The American Geographical Society announces the “EthicalGEO” Initiative
T
he American Geographical Society (AGS) has been awarded a grant by Omidyar Network to launch a worldwide conversation on the ethics of geospatial technologies. Designated “EthicalGEO,” this initiative calls on thinkers from all over the world, and all walks of life, to put forward their best ideas about the ethical challenges of new geospatial technologies that are reshaping our world. In light of a growing number of innovations using geographic data/technology and questions of clear ethical guidelines, EthicalGEO seeks to create a global platform for advancing a necessary dialog.
“Geospatial technologies continue to be an invaluable force for good, yet there is a growing need to address the unintended consequences that can arise with such technological innovation,” said Peter Rabley, venture partner at Omidyar Network. “We are excited to support the launch of EthicalGEO, which will help us better understand how we might safeguard against potential downsides while optimizing the positive impact geospatial technologies can have on advancing solutions to some of humanity’s most pressing issues, from a lack of property rights, climate change, and global development.”
“We at the American Geographical Society are excited to partner with Omidyar Network on this important initiative. We look forward to unlocking the ethical creativity of the extended geospatial community, and to share their insights with the world over this global platform” said Dr. Christopher Tucker, Chairman of AGS.
The EthicalGEO Initiative will invite thinkers to submit short videos highlighting their best idea to address ethical “GEO” issues. Out of the collection of the videos, a small number will be chosen to receive funding to amplify their idea and provide basis for further dialog and will comprise the first class of AGS EthicalGEO Fellows. BIM
THE IRREVERSIBLE TREND OF CAD BY GOLGI ALVAREZ 16
Using the theoretical approach that is conceptualizing this topic, the maturation route of the BIM is associated with the advance of the necessary inputs for its development, the capabilities of the equipment for capture and information management (new and existing), the implementation of global standards, the data infrastructure and the modeling of the different evolutionary processes associated with the management of the territory. A challenge of the BIM is that it reaches a point when it includes an intrinsic relationship with the PLM (Product Lifecycle Management), where the manufacturing
and services industry seeks to manage a similar cycle although with scopes that do not necessarily include the geospatial aspect. A point of convergence of these two routes (BIM + PLM) is the concept of Smart Cities, where most large companies are looking at both the urgent demand of the big metropolis and the irreversible The inexhaustible human ingenuity in science and technology applied to decision-making.

I
n our context of Geo-Engineering, it is no longer novel BIM term (Building Information Modeling), which allows different real-life objects to be modeled, not only in their graphic representation but in their different stages of the life cycle. It means, that a highway, a bridge, a valve, a channel, a building, from its conception can have a file that identifies it, that contains its design, its construction process, affectation to the natural environment, operation, use, concession, maintenance, modifications, monetary value in time and even demolition.
Below, we detail some basic aspects and advances related to BIM and its relation with technological tools of popularized use.
THE BIM LEVELS
B
ew and Richards theorize the maturation path of BIM on four levels, including Level Zero, as seen in the graph. To clarify, that this is a route from the perspective of standardization, not so much of world adoption, for which there is much to talk about.

BIM LEVEL 0 (CAD).
made more «colorful«. Microstation already included Triforma, Geopack and AutoPlant under a similar logic, with space links of the engeneering-links type without consensus standardization.
his corresponds to the Computer Aided Design, seen from the primitive perspective that we saw in the 80’s years. For those times, the priorities were to take the technical drawing that was already done in sets of drawings, to digitalized layers. We remember as examples the birth of AutoCAD and Microstation in these times, that without detracting from the gigantic step, they did not do more than Drawings; its extensions said it (Drawing DWG, Design DGN). Perhaps the only software that I already visualized beyond was ArchiCAD, which from 1987 spoke about the Virtual Building, with the contempt of being of Hungarian origin in the years of the cold war. Also, included in this stage is the management of non-georeferenced data from other applications related to project management, such as Budgets, Planning, legal management, etc.
This decade, even though the standardized Models and Objects concept did not exist, there is, in fact a somewhat forced integration with the third-party solutions acquired for AEC, which includes Architecture, Construction, Geospatial, Industry, Manufacturing and Animation.
T
BIM LEVEL 1 (2D, 3D).
T
his happens in the past decade, in the maturity of the workspace that can already be called 2D. The construction in space 3D is also given, although in its primitive stages, we can remember how it was tedious to do it with AutoCAD R13 and Microstation J. There was a visualization of the three-dimensional work, but they were still vectors constituted by arcs, nodes, faces and groupings of these. In the case of AutoDesk, versions such as SoftDesk integrated concepts such as surfaces from AutoCAD 2014, with which road designs and spatial analysis were made, but everything was behind a black box that solutions like EaglePoint
18
“ AutoDesk does not talk about BIM until the purchase of Revit in 2002, but the integration of solutions like Civil3D take much longer. In the case of Bentley, the input of the XFM (Extensible Feature Modeling) scheme is significant in Microstation 2004 and during the transition known as XM, third-party platforms are acquired, such as Heastad, RAM, STAAD, Optram, Speedikon, ProSteel, PlantWise, RMLEAP Bridge and HevaComp. In 2008 Bentley launches Microstation V8i, where the XFM matures to the I-model as a collaboration standard. ”
BIM LEVEL 2 (BIMS, 4D, 5 D)
T
he most difficult thing in this stage of BIM Level 2 has been the standardization; Especially because private companies put on buns and want to force others to use their own whims. In the case of software for the geospatial field, it has been free software that has made the force for standardization with the degree of consensus that now represents the Open Geospatial Consortium OGC. But in the CADBIM field, there has been no OpenSource
It is significant the contribution of the British, that their habit of doing almost everything upside down has led the British Standard, as are the codes BS1192: 2007 and BS7000: 4; These are so old from the paper planes to the BIM Level 1. The BS8541: 2 appears already in the digital model and in this decade the BS1192: 2 and BS1192: 3.
“ It is understandable why BentleySystems made the annual Infrastructure Conference and its award in London, the 2013, 2014, 2015 and 2016 years; As well as the acquisition of companies with high
portfolios of British clients -I even dare to think about the movement of the European headquarters from Holland to Ireland Finally, in the OGC framework, it has been possible to move forward with several standards of consensus acceptance that point to BIM, especially the GML, from which examples such as InfraGML, CityGML and UrbanGML advance. While many current efforts in this decade of the BIM Level 2 attempt to reach the management of the life cycle of the models, still can not be considered comprehensive or standardized, as well as the outstanding debts with the 4D and 5D that include the Programming of the Construction and Dynamic Estimation. The trends of the convergence of disciplines are notorious both in the merger / acquisition of companies and in the holistic vision for standardization.

