Chairman’s Message As the temperatures begin to cool, we welcome October. The restaurants and stores begin to fill with our seasonal residents returning. The event season picks up and the community begins to greet visitors from around the world. As we see our season start with our State of the City on October 2, we immediately see more events pop up around town. If you haven’t had a chance to attend the Street Food Cinema events yet, they are a real treat. This month’s event will be held at La Quinta Park by La Quinta High school and will showcase the original Ghostbusters celebrating its 35th anniversary. This event is put on by the Street Food Cinema team and showcases a movie, live music, and food truck options. Another exciting event to participate in with your furry friend is the Happy Tails Dog Adventure at the La Quinta Cove. This event is held on October 16 from 8:30 am – 10 am. The event gives you an opportunity to hike, see nature, and spend time with your favorite pup. Then on November 2nd, we get to enjoy Brew in LQ. The event features over 15 breweries, music, games, food and more. You can purchase your tickets at playinlaquinta.com/brew. A great networking opportunity in October is the La Quinta Chamber of Commerce Lunch Bunch. This is event is held each month in La Quinta and gives an opportunity for businesses and residents to try out some great food, and meet other people from the La Quinta business community. This months Lunch Bunch in La Quinta will be held at El Ranchito Restaurant on October 4th from 11:30 am – 1:30 pm. The Hoppiest Job in La Quinta Submitted by: GCVCC Staff Many people spend their lives trying to figure out what their dream job is. Some find it in work they didn’t know they love, others chase it. Tuscano’s and Brewquinta brought their dream job to La Quinta and are the Gem of the Deserts newest beer experts. We sat down with the owners to find out a bit about the hoppiest job in La Quinta. Can you give us a little background on wha t Tuscano’s and BrewQuinta is? Tuscanos and Brewquinta was the brainchild of Victor Barbosa, owner of Tuscano’s Yucaipa and Scott Daniels, owner of Brewcaipa Brewing Co. in Yucaipa. Victor approached Scott with this crazy idea of opening an Italian restaurant combined with a brewery. The past tenants of our current building were Pizza Factory and Lamppost, they decided it was a natural fit. Once Scott saw the building and Victor’s vision, it was decided that La Quinta could support our operation. Traditional Italian food made by hand and with love meets honest American craft beer made in small batches. What got you all into brewing beer? Scott started brewing beer in his back yard. After a few years and upsizing of equipment, brewing became a passion. Soon people were requesting special small batches for weddings and birthdays. Making a little money at it, and with an underserved community of Yucaipa, Scott opened Brewcaipa in March of 2017. How lo ng have you been brewing beer? 18 years as a home brewer, 3 years as a brewery in operation. Can you give us a little breakdown of the different types of beer you have available? Brewquinta focuses on old-world style beers. The forgotten ones. Traditional lagers, Belgians, and ales are our focus. We also have several IPAs, s our beers, fruit be ers, and even hard seltzers. BrewQuinta likes to chase the season, so in June expect a watermelon beer and in September, a traditional Oktoberfest Marzen. With over 200 recipes, our beers always change to offer you s omething new and different. Craft beer is meant to be explored, not ordinary. What made you decide to open a brewery and a restaurant? After seeing the location, the demographics of

the community, the food and beer offerings in the area...it was a no brainer. We could pull this off. Victor is a hard charger while Scott is a little more caution with planning, our efforts combined we created a top-notch restaurant in only 27 days. What made you want to open in La Quinta? The weather. No. The community is a lot like Yucaipa. Blue collar workers, who value a dollar. Our goal was to create a casual and intimate dining experience. You can feel comfortable here in a suit or in sandals. The residents and surrounding communities needed a little variety, something different. When you dine with us you are getting more than a pizza, you are getting a meal, made by hand when you order. We wanted to share our craft with La Quinta and the surrounding communities. What is the best beer for La Quinta residents? Brewaii. A coconut cream ale brewed with real coconut, light and refreshing, this beer is a yearround winner. During the summer it will cool you down, and in the winter, it will warm you up. What is your personal favorite beer you brew and why? Victor’s is Brewaii. Scott’s is the Boondock Brown, an American Brown Ale with big body and malts and modeled after the founders of our country. It really is a classic beer. What is some good food/beer pairings there in your restaurant? The Big Falls Lager, Roundabout Red , and Boondock Brown are all safe bets with food. The richness of marinara enhances the flavor of these malty and mild beers. Sour beers and IPAs go great with lighter fares, like sandwiches, creambased sauces and salads. Fruited beers are paired excellently with our calzones and strombolis as you control the marinara. Is there anything you would like to add? We are so honored and excited that the City of La Quinta and surrounding areas have welcomed us with repeat patronage. Customer referrals have been overwhelming and we love meeting new guests.

