President John Dramani Mahama says the only way Ghana can develop and move forward is through consistent peace and unity among the people. President Mahama made the observation when he joined the chiefs and
people of Odumase Krobo to celebrate their annual Anyaklo Ngmayem festival. He said the “perennial conflicts and disunity will remain a bane to our (Ghana’s) development if we do not fight hard to resist all forms

Nene Sakite II, Konor of Manya pleaded with government to work on roads in the area, which he said had deteriorated over the years. He called on the people to bury their differences and support government to provide them with all the necessary development projects.

L i n c o l n A l e x a n d e r, McGuinty steps down Canada’s 1st black MP, dies as premier after nine years in power
L i n c o l n Alexander, who served as the lieutenant governor of Ontario from 1985 to 1991, has passed away. He was 90. Alexander was also the country’s first black Member of Parliament, elected to the House of Commons in 1968 as the Progressive Conservative candidate for Hamilton West. Current Lieutenant Governor David Onley made the announcement Friday morning. “I am profoundly saddened to learn of the death of The Honourable Lincoln MacCauley Alexander, 24th lieutenant governor of Ontario,” Onley said in a statement. “Lincoln Alexander, known to all and sundry as ‘Linc,’ was a living legend in his hometown of Hamilton,” he said. Alexander’s wife, Marni Beal, said he died around 8:15 a.m. Friday. She said he passed away very peacefully. “I’ve been sleeping beside him since he’s been at the General,” Beal told CBC Hamilton. “He was sleeping, and the breath just went out of him.” Born in Toronto in 1922 to West Indian immigrants, Alexander served with the Royal Canadian Air Force during the Second World War, from 1942 until 1945. He received a Bachelor ofArts at McMaster University in 1949 and graduated from Toronto’s prestigious Osgoode Hall Law School in 1953. Alexander was appointed Queen’s Counsel in 1965. In 1968, he became Canada’s first black MP and was re-elected three times, in 1972, 1979 and 1980. He was the country’s labour minister from 1979 to 1980 and served in the House of
Commons until 1985. That year, Alexander was appointed O n t a r i o ’s 2 4 t h lieutenant governor. He held the post until 1991, focusing on youth and education. Longest serving chancellor at University of Guelph In 1992, Alexander was appointed a Companion of the Order of Canada and to the Order of Ontario. After leaving office, Alexander went on to serve as chancellor of the University of Guelph, serving five terms as chancellor — the longest-serving in the school’s history. “At a time when racism was endemic in Canadian society, he broke through barriers that treated visible minorities as second-class citizens, strangers in their own land,” Onley said.
“Lincoln Alexander ’s whole life was a rebuke to those who would equate ability with skin colour.” Ontario Premier Dalton McGuinty said the country has lost a remarkable Ontarian and a great Canadian. “Lincoln was a towering man, and his stature matched his influence,” McGuinty said in a statement. “Not just on all those fortunate enough to work with him, but all those who knew him. Indeed, he left an extraordinary legacy, both in his private life and as a public servant.” “He broke down barriers. He made Ontario a better place for all of us, the next generation of public servants and citizens. “ Beal said Alexander will be lying in state at Queens Park, and then at Hamilton City Hall. Dogged by controversy, his popularity plunging and his caucus restive, Dalton McGuinty will resign as premier of Ontario in hopes of renewing the Liberal Party’s fortunes for the next provincial election. “It’s time for renewal. It’s time for the next Liberal leader,” McGuinty said in announcing his decision Monday evening. Premier since 2003 and leader of the provincial Liberal Party for 16 years, McGuinty played out his dramatic announcement like an angler dangling a lure on the end of a fishing line. At a meeting of caucus open to media and called for the unusual hour of 6:15 p.m., he first announced that he met earlier in the day with LieutenantGovernor David Onley to ask that the viceregal representative prorogue the legislature, news greeted with a perceptible “is-that-all?” sigh from the assembled media. Then, with what was likely deliberate understatement, the premier popped the big news. “I’ve concluded that this is the right time for Ontario’s next Liberal premier and our next set of ideas to guide our province forward.” McGuinty said he’d asked party president Yasir Naqvi to arrange a leadership convention at the earliest possible date. “As the party and government of relentless progress, we’re always looking for new ideas and ways to renew ourselves.” The resignation comes just one year after McGuinty won a third term as premier, seeing his Liberals reduced to a minority government
in the process. The premier ’s announcements certainly surprised political observers, including opponents — particularly since McGuinty r e c e i v e d a n 8 5 - p e rcent endorsement of his leadership from party members at the Liberals’ annual convention just last month, despite a turbulent few months. Peter Giuliani, the head of Ottawa’s elementary teachers’ union, called the resignation cynical in light of McGuinty’s treatment of Ontario’s teachers. The premier was in such a hurry to pass a controversial bill forcing a new contract on thousands of teachers and educational workers that he recalled MPPs two weeks early, Giuliani noted. But with the bill passed with the help of the opposition Progressive Conservatives, McGuinty now wants to clear the rest of the legislative calendar by proroguing Queen’s Park. “It’s an astoundingly cynical series of events,” Giuliani said. McGuinty and the Liberals have been under attack in recent months for their perceived failures on an number of issues, including the imposition of wage freezes on teachers and public servants as the way to cut Ontario’s $14.8 billion deficit and, most recently, the growing controversy surrounding the cost of scuttled projects
to build gas plants. Late last week, Progressive Conservative leader Tim Hudak said the premier had “lied” to MPPs over the true price tag for having cancelled gas plant projects in Oakville and Mississauga. Earlier, Liberal cabinet ministers said all the documentation pertaining to the plants’ cancellation had been made public. B u t o n F r i d a y, t h e Ontario Power Authority released another 20,000 pages of documents. “Clearly the Liberals are hiding something,” Tory MPP Christine Elliott said in calling on Energy Minister Chris Bentley to resign. Referring to the matter as a “cover-up,” she said that “upwards of $1 billion has been wasted on a political seat-saver program.” Similar sentiments have been expressed about the Liberal government’s ostensible financial mismanagement of the taxpayer-funded Ornge air ambulance organization, and the $1 billion spent on the eHealth program. But perhaps most damaging to the Liberals has been the government’s handling of Ontario’s teachers, doctors and provincial civil servants. Liberals have been able to count on the active support of the teachers’ unions as well as provincial employees’ unions in the last three elections. In early September, the Liberals, supported by the Tories, imposed a contract on teachers that freezes salaries for the majority of Ontario’s teachers, and have warned of broader wage freezes in the offing, moves widely regarded as a betrayal. Opinion/ Commentary Critical Reflections on China’s Growing Economic Presence in Africa By: Kwabena Akuoko C h i n a ’s e c o n o m i c influence in Africa has been portrayed by many as a form of colonization. Critics suggest that China is using commercial partnerships as pretexts to colonize Africa. And if China’s economic presence in Africa is a form of colonization, then the Asian country is the world’s foremost colonizer because it basically has economic interests in almost every corner of the world i n c l u d i n g We s t e r n Europe and North America. As a matter of fact, China has huge economic investments in the United States and Canada, but interestingly, no one equates that with colonization. It however, needs to be pointed out that China’s economic agreements with a host of African countries, which prominently includes Ghana could be significantly improved to more reflect Africans’ economic needs. But such relationships are not akin to the Western world’s exploitative and dependent-based relationships with the continent centuries ago. The West’s charge that China has now become Africa’s colonial master simply because of its increasing commercial relations between the two is absurd and hypocritical. Before Western critics and media accuse China of colonizing Africa through legitimate, but perhaps unbalanced commercial partnerships, I think a bit of history regarding the colonization of Africa by Europeans is in order. European powers unabatedly underdeveloped Africa to develop Europe for centuries before they abandoned the African continent in the 1950’s and 1960’s when African countries attained political independence. Under the auspices of the 1884 Berlin Conference, Europeans perceived Africa as their property and decidedly divided the continent and its vast natural resources among themselves. “Effective occupation” of Africa became the mantra o n w h i c h E u r o p e ’s exploitation of Africa was based following the 1884 Berlin Conference. Therefore, Europeans’ interest in Africa in my view was, still is and will always be unbalanced, exploitative and dependent based.
China’s present economic or commercial partnerships with a host of African countries are therefore not the same as Europe’s dealings with Africa centuries ago. Similarly and unlike the Europeans who came to Africa to dominate and exploit, the Chinese are contemporarily in Africa solely for business. Their business dealings are based on respect and mutuality. And as such, the West’s contention that China’s commercial influence in Africa is a form of colonization does not hold water in my perspective. I think such unsubstantiated claim is premised on the fear that the West’s strategic interests in Africa are being undermined due to the structural changes taking place on the continent mainly b e c a u s e o f C h i n a ’s massive investments. While Chinese economic presence in Africa cannot be equated with Europeans’ domination and exploitation of the continent centuries ago, nevertheless, some of such business dealings are as a matter of fact lopsided, which are in most cases unfavourable to the African countries. This reality is evidenced by China’s numerous commercial bi-literal relationships with Kenya and other East African countries. Speaking to a cross section of media representatives recently in Nairobi, Kenyan Prime Minister Mr. Odinga said among other things that generally, African countries import a lot of equipments such as tractors, ploughs and other manufactured goods from China while China imports little or nothing from Africa. The Kenyan leader ’s observation significantly underscores the unequal commercial partnerships between China and its African counterparts. A n o t h e r evidence of China’s unbalanced economic agreements in Africa is found in Beijing’s credit lines extended t o A n g o l a r e c e n t l y. China’s $2 billion and $2.4 billion Exmbank credit lines to Angola are tied to infrastructure investments, and the insidious nature of these investments is that the Chinese send in their own people to work on these infrastructure projects while sidelining local Angolan skilled workers
and experts. Although China has supposedly invested in Angola to help the African c o u n t r y ’s e c o n o m i c development, China uses its equipment, labour and materials at the expense of Angolan labour and materials. This unequal bi-literal relationship has translated into a high concentration of Chinese expatriates and even ordinary workers in Angola building roads and bridges, rehabilitating railway lines as well as constructing schools and low-cost housing projects, while the unemployment rate in Angola continues to climb. Ghana is another unfortunate victim of the lopsided economic ties between China and Africa. The Chinese are presently undertaking important infrastructure projects in Ghana, which include the new Ministry of Defence building in Accra, the NsawamSuhum road and the Sofoline Interchange in Kumasi. These projects also mainly involve the use of Chinese construction materials and in many respects, their labour at the expense of Ghanaian labour, expertise and materials. African countries need to rethink their economic partnerships with China because it does not make sense for Africans to continuously import China’s manufactured goods, which significantly helps the Chinese economy. African leaders have to ensure that our economic dealings with China are negotiated fairly. In the broader scheme of things, while China’s economic investments in Africa are highly appreciated, African governments need to thoroughly review these agreements and also ensure that future ones are fair, balanced and benefit the parties involved. As the world’s most populous nation and also emerging economic power, China’s economic investments a b o u n d g l o b a l l y, including Europe and North America. But its economic presence in Africa has been singled out and characterized as a new form of colonization by Western media and experts. Understandably, C h i n a ’s c o m m e r c i a l ties with Africa could be improved to benefit Africans, but it does not mean that such unbalanced agreements are a form of colonization.
Korle -Bu urges presidential aspirants to check health statu

The Management of Korle Bu Teaching Hospital (KBTH) has urged all presidential aspirants in the December elections to take a health check in view of the rigorous nature of their campaign. The hospital maintained that most of the aspirants are beyond 40 years, and at that age, too much travelling around is not good for their health. Professor Nii Otu Nartey, Chief Executive Officer KBTH, gave the advice when the presidential aspirant of the Progressive People’s Party (PPP) Dr. Paa Kwesi Nduom called at the hospital to enlighten the management of the hospital on the party’s plan to upgrade facilities at the institution to meet current challenges. The visit formed part of the PPP’s presidential candidate’s campaign tour of constituencies in the Greater Accra Region. The hospital is located in the Ablekuma South Constituency.
Prof Nartey called for stability in the country, calling on politicians to conduct their campaigns peacefully in order to maintain the stable environment Ghana is enjoying before, during and after the December polls.
Prof. Nartey said it is extremely important that every presidential aspirant includes a physician specialist in his or her campaign team to regularly check for health anomalies.
Dr Nduom gave the assurance that the PPP would not negate the current peaceful atmosphere in the country and would always strive to engender unity even in diversity.
“It is important and you all need to be healthy to withstand this rigorous routine as you criss-cross the country to canvass for votes,” he said.
He said it is important that institutions of State are adequately recognise and commended the hospital for the sterling service it is providing.
Prof. Nartey said the Korle Bu Teaching Hospital is ready to provide the service free of charge to all presidential aspirants, adding that all they need to do is to place a call “and we will be at your service”.
The PPP presidential candidate assured the management of the hospital that when voted into power, the party would expediently ensure that the facility is given the adequate facelift and equipment upgrade to handle emergency cares.

