The study is informed by an analysis of the existing urban structure of Erskine, the current green network (routes and spaces) and the underlying landscape structure. The findings of the analysis alongside a review of anticipated change highlights a number of key issues: -

there is an issue of disconnection between the water front, town centre and residential neighbourhoods, key pedestrian routes are not legible

the existing route network is focused on ‘leisure’ access and does not effectively form some of the key linkages required to make the network function as a core part of the community’s day to day lives

the existing green network routes and spaces lack a strong identity and appear as generic areas of municipal green open space

core landscape features such as the whin dyke and historic woodland structure are under utilised and are isolated from the current network of routes and spaces

there is no coherent maintenance / management strategy for the existing network of routes and spaces, which leaves core routes appearing to be neglected, whilst under used areas receive high levels of maintenance and the woodland and semi-natural landscape spaces are not positively managed

This may be considered as a single entity such as an ‘Erskine Country Park’

describes an urban strategy for the redevelopment and expansion of the town centre, which both improves the form and coherence of the town centre and refocuses/ connects it to the waterfront and the main pedestrian spine route

introduction: erz Limited were appointed by the Glasgow and Clyde Valley Green Network Partnership, on behalf of the wider client group, to undertake the study focused on Rashielee Quay as a priority project within the Clyde Waterfront Green Network, in December 2010. The study has been funded by the Central Scotland Green Network Development Fund. The project scope was expanded in January 2011 to also take account of the Craigends area. The purpose of the study is to examine the area in detail, to build up an understanding of the issues that limit the successful functioning of the green network and develop specific proposals to unlock the potential of this strategically important part of the Clyde Waterfront Green Network. The client group is comprised of the Glasgow and Clyde Valley Green Network Partnership, the Clyde Waterfront Partnership and Renfrewshire Council.

erz Limited have led the study, with support from Applied Ecology Limited and Armour construction consultants.

Applied Ecology Limited undertook an ecological scoping of the study area to highlight relevant issues and to inform the proposals. The ecological scoping report was completed in February 2011. Armour construction consultants prepared outline costings for the proposals, which are included toward the end of this report. Work on the study began in mid December 2010 and the first draft report was issued in mid March 2011. The final draft report was issued at the end of March 2011. The final report was issued in June 2011.

The geographic analysis and strategy proposals are described in the following section of the report. The analysis is organised in 4 sections . Firstly, the 'underlying' landscape structure is investigated - to build up an understanding of pre-existing features. The existing green network is then analysed to understand its current structure and functioning. Anticipated change is recorded -to take account of any future shift in need or activity. Arising from the first 3 areas of investigation, the strategically important missing links are then identified. The analysis informs the development of the geographic strategy, which is described in 2 parts: the core area (focused on the waterfront and town centre) and the wider area (which includes Craigends and the wider setting of Erskine).

There is currently a fairly extensive network of paths through and between the residential neighbourhoods. This appears to be a largely 'leisure' focused network and does not connect neighbourhoods to key destinations well (such as the waterfront & town centre). The major roads act as barriers to pedestrian movement.

the existing Clyde Walkway offers a continuous and legible route from Newshot Island Local Nature Reserve in the east to Boden Boo woodland in the west.

1.2.f. whin dyke route: -

the existing route from the waterfront, through the town centre to the Craigends area is not legible. The town centre route is not emphasised and west of the pedestrian bridge, routes diverge to the north and south rather than offering a direct route to Craigends.

the town centre retail core lacks legible links to the waterfront or wider walking routes. The core area is dominated by vehicular circulation/parking and does not offer clear pedestrian routes to the wider network.

the Craigends area is comprised of what seems an unresolved mix of semi-natural open space and developed facilities - which are frequently demonstrate a lack of management/maintenance. Key features in this area include: Craigend hill, Rashielee plantation and the allotments and Lamont City Farm area.

There is a focus of anticipated / planned change at the core of Erskine. These range from the potential/ aspiration for a water taxi/bus pick up/drop off on the waterfront, a redeveloped and expanded town centre and a new secondary school campus which is presently under construction.

