I LIVE IN HERRGÅRDEN WHICH IS SIMILAR TO THE REST OF ROSENGÅRD... ROSENGÅRD IS LIKE AN ISLAND IN MALMÖ... PEOPLE FROM OTHER PARTS OF MALMÖ RARELY COME TO VISIT US...

Introduction In summer 2006, MKB took over two of the quarters in the Herrgården area of Rosengård. These were two of Malmö's most disadvantaged quarters in terms of social problems and rundown physical environments. MKB has now started a large-scale regeneration initiative in the quarters and is in the process of interviewing all 300 households about their preferences and needs, establishing contacts with the quarter's young people and engaging residents in the regeneration work.

As part of the Herrgården development project, MKB Fastighets AB asked Gehl Architects to produce a strategy for the outdoor spaces in Herrgården, Rosengård's overall structure, links to other parts of Malmö and Rosengård's identity in the Öresund region.

The Million Programme The 1960s and 70s saw a wave of urban development based on modernist planning. The Rosengård area of Malmö was one such project and was part of the “Million Programme” in which Sweden planned one million dwellings between 1965 and 1975. Unlike the old development in the city centre, the new planning was mono-functional, with separate residential and work areas and an integrated centre for services and shops. The planning process was efficient and rationalised, with traffic flow and mobility governing the design and position of the area. Proximity to green areas was an important factor, as the idea was that people would be able to relax in the residential area after work. This resulted in a mass of buildings in a large green sea, with the motorway network the only link to the rest of the city. Million Programme areas still have the air of remote islands in Sweden's cities.

Good regional connections Rosengård is situated between Malmö's large arterial roads and is therefore directly linked to the regional motorway network. In the future, the area's regional accessibility will be improved as new stations are built along Citytunneln and when the planned Kontinentalpendeln is completed. The nearest Citytunneln station will be between the Triangeln shopping centre and Möllevångstorget, while a station is scheduled to be built on Kontinentalpendeln for access to Amiralsgatan. Few attractions At present, there are few attractions to tempt people to visit Rosengård and to spread knowledge about the area. Rosengård centre offers a certain range of speciality and discount stores, but their force of attraction does not extend outside Malmö.

Image and cultural potential Rosengård is currently fighting a poor reputation. Time and time again the area is used by the media as an example of Sweden's Million Programme and is presented as a horrific example in discussions about issues such as segregation, unemployment and crime. Rosengård has a multiethnic population, which gives it a unique cultural mix. This diversity should be seen as representing major potential for creating attractions and a new identity. By focusing on quality, opportunities and the area's unique features, the picture of the area can be changed.

Rosengård has a good position in the city, but access is difficult due to the fact that the area is surrounded by strong barriers and there are few outward links.

Recommendation

Break down the surrounding barriers and create more and better links to the rest of the city.

Rosengård - an island in the city Malmö is a compact city with short distances. When Rosengård was built, it was on the edge of the city, but now it finds itself situated in the city, 2-3 km from the centre. Despite its good central position, Rosengård is an isolated island in the city, surrounded by large traffic routes and grim industrial areas. The railway line to the west of Rosengård is one of the strongest barriers - both in physical and mental terms. The railway means that the there are few links to the centre. In only a few places is the railway embankment interrupted to allow access through for pedestrians and cyclists. East of Rosengård, the large inner ring road represents a virtually impenetrable barrier. Rosengård is also situated close to unsafe green and industrial areas, while the busy Amiralsgatan

divides Rosengård into two and makes contact within the area difficult. There are few links to the rest of the city and the area is inaccessible for residents, visitors and passers-by. Only a few roads lead to and from the area. The main link to the centre for pedestrians and cyclists is a route into the city via Möllevångstorget. The road between Möllevången and Rosengård is used mainly for through traffic and needs to be improved in terms of passive recreation potential.

Many children and young people in Rosengård The number of children and young people in Rosengård (45%) and Herrgården (49%) is much higher than the average for Malmö (19%). This offers great potential for life in the area and the creation of active spaces and attractions. MKB is already in contact with a group of young people who are keen to help with the change process. Allowing them to be part of the development of various projects creates a positive feeling of participation, which in turn means the participants are more likely to utilise and take care of the results.

Many unemployed in Rosengård The number of people in work is very low in Rosengård (37%) and Herrgården (15%) compared with the average for Malmö (63%). This means that many of those living in Rosengård and Herrgården are at home during the day. Consequently, there is potentially much life in the area and there is a major need for activities.

Few visitors in Rosengård As can be seen in the diagram above, there is very little interaction between Rosengård and the rest of Malmö. And there is even less interaction between Herrgården and the rest of the city. Few people from outside the area work there and few people from Rosengård work elsewhere. Interaction between Rosengård residents and other inhabitants of Malmö is largely by means of attractions which bring visitors to the area and vice versa - attractions which make Rosengård residents visit other parts of the city. To attract and increase the number of visitors to Rosengård, more workplaces and attractions need to be built.