Nana Konadu’s Presidential dream crashed
The nomination forms of breakaway National Democratic Party (NDP) have been rejected by the Electoral Commission. Owusu Bempah who presented the forms on behalf of the NDP led by former First Lady Nana Konadu Agyeman Rawlings was told that there were some blank spaces in their forms which had to be sorted out before it could be accepted. But it appears, the NDP could n o t s a t i s f y t h e E C ’s r u l e s . Principal Public Relations Officer of the EC, Sylvia Annor, who confirmed this a short while ago, disclosed that there were major errors on the NDP’s forms and since the party cannot rectify the errors and meet the deadline, they have been disqualified. This means Nana Konadu Agyeman Rawlings will not contest the December Presidential elections. Meanwhile, the nomination forms of the

Former Nature of Things host David Suzuki says he’s stepping down from the board of his foundation. In a letter posted on the David Suzuki Foundation website, the environmentalist writes, “I have reached a point in my life where I would like to consider myself an elder. I want to speak freely without fear that my words will be deemed too political, and harm the organization of which I am so proud.” “I am keenly aware that some governments, industries and special interest groups are

working hard to silence us,” he adds. “I remain one of its most active volunteers and committed major donors. This way I can fulfill
my personal mission and the Foundation can continue to build on its inspiring work.” Suzuki used the word bullying to describe how the government is trying to silence him for speaking out against Enbridge’s proposed $5.5-billion Northern Gateway Pipeline. Suzuki confirms he will step down immediately. The David Suzuki Foundation was formed on September 14, 1990. It has offices in Vancouver and Montreal, as well as staff in Ottawa and Toronto.

Mandatory WSIB Coverage Coming to Construction in 2013 Effective January 1, 2013, mandatory WSIB coverage is required for nearly everyone working in the construction industry. The Ontario government has changed the law to include not just workers, but business owners too. Construction employers are currently required to have WSIB coverage for their employees. Under the new law, most independent operators, sole proprietors, partners in a partnership and executive officers in
a corporation working in construction will also need to have WSIB coverage. Executive officers and partners whose businesses are already registered with the WSIB also must begin to report their own earnings and pay premiums starting in January 2013. FOCUS Let’s Help Stop Bullying in Schools! Asks Joe Kingsley Eyiah, OCT, Brookview Middle School, Toronto-Canada On Friday, October 19, at 11am, all 250,000 students and 40,000 staff members in the Toronto District School Board (the largest and most multi-cultural school board in Canada) paused for one minute of silence in remembrance of bullying victims who are no longer with us and to support those who are being bullied right now. This was a demonstration of the Toronto District School Board’s (TDSB) stand against bullying! A communiqué released by TDSB on that day read in part, “while a moment of silence won’t stop bullying altogether, it is our hope that it will be a powerful message to those affected by it that we, as students, as teachers, as administrators, as people, will not stand by and let this happen.” So how do we as students, teachers, parents and the general public stop bullying from happening in our schools? It was recently reported in the Canadian media that a Canadian high school student, Amanda Todd, committed suicide due
to excessive bullying and depression. In Ghana, bullying is at its worse in the boarding schools, specially, in the Senior High Schools. New students to these boarding schools suffer unnecessary harassment from some mean senior students! The Menace of Bullying: Bullying is considered by experts as the ways in which boys and girls act out their aggression. It usually occurs amongst younger teens and preteens and usually begins to fade by the later teen years. Research has shown that later primary and middle school years are the crucial years to be aware of bullying! Bullying is harmful and can lead to depression, body image issues, and
low self-esteem. Both girls and boys can bully in the form of racist, sexist or homophobic remarks. There had been situations where the bullied had taken lives in solitary. The dangers associated with bullying are frightening and ways and means must be sought to prevent them from happening to our students both at school and at home. Parents expect schools to provide an environment that is emotionally and physically safe for our children. As parents, we normally feel terrified and enraged about any kind of threat to our children’s well being, especially in a place where they have to be. According to psychologist and bullying expert Evelyn Field, bullies and targets of bullies often have undeveloped assertive communication skills. Assertive communication is the open expression of your needs, desires, thoughts and feelings. It involves speaking up for your own needs while also respecting the needs of others. It is advised that boys
and girls who are being bullied stand up to their bullies by be confident and calm in saying NO when and where necessary. They should also promptly report all acts of aggression towards them to adults. The best they can also do is not to make themselves available to the bullies. To the bullies, I say, you can make it better! You can find a better way of expressing your needs, desires, thoughts and feelings than acting cowardly by bullying your friends and other students. Respect for others must guide all your actions! Advice to Parents: When possible, try to notice problems when th ey are s mall. P ay attention to changes in your child’s behaviour. Encourage children to tell you about what happens at school. Listen calmly without lectu rin g . Vo l u n t eer even a couple of hours a week in the classroom or school yard so that you can both help out and stay aware of potential p ro b l em s at s ch o o l . Statistics have revealed that, “Canada’s ranking on the prevalence of bullying and victimization was less disappointing than in the 2001/2002 survey (King et al., 1996); however, the rates of bullying and victimization among Canadian students have remained relatively stable.”

The different needs of different countries The global financial crisis and the recession that followed it have signaled the beginning of a new global era. The global economy has been thrown into turmoil, and each economy faces a unique set of challenges. As early as January 2011 the update to the IMF’s World Economic Outlook, noted that while economic conditions were improving across the globe, the return to growth was then, and continues to be, uneven, taking the form
of a two-speed recovery. There is subdued economic growth and high unemployment in advanced economies such as the United States, United Kingdom, France and Japan, in contrast to buoyant economic growth in emerging economies such as China, India and Brazil, which face the risks of overheating and rising inflation. Many developed economies are unable to achieve meaningful growth; several are struggling to reign in their national budgets and contain sovereign debt; and many are still seeking to constrain private financial sector activity. In many countries, financial sector’s activity grew too fast relative to the underlying real economy. In contrast, one of the greatest challenges facing economies in
Africa for example, is how to increase financial intermediation in order to finance infrastructure backlogs. A 2008 report by the African Infrastructure Country Diagnostic (AICD), which is a World Bank project, concluded that for the foreseeable future Africa would only be marginally above the level of investment required to maintain and operate its existing infrastructure. The African Development Bank estimates that a shortage of roads, housing, water, sanitation and particularly electricity, already reduces sub-Saharan Africa’s output by some 40 per cent. Given the nature of a majority of these infrastructure investments, they will rely heavily on public funding. Government expenditure is however; limited by how much tax revenue
can be collected without hurting economic growth, and by how much debt can be borrowed. Across the globe, governments’ revenue collection and ability to borrow are constrained by weak economic conditions, and given the size of the infrastructure deficit in many developing countries these sources would likely prove inadequate in any event. There is thus limited capacity for governments to pay for everything that is needed. This creates significant opportunities for the private sector, particularly the financial sector, to play a crucial part in the realization of these infrastructure projects. The financial sector is indispensable to the development of these countries because

McGuinty steps down as premier after nine years in power cont'd from pg. 5 lost a recent by-election in Kitchener-Waterloo, and polls in the last month showed the party in third place provincially. One poll by Forum Research, commissioned by the Broadview Strategy Group, showed support for the Liberals had dropped to 22 per cent while the NDP and the Tories were at 36 per cent and 35 per cent, respectively. And only 24 per cent of those questioned thought McGuinty was an effective party leader. McGuinty conceded Monday evening that his government had made mistakes, but hasn’t done that badly. “Our government hasn’t been perfect. But when it comes to the big things that families count on us to get right — schools, health care, the environment and the economy — we’ve gotten it right every time.” The premier also explained his decision to seek prorogation, saying it was necessary largely because of the opposition’s refusal to support the wage-freeze legislation the government wanted to impose on government workers. “The opposition’s political games are holding Ontario back,” he said. “They’ve told us they oppose our plan for a two-year pay freeze for government workers. That means we can’t make it law. So,
we need to go back to the drawing board.” McGuinty said he hoped to use the period of prorogation, however long it might be, to negotiate a wage-freeze agreement with the unions and obtain support from the opposition parties.“I’ve asked the LieutenantGovernor to prorogue the legislature to allow those discussions with our labour partners and the opposition to occur in an atmosphere that is free of the heightened rancour of politics in the legislature. And when the legislature returns, we will either have negotiated agreements in hand or a firm sense of what the opposition will support.” The premier reiterated that position at a later news conference, saying his government was at an “impasse” when it came to “very important matters of public policy” and that prorogation would hopefully allow time for the rancour to retreat. Prime Minister Stephen Harper issued a statement Monday night saluting McGuinty for his “many years of dedicated public service,” and extending his “very best wishes for all his future endeavours.” A n d M c G u i n t y ’s Queen’s Park opponents were gracious in their response to the surprise announcement. “I have never doubted his sincere commitment
to the people in this great province of Ontario, and I thank him for his service,’ said PC leader Tim Hudak. But, said NDP leader Andrea Horwath, “I don’t believe prorogation nullifies the government’s responsibility, or the premier’s responsibility, for the fiasco at the Oakville and Mississauga power plants. That’s the bottom line. The timing is very curious certainly. The history books will write whether the premier was being strategic or not.” At various moments during his resignation announcement, McGuinty appeared emotional about his decision. With his wife Terri and brother Brendan in attendance and campaign aides nearby, he said he would remain premier until a successor is chosen. “It is my great honour and privilege to serve you as premier,” adding that he would stay on as Ottawa South MPP until the next election. Pressed repeatedly about his own future, he said, “I don’t have any plans,” laughing off suggestions that he might be interested in contesting the federal Liberal leadership. If he does pursue the federal job, however, he’ll have a ready-made campaign team all set to go. For the past month, a draft campaign has been in the works to persuade McGuinty to jump into the federal fray.