initiative, such that to date the only free software with the potential to mature is LibreCAD, which is only at the 1 Level -If it is not that leaving the 0 Level. The private companies have released free versions, but the standardization towards the BIM has been slow, in the voice of some because of the imperialist monopoly.

BIM LEVEL 3 (INTEGRATION, LIFECYCLE MANAGEMENT, 6D)
London, the integration of the two processes of the Project Definition Cycle:
he level of integration expected in the BIM Level 3, already after 2020 includes somewhat utopian expectations of uniformity in standards: Common Data (IFC). Common Dictionaries (IDM) and Common Processes (IFD).
It is an interesting vision, considering that these aspects are of the next decade, but that being advanced allows materialization of standardization. Despite having many vertical solutions, the CONNECT Edition service orientation creates Hub conditions within a single environment for which Microstation is the modeling tool, ProjectWise the project management tool and AssetWise the operation management tool , which closes the two important moments, Opex and Capex of the BS1192: 3.
T
The adaptation of the Lifecycle is expected to lead to Internet of Things (IOT), Where not only the surface of the land is modeled, but also the machinery and infrastructures that are part of the buildings, the objects used for transport (movable goods), household goods, natural resources, all in the Life that applies to the public and private law action of the Owners, Gliders, Designers and Investors. In the case of Bentley Systems, I remember seeing from the 2013 presentations in 20
• PIM (Project Information Model) Breef - Concept - Definition - Design Construction / Commission - Delivery / Closing • AIM (Asset Information Operation - Use
Model)
It is also expected that at this stage the data will be considered as an infrastructure, which requires channels to be distributed, standardization to be fully usable, and of course that it is available in real time conditions with greater consumer participation.
S
mart citiesThe challenge of the BIM Level 3 is that the disciplines converge no longer through file formats but through services from BIM-Hubs. An interesting exercise of that will be the Smart Cities, of which already cases of use as Compenhague, Singapoore, Johannesburg make interesting attempts to merge the e-government with the g-government, if we allow those terms. But it is also an interesting challenge, that in that environment of BIM Level 3, all human activity is modeled. This implies that aspects such as finance, education, health, and the environment are included within a cycle linked to spatial management. Of course, we will not see functional exercises of this kind in this decade, it is even questionable if they really happen in the medium term, if we consider that the aspirations are to ensure the improvement in the quality of life of the inhabitants of this planet -or at least of those cities- and the recovery of damages to the global ecosystem -Which does not depend on a few cities-. Although the Smart Cities are not just around the corner, it is notorious what is happening with the big companies that control the technology.
“ HEXAGON, with the acquisition of companies such as Leica can control the data capture in the field, with the acquisition of Erdas + Intergraph can
“ On the other hand, Bentley controls the design, operation and cycle of a wide range of the Construction, Architecture, Civil and Industrial Engineering industry. However, Bentley does not seem interested in stealing space from others, and we see how makes an alliance with Topcon to control the field operation, SIEMENS that has a high control of the manufacturing industry and Microsoft that aims to move towards the data infrastructure “