The 4th Annual Brew in LQ Submitted by: GCVCC Staff

The fourth annual Brew in LQ Craft Beer Festival presented by the City of La Quinta is back and taking place Saturday, November 2 from 5:00 to 9:00 pm. Instead of taking place at Civic Center Park, this year the event will be a “popup” style experience. This event will be activating the One-Eleven La Quinta Center, which is located at 78950 Highway 111. The event will transform this location into a unique beer festival venue. Rain or shine, you and friends can mingle while enjoying craft beer from a wide variety of local and regional breweries as you treat your taste buds to some of the best eats from the Coachella Valley. La Quinta Brewing, Brewquinta, Coachella Valley Brewing, Desert Beer Co., Firestone Walker, Euryale Brewing, Idyllwild Brewpub, and Allagash Brewing will all be out serving up some great beer options with more breweries expected to be announced soon. Buzzbox will offer samples of their signature cocktails and Trentadue Winery will offer some of their finest wines from Sonoma County. The noncraft beer drinkers in attendance also have some great options to choose from.

DJ Francesca Harding will be playing a collection of everyone’s favorite tunes throughout the night. Francesca is a DJ, music coordinator, host, and producer who has spun for crowds all over the world. As a music curator with ten years

The Wild + Free Photo Booth will be available for guests who are interested in a souvenir photo. There will be plenty of games at the event including giant beer pong, foosball, air hockey, giant Connect Four, giant Jenga, and cornhole. The Art of Selecting Your Perfect Beer Submitted by: GCVCC Staff Selecting the right beer for you can be intimidating. Exploring all the different types, getting past all of the trendy lingoes and finding a flavor you like can make it feel like an impossible task. We sat down with our friends at Beer Hunter to discover the art of finding that perfect beer. Can you let us know a little bit about Beer Hunter and how many beer options you have? The Beer Hunter has been in La Quinta for over 25 years and is a true sports bar and restaurant. We have not only great pub food offerings with great burgers and the best nachos anywhere, but we have updated our menu to include great-tasting healthy options for those who have special dietary needs but still enjoy watching sports and having a cold beverage to enjoy the meal with. We have 27 beers on draft that represent some of the best beers available on tap. We have an additional 100+ beers in bottles and cans that represent a wide variety of beers from breweries that offer the best craft beers available. What are the major different types of beers? The 2 major types of beer are Ales and Lagers, with the major difference coming from how the beers are fermented. Within these 2 types are other categories ranging from Pale Ales, Brown Ale, Porters, Stouts, Belgian and Wheat Beers. Each style has its own characteristic and flavor profile with its ingredients. It’s up to a 10

taste different before you take a bite of food and will taste different still after a bite of food. The food and beer will change in complexity and profile as you eat and drink. Sometimes that’s why it’s good to finish the meal with a drink to heighten the dining experience.

Brew Master to create and style their beer to attain a unique taste profile. What are the common misconceptions you hear about beer? I think the common misconception about beer is that has to be drunk on its own. Commonly today, it is mixed with tomato juice for Micheladas or it can be added to a margarita. I think we may be seeing more of a trend from mixologists with using beer in many more drinkable ways. Can you give us some tips on how to find your right beer? My tip for finding the right beer for you is simply by tasting. You will never know you like a sour beer or an IPA until you try it. You’re not expected to like all the beers you taste, but finding the one that fits your liking may take some exploration. Do my food and other drink tastes effect what beers I will like? Absolutely. Just like wine, beer will