Some of his closest campaign advisers have been involved, including brother Brendan McGuinty and Don Guy, campaign director for each of McGuinty’s three winning provincial campaigns. Deputy chief of staff Dave Gene, former chief of staff Chris Morley and former operations director Charlie Angelakos are also part of the group. Sources say a leadership campaign road map has already been sketched out. “The core nucleus of the team that he’s been able to build around him, that took him through three election campaigns, is a proven team ... It would be a ready-made team that would be able to focus on this (leadership) as well,” said one insider c l o s e t o M c G u i n t y. McGuinty has not yet decided whether to take the plunge, those close to him insist, but he is feeling the pressure. “I don’t think he’s changed his mind yet,” said one close associate. “But I can tell you that some of this is getting to him.” If he’s interested in making the leap to the federal arena, he has until Jan. 14 to register as a leadership contender. However, it’s unlikely he’d want to wait that long. The draft movement has
been fuelled by a sense of urgency that the race needs a heavyweight contender to challenge presumed front-runner Justin Trudeau, eldest son of former prime minister and Liberal icon Pierre Trudeau. McGuinty’s supporters insist the draft movement isn’t aimed at stopping the Trudeau juggernaut so much as ensuring that there is a real, competitive, vigorous race that tests the mettle of the eventual w i n n e r, w h o m e v e r that turns out to be. “I think there is a strong recognition that the party does need an exciting race with a lot of different candidates in it if we’re going to rebuild and move forward,” the insider said. Those involved in the draft campaign insist McGuinty would be a strong contender: a threetime winning premier in the country’s largest province, someone with experience fending off the Conservative attack machine, rebuilding a decimated party and grappling with all the major public policy issues. As one put it, McGuinty’s capabilities would be “a good contrast to the way the race is developing right now.” Regardless of McGuinty’s plans, the rumour mill was soon buzzing with
names of would-be successors. Among those mentioned as possible Liberal leadership contenders are Energy Minister Chris Bentley, Finance Minister Dwight Duncan, Municipal Affairs Minister Kathleen Wynne, Children and Youth Services Minister Eric Hoskins, Health Minister Deb Matthews, Training Colleges and Universities Minister Glen Murray, and Ottawa Centre MPP Yasir Naqvi. Naqvi, meanwhile, said as party president he would speak to the Liberal Party’s executive Tuesday to begin the process of determining the timing and rules for a leadership campaign. “Those discussions will take into account the need to move quickly to elect a new leader so that our government can continue to put forward ideas that improve the lives of Ontario families.” The MPP praised McGuinty, observing that before he became leader the party had won only one election in 50 years. : Dalton McGuinty will not challenge Trudeau for Liberal leadership McGuinty has been under mounting pressure to run for the federal party’s top job since he shocked the nation last week by announcing his intention to resign as premier. Some of his closest advisers have put together a campaign team that would have been ready to go this week had McGuinty decided to take the plunge. Liberals eager for a heavyweight rival to Trudeau, the prohibitive front-runner, have been urging McGuinty to leap to the federal arena. A source close to the premier said he’s
received encouragement from “Bay Street titans, private labour leaders, student and community leaders, particularly by current mayors, former premiers from across the country and two former prime ministers.” McGuinty thanked all those who would have supported his candidacy and joked that his wife, Terri, “thanks all those who were opposed.” He said two factors heavily influenced his decision to stay out of the fray: the conflicting timing of the federal and provincial leadership races and the 10year commitment required to rebuild the shattered
federal party, which was reduced to a 34-seat rump in the 2011 election. The Ontario Liberal Party has set the weekend of Jan. 25 for choosing his successor. McGuinty noted he’s promised to stick around as premier until his successor is chosen, “a job that takes 110 per cent of my time.” That would leave little time to campaign in the federal race, which is already well underway, although the starting gun doesn’t officially go off until Nov. 14, and culminates on April 14. The Death of Ghanaian Towns and Cities By Kwaku A. Danso As Ghanaian small towns and even cities struggle for entry into the civilized era with issues and need for the simple basics like water, sewage, schools under trees, poor or non-available electricity and communication systems, a Ghanaian lady called Jacqueline, a member of the NIA for Ghana Forum wrote: “I once believe the Town Council had the right to take up these responsibilities such as maintaining the common areas of Housing and Development Board, Street maintenance and lighting, drainage, refuse collection, public cemeteries, infrastructure, parks and playgrounds, safe drinking water and you name them. Honestly I don’t know which Town Council exist in Ghana now as I write this and effectively execute its task.” (Jacqueline A., NIA for Ghana, Wednesday, October 03, 2012 2:47 AM) Let me use this to initiate a short dialogue and elaboration on the death of our towns and cities under misguided military and dictatorial rule in the last four decades, and how failu in leadership has killed our cities and towns. After 30 years under the military dictatorship of the PNDC and the continuation NDC aura, Ghanaians as a people are today very confused. The 11 year rule under a dictatorship quelled
the spirit of the people, and perhaps never got revived. There is a generational gap existing between those of us who saw some of colonial rule, some of Nkrumah’s rule and the advent of the capable black man and prideful marketable “African personality”, and some of you who may have seen and think “revolutionary talk” and insulting the white man is all we have to do as Dr. Kwesi Botchwey excelled in, to get grants and loans, and divert and share a large chunk of the money among top executives without delivering services to the people. Ghana lost a sense of ethics, sense of morality and a sense of direction. The shout for accountability was a sham! Most members of the PNDC settled down to getting whatever they could loot from the public service and connections. When democracy was ushered in again in 1992 the aura of fear had not subsided till very late in the 8 year rule. Men like Kwamena Ahwoi made sure the PNDC

boys would appoint all DCEs and Agency heads, and all towns and regions were totally neglected in the equation. Assemblymen of the towns, elected, were mere volunteers without pay. The people who are paid, with al the benefits and power, were and are all appointed by the President, more than 4,000 of them in Ghana! Is that democracy? The total confusion in leadership and management direction led to the atrophy of our towns since I saw it in the 1950s as a child. Today even rich towns like my hometown Abetifi, and educational town with a Training College and a University, as I have written before, are confused. Some of our rich folks are donating money, and some of our Diaspora folks bring in gifts for the town clinic but nobody can sit and design a budget of what we need for say a public park, library, computers, schools, salaries and wages of workers and staff and a Town Hall building and vehicles. I have done all many simulated design on my computer. Such Arithmetic is hard to do by hand as to how much each household should pay to make this town sparkle like any other American town and bring jobs and the educated folks back home with pride!! I was going to my town almost every weekend or two in 2004 to 2006 I was in Ghana on extended periods. By 2009 when I went home I was sorely disappointed the elders and colleagues could not take my idea they all agreed on and work to create the town council and get their water system revived. The spirit in Ghanaian towns died over the last four decades. This water system had been neglected for about two decades since officials
claimed there were leakages due to broken pipes. It was a beautiful water treatment system set up under Nkrumah in Nkwatia, 3 miles down the hill from Abetifi. The townspeople could easily have contributed to purchase whatever equipment was needed and fixed it for use by all. However there was no sense of organizational ownership. Every rich man in Ghana thinks he can live in a bubble with his wife and children. I was so downhearted and confused trying to figure out the “organizational intelligence” of the people I was born among,, many of who are so rich and successful individually but cannot see this simple vision that we don’t need the boys in Accra to do things for us and our children in the town!! I made a small slight of tongue in a 2008 conversation with the association Secretary and I wonder if that contributed to any reduced initiative. I said that “the government had failed us”, and I think the man may have taken it very politically that I was criticizing the NPP. He told me I was wrong and the government was in the process of getting water from the Affram Plains, etc. I dropped the matter and it’s been more than 4 years now! Oh! God!! In Ghana many cannot stand up and hold their own party accountable on not delivering on promises! By 2008, 2009, and 2010, the light in my heart was dimming, and I had “given up” (temporarily, I hope) and did not visit my hometown again. I was sick to my stomach that even the computer I donated to the town,, they did not even acknowledge and the Chairman I understand travels to Worcester, Ma, in the US regularly and owns a Internet Café-

I know many of my readers have a young hopeful heart and energy and we should always embrace hope. However, at my age, what am I going to tell my late grandfather when I meet him in the land yonder, when he asks me his favorite questions:

It’s not being manifested on the surface at this point in time but it is there nonetheless,” he said. “I would also argue … that we are, by inclination and in terms of our history, we are small ’l’liberals, we Canadians. And it’s just a matter now of doing the necessary work to recommit ourselves to Canadians, to show people that we are hungry, that we have good ideas, that we understand the future, we know where our place for success can be found in that future and to get on with the work. “So I am, in fact, very optimistic a b o u t t h e f u t u r e o f m y f e d e r a l p a r t y. ” The prospect of an effective coronation for Trudeau, eldest son of former prime minister Pierre Trudeau, fuelled much of the movement to draft McGuinty. Even those who support the Montreal MP, the federal party’s undisputed rock star, believe it would be better for the party to have a vigorous race that attracts public attention and tests the mettle of the eventual winner. McGuinty said he believes “it’s always better that we have a strongly contested race for the leadership, that’s just healthier for all concerned.” Still, he added: “Anybody who seeks the leadership here, I think my advice to them would be this had better be about much bigger things than just stopping another candidate. African Canadian Community Embraces New Institute Saturday October 20th was a historic day ushering in the birth and welcoming of Tabono Institute into the African Canadian community. In a riveting naming ceremony (called “Abadinto” in the Akan culture of West Africa), the organization was formally presented, accepted and endorsed by proud members of the African Canadian community. The popular traditional ceremony was conducted by Nana Kra Kwamina and Nana Kodwo Eduakwa V, Traditional Chiefs from Atonkwa Traditional Area in the Central Region of Ghana. They implored the attendees to honor the importance of creating a healthy community village and of promoting positive cultural values by supporting the new organization. The
, with the project set to begin in January 2013. Tabono also introduced its research and public policy agenda. Dr. Erica Lawson, Chair of the institute’s Research Working Circle, gave a summary of Tabono’s initial research project to explore formal and informal culturally based promising practices to address youth violence in the African Canadian community. Equally critical, Tabono treasurer, Louis March announced the institute’s commitment to developing an Elder’s Council. This decision-making body would provide wise instruction, strategic guidance , cultural reinforcement and legitimacy to Tabono’s agenda. Attendees enjoyed several uplifting cultural performances. These included performances by the Nutifa African Performance Ensemble and Tiki

Tabono founder Nene Kwasi Kafele also stressed that in addition to providing strong research, public policy and planning leadership, Tabono had to maintain a “cultural grounding” that “will embrace the rich diversity of the African Canadian cultural reality and would include storytelling, cultural archiving and other cultural programming and performance”. The event also recognized and paid tribute to the recently departed Charles Roach, a long-time community activist, lawyer and human rights champion.