control the spatial modeling, recently acquired Bricsys to control the design, and of course staying closer from the dwg giant AutoDesk to control the design, manufacture and animation. Not to mention all the companies included in that emporium, which point towards the same object. “
Wherever we see it, the big companies are betting on the BIM for its imminent potential in the three axes that will move the operation of Smart Cities: Production Media, Supply of Infrastructure and Innovation to new demands for products / services. Of course, giant monsters remain to align themselves to blocks, such as ESRI+AutoDesk, IBM, Oracle, Amazon, Google, to mention some of those we know are interested in their own Smart Cities initiatives. It is clear that the next business is the Smart Cities, under an integration of the BIM + PLM where there will not be a Microsoft that takes over the 95% of the market. This is a much more complex model, it is also foreseeable that companies that do not bet on that business will be left out doing CAD, Excel sheets and closed CRM systems. The businesses to be integrated are those that are not within the traditional life cycle of Architecture, Engineering, Construction and Operation (AECO); those that control the other activities of the human being
21
TWINGEO-COVER STORY
under a georeferenced socioeconomic approach, such as manufacturing, electronic government, social services, agricultural production and above all the management of energy and natural resources. The GIS will be integrated into the BIM under the vision of Smart Cities. Currently, they are almost merged in the capture and modeling of data, but it seems that they still have different visions; For example, infrastructure modeling is not the responsibility of the GIS, but it is very specialized in the analysis and modeling of space objects, in the projection of scenarios, in the management of natural resources and the full range of earth sciences. If we consider the Sixth Dimension (6D) that in the times of smart cities, quantify, use, recycle and generate energy will be important, then it will be necessary capacities that GIS now makes with great specialty. But to analyze the capacity to generate water from a basin, namely how much performance is necessary for a cubic meter of concrete there is a tremendous gap; that will be filled to the extent that the operation is included as a shared cycle of these two disciplines.
IN CONCLUSION
F
or now, Geo-Engineering professionals are left with the challenge of aligning themselves to the irreversible and learning from the technical level, because it is still questionable if the Roadmap to implement BIM can be done without dependence on the Working Group that is leading. Above all, because the BIM has to be seen from two perspectives: One of the things that must be done at the technical, academic, operational level, with a view to sustainability and then the optics of governments, which have expectations in too short a range , forgetting that their normative capacities are often extremely slow. Additionally, for those who are in cities
22
that can already think about Smart Cities, it is urgent that there be a focus on citizens, rather than on technology.
“ If this scenario is fulfilled, the dream that one of my mentors will go ahead with, that hopes to plant 3,000 hectares of mahogany forest, with a certified life cycle associated with its growth, would become a reality; so he could go to the bank and mortgage the first plot to gradually finance the rest. In 20 years you will have one million cubic meters of an asset with which you can solve not only your retirement, but even the external debt of your country. “

The HKSP, a campus hosting 350 technology companies located along the Tolo Harbor waterfront, houses 21 state-of-the-art buildings covering 3.5 million square feet and still expanding. The technology clusters contribute to devising innovative solutions for a smart city. It is positioned to be a smart campus that is used by forward-looking smart city initiatives as a test bed and a living lab. “We aim to collect valuable data to enable future innovation and leverage artificial intelligence (AI), big data management, and Internet of Things (IoT) to create a smart campus,” Simon Wong, chief project development officer at HKSTP, said. Specializing in big data analytics, building information modeling (BIM) processes, and hybrid reality modeling, CHAIN Technology Development, one of the incubates of HKSTP’s LEAP program, was retained to provide the digital twin solution, which the organization called the Hybrid Reality Platform (HRP), for the HKSP. The project presents massive amounts of 2D object data and 3D geospatial data in varying formats, which have collected from IoT devices.
26
CHAIN utilizes HRP to visualize, simulate, analyze, and manage the IoT data amid continued infrastructure development and ongoing construction of the park. Such a complicated data management platform required technology that was capable of programming large-sized BIM objects and 3D reality meshes within a cloud-based platform and establishing digital workflows, components, and context to drive the smart city initiative. INTEROPERABILITY ESTABLISHES COLLABORATIVE FRAMEWORK To establish a 3D collaborative data Infrastructure, CHAIN leveraged the power of Bentley BIM and reality modeling technology. Using MicroStation® provided the comprehensive 3D modeling environment, georeferencing capabilities, and clash analysis features to accommodate the large files and ensure that the BIM models replicated the real-world environment. With images taken from unmanned aerial vehicles, the team generated a reality mesh of the entire existing 22-hectare campus area with ContextCapture in two days. OpenCities™ Map (formerly Bentley Map) established a location intelligence framework to georeference the 3D models and data objects. Bentley’s integrated modeling applications generated an accurate, georeferenced 3D map, providing the basis for a centralized digital campus platform.
TWINGEO-CASE STUDY
Bentley’s BIM applications provided the modeling and analysis for the buildings and supporting infrastructure. Additionally, ContextCapture optimized reality modeling for both existing and new development areas of the park, facilitating the accurate conceptual design and enabling dynamic 4D construction monitoring and management. The interoperability of Bentley software enabled the integration of sophisticated 3D digital maps, models, reality meshes, and a wide range of geospatial data in varying formats to develop a connected data environment. REALIZING THE POTENTIAL OF DIGITAL TWINS FROM REALITY MODELING Reality modeling is providing new potential for digital capture and consumption. Incorporating IoT data and AI-powered analysis into the reality mesh, the team has established a cloud-based hybrid model that extends the application of reality modeling. All data can be geotracked and accessed in real-time in the model, transforming it
into a georeferenced, intelligent data hub that expands the usage of reality modeling beyond construction design and monitoring to facilities management. Combining big data analytics with reality modeling establishes the digital twin campus, which displays the various levels of temporal and spatial data needed to manage a building’s facilities efficiently in a unified dashboard. It allows facilities managers to operate and troubleshoot systems from remote locations, improving productivity and comfort of building occupants and eliminating energy waste. INTELLIGENT 3D DATA AND SIMULATION DRIVES EFFICIENCY The digital twin campus created by the HRP is a smart and dynamic 3D model that accurately represents the streets, buildings, and public spaces. Compared to the traditional 2D presentation, the reality mesh on HKSP’s hybrid reality models offers a more realistic 3D navigation but
27

