By: Jeff Fishbein Chairman of the La Quinta Chamber of CommerceAs we enter the month of May and we have survived the snowbird season and the music festival season, we look forward to entering into the locals favorite season, summer! Now is the time to support our local businesses and restaurants.
I want to take a moment to reflect on the progress the La Quinta Chamber has made, along with the opportunities that lie ahead.
I am pleased to report that our recent events and initiatives have been successful in promoting local businesses and connecting members with valuable resources. From networking events to educational seminars, we have been able to provide our members with the support they need to grow and thrive.

RD RNNR Opens New Location Spring Cleaning Events
After sitting vacant for the past 10 years, the iconic restaurant space that was once Clint Eastwood’s Hog’s Breath Inn in Old Town La Quinta is alive once again thanks to Chris and Anita Chmielak –longtime residents of the La Quinta cove and owners of the popular restaurant, RD RNNR.
The couple has moved RD RNNR from its original location on Main Street into this more expansive restaurant space with a beautiful second-floor patio overlooking Old Town La Quinta.
After working in the Coachella Valley’s restaurant industry for more than 20 years, the Chmielaks opened RD RNNR in 2019. The restaurant is known for local farm-to-table ingredients, refreshing craft cocktails and a well-balanced selection of hops and rotating craft taps in a casual and hip vibe.

Need some help purging as part of your spring cleaning projects? On May 13, two events in La Quinta offer residents the opportunity to clear out old documents and used oil.
From 7-11 a.m., bring up to two file boxes of documents requiring shredding to the City Hall North Parking Lot. This service is free for La Quinta residents and businesses (proof of residency or a business license is required). The City has partnered with Burrtec to provide this shred event.
Between 9 a.m.-noon, a used oil/oil filter recycling event will be held at AutoZone in La Quinta. Bring up to 5 gallons of used motor oil per vehicle (and oil filters) and receive up to two free new filters, a shop rag and a funnel per household, while supplies last. The event is sponsored by CalRecycle and is organized by CVAG.
Summer Golf Experience
The La Quinta Summer Golf Experience, formerly known as the La Quinta Summer Golf Tour, is a great way for golfers to play at some of the finest courses in the Coachella Valley. This 13week golf program allows participants to pick and choose from a list of participating courses.
The program includes men’s and women’s divisions, and awards will be presented to the top finalists in both divisions at a special banquet on August 26. You do not need to be a La Quinta resident to take part in the Summer Golf Experience.
Each date of play starts with a 7:30 a.m. shotgun start time, and greens fees vary depending on the course. The cost to participate is $45 through May 7, and $60 beginning May 8 (course fees are additional, and are listed on the website).