Goldern Horseshoe Regional Meeting of Liberal Party at St. Catherine Liberal Party of Canada organised a regional meet of its Golden Horseshoe region at Holiday Inn at St. Catherine on October 13, 2012. This region comprises of 19 ridings of cities of Mississauga, Brampton, Burlington, Hamilton, St. Catherine and Niagara. A large number of senior functionaries, delegates and members including former MPs attended the meeting. English mother tongue for most in Metro T.O. Census Statistics Canada 43.3% in census metropolitan area have mother tongue other than one of Canada’s official languages, data shows Despite its reputation as an immigration-fueled, multi-tongues mosaic community, English is still the majority language in the metropolitan region of Toronto, new census data shows. English was identified as the mother tongue for 55.4 percent of people in the census metropolitan area of Toronto, Statistics Canada said Wednesday as it released new information on languages from the 2011 census. French, Canada’s other official language, was cited by 1.3 percent. But a total of 43.3 percent of the population of metro Toronto has a mother tongue other than one of Canada’s official languages. That’s decrease from 43.6 percent in the 2006 census. According to the 2011 census, the top five nonofficial languages spoken
in the metropolitan area o f To r o n t o : O n e o f the Chinese languages (8.1 per cent): Italian (3.1 percent) Punjabi (2.9 percent): Tagalog (Filipino) (2.3 percent) and Spanish (2.2 percent). Five years ago, the census reported the top five other languages spoken were one of the Chinese languages, Italian, Punjabi, Spanish and Portuguese. Statistics Canada defines “mother tongue” as the first language learned at home in childhood and still understood at the time the census was taken in May 2011. The census also documented languages spoken at home and knowledge of Canada’s official languages.
Statistics Canada noted a change in the response patterns for some of the mother-tongue data for the 2011 census. Previously, language questions were asked only on what was known as the long form census, which went to just 20 percent of the population. Last year, the government did away with the long form questionnaire and put the language question on the census that went to all Canadians. As a result of the change in methodology, Statistics Canada reported that Canadians appear to have been less inclined than in previous years to report languages other than French or English as their only mother tongue and also more

Science and Engineering: Key to Development
A strong awareness of science, engineering and technology as pillars of economic development leads to the uptake of science subjects at early stages of learning and thus further buttresses a culture whose fundamentals are premised on a science and technology foundation. The ultimate result of this is a high output of University Science graduates and researchers. At tertiary and research institutions, the research must be focused on s o l v i n g s o c i e t y ’s challenges. This can only happen when the research is attractive for industry’s uptake, in other words, the research must be commercializable. Research that is attractive to industry is that which can easily be transformed into dollars and cents and this can only be rendered possible when the final product is marketable. Let me hasten to point out that the current trend the world over is that many tertiary institutions are now involved in
commercializing their own Research and Development (R&D) outcomes. For instance, universities in South Korea, Japan and India are now involved in the establishment of University Spin Off Companies responsible for the commercialization of their respective R&D results. They are also involved in setting up similar establishments c a l l e d Te c h n o p a r k s which absorb most of the research from the institutions ready for commercialization. I urge local institutions and those in the region to do the same. In order for our countries to reap maximum benefits from such establishments, synergies between these institutions should be established through increased regional cooperation in Science, Engineering a n d Te c h n o l o g y. We must, as SADC and Africa, accept that ICTs, science and technology are the future. Any future economic development will only be possible
with the usage of modern methods of processing, manufacturing and marketing through science and technology. Commercialisation of local Research and Development (R&D) and innovations leads to value addition to local raw materials and subsequent import substitution. According to the United Nations Conference on Trade and Development, Zimbabwe spends an average of 10% of its Gross Domestic Product (GDP) annually on machinery imports while around 5% of its GDP is spent on chemical imports. Adding on imports of vehicles, telecoms and electricals brings the total percentage of the country’s GDP gobbled by such imports to an average of 20%. This is worrisome. If this could be halted, that money could go a long way towards developing the country. I am aware that this trend is similar in many of the countries in the region and the developing world at large. Our countries are failing

to commercialize local innovations. For example, the MAP45 and the MPCV army troop vehicles were developed in Zimbabwe and yet Zimbabwe is not a net producer of these ammo resistant vehicles. Instead, the technology has already been copied and modified by some developed countries which are now producing the vehicles en-mass for their domestic and export markets. It is not surprising to see us importing our own technology! How can such a sad scenario be reversed? I believe both the government and the private sectors have roles to play. Government policy is responsible for the establishment of an environment conducive to the commercialization of R&D outcomes. This can be done through the establishment of physical infrastructure required for the initial stages of the commercialization process such as universities, research institutes and laboratories where the R&D occurs. It is through policy that different R&D institutions
are assigned different roles which result in R&D product differentiation. The classification of particular genres of R&D institutions according to their areas of specialization enables them to identify similar clusters of firms interested in taking up their outcomes and thus assist towards streamlining the commercialization p r o c e s s . The establishment of Acts such as Zimbabwe’s Research Act and vehicles such as the Innovation and Commercialisation Fund are useful efforts by the government directed towards R&D commercialization. On the other hand, industry has a role in the commercialization process. Successful commercialization of R&D outcomes lies in firms’ adherence to business practices such as conducting goal oriented market research, determining target market, formulating business plans, tracing potential customers, encouraging the involvement of strategic
partners and financing the needed investment. These ingredients and the existence of sound linkages between industry and research institutions will lead to the successful commercialization of local R&D and innovations. Industry should drop the notion that tertiary institutions are only a source of educated manpower but should start viewing them as potential sources of marketable products. Let us adopt today’s methods of doing business and this can only be possible through science, engineering and technology. Let us never fool the people that without knowledgebased intensive industries; without rapid mechanisation and automation; without intensive technological inventions and innovation; there can be any meaningful empowerment of our communities. and not predictable. Over the short term, the behavior of the market is based on enthusiasm, fear, rumors and news. Over the long term, though, it is mainly company earnings that determine whether a stock’s price will go up, down or sideways. 1. Stocks are just junky investments on paper.
4. Inflation rate exceed stock growth rate.
When you buy a share of stock, you are taking a share of ownership in a company. Collectively, the company is owned by all the shareholders, and each share represents a claim on assets and earnings.
Since the end of World War II, through many ups and downs, the average large stock has returned close to 10% a year -- well ahead of inflation, and the return of bonds, real estate and other savings vehicles. As a result, stocks are the best way to save money for long-term goals like retirement.
Since World War II, Wall Street has endured several bear markets defined as a sustained decline of more than 20% in the value of the Dow Jones I n d u s t r i a l Av e r a g e . Bull markets eventually follow these downturns, but again, the term “eventually” offers small sustenance in the midst of the downdraft. The point to consider, then, is that investing must be considered a long-term endeavor if it is to be successful. In order to endure the pain of a bear market, you need to have a stake in the game when the tables turn positive. 2. Too many stocks to select for investment. The most common ways to divide the market are by company size (measured by market capitalization), sector, and types of growth patterns. Investors may talk about large-cap vs. small-cap stocks, energy vs. technology stocks, or growth vs. value stocks, for example. That said, there is always a way to fragment different stocks by industry, company size and stage of growth. 3. Stock prices are erratic

Only big companies can create value in the long term. Stock prices are based on projections of future earnings. A strong track record bodes well, but even the best companies can slip. Because a stock’s value depends on earnings, a $100 stock can be cheap if the company’s earnings prospects are high enough, while a $2 stock can be expensive if earnings potential is dim. 8. Stocks are overvalued.
To get a sense of whether a s t o c k i s o v e r- o r undervalued, investors compare its price to revenue, earnings, cash flow, and other fundamental criteria. Comparing a company’s performance expectations to those of its industry is also common -- firms operating in slowgrowth industries are judged differently than those whose sectors are more robust. Therefore, the drivers or dynamic affecting the values of stocks are many and can be predicted if trends or leading factors are studied or understood. 9. Stock portfolio management is a risky venture only for the experts. As a general rule, it’s best to hold stocks from several different indus tries . That way, if one area of the economy goes into the dumps, you have something to fall back on. 10. Cost of trading is expensive. The cost of trading has dropped dramatically - - i t ’s e a s y t o f i n d commissions for less than $10 a trade. But there are other costs to trading -- including mark-ups by brokers and higher taxes for short-term trades -that stack the odds against traders. What’s more, active trading requires paying close attention to stock-price fluctuations. That’s not so easy to do if you’ve got a fulltime job elsewhere. And it’s especially difficult if you are a risk-averse person, in which case the shock of quickly losing a substantial amount of your own money may prove extremely nerve-wracking Stay tuned for more on investment options.
How to deal with Collection Agencies By: Zane Roth and Jayson Schwarz This article and next month’s will look at debt collection from both sides of the ledger. Next month, we will explore your options as a creditor, today, let’s talk about how to stop creditors from bothering you. if you cannot, did not, and, perhaps, will not, pay your debt, there are a few things you should know. First, you should know how to get collection agencies to stop calling you, and second, how to finally deal with debt you cannot repay. A collection agency may only call you once you have received written notice of the debt; if you haven’t received a letter, then you don’t have to take the call. If you have received written notice of the debt, one way to get the collection agency to stop calling is to strike a deal. Often, you can work out a payment plan to pay off a reduced debt in installments or in a reduced amount in a single payment. However, if you are going to negotiate with an agency, please, never admit to owing the debt. You will see why below. If you simply want the collection agencies to stop calling, send the collection agency a registered letter. First, you may say that you dispute the debt and suggest that the matter be brought before the Court. The creditor may determine it’s not worth the expense of going to Court and
possibly write off your debt, or they may in fact start a lawsuit. In that case, you’ll likely wish you made arrangements to pay the debt when you could. Second, you can write and tell the collection agency to contact your lawyer, assuming you have one. Once such a letter is received, the company can no longer contact you, and if they do, you can complain to the Ontario Ministry of Consumer Services. You can also file a complaint if the collection agency tries to collect more than what you owe, calls you more than three times a week without your consent, or if they are abusive, threatening, or if they exert undue pressure on you to pay. Sometimes a creditor takes too long to demand payment, which means you may not have to pay. Generally, a person or company has two years to file a lawsuit to collect a debt, and the clock starts running as soon as that debt is incurred. The reason why you don’t want to admit to a debt, is because that may restart the clock. Similarly,
payments towards a debt may also restart the clock. So, if more than two years have passed since you incurred the debt, and if you haven’t made any payments or otherwise affirmed or acknowledged the debt, you may get away without having to pay it thanks to the Limitations Act. You should know, however, that a creditor may nonetheless tell the credit bureau that you are a credit risk and affect your rating. Interestingly in that case you can force a credit clean-up. Finally, if your debts are too numerous or too high, you may want to seek out the assistance of a credit counselor or bankruptcy trustee or lawyer, who can help in developing a plan to get you out of debt and stop creditors from bothering you. The first best option is to pay your bills as they become due. However, if that’s not possible, you now have options. government cannot meet all infrastructure needs. Governments cannot meet all infrastructure funding needs; therefore there is a role for the financial sector to play in channeling private funds appropriately. In contrast to the developed world, Africa and other developing regions are in dire need of increased, not decreased, financial intermediation. Furthermore, not only do developed and developing countries have differing views on the stability/ growth trade-off, they have different policy objectives altogether. The challenge then for developing countries is to put in place regulations that can achieve an appropriate level of stability, without compromising the financial sector’s ability to meet their unique needs. In contrast the priority for many developed economies is largely to restore stability to their financial systems. While none truly escaped the recession that followed the 2008 financial meltdown, many developing countries did not experience a financial crisis. In Africa the main transmission mechanism for the crisis was the collapse of export revenues following the decline of world demand for mineral and fossil resources. The conditions that led to the crisis in the developed countries were not as prevalent in many developing countries. It is hard to see how subjecting the financial systems of the developing countries to arduous constraints that are intended to rectify problems that exist in the developed world could be of any significant benefit. We should be wary of imposing unnecessary additional regulations on countries that came through the crisis relatively unscathed. In particular we should be aware