also a very intuitive way to access building documentation. Data from different IoT sensors around the park feeds into the model, which means that environmental status is updated in real-time. Therefore, HRP can provide real-time visibility of power consumption, water flow, construction, and maintenance work of the HKSP. In conjunction with Bentley technology, HRP can achieve space optimization for temporary traffic arrangements and exhibition areas, which proposes safe routing for pedestrian and autonomous vehicles and enhances overall facilities management for signage, billboards, and brand consistency. Operational staff can access real-time asset data on the platform, increasing maintenance efficiency for underground utilities, HVAC, and plumbing facilities. CHAIN has utilized reality modeling technology to capture the outdoor campus and has relied on the 3D data and visualization features to perform spatial optimization for security management and virtual tours for potential tenants. With a centralized 3D data hub and IoT
energy sensors within the buildings, energy consumption can be tracked and reports will be generated to determine energyefficient policies. For security purposes, the number of CCTVs and the range of camera coverage can be adjusted by accessing the CCTV reality meshes and viewing the realtime image. Lastly, being a large office park with numerous spaces for lease, the HRP has performed reality modeling on the existing indoor office areas. Potential tenants can take a virtual tour in an immersive digital environment to realistically set their expectations and choose an optimal space to fit their individual company needs. With intelligent data collected through IoT devices and simulated using Bentley technology, CHAIN created a synergy between 3D reality modeling and instant IoT data access, transforming the HKSP into Hong Kong’s first digital twin campus. The HRP helps to improve efficiencies in project planning, design, and implementation, and to reduce remedial works and enhance decisionmaking by establishing a connected data environment with AI and big data analytics.
Hong Kong Science & Technology Parks Corporation & Chain Technology Development, Ltd. was able to create a reality mesh of the entire 22-hectare campus with ContextCapture. 28
The HKSP’s digital twin campus initiative was positioned to be a prototype of smart city management for the digital Hong Kong of the future. Using Bentley modeling applications as the foundation for its cloudbased platform, HRP achieved seamless integration with IoT devices and optimal technology performance that can be relied upon to pilot the science park as a smarter, digital community and help achieve Hong Kong’s smart city vision. “Thanks to the support of HKSP, we have explored and tested many potential applications in our digital twin campus platform. Our hope is to turn the project of HKSP’s digital twin campus into a showcase for smart-city solutions of Hong Kong. Hopefully, the hybrid reality platform becomes a centralized and geo-intelligent data hub for our future smart city,” Jackie Wong, head of business development at CHAIN Technology Development, said. The digital twin solution for HKSP is a groundbreaking approach to fill the gap between construction modeling technologies and digital technologies to facilitate smart city management. Serving as an iconic project and valid role model in Hong Kong, HKSP’s digital twin campus is set to bring new opportunities, developing a range of applications that will optimize, enhance, and improve all aspects of urban life. TWINGEO - INTERVIEW
PROMETHEUS PROJECT In this article, José Luis del Moral explains, what is the PROJECT PROMETHEUS. What Is Prometheus? The PROMETHEUS project is a scientific project, of a multidisciplinary nature, which aims to improve the knowledge of the whole area of Humanities and, in particular, of Law and its legal operators, as a step prior to the complete computerization of any system (mediation, arbitration judicial) of resolution of controversies worldwide. What Is It Based On? It is based on a philosophical-mathematical structure that was conceived more than 2,500 years ago (at the time of Ancient Greece) and that I have decided to recover. That recovery has occurred thanks to: a) The study of legal texts. b) The study of philosophical texts. c) The study of medical texts. d) The use of logic and combinatorics e) The etymological analysis of the words. f) To the innate and intuitive knowledge that I had as a child. What Is The Project Status? The structure-base is already completed and only requires its corresponding algorithmic developments, which must be carried out by a technical team that should be made up of lawyers, mathematicians and computer scientists. CHARACTERISTICS OF THE STRUCTURE: The structure is: a) Binary: Combines, exclusively 2 concepts (the beings and their actions), as it happens with the combination of 0 and 1 of the computer language.
32
Absolutely everything that integrates this structure leads back to one of those two concepts. In the graphic the beings are drawn with cubes, the actions with circles. b) Unique: The entire structure refers to a single act (both legal and nonlegal), although it can be connected to any previous, contemporaneous or subsequent acts that exist c) Progressive: each act analyzes through 21 layers of information, 3 of them in the infinite and the remaining 18, in the finite. d) Multidimensional: finite layers make up to 6 dimensions e) Gigantic: cover all the rights to date (civil, criminal, administrative, labor, international, urban, maritime, sports, etc.) and all linguistics. f) And versatile: • Able to parameterize how many circumstances can accompany any act (spatial, temporary, modal, accidental, occasional ... ..). • It can be adjusted to the characteristics of any legal system and to any language. How Do You Intend To Start? I intend to launch two projects that could, perfectly, overlap: a) The educational project, through a newly created company, PROMETHEUS EDUCATIVE, a mixed company made up of a university with which we are already engaged in conversations and by the merchant PROMETHEUS PROJECT, S.L.
TWINGEO - INTERVIEW
b) The algorithmic development project of the structure-base, through a newly created company, PROMETHEUS ARTIFICIAL INTELLIGENCE & LAW, initially integrated by developer partners, awaiting the incorporation of future investment partners. I assure you that the complete computerization of dispute resolution processes is possible. So far, nobody has been able to do it. But that is because it was necessary to discover, precisely, this philosophical-mathematical language. The latest trends that are occurring in this material (the so-called LEGALTECH) are a mere “patching” of the most primary needs of the sector. The time is right and, with very little technical work and investment, we would be in a position to revolutionize the legal market worldwide. What About The Impact Of This Initiative? The ideological and religious permeability, the vulgarization of language or the loss of values have undoubtedly favored this evolution. The added fact that the Law is not an experimental science and, consequently,
that there has not been a way so far outside the one that postulates an idea, to demonstrate what it affirms, has also helped unequivocally to it. If the process is so prolonged in time, it is enough that it is not watched in the initial moments so that certain postulates and beliefs are transferred to successive generations. I give an example so that you understand it. It has always been said that the sources of our Law are in Roman Law. However, it is not usually taken into account that this Law governed the world for more than a millennium. The Roman Law of the beginning does not look at all like its late epoch. That’s why we should not speak of Roman law, but of Roman rights. As the purest and correct form of the Law, from the philosophical-mathematical point of view, occurred at the beginning of that time (where the vestiges are also minor), almost all jurists and historians seek references in their last period to justify the arguments apply in this contemporary era.
33
TWINGEO - INTERVIEW 34
In short, I will use a saying: “I can imagine that something that comes from my father is wrong, but not what comes from the past.” Proof of this is that the authors of today, to reinforce their arguments, tend to Latinize expressions that never existed. This is called in philosophy the fallacy of the argument ad antiquitatem. The potential of this philosophicalmathematical language is so great, that it would not be limited to redirecting all the legal professions and to make students from various areas of Humanities carry out their careers in less than a year, but could even make their own legal professions itself. The same will happen with the world of Linguistics since all of it was conceived,
previously, from Philosophy. Again I give an example so that they understand it. The DRAE states that the suffix -ción indicates both action and effect of. The structure shows that saying that is an outrage and that not a single suffix repeats the same location within the structure. Never a production and a product (with suffixes -to, -mo or -so / -ta, -ma or -sa) can be the same “.