The underlying landscape structure is primarily defined by the presence of the whin dyke. The intersection of the whin dyke and the Clyde coincides with the location of Rashielee Quay. This outcrop of hard rock probably generated the natural starting point for the quay. The whin dyke also underlies the main topographic feature of Craigend Hill.

Reviewing the existing green network in light of the above findings, highlights that there are strategic missing links in the core area.

The existing woodland structure can be traced back to the pattern of historic woodland and represents remnant fragments of earlier more extensive woodland cover.

The urban structure of Erskine essentially takes the form of a 'radburn' new town layout - with seperate vehicular and pedestrian circulation networks. The layout is essentially structured around car movement, with a low density and evenly spread series of residential neighbourhoods and facilities.

The current green network is consistent with the ethos and organisation of the original urban structure. The layout is essentially focused on car movement and although the path and greenspace network is extensive, it is essentially conceived and organised as a 'leisure' network. The green network does not legibly or directly connect residential neighbourhoods to key destinations.

anticipated change: The review of anticipated change highlights a shift in approach, with a reinforcement of the 'urban core' as a focus and destination. The aspiration to expand the town centre and introduce higher density residential development, the new secondary school campus and the aspirational water taxi/bus pick up point give new emphasis to the urban core.

overview: The urban structure as originally conceived was focused on a dispersal of facilities and necessary day to day movement patterns being car based. The originally conceived green network is 'leisure' focused and does not easily enable or encourage 'necessary' day to day journeys to be made on foot or by bike. The increasing focus of facilities and alternative modes of public transport within the town centre reinforces the need for change. The missing links in the core area green network need to be addressed to deliver a usable and functional non-car based movement network. This is an immediate priority to create a usable, sustainable and flexible movement network within a town designed around the car.

core area strategy introduction: The analysis informs the development of the geographic strategy, which is described in 2 parts: the core area (focused on the waterfront and town centre) and the wider area (which includes Craigends and the wider setting of Erskine). The core area strategy is a direct response to one of the main issues arising from the analysis work: namely the missing strategic links in the core area.

The core area strategy sets out a route hierarchy for the green network, which is then considered in detail in the following pages: firstly described in overall terms and with detailed proposals for each section.

The existing path network is focused on leisure use and does not connect well to key destinations. The anticipated change at the core of Erskine creates a focus of key public facilities. It is proposed to establish a route hierarchy, focused on a spine route connecting these key destinations.

2.0 core area geographic strategy: pedestrian spine / linear park pedestrian spine / linear park concept: The line of the route required to connect the waterfront, town centre and core public facilities coincides with the line of the whin dyke and related woodland belt. This 'happy coincidence' offers a unique opportunity within Erskine: to create a legible and functional spine route that addresses the strategic gaps in the movement network and also has a distinctive character and identity. It could be argued that other than functional issues of missing links and lack of legibility in the existing green network - another core factor is the lack of identity of many of the spaces and arguably Erskine as a whole. The pedestrian spine / linear park offers the opportunity to redefine the identity of Erskine. The spine route has the potential to become an icon for Erskine - an exciting and unusual linear green space at the very core of the town.

This unique opportunity for Erskine informs the level of ambition for the spine route. The detailed proposals and approach to the linear park are intended to respond to this great potential (both in terms of function and identity).

This project is strategically important in terms of the wider Clyde Waterfront Green Network and also in redefining the identity and public life of Erskine.

2 scenarios for the enhanced town centre link from the waterfront to the pedestrian bridge are illustrated. The 'double tree avenue' option is dependent upon co- ordination with adjacent development proposals. The single tree avenue option has been costed for the purposes of this study.

It is proposed that an enhanced public realm space is created at the 'bridge node' where the pedestrian bridge is accessed from the town centre. This is envisaged as a series of terraces, forming the access and route through a mix of hard and soft landscape elements.