Global Challenges and Emerging Economies that regulations that are sensible in the developed country context may not be applicable in the developing world. For example: even though debt markets in developing markets have expanded in size and breadth in recent years, their depth is substantially below that of advanced economies. As a result liquidity in those markets is more vulnerable to economic and financial sector developments, including those arising from internationally agreed regulatory reforms. Many of the multilateral initiatives and reforms are already being scrutinized and heavily criticized for their failure to adequately incorporate the emerging market perspective. Emerging markets and developing economies International efforts at financial sector reform have rightly been aimed primarily at the developed world – which is, after all, where the global financial crisis originated. However, against this background, it is necessary to ask whether these reforms have adequately taken into account the perspectives of emerging markets and developing economies. At their most basic, banks and financial markets manage risk, channeling funds from those with excess capital to those with investment opportunities. As a result there will always be a trade-off between stability on the one hand and growth on the other. The most stable financial system would be one that doesn’t do anything at all and therefore doesn’t incur any risk, but it certainly wouldn’t be of any benefit to the economy. Where exactly a country wishes to position itself on the continuum between the sometimes conflicting objectives of absolute stability, and maximum growth will be dependent
on the particular challenges that country faces. It would be hard to justify rules that effectively dictate to countries struggling under the burden of extreme poverty, that because a handful of developed countries got the balance of risk wrong, that everyone should now prioritize stability above all else. Some have therefore argued for a “two-track” approach, in order to accommodate emerging markets’ perspectives on financial regulation. They have argued that emerging markets should be subject to an entirely different set of rules and standards of financial regulation, separate to those for advanced economies. This is however, not a good idea. Out of all sectors, the financial sector is the most globally integrated, and the smallest difference in regulation amongst countries often creates regulatory arbitrage, leading to problematic behaviour in the system and threatening what should be a level playing field. It would therefore be equally foolhardy to establish a set of rules that would allow a country to forgo any and all stability concerns in the name of growth. B a s e l I I I In response to the crisis the Basel Committee on Banking Supervision (BCBS) introduced two sets of reforms, known as Basel 2.5 and III respectively, to the international capital framework for banks. It is heartening to see that the Basel Committee is listening to many of the concerns of emerging and developing economies. Indeed, the Basel Committee on Banking Supervision has proposed several options to mitigate the problems arising from insufficient supplies of high quality liquid assets, (such
as allowing banks access to a contractual committed liquidity facility provided by the relevant central bank for a fee), and that both of the liquidity standards are currently subject to an observation period that includes a review clause. However, it is always necessary to be aware of the possibility that standards that are appropriate for advanced economies, may yield very different results in emerging economies, and it is not always as clear that these concerns are being adequately addressed or even that they are being voiced. Trade finance which is fundamental to many of these economies is a sector that is heavily impacted by the enhancements to the risk coverage under Basel III. Trade finance continues to play an important role in emerging markets, many of which rely heavily on international trade. The Internal ratings-Based framework in Basel II and the leverage ratio in Basel
III have been argued to impose excessively restrictive requirements on an otherwise low risk, short-tenor, selfliquidating activity. While the Basel Committee on Banking Supervision has already reviewed and made adjustments its capital rules as they relate to trade finance, many in the developing economies are concerned that the 100% credit conversion factor that is applied to off-balance sheet items, including trade finance exposures, for Basel III leverage ratio purposes, will increase the cost and reduce the demand for trade finance. C o n c l u s i o n The difficulty that the world faces is this: The challenges and priorities that developed and developing countries face are not the same, the environments in which banks in developed and developing economies operate are not the same,
and even pre-crisis the risks that built up in many advanced economies were simply not prevalent in many developing economies, and the role that financial institutions need to fulfil in different countries is not the same. Yet it is necessary to construct a set of rules for the financial sector that is applicable to, and appropriate for, everybody. The focus has up until now justifiably been on the financial sectors of developed economies. But there is no doubt in my mind that multilateral institutions such as the Basel Committee, G20, FSB and other global bodies, as well as private sector organizations, will need to increasingly be aware of, and focus on solving, the issues that are specific to emerging and developing economies.

The Ugly Ramifications of Cyber Bullying among Young People By Kwabena Akuoko, MSW, RSW, Toronto
The anti-bullying debate has been reinvigorated in the wake of the recent death of a British Columbian teen. Similarly, a series of vigils have been held across Canada and around the world to remember bullying victims partly because of 15 year-old Amanda Todd who took her own life in early October as a result of being cyber bullied for years. This piece is a slightly modified version of a previous one written for this column about a year ago. It is intended to stimulate discussion in our community relative to cyber bullying and teen suicide. Basically, bullying is being consistently cruel to others who are weaker. It may be phys ical, emotional, verbal and cyber. And according to the Canadian Institute for Health Research (CIHR), one in three adolescent students has reported of being bullied. While any type of bullying has devastating effects on victims, cyber bullying remains the preferred method among bullies because of the often anonymity behind it. Cyber bullying is about using technology, such as the internet to blackmail, threaten, insult, harass or ridicule others. Young people are repeatedly the perpetrators and victims of cyber bullying. Dealing with the problem has therefore become a crucial challenge for parents, the police, educators and other professionals. The information age has created a whole new social communication channels for today’s young people. Teenagers do not only use the internet in the way of e-mails, instant messaging, and social networking such as Facebook, MySpace, and Twitter as well as telephone contacts to stay in touch with friends and peers or make new ones, they also use them to harass, intimidate and torment others. Information technologies allow for anonymous aggressive expression towards others that does not rely on physical strength or even physical contact, but still have devastating effects on the targeted victims. Those who cyber bully can instantly spread
rumors, threats, hate mails or embarrassing photographs through text messages, e-mails and instant messages. Although most hi-tech communication interactions among young people are positive, some of them unfortunately have far more negative ramifications simply because of their antagonistic, intimidating and embarrassing overtones. Many young people inappropriately use the internet to spread vicious gossips, lies, threats, which always lead to unpleasant consequences for the targeted victims. Cyber bullying is prevalent than perhaps any other form of bullying and chances are that our own children are either victims of it or bullies themselves. Teenagers could be miles apart, but still have the opportunity to taunt and intimidate others via the internet. No wonder cyber bullying has garnered national attention in recent years. Experts also contend that cyber bullying has far more devastating effects on victims than perhaps any other form of bullying. Conventionally, bullying in the context of school and/or after school environment is an abusive behaviour by one or more students against a victim or victims perpetuated in a form of direct attack such as teasing, taunting, threatening, stalking and name-calling. Other forms of bullying consist of hitting, making indirect threats, coercion and stealing or more subtle through malicious gossiping and spreading rumor and also, intentional exclusion. Among young people, the primary goal of bullying tends to be socially rejecting or isolating victims and I think it is important for parents to be aware that both girls and boys are equally capable of bullying. Change: Confronting Wicked Problem
Turbulent social change, technological advances and escalating complexity are proving difficult nuts to crack for many organisations. Barnes & Noble, Eastman Kodak and Blockbuster are just some examples of companies who face imminent destruction because they aren’t able to adjust and innovate within the changing market. Director of the University of Cape Town’s Graduate School of Business (GSB), Walter Baets, says that organisations that are able to innovate in order to survive sustainably, are able to steer through complex problems, and are merciless about implementing change. According to him, contemporary strategic-planning processes haven’t helped enterprises cope with the wicked problems they face; such as implementing strategic plans on environment issues, d ev el o p m en t s t h at i mp a c t l o c a l communities, and investment options in areas under public scrutiny. There is too much talk and not enough action. “They keep analysing the issue rather than doing something about it. They would do better to try out some strategy as a starting point; the consequences will give them a better handle on the real problem they face,” he says. “Wicked problems are the complex social and developmental business problems that change as you work through them. To begin to solve these, one has to apply new ways of thinking, the old ways no longer work and we can’t pretend otherwise. Leaders need to unwrap their problem solving processes, which requires input from people with different disciplines and backgrounds. They need to make sense of the purposes that need to be pursued to achieve their goals, instill new purpose, and through doing so create movement and trajectory in people,” says Jennifer Riel, Director of Content and Communications at Rotman School of Management (Toronto, Canada). Riel says that leaders are confronted with issues that cannot be resolved merely by gathering additional data, defining issues more clearly, or breaking them down into small problems. “Often, planning techniques don’t generate fresh ideas. There is a focus on innovation certainly – but not enough on leading innovation, which is integral to making maximum use of the opportunities available. Leading innovation contributes significantly to improvement in enterprise productivity and quality, integral components of business strategy and success,” says Riel. John C. Camillus, Professor of Strategic Management at the University of Pittsburgh’s Graduate School of Business (US), conducted research over 15 years into wicked problems, and found that to tackle wicked issues, smart companies conduct experiments, launch innovative pilot programs, test prototypes and make mistakes from which they can learn.

Whilst the traditional forms of bullying have decreased significantly in recent times, cyber bullying is said to be on the rise. And it is extremely difficult to address cyber bullying because of its anonymous nature. Cyber-bullying has been increasing rapidly and it is difficult for parents, educators and even the law enforcement community to respond to it appropriately and in timely fashion. That form of bullying is also a common experience for many young people. Those who have studied cyber bullying contend that it increases through the elementary school years, peak in the middle school/junior high school years, and slightly decline during the high school years. Although other forms of bullying seem to decrease, cyber bullying remains constant or on the increase. The dark sides of cyber bullying or any type of bullying are the psychological scars that victims bear for most of their lives. The key, yet basic questions that need to be addressed in my view are: how do parents find out if their child is either a cyber bully or victim? What are the appropriate response measures to deal with the problem? There is certainly no one single solution to cyber bullying or any form of bullying. We should then encourage young people to have the courage to speak up if they notice anyone cyber bullying. I also think that young people should not have unrestricted access to hi-tech communication devices such as internet and cell phones for extended period of time and most importantly, they need to understand that it is unlawful for anyone to use these tools to bully others. Through applying integrative thinking, business design, systems thinking and organisational learning into one programme, the schools believe leaders will be able to confront wicked problems, develop new business models, and gain the tools to navigate through complexity. “How do you manage the future and present? When you think about ways to innovate – so many new challenges erupt. When you put those challenges together – there is no right answer. By tying together the four streams of thinking that we have constructed the programme around, participants will be fluid, flexible, and confident in wading through complexity and the ambiguity of wicked problems – and so develop their own toolboxes to approach their unique issues as effectively as possible, as they develop – and thus innovate through them.” The schools believe the programme will enable leaders to empower themselves, their businesses, and their employees to reach new levels of sustainable productivity – to grow while balancing both the long and short term, and learn constructive methods to reach new heights of innovation in the face of wicked problems. “Only through approaching wicked problems holistically can the nut be cracked,” says Baets. to neighbouring countries The African Union has lifted the suspension it imposed on Mali after a military coup in the country in March. The body has also endorsed
a plan calling for fresh elections and the return of law and order, according to an AU spokesman. AU officials have also been discussing the logistics of an intervention force to
help Malian authorities recover areas seized by Islamists in the north. The territory was overrun by militants in the chaos following the March coup. The AU’s Peace and Security Council had decided “to lift the suspension of Mali from the activities of the AU. Mali is therefore invited to participate in full,” Ramtane Lamamra, AU Peace and Security Commissioner, told the Reuters news agency. The AU is also finalising planning for a deployment of an African-led international force in Mali, according to Nkosazana DlaminiZuma, chairwoman of the AU Commission. However, the AU would leave the “door open” for those rebel groups that wished to negotiate, she added. The March coup was carried out by disaffected soldiers who overthrew President Amadou Toumani Toure, claiming his government had not dealt effectively with a Tuareg rebellion in the north. In the aftermath of the coup, Islamists took over several towns in the north, initially along with Tuareg rebels, but the alliance subsequently broke down.
Earlier this month, the UN Security Council passed a resolution paving the way for military intervention in Mali and asking African organisations to formulate a plan for such an intervention within 45 days. Both Mali’s government and the West African regional body Ecowas have both expressed readiness for an international force to intervene, with Ecowas proposing a force of 3,000. Meanwhile, the US is working with regional and international partners to counter what it fears is al-Qaeda’s presence in Mali, Defence Secretary Leon Panetta told reporters on Wednesday. “I’ve made clear… we have to ensure that al-Qaeda has no place to hide and that we have to continue to go after them wherever they try to develop a commandand-control capability from which they could conduct attacks,” he said. The Islamist groups who seized control in northern Mali are suspected of allowing al-Qaeda infiltration and of committing human rights abuses in their rigid application of Islamic law.