There are a lot of beer terms like IBU, ABV, IPA. Can you give us an idea of some of the terms we should know when looking for our perfect beer? For me, I focus more on the category of a beer, like IPA, Stout, Porter, rather than the IBUs. The higher the ABV, or alcohol percentage, will indicate a stronger tasting beer or one that should be sipped rather than gulped. If I’m going tasting, what are some good first steps to trying out different types of beers? I suggest speaking with the bartender, always. The bartenders usually know about the breweries, the types of beer, and also customer’s reactions to the different beers. They will always guide you towards a beer choice of your liking. And don’t be afraid to try something different. I had a beer flavored with watermelon, and I liked it. The Beer Hunter is located at 78-483 Highway 111 in La Quinta. City Manager’s Message By: Jon McMillen, La Quinta City Manager Greetings residents of La Quinta. Not only does October see the return of double-digit temperatures, but also the return of our seasonal friends. As we see increased activity throughout our city, it’s important to know that City Staff is still hard at work improving and maintaining our community. The Complete Streets Project construction is underway on the La Quinta Village Complete Streets Project along Calle Tampico. Contractors are installing a new storm drain along Calle Tampico and constructing roundabouts at Calle Tampico and both Desert Club Drive and Avenida Bermudas. Text LAQUINTAVILLAGE to 22828 to Sign-Up for project and construction information. Additional project information and updates can also be found at www.lqcompletestreets.com. The Eisenhower Retention Basin construction continues along Eisenhower Drive. The contractor has begun excavating the southern side of the basin and continues to haul dirt to SilverRock Resort. This project is anticipated to complete construction by December 2019. The Dune Palm Road Widening construction is still underway. The contractor has been drilling and pouring the foundation for the new traffic signal pole and has begun construction of the masonry block wall. The utility companies have begun pulling electrical and communication cables into the new utility conduits along Dune Palms Road and construction is anticipated to be completed by December 2019. Finally, construction has begun on the Highway Safety Improvements Program Citywide Fiber Optic Signal Interconnect Project. This project will upgrade the City’s traffic signal interconnect system, replace the existing copper wire interconnect with fiber optic cable, install new fiber optic cable lines and conduit to replace the existing wireless interconnect, and close signal communication gaps. The construction throughout the City is anticipated to be complete in February 2020. Please be aware of your surroundings when driving as outdoor activities ramp up, cyclists and other pedestrians begin to share our streets. We’re looking forward to a safe and prosperous October in our Gem of the Desert.

To Our Business Owners, December 8, 2019 will mark the second year an IRONMAN 70.3 triathlon will be held in our community. We are looking forward to bringing an exciting event with over 2,000+ athletes from around the United States and the World! While this event serves as an economic driver, pulling off a race of this magnitude brings challenges. We are reaching out to businesses located near the course to keep them updated on race day impacts. The race starts early Sunday morning December 8th with a swim in Lake Cahuilla. The athletes will then ride bicycles through Riverside County, returning to La Quinta and finishing at the Indian Wells Tennis Gardens. Based upon extensive community feedback, this year’s bicycle course has been designed to minimize impacts. After months of study and public input, the route was redesigned to avoid Washington Street except where the course crosses Washington at Miles Avenue. Beer and Burger, Make it Count! Submitted by: GCVCC Staff

When people think of drink and food pairing, wine may be the first thing to come to mind. But these days, beer may have become the more dynamic food pairing beverage. From mild ales with hoppy flavor, to a more bitter pilsner, beer runs the full scale of your eclectic taste buds. A good beer can bring out the best in any dish—if you know what to choose. Beer masters will tell you pairing is a very particular skill. Some beers, like a pilsner, are naturally refreshing and go well with foods that have a robust flavor profile. A cold IPA can be the ticket when you are dealing with spicy foods. As a general rule, it helps to remember that light beers go with light dishes, and heavy beers go with heavy dishes. We visited our local Burgers and Beer in La Quinta to pair our favorite beers with some of the best burgers in town. From amber ales to hearty stouts, we went looking for the perfect match. Amber Ale Beer A milder ale that still has its hoppy flavor and caramel profile. Goes well with moderately spicy foods, which pairs perfectly with the Smokey Burger, a burger with BBQ sauce deliciously prepared on top of the patty.

