, she said.

“Everything that we have within the (Opportunity) program is actually run by the high school students on the Youth Advisory Council,” Montano said. It was believed that having the students create the Opportunity Bank was the way to get the best outcome because it creates accountability by the Youth Advisory, she said.

Extracurricular activities build leadership skills, confidence, empowerment, and social skills in a child’s life. This program incorporates financial literacy training and provides personalized management by a FIND community health worker.

Requirements to participate include maintaining at least a 2.0 grade point average and volunteering with FIND, so the Opportunity Bank promotes leadership and workforce development, said Stephany Corona, whose children Aubrey and Gavin Powell are in the program.

Aubrey Powell, 15, is a sophomore and cheerleader at La Quinta High. Fifteenyear-old Aubrey is a sophomore and cheerleader at LQHS, and the program pays for her uniforms and practice wear.

“I like that they give you financial lessons because it’s not something you really learn about in school. It’s good to have that information, I think,” said Aubrey. “It’s helping me learn financial goals

and helping me to see how I can … take control of my finances.”

“Now, whatever money I make I put a percentage away into savings,” she said, adding she also enjoys volunteering at FIND. Fourteen-year-old Gavin is also a La Quinta High School student and plays safety and defensive back on the freshman football team. It›s his first year enrolled in the Opportunity Bank, which pays his sports fees.

Gavin said he enjoys volunteering in the warehouse where students sort food items, and he sees firsthand how real the struggle for many is to feed themselves and their families.

“It makes me more thankful because some people don’t have what I have,” he said, adding that volunteering is something he wants to continue doing beyond enrollment in the FIND program.

Getting the Word Out

La Quinta High School sophomore Sophia Sabala, 15, is among the students serving on the Youth Council.

While this is Sophia’s first time on the advisory council, it is not her first time doing community service. Sophia is involved in scouting, the La Quinta High School Public Service Academy (PSA) and dance team, all of which give her an opportunity to talk about FIND and how it can help classmates and others with food insecurities.

Through her connections with teachers and coaches and involvement with different school programs, Sophia can get the word out about FIND and its programs, including food distribution locations.

“I do have a friend who is struggling right now and I have talked to her about it. She’s embarrassed about it, and I can see that being the case for so many other students. They just cannot speak up about it because it could be embarrassing,” Sophia said.

Sophia knew nothing about FIND before joining the advisory council. When she got the email from her counselor suggesting she apply for the advisory council, Sophia said she looked into the

program and saw what FIND is and what it does.

“I was just amazed. I was being so dismissive about it before because I guess I just didn’t have that care or need to look it up. After seeing what they do, I was shocked and knew this was a good cause,” Sophia said. FIND staff say the youth bring added insight.

“They teach me something new every day,” said Lorena Marroquin, FIND director of community impact, who has been with the food bank for 10 years. “I think it teaches me that even though we’ve come a long way with our programming and food insecurity efforts, we still have areas that lack awareness and that we need to reach out and make sure that’s not a barrier to access.”

An added benefit is that students often remain connected to FIND even after graduating from high school, she said.

La Quinta Art Celebration 2024

March is here and spring is on the horizon. February’s rainy days have given us some beautiful reasons to get outside and take in the mountain greenery and colorful desert wildflowers.

La Quinta has hiking trails for all skill levels and many of them are pet friendly, just remember to keep your furry friends on a leash and pick up after them. La Quinta is a bike friendly community, with nearly 130 miles of designated bike lanes and paths.

Peak blooming periods for the desert bloom in the Coachella Valley are typically mid-February through midApril, though everything depends on how much rain we receive.

A “good” wildflower year depends on three things: well-spaced rainfall through winter and early spring months; sufficient warmth from the sun; and the lack of winds that can dry them out, according to the Bureau of Land Management (BLM). Some years the desert is spectacular with wildflowers. Other years, the blossoms are almost nonexistent, but never absent, the BLM says.

We have several family-oriented events planned this month that will help get everyone outdoors to enjoy the typically mild March temperatures including the annual rocket launch and Easter egg hunt, a concert in the park, a full moon hike and “star” party.

Tampico and Avenida La Fonda

World-class artists from around the world will be exhibiting their creations. The four-day event will also include music and a variety of beverage and food vendors. Tickets are $25 for one day or $30 for a four-day pass and can be purchased in advance online at LaQuintaArtCelebration.org.

Mission LQ: Rocket Launch

Mission LQ is a launchpad for beginners to seasoned rocketeers to learn, model, and launch small-power rockets. There will be instruction from La Quinta Rocketry Club leaders to provide a safe and controlled environment.

Art on Main Street

Location: Main Street, Old Town La Quinta These are the final two Art on Main Street events for the season. Over 100 artists, many of them local, showcase and sell their creations on select Saturdays of the month through March. Admission, parking and entertainment are free.

Concerts in the Park

Location: SilverRock Park

Come rock out to the music of Pink Floyd by tributary band, Eclipsed by the Wall. Bring your chairs or blankets and join the City of La Quinta for the free concert. The event includes food truck vendors, though concert-goers are welcome to bring their own food and non-alcoholic beverages.

Full Moon Hike

Monday, March 25, 7-10 p.m.

Location: La Quinta Cove Trails parking lot

Friends of the Desert Mountains is hosting a family friendly, easy 3-mile full moon hike. Space is limited so tickets and reservations are required along with a suggested $5 per person tax-deductible donation. For tickets and more details, visit DesertMountains.org/calendar.

Star Party

Monday, March 25, 7:30-10 p.m.