The 2012 Elections in Ghana: Electoral Commission’s Credibility is on Line!
By Dr. Michael Baffoe, Winnipeg Ghana is gearing upfor Parliamentary and Presidential elections this December. This is our fourth attempt at holding “democratic” elections since military dictatorships ended in 1992. Under the Fourth Republican Constitution promulgated in 1992, we have had five elections in 1992, 1996, 2000, 2004, 2008. The forth-coming in December 2012 will be the sixth in the series of our democratic experiment. The past five elections, although not very perfect in terms of organization and credibility, have been relatively peaceful. There have been incidents (stolen and stuffed ballot boxes and papers, inflation of voters’ register etc), but compared to what our neighbours in other parts of Africa have undergone, we in Ghana have been living in heaven. We have always managed before, during and after these past elections, to hold the country together. We have restrained ourselves and prevented our dear nation from slipping into the mayhem that our neighbours have subjected themselves to with very unpleasant outcomes. As a collective, Ghanaians have commended themselves for making the above happen. In the process the Electoral Commission has taken a lot of credit for organizing these elections although their performances have engineered some suspicion and failing grades at times. Ghana’s Electoral Commissioner, my former Political Science professor at the University of Ghana, Legon, has earned a very positive reputation as one of the “top” electoral commissioners in the world. Having “earned” this positive reputation, we all expect that every action of the Electoral Commissioner and his outfit will be above board and devoid of any suspicions. The coming elections in December 2012 are critical for a number of reasons: Firstly, we have had a sitting president die in
office six months to the end of his term. His successor will be in office for only five months by the time the new elections are held. He is determined not to create the unenviable record for the history books as the most short-lived Presidency in Ghana’s history. He is therefore determined to win at all costs. Again the political party that he leads, the National Democratic Congress, (NDC) is in no way prepared to give up power even if they lose the elections. They have been making some noise with a strange logic about the fact that they were in power for two terms, 1993 to 1997, and 1997 to 2001 and they handed over power to the NPP. They claim that they (NDC) allowed the NPP to be in power for two terms, 2001 to 2005 and 2005 t0 2009. Going by this screwed logic, they claim, it is now their turn to also stay in power for two terms. Ha! ha! ha! This twisted logic shows that they are not really keen on giving up power under any circumstances and will therefore do anything to stay in power. There is on the other side, the NPP which is determined to retrieve the power they painfully lost to the NDC in 2008. Although they were gracious in defeat and made history as one of the few African governments in power that lost an election by a close margin and peacefully handed over power to an opposition party, they are strongly determined not to lose again come December. The above scenarios show that none of the two major protagonists
have any intention of giving up easily in the electoral fight ahead. So much noise has been made over the past one year in Ghana about the need for “peaceful” elections this year. A closer look at the people calling for peaceful elections, especially the NDC, shows that they have a different interpretation and meaning of “peaceful”. They preach peace but most of the actions they have been taking sit on the opposite end of the “peace” ladder. To the NDC, peace is when their opponents shut up when they (NDC) misbehave. Peaceful elections to them, is when they win and no-one challenges the process and outcomes. The above dangerous portents therefore place on the shoulders of the Electoral Commission an onerous responsibility to ensure that the process for the elections, are transparent, devoid of any suspicions and any process that is screwed in favour of one party or another. H o w e v e r, t h e behaviour of the Electoral Commission headed by my former political Science Professor, Dr. Afari Djan over the past one year, raises a lot of worry and fear that the body that has been put in charge of ensuring a transparent, free and fair elections, and shall we say, “peaceful”, may itself be part of the problem of achieving the exact opposite of free, fair and transparent elections whose outcome will be acceptable to all. I will recount a few of the “misbehaviour” of the Electoral Commission over the past few months. Only six months to the Elections (since last July) the Electoral Commission decided that it was going to create as many as fortyfive new constituencies based on what it calls new electoral number increases from the census figures released by the Ghana Statistical Service. In the first place it is clear to everyone in Ghana that the figures released from the census were not credible. Assuming that they were,

the Electoral Commission’s actions in trying to create these constituencies were suspicious. They were working closely with the government in power in preparing the grounds for the creation of these constituencies in areas that are likely to vote for the ruling party, the NDC. That was capital suspicion number one! Secondly, the time that the Electoral Commission is taking to embark on this very important exercise of creating new constituencies is simply too unrealistic: three months!!! For the past two months, many wellmeaning and opinion leaders in Ghana have been cautioning the Electoral Commission to hold off this exercise of creating new constituencies until after the coming elections so that it can have enough time to prepare the affected population groups. It has staunchly refused much to the cheer and delight of the ruling NDC and its government. Is this the body that is supposed to be “independent” and conduct lections in a transparent, free and fair manner? I seriously doubt their credibility. The next “misbehaviour” of the Electoral Commission came in the week of October 15 when the various political parties and their Presidential candidates were supposed to file their nomination papers with the Electoral Commission. Some of the political parties including the leader of the fledgling New Democratic Party (NDP) led by Mrs. Konadu Agyeman Rawlings decided to file their papers on the last day of the filing period on Thursday October 18, 2012. They arrived at the Electoral Commission offices around 4.00 P.M, according to media reports. The Commission’s officials took their papers, went into their offices for over half an hour and came back to tell the NDP officials around 4.45 P.M that certain portions of the forms were not properly
filled out. These forms were designed by the Electoral Commission so going by common sense, which we know sometimes is not so common, the Electoral Commission officials should have sat down with the party officials and guided them as to how to fill these forms. The NDP officials returned to the Electoral Commission’s offices at 5.00 P.M only to be told that nominations closed at 5.00 P.M, so their party and candidate were disqualified from contesting the elections!!! What shameful nonsense!!! According to media reports, there were NDC supporters around the Electoral Commission offices who started cheering on this development. It is clear from all that has happened in Ghana over the past two years that there is bitter enmity between Nana Konadu Agyeman Rawlings and the NDC. Tongues started wagging and rumours started flying that the NDP was disqualified by the Electoral Commission at the prompting of the NDC government. Although there is no hard evidence to back this up, the behaviour of the Electoral
Commissioner and his outfit over the past one year lends credence to this rumor and suspicions. It cast doubts and shadows on the credibility of the Electoral Commission to organize a free, fair, and transparent elections this December. For the avoidance of doubt and in the interest of full disclosure, I do not like Konadu Agyeman Rawlings. I don’t like her politics and that of her husband, J. J. Rawlings. But we are supposed to be living in a democracy. Everyone is entitled to a fair process and fair treatment. The treatment meted out to Konadu Agyeman Rawlings and her party by the Electoral Commission of Ghana raises a lot of suspicion and casts long shadows on the credibility of the Electoral Commission. The whole world is watching now. We will keep an eye on the conduct of Dr. Commissioner and his outfit. Now that they have done the suspected bidding of the NDC in taking Konadu Agyeman Rawlings out of the elections of 2012, what will be their next project?? We will be keenly watching and paying very close attention!!

sThese days it appears that bullying is in the news all the time. A lot of children are reported being bullied and parents are becoming more frustrated on how to deal with this situation. Bullying is an old and widespread problem. Most of us can recall episodes of bullying that we or our classmates were subjected to during our school years. Research estimates indicate that the problem affects far more students than teachers or parents are aware of. Now, there is a new form of bullying and this is call “Cyber-bullying”. What is Cyber-bullying? It is the use of the internet and other forms of related devices/ technologies to harm other people, in a deliberate, repeated, and hostile manner. It is when another person sends hateful messages to another person with the intention of destroying the person’s self esteem to a point that it pushes them to cause harm to themselves. Cyber bullying is carried out by electronic medium such as text messaging, Tweeting, Picture/video clip bullying via mobile phone cameras, phone call bullying via mobile phones, mail bullying, chat-room bullying, bullying through Instant Messaging, and Bullying via websites. There are tons of devices and lots of ways we communicate these days, by using, internet, cell phones, iPod, mostly using MSN, and MySpace face books, you tubes, skyping, sexting and a host of others. Most kids report being mean to each other online beginning as young as second grade. According to research, boys initiate mean online activity earlier than girls do. However, by middle school, girls are more likely to engage in cyber bullying than boys do. Whether the bully is male or female, his or her purpose is to intentionally embarrass others, harass, intimidate, or make threats online to one another. The National Crime Prevention Association lists tactics often used by teen cyber bullies. These cyber bullies pretend they are other people online to trick others. They spread lies and rumors about victims, and trick people into revealing personal

information, and turn around and send or forward mean text messages. They may post pictures of victims without their consent or approval. Every teen wants to feel belonged to these Social Media and to feel that they know how to use or befriend their peers or start a new friendship with other people they don’t even know. A student is being cyber bullied or victimized when he or she is exposed, repeatedly several times, over time on the internet by sending negative information about themselves. These negative messaging may have effect on one or more other students, parents or family members. We all know that bullying is a serious crime, and lots of our teens are going through it these days. It is physically and emotionally destructive. The damage caused may include destroying the person’s self-esteem. There have been reports of some teens taking their own lives in frustration. Here are few tips for parents to guide their children on the safe use of these social media networks. Guide the children to “own your digital reputation”. It is about taking control of your digital profile, and making sure you’re putting your best self online. The Internet is a public space, so only share photos or personal details that you’d share with teachers, colleges, or employers. Make sure that you are proud of what is posted and of what the world will see which will not bother you. “Keep your private information under control”. Internet conversations let you keep in touch with friends, but keeping conversations (and your user names/ profiles) free of personal information like your password, full name, or
“Be nice and pass it on”. Be respectful online and treat people the way you’d want to be treated. Use proper kind respectful words. If someone is being disrespectful or cyber bullying you, try to ignore them, and use privacy tools to block them from viewing your full profile and contacting you. If it doesn’t stop, tell a trusted adult to take action and get the proper help you need. Do not be silent. “Know your rights”. You have the right to not respond to emails or other messages that are inappropriate or make you feel scared. If you get a message that doesn’t feel right, don’t respond. Instead, show it to your parents, guardians, or another trusted adult and report the incident to your Internet service provider. “Have a family chat”. Be part of the dialogue, talking with your parents or guardians doesn’t mean giving up your privacy. But everyone benefits when you talk about online activities, including when and how long you can go online and what activities you can do online. This is a form of security for you and also to show the internet world, that you are not alone, in that your family members have your best interest at heart. For parents, you need to be on the lookout. Some important strategies in stopping cyber bullying on children are: providing good supervision for children when they are on the net; be interested in what they do on the net, know and educate ourselves to know which internet sites our children use most of the time. We also need to develop good communication between teachers/ parents and friends. We need to create a social context which is supportive and inclusive for the children in which aggressive, bully behaviour is not tolerated by anyone. If any such behaviour is detected, it is important that you report it to the appropriate authorities. These should not be taken lightly.

