Ghana’s Supreme Court Throws out Election Petition By: Dr. Michael Baffoe, Winnipeg, MB
21st Century Skills, Education and Competitiveness Dr. Stephen Ameyaw
By Jonathan Annobil and Augustine Boahen Calgary Ghana’s Supreme Court on Thursday August 29, 2013 dismissed the petition filed by three top leaders of the opposition new patriotic party challenging the validity of the election results that declared John Dramani Mahama as the President in the December 2012 elections. The Supreme Court decision means that Mr. Mahama can serve the four-year term as President of Ghana.
beaten down the President’s votes and overturned the declared results in favour of Nana Addo Dankwa Akufo Addo.
The Petitioners in the case were the 2012 Presidential candidate of the main opposition New Patriotic Party (NPP), Nana Addo Dankwa Akufo-Addo; his running mate Dr. Mahamudu Bawumia and the party’s national chairman Jake Obetsebi-Lamptey. They prayed the Court to declare Nana Akufo-Addo as President with reasons that very serious malpractices and irregularities occurred at nearly 11, 000 polling stations across the country on election day in December 2012 which calls for the nullification of 3,931,339 “invalid votes” which, the Petitioners argued, would have

Making Judicial Decisions like any other Job and Business By Kwaku A. Danso The excessive delay in the decision-making of the 2012 Presidential election in Ghana at the Supreme Court has caused many aggravations but it has cost Ghana several hundreds of millions we do not see. Journalists who have made comments considered inappropriate outside the courts have been arrested by orders from the Chairman of the Justices of the Supreme Court, Justice Atuguba, and put in prison with no trial and no right to defense and no appeal. Grated what some of the Journalists said were inflammatory and even stupid, the limitation and sanctioning of speech by one man making himself Judge, Jury and prosecutor with no right of appeal is considered wrong by many who understand democracy. Leaving that aside, every nation must balance their revenues and expenses like any other business. After all people pay taxes and then their elected representatives spend the moneys to provide security, enact justice, build roads, and provide public services. In the case of the Ghana Courts, it seems society has forgotten to put any limits on the job performance and limits of the taxpayer’s moneys. Don’t get me wrong, I am not suggesting this happens only in Ghana. In the USA studies have found it costs more to keep a convict in prison for life than sentence them to death, as Lawyers will fight in court for 10 or 20 years on the death penalty, which ends up costing the State more. In every profession it appears society places a limit on the salary and job expectations of every member of society expect our brothers who wear the white wig. No! It is wrong and it is time to put a
One member asked for patience, saying: “Why not just hold your breath and let the justices do what they want to do and reach a verdict at their own pace?” (BG) The writer responded: “Anyone who cares about governance should marvel at the rationality of using 8 months to adjudicate a claim that has a 48 months life. Kenya used 21 days to adjudicate a claim from start to finish. Our addresses (oral, written, questions) take 28 days! The Justices have a job to do. As a citizen, I also have a job to do.” (KA, Wednesday, August 07, 2013)
limit. In Ghana Judges are known to keep postponing cases for years, sometimes leading to the ruin of some businesses, and there are reports of corruption if one wants cases expedited. Some UN reports have indicated simple land litigation takes over 11 years. Why? Why should justice cost us so much when even our Doctors of medicine It has become obvious over have a limit on their pay! the years of our short time as an independent nation that As a society we cannot as a people we fail to grasp allow this to happen! It is the full meaning of living a disgrace that must end as within our means. For the we lose million in investor past two to three decades capital flow to our nation Ghana has never been able due to this uncertainty. to make a decent effort at Our Bond rating in the balancing our expenses to financial markets are also our revenues to help define affected by this delayed the concept and meaning of judicial performance. I a budget. This must change! hereby make a proposal. Ghana pays people to go to Parliament and On the topic: “August 29th k e e p i n c r e a s i n g t h e is Judgment Day”, a member numbers by some section of the GLU forum wrote this o f t h e c o n s t i t u t i o n a l on the Supreme Court case: p r o v i s i o n s e v e r y f e w years. Unfortunately the “So parties are given 2 weeks constitution does not tell us to prepare written address. where to get money from! Then an extra one week to We are paying Members of deliver an oral address. After the elected Parliament and the oral address, the Court Executive body and their gets one week to review all appointees as a people, and the addresses. Then Court yet Ghana has for the last 20 reconvenes so the Court to 30 or more years never can now ask questions of been able to balance our the parties. Really? If we cannot learn mind and needs an extra to do anything in time, week to think of questions whiles paying these Judges to ask then that Justice does in excess of $350,000 not deserve to be on this annually with their full Court” (KA, GLU Forum benefits of salary, housing, Wednesday, August 7, 2013). vehicles and court clerks and expenses, the nation
is estimated to lose about $15 million per day during this impasse and delay!! Ghana is one country where any litigation including land cases take 11 years average to resolve and I think the taxpayer should have a say in this corrupted and inefficient system. The facts are that the Judges are causing financial loss to the State due to this excessive delay in making a judicial
dispute that took Kenya 21 days and the US also a couple of weeks. We have a history where extreme dissatisfaction have led some disgruntled members of society to take the law into their own hands and this included abduction of some Judges and killing them. This is savagery and backwardness of the first order! However our people don’t seem to learn!! Never!
Our elected and a p p o i n t e d o ff i c i a l s i n government simply do not seem to get the fact that they are servants of the people paid to provide a service and not Lords over us. This delay in the adjudication of the 2012 Presidential elections alone has cost the nation in excess of $3 cont'd on pg. 33

Back to School
Untreated Childhood Behavioral and Developmental Disorders Prelude to Anti-social Behaviour
Another school year is about to begin in the next few days. Our youth who have been on summer recess for the past two months will be heading back to school. Other children will be starting school for the first time in their lives. Some have spent a few years in Day Care Centers and Kindergarten Schools and will be starting regular schools for the first time. There are also adults who will be returning to schools, or starting afresh in mostly postsecondary or skills-training institutions. Whichever educational institutions our children, youth and adults enter in this coming academic year, there will be challenges. For the youth, there are frightening challenges of bullies at school, unfriendly and unhelpful teachers and school administrators and not-so-easy to understand school curriculum. In every aspect of school or academic life we all need help and need to offer help especially to the children and youth. It is a fact that many parents and caregivers in our community adopt apathy to their wards’ education. Many parents and care-givers take little or no interest in their children’s education. Yet they expect them to do well. It is also a fact that lack of parental and community support for the youth in school are some of the causes that contribute to their lack of interest and progress in school which lead to drop-outs. And we all know the consequences of school drop outs. The children and youth are going to come home from school with stories, sometimes painful, of teachers and peers who make life uncomfortable for them in school. We need to follow up on such complaints. This is called “staying on top” of your child’s education. We should not wait till the situation gets out of hand before looking for solutions. And we need to devote more resources to our children’s education as well. This is also known as “investments” in children’s education. The benefits from our investments in our children’s education are too obvious to recount. And we need to be regular participants in the parent-teacher meetings that are frequently called in the schools. That is where you get information about your children’s progress or otherwise. And finally for adults returning to school or starting afresh in school or training sessions, we need to consult with our friends and family who may have undertaken such educational journeys before or are currently in them. Education, they say, has no end. We should constantly be learning new things to brighten our job opportunities to secure better quality of life. We wish all of you: children, youth and adults a happy and productive school year!
By Kwabena Akuoko,Anti-socia l behaviour is in most cases explained by undiagnosed or untreated symptoms of childhood behavioral and developmental disorders. Any form of undiagnosed, inadequately treated or untreated behavioral challenges among children and adolescents have sustained negative effects down the road. It is one of the most common causes of antisocial behaviour later in life. It is for this reason that experts suggest that parents significantly fail their children if they do not take steps to get the young ones the necessary help at the outset of any signs of behavioral and developmental disorders. The issue is that parents and families in general have a huge responsibility to not only pay attention to their children’s physical health, but their developmental well-being as well. Paying equal attention to young peoples’ physical, emotional and psychological needs al l o w t h em t o m eet their age-appropriate developmental milestones in consistent manners and most importantly, help ward off future anti-social behaviour. Avoidance of anti-social behaviours at their outset is of paramount importance because it is one of the leading causes of criminalization among people of all ages. Such behaviours are often misunderstood and it does not take long for a young person to be labeled as a delinquent for behaving in manners that are inconsistent with what is generally accepted as societal norms. Anti-social is simply behaviours, which contravene important societal norms and laws. One of its prominent causes significantly relates to what is known to be difficult temperaments in early childhood such as irritability, resistance to control, temper tantrums and anger, which later change in a child’s life. Such dispositions become known as oppositional in adolescence in the way of irritable, antagonistic, stubborn, vindictive and uncooperative propensities, which greatly lead to anti-social behaviour. As a result, the earlier interventions begin then, the greater the chances for maintaining those levels of influence at an acceptably low
intensity throughout developmental pathways, or even totally eradicating the possibility of such influence later in life. The presence of psychological challenges in early childhood, if not properly diagnosed and most importantly intervened, only increases the likelihood of their seriousness including even poor physical health down the road and not to mention the underlying anti-social tendencies. Often times, as infants and toddlers transition to adolescence, their first signs of behavioral or developmental disorders are likely to emerge in the school environment. Behavioral and developmental disorders are often the root causes of poor academic performance, disciplinary issues, and truancy among other difficulties during adolescence and young adulthood. And these underlying challenges do not automatically fade away. They unfortunately remain embedded in the child and adolescent’s developmental stages until he or she is professionally and adequately treated. As I have already alluded to thus far, various studies indicate that there is a high prevalence of behavioral and developmental challenges among children and adolescents that are precursors to anti-social tendencies. Additionally, a significant number of them experience both social and emotional challenges that do not meet the threshold of serious behavioral or developmental disorders, but can cause considerable distress and impairment in functioning. But unfortunately, there is a huge gap between many young people who really require professional interventions and those who do not. In short, a huge proportion of many children and adolescents who need behavioral interventions do not get the desired care. The apparent link between untreated childhood behavioral disorders and later in life anti-social predispositions does not exist in vacuum. It is indeed a structural public health issue that needs to be addressed. And addressing such needs is not only of paramount importance in order to ward off anti-social behaviours in the foreseeable
future, it will also afford affected young people the ability to fulfill their potentials and contribute meaningfully to society. Childhood behavioral and developmental challenges generally grouped as children mental health issues account for a large proportion of the disease burden in young people. B u t u n f o r t u n a t e l y, most of them develop the symptoms without getting the appropriate interventions. Such conditions in the end may unfortunately lead to other challenges notably, lower educational achievements, susceptibility to substance abuse and violence and others. As well, if intervention is not appropriately sought as early as possible in the formative years, behavioral and developmental disorders could potentially result in poor reproductive and sexual health among others in later years. Similarly, if and when behavioral and developmental challenges are undiagnosed and treated, it could have devastating effects not only on the individual, but an entire family. Factors such as abuse, neglect, etc. are often the products of childhood behavioral and developmental issues that have been either ignored, denied, misunderstood far too long or untreated. They could potentially have wade ranging anti-social behavior later in life. The entire family gets swept up in the tumultuous consequences caused by minor symptoms that manifest into all kinds of challenges such as anti-social tendencies if earlier interventions are not appropriately sought. In all measures, signs of childhood behavioral and developmental disorders should not be overlooked or something which everyone pretends not to notice. Therefore, if you suspect that your child is experiencing from some form of behavioral or developmental challenges, take the necessary steps to ensure that they get the help they need. Early intervention is important to addressing anti-social behaviour among people of all ages, but it is particularly so among children and adolescents.

immigrant communities a n d o rg a n i z a t i o n s in Canada and they can thrive only with informed leadership, education and skills. To facilitate and drive change, immigrant communities should join forces with business, educational institutions and policy makers. He continued that African immigrant leaders and organizations have a make or break opening and an obligation to chart a new path that will secure our economic competitiveness. In an economy driven by innovation and knowledge, and in market places engaged in intense competition renewal, we need to act now otherwise it will be too late. Dr. Ameyaw stressed that the ingenuity, agility and skills of immigrant communities and organizations are crucial to our competitive edge and as such we must act now to position ourselves for the future. He added that immigrant communities ability to compete, create to training and education for we need to recognize that a 21st Century
education is the bedrock of competitiveness – the engine, not simply an input in the economy. We can only achieve this, Dr Ameyaw maintained, if we act accordingly to have our members trained and educated, promote youth skills training and education. He concluded by pointing out that we have to train people in making innovative use of knowledge information and opportunities, to take charge of financial, health and civic responsibilities, in creativity and entrepreneurial skills, train people in solving complex, multi-disciplinary thinking as well as to train them to think critically and making good judgement. All these skills will help immigrants to withstand the text of time in meeting the
employment and education needs. Mr. Augustine Boahene, chairman of the association in his welcome address spelt out the aims and objectives of the association some of which are the provision of social, cultural and educational programs. He added that the association will act on the observations of the guest speaker which will benefit the members of the association immensely. As part of the programme Mr. and Miss BACCA were crowned and the winners were Martin Adomah and Serwaa Bonsu respectively. An appeal for funds were also initiated. A representative of Council of Brong Ahafo Association in North America (COBANNA) Rev. Akwasi Amponsah Yeboah from Chicago was on hand to support the event.