2.0.i. pedestrian land bridge: -

perhaps as a longer term project, it is proposed that the existing narrow and exposed pedestrian bridge linking the waterfront and town centre to the residential hinterland of Erskine is replaced with a 'land bridge' as illustrated, forming a more coherent public realm link. It also provides a visable statement and 'gateway' into Erskine.

The node spaces must create a legible link between a number of important routes. The node is defined by a high quality public realm treatment with distinctive surface materials, furniture, lighting and signage. Adjacent natural play facilities brings additional activity to the space.

as described, the opening up of the 'whin dyke' strip as a route, offers the opportunity to create both a legible 'spine' route and an iconic linear park for Erskine, of distinctive character.

2.0 core area geographic strategy: town centre - master-plan overview: Erskine town centre is a car focused hub for retail and services within the wider 'new town' plan.

The following broad moves are identified in the town-centre master-plan:

The town centre currently fails to capitalise on its setting (beside the Clyde) and lacks legibility for pedestrian movement. Whilst it is possible to walk from the town centre to the waterfront or to the wider residential area, the routes are not legible and the experience is often poor.

development ambition:

The conceptual master-plan for the town centre, described over the following pages, is prompted by the aspiration to expand and redevelop the town centre. The master-plan seeks to capitalise on the opportunity of such change to both improve the town centre and the legibility and quality of pedestrian routes.

to reinforce the main block of retail development, taking account of the proposed relocation of the swimming pool/library as part of this, to reinforce and upgrade the main pedestrian 'shopping route' to redevelop fully the lower (riverside) portion of the town centre precinct. Previous studies have identified an aspiration to introduce higher density residential development in the town centre area. The proposed expansion of the town centre also spans the road link to the east. the new town centre residential neighbourhood must read as a coherent urban precinct. The master-plan accordingly develops unifying themes that tie together the blocks of residential development: a strongly defined urban edge addressing the river and consistent structure of terraced/town house development organised around homezones on the 'town' side. the organisation of the built development is focused on re-orientating the town centre to the river and the'linear park' park route. In both cases, development is organised to present an active edge addressing / overlooking these public routes and spaces.

public realm ambition: - - - -

to create legible connections between the town centre and the Clyde waterfront and to the linear park /spine route link to the wider residential area to create strong visual links between the town centre and waterfront to create a coherent and legible series of pedestrian / public realm routes and spaces within the town centre that tie into the wider movement network to create a coherent, but varied waterfront public green space. The intention is to focus 'developed' park facilities to the west around the quay area and to create a wetland / riparian habitat extension of the Newshot Island Local Nature Reserve (to the east)

The core goal for the redevelopment of the town centre area must be around the careful co-ordination of built development and public realm space. The right relationships need to be achieved to deliver a successful public realm and liveable residential development. This invloves: - - -

organising development layouts to deliver legible routes and visual links organising development to form coherent urban edges, that define spaces organising development to present active edges addressing / overlooking public routes and spaces

This section of the report is focused on the wider area, including Craigends and the wider landscape setting of Erskine. The review of this wider geographic area considers: - an analysis of gaps in the wider access / movement network - opportunities for habitat creation and management - a review of the interaction of the habitat & movement networks - opportunities for woodland creation

The definition of 3 distinct areas ( areas 3,4 + 5) for habitat management & creation within Erskine adds to a wider picture of a series of significant 'islands' of woodland / semi-natural open space which are in close proximity and connected by strong pedestrian links. It is proposed that these are considered and managed as a unit. This may be considered as 'Erskine Country Park'. An appropriate management structure would be required. It is suggested that a joint management structure is established between key partners, including: the Forest Enterprise Scotland and Renfrewshire Council.

The proposed woodland creation to Craigend hill is organised to maintain open panaromic views to the north to the Kilpatrick hills and east and west along the Clyde. The non wooded areas are proposed to be developed as meadow. The path network is proposed to be expanded to improve access to Craigend hill and to form missing links within the wider network.