Each invited guest has to bring some pills, which will be combined in a bowl with the other kids’ offerings to make what they call “trail mix.” If a guest doesn’t bring something, Nana won’t let that person in, and that would be a major social disaster for Lisa, who feels fortunate that his parents have a well-stocked medicine cabinet. Picking from the trail mix bowl is always an awesome thrill, because unless you’re really experienced, you have no idea what you’re taking. Some teenagers don’t have to go to the streets to get illicit drugs like marijuana, cocaine, and heroin anymore, says a report from the National Institute on Drug Abuse. Instead, teens are using what they find at home, what they can buy legitimately at retail stores, and what they can buy over the Internet. Recent studies have shown that the use of prescription drugs and inhalants has increased. (Alcohol, of course, remains extremely popular and accessible.) Teens’ stealing from the medicine cabinet is the “number one problem” in teen drug abuse today. But prescription drugs aren’t the only problem. Most parents are so unfamiliar with these new “highs” that they might not immediately recognize the signs and symptoms of abuse in their children. For instance, most parents are familiar with marijuana because they might have smoked it themselves. But a parent on the lookout for signs of marijuana use is probably clueless when it comes to “Salvia Divinorum”, a leaf that can be smoked like pot or chewed like chewing tobacco. The high comes quickly when smoked, generally with just a few tokes, makes you feel high. A heavy dose of it will make you paranoia and get panic attacks. Users don’t have to find a shady drug dealer to buy salvia divinorum. It is legal and commonly found in head shops and stores that sell herbal remedies. Dozens of vendors can be found on EBay where it is sold as “incense.” The Internet can be a supermarket for teens looking for prescription drugs. Painkillers, antidepressants, and stimulants are readily available to anyone with a credit card, and many parents feel it is useful for teens to have their own cards. For drug novices, there are Web sites that provide how-to advice, personal testimonies from experienced drug users, and tips on how to obtain and prepare drugs. One of the most popular of these sites is the encyclopedic Erowid, which presents hundreds of pages of illegal drug information. Some parents minimize the problem, saying that they survived their own experimentation with drugs when they were young. But the drugs of the 1970s are not the drugs of today. Most are more potent and “higher” today than they were in the past. Inhalants—a category that includes glues, spray paints, nail-polish remover, cleaning fluids, Freon, and cooking sprays— are used mainly by younger teens.
While parents are checking the levels in their liquor bottles for alcohol consumption, they should also check their supplies in the basement, garage, kitchen, and under the sinks. Teens can exchange drug information with anyone around the world using the internet, so the drug scene today is constantly changing. In this ever-changing drug environment, what can parents do? Parents should make themselves aware of the “road signs” of drug abuse. * Look for all types of changes in your teen. Is your son/daughter suddenly more defiant? Are their grades slipping? Have they lost interest in how they look and dress? * Does your son/daughter have a whole new set of friends? Are they talking too much or not at all? Are they spending more time out of the house than usual? Do people call asking for them, but refuse to identify themselves? * Is your teen suddenly having cash flow problems? Or conversely, is he flush with disposable income, possibly from dealing drugs? Are you discovering that items are missing from your home, items that could have been sold for drug money? If you start to see any of these signs, it‘s time to take action. It is important to take the time to talk to your teens. “Find out what’s going on in their lives and who they’re hanging out with. Talk to your teen’s school counselor.” Parents should take preventive measures to keep teens from abusing drugs. They should start having communication withtheir kids about drugs at the beginning of middle school, using television shows and celebrities in the news who have drug problems as springboards for conversations. Kids who learn about drug risks from parents are only half as likely to start using. Despite what you might believe, teens will heed their parents’ advice if they get it early. If a teen already has a drug problem, parents should treat it as a health issue, not a legal issue and avoid t h e “ m o r a l f a i l i n g m e n t a l i t y. ” “Treat it like diabetes or any other health problem,” “Tell people, ‘My kid has a health challenge and we’re dealing with it.” If you suspect that your teen is abusing drugs, you need to take a couple of actions: First, make your expectations for his behavior clear. Monitor his Internet use to see if he’s repeatedly visiting drug sites. If you have good reason to believe that he’s buying drugs online, take away his credit card. If the problem persists, consult school guidance counselors and addiction specialists. Partner with your pediatrician or family doctor to work with your teen. If necessary, find a treatment facility. There are ways to stop this very serious problem in its tracks, but you have to be vigilant

WOMEN S HEALTH: Pap smear: Screening test for cervical cancer
r Understand the importance of the Pap smear, including how it’s done, what it means when it’s abnormal and why it needs to be part of your regular health checkups. D e f i n i t i o n A Pap smear, also called a Pap test, is a procedure to test for cervical cancer in women. A Pap smear involves collecting cells from your cervix — the lower, narrow end of your uterus. Detecting cervical cancer early with a Pap smear gives you a greater chance at a cure, should cervical cancer be detected. A Pap smear can also detect changes in your cervical cells that suggest cancer may develop in the future. Detecting these cells early with a Pap smear is your first step in halting the possible development of cervical cancer. W h y i t ’s d o n e A Pap smear is typically done in conjunction with a
pelvic examination — a procedure that allows your doctor to examine your external genitals, vagina, uterus, ovaries and rectum. Although pelvic examinations can screen for reproductive problems or abnormalities, only a Pap smear will detect early cervical cancer or precancers. Who should have a Pap smear? A number of organizations have recommendations regarding when a woman should have a Pap smear. Groups generally agree that
you should have your first Pap smear about three years after first having sexual relations or at age 21, whichever comes first. After age 29 recommendations differ slightly but it is generally recommended that women undergo Pap test between 1 to 3 years depending on their individual circumstances. Women who have risk factors should have tests yearly. Some risk factors include : A diagnosis of cervical cancer or a Pap smear that showed precancerous cells , Exposure to diethylstilbestrol (DES) before birth , HIV infection or Weakened immune system due to organ transplant, chemotherapy o r c h r o n i c corticosteroid use. On the other hand, women who have had hysterectomy (surgery to remove the womb), or women over age 75 who have had 3 negative tests in previous 10 can
stop having Pap smears. R i s k s A Pap smear is a very simple test. It is generally done in a doctors office and does not require anesthesia. It is a safe way to screen for cervical cancer. However, a Pap smear isn’t foolproof. It’s possible to receive false-negative results — meaning that the test indicates no a b n o r m a l i t y, e v e n though you do have abnormal cells. Estimates for the occurrence of falsenegative results with a conventional Pap smear vary widely but are at least 5 percent — or one in every 20 women. The liquidbased Pap test, in which the sample of cells is preserved in liquid rather than smeared on a microscope slide, provides fewer false-negative results. With either test, falsepositive results — when the test indicates an abnormality when there really isn’t one
— are extremely rare. A false-negative result doesn’t mean that a mistake was made. Many factors can cause a false-negative result, including: * An inadequate collection of cells * A small number of abnormal cells * An inaccessible location of the lesion * A small lesion * Abnormal cells mimicking benign cells * Blood or inflammatory cells obscuring the abnormal cells Although it’s possible for abnormal cells to go undetected, time is on your side. Cervical cancer takes several years to develop. And if one test doesn’t detect the abnormal cells, the next test most likely will. . R e s u l t s The Pap smear can alert your doctor of suspicious cells that need further testing. Normal results If only normal cervical cells were discovered during your Pap smear, you’re said to have a
negative result. You won’t need any further treatment or testing until you’re due for your next Pap smear and pelvic exam. Abnormal results If abnormal or unusual cells were discovered during your Pap smear, you’re said to have a positive result. A positive result doesn’t mean you have cervical cancer. What a positive result means depends on the type of cells discovered in your Pap smear. All abnormal results should be discussed with your doctor to determine the significance and also p la n f u r th e r te s ts . Married women should discuss results in the presence of their husband or a family member. Single women should be accompanied by a family member or a trusted friend for support. It is important to understand that a positive test does not necessarily mean y o u h a v e c a n c e r.

Let's Think Family - By Rev. Dr. Samuel Kisseadoo LOVE IS COSTLY AND RISKY I can imagine someone saying “Yes, love costs. I understand. But you mean that love is risky too? Since we seek to preserve ourselves, why then should we run the risk of loving others?” The fact is: Love is COSTLY because it involves sacrifice. Love is RISKY because you may not get love in return. Ahaaaa! Now you see my point, eh? The varieties of disappointments, pain, and broken hearts that we have all suffered in many ways, can be largely attributed to these two fundamental facts that we have either overlooked or not understood about true love. Look at how the Author of love Himself, Jesus (God) was finally treated by those he sincerely loved and brought Himself so low to their level in order to serve, heal, feed, teach, embrace, and love them. THE TRUE GIFT OF LOVE IS NOT JUST WHAT YOU GIVE, BUT WHAT YOU SHARE. And, sharing means YOU CANNOT GIVE LEFTOVERS. It means also that it might not be enough for you, or could be very dear to you, but YOU SACRIFICE AND SHARE, either the whole
thing (after having it for a while) or part of it (although you had originally planned to use all of it). The fact is that you cannot run away from sacrifices if you really love anyone. If you don’t want to sacrifice as you show love to people, then no one can date, court, or marry you, or do business and ministry with you, or live happily with you as a family member, friend, or visitor under one roof, or work happily with you in the same office. If you selfishly want to have all of your body, materials, resources, blessings, gifts, talents, money, time, favors, ministry, spiritual endowments etc. ONLY FOR YOURSELF, A N D G I V E O N LY LEFTOVERS OR GIVE NOTHING IN ORDER TO AVOID SACRIFICES AND RISKS then you will
always be alone without any loyal friend, and finally die alone without making any meaningful impact on any life in this world. GUIDANCE FOR THE YOUNG AND OLD “ Tr u s t i n t h e LORD with all your heart, and lean not on your own understanding; in all your ways acknowledge Him, and He shall direct your paths.” (Proverbs 3:5-6 NKJV) King Solomon of Israel was credited with almost the entire book of Proverbs in the Bible. He wrote three thousand proverbs, a thousand songs and was wiser than all the wise men of the East and in Egypt according to 1 Kings 3:30, 32. When he succeeded his father David as the King of Israel, Solomon realized the tremendous responsibility upon his shoulders, therefore, prayed to the Lord for wisdom and an understanding heart. The Lord was so impressed with Solomon’s motive that He instantly answered the young king’s prayer and added fame and riches for which he never asked (1 Kings 3:7-14). If we ever needed wisdom, it is now; when we are bombarded with all kinds of information from the electronic media which has tremendously t r a n s f o r m e d communication throughout the world. The acquisition of knowledge per se has never been a guarantee that such knowledge will always be used for the total well being of society. It is believed that man, through technology has been able to produce enough weapons of mass
destruction to destroy the earth several time over. The problem is that humanity has neglected the source of wisdom which is the Lord God and equates knowledge with the wisdom Solomon asked from the Lord. Our text from Proverbs 3:5-6, which is part of Solomon’s instructions in wisdom, has the following natural divisions: (1) “Trust in the LORD with all your heart”; (2) “and lean not on your own understanding”; (3) “in all your ways acknowledge Him”; (4) “and He shall direct your paths.” “ Tr u s t i n t h e LORD with all your heart” indicates a great difference between believing in the existence of God and trusting Him with all your heart. There are many people who do not believe in the existence of God and are proud about their position; of course such would not take the trouble to interact with “ a none existent God”. Sometimes we who believe in the existence of God, do not trust Him with all our heart. The Lord Jesus quoting Isaiah 29:13, said, “… “Well did Isaiah prophesy of you hypocrites, as it is written: ‘This people honor Me with their lips, but their heart is far from Me.” (Mark 7:6) Wisdom requires that we trust the Lord with our entire life. As a leader, David never went to battle without first consulting the Lord. Wisdom requires that we