TWINGEO - INTERVIEW
NOW MORE IMPACTFUL SEARCH & RESCUE MISSIONS WITH UAVOS’ ISR350-5 The unmanned helicopter ISR350-5 is powered by UAVOS’ autopilot. High level of self-diagnosis of all the components of the vehicle allows it to achieve maximum flight safety, increasing the survivability of the unmanned vehicle. Fascinated with the capabilities of the UAV, #TwinGeo engaged into an intriguing conversation with Aliaksei Stratsilatau, CEO, UAVOS to discover more.
What was the motivation behind developing this helicopter? The helicopter was made on request of our English partner ISR Unmanned Technologies Ltd. The ISR350-5 is based on the UVH- 170 UAV developed by UAVOS, a light, single-engine, gasoline-powered helicopter. The unmanned helicopter ISR350-5 is powered by UAVOS’ autopilot. As we’ve already announced, the joint project will be manufactured and assembled in the UK. UAVOS is interested in expanding into EU UAV market, so we are greatly excited about our collaboration with ISR Unmanned Technologies Ltd. According to you, how important can UAVs be for security operations? A VTOL unmanned helicopter is ideally suited to support customers in civil and security areas dealing with Search & Rescue missions. ISR350-5 UAV has high operational and technical characteristics and is capable of flying at high altitudes in adverse weather conditions. The ability to hover at a specified point with a strong headwind, as well as a wide field of vision, makes the helicopter an effective tool for observation from the air. In addition to that, the UAV is equipped with gyrostabilized two-axis gimbal with integrated 30x Optical Zoom Full HD Block Camera, Thermal LWIR 1024x768 cameras, Laser rangefinder 2500 m and GPU (graphics processing unit). The architecture of the optoelectronic onboard unit makes it possible to carry out missions to detect objects in a mountainous terrain where data stream can’t be received due to the lack of direct radio visibility, and elevation changes don’t allow descending closer to an object at an acceptable distance, for example, to read the car number, or to have a closer look. In this case, the video is recorded on a built-in memory, after that the UAV goes to direct visibility and transmits the recorded information. What do you have to say about adoption of UAVs in varied fields for achieving better outcomes? Unmanned systems have been growing rapidly in popularity in recent years. UAVs are now being used extensively by the military and various security services,
38
TWINGEO - INTERVIEW
while professional unmanned systems are becoming increasingly common in a variety of civilian fields. Such an expanding use of unmanned systems has become possible due to advances in technology as well as the versatility and reductions in size, risks and costs that remotely operated systems offer as a result of not having a pilot or an operator on board. In the field of tactical unmanned operations, UAVs can be used to perform missions such as aerial, land and maritime surveillance, convoy protection, and ISTAR (intelligence, surveillance, target acquisition and reconnaissance). Possible applications in the civil field of professional unmanned operations include pipeline and powerline inspection, aerial mapping, photogrammetry, railway inspections, and search and rescue. Do we need stronger UAV policies worldwide? How can it help the industry? The rules will among other things help to ensure the safety of flights with the free circulation of drones and equal competitive positions.
The rules can ensure safe, secure and sustainable operations of drones both for commercial and leisure activities. Common rules will help to foster investments, innovations and growth in this promising sector. Where all has ISR350-5 been used till now? ISR350-5 UAV is the new unmanned helicopter. The UAV just recently has successfully completed test flights. As was already mentioned, the ISR350-5 UAV is the upgraded UAVOS UVH-170 UAV, the industrial grade helicopter with a fourstroke injector gasoline engine equipped with a generator-starter. Take-off, landing and mission execution are carried out automatically. The UVH-170E is designed for operation in a hot and moist tropical climate and has improved engine cooling. This helicopter already successfully operates in Indonesia in the highlands and tropical climates. What’s next for UAVOS? Firstly, currently we’re accelerating preparations to perform stratospheric test flights of UAVOS’ HAPS ApusDuo. Also, our 39