Egyptian ex-President Hosni Mubarak released from jail Former Egyptian President Hosni Mubarak has been released from prison after appealing against his detention. He was flown out of Cairo’s Tora prison by helicopter to a hospital, but is now expected to be put under house arrest. Mr. Mubarak, 85, still faces charges of corruption and complicity in the killing of demonstrators during the protests that toppled him in 2011. His release is seen by many as a sign that the military is rolling back the changes that flowed from the uprising. Egypt is currently under a state of emergency amid the bloodshed which has accompanied the military-backed interim government’s crackdown on Islamists opposed to the army’s ousting of Islamist President Mohammed Morsi on 3 July. Hundreds of members of the Muslim Brotherhood - the movement from which Mr. Morsi comes - have been detained, including its most senior leader Mohammed Badie, who was wanted over alleged incitement to violence and murder.
One of the most compelling images of the changes brought about by the Arab Spring was the appearance of Hosni Mubarak in a cage at his trial in a high security courtroom - Egypt’s once powerful leader, brought down and disgraced. But now he has been released, because he has served the maximum amount of pre-trial detention. His supporters have welcomed the move, saying that life in Egypt was better and more secure during the three decades of his leadership. But for many others, his release is being
seen as a sign that the revolution of 2011 is being rolled back and that the army is once again firmly in control.
had accepted gifts from state-run publisher al-Ahram. The value of the gifts has since been repaid.
Mr. Mubarak is not off the hook legally speaking. He still faces several court cases.
The court said its decision was final and no appeal would be allowed.
There is some concern that his release will raise the stakes at a time when tensions in Egypt are running high. But others say his fate is now a detail in the much larger struggle for the country’s future.
Prosecutors have previously brought new charges when courts have ordered Mr Mubarak’s release - a move intended to keep the ailing ex-leader in detention.
On Thursday, the medical helicopter a r r i v e d a t To r a , a s d o z e n s o f Mubarak supporters - some waving flags - gathered outside the prison. Egyptian TV then showed the helicopter transferring Mr. Mubarak to a military hospital in the capital. The ex-leader was seen being transferred from the aircraft into an ambulance outside the hospital, amid heavy security. This comes after a court ruled on Wednesday that the former leader must be released in a corruption case. The verdict came during the hearing on charges that the former president
But shortly after the court ruling, the office of Prime Minister Hazem elBeblawi said Mr. Mubarak would be placed under house arrest after his release. “In the context of the emergency law, the deputy military commander issued an order that Hosni Mubarak should be put under house arrest,” the office said in a statement. A Mubarak supporter hold his photo outside Cairo’s Tora prison. Budget ‘mistake’ more than doubles tax on credit unions The NDP is calling on Finance Minister Jim Flaherty to acknowledge a mistake in last spring’s federal budget that more than doubled the corporate tax rate for credit unions and bring in a fix immediately. The government had signalled it was raising the tax rate for credit unions and caisses populaires to 15 per cent from 11 per cent, to bring them in line with Canadian banks.

But a recent Deloitte report found the budget implementation bill passed in the spring will effectively raise the credit unions’ tax rate to 28 per cent over the next five years. Deloitte’s report said the increase was due to a “technical deficiency” in the budget legislation and that the Finance Department was working to correct it. “However, our contacts would not provide any assurance that the legislative fix would be enacted prior to the end of 2013 or whether the fix would be retroactive to budget day. Any legislative change is subject to parliamentary approval,” the Deloitte report said. NDP finance critic Peggy Nash said the government needs to address the e r r o r i m m e d i a t e l y.
Nash said if the increase was an error, it shows the danger of using omnibus bills to push through a raft of legislative changes and avoid debate. “If it isn’t a mistake, it is a massive penalty o n C a n a d a ’s c r e d i t unions,” Nash said. Definition change behind unexpected jump There are two corporate tax rates in Canada: The general rate, which is currently at 15 per cent. A preferential rate of 11 per cent applied to the first $500,000 of income for small businesses. Before the spring budget, credit unions were allowed to apply the 11 per cent rate to income above $500,000 through an additional deduction, up to a certain limit. The budget intended to phase out that additional deduction over the next five years and bring credit unions under the general rate.
“We’ve not heard from the finance minister on how he is going to fix this, we haven’t even heard him acknowlege it,” Nash said at a press conference But the Deloitte report i n O t t a w a Tu e s d a y. found that Bill C-60, the
budget implementation bill, modified a tax definition for credit unions and caisses populaires that means income no longer covered by the additional deducation will not qualify for the general rate reduction enjoyed by larger corporations, in effect raising the credit unions’ tax rate to almost 28 per cent by the end of the phase-in period. Nash said the NDP was opposed to the planned increase of four per cent, to be phased in over five years, because many credit unions are not-forprofit or serve a particular role in a community and higher taxes could hinder their ability to fulfill that role. She said some credit unions might not even be aware of the accidental tax hike. Asked if the NDP would support a fix if the government brings one forward, Nash pointed to the difficulty posed by prorogation, which has delayed the return of Parliament until at l e a s t m i d - O c t o b e r. The Improvement of HealthCare Delivery & Managing Its Cost Is Everyone’s Business. Can our fragile NHIS withstand the pressure and demand of its services? Ghanaians certainly have more choices of food than ever before. We now also have relatively more access to hospitals, clinics and medicines, and therefore should be a healthy society. But, Ghanaians’ health has been declining and our average life-span is reducing over the years. To promote and improve on health care delivery and health wellness the people and government of Ghana need to think of healthcare system in a holistic approach, by looking at the interrelated elements that affect the health of our people. First, the food we consume has a major effect on our health. For example, the sugar, salt and fat content of our diets are perhaps accelerating our speedy journey to the health facilitates and grave yard prematurely due largely in part to our blissful ignorance of what is actually killing us so sadly. Secondly, our environment is intricately linked to our health. I’m not a medical doctor, but it’s my conviction that , solving basic human problems —like domestic waste and poor sanitation, etc---are just as important as finding medical solutions to our aliments or curing a disease. We cannot expect to have a good cost-effective health care delivery system in this country without a major private and public investment in development and deployment of ways to solve basic human problems in our communities and society. Besides the unhealthy foods, and poor sanitation, our food processes, storage and distribution need a critical revamp. Watch how vegetable growers especially in the urban areas such as Accra sprinkle filthy water on their plants just before harvesting for market vendors to sell them to consumers. Take a trip to slaughter houses and food parlors across the land and you will understand where I’m coming from. The effectiveness of a healthcare system is best measured in terms of how well it keeps its people healthy, properly and quickly it treats patients at least cost. This calls for the NHIS to collaborate with the other preventive agencies to educate the public. In addition, our modern society is increasingly driven by measures of ‘financial success’ by any means necessary. This manifest itself in the form of affluent lifestyle. This has created a high level of unprecedented stress and related chronic health conditions. Therefore, there is a need for the government to work to alleviate the achievement material craze that
place intense pressure on young people, especially. Even the well-funded and most efficient health care system could not withstand a rising tide of chronic diseases .The government’s intervention is therefore urgently needed to address some of our health concerns before the fragile NHIS falls apart. Yes, Personal responsibility is vital when it comes to health issues. But, collective action is also necessary because the consequences of individual’s choices are borne in part by the whole society through the NHIS. The government and businesses (especially, the multi-national foodprocessing companies) in Ghana should therefore consider offering perks and incentives to Ghanaians to stay healthy. It shouldn’t stop there— the Ghanaian consumer should be made to pay a little penalty (through taxation) for consuming products that are unhealthy like tobacco or alcohol. The NHIS should offer reduce annual premium to subscribers who loss weight or stop smoking and attend wellness classes. “Say what?” Now, you want to argue with me before you even know what I’m going to say. You want to tell me that you won’t change your lifestyle or eating habit if you’re offered cash incentive or required to pay more tax on some chemically –saturated foods you consume? Good for you! I don’t care and no one else does if you think the fat, sugar and salt- saturated food should kill you softly, then it’s your own business. The National Health Insurance Scheme debate right now is all about giving more Ghanaians affordable access to doctors, hospitals and medicine. Yet, the vast majority of health care decisions—90 percent or more, experts say---are really made by individuals instead of medical professionals; whether choices are about diet and exercise or ways of managing chronic conditions like diabetes and heart diseases. Therefore, patient’s failure to follow even a basic regiment of prescription drug can leave them with serious medical complications and big medical cost. The government often loses money when people don’t take
their medications for chronic conditions like diabetes and hypertension and later on show up at the hospital, which costs more to treat them. Addressing the deficiencies in health care delivery or improving health care delivery in Ghana requires systematic change in the government’s role and intervention by monitoring how food is advertised on TV, processed and distributed for consumption--and that also means we need to be willing to pay more attention to our lifestyle and what we watch on TV. So it’s necessary for NHIS to incorporate behavioural medicine into the medical twist. Medicine is ninety-percent listening---it’s by listening to the patient’s body and what he says about his aliments. Mindful of the fact that we’re talking about the need for ‘two experts (the MD and patient) to work hand in hand .The Doctor is an expert in human biology and psychology and chemistry. The patient is an expert in feelings, (emotionally and physically). Without bringing these two experts together in harmony, no good cost-effective medicine could be accomplished. Behavioural economists have been telling us for years that people aren’t always rational when it comes to making choices. Sometimes, it takes a little extra push and cash payment or taxation to provide the nudge to encourage or discourage people to rearrange their lifestyles or do what they should be doing for themselves for the sake of self-preservation and longevity. Yes, employers using incentives as a way to get employees into gym, wellness programs, loss weight, stop smoking or other health improvement programs is the step in a right direction if we really want to save money and sustain the NHIS. By the way, who is regulating the skyrocketing herbal medicines invasion in the country? People are wantonly and naively consuming these unhygienic and low standardized drugs with little or no instructions. Unfortunately, some of these herbal medicines are just based on nothing, but wishful thinking, fortified by ignorance. Yes, improving on the health delivery system in Ghana and limiting its cost is everyone’s business—including individuals, government, herbal medicine peddlers, food companies, food vendors and chop bars operators, therefore using incentives and taxes as a tool is not a wacky idea at all. FOCUS It is Back to School Again and We are All Involved! By Joe Kingsley Eyiah, OCT, Brookview Middle School, Toronto-Canada September is here again! It’s back to school for most students in both Canada and Ghana. Going back to school or starting school present problems not only to the students but to their parents and teachers as well. So what do we do as parents, teachers and students when schools re-open this September? A lot! For lack of space, I share with readers a few of the things we could do as parents, as teachers and as students. We need to plan ahead, give ourselves deadlines with the goals we set, get started and review our performances/ goals for successes and failures making amends where necessary from time to time. A s
P a r e n t s :
Perhaps most parents become very happy when it’s September. That’s the time they “ship” their children (with all the headaches they give them at home) back to school and for that matter to the teacher after the long school break. This assumption notwithstanding, parents still have a lot to do for their children and those
who teach their kids if we want a successful school year for our children. Parents have the responsibility (I call it obligation) to ensure that their children are well fed, appropriately clothed and ready with all the school supplies needed before leaving home for school. Once I asked a friend, “Do you know your child’s new teacher?” The reply was: “No. Why should I care to know? After all, all teachers are the same. I don’t care who teaches my child.” My friend was wrong. Unfortunately, that is the position many parents choose by failing to find out who their child’s teacher is from the very beginning of the new school year!
Opportunities are there for parents to know their child’s teacher before they are summoned to the school on their child’s misconduct or poor academic performance sooner or later. In Ontario, parents are allowed to go with their child to the school’s first assembly to listen to the school authorities and meet in person who will be teaching their children. In Ghana, the same goes for open days and Parent/ Teacher Association (P TA ) m eet i n g s . As parents we need to seize such opportunities to acquaint ourselves with our child’s teacher before it’s too late. Also, we could request a meeting with our child’s teacher or visit our child’s school a few days or weeks into the school year at our convenience. There is much to gain and nothing to lose if we team up with those who teach our children from the very beginning of the school year to ensure that our kids succeed at school.
of the school year. Such early parental supervision of the child’s school work at home would leave no room for laziness on the part of our kids when it comes to school work. The early bird catches the worm! Check your child’s school planner every time he/she returns from school if possible. Make this possible and start as soon as the school year begins. Many if not all schools send information and special permission forms home at the beginning of the school year. Parents must ensure that such letters and permission forms are carefully read, understood and those needed to be signed and returned to school are duly complied with. Let’s demonstrate the sense of responsibility for our children to take us serious. As
Teachers:
Help your students have their path of learning.
Teaching is a profession and those who enter It is also very profitable it must demonstrate to supervise or monitor professionalism in the our children’s homework duties. It is the duty of from school each night every teacher to prepare right at the beginning for the school year. It therefore incumbent upon every teacher to go through the curriculum he/she will be teaching for the school year and plan the syllabus for the year or at least the term before the students return to school. This will help the teacher to identify the resources and materials that will be needed in the classroom for the teaching and learning process. I am
highly impressed with the team work of teachers in Canada, at least as I know of in the Toronto District School Board (TDSB). Teachers teaching the same grade level in a school meet to plan the syllabus for the year under a grade convener. There is therefore uniformity and agreement on what is taught by the teachers using the provincial curriculum and expectations. Such teacher preparation ensures smooth classroom work for the school year provided class management is professionally handled by the teacher. It is also important for the teacher to set classroom rules with students and see to their enforcement throughout the school year. Teachers are also obliged to support the school administration in school discipline from the word go! I personally believe in preventive discipline and admire the teacher who employs such administrative tool. Team work with fellow teachers as well as parents is what I advocate for every teacher at the beginning of the school year. The teacher must introduce him/herself to the parents of his/ her students as early as possible. Call home and talk to the parents of your students. Seek the support of parents to make sure your students succeed. Co-operation of parents in the teacher’s work is very necessary and the earlier it is sought the better. It is said that, ‘individuals
play the game, but teams beat the odds’-SEAL As
Students:
There is a Ghanaian adage that says, “no one drinks a medicine for a sick person.” And Brookview School in Toronto carries the following words as its motto: “Success Has ‘U’ in It.” Oh, how true! Students must know and understand that they go to school to learn. Though teachers are there to help them learn, much of how they succeed as learners depends on them. The long vacation often causes students to forget most of what they have learned the previous year and since the early days of the new school year are used to revise stuff learned at the previous grade level students ought to take such days seriously. There should not be playing of truancy. Also, parents buy a lot of school supplies for students at the start of the academic year. Students must respect and take good care of such supplies. It is back to school, students should therefore cut the time they spend playing or watching television late into the night. Many students are late to school in the mornings because they don’t go to bed early. P u n c t u a l i t y, t i m e l y completion of homework and positive attitude toward studies are obvious hallmarks of success at school and all students ought to chalk them!

