Irelandʼs air quality faces pollution challenges from solid fuel burning and traffic • •

Real-time air quality information for Ireland is available on the EPA website

In general air quality in Ireland is good, largely as a result of our relative lack of large cities, weather and access to predominantly clean air from the south west. Our air quality compares favourably with other EU member states, many of whom are in exceedance of EU limit values for pollutants such as particulate matter, ozone and nitrogen dioxide.

The report, Air Quality in Ireland 2015 – Key Indicators of Ambient Air Quality, released today shows that despite our monitored air quality being within EU limit values we face challenges in maintaining this position.

Levels of particulate matter in our air is of growing concern, especially during the winter months when peopleʼs fuel choices can directly impact on air quality and on our health, particularly in our small towns and villages.

Also in our urban areas we face potential exceedances of nitrogen dioxide limit values unless we move to clean transport choices.

Ireland met all EU legal standards for air quality in 2015 at EPA monitoring stations but values for particulate matter - from solid fuel burning and vehicle exhaust fumes - and ozone were above the World Health Organisation air quality guidelines at some of these stations. Polycyclic aromatic hydrocarbons (PAH), which originate from solid fuel and “back yard” burning, were also above the European Environment Agency reference level.

In launching the report, Laura Burke, Director General of the EPA, said, “Environmental protection and health protection are inextricably linked. We all expect that the air we breathe is clean but we cannot take this for granted. It is becoming increasingly clear that there is no safe level of air pollution. With this in mind it is time to tackle the two key issues impacting on air quality in Ireland – transport emissions in large urban areas and emissions from smoky fuels in our small towns around the country.”

She continued, “While the EU has introduced and implemented a range of legal instruments to improve air quality, these standards are still not in line with the tighter World Health Organisation air quality guidelines. The EPA is calling for movement towards the adoption of these stricter guidelines, especially for particulates and ozone, as legal and enforceable standards across Europe and in Ireland.”

Patrick Kenny, EPA Air Quality Manager, discussed the EPAʼs proposed National Ambient Air Quality Monitoring Programme, currently out for public consultation: “The choices that we as consumers make about how to heat our homes and travel to work and school can directly impact on our local air quality. A key part of the approach to tackling these issues is increased public access to air quality data and information. We welcome public comment on this and other approaches we are proposing in the draft National Ambient Air Quality Monitoring Programme.”

Coveney announces plans to fast-track delivery of 30,000 homes •

Mr. Simon Coveney T.D., Minister for Housing, Planning, Community and Local Government, announced fast-track delivery arrangements for 30,000 new homes in major urban centres in Dublin, Cork and other urban locations around the country. The Minister was speaking at the launch of Pillar 3 - Building More Homes – under the Governmentʼs “Rebuilding Ireland – an Action Plan for Housing and Homelessness.”

Since launching the overall Action Plan on 19 July last, the Minister has revealed more detailed actions under Pillar 1 (Addressing Homelessness) and Pillar 2 (Increasing Social Housing provision) with todayʼs event focusing on the broader issue of housing supply. Minister Coveney is joined by Minister of State, Damien English.

Rebuilding Ireland sets ambitious targets to double the annual level of residential construction to 25,000 homes and deliver 47,000 units of social housing in the period to 2021, while at the same time making the best use of the existing housing stock and laying the foundations for a more vibrant and responsive private rented sector.

Speaking at the event in Dublin, the Minister stated, “Today we are setting out how, with housing providers, we intend to kick-start badly needed additional supply. A key element is the identification of Major Urban Housing Development Sites with the potential to deliver up to 30,000 additional homes, in great locations on existing zoned lands and close to the key areas of demand over the next 3-4 years with even more potential for another 30,000 homes on those lands or a total of 60,000 homes in the long term. The initiatives being announced today are part of a drive to upscale the pace of delivery in the places that people need homes most. These sites are in some cases already serviced by major infrastructure but often need additional investment and co-ordination to get them started. Therefore I have placed the Housing Delivery Office within my Department at the disposal of the relevant local authorities and development interests to trouble-shoot as needed on these and other sites, a process that is already underway as todayʼs event will hear.”