UAVOS continues to work on the project Robinson-22 helicopter converted into R22UV for the delivery of goods which are to be places on a suspension. Powered by a gasoline engine, the unmanned R22-UV helicopter is able to deliver cargo or carry payload with a total weight of up to 330lb (150kg) with a maximum take-off weight 1400lb (635kg). One of the top priorities is to test possibility to use spraying equipment and to find out whether R22-UV fits for agricultural purposes. he major utilization of remote sensing data has been to compare images of an area taken at different times and identify the changes it underwent. With a wealth of long-term satellite imagery currently in open use, detecting such changes manually
would be time-consuming and most likely inaccurate. EOS Data Analytics stepped in by introducing the automated Change Detection tool to its flagship product LandViewer, which ranks among the most capable cloud tools for satellite imagery search and analysis in today’s market. Unlike the methods involving neural networks that identify changes in the previously extracted features, the change detection algorithm implemented by EOS is using a pixel-based strategy, meaning that changes between two raster multi-band images are mathematically calculated by subtracting the pixel values for one date from the pixel values of the same coordinates for another date. This new signature feature is designed to automate your change detection task and deliver accurate results in fewer steps and in a fraction of the time needed for change detection with ArcGIS, QGIS or another image-processing GIS software.

THE DIGITALLY ADVANCED CITY: TRUSTED INFORMATION WHENEVER AND WHEREVER NEEDED
BY CHRISTINE BYRNE, BENTLEY SYSTEMS
P
opulations continue to shift to urban areas. The World Economic Forum predicts the current 4.2 billion people living in urban areas will increase by 2.5 billion by 2050. Cities and supporting ecosystems must deliver on housing and infrastructure needs while at the same time address quality of life, economic growth, safety and security, and resiliency. To support this, each city data owner needs to make accurate and relevant infrastructure information accessible across necessary departments, with the city ecosystem, and often with citizens. And cities are going digital. With ubiquitous connectivity, AI and distributed computing, cities see this as an opportunity to drive digital advancement. By going digital, cities can integrate engineering models with enterprise and operational data to ensure that trusted information is available whenever and wherever it is needed. The enabler is a connected data environment and digital twins. With a Connected Data Environment, and the infrastructure digital twin (iTwin), digital managers can incorporate different types of data repositories including drawings, specifications, documents, analytical models, photos, reality meshes, IoT feeds, and enterprise resource and enterprise asset management data – into a living digital twin. Information is created for one purpose and used elsewhere, and stakeholders benefit from this collaborative approach to city infrastructure and services. Digital Twins advance urban planning. Cities can provide a fast, easy and visual way to successfully communicate, promote and share city projects in an interactive way to gain citizen buy-in and attract investors. They now can stream massive digital twins online, visualize projects spanning entire cities
46
down to street level using a combination of terrain models, reality meshes, and even semantic 3D city models such as CityGML. And with more immersive experience for stakeholder and citizen engagement, cities can improve communication and collaboration across departments, with city ecosystems, and with citizens – delivering on the promise of greater transparency and improved engagement. Digital Twins advance city resiliency. Cities can bring accurate and reliable risk and analysis data to agencies involved in flood preparedness, response, recovery, and mitigation. With real, actionable information towards anticipated early warning and prompt response, cities deliver on their promise of resiliency by using this information in the emergency management cycle of preparation, response, recovery and mitigation. By going digital, cities exemplify the value of an open, connected data environment and embrace a data-driven approach from planning to performance. Not only can city departments and data owners streamline work and improve infrastructure data quality, but also cities make proactive, holistic, data-driven decisions that support smart city goals.