Ontario expands police Taser use after Sammy Yatim shooting Police forces will make decision about which officers carry stun guns Ontario’s governing Liberals will allow police to expand the use of stun guns in the wake of last month’s fatal shooting of teenager Sammy Yatim aboard a Toronto streetcar. Ontario Community Safety Minister Madeleine Meilleur made the announcement Tuesday, exactly one m o n t h a f t e r Ya t i m , 18, was shot multiple times and stunned with a Taser by police during a confrontation on an empty streetcar. Meilleur said existing rules that limit the use of Tasers, also known as stun guns or conductive energy weapons (CEWs), will be changed to clear the way for individual police forces to set their own guidelines about which officers can use them.
The fatal shooting of Toronto teenager Sammy Yatim has sparked debate about the use of force by police. The fatal shooting of Toronto teenager Sammy Yatim has sparked debate about the use of force by police. (Facebook) P r i o r t o Tu e s d a y ’s announcement, Ontario had restricted the use of stun guns to a select few supervising and tactical officers, setting Ontario police apart from counterparts in several other provinces and with the RCMP. Police chiefs have been advocating for the expanded use of stun guns for years. Meilleur said the move will widen the use-of-force options available to police. “This is the right decision to make and will increase
community safety by preventing injury and death,” she said. She also said the decision to expand stun gun use is based on research, stakeholder input and past inquests by coroners, and added that the province will keep a “watchful eye” on how stun guns are used by police. Meilleur said the Yatim shooting did not play a role in Tuesday’s decision, saying it had been in the works for months. She also said each time a police officer uses a stun gun, it will be recorded and reviewed. Toronto police Deputy Chief Michael Federico told CBC News that his officers will provide stun guns to more front-line officers, who will first receive approximately 12 hours of training.
Scrap foreign ownership limits to create more wireless competition, report suggests OTTAWA -- If the federal government really wants healthy competition in the wireless market, a new report says it should just do away with the limits on foreign ownership and other regulations. The analysis published Monday by the right-ofcentre Fraser Institute is the latest input into the heated debate on the upcoming auction of valuable wireless spectrum. The big three Canadian providers -- Bell, Telus and Rogers -- are furious that current rules might allow an American giant like Verizon to bid at the auction. As the system works now, the government limits how much of the spectrum the big “incumbent” companies can buy up, in order to encourage smaller players to come to the table. That theoretically would stimulate competition across Canada and ultimately keep prices down. But those smaller players - - Wi n d M o b i l e o r Mobilicity for example -- could be bought up by a firm like Verizon, which would theoretically have an easy time snapping up the spectrum that is off limits to the incumbents. Because
those big Canadian firms aren’t allowed to bid on all the spectrum available, that could drive down the size of auction bids and give Verizon a potentially good deal. The report, written by senior Fraser Institute fellow Steven Globerman, argues there is no evidence that handicapping the incumbent companies does anything to improve efficient competition. “Given conclusive evidence that the wireless sector in Canada is workably competitive, there would be clearly no conceptual case for competitive handicapping,” writes Globerman. He says that getting rid of the remaining barriers to foreign entrants in the Canadian marketplace would create fears of hostile takeovers of the big three companies, thus creating an incentive for them to be more efficient. But since many telecom firms are in the broadcasting business, the report says that would mean also getting rid of the limits in that industry -- a foray into the cultural realm that no Canadian government has wanted to make.
Globerman says the government already has good levers at its disposal for making sure the industry is competitive -- namely the Competition Act. In the absence of handicaps in the auction, the Competition Tribunal would evaluate major acquisitions and mergers, and hear complaints about anticompetitive behaviour.
Responding to Tuesday’s announcement, the Canadian Civil Liberties Association said expanding stun gun use is not the right approach. The CCLA says there should instead be more police training on de-escalation techniques and how best to deal with emotionally disturbed people. The Special Investigations U n i t — O n t a r i o ’s police watchdog — has charged Toronto police Const. James Forcillo with second-degree murder in Yatim’s death. Ontario’s ombudsman has launched his own probe into the Yatim shooting, to determine the kind of direction the provincial government provides to police for defusing conflict situations. Retired justice Dennis O’Connor has been asked by Toronto police Chief Bill Blair to lead a separate review of police procedures, use of force and police response when dealing with emotionally disturbed people. Prime Minister Stephen Harper announces plan to Toughen Laws against those who exploit children TORONTO — Prime Minister Stephen Harper today announced the Government’s plan to introduce comprehensive legislation that will better protect children against sexual exploitation. The Prime Minister was joined by Peter MacKay, Minister of Justice and Attorney General of Canada, and Julian Fantino, Minister of Veterans Affairs. “Our Government continues to help make our streets and communities safer by cracking down on predators who abuse and exploit children,” said the Prime Minister. “New legislative amendments will be introduced this fall to better protect children from a range of sexual offences, including c h i l d p o r n o g r a p h y, while ensuring that offenders receive tougher sentences.” The proposed amendments to Canadian
legislation would: · Increase penalties for offenders who commit sexual offences against children, especially those who violate the conditions included in probation orders, prohibition orders and peace bonds; and, · Ensure that sentencing takes into account each young life that has been devastated by a predator through ending sentence discounts for multiple child sexual offences. This announcement is part of a broad range of actions our Government has taken since 2006 to protect communities from child sexual offenders, punish offenders to the full extent of the law, hold violent criminals accountable, enhance the rights of victims, and increase the efficiency of our justice system. Industry Minister James Moore has already signalled he will not be changing either the date or the rules around the auction, scheduled for January 2014.

Liberia students all fail university admission exam Liberia education system is said to be in a “mess” L i b e r i a ’s e d u c a t i o n minister says she finds it hard to believe that not a single candidate passed this year ’s university admission exam. Nearly 25,000 schoolleavers failed the test for admission to the University of Liberia, one of two staterun universities. The students lacked enthusiasm and did not have a basic grasp of English, a university official told the BBC. Liberia is recovering from a brutal civil war that ended a decade ago. ‘Dreams shattered’ President Ellen Johnson Sirleaf, a Nobel peace laureate, recently acknowledged that the education system was still “in a mess”, and much needed to be d o ne to impr ove it. In English, the mechanics of the language, they didn’t know anything about it” Momodu Getaweh
University spokesman Many schools lack basic education material and teachers are poorly qualified, reports the BBC’s Jonathan Paye-Layleh from the capital, Monrovia. However, this is the first time that every single student who wrote the exam for a fee of $25 (£16) has failed, our reporter says. It means that the overcrowded university will not have any new first-year students when it reopens next month for the academic year. Students told him the result was unbelievable and their dreams had been shattered, our reporter adds. Education Minister Etmonia David-Tarpeh told the BBC Focus on Africa programme that she intended to meet university officials to discuss the failure rate. “I know there are a lot
of weaknesses in the schools but for a whole group of people to take exams and every single one of them to fail, I have my doubts about that,” Ms David-Tarpeh said. “It’s like mass murder.” Ms David-Tarpeh said she knew some of the students and the schools they attended. “These are not just schools that will give people grades. I’d really like to see the results of the students,” she added.