Bock Beer A richer, sweeter lager with minimal bitterness. Pairs well with sharp flavors like cheese and is the perfect complement to the Five Cheese Burger - the ultimate cheese lover burger with five cheeses - Jack, Swiss, Mozzarella, Cheddar, and American. Pilsner Beer A hoppy, bitter beer with a light body and a refreshing finish. We are jumping over to the sandwich menu with this beer and going with the 8 oz Grilled Chicken Sandwich, a chicken breast with lettuce and tomato on French bread. Ask your server to add cheese and bacon for a stronger flavor profile. Lager Beer The mother of beers - a light, crisp, and supremely refreshing beer universally loved. The great thing about a lager is it pairs well with anything. We paired it, with great delight, to the Blue Cheese Burger. Stout Beer A dark, bitter beer with strong hints of chocolate and coffee. Goes well with rich, savory foods and is a perfect pairing with the Chief McGinley Burger - a delicious combination of Swiss and blue cheese topped by caramelized onions, slice of grilled green apple and fresh arugula that adds a

peppery bite. Blonde Ale Beer This one reminds us of home and a good La Quinta Brewing Company Poolside Blonde! The Blonde Ales are smooth, malty beers that balance sweet and bitter. These beers complement foods that blend sweet and spicy flavors, so we are pairing it with the Hawaiian Burger and its grilled pineapple, teriyaki sauce and Swiss cheese. Porter Beer A bold beer with a strong nutty flavor and undertones of toffee. Goes well with a smoky flavor, so we paired it with the Grilled Onion Burger. India Pale Ale Beer A sweet beer with a hint of citrus, this beer has an abundance of bitter hops and goes well with spicy food. Our pick for pairing, the Mexicali Burger. The burger patty is mixed with cilantro, onion and serrano peppers. If you like it extra hot ask the server to heat it up with for more serrano peppers! Burgers and Beer: as close to culinary heaven in La Quinta as these beer lovers have found! For all you beer lovers out there, head down and do your own mix and match. Your Health Insurance for 2020 Submitted by: Randy Alan Foulds, Foulds & Feldmann Insurance Agency October is a very important month for health insurance. Beginning October 15, most of us have an opportunity to change our health insurance, but there are very important deadlines and costs to consider. If you are enrolled in an individual health plan, either directly with an insurer or through Covered California, you should review your plan benefits, premium and tax credit and actively renew your plan or make a change as soon as possible. The enrollment window begins October 15. Notices start going out October 1 and you only have 30 days from the date of your notice to make any changes before the policy renews. Your insurer will automatically renew your existing policy sometime in November. You can still make changes throughout the open enrollment period, but it becomes much more difficult and errors may occur. If you are enrolled in Medicare, October 15 also begins your enrollment period, but only for Medicare Advantage plans and Part D prescription plans. Medicare supplements are not part of this annual enrollment period. Again, if you do nothing, your plan renews automatically. Pay close attention to the “Annual Notice of Change” you will receive in early October. A plan that covered your medication or had your preferred drug store in network, may not cover it next year. Any increase in costs for your Medicare Advantage plan gives you certain rights to change your plan, and possibly enroll in a better plan. The insurer may offer another of their plans, but you should compare plans from all insurers rather than just accept what they offer. Most importantly, please be sure you understand the plan choice you make. Don’t rely on brand names, brochures, and other marketing materials to tell you the whole story. Know your coverage options and choice of providers in your network. Not all plans have access to the doctors and hospitals you might want in your area. Start your review early. Know your options. Be patient. This process will get easier each year, but you must do your research and actively participate in your renewal if you want to have the best options for your health in 2020. If so, one of the items that is listed is the successor trustee. This is the person or persons who are designated to operate the trust and make sure it is properly distributed to the beneficiaries. Many times, this successor trustee is a family member or one of the children. This person is often one of the beneficiaries, as well, which can be a real challenge when there is not a proper accounting of the trust assets, and the beneficiaries start to be concerned with the distribution of those assets and who gets what. The IRS generally gives you two years to distribute all of the assets of a trust, however; there are always exceptions. During this time, there should be a trust accounting showing all the assets and liabilities as of the date of passing, then record all income, expenses and distributions. There is a very specific type of trust accounting that may be required by the courts. If you have all of your assets in the name of the trust and there are no disagreements by the beneficiaries, the special court accounting may not be needed.