Any good father wants to guide his children to make good decisions. Our relationship with our heavenly Father is even more important for we are in the midst of a serious spiritual warfare with the devil, the world and the flesh (our own fallen nature), who at the least opportunity will cause us to miss the will of God in our life with terrible consequences. The Bible records people who sadly missed the will of God in their life; the following are some of them: Adam and Eve, Cain, Esau, King Saul, Samson, Jeroboam 1, Judas Iscariot. But Apostle Paul speaking about King David, in Acts 13:36 said, “For David, after he had served his own generation by the

There is a way that seems right to a man, but its end is the way of death.” (Proverbs 14:12, NKJV) “In all your ways acknowledge Him” (The New Living Translation of the Bible renders it this way, “Seek his will in all you do,”) It is amazing how sometimes we feel we do not have to worry the Lord with our “trivial” issues. Around the Ghana Sports Scene Maidens beat Germany to bronze Ghana beat Germany 1-0 to finish third at FIFA U-17 Women’s World Cup Azerbaijan 2012 despite finishing the game numerically disadvantaged. A first half strike by captain Priscilla Okyere in the 38th minute handed the Black Maidens bronze on Saturday in
Baku giving Ghana their best-ever finish at a FIFA women’s competition. Before the winner, the Black Maidens, for the second consecutive time at the tournament saw red when after the half-hour, Fatima Alhassan picked up her second yellow card within four minutes.
Despite Ghana, having a player sent off, they held on for a greater part of the game to deny their opponents any sight of goal. The meeting was the second between both sides after the Germans edged Ghana 2-1 in their opening Group D fixture.
Andre Ayew ‘sorry’ but queries Ghana FA over ultimatum
Ghana midfielder Andre Ayew has issued an apology over his recent outburst but said he is unhappy with the Football Association’s handling of the episode. Ayew was warned by the Ghana FA that he would face punishment if he did not say sorry for his reaction to being substituted in the Nations Cup qualifier against Malawi on 13 October. He has now done so, but has also submitted a four-page document. And in it, the 22-yearold questions the body’s handling of the case. His major gripe appears to be that the Ghana FA made public their ultimatum rather than keep the matter private. Ay e w s a i d h e w a s shocked to have received a letter from the Ghana FA two days after the matter had become a subject for public discussion and media reviews. “Over the years I have demonstrated total commitment to my country as a footballer” “I believed that a few days having passed, my alleged conduct would have been pardoned or overlooked as one of those emotional moments which occur during the beautiful game of soccer, wrote Ayew.
“This would have spared me the exposure to public discussion over my conduct, the details and circumstances of which the public do not have the benefit of.” The 22-year-old was threatened with a misconduct charge for his reaction to being replaced in the match in Lilongwe. He angrily shook his head when leaving the pitch and it is alleged he demanded to know from the technical team why he was being taken off when he was not tired. It was reported that he offered only a half-hearted apology to the team’s management in a meeting that evening, which led to the Ghana FA’s response. In his written statement, Ayew said of the incident: “I apologise to the technical team and playing body who I am alleged to have been ‘disrespectful’ of as well as the Black Stars management team who ‘were gravely unhappy’ over ‘utterances and gestures’ I allegedly made when I was substituted.” Ayew also offered a “sincere and unqualified apology” to all Ghanaians and his fans. However, the Olympique Marseille player is adamant that his disciplinary record with the Black Stars, since his debut
in 2007, should have shaped the GFA’s handling of the situation. “I have had no disciplinary record with any of the national teams which I have served with all my heart and unquestionable devotion,” he added. “If my alleged conduct were judged taking into account the points I have outlined, it may - and desirably - would have taken away the public involvement by way of media discussion in this matter.” The current BBC African Footballer of the Year has represented Ghana at three Africa Cup of Nations tournaments. He also captained Ghana to the 2009 World Youth Championships. But he has been dogged by controversy since the 2012 Nations Cup over allegations of disrespect to senior players, although he insist he would do nothing to hamper the team spirit. “Over the years I have demonstrated total commitment to my country as a footballer and have devoted my efforts to the national team to the detriment of my club c a r e e r ” , s a i d Ay e w. “I would therefore do nothing to hamper the progress of the team I have so faithfully served and still serving.”

Ghana Girls qualify for Hockey’s U-21 World Cup
Ghana’s women’s Under 21 hockey team sealed their World Cup qualification with a 4-0 win over Kenya in the final round of games as the pool phase came to a close at the Africa U-21 championships in South Africa. A brace from Martha Sarfowaa and further strikes from Elizabeth Opoku and Serwaa ensured that Team Ghana were home and dry for a world cup appearance even before they play South Africa in the finals of the under 21 Africa Cup of Nations and world cup qualifier at the Kaspersky Stadium in Ransburg, South Africa. Ghana earlier lost 4-0 to the South Africans during the group stage of the tournament but are hopeful of a good showing in the final. The Ghanaian side came into the game determined to take all three points to ensure their ticket for the World Cup was guaranteed; that they needed a win over the Kenyans wasn’t far-fetched. After several insurgences into the Kenyan D, the women from Ghana were yet to find the cutting urge upfront running out of steam in the early part of the first half. Not until a penalty corner not well pushed to the strikers for a hit,
saw Martha Sarfowaa hitting a shot in the D for the opener. Expectation was high as the Ghanaian side saw the need to bury the game but it was not until after recess when Team Ghana increased the tally to two through enterprising skillful and hockey whizz kid Elizabeth Opoku who neatly scooped the ball over the Kenyan goalkeeper. Martha Sarfowaa got her second later with a flick on the ball that was driven in by Elizabeth Opoku. In a captivating way, the team secured one of the 2 slots for Africa at the upcoming world youth championship tournament with the final goal making it 4-0 in favour of the ladies from Ghana. It would be recalled that majority of Ghana’s players were in the Africa junior championship side two years ago which failed to make it to the Olympic Games. Enroute to securing a slot for the championship, Team Ghana edged past Namibia exacting revenge for a defeat that denied Ghana a chance to be at the maiden Youth Olympics staged in Singapore some two years ago. The team had a total of 9 goals having played four matches, losing 4-0 to South Africa.
Asamoah Gyan is the new permanent Black Stars captain
Gh an a co ach Kwes i Appiah has announced that Asamoah Gyan has been appointed permanent captain of the Black Stars. This follows the decision to elevate John Mensah to the role of a General Captain of the senior national team.
“I have the pleasure of announcing that defender John Mensah has been elevated to the General Captain of the Black Stars,” Kwesi Appiah said in a statement.
“Subsequently, I have appointed Asamoah Gyan as the permanent
captain of the Black Stars. “John Mensah remains an integral member of the Black Stars. “I urge all players to give the necessary support to Asamoah Gyan to help Ghana achieve success in our future challenges.”
Clottey, Gyan gunning for global award
Emmanuel Clottey and Asamoah Gyan have made an 18-man shortlist for the 2012 Most Popular Footballer Award. The Ghana duo will be battling it out with likes of Samuel Eto’o, Yaya Toure, Didier Drogba, Pappise Demba Cisse, Steven Piennar and Tresor Mputu for the personal accolade which is organized by the International Federation of Football History and Statistics (IFFHS). Clottey and Gyan will however need to garner enough votes to make the secondAfrican shortlist of five to later contest for the global award alongside other shortlisted candidates from Europe, South America, Asia and CONCACAF. An internet poll being run on the IFFHS website from October 15 to
November 30 will be used to make the final African shortlist of five. Emmanuel Clottey had made the initial shortlist following his explosive performance for Berekum Chelsea in their maiden African campaign. The now Esperance player is currently the leading goalscorer in this year’s CAF Champions League with twelve (12) goals – just one shy of the all-time standing record of 13. Gyan on the other hand has started his second season in the UAE just like he ended his maiden campaign – firing on all cylinders. The 26-year-old was the top scorer last term with 22 goals and has already fired seven goals already this season.

Connecting Paths Holds Awards & Empowerment Gala

On Sunday October 14, 2014, a large number community members converged at the Amansie Multicultural Centre to celebrate the second instalment of Connecting Paths Canada’s (CPC) Awards and Empowerment Conference. CPC, a non-for profit organization, organised the get-together to bring to light the hidden athletic talented community members and highlight their contribution to fostering a greater sense of community belonging. This year’s event, which was under the theme: Ordinary Choices, Extraordinary Outcomes, also showcased the achievements and accomplishment of the organization over the past year as well as honour the various volunteers who dedicated their valuable time to enhance CPC’s projects. In their opening remarks, CPC seized the opportunity to highlight the many programs they’ve established over the past year. Their programs includes 2 tutoring and summer soccer camp locations in Toronto and Brampton as well as the adult soccer league in the summer. Admittedly, the Sport Awards & Empowerment Conference symbolizes the high point of CPC’s four years involvement in community building. Awards were given to participants and volunteers of the CPC soccer and tutoring programs who demonstrated extraordinary commitment and efforts during the 2012 soccer season and the 2011 academic year. Youth Leadership Awards were presented to Joel Effah and Peter Obeng for demonstrating outstanding leadership qualities during the 2011 academic year. Academic Excellence Awards were presented to Richard Innousa and Breana Agyei from the Toronto and Brampton Tutoring Centres respectively. With 6 teams in the league, Aging Stars came up on top without a single defeat to win the 2012 Ghanaian-Canadian Soccer League. The playoff Championship trophy went to Continuation Church FC, making them the only team to win this prestigious soccer trophy twice since its inception. Notable personalities like Councillor Anthony Perruzza (Toronto City Councillor, Ward 8-York West), Apostle F.Y. Agyemang (The Apostolic Church Int.), Mr. Baffour Asamoah (The Ghanaian-Canadian Social Workers Association), Mr. Rockson (Amansie Multicultural Association of Toronto) T h e k e y n o t e s p e a k e r s w e r e M r. Benjamin Osei and Ms. Janelle Brady. Franklin Taylor, the President of CPC stressed the need for community members to volunteer their services and time to CPC’s programs, notably, the Ready-To-Learn Tutoring program. This program now serves the community in two locations; Brampton and Toronto and the organization is working hard to establish a third tutoring centre in the Jane and Finch area.