US Commends Ghana The United States (US) has commended Ghana for its commitment to a peaceful resolution of the 2012 presidential election dispute. Below is the full statement from the United States Supreme Court Decis i o n : G h a n a ’s 2 0 1 2 Presidential Election The United States commends Ghana’s commitment to a peaceful resolution of the 2012 presidential election dispute through a legal process,
which culminated in today’s Supreme Court ruling upholding the results announced in December. We respect Ghana’s judicial process and the transparency of the court’s proceedings, which were broadcast live and in full on television and radio. The United States also applauds the political parties for their commitment to nonviolence throughout the legal process, and we compliment civil society organizations and other key stake-
holders for their efforts to strengthen democracy and promote peace. We remain committed to working with the people of Ghana, their government and with leaders of political parties and other civil society organizations to ensure that Ghana remains a model for democratic governance, rule of law, and stability. University spokesman Momodu Getaweh told Focus on Africa that the university stood by its decision, and it would not be swayed by “emotion”. “In English, the mechanics of the language, they didn’t know anything about it. So the government has to do something,” he said. “The war has ended 10 years ago now. We have to put that behind us and become realistic.” BBC

IMMIGRATION AND SOCIAL ISSUES By: James A. Kwaateng, B.A. (Hons), LLB (Hons)
The Role of Pardons in Immigration Applications Generally, a person with a serious criminal conviction is not likely to be admitted into Canada as an immigrant or even as a visitor, except the Immigration has no knowledge of his criminal history. However, if a prescribed period has passed after the person has completed his sentence or committed the offence and the person was not convicted of a subsequent offence during that time, the person may be deemed to have been rehabilitated. A temporary or permanent resident applicant or any other applicant who has been convicted of, or has committed, a criminal offence outside Canada, and the offence is one that would, in Canada be an indictable offence punishable by a maximum term of imprisonment of less than 10 years, may be deemed to have been rehabilitated if 10 years have passed after completing the sentence imposed upon him after committing the offence. If the offence is one that
would, in Canada be prosecuted summarily and if the applicant was convicted of two or more such offences, then that period is 5 years after the sentence imposed was served or to be served. Similar conditions may apply to offences committed inside Canada. A person who is detained in any penitentiary, jail, reformatory or prison, is not likely to be eligible for sponsorship. Also, persons who are convicted under the Criminal Code of an offence of a sexual nature, or an attempt or a threat to commit such an offence, against any person, as well as persons who commit an offence that results in bodily harm as defined in section 2 of the Criminal Code,
to any family members may be barred from sponsoring relatives. It may not matter whether the offence and conviction took place outside Canada or in Canada. The term “family member in this context is defined expansively. Seek clarification from an expert.
after the completion of his sentence for summary offences or five years after the completion of his sentence for indictable offences. Completion of one’s sentence includes payment of any fines, surcharges or restitution and conclusion of parole and/or probation period.
One does not necessarily have to wait five years or more to be deemed rehabilitated in situations where one applies for rehabilitation or a pardon. Immigration Regulation 133(2) indicates that a sponsorship application may not be refused on the basis of a conviction in Canada or outside Canada if a period of five years or more has elapsed since the completion of the sentence imposed and the sponsor has demonstrated that he or she has been rehabilitated, or if a pardon has been granted and has not ceased to have effect or has not been revoked.
A pardon allows people who were convicted of a criminal offence, but have completed their sentence and demonstrated they are law-abiding to have their criminal record kept separate and apart from other criminal records. When one obtains a pardon, all information pertaining to the conviction will be taken out of the Canadian Police Information Centre (CPIC) and may not be disclosed without permission from the Public Safety Canada.
Generally, one is eligible to apply for a pardon when he has waited three years
It should however be noted that pardons have some limitations. A pardon does not erase the fact that a person was convicted of an offence neither does it guarantee entry or
visa privileges to another country. Also, pardons do not very effectively ban disclosure of some types of criminal acts such as serious sexual offences even though the pardon may serve the desired immigration purpose. Criminality in the context of immigration is a complex area. Seek professional advice whenever you reasonably be-
lieve criminal issues in your case so necessitate. James A. Kwaateng is an Immigration Law practitioner with offices located at 168A Oakdale Road, Suite 4, Toronto, Ontario. For thorough discussion of your immigration and related social and legal issues, contact him at telephone number (416) 7432758 for an appointment.

BUSINESS
Personal Milestones & Financial Implications By Eddie Twumasi Smith Bsc(Hons) Chem Eng, MBA,CGA, CPA
Day in day out we make decisions and choices that affect our financial well being in the short term, or in the long term either positively or otherwise. Over time, the sum total of these decisions or choices can affect our financial health, improve our net worth or create a financial black hole. World renowned physicist Stephen Hawking defined black hole as a body that absorbs all radiation of light in the process destroying all traces of consumed matter or energy. To paraphrase this in financial terms, our choices and decisions if not taken without sound basis can ultimately plunge us into a situation where any increase in net worth in the short term will not have any significant improvement in our livelihood in the long term . The danger is when we hit a financial black hole, it takes a lot of effort to recover or a lot effort to make appreciable change in your financial wellbeing. A person is deemed to be in the financial black hole when the sum total of all his/her liabilities far outstrip the sum total of all assets discounted into present value terms. In other words, a person in financial black hole has huge negative net worth. Moshe Milevsky in his book Money Milestones defined or calculated net worth as difference in the sum of your total capital and liabilities. He calculated Total Capital as summation of “Explicit Financial Capital + Implicit Financial Capital + Estimated Human Capital. He goes on to calculate liabilities as the summation of “Visible Debt and Liabilities + Estimated Hidden Liabilities. The interesting thing about this equation is that, these variables in the equation are not always the same at different stages of our lives. One can increase his/her human capital now at a cost or increase in liability and with time, translate the human capital into financial capital. Educational Milestone Over the course of our lives, throughout post-secondary or college, professional live, till retirement; we make choices that affect either the liability or the asset arm or both sides of the net worth equation.
For example, a student who is offered admission to college has the option to take student loan there by increasing his liability side of the equation. The decision to take loan will result in positive net worth provided after college, the student can improve his/her human capital, secure a career where his/her income from employment discounted at a given interest rate will outstrip the present value of the student loan. Data from Bureau of Labor Statistics estimates that at the average exit age of college graduates of 25years, with an average of 40 years of career life, the human capital of a physician for instance is approximately $2.7M, a lawyer is approximately $2.1M, civil engineer $1.4M and a plumber is $960,000 to name a few. This means our choices on the type of college, career, and the loans we take will in the long run be a potential black hole in our financial health if we don’t pay attention to the career, type of college our kids attend or the money they accept as loans during the course of the development. Student loans are just one of those decisions or choices we make which come back to help or hurt us in the long run. Other
Milestones
There are other milestones we aim for and try to achieve such as getting married, starting a family, renting or buying a house, buying your dream car, insurance portfolio investments, savings, career progressions, continuous professional development, insurance coverage for unexpected events, pension & retirement planning and other personal dreams at a given time in our life. These milestones have significant financial implications that can help improve our net worth or hurt our personal balance sheet. These milestones cause us to have to make decisions or sometimes spend over and above our income level thereby accumulating debt on credit card or store cards, line of credit debt or other loans arrangement. I read Bernadette Mary Poku’s article in the March 2012 edition of the Ghanaian News titled “Perspective On Money” and I must say, her narration of her experiences in the article brings to light some of the challenges our youth and even some parents’ face living from pay check to pay check. This is reality and should not be taken with a pinch of salt. It is about time we face the bull by the horn and attempt to educate our youth and
parents on the essence of financial planning and setting financial goals at every stage of development throughout our lifetime. It is unfortunate most parents spend most of their time teaching their kids on good morals at home, encouraging their kids to take their education seriously but hardly do you hear or see parents teaching their kids about financial literacy at home. That is teaching our kids the culture of worth creation, savings or financial planning. The kids grow up and are not able to think holistically about their finances or how to use financial resources but are left at the mercy of some profit loving financial institution whose main interest is to make profit at the expense of their standard of living. To add more flesh or context to the above rhetoric, I had a discussion with one of my friends who has three (3) credit cards, one (1) store card and a line of credit at varying rates. I inquired why the need to keep all these cards? He responded, one financial institution offered him a lower rate to transfer his balance as such he transferred his old debt to this new credit card. He thought he had a good deal on the new credit card hence started spending left right and forward. My curiosity caused me to read the details or fine print on my friend’s new credit card and to my surprise, even though he got a lower rate for the balance transfer, any subsequent spending on this new card was higher than the old credit card. There are no free lunches my friend! I would like to use a very simple analysis here on the savings we can get if we decide to consolidate our debt instead of spreading our debts across various cards. My friend who has a balance of $ 7,500 on the first credit card at 15.0% and $ 8,000 on the second credit card at 18.0% and paying an average monthly rate of $200 on each will take approximately 54 months paying a total of $ 10,800 on the first credit card and approximately 65 months on the second credit card paying a total of $13,000. In the end my friend will end up paying $23,800 on the assumption that he is not using these cards to incur more debt. If this same debt is consolidated on a line of credit at 3.25% paying off at $400 per month will take approximately 41 months costing my friend a total of $16,400 on the assumption no additional spending is made on this line of credit. Between the two financing strategies, my friend will cont'd on pg. 45
Should you declare bankruptcy or should you make a Proposal to your Creditors?
By: Ken Ntiamoa, MBABIA Insolvency Counsellor
As the calls from Collection agents continue unabated and you are spending sleepless nights worrying about what to do, may I put you on your toes by this article? You have three options, no, four actually. The first is to do nothing and hope the calls and its associated problems will go away. The fact is that they will not go away until you act. Even if the calls do stop, it doesn’t mean the debts have been forgiven. Your file may be purchased by another collection agency. You may be summoned to appear in court by a collection agency or a lawyer representing the collection agency or the bank. In either case, a judgment will be preferred against you whether you appear in court or not. If the case goes to court, your debt may increase by court costs, lawyer’s fees and post judgment interest. After the judgment, your wage may be garnished; your bank accounts seized and other assets such as cars and houses encumbered. You still have three options left even after the case goes to court. Remember, the first option was do nothing and that’s how you ended up in court in the first place. The second option is to settle the debts. If you have the means, you may offer your creditors a lump-sum payment to settle the debt. Usually, this is difficult to do since most debtors don’t have large sums of money to offer lump-sum settlement. The third option is to do a proposal to your creditors where you ask your creditors to waive off a portion of the debt and interest so you can pay the balance
on a monthly basis until the agreed amount is paid off in two to five years time. The final option is to go bankrupt. What happens in a bankruptcy situation will be discussed in another article, but suffice it to say that whichever option you choose will depend largely on your own circumstances. It varies from one person to another. What I know is that, some one introduced a family who owed $100,000 to me. They had gone to a big Proposal Administrator in the city to do a proposal to repay their debts. They reached an agreement to pay their creditors $1,000 a month for 60 months for a total of $60,000. I had the opportunity review the proposal for them and negotiated a lump-sum of $14,000 plus $250 a month for 24 months for a total of $20,000. The family was obviously thankful and happy. If you are having debt problems, call me at 416-398-1877 ext 201. I will help you face them squarely and resolve them for you. D o n ’t f a c e y o u r d e b t s a l o n e . TALKING FINANCES An Eagle In The Chicken Coop Part 1 of 2 By: Gabriel Quayson, Toronto
Many of you have heard a story about an eagle in a chicken coop. An eagle is symbolically recognized as the king of birds. An eagle also represents freedom, power, success and adventurous life. In major storms while most creatures, including humans are running for cover, eagles fly into the storm. They use the winds of the storm to lift them to higher heights. Sometimes, they achieve heights they have never been before. Therefore, the greater the storm, the higher the height they could possibly reach. A chicken coop is a confined space where chickens are typically restricted to from hatching to dinner plates. Chicken coops are typically confined only on the sides. The top is not fully covered to allow for sunlight. Consequently, most birds would be able to fly over the walls of the coop to freedom. Most of the chicken may never leave the 20 feet by 40 feet enclosure until its time to go into KFC boxes. Their sole purpose is to be made ready as a meal for others. In the coop, all the chicken’s basic necessities are provided by the farmer.