La Quinta Boy Inspires Others as Nation’s #1 Junior Wheelchair Tennis Player
By: Sherry Barkas, City of La QuintaOver the past six years, Charlie Cooper has not only discovered a passion for tennis and success on the court, but he has also become an inspiration for others who may have similar health issues and think sports are prohibitive.
“That’s my goal for life, is to inspire young kids, maybe with disabilities or without disabilities, that no matter how hard things might be in your life, you have to push through and work hard,” said Charlie, who is 15 years old and the No. 1 nationally ranked junior wheelchair tennis player.
“I hope to be an inspiration for my fellow classmates and to all my friends … to not give up even when things might be difficult for you to overcome,” said Charlie, a La Quinta resident and freshman at Xavier College Preparatory High School in Palm Desert, where he is on the tennis team.
The Journey to Court
Born with spina bifida – a birth defect in which a developing baby’s spinal cord fails to develop properly – Charlie wears leg braces to walk.
Being able to play or compete in sports was something Charlie had believed from an early age he would not be able to do. “But I’m in my own league now and I’m able to compete just like anyone else,” Charlie said.
His life was changed by a trip to the guitar store to buy strings when he was 9 years old. It was there that he met another youth with the same health issue who told him about wheelchair tennis and clinics offered at Indian Wells Tennis Garden. He began playing competitively about two years later.
“I never thought of my disability as being a downside or keeping me away from something, but now I see it as a benefit.
I get to inspire others and I have more opportunity with a disability,” Charlie said.
Embracing the Challenge
His first visit to the clinic at the Indian Wells Tennis Garden was also his first time ever using a wheelchair, said Charlie. It was hard at first learning to use the chair and coordinating movements to connect with the ball.
“But my parents really wanted me to keep going with it, and I was happy just being able to move like that and trying something new. It brought joy just being able to play a sport,” he said.
Wheelchair tennis is played on regulation-sized tennis courts with no equipment modifications. The rules are the same except wheelchair players are allowed up to two bounces, if needed, to return the ball.
It was at the clinic in Indian Wells that Charlie first met his coach D’Wayne Begay, a certified United States Professional Tennis Association (USPTA) instructor who devotes his time to working with wheelchair players.
Begay is also the tennis pro at Silver Sands Racquet Club in Palm Desert and holds weekly clinics for wheelchair players at Fritz Burns Park in La Quinta. Charlie is his youngest player. Charlie “is such a pleasurable personality. He’s kind. Everyone I talk to says Charlie is a wonderful man,” Begay said, one Saturday morning in March when Charlie came out to Silver Sands for practice before heading to Baton Rouge for a tournament. “He can beat everybody. He hits hard. … I see some big things for him.”
In addition to Begay’s coaching, Charlie was assisted by top-ranked and longtime wheelchair tennis player Todd Hanover.
Because there are so few wheelchair tennis players locally, most of Charlie’s opponents, including those he plays with and against through Xavier, are stand-up players who don’t have mobility issues.
“We just started our season and I’ve been playing a few matches against some standup tennis players, and I’ve won a few already,” Charlie said. “So far, I’ve had good experiences playing against them and they’ve all enjoyed playing against me.”
Bringing Awareness to the Sport
Charlie has competed in tournaments around the world, including the Cruyff Foundation Junior Masters tournament in Tarbes, France, in January. His parents Brent and Shannon Akins Cooper travel with him, giving their support and encouragement.
“They continuously push me to do the right thing, to be respectful, and are always there to comfort me” when anxiety sets in over a match or anything in life, Charlie said.
He has the support of his Xavier teammates as well. Charlie’s dad shared on Facebook a video of the team cheering him on before the Cajun Classic in Baton Rouge, Louisiana.
The Cajun Classic, held in March, is one of the most competitive wheelchair tennis tournaments in the world. Charlie won. Locally, Charlie played in the Indian Wells Wheelchair Tennis Championships in April where he lost hard-fought singles
Charlie was among the players kicking off the historic integration of junior wheelchair tennis into the USTA Boys’ 18s National Championships in Kalamazoo, Michigan, in August. Charlie and three other junior wheelchair tennis players competed in a round-robin exhibition event alongside the ablebodied event.
Charlie won the event with a perfect 3-0 round-robin record, losing just eight games in six sets. His goals include playing professionally and competing in the 2028 Paralympics in Los Angeles. Most of all, he wants to continue to be a role model for others with disabilities, showing there are opportunities in sports.

Charlie sees each match as an opportunity to become a better player and to promote the sport of wheelchair tennis.
“The sport has continued to develop over time,” he said, with about 200 juniors in the country today, though not all play in tournaments. But they play in the sport “which is big for the game since just a few years ago there were maybe 15 at most. So, it’s gone far, and now we (the juniors) just got integrated into the US Open. It was a great experience last year, and it brought lots of exposure to our sport,” Charlie said. There are thousands of tournaments throughout the world for wheelchair tennis, big and small, and all Grand Slam tournaments now include wheelchair tennis with prize money, he said.
“I don’t put that much pressure on me to prove myself, I just try to work as hard as I can and use my disability as an ability, because you get one life and you’ve got to live the best of it and work to inspire others. That’s the right thing to do,” Charlie said.