The SINAP National System of Property Administration By Golgi Alvarez
T
he National System of Property Administration (SINAP) is a technological platform that integrates all the information related to the physical and normative resource of the nation, where the different public, private and individual actors register all the transactions associated with the assets of property, necessary for the constitution and revitalization of a stock market. SINAP was born and implemented in Honduras in a 2002-2005 period, within the framework of a Land Management Program, similar to those that were happening in parallel at that time in several countries with the financial support of the World Bank. It is not born as an extraterrestrial inspiration, its foundation is in the classical theories that support the development models, where the guiding elements for the development of markets are, on the one hand, the Decrease in production costs(Raw material, human resources, technology and capital) and on the other hand Decrease in transaction costs. So, given the difficulty of reducing production costs in a developing country, the main scope of SINAP is the reduction of costs and transaction times.
international trends in standards and adoption of information technologies And communications.
When SINAP is conceptualized, there is enough clarity that only implementing a technology, without modifying the regulatory and institutional estates, is almost like placing tires on a horse, instead of designing a new vehicle. So the strategy is accompanied by a radical change that includes the creation of new laws such as SINAP is not a computer tool, but a set of the Property Law and the Law of Territorial policies that includes the development of Ordinance; Under this legal entity, the technologies, integration of institutional Property Institute is created, which brings actors linked to land management and together the Land Registry (which belonged simplification of processes in line with to the Supreme Court of Justice), the 48

his system includes, among other registries, the real property and the cadastral registry as a single reality. It means that the cadastral parcels constitute a complete sweep of the territory, both of private properties that are linked to the farms registered under real folio technique, as well as the public use goods such as streets and rivers linked to an administrative folio. Additionally, the plots reflect as affectations the interest suffered by the cartography that has a link to public law, as well as the flood zones, protected areas, historic centers, etc.
same projection system. It also advertises the spatial information, fulfills the role of information repository to avoid the loss of information produced by public institutions and also to serve as a publication node for those that do not have the necessary infrastructure to serve the information they have produced.
Registration of Land Use Regulations (RENOT)
T
his is a registry that integrates all the regulations that contain attributes of affectation or benefit towards the use, SURE does not only include real estate; Is an domain or occupation of the parcels. The agnostic to gradually integrate the different origin of this registry is associated to the goods of the nation; Currently includes Law of Territorial Ordering, looking for that commercial property, powers, intellectual the planning plans and rules of public order and vehicular. that generate different institutions can be enforceable and are reflected as affectations on the parcels in the consultation or cadastral certificate, as well as in the management of procedures or certifications in the properties of the Land Registry.
The National Territorial Information System (SINIT)

his system registers and publicizes all the cartographic information produced by the different institutions of the country and creates value-added services that it makes available to users under the

Although the RENOT sponsors have changed at different times, their concept remains the same as the maps painted to be binding: “There must be legal conditions that empower the principles of consent, specialty, advertising and registration, so that the rules of public order are reflected in private property Âť

f course, not everything was so easy to implement. In 2002, the topic of spatial data infrastructures was somewhat primitive, at least in these countries where the institutional capacities and the academic offer of the universities have little to offer. For that time, the fourth system was called Clearinghouse, an eighties term that reminds us of the famous metadata search engines. For the year that I have to reconceptualize it, we call it the National Spatial Data Infrastructure (INDES).
Was SINAP worth the effort? SINAP has been shown in different international contexts, although in my own opinion, it suffers from writers who wish to count their kindness under a patriotic approach. To be a smoke born from scratch, on a glass table and few cups of coffee, in a country with the problems of corruption and political patronage similar to many countries in the Hispanic context, SINAP is an exemplary project in many aspects. Of the four subsystems, SURE was the one that had the best sustainability conditions, because its development was made in a time as record as obsessive were its sponsors and because they bet on abusing multiple lobby fronts for new legislation and institutional transformation, what is not easy (or advisable) to carry out in any country;
although for it they had to jump obstacles like not touching the civil code (that one day of these will pass the invoice), as well as the limited incidence in the Cadastral-Registral career, although it was included in the certified professionals. In terms of institutional growth, there are many challenges, as the late process of institutionalization of the Project, the lack of a civil career and an unpredictable union of employees has almost brought to collapse the most glorious moments of the Institute of Property; However, SURE as a technological platform deserves the respect that has allowed it to continue operating as an official platform.