The naturalist, not wanting to give up, put the eagle on a fence post in the center of the chicken yard. He then commanded, “Fly Eagle!!!” The bird once again found his way to the ground and began pecking at the sand for worms. “Strike two, nature boy.” The naturalist then had an idea; he took the farmer on a trek high into the mountains. They climbed for several hours until they reached the highest mountain’s peak. When they finally stopped, they found themselves surrounded by other eagles gliding through the skies on lofty air currents. The naturalist pushed the eagle from the cliff of the mountain top into
the air shouting, “FLY EAGLE!!!” If you don’t fly, you will fall to your death. Now recognizing its potential and being placed in the appropriate environment, and having no avenue of retreat, the eagle began flapping its wings and soared through the skies above the mountain tops. The eagle was further able to see small objects on the ground and the lake below while flying high at the mountain tops. MOVING FORWARD WITH OUR YOUTH THE FUTURE OF OUR COMMUNITY
Positive and Negative Aspects about Proliferation of FM Radio Stations in Ghana By Kwabena Akuoko, MSW, RSW,, Toronto
Long before the liberalization of electronic media, which commenced approximately two decades ago, radio broadcasting and programming through the Ghana Broadcasting Corporation (GBC) was the most predominant medium of disseminating information in Ghana. The liberalization has further increased the popularity of radio broadcasting with the consequential proliferation of frequency modulation (FM) stations. There are currently 247 FM stations in Ghana, and the proliferation has simply been a mixed blessing in many respects. FM radio broadcasting has now surpassed print media and television broadcast as a medium in which the vast majority of Ghanaians in every corner of the country get informed about what is happening locally, nationally and globally. Radio broadcasting is also the popular source of information about various sporting activities and entertainment among many listeners. Proliferation of private radio stations in essence confirms that freedom of press has taken firm roots in Ghana and that has correspondingly enhanced freedom of expression with tremendous promotion of citizens’ active participation in democracy. Ghana now compares favourably with Western democratic countries where freedom of press and freedom of expression are unrestricted. Among the many methods of radio disseminating of information, phone-in system of broadcasting popularly referred to as talk radio programs remain the most popular. Various talk radio programs have become the unparalleled avenue for Ghanaians of all walks of life to contribute to various national debates. For this particular reason therefore, the proliferation of radio broadcasting has been a blessing in our country. It has simply become the platform for civic education and engagement. Never before have Ghanaians become interconnected and well informed about various political, social, economic, environmental and other issues in Ghana simply because of the large number of FM radio stations. There is now a greater awareness among the general population that freedom of press and freedom of expression are of fundamental importance to any open society. One important advantage in all this is that because of its cost-effectiveness, FM radio broadcasting continues to expand to reach millions of people in the country. Advantageously also, radio programs can be enjoyed day and night, at home, at work and while driving for instance. Having recognized the important benefits about the explosion of FM radio stations in Ghana however, I also want to point out some of its shortcomings. First and foremost, many radio broadcasting programs are characterized by vulgarity, character assassinations and personal attacks or insults, half-truths information and other unprofessional journalistic behaviours. And as a result, the National Media Commission (NMC) or the National Communication Authority (NCA), government agencies that are mandated to register, license, regulate
and monitor the activities of all media organizations have a huge responsibility to sanitize what can only be described as filth in the Ghanaian airwaves. R a d i o broadcasting or programming is now full of untrained individuals who call t h em s el v es p ro g ram hosts and do not seem to know anything about broadcast journalism. They calculatingly spread falsehood for personal and partisan political gains. Anything seems to go on the air these days and some people make negative utterances without thinking about the wider implications of their comments. These so-called radio hosts do not have any inkling about the responsibility that goes with exercising freedom of expression prudently because of its democratic values to an open society. Instead of the appropriate use of the grand total of 247 FM radio stations nationwide to disseminate information and also stimulate important national debates, some of these stations have merely become platforms for propaganda for various political entities. These FM radio stations are unfortunately full of unnecessary comments and political insinuations disguised as debates. Petty issues are usually blown out of proportion by some mischievous radio hosts who have their own hidden agendas. As a result of the lack of professionalism among those self-styled radio hosts; they habitually and intentionally engage in character assassinations and half-truths in the air. Also with no regard for journalistic standards, talk radio hosts put a spin on issues whether political or not, while they carry on with their own devious acts on air all in the name of freedom of press or freedom of expression. What they fail to comprehend is that their behaviour amid lies is direct opposite to freedom of speech. Untrained individuals disguised as broadcast journalists are systematically causing serious harm to Ghana’s democracy because they seem to be in alliance with some unscrupulous politicians in instigating political uneasiness in our country, and they need to be stopped. Understandably, true democracy allows people to air their views freely, but they also have an obligation to pursue the truth and conduct discussions in a civilized manner instead of what I see as the disharmony that currently dominates the Ghanaian airwaves. Both NMC and NCA need to clean the rudeness on the Ghanaian airwaves. I accept the fact that anything positive also has its negative aspects and the proliferation of FM radio stations in Ghana is no exception. While the popularity of private radio broadcasting has enhanced press freedom and freedom of expression among other things, it has also become the pathway for others to spew venomous language on the airwaves to cause negative provocation. We need to ensure that as a medium, radio broadcasting is positively used to disseminate information and also champion the cause of democracy, but not as a tool to incite political and social disquiet.

Kofi Annan pushes for reforms in Ghana's electoral system Former United Nations Secretary-General, Kofi Annan has called for reforms in Ghana’s electoral system to address the flaws that were identified during the hearing of the election petition challenging John Mahama’s presidency. Kofi Annan pushes for r e f o r m s i n G h a n a ’s electoral system Myjoyonline.com He said the fact that the matter has been successfully adjudicated “must not blind us to the flaws in our electoral system that the judicial review has brought to light”. This was contained in a statement issued by the former UN Boss a day after Ghana’s Supreme Court dismissed a petition by three leading members of the opposition New Patriotic Party, challenging the declaration of John Mahama as winner of the December 2012 presidential election.
“I congratulate President Mahama on the confirmation of his electoral victory, and the Supreme Court for its rigorous examination of the complex questions that came before the Court for adjudication. “I also congratulate the New Patriotic Party and its leader, Nana AkufoAddo, for the spirit of responsibility that they have demonstrated by respecting the ruling of the court. By doing so, they have helped to further entrench the rule of law and deepen democracy in our country. “That we were able to resolve this contested electoral result peacefully
through our justice system is an encouraging illustration of the progress we have made as a society over the past two decades. Indeed, this transparent and impartial audit of an election by a court sets a precedent for Africa as a whole of which we can be proud. Ghana has once again lived up to its reputation as a beacon of democracy on the continent. This is an achievement in its own right, but also a solid foundation for lasting stability and prosperity. “This success must not blind us to the flaws in our electoral system that the judicial review has brought to light. All concerned need to work energetically to ensure that these flaws are addressed through the necessary institutional reforms. We have a bright future to build together, as the Ghanaian people. That future begins today,” the statement concluded. myjoyonline.com

Making Judicial Decisions like any other Job and Business cont'd from pg. 5 Billion if one estimates $15 million per day in investor and capital flight. In addition, if the decision goes for Nana Akufo Addo, then according to the constitution, he has to serve his term of 4 years, which implies a total shift in the election cycle, not counting the disruption in the life of President John Mahama and the nation. As a solution I strongly recommend to the Speaker of Parliament and the President to initiate a limitation of the number of the Supreme Court Judges. The nation should cut back on Judges at the Supreme Court by 50% and give Judges time limits to deal with cases or be terminated if they fail to meet a public evaluation survey every two years. If other nations can resolve Presidential election disputes in 21 days, then that should be an expected norm. If our Judges take 8 months or years to resolve cases that should take say 3-4 weeks, my recommendation is to deduct the financial losses as equivalent amount from their retirement emoluments. This should be our policy going forward that Judges must be evaluated every two years by an independent evaluation body of their work performance. Where they fail to meet satisfaction levels, they should nicely and honorably be asked to retire or go back to private practice. Period! No nation has infinite amount of money. Ghanaians still pay extremely high (45% to 200% in some cases) port duties and taxes on imported goods and vehicles, in addition to road and bridge tolls, vehicle registration fees, income taxes and property taxes. In the mean time domestic production is less than 10%, and no jobs are being created for the youth. What is the role of government, then! If these old Judges wearing white wigs are terminated after 2 years, perhaps the young Lawyers will be promoted and society can move on! D r. Kwaku A. The Olives-Ghanaian Youth Choir-Storms Toronto From Uncle Joe Kingsley Eyiah, Lighthouse Chapel Int., Toronto
The premises of the Lighthouse Chapel International in Toronto was on August 9, 2013 electrified with voices of praises from children from Ghana known as the Olives. The Olives is a group of dedicated children from the Lighthouse Chapel International head office in Accra, Ghana whose mission is to sing Christ to the world! Every year, God permitting, this mass choir of children aging between 7 and 12 years take their songs to a selected part of the globe. The Olives Tour-2013 brought these 65 dedicated young voices under the guidance of 10 adults (Pastors as well as parent-volunteers) to Toronto, Orlando, New York and Washington DC all in North America. Accompanied by their own trumpeters, guitarists and drummers the children sang powerfully oldies such as ‘O how I love Jesus’, ‘Just a Closer Walk with Thee’, ‘Say I Do’ among
others. The Olives Tour is organized every year from Ghana under the tutorship of Rev. Oko Bortei-Doku. In a brief sermon during the night, Rev Oko Bortei-Doku used the admonishment given by God to Moses to teach a song to the children of Israel for their further guidance to encourage parents and elders of the society to teach the young ones songs of God and skills of life. Frankly Speaking Ghana’s Supreme Court Election Decision sets Ghana on a dangerous Political Course By: Michael Baffoe, Winnipeg, MB
After eight months of tension, anxiety and great expectations, Ghana’s Supreme Court has finally dismissed the petition filed by three top leaders of the opposition New Patriotic Party which challenged the validity of the election results that declared John Dramani Mahama as the President in the December 2012 elections. The President of the Tribunal, William Atuguba took only three minutes to read out a judgement without assigning any reasons for their decision. The dramatic and strange decision of Ghana’s Supreme Court on this historic case raises more questions than answers. By the tenets of Ghana’s Constitution, the Supreme Court is the final arbiter in disputes resulting from Parliamentary and Presidential elections in Ghana. All around us in Africa, fraudulent conduct of election and the stealing of elections with impunity have led to violence and bloodshed. The Petitioners in this case decided that Ghana should stand out of the violent post-election crowd on the continent by resorting to the resolution of their grievances through legal means. They sought to put their faith and trust in the rule of law. Many Ghanaians and indeed others around the world have lauded
the legal moves taken by the petitioners. From the mountain of evidence mounted by the Petitioners led by their legal team, the malpractices in the December 2012 elections were blatant enough to have sparked violence if the petitioners had not decided to choose the path of law instead of violence. Instead of recognizing their noble efforts, they were instead paid back with a legal decision that is strange and difficult to comprehend. The petitioners case centered around the following issues: Over voting, voting without biometric verification, absence of the signature of the presiding officer and duplicate serial numbers on the pink sheets used for the declaration. They presented enough documented evidence to back up their case. They contended that very serious malpractices and irregularities occurred at nearly 11, 000 polling stations across the country on election day in December 2012 which
calls for the nullification of 3,931,339 “invalid votes” which would have tilted the results in favour of Nana Akufo Addo. They further submitted that the 5,248,898 declared by Dr. AfariGyan for Nana AkufoAddo should have been 4,0157,12 representing 56.85% since 1,233,186 of the votes were invalid and should be annulled.
the whole panel. Justice William Atuguba named Justice Baffoe Bonnie as one of the judges who dismissed the case of voting without biometric verification, one of the electoral irregularity cited by the Petitioners. He also cited the same judge, Baffoe Bonnie, as having upheld the voting without biometric verification irregularity.
Any lay person would have easily recognized the validity of the petitioners’ claim in just one area: the issue of over-voting. In most polling stations in the Northern, Upper and Volta Regions, the votes cast and declared were in some cased so many times higher than the number of registered voters in the polling stations and constituencies. The list goes on and on. Yet the Supreme Court, per its decision, saw no merit in this case.
However the record of the decision obtained later by Joy News reads: “Atuguba, Adinyira, Dotse, Gbadegbe and Akoto-Bamfo, JJSC dismiss the claim relating to voting without biometric verification.” “...Baffoe-Bonnie JSC grants the claim of voting without biometric verification cancels the votes involved and orders a rerun of t h e a r e a s a ff e c t e d . ”
Everyone was expecting that the Court was going to give its judgement and carefully assign reasons for the decision. No, it did not happen that way. The Chair of the Panel looked and sounded very angry in delivering the three-minute judgement. In the process, he said certain things that were so serious that they raised further questions as to whether the decision was actually carefully thought out and agreed upon by

So which of these decisions should we take? The one with Justice Baffoe-Bonnie being recorded as upholding the Petitioners’ claim, or the version announced by Justice Atuguba as Justice Baffoe-Bonnie voting to dismiss the petitioners’ claim? This is a very serious matter! This confusion raises the question as to whether the decision was 5-4 in favour of the Respondents, or 6-3 (in favour of the Respondents) earlier announced by
the Justice Atuguba. This strange decision of Ghana’s Supreme Court in this historic and landmark case has certainly set Ghana on a very slippery and dangerous political road as far as elections are concerned. People will lose faith in the electoral process. The decision also now creates the impression that there is nowhere to turn to in the event of electoral malpractices. It legitimises electoral fraud and malpractices. We hope and pray that people will not take the law into their own hands in subsequent elections when they suspect fraud because there is no legal recourse to turn to for justice. The portends are really frightening indeed. It is my hope that
those that perpetuated this gargantuan electoral fraud on Ghanaians in December 2012 led by my former political science professor, Dr. Afari Djan, will not be emboldened to plan more gargantuan electoral fraud having been rewarded this time around. I have faith in the fight for justice. I strongly believe that when morality and good cause are on your side in your fight for justice, victory, in this case victory for the true will of the people of Ghana, will certainly come one day. As President Barack Obama said in his speech marking the 50th anniversary of Martin Luther King’s “I have a Dream” speech in Washington, “no amour is strong enough to stop the march to victory on the battlefield for justice”.