Blue Flame Technology The Way Forward! tuart McWhinnie, Engineering Manager of the Firebird Heating Group looks at the history behind Blue Flame technology and how it is being utilised to not only meet, but exceed the new legislative requirements of the Energy Related Products (ErP) and Ecodesign Directives.

S

Any major shake up to an industry is usually brought about by a significant change in legislation. This is no different for the heating industry, where the greatest impact is still to be felt with the second phase of the Ecodesign Directive (EU813/2013) not far away. New requirements on flue gas emissions state that from September 2018, harmful NOx emissions from domestic oil boilers must not exceed 120mg/kWh. Nitrogen Oxide emissions – or NOx emissions as they are more commonly known, is the general term that relates to the release of Nitrogen dioxide (NO₂) and the chemically related colourless gas nitrogen monoxide (NO). These gases are released into the atmosphere when fossil fuels are burned. The high temperatures produced during the combustion process result in high levels of Nitrous Oxides being liberated which medical evidence suggests can lead to health problems when in excessive concentrations. As well as being responsible for the destruction of vegetation, these gases are known to be a major contributor in the formation of acid rain due to their water solubility. When in high concentrations, these potentially harmful by-products of the combustion process are thought to contribute significantly to global pollution.

The limit on NOx emissions produced by oil boilers is outlined in the Ecodesign Directive. This legislation governs the design and performance of energy-using products to reduce the amount of energy consumed and the subsequent impact on the environment. The Ecodesign Framework Directive is a European initiative put in place to address climate. The initiative forms part of Europeʼs commitment to transform itself into a high energy-efficient, low carbon economy and achieve its 20-20-20 target to lower carbon emissions by 20%, increase energy efficiency by 20% and increase the share of renewable energies by 20% by 2020.

The History of Blue Flame Technology A common assumption is that Blue Flame technology has only been developed in response to these pending changes in legislation, when in fact it has been used throughout Europe for over 30 years. It is widely understood that the principle is based on knowledge taken from the space industry. The first Blue Flame burners used by Firebird were developed by German manufacture MHG Heiztechnik GmbH. Firebird have worked in partnership with MHG for many years and together developed the first mainstream Blue Flame oil condensing boiler (the Blue Supreme Range) in the Ireland which has been available for over three years.

Utilising the revolutionary third generation MHG blue flame burner, application figures from the field have shown NOx levels produced to be as low as 65mg/kWh - nearly half the 120mg/kWh limit for 2018. The burner is also fitted with the latest Siemens digital control box providing full diagnostic information to the maintenance engineer.

Major Urban Housing Delivery Sites

The Minister added, “If we are to achieve two of the core objectives of the Action Plan – increasing supply to a minimum of 25,000 homes per annum and providing the 47,000 social homes committed to, we must speed up the processes that lead to housing delivery and we must make it more efficient to deliver the homes that people need and where they need them. For my part, I have made a number of changes to the planning system to speed up the processes and reduce building costs, with more coming under fast-track planning legislation published this week and I have made funding available under Local Infrastructure Housing Activation Fund (€200m) and in Rebuilding Ireland I have set out a series of actions to ensure the restoration of a functioning housing supply system. Today is a very good start by identifying the sites with the greatest potential for development and both I and the Government now want to see developers getting on with building the homes that people need.”

To recap, todayʼs event will hear about arrangements in relation to: • Housing Delivery Office – programme management of strategic sites; • Further Planning Reform – new fast track planning approvals Bill 100+ units being dealt with in an integrated one-stop-shop way by Bord Pleanála in conjunction with relevant local authorities and community participation; • Streamlining of local authority “Part 8” approvals process; “Help to Buy Rebate” to convert theoretical to realisable demand.

The Minister also stated, “The lack of supply of homes is central to wider problems in the housing sector. To put it in its simplest terms current supply is half of whatʼs needed even before you factor in pent up demand.

Lack of supply is driving up prices, increasing rents, which in turn influences homelessness. Lack of supply puts severe pressure on young families, job seekers and workers, not to mention the impacts on the wider economy and the implications for foreign direct investment that we need to continue and broaden our economic recovery. For all those reasons and more the conditions must be created for supply to increase as quickly as we possibly can. Under Pillar 3, the Government has brought about huge policy, legislative and investment initiatives to create those conditions and enable supply of affordable, high quality and well located homes that will create sustainable places and communities. I now believe the time is ripe for the development sector and housing providers to respond with the housing supply that people need and todayʼs event will hear about those plans from some of the biggest housing providers in the State."