The National Spatial Data Infrastructure (INDES)
The free software for that time was not seen with maturity optics, so it was necessary to use a lot of proprietary technology, to give an example: • The digital mapping was mechanized developing over VBA, from the massive plots registration, to the historical version of the DGN V8, with control of checkincheckout using ProjectWise, • Using an ActiveX web viewer, users in the municipalities requested maintenance transactions using DGN redline, GeoWeb Publisher, and Web explorer lite. • The generation of cadastral certificate could be done from the client of Microstation Geographics, generating the map, cadastral data and course chart just by choosing the cadastral key; while online it could be generated using GeoWeb Publisher, individually or massively, generating PDF files containing alphanumeric and graphic data. • The scanning and extraction of the Registry books were done with automated applications that returned this arduous task in a maquila process, that later even was outsourced to private companies. 51

• The transactional platform of cadastral and real folio was developed totally web. Perhaps the use of all these technologies, all those users and that level of automation earned him the 2004 year the BeAwards award (today BeInspired), in the environment management category and 2005 in the Government category. But the test of fire was when 2006 had to face a political change with a different party and all those traditional tactics of political patronage and desire to erase everything and start from scratch.
virtualization and a replica kept active while doing the same. backup between the 12 of the night and the 6 of the morning. Registers already using the system began to complain, and then the boy realized that the System was more than just nice graphics to impress in PowerPoint Presentations.
Certainly from the mistakes made there are more useful lessons that the different users who participated could participate in at the level of conceptualization, design, development, documentation, One morning they came with an external implementation and institutionalization. disk (which was new at the time), to say When a system is innovative, and people are that the Unified System of Records were participants, the opportunities behind this kept on that disk ... they stopped asking experience change their lives, beyond the when they realized that they would need knowledge acquired. many external disks. What can not be denied of Honduras’s Another morning, someone requested the commitment, with SINAP, is that with the management of the user administrator passage of time, the initial vision has not of the database. After two days he had changed. The system managed to survive forgotten the key, and it was necessary three periods of government, including every three days to start the database a coup d’état (2009); in this period there after the automated backups at midnight, were all the possibilities of failure, but the because at that time there was no server application of the principle of common
additions was packages in the Spatial database, that are executed from triggers, so that if a new geometry is registered with normative binding (as a new protected area), all the Cadastre Plots are automatically affected and appears as a preventive alert in the Registration farms; Open source technologies such as OpenLayers, GeoServer and GeoNetwork were also incorporated to replace GeoWeb Publisher and BentleyMap to replace Microstation Geographics; For the municipalities, web services were developed to interoperate via WFS over a QGIS plugin.

sense was important «If you’re going to make a great system, make it work fast«; when they wanted to return to use books, the same users defended it. 16 has now been modernized in the 24 registry districts, which already operate on the system. In 2013 an evolution plan was made to migrate to a new platform all those functionalities that were depreciated, incorporate open source software to improve sustainability, and adjustments to the business model prepare it for the integration of a private operator, with the adoption of the standard LADM and BlockChain technology for the securitization of data. TWINGEO-ARTICLES In the graph I have captured SINAP’s time path, which seeks to overcome the two Catastro declarations 2014 that have not yet been overcome: that the private sector and the public work together, which is leading to a reckless proposal of private public alliance and a greater exploitation of business intelligence that allows costs to be fully recovered.
If things continue with the pace they take, SINAP will be able to fulfill its premise that was from the beginning under the concept of Associated Centers; being Registry and Cadastre only regulatory entities within a Centralized system operated under a Frontback office scheme.
Thus, the municipalities are responsible for the cadastral update and provision of Under the new vision, the SINIT and services associated with the transactions; RENOT systems are no longer needed Currently, several municipalities are doing as additional systems, as suggested by it under a delegation scheme, mortgage 2004’s technological limitations and power transactions are already operated directly by lawsuits. SINIT is just one more record of some banks, such as peripheral offices, like SURE (The Cartographic Record) and RENOT the Mercantile Registry that is operated by the Regulatory Register; the new system the Chamber of Commerce and a candidate is still in the process of development; The to do much more than that. following graphic reflects something of its technological infrastructure. 54

Certainly a great weakness of SINAP will be for a long time, the lack of poets who speak of their potential from conceptual, technical and technological levels. A pity, considering that it is perhaps the first materialized flag of LADM, before it was a standard (CCDM);
merit that other countries like Colombia will take, where this type of glories do not stop taking advantage and they are inserted in the public policy, as reflected in the CONPES 3859.