The consequences of bitter separation/divorce for young people By Golda Abena Quayson
Marital disruption such as separation or divorce may have far more negative consequences for young people than normally anticipated. Acrimonious divorce particularly has harmful effects on children’s behaviour and academic performances. When parents get locked in marital disputes and act untoward each other, it has negative ramifications for children. Hence regardless the circumstances, it is necessary in my opinion, for disputed parents to find practical and reasonable avenues grounded in the spirit of mutual respect and considerations for each other and most i m p o r t a n t l y, t h e i r children to settle any presenting disagreements. Whenever a marriage relationship ends in divorce for example, it is not uncommon for disputed partners to point accusing fingers at each other and in doing so, they tend to lose sight of what is in the best interest of their own children. In both parents’ efforts to portray the other partner in a negative light, they usually forget that their children are somehow caught in the crossfire. Children caught in the middle of their parents’ marriage dispute develop some unhealthy coping mechanisms in response to their parents’ conflict. If divorce is not handled appropriately, it thus creates hard times for both young children and adolescents in particular. To survive divorce for instance, young people learn to mask their feelings and also engage in negative behaviours, which in turn impact on all facets of their existence. For children’s experiences at home have a direct impact on all spheres of their lives, including their academic performances and their behaviours in and outside the home. Some effects of divorce emerge rapidly following separation and increase over the first few years and then decline. Other effects of divorce however, emerge later on. Divorce thus has tremendous effects on the young people involved not just the two individuals who have chosen to dissolve their marriage. It is therefore unhealthy if ex-partners act untoward each
other in the presence of their children. To a v o i d t h e disapproval of their parents for example, children tend to align with each parent through negative comments about the other. That is their way of minimizing tensions with respective parents and gaining approval from both parents when each parent tells their children bad stories about the other parent. This scenario therefore creates a situation for children to also bad-mouth the other parent whenever they have the opportunity to spend some time with the non-custodial parent. For example, when with their father, children tell bad stories about their mother to gain his approval and minimize tensions with him and vice versa. Sadly enough however, the strategy of children telling negative things about their respective parents only feeds the conflict between the parents as both of them feel more justified in their position with the new ammunition delivered by their children. Therefore, as the marital dispute or disruption escalates, the children increasingly become subjected t o g r e a t e r h o s t i l i t y. E v e n t u a l l y, children break down under the strain of conflict between the despising p a r e n t s . C h i l d r e n ’s distress may take the form of academic underperformance, anxiety, de pressio n , bullying, victimization and even physical complaints such as headaches and stomach aches. And because of the pre-existing parental animosity and then stories of their children, both parents end up blaming each other for their children’s distress. Both parents present self-righteously in their position, and are remarkably defensive towards any insinuation that their behaviour may be contributory to
the children’s situation. Parents then present with a profound sensitivity to feeling blamed. The immediate effects of divorce for instance such as hurt, anger and confusion, are present among children than even the two divorced parents. The pressures of growing up are thus often compounded by the stress of divorce and family breakdown. The fact of the matter is that the effects of divorce on children put them at a serious emotional and psychological risk. Having to adapt to the changes in relationships due to the change in living situations can also create more stress for children. Separation or divorce may be a relief for one or both of the disputed partners, but is certainly a challenge for young people involved and the only way they learn to cope with it is if they have their parents’ support and love. As already pointed out, children’s academic work also suffers amidst unnecessary and protracted parental conflicts. Children may not perform in school up to their potential or high scoring students may drop to a very low scoring status because of the acrimonious separation or divorce of their parents. Ideally, parents who deal with a divorce want to protect their children from the same stress and pain they usually feel, but unfortunately, that goal is not usually achieved due to the intense animosity they harbour a g a i n s t e a c h o t h e r. In the midst of divorce, the overriding concern should always be about how best both parents can continue to raise their children together as normal as possible. Marital disruption of any kind presents serious challenges to young people, and it is far more destructive to children’s psyche to tell them that one parent is the reason why both their parents are no longer together. In the best interest of the children therefore, it is necessary for expartners to find amicable way to iron out all their differences and any other presenting issues without getting the children into the cross-fire of intense anger usually associated with bitter divorce.

Coping with anxiety: can diet make a difference
I am often asked this question by family and friends and I think a quick review will be helpful for our readers. Coping with anxiety can be a challenge and often requires making lifestyle changes. There aren’t any diet changes that can cure anxiety, but watching what you eat may help. Try these steps: • Eat a breakfast that includes some protein. This will help energize you throughout the day. • Eat complex carbohydrates. Carbohydrates are thought to increase the amount of serotonin in your brain, which has a calming effect. Eat foods rich in complex carbohydrates, such as whole grains. Steer clear of foods that contain simple carbohydrates, such as sugary foods and drinks. Remember,
They can make you feel jittery and nervous and can interfere with sleep. • Pay attention to food sensitivities. In some people, certain foods or food additives can cause unpleasant physical reactions. In certain people, these physical
it is always better to eat your fruit and not “drink” it, even if it says there is no added sugar. • Drink plenty of water. Even mild dehydration can affect your mood. • Limit or avoid alcohol. The immediate effect of alcohol may be calming. But as alcohol is processed by your body, it can make you edgy. Alcohol can also interfere with sleep. • Limit or avoid caffeine. Avoid too much caffeinated beverages.

I was impressed to read some interesting research work done by a group of psychologists, sociologists and marketing experts at San Franscisco State University in the United States of America found on www.beyondthepurchase. org. Their research work is trying to understand attitudes and connect people’s spending habits, happiness and values. Some of their findings are that, people who have a positive view of the past are more likely to spend their discretionary money on life experiences such as investment, career progression, vacation, and looking for value in spending as opposed to material possessions. In general, people Chuck Swindoll said who are more likely to our attitude and values spend their money on which drives our choices experiences as opposed to & decisions, defines possessions report better our behaviors, and our relationships and higher

Fake Medicines & Corruption In Ghana—Going Behind The Scenes Nobody knows how big the fake medicines problem is in Ghana. So all those so-called ‘experts’ going around bandying figures about are merely seeking attention. We don’t know this basic fact because notwithstanding all the noise that has been made about the problem for more than a decade not one health institution in Ghana has taken it upon itself to actually conduct a baseline study. Even the quality control laboratory we use in Ghana
Personal Milestones & Financial Implications cont'd from pg. 28 save approximate $23,800 - $16,400 =$7,400 over a period of three and half years. This is good amount that can be transferred into a pension plan/RRSP, an investment portfolio, or to enhance the asset side of his balance sheet at the same time reducing his liability side of the equation. The above is a typical example of how our choices and decisions can affect our financial net worth or how we can drag ourselves into financial black hole. This is a typical case where the good old book admonishes saying without knowledge the people perish. Without financial literacy, we make choices or decisions which in the long run hurt our finances and rub us of our hard earned income. This begs the question; will higher income earners have higher net worth than lower income earners? The simple answer is, it depends on one’s attitude towards spending or consumption and investment.
reactions may lead to shifts in mood, including irritability or anxiety. • Try to eat healthy, balanced meals. This is important for overall physical and mental health. Eat fresh fruit and vegetables, and don’t overeat. It may also help
overall life satisfaction and wellbeing. In contrast, people with a negative view of the past are more likely to pursue happiness in life by acquiring material possessions. Psychologists believe that people who feel they have been deprived in childhood attempt to guard against deprivation in adulthood by surrounding themselves with material goods. Unfortunately, pursuing happiness through materialistic pursuits generally results in lower, rather than higher, satisfaction with life. The above findings suggests that for those who are lower on the food chain for any reasons are more than likely attracted to spending or consuming beyond their means or if within their means are not able to invest to improve their net worth. Hence their liabilities far outstrip their asset portfolio. Such people are less likely to invest in their human capital in the interim to improve their net worth in the long haul. For lack of space I will end here and would like to continue on this topic, retirement planning and other financial strategies in the subsequent months.
for testing samples we believe may be fake has yet to be prequalified by the World Health Health Organisation (WHO) as meeting the minimum standards required for pharmaceutical quality control and assurance. According to the Pharmacy Council itself it is able to inspect only 20% of drug stores annually, but our own survey of pharmacies and licensed chemical shops in even Accra show that the majority have not been inspected for several years, and most of those that sell prescription medicines do not have a pharmacist at post as required by regulations. In the last 10 years, the Food & Drugs Authority (FDA) has issued more than 1000 alerts and announcements on fake medicines. Yet, it has not been able to secure even 10 convictions in the law courts related to these incidents. 10 years ago the World Bank conducted a study of the Central Medical Stores, which is the agency that takes custody of the more than $60 million worth of medicines bought by the government every year. The report concluded that ‘The facilities are so dilapidated that they do not conform to modern standards’. Articulatorsfull of medicines were just lying about, rotting, because of leaking roofs, rats, cockroaches and mouldy walls. Precious money had just been thrown away due to lack of simple maintenance. 10 years on, have things changed? Not by much. A visit to the central medical stores (CMS) in Tema still shows serious problems with storage, rodent control, roof leakages, and poor cold chain equipment. But in the CMS you can at least find some management. In most of the regional medical stores (RMSs), the situation is really bad, since poor facilities have been compounded with theft, diversion, and pure corruption. A few months ago, the Accountant of the Ashanti RMS was charged
with stealing nearly 1 million Ghana Cedis. His misfortune was to have stolen money. Had he stuck to the usual practice of stealing medicines, he probably would still be at post. We still have many medicines expiring in the warehouse because there is still no modern inventory and stock-taking system. Meanwhile in our towns and villages people cannot get access to medicines. A study by Charles Allotey of the Health Access Network based on data from the WHO and the World Bank two years ago showed that of every hundred dollars spent by the government on medicines, ONLY 12 dollars reach the Ghanaian patient. More than 88% of the money is wasted on inefficiency and corruption. According to a study by the American Enterprise Institute in 2011, just two weeks after the Global Fund sent subsidised medicines to Ghana, some of the medicines, which were supposed to be dispensed to the public free of charge, began appearing in Togo. It is that bad! It doesn’t take a genius to figure out that corruption on this scale reduces the availability of medicines and create loopholes exploited by criminals to flood Ghana with fake medicines. In our investigations and review of the studies that others have done on fake medicines in Ghana, we were deeply surprised about the level of corruption at all levels in the distribution system and how this corruption was undermining attempts to solve the problem. Some of the efforts that are being undertaken are commendable but more of them are needed. In 2012, the United States Promoting the Quality of Medicines (PQM) program worked in conjunction with the Ghana Food & Drugs Authority (FDA) to sample and assess the quality of
some key maternal health products (uterotonics) across all the 10 regions of Ghana. Samples were picked up from all the major categories of dispensing points, such as private clinics, public polyclicinics, pharmacies, drug stores, medical depots, etc. It was found that less than one-tenth of the oxytocin (an important maternal health product used to reduce harmful bleeding in women after child-birth) on the market was on sale legally. For some of the products it was not even possible to find out their origin. ALL the ergometrine tablets that were sampled FAILED to pass the basic tests for quality. Nearly all the oxytocin products sampled were also shown to have been wrongly formulated. These are the medicines being dispensed to our mothers, sisters and wives in Ghana today. Just imagine the havoc that is being caused. What is the point of free maternal care when pregnant and nursing mothers are being injected with poisons? Even though such scientific collection of information on medicines in Ghana is very commendable, and we hope more continue, one has to wonder whether we are not just revealing the tip of the iceberg. It can be said without fear of contradiction that many of the medicines being dispensed to Ghanaians will fail such tests. In our own survey of the market we found that more than 80% of the medicines do not have the FDB registration number making it impossible to know which ones have been registered. An estimated 75% of the medicines do not even have batch numbers and many have illegible expiry dates. Another important development to improve the quality of laboratory facilities in Ghana is the donation of $1.5 million by the United cont'd on pg. 60

The Olives-Ghanaian Youth Choir-Storms Toronto cont'd from pg. 39
Deuteronomy 31:19-22 in the Scriptures and called on the old people to take charge in teaching the young the right way to go to bring new leverage in the lives of the young. Rev. lamented the lack of “wisdom from above” for today’s youth and, said, “Young people circulate their opinions among themselves and after awhile they take what circulate amongst them as the truth. No coin (wisdom) drops from
above (the old people) to change their wrong opinions and foolishness.” “Then it shall be, when many evils and troubles have come upon them, that this SONG will testify against them as witness; for it will not be forgotten in the mouths of their descendants…..” D e u t . 3 1 : 2 1 He stressed the fact that young people ought to be taught by the old people the wisdom of God and that the Olives project which was started by
the Lighthouse Chapel International in Accra since 2003 is way of teaching children about God (His love for the world) through songs. Rev. Oko recounted many of such children who through the project have grown up to become missionaries to many parts of the world. Proverbs 22:6 admonishes us to train up our children the way they should go and when they grow won’t depart from it. To God be the Glory!!

