No more relaxed summer mornings for our young aspiring doctors, nurses, astronauts, business owners, realtors, community leaders, etc. It is time for our youth to transition from the lazy days of summer back to alarm clocks, homework, after school sports and activities, and tight schedules. LQ BLACKHAWKS FIND NEW LEADER IN ALUMNUS PATRICK RIVENES Submitted by: GCVCC Staff La Quinta native and celebrated Blackhawk player Patrick Rivenes has been selected to take over the Head Varsity Football Coach position at La Quinta High School this season, marking the first change in leadership the team has seen since the school opened in 1994. Rivenes will replace long-time head coach Dan Armstrong, who grew the program into a force to be reckoned with over his long and illustrious career. In his 23 years with the Blackhawks, Armstrong lead the team to two CIF Championships, 10 league titles, and 174 wins. These may be big shoes to fill, but Rivenes is the perfect candidate to carry on the traditions fostered by Armstrong. He’s not only an accomplished player and coach, but also knows Armstrong’s strategies inside and out, and for good reason: Rivenes played under Armstrong during his four years as a Blackhawk, helping the varsity team capture its second CIF championship as a sophomore and earning the MVP title in his senior year. Although he left the desert to attend college, Rivenes knew he would return one day. “This has always been home to me,” says Rivenes. His childhood memories of the Cove where he grew up and the mountains he fell in love with pulled him back after he graduated with a degree in Biology. Rivenes knew he wasn’t going pro, so he sought out a way to stay involved in the game that had been such an important part of his life. After moving back to La Quinta, he secured a teaching position and began looking for coaching opportunities. For Rivenes, coaching was a natural fit. After all, coaching was in his blood: his father is David Rivenes, who coached for nearly twenty years and earned three CIF titles, one at St. Genevieve (1970) and two at Indio High (1970,1980). Before long, the head coach at La Quinta’s biggest rival Palm Desert High School invited Rivenes to serve as an assistant coach, where he stayed for six seasons before accepting the Head Coach position at La Quinta High earlier this year. Although he admits it was difficult to leave Palm Desert and the kids he has built relationships with there, he couldn’t pass up the chance to coach the program he once played for. Rivenes has high hopes for his young team. “The biggest goal would be to win league” he admits, especially with the formation of the new Desert Empire League. The new league, which includes six desert high schools -
Palm Desert, La Quinta, Palm Springs, Xavier Prep, Shadow Hills and Rancho Mirage - was designed to offer league members a higher level of competition, making a league title even more coveted than before. He also hopes to see La Quinta emerge victorious at this year’s Victory Flag varsity football game against rival Palm Desert after last year’s historic triple overtime loss. “We want to make sure we get the flag back this year,” says Rivenes. Rivenes has good reason to feel hopeful. The Blackhawks feature many players to look out for this season, such as starting mike linebacker and fullback Fred Macey, wingback and outside linebacker Grant Hertzel Russel, and safety and slot receiver Marcus McAvoy. Johnnie Lafayette, going into his Junior year, will fill the role of running back while Christian Exon will continue as the team’s starting quarterback. The team may not have much experience, but “the kids are picking it up quick” says Rivenes. “I’m very excited for this season and the leadership we have on the team”. No doubt all eyes will be on Rivenes as he leads the La Quinta Blackhawks into its first season without Armstrong, but one thing is for certain: it would be hard to imagine a coach better suited to take the reigns than the LQHS alumnus.

bandsaw and sander, amongst others. The Creation Station is a joint effort between the City of La Quinta, Riverside County, and the private company Vocademy, a MakerSpace located in Riverside, which helped design the space and will provide the curriculum for its classes.