Daikin brings warmth and comfort to social housing retrofits D

aikin Heat pumps have recently been installed in social housing retrofit projects around the country to help cut energy bills and improve occupants comfort. The projects spread across many counties through Dublin, Carlow, Kilkenny, Waterford and more recently in Cork were all funded through SEAIʼs Better Energy Communities Scheme. Some of the Project coordinators involved were EnviroBead and Carlow/Kilkenny Energy Agency.

A lot of the retrofit projects were carried out for Respond Housing Association, and they also included building fabric upgrade measures such as cavity wall insulation, attic insulation, new windows and doors, and the installation of room-sealed wood burning stoves in place of open fires. These upgrades have typically pushed building energy ratings from E and F up to Bs. The feedback from both the associations and the tenants has been very positive, Reports from tenants indicate the upgrades have improved comfort levels dramatically along with reducing dampness in some dwelling and health wise this is also a very positive outcome.

They have a much better standard of comfort, constant warmth and not having to stock up on bags of coal and make sure the oil tanks are continuously filled. It’s all very positive, and the tenants are happy.

The Daikin units installed were predominately air-towater heat pumps both mono bloc type and splits with integrated hot water cylinders. Air-to-air systems were fitted at a project in Artane Dublin to replace very inefficient storage heaters. Daikin were involved from the design stage through to installation and commissioning along with a variety of mechanical contractors and installers from their dealer network — and provided technical back-up where required

Breaking barriers with breaking news How Fingal County Council is sharing unfolding news stories with citizens, using a highly engaging yet cost effective new app.

Every hour of every day, an ever-changing array of events unfold within councils that are potentially of great interest to the general public, ranging from unexpected service interruptions to concerts in libraries or the latest planning applications lodged with the council. Yet, typically, local people don’t know how to find this information or understand which incidents or events are relevant to their location. In Fingal, the local council has broken through these barriers with the launch of a new app called “Unfolding News� which gives citizens instant access to breaking stories and upcoming event information, along with the locations of stories.

The Unfolding News app pulls live data from existing council systems and displays news from the previous ten days on a digital map. The app can be viewed on huge interactive digital screens in the atrium of the Fingal County Council head office, and it can also be downloaded by citizens on their desktops or smartphones. As many as 40 stories may be rotating on the screen at any one time, and the news is constantly changing to reflect what is happening, and where in the county it is happening, in real time.

The launch of this app is expected to play a key role in enabling Fingal County Council to improve its communication with citizens. Every time that a new story is displayed, the underlying map on the screen is updated to automatically show the precise location of the event or incident. In this way, citizens can not only read breaking news, but they can immediately see and understand the relevance of it to their homes or places of work. Users who download the app to their desktops or smartphones can also tailor their view to focus on alerts relating to their own specific areas of interest.

Critically, the Unfolding News app makes existing council information easier to find. Much of the data displayed is already available publically, but is published in different places on the Fingal County Council website, either as a web service, report or open data file. Unfolding News brings it all together in one place for the first time and highlights the most topical and recent events on the map. It shows everything that is happening, right now, from multiple departments within the council.

Fingal County Council believes that Unfolding News will, over time, significantly enhance its customers’ experience.

For instance, citizens can see exactly where water pipe bursts have occurred and, using the context of the mapped location, understand how such issues might directly impact on them. The app could, ultimately, help to allay any concerns that citizens might have by letting them know in real time that there is an unexpected issue in their area and that the council is reacting quickly to repair it.

Remarkably, Fingal County Council collaborated with Brendan Cunningham, Managing Director of Pinpoint Alerts, to create this innovative app in less than three days, with no investment in new technology, by harnessing the capabilities of its existing geographic information system (GIS). The app is based on Esri’s ArcGIS platform and uses a predeveloped Esri Story Map template as its map-centric user interface. It pulls data from multiple council systems using ArcGIS, with no manual intervention, no additional data entry and no need to select stories. Consequently, this selfperpetuating, automated service is very cost effective to maintain.