An Eagle In The Chicken Coop Part 1 of 2 cont'd from pg. 29 scratch the ground for. At the same time the world we live in is full of resources that will ease all financial burdens. When the eagle was put into the ideal environment, it performed up to its genetic predisposition. The capacity to fly was always there, but it was not known to the Eagle, due to chicken-like upbringing. The capacity to see afar was also there but it never had the need to look for prey. Similarly, the capacity to live the amazing life we imagine is a possibility and has always been there for all. How do I know this? Because other people have done it. The only obstacle is recognizing the talent within. One clear clue is, if another person has done it, then it’s a possibility for all others. We are all similar in our capacity to create or achieve our goals. When the purpose of an item is not known, abuse, misuse or neglect is the end result.
Are you living life true to yourself? Or, are you living life based on
the perceptions and/or expectations of others (the chickens in the coop)? This story is a wonderful parable for how we live life unaware of who we really are, and instead settle for living life based on the lives we see others leading within our immediate environment. Thankfully, it doesn’t have to take a life-threatening situation like a push off a mountain cliff to make us realize who we are and our calling in life. It just takes awareness and a little detective work to allow you to meet someone truly amazing…The real YOU! In the parable, the eagle was finally made aware of its hidden potential within, the ability to fly and see from afar. Whereas, a chicken does not have the option to live like an eagle, due to genetic predisposition. The beauty and the significance of being human is that we have all been given the potential to live a life of cooped up chickens or soaring adventurous eagles. Where we end on the continuum is based
on us paying attention to our true calling and pursuing it intelligently a n d p r o f i t a b l y. In conclusion, a modified quote by author Marianne Wi l l i a m s o n f a l s e l y attributed to Nelson Mandela help sum up the points of the parable. “Our deepest fear is not that we are inadequate. Our deepest fear is that we are powerful beyond measure. It is our light, not our darkness that most frightens us. We ask ourselves, who am I to be brilliant, gorgeous, talented, fabulous, confident and wealthy? Actually, who are you not to be? You are a child of the most High. We are all meant to shine and soar to our full potential. We were born to manifest the glory of our Creator that is within us. It’s not just in some of us; it’s in everyone. And as we let our own light shine, we unconsciously give other people permission to do the same. As we are liberated from o u r o w n f e a r, o u r presence automatically liberates others.”

Children's Day at All Nations Full Gospel Church Edmonton, Alberta cont'd from pg. 54 be positive examples for their children. He added that when children are raised in friendliness, they would grow up to be friendly. Toby also said sometimes a mother’s tears are better than halleluiah to God. He pointed out that when you cage children they became animals, and if you set them free
they become animals. A balance should be therefore struck. Children should be trusted that when they go out they can share the good news. Parents should pass on positive legacies to their children. Children to him, should be nurtured in a way to enable them develop their talents be it music, sports etc . Compliments should be
given where necessary.

Fake Medicines & Corruption In Ghana—Going Behind The Scenes
cont'd from pg. 45
States Pharmacopoeia agency to help establish a regional center of excellence in drug quality control in Ghana (CePAT). For this initiative to take off and be successful it needs to be directly integrated with the institutions that are doing important work in this area. The WHO Collaborating Center, the Center for Pharmacovigilance at the Center for Tropical Clinical Pharmacology & Therapeutics at the
University of Ghana Medical School, the MeTA Secretariat, and the Research Team into counterfeit and substandard medicines that was headed by Professor Kwadwo Asenso-Okyere. One of our major challenges as a nation is the way research gathers dust even as we keep commissioning more studies. People like Professor Asenso-Okyere, Dr. Alex Dodo, Mr. Kofi Essuman of GS1 Ghana, Bright Simons of IMANI, Dr.
Daniel Arhinful of Noguchi Memorial, Mrs. Martha Gyansa-Lutterodt, Dr. Elias Sory and Pharmacist Harrison Abutiate have published many studies, run major conferences, chaired committees, and launched several pilots to push for a harmonised approach to tackling this problem but so far only little progress has been made at the national level. What is needed is an integrated program
that brings the various initiatives and programs together in a coherent way to tackle this problem at all levels simultaneously. We need systems to root out corruption, which is at the root of this problem. Those of us who specialise in investigative services have been building dossiers that need to be incorporated into a national system. We will continue to expose the rot in the system but we have learnt the hard way that exposure is not enough.
As the urgency grows to address this problem we should however be careful about exploitation of the suffering of the masses for quick profits by shameless snake oil salesmen who have suddenly popped up as messiahs. There was a strange incident recently when news headlines were flashed of someone winning an award in the White House for developing a technology to fight counterfeit medicines in Ghana through an entity
called ‘sproxil’. Basic checks showed that the person had attended the ‘Champions of Change’ event and issued a press release to claim that he has been given an award by the White House for this technology, when we have all been in this country and watched the evolution of this technology for more than 6 years. What kind of shameless con is that? If all the 100,000 people who visit the White House monthly were to claim to have won an award will there be enough space in the press to handle all the releases? A little investigation into the background of this sproxil immediately raised red flags. It has been squatting on a website of the MPedigree domain through a bluehost account - www. undergradthesis.com owned by Ashifi Gogo, the same person who claimed to have won the White House Award. Using this web account, the sproxil company has been intercepting messages meant for other companies for more than 3 years and misrepresenting itself to the international community as endorsed by MPedigree for the technology invented right here in Ghana 2 years before sproxil was even born. This is clearly fraudulent and criminal. For a company claiming to be offering anticounterfeiting innovation to be itself involved in such chicaner y and du biou s behaviour boggles the mind. No wonder it is the subject of so many lawsuits and corruption investigations in Nigeria. Hopefully they will change their ways before the full dossier on them is made public. The fake medicines problem is gargantuan. So all hands are welcome on deck, but there must be a genuine commitment to save lives and not shamelessly exploit the problem for quick profits. Government has to think through how to integrate the various initiatives and programs because the FDA alone cannot fight this war. But in doing so there needs to be vigilance to prevent the exploitation of the program by unscrupulous or cynical individuals and groups. If all stakeholders come together with open hearts and open minds, they will be able to come up with a national solution that all of us can buy into. There are no silver bullets in this fight. Only a multi-faceted approach of the right policies, regulations, technologies, intelligence, law enforcement, security management, and risk management can tackle this very massive problem before it completely gets out of hand. Those of us in the investigative journalism space will contribute our widow’s mite to feed any credible national program with the hard intelligence needed by the state to fight and win this war. Let's Think Family - By Rev. Dr. Samuel Kisseadoo SEXUAL CHALLENGES OF WOMEN IN THE 21ST CENTURY When I look around and analyze the problems I have encountered in the lives of hundreds of women in counseling over the years, I notice that the modern woman is, in a large measure, challenged by sexuality in the sense of: 1) receiving and offering the right teaching about her sexuality, freely giving and 2) receiving the provisions of her sexual endowments for her maximum fulfillment, obtaining 3) all of her sexual Goddesigned blessings, fighting sexual 4) abuses, and sifting between the sexual gold and the unhealthy junk of sexual bombardments in the media, 5) m a i n t a i n i n g sexual fidelity in her marriage without yielding to the tendencies of vengeance or manipulation, 6) resisting the temptations of using her sexuality as a weapon, punishment, mere reward, or tool for exploitation, 7) d e a l i n g with destructive or unenlightened sexual concepts and practices of her present culture, 8) k e e p i n g h e r s e x u a l p u r i t y, especially as a young lady or single woman, 9) understanding and optimizing the
tremendous power and fruitfulness of her sexuality, especially in her marriage, and having all the 10) wisdom to be a good manager of her gift of sexuality, and channeling it in the right direction for the best productivity. WOMEN ARE THE ACTUAL SEXUAL BEINGS If we would sincerely admit, when it comes to sexuality, women are the real sexual beings. To some people I know that I am making a “mysterious” statement, which might even be considered unacceptable to the highest degree by someone who is reading, but would not wait for me to explain myself. I can imagine some people asking: “What do you mean? Are you serious?” Yes, I mean just what I said, and I am dead
serious. A woman was created by God and given the breast plus her special reproductive organs, and a uniquely attractive body for a man to engage in sexual activity with her in a marriage setting in order to love her very deeply, bond sexually with her, and be the lover, provider, and protector for her. We do not discount the fact that many women have their special financial and other material contributions to the marriage and family as well. The special romantic and sexual love for the woman enables her to perform her Godordained function of being the special helper for man (Genesis 2:18). No matter how we try contort this original idea by God the Creator of marriage and sex by having all kinds of unions and associations plus invented means of human sexual activity that only serve to defy God’s plans and enjoy rebellion and depravity in the name of false freedom, we know very well in our consciences that any upright person thinks more of the reproductive components of a woman than a man when sex is mentioned. For example, a naked man is not the same as a naked woman to

the eyes and minds of observers. Except in very few instances (and the population in the world for this category is very small), a naked woman invokes the idea of sex more than a naked man. Wow! This is a subject for further discussion. I am putting out cogent ideas for debate and acceptance of the ultimate truth when all the facts have been considered. Simply stated, the romantic attractiveness, exclusive nature of the organs, intricacies and sacredness of the processes, and the ultimate enjoyment of sex, primarily surrounds women. One of the challenges for the 21st century woman is the ability and wisdom to manage her sexuality and deal with all the complexities and problems associated with modern sexuality. I am not implying that all women have not been able to manage all of their sexuality in the past, but I am simply saying that too many mixtures of sexual advertisements, products, exposures, supposed methods of sexual enjoyment, sexual marketing, sex toys, sexual misunderstanding, sexual misuse, and sexual abuse, are bombarding the modern young as well as old women left and right, and making it tougher for them to deal with their sexuality as a whole. The higher rate of sexual immorality, marital infidelity, and the sexual exploitation of women as sex slaves or sexually abused and misused female partners, are unimaginable and too complex to deal with. To u g h Ti m e s H a v e Negatively Impacted Sexuality in Women The present tough global economic situation has encouraged the outrageous exploitation of the sexuality of women by both men and women for personal gains. Women who use sexual seduction to ‘steal’ the husbands of other women are now doing
so with impunity, and are ferociously going on sexual rampage in communities everywhere. There is less respect for the sexuality of women due to the filthy exposure of immoral images, Internet and magazine pornography, increased prostitution by young girls and women, pornographic movies, use of vulgar sexual language by both young and old, and indecent dressing of women. GOD’S PLAN AND PURPOSE FOR SEX God created sex as a very strong, physical, spiritual, emotional, and mental means by which you and I can express and bond to the opposite sex in a permanent union called marriage. The sex passion is the strongest in the human body, and can therefore do the greatest damage to our bodies and relationships as well, if it spins out of control. We have to understand that every human being is actually made up of three primary components --- body, soul, and spirit. Most people do not know, understand, or consider that when you have sex with someone, your spirits actually enter into each other and engage in intense interactions that create a soul tie between the two people. At the end of the act, each of you leaves some part of you in the other person. It is quite difficult to understand and believe this, but I suppose when we die and become spirits outside of this physical body, we will gain better insight (but then it will be too late to return and make any amends or improve upon or sexual lifestyles). God designed sex to be complex and spirituallyoriented the way it is, in order for it to be used to form a spiritually exclusive bond between one man and one woman in a holy, sacred institution of marriage. That is why fornication and adultery are terrible acts of lust and disobedience that destroy
the body, mind, soul, and spirit of the perpetrators, because you force an alien bond that tremendously damages the real bond in your marriage, or disrupts the bond when the time comes to bond properly and legally with your legally accepted and appropriately chosen mate. It is like sticking a tape or plaster carelessly to places and removing them thoughtlessly until its capacity to bond is so reduced that when you now need to use it properly for its intended target and purpose, it is unable to bond well or cannot even bond at all. God says that out of all the sins that we commit, sexual sin sticks the most to our bodies and souls, and do the maximum damage through the creation of soul ties. “Flee sexual immorality. Every sin that a man does is outside the body, but he who commits sexual immorality sins against his own body” (1 Corinthians 6:18). S E X U A L E X P L O I TAT I O N A N D A B U S E The misuse of our sexual desires and instincts (including pornography on the Internet and in magazines) is a major contributing factor that has caused the failed marriages, dysfunctional families, and frivolous carnal minds that plague society today. Too many people are marrying and romancing images and fantasies of other men and women in their minds and hearts instead of focusing on and enjoying their real spouses and partners. This is a major cause of dissatisfaction, weak bonds, disunity, mistreatment, uncaring and hardened hearts, lack of focus, disagreements, sexual un-fulfillment, separations, wasteful spending, dysfunctional families, and ultimate divorce for many marriages. In my opinion sex is meant to make us more loving, romantic, tender, compassionate, cont'd on pg. 65