CITY MANAGER’S MESSAGE
By: Jon McMillen, La Quinta City ManagerHappy 41st birthday to our City, incorporated on May 1, 1982. I hope everyone was able to make it to our Community Picnic on April 29 to help us celebrate the start of another year.
May is also a time to remember U.S. military personnel who died while serving our country. Always observed on the last Monday of May, Memorial Day this year is May 29, and City Hall will be closed.
A ceremony will be held at 9 a.m. at the Coachella Valley Public Cemetery, 82925 Avenue 52, in Coachella.
Adding More Public Safety Cameras
Residents attending the 2022 Community Workshop listed additional public safety cameras as a top priority, and several new locations are planned that include parks.
Fifty-nine public safety cameras were installed in 2021 at all intersections throughout the City and at some City facilities including City Hall. The cameras cannot pick up sound, facial recognition or license plates and are not placed in residential areas.
Among the proposed locations for phase two is the top of the Cove where seven cameras are planned to be installed at the trailheads, parking lots, picnic, and restroom areas where vandalism and graffiti have occurred.
Other proposed locations are:
• Maintenance and Operations Yard: 3 cameras at the modular office building, visitor parking and main vehicle gate.
• La Quinta Park: 3 at the skate park, the children’s playground, and the fitness area.
• Adams Park: 2 cameras.
• SilverRock Park: 4 cameras.
• Eisenhower Park: 1 camera.
• Velasco Park: 1 camera.
Fiber installation is also proposed at Eisenhower Drive from Calle Sinaloa to Calle Tampico, and Avenida Montezuma,
from Eisenhower Drive to the La Quinta Museum and the City owned parking lot at Avenida Bermudas.
The estimated cost for phase two is just over $1.2 million. Funding in the amount of $1.8 million for phase two was appropriated in the 2022-23 fiscal year budget for Capital Improvement Plans (CIP).
Staff presented the proposed locations to the City Council in a study session on March 21, and will return for another study session in May before issuing requests for proposals.
A public hearing will be held by the City Council before taking final action on camera locations. A date hasn’t been set for that.

CITY UPDATES
Dune Palms Bridge
Construction on the all-weather bridge at Dune Palms Road, over the stormwater channel, has begun with expected completion in early 2025. Construction crews are continuing work on the east side of the bridge. A bypass road has been constructed with one lane available in each direction. Barriers separate a dedicated pedestrian and cyclist lane from vehicles. The public is encouraged to continue to follow the temporary traffic control directions through the work zone. Check LaQuintaCA.gov/dunepalms for project updates and to register to receive updates by email or text.
City-Wide Miscellaneous ADA Improvements
Construction is underway to reconstruct curb ramps, sidewalks and driveways on various intersections along Avenida Montezuma to bring them to current code.
Civic Center Activities Promenade
Construction is beginning on the Civic Center Activities Promenade within the Civic Center Park. Improvements will include table tennis and cornhole.
City-Wide Slurry Seal Project
Construction is beginning on a City-wide slurry seal project that is part of the five-year Pavement Management Program. Work areas include a portion of the Cove, Desert Pride neighborhood, Desert Club Drive, a portion of Seasons neighborhood, and Dune Palms Road south of Highway 111.
CV Link
The main pathway through La Quinta is near completion. There are connectors, including Washington Street, that will be done after festival season. The lights and the decomposed granite for walkers and joggers also need to be installed. CV Link is a planned 40-mile, multi-modal pathway for cycling, walking, jogging and low-speed electric vehicles such as golf carts that will run through much of the Coachella Valley. La Quinta’s portion of CV Link is about 2 miles and runs along the south side of the Whitewater channel levee from Washington Street to Jefferson Street, where a promontory point and bridge over the La Quinta storm water channel link the City with Indio’s portion of CV Link. The lead agency on CV Link is the Coachella Valley Association of Governments (CVAG), which is overseeing construction and covering the cost of the $100 million project.

Makers will paint their own Star Wars inspired bookmark. Make a bookmark honoring the best princess in the galaxy, a smuggler and his furry co-pilot, an old Jedi master or a custom lightsaber. May the Force be with you! This program is free of charge.

It’s the official return of After School Printers! Are you a Maker under the age of 14 and want to 3D Print something? Join the After School Printers program to make your 3D Printing dreams come true. Complete our RSVP request form and a MakerSpace technician will work with you on getting your file printed on the second or fourth Friday of the month. This program has a filament fee.

The Newest Americans: New Citizens Reflect on What America Means to Them On exhibit through: July 22, 2023
The journeys, hopes, dreams and concerns of 29 new U.S. citizens come to life through vivid color portraits and personal stories. The Newest Americans encourages visitors to see the United States and the immigration process through the eyes of new citizens representing over 20 countries of origin. All photos were taken and interviews conducted in the moments immediately prior to and following two naturalization ceremonies. This exhibit by Sam Comen (photography) and Michael Estrin (reporting) is produced in partnership with The California Museum and traveled by Exhibit Envoy.
La Quinta Legend: Dorothy Arzner
Explore the life of this Hollywood trailblazer, Dorothy Arzner. She was the only woman director during the “Golden Age” of Hollywood, with the largest body of work of any woman director to this day. A groundbreaker in the film industry, she also “broke ground” here in La Quinta, building a home that she shared with her partner, Marion Morgan.