Recommendation

More and better links to surrounding areas will increase Rosengård's accessibility. Workplaces and attractions may increase the interaction between Rosengård and other parts of the city.

Good examples

The green team The "green team" project has been implemented at Varbergparken in Haderslev in Denmark. The aim of the project is to create opportunities for long-term unemployed men from asylum-seeking or immigrant backgrounds. The participants are trained in gardening and general labour market expectations such as punctuality, care and independence. When the participants eventually start their working life, the interaction between them and their environment begins.

Caretaker help At Rosenhøj in Århus in Denmark, a community service order resulted in a permanent solution. Two young people convicted of vandalism in the area were ordered to help the caretakers repair the damage. The work went so well that they were both given permanent employment, and more have been employed since. Even in this area, job training can lead to greater interaction between the individual and the community.

Mono-functionality/Multi-functionality Rosengård: New functions for residents help create life during more hours of the day, increase the number of "eyes" onto the outdoor spaces and create a hierarchy between the outdoor spaces. Malmö: New functions in Rosengård add to the city's existing range of retail, services and leisure activities. Integrated forms of living and ownership may attract other resident groups and visitors to the area. Öresund region: Unique and attractive functions and a more integrated population have the effect of creating identity and give a more positive picture of Rosengård in the Öresund region.

A mono-functional area In Rosengård there are many different types of functions, but in the actual area they are perceived as few. Workplaces and commercial functions are largely concentrated in and around the centre of Rosengård, while schools and recreational functions are in the park area in the southern part of Rosengård. Despite the introverted nature of the monofunctional developments, small businesses have opened here and there in Rosengård. Cellars and converted apartments have been used for local services and help create a varied and living area. 100 M

Good examples

Bazar Vest, Gellerupparken, Ă…rhus Bazar Vest is an attractive and exotic shopping centre in Gellerupparken in Ă…rhus, Denmark, where immigrant residents can have their own market stall. The market has acted as a springboard for entrepreneurs who want to establish themselves elsewhere and has also put Gellerupparken on the map. Bazar Vest attracts people from all over Denmark. Recently, another market, Bazar Fyn, was opened in a similar area - Vollsmose in Odense. The bazaars are privately-run profit-making enterprises.

Kulturhuset Oasen, Ringparken, Slagelse At Ringparken in Slagelse, Denmark, the Oasen cultural centre offers activities for young and old alike. The activities take part throughout the day, and with the housing department having an office in the same building, there is good contact with different resident groups. This type of functional integration has had a positive effect on the area.

New urban spaces as landmarks Since Strøget pedestrian zone opened in 1963, development of public spaces in Copenhagen has revolved around establishing quality of life in the urban spaces. The type of urban space Strøget represents could be called first-generation urban space. Over the years, the typology has evolved into a high-quality landscape linked to the city's commercial life and offering good accessibility. The typology has become a space for all. In its present form, this typology could be called "the recreation city". In recent years, planning has developed and taken on board the suggestion of a new type of urban space, with the new urban space typology reflecting a need for a more informal and active urban life. The increasing preoccupation with health has created a need for space offering scope

for physical activity. In parallel, unprogrammed areas, informal meeting places and spaces that can stage events, exhibitions and other functions are becoming increasingly topical. We call this new urban space typology the "recreation landscape". Identity Identity is not only created by a physical framework. In recent years, we have seen many attempts to achieve the "Bilbao" effect (named after the effect Frank Gehry's Guggenheim museum had on Bilbao) by placing a strong landmark in a city or district. This has rarely had the desired result. On the other hand, we have seen fantastic effects on cities and districts where the focus has been on strategies for achieving high-quality urban spaces as part of identity-creating initiatives for the areas. This has happened in Barcelona, Lyon and Copenhagen, as well as in Bo01 in Malmö and Wauban in Freiburg. Identity creation evolves from what actually happens in a place and it is therefore important that the basis of the identity is supported by those who live and work in the area. In other words, it is

not enough to say that Rosengård is a great place to live; it must also be a great place to live before that can become its identity.

Home Sweet Home

New image We introduce three typologies in Rosengård Home Sweet Home, Urban Bazar and Sportspark. The names themselves are not there to change Rosengård's image but rather to emphasise the fact that physical changes are coming to the area and that the area has more to offer than just housing. If the three typologies are to have the desired effect - a good place to live, a 'city-quality' multi-cultural alternative to the city centre and a recreational area for all of Malmö - it is important to create links to the rest of the city and good urban spaces where life can flourish. Then Rosengård can become a safe and exciting district to move through and can have its new image.