Bringing the Gospel to our Community By: Rev. Joseph Osei-Amoah GUIDANCE FOR THE YOUNG AND OLD “ Tr u s t i n t h e LORD with all your heart, and lean not on your own understanding; in all your ways acknowledge Him, and He shall direct your paths.” (Proverbs 3:5-6 NKJV) King Solomon of Israel was credited with almost the entire book of Proverbs in the Bible. He wrote three thousand proverbs, a thousand songs and was wiser than all the wise men of the East and in Egypt according to 1 Kings 3:30, 32. When he succeeded his father David as the King of Israel, Solomon realized the tremendous responsibility upon his shoulders, therefore, prayed to the Lord for wisdom and an understanding heart. The Lord was so impressed with Solomon’s motive that He instantly answered the young king’s prayer and added fame and riches for which he never asked (1 Kings 3:7-14). If we ever needed wisdom, it is now; when we are bombarded with all kinds of information from the electronic media which has tremendously t r a n s f o r m e d communication throughout the world. The acquisition of knowledge per se has never been a guarantee that such knowledge will always be used for the total well being of society. It is believed that man, through technology has been able to produce enough weapons of mass
destruction to destroy the earth several time over. The problem is that humanity has neglected the source of wisdom which is the Lord God and equates knowledge with the wisdom Solomon asked from the Lord. Our text from Proverbs 3:5-6, which is part of Solomon’s instructions in wisdom, has the following natural divisions: (1) “Trust in the LORD with all your heart”; (2) “and lean not on your own understanding”; (3) “in all your ways acknowledge Him”; (4) “and He shall direct your paths.” “ Tr u s t i n t h e LORD with all your heart” indicates a great difference between believing in the existence of God and trusting Him with all your heart. There are many people who do not believe in the existence of God and are proud about their position; of course such would not take the trouble to interact with “ a none existent God”. Sometimes we who believe in the existence of God, do not trust Him with all our heart. The Lord Jesus quoting Isaiah 29:13, said, “… “Well did Isaiah prophesy of
you hypocrites, as it is written: ‘This people honor Me with their lips, but their heart is far from Me.” (Mark 7:6) Wisdom requires that we trust the Lord with our entire life. As a leader, David never went to battle without first consulting the Lord. Wisdom requires that we download our problems on the Lord for He cares. (1 Peter 5:7 “casting all your care upon Him, for He cares for you.”) “Lean not on your own understanding;” Our sinful nature, “the flesh” which continues even after our conversion, will adversely affect our choice in life if we ignore the Lord. The devil, at the least opportunity will distort our view in knowing the divine will for our life. The world, which is opposed to God’s plan for us will intimidate us from following God’s will that may be different from what is generally acceptable. Solomon clarifies this statement, “lean not on your own understanding,” by following the crowd. There is a way that seems right to a man, but its end is the way of death.” (Proverbs 14:12, NKJV) “In all your ways acknowledge Him” (The New Living Translation of the Bible renders it this way, “Seek his will in all you do,”) It is amazing how sometimes we feel we do not have to worry the Lord with our “trivial” issues. The Apostle Paul ending his first letter to
the Thessalonians wrote in Chapter 5:17, “Pray without ceasing.” We need to remember that the relationship between us and God is son or daughter and Father relationship. Any good father wants to guide his children to make good decisions. Our relationship with our heavenly Father is even more important for we are in the midst of a serious spiritual warfare with the devil, the world and the flesh (our own fallen nature), who at the least opportunity will cause us to miss the will of God in our life with terrible consequences. The Bible records people who sadly missed the will of God in their life; the following are some of them: Adam and Eve, Cain, Esau, King Saul, Samson, Jeroboam 1, Judas Iscariot. But Apostle Paul speaking about King David, in Acts 13:36 said, “For David, after he had served his own generation by the
that his wives turned his heart after other gods; and his heart was not loyal to the Lord his God, as was the heart of his father David.” Thank God for His mercy, just before Solomon passed away, had this to say, “Remember your Creator before the silver cord is loosed, or the golden bowl is broken, Or the pitcher shattered at the fountain, Or the wheel broken at the well. 7 Then the dust will return to the earth as it was, and the spirit will return to God who gave it. 8 “Vanity of vanities,” says the Preacher, “All is vanity.” (Ecclesiastes 12:6-8 NKJV) “ Let us hear the conclusion of the whole matter: ‘Fear God and keep His commandments, for this is man’s all. For God will bring every work into judgment, including every secret thing, whether good or evil.’” (Eccl 12:13-14 NKJV)

will of God, fell asleep…” “And He shall direct your paths” (again the New Living Translation puts it this way, “and he will show you which path to take.”) The journey of life from the cradle to the grave is so complicated that without the guidance of the Holy Spirit no one can successfully complete it in order to receive that commendation from the Lord, “‘Well done, good and faithful servant; you were faithful over a few things, I will make you ruler over many things. Enter into the joy of your lord.’” (Matt 25:2122NKJV) Solomon, the teacher himself, violated the divine principles he taught others when he leaned on his own understanding followed the world; and failed in his relationship with the Lord. 1Kings 11:4 gives this sad commentary about him: “For it was, when Solomon was old,

Sexual challenges of women in the cont'd from pg. 61 21st century
New Light Chapel International 190 BOVAIRD DRIVE, UNIT 12 @ HWY 10, BRAMPTON
shared distressing stories of husbands who now try on their wives, all the sexual enhancement drugs on the market plus the exotic styles they have fed their minds with at pornographic websites, and in videos, movies, DVD’s, and magazines, and make the poor ladies guinea pigs in experiments of rough sex. Several of them lament as to how they sometimes even cry in bed with hot tears streaming down their faces, while the men simply bulldoze on inconsiderately. Some of the women also do not help the men at all, and simply refuse or neglect to be flexible and romantically participate to make the whole process meaningful and satisfying for their intimate relationship. I know that it is not easy to talk about these matters publicly, but society is tragically suffering in homes and families behind the scenes, and these matters must be properly addressed by churches, fellowships, communities, organizations, and in discussions in the media, so that we know the dangers involved, and offer the teaching necessary for us to know how to handle our sexuality decently, a p p r o p r i a t e l y, a n d productively. Sometimes some of the leaders in our churches and society who should address these issues are themselves struggling to keep their heads above water in
their own bedrooms and marriage affairs! Lord, please help us!

and caring towards the one we have sex with. Sex should make us accept our spouse more and become content with him or her. That is why both parties must have the same best attitude towards sex, and play their part equally well in the process. If all these do not happen, then we have misunderstood and misused our gift of sex. There are many people (especially men) who are very sexy but very unromantic! Several women are very traditional, legalistically bound by their outmoded culture, or too sanctimonious to express any love and affection. But the statistics I have obtained after counseling thousands of people across nations, clearly indicates that men are more unromantic in the arena of verbal and bodily expressions of love and affection, than women. They jump on their wives like an airplane making an emergency landing at a remote airport on a very cloudy day when the runway cannot be seen, without any real expression of love and tender affection towards the person they are having sex with. Their selfishness does not make them consider the welfare and satisfaction of their mate even for a minute! As a matter of fact they often leave the woman bruised, hurt, and unfulfilled ---sometimes even angered. Pitiable wives have

Kente Dance in Calgary cont'd from pg. 50 Mr. Emmanuel Ayiku Editor/Publisher of the versatile Ghanaian News in Toronto was the Guest speaker. He said for the community to make any impact in the Canadian society we have to come together and eschew in fighting and bitterness. As people of one community, he urged us to put aside our differences and help build
our Ghanaian community with love and pride. Only players under 17 years will be eligible to play in the Ghanaian reserve league, the Ghana Football Association (GFA) announced yesterday at its ordinary congress held at the Ghanaman Soccer Centre of Excellence at Prampram yesterday. The new rule will, however, take effect from the 2014/15 football season. According to the GFA President, Kwesi Nyantakyi, the new directive was designed to make the league fully achieve its intended purpose. “Effective the 2014/2015 season, the reserve league will be an Under-17 competition and not an Under-20 competition,” he said at congress yesterday. “This is so because we have realised that at age 18, players are eligible to sign professional contracts with their clubs. “This, therefore, will not serve the intended purpose with the players promoted to the senior side after signing their professional contracts with the clubs, hence this decision.” The reserve league is a competition organ-
ised by the FA for the youth sides of all Premier League clubs. Meanwhile, the FA president yesterday informed Congress that Berekum Chelsea President, Emmanuel Kyeremeh, had sought permission for not undertaking his duties at the FA due to health concerns. Mr Kyeremeh has been absent from the last three meetings of the FA’s Executive Committee, an absence which could have occasioned his removal from the powerful body if he did so without any just cause, according to the GFA statutes. However, the official notification by the chartered accountant, backed by a medical report, prevented congress from strictly applying Article 29.5 of the GFA Statutes. “Mr Kyeremeh has been unable to attend the last three meetings of the Executive Committee. “He has submitted a medical report to justify his absence and we will want to wish him speedy recovery,” Mr Nyantakyi said. AC Milan have confirmed Ghana midfielder Kevin-Prince Boateng has been transferred to German side Schalke 04. The club announced on its official website on Friday: “A.C. Milan wishes to communicate that Kevin Prince Boateng has been transferred to Schalke 04.” The 26-year-old arrived in Gelsenkirchen on Friday morning to undergo amed-
ical at the Veltins Arena. Boateng played 100 matches for Milan and scored 17 goals after joining the club in 2010. Boateng was contracted to the Rossoneris until 2015. Despite featuring for Milan in the UEFA Champions League play-offs, the Ghana international is eligible to play for the Royal Blues in the Group stage. Source: Ghanasoccernet

would represent the continent at the 2016 Olympic Games in Rio, Brazil. Sam is expected to join the African Olympic training camp in South Africa later this year after an official approval has been jointly provided by the Ghana Olympic Committee, the Ministry of Youth and Sports, the National Sports Authority and the Badminton Association of Ghana and forwarded to the Badminton World Federation (BWF) and Badminton Confederation of Africa (BCA).
Both the BWF and BCA believe awarding Daniel Sam the scholarship will ensure that his potential is fully exploited before the Olympics. Sam paired with Solomon Nyarko to win bronze medal for Ghana in the All Africa Games in Maputo in 2011. He also won gold in the men’s singles at the Under-15 Africa Juniors in Egypt in 2008, as well as team bronze and individual silver at the Africa Under-19 Championship in Ethiopia in 2009. Ghana’s lone ranger at the 2014 Youth Olympic Games, Abraham Ayittey,
South African gold medallist, Jacob Maliekal.
The pair of Stella Amasah and Evelyn Botwe was eliminated in the women’s double at the first round by South Africa, while Stella’s dream of progressing into the medal zone was quashed by Egyptian star, Nadine Ashraf in round three of the women’s singles. South Africa won gold in the teams’ event with Nigeria and Mauritius picking silver and bronze respectively. Daniel Sam, who fell sick in the preliminary rounds of the championship, bounced back to winning ways when he defeated his Algerian opponent in the men’s singles at the Mauritius International Badminton Series. Meanwhile, Ghana begins the implementation of the Badminton World Federation’s (BWF) Schools project titled “Shuttle Time” in October, after the President and BCA Council Member, Mr Nestor Galley, concluded discussions with the BWF officials in Mauritius. graphic.com