LA QUINTA LIBRARY MAKERSPACE OPENS DOORS TO (AND FOR) VISITORS Submitted by: GCVCC Staff
A generation ago, before the Internet brought so much of the world’s information to our fingertips, an individual’s search for knowledge usually lead to one place: the local library. The librarian would help search through the catalog or point in the right direction to facilitate some of the serendipitous browsing the Dewey Decimal System was designed to encourage. Folks could be found poring over numerous books, minding the requests for silence. There’s even a good chance they would have taken some of those old tomes home for later searching. Most likely, however, a day at the library wouldn’t have required safety goggles. Welcome to the new age of information, in which a quick internet search can turn up hundreds of thousands of answers to a simple question, and libraries have evolved into cutting-edge tech centers in order to meet the changing needs of their patrons. Such is the case with La Quinta Library’s recently opened Creation Station. The new facility houses a collection of impressive equipment designed to give LQ residents the tools they need to turn their fabrication fantasies into reality. Its laser cutter can engrave a custom design onto acrylic, wood, or other materials. Or, print anything under the size of a square foot on one of its four 3D printers. Cosplay enthusiasts will be able to take advantage of the high-end sewing machines to create the perfect costume. Aspiring architects can learn how to draft a dream home using one of its Computer Aided Design (CAD) stations. Those needing the tools to execute their DIY dreams will find them in a separate room that houses power tools like a 10 | GCVCC.ORG
La Quinta is certainly in good company with the recent addition. As libraries across the country strive to stay relevant in the digital age, many have turned to installing a MakerSpace or other non-traditional facilities to meet the interests and needs of their visitors. Like the observatory at the Rancho Mirage Library, the Creation Station offers its patrons something they likely wouldn’t have access to otherwise. Not many desert residents have the space or funds to have a fully stocked tool shed or 3D printer at home, after all. In this way, the role of the library hasn’t changed a great deal. For many years, the library was a place not only to find answers, but also to access useful resources like computer databases and job-skill training. Nowadays, these useful resources might be a laser cutter instead of a government database, and the job skill might be CAD instead of Microsoft Word, but at the heart of the matter, the library is still a place that provides its visitors with the tools necessary for personal and professional success. With the addition of the Creation Station, La Quinta will be poised to do just that. Members will sign up for classes to learn how to use the new equipment, and upon completion of the course, will be free to use the equipment whenever they like. Beyond what this could do for many hobbyists, the classes will provide much-needed skills training for those who want to be more competitive in the workforce. Still in its early days, the Creation Station is currently open only a few days a week, but soon it will match the rest of the library’s hours. Visitors can tour the facilities and complete an interest form, indicating which courses they would like to receive updates about. Courses in laser cutting are expected to begin by the end of August, while courses in 3-D printing are slated to begin at the end of September. Not long after, a Member Gallery will showcase the work of its inaugural members. For now, its shiny new equipment waits in anticipation for the next generation of library goers. In a way, the new facility simply makes good on an age-old library promise: to invite its visitors to discover a whole new world within its walls. WHY YOUR PPO NETWORK IS SO IMPORTANT
Submitted By: Randy Foulds, Foulds & Feldmann Health Insurance Agency Since the Affordable Care Act became law in 2014, provider networks have taken on renewed importance. Before then, most PPO networks were relatively the same. You could assume most doctors and facilities in your area were in network and would accept your plan coverage. The ACA forced insurers to re-evaluate reimbursement levels for all healthcare providers, and then attempt to create a network where they paid these providers at much lower levels than previous plans. This caused a dramatic drop in the number of participating providers. In fact, many doctors and facilities decided to forego any PPO Network contracts and participate in HMO plans only. Currently, we have only 2 Individual PPO insurers in our market; Blue Shield and Healthnet. They have slightly different PPO networks and, these networks are very different than those of Group PPO plans (employer provided plans) or grandfathered plans plus. It is important to note the network of providers can change at anytime. For instance, don’t assume your doctor has referred you to a specialist who is in your network. They should check for you but, they may not. It is up to you to verify any provider you are seeing is in your network. For the Individual PPO plans currently available, you have a copay for seeing an “in-network” doctor and your deductible is usually waived. There is a much higher copay for seeing an “out-of-network” doctor and, in most cases, your deductible must be met first. This can be a difference of thousands of dollars in