Detail: community meadow / picnic area upgraded parking with c. 14 spaces. A managed simple park / meadow space with picnic facilities is proposed at the Barrhill Road entrance.

3.0.k. Rural education hub: -

the combination of Lamont City Farm and its associated grazing spaces, the existing allotments and the surrounding woodland offer a fantastic accessible resource focused on 'rural' education. This is particulary interesting given it's immediate proximity to the new Park Mains high school campus. It is proposed that there is an expansion of allotment growing space into the presently derelict stable site as illustrated.

wider strategy - summary: The wider area strategy outlined in the preceding pages is arguably focused on 2 broad topics: - the missing links in the wider access/movement network - the 'unresolved' nature of the extensive public and seminatural landscape spaces within or immediately adjacent to the urban area of Erkine. There is an apparent lack of clarity over the role and management approach to this significant landscape resource. As a result, there is a sense of decline / lack of management of active 'public' areas and a lack of appropriate management of areas of significant existing (and potential) habitat value.

On a broader level, the strategy emphasises the need for a coordinated approach to the management of the woodland and semi-natural open spaces in and around Erskine. It is proposed that an appropriate management framework is established which addresses the 3 areas identified above, alongside Boden Boo woodland and Big Wood (further west). It is proposed that these areas are managed and considered as a unit. This composite landscape, may be described and considered as Erskine country park.

The strategy identifies opportunities for habitat creation and management and for extensive woodland creation. The strategy is focused on creating 3 coherent areas where the habitat and nature conservation role of the landscape is formalised, namely: an expanded Newshot Island Local Nature Reserve, Rashielee plantation and the Craigend hill and Shilton plantation area. These 3 landscape areas focused on habitat / nature conservation are well connected into the existing movement network and this will be further enhanced by the proposed network improvements. The strategy also proposes a more focused approach to the provision and location of developed park facilities. Whilst the larger 'semi-natural' open space is formalised and managed in terms of habitat / nature conservation, it is proposed that developed park facilities are condensed around the main movement routes. This provides a clarity of approach for the planning of management and maintenance operations. It is noted that the main movement routes require an associated corridor of landscape management, addressing the transition between active public space and woodland or meadow areas.

next steps / action plan: It is imagined that the scope of proposals / interventions described, will require perhaps 3 distinct approaches to delivery:

In terms of immediate steps, the following actions are recommended:

1. partnerships with agencies, including the Forestry Commission to establish appropriate management structures and delivery mechanisms for the areas of habitat creation and management as part of a wider 'Erskine Country Park'.

1. review current development proposals/intentions to ensure that they deliver / compliment the desired outcomes described in the study. An immediate action is to rework the design/ approach to the 'linear park' edge of the new secondary school campus (currently under construction) to co-ordinate with the proposals described in the document.

2. secure or allocate funding to deliver the core elements of the access network - focused around the 'whin dyke' spine route and linear park. It is anticipated that the delivery of this element of the strategy will be led by Renfrewshire Council.

3. marketing /tendering of town centre sites / establishing partnership arrangements to deliver the built development and associated public realm works to redefine Erskine town centre.

In terms of phasing / sequence, it is anticipated that items 1 and 2 above can be progressed in parallel, with processes beginning immediately, whilst item 3 may have a longer lead in / delivery time. A public/community consultation process is advised to discuss and develop the overall strategy and its component projects. Upon establishment of appropriate delivery / management structures, detailed design development will be required of the various components of the strategy in order to deliver the component projects.

2. open up dialogue with key partners regarding delivery and management of the proposals. Forest Enterprise Scotland are seen to be a key partner to delivering the woodland creation, habitat management and wider 'Erskine Country Park' proposal. 3. prepare funding applications to appropriate sources to deliver the core spine route / linear park proposals. 4. review exsiting management and maintenance practices to refocus activity / action as identified. 5. liaise with key stakeholders and the wider community to review and develop the strategy and site specific proposals. 6. review statutory material to formalise the strategy / proposals within the development control / statutory planning farmework.