Location: La Quinta Cove Trails parking lot

Friends of the Desert Mountains volunteer astronomers will set up their telescopes for a star party. Registration begins 14 days prior to the event. A suggested $5 per person tax-deductible donation is appreciated and encouraged to support the nonprofit organization’s volunteer programs. Neighborhood Watch Meeting

Thursday, March 28, 10-11 a.m.

The La Quinta Sheriff’s team will inform residents about ongoing phone and online scams, how to be on alert and avoid becoming a victim. They will also cover specific cases they have investigated in La Quinta and discuss enforcement actions. Easter Eggstravaganza

CITY UPDATES

Citywide Slurry Seal Project

Construction has begun on a citywide slurry seal project that is part of the five-year Pavement Management Program. Work areas include dig outs and slurry on Washington Street (between Eisenhower Drive and Avenue Montero), a portion of the Cove (Avenida Martinez, Avenida Mendoza, and Calle Madrid), Monroe Street, and Avenida La Fonda. There may be traffic impacts during construction, so please allow extra time while navigating these areas. The estimated cost is $2 million. Other Capital Improvement Program Projects

Landscape Renovation: Construction will begin this month for the final phase of the La Quinta landscape renovation project, refreshing the perimeter landscape in the Cactus Flower development with a desert oasis plant palette featuring various drought-tolerant plants, boulders, multicolored crushed rock, and a drought-friendly irrigation system. This project also includes an activities promenade at the end of Buttercup Lane within the Cactus Flower development. The promenade will consist of two pickleball courts, a drinking fountain, bench seating, and space for future amenities such as cornhole and table tennis.

CV Link

An extensive amount of work has been done on the main pathway through La Quinta, and work has started on various connectors, including at Washington Street. In December, lights and benches were installed at the promontory access point and bridge over the La Quinta stormwater channel. The promontory point, where CV Link connects the cities of La Quinta and Indio, near Jefferson Street, is expected to open this summer. CV Link is a planned 40-mile, multi-modal pathway for cycling, walking, jogging and low-speed electric vehicles such as golf carts that will run through much of the Coachella Valley. La Quinta’s portion of CV Link is about 2 miles and runs along the south side of the Coachella Valley stormwater channel (also known as the Whitewater River) from Washington Street to Jefferson Street. Rehabilitation Project

for Highway 111 in La Quinta May Be Coming Soon

Highway 111 through La Quinta is scheduled for an $8 million rehabilitation project this summer, though the timeline is contingent upon Congress passing a federal budget that includes $4 million for the City.

The federal funds are project specific and must be used for the Highway 111 rehab and nothing else. The project will include pulverization of the existing pavement on Highway 111 from about 1,500 feet west of Washington Street to Jefferson Street within the City limits.

The project will also include replacing some curb ramps to begin the process of bringing them into Americans with Disabilities Act (ADA) compliance.

Funding for the Highway 111 Resurfacing Project in La Quinta is among infrastructure projects requested by Congressman Ken Calvert, representative of the 41st Congressional District which includes La Quinta, and included in the Fiscal Year 2024 Transportation, Housing and Urban Development Appropriations bill that is pending before Congress.

The bill is one of 12 annual appropriations bills passed by Congress to fund the federal government. Recently, Congressional leaders in both the House and Senate came to a bipartisan agreement on the topline funding amount for all 12 appropriations bills, including the transportation bill with the $4 million earmarked for La Quinta.

Work is now underway to resolve outstanding differences between the House and Senate versions of the appropriations bills. While that work continues, Congress approved a stopgap funding measure in January that will keep the federal government open and funded through early March.

An effort is underway to complete work on the appropriations bills before that March deadline and finalize funding for the Highway 111 and other 41st Congressional District projects that are in the bills.

There is no exact timeline from federal budget approval to receiving funds locally. With an approved budget, it may take several months afterward as the funding transfers from federal to state (Caltrans) to local municipality.

Once the bills are approved, the City can begin the process of authorizing the funds through Caltrans, then start the environmental and right of way phases of the project.

The project design is shovel ready except for the right-of-way approval certification and the National Environmental Policy Act (NEPA) document, which are needed before construction can be authorized.

The rehab project will take at least three months to complete, with the goal of construction taking place in the summer months before season, though that will depend on the funding approval, and Caltrans’ authorization/approval during the environmental, right of way and design phases.

Dune Palms Road Update

Dune Palms Road in La Quinta remains closed at the Whitewater Wash while construction of a $25 million all-weather bridge continues.

Construction started in January 2023 with completion of the last north/ south bridge of the stormwater channel needed in the City of La Quinta expected in early 2025.

Flooding from Tropical Storm Hilary in August destroyed a bypass road built to keep Dune Palms open during

construction. Consequently, Dune Palms Road will remain closed to traffic until the northbound/east side of the bridge is complete.

Contractors had anticipated that the northbound span would open in March, but that has changed to April due to weather-related delays.

In the meantime, all businesses in the area and Corporate Centre Drive remain open and accessible, so please visit them.

Project milestones to date:

• Dune Palms Road: The existing Dune Palms Road over the wash has been demolished and the debris removed to make way for construction of the southbound bridge span.

• Northbound Bridge: Crews have completed the northbound bridge deck and are working on the sidewalk, curb and gutter, barrier rail, lighting, and approach slabs.

• Southbound Bridge: Construction is underway on the southbound bridge span as crews continue placing steel piles and concrete into the storm channel to for the bridge support system.

Upcoming work:

• Construction continues on the northbound bridge in preparation to open it to the public in April. Crews will finish storm drains, structure approaches, bridge lighting, concrete curb, gutter, and sidewalk for pedestrian access.