out of pocket costs. The best way to verify that a provider is in-network is to access the online provider directory. Your insurance plan maintains a website, and in most cases an app, that you can log into. You can personalize the search results by entering your member ID number, but it is not required. The online directory is supposed to be correct and reflect any changes the insurer has received within the last 30 days. However, if a doctor does not report a change in contract status, meaning they no longer accept a plan, the insurer does not make the change until the discrepancy is reported to them. This can result in some anguish and frustration for patients when they arrive for an appointment only to be told the doctor no longer accepts that insurance plan. Even though the patient checked the online directory just before the appointment. Knowing your healthcare provider is a part of your PPO network can save you anguish and out of pocket costs. CITY MANAGER’S MESSAGE By: Frank J. Spevacek, La Quinta City Manager Hello La Quinta residents. September is upon us and soon we will mark the official start of Fall in our lovely desert. In most parts of the country the season is marked by signs of autumn color change. In La Quinta our city is experiencing a similar change, with development and improvements changing the city landscape all around us. In north La Quinta, Measure G funded landscape renovation for the Quinterra Development is underway on the north side of Miles Avenue, between Adams Street and Los Manos Drive and at the Adams Park retention basin. This project entails converting turf to the desert oasis plant palette and adding a new walkway around the Adams Park retention basin, with new lighting and wall cleaning at the development entrances. Coachella Valley Water District’s Canal Irrigation Pipeline Project is in progress to extend irrigation from SilverRock Resort to La Quinta Resort down Avenue 52, Washington and Calle Tampico. During a two-week period, the bike lane and a single lane of westbound traffic on Avenue 52 between the Silver Rock Resort and Washington Street will be closed. One lane of westbound traffic will remain open. The project should be complete by February 2019. The 2017/18 Pavement Management Plan (PMP) improvements are underway throughout the City, slurrying over 1,500,000 square feet of pavement, repairing minor potholes and improving striping, including better delineation for bike lanes. There may be intermittent temporary single lane closures throughout the project and it is anticipated to be complete in early October 2018. As a reminder, all road closures and project updates can be found on the City’s website. With so much construction and activity happening, we would also like your input! La Quinta is looking to engage contractors, residents and business owners regarding the current building permitting process. A survey is currently available on the City’s website. Information will be used to develop regularly scheduled workshops to encourage active communication, provide information and a forum for discussion with all who are involved in building residential and commercial properties in the City.

Schools across the city have welcomed back our children for another year of learning. Be sure and observe all traffic laws while driving in school zones and stay alert! Our Motorcycle officers and traffic officers from the La Quinta Police Department will be out in full force ensuring the safety of returning students, with an increased presence in and around our schools. Our goal is to enhance the safety of motorists, pedestrians, and bicyclists. Together we can keep La Quinta an accident free zone for our youth this school year. You will also see some changes near La Quinta High School, with the SB821 Bicycle and Pedestrian Facilities Program grant funded ADA ramp improvement project at Adams Street and Blackhawk Way now complete. The event and art seasons are starting to come alive as well. Brew in LQ is coming November 17th to Civic Center Park, tickets are on sale now at www. playinlaquinta.com/brew. All those in attendance receive ten 4-ounce pours while enjoying live music and a selection of food trucks to feed their inner foodie. This event is growing every year so secure your tickets in advance! On the art front, check out the Sunline buses as they travel through La Quinta. Our City is a sponsor for the Sunline Student Art Contest Bus. The artists chosen for this project showcase the beauty of the Coachella Valley, as well as the ways Sunline buses are helping the environment. While September is abuzz with activity, our community will also take a moment to pause and reflect on a somber occasion. On the evening of September 11th you are invited to attend a candlelight vigil honoring the victims and first responders of the attacks from September 11, 2001. This free event will be held at Civic Center Park at 7:00 PM. We look forward to a great September in La Quinta. As we welcome back families from Summer vacations and our centers of commerce come alive for the shopping season, be sure and take a moment to enjoy everything the city has to offer. How they work Anyone – at any age – who plans to attend elementary, secondary school and/or college can be the beneficiary of a 529 plan. The account owner, not the beneficiary, controls the account and makes all the investment decisions. And if the beneficiary decides not to attend college, the owner can generally change the beneficiary to another family member. Grandmas, grandpas, family friends, parents … anyone can contribute to a 529 plan. Contribution limits depend on the state’s plan but are typically more than $200,000.The federal gift tax exclusion allows a contributor to give up to $15,000 per year per beneficiary, or $30,000 if you’re giving as a married couple. You could also choose to give up to five years of gifts in one year, and that amount is not considered to be a part of your estate for federal estate tax purposes. However, if an electing contributor dies during the five-year period subsequent to the contribution, amounts of the contributions allocable to years after death are includible in the contributor’s gross estate. The 529’s earnings accumulate tax-free, and withdrawals are federally income tax-free and penalty-free as long as they are used at an eligible educational institution for qualified education expenses.