Highly visible on large-scale interactive screens within the Atrium of Fingal County Council offices, the Unfolding News app creates a very positive impression of the council. Through its novel and innovative approach in creating this app, Fingal County Council has placed itself once again at the cutting edge of modern technology, and shown how it leverages the very latest spatial technologies to improve its operations. Unfolding News demonstrates that the council knows exactly what is going on in local communities and this, in turn, gives citizens confidence in the council’s ability to manage and deliver services.

The value of Unfolding News cannot be over-stated. It is dynamic, stimulating and informative, yet, at the same time, cost efficient. It breaks barriers by making news more accessible and more relevant to citizens and sets a new standard for citizen engagement.

DUNGARVAN LEADING THE WAY WITH SHARED SPACE CONCEPT IN IRELAND he new design of Grattan Square is based on the Shared Space concept, widely used in Europe but relatively new to Ireland. The project has been funded through the Go Dungarvan project wherein Dungarvan in County Waterford was chosen as a Smarter Travel Demonstration Town and allocated funding of approximately €7 million over a 5 year period to invest into a variety of Smarter Travel projects. As part of this initiative, a four kilometre path from Walton Park to Clonea Road in Dungarvan was upgraded in 2011 which now forms part of the 46kmWaterford Greenway which will open in 2017. Smarter Travel is the transport policy for Ireland that sets out how the vision of a sustainable travel and transport system can be achieved in towns across Ireland.

The Grattan Square scheme is central to this transformation of the town centre, achieved in part by removing a degree of certainty from drivers – removing signage, street markings and kerbs in order to reintroduce the civic-minded sensibility of courtesy and sharing, encouraging car drivers and pedestrians to be mindful of each other.

Design Grattan Squareʼs new layout is a model example of how rebalancing the way in which cars and pedestrians use the space. It has created a more pleasant environment that is appropriate to a historic town centre.

The square was dominated by traffic and had become cluttered with signage, street furniture, worn out kerbs and footpaths with a variety of finishes. The aim of the new design was to reduce this clutter to make the square easier to use and more visually appealing.

It is designed to allow the character of the town, its buildings and shopfronts to become more prominent again. This will encourage more people to use the square and to stay for longer.

The re-design of the square had the following aims: •

To make better pedestrian and cyclist connections to and from adjacent streets and car parking areas to encourage more pedestrians in to the square.

•

To rationalise the amount of car parking on the square and balance it with the amount of space used for civic activities such as café terraces, public seating, markets and events.

•

To make the square flexible in the way it is used in order to be able to cater for events of different sizes throughout the year.

•

To reduce the visual clutter of all the different signs and street furniture and paving materials.

•

To use a simple palette of materials including street furniture and paving to allow the buildings and shopfronts to become the focus of the square.

•

To create more space for tree planting whilst respecting the architectural setting of the surrounding buildings.

•

To make the design unique to Dungarvan, using local materials and enhancing the special character and identity of the place.

Some of the existing street furniture has been recycled and refurbished, giving a new colour palette of greys from stainless steel through to charcoal grey. This grey colour palette has the effect of making a neutral ground plane which acts as a foil to the architecture of the historic buildings and colourful shopfronts.

The design allowed for special stones to be etched at the thresholds of the shops on the square. Waterford County Museum responded with an idea of etching the stones with historic references to events and people of Dungarvan.

The Waterford Greenway he 46km long Waterford Greenway is a spectacular off-road cycle and walking track that runs along an old railway line between Waterford City and Dungarvan that will open to the public in March 2017.

T

The route is safe and fully accessible for everyone, including cyclists, walkers, families with children, and both young and old. The Greenway is a terrific facility, not just for the people of Waterford, but for the whole country and for international visitors.

The Waterford Greenway has been developed by Waterford City & County Council with the co-operation of local property owners, the support of communities along the route, and with supporting funding from the Department of Transport, Tourism and Sport.

The Waterford, Dungarvan & Lismore Railway Company, was set-up in 1872. This stretch of railway was the most expensive line to be built in Ireland at the time. It was a very hilly line with 400 mt long tunnel near Durrow and three viaducts at Kilmacthomas, Durrow and Ballyvoyle. It also included a great number of under and over bridges and three road crossings at Dungarvan.

The railway line opened to traffic on 12th August 1878 and it was considered the most scenic route in Ireland with wonderful coastal views and the lush green countryside through which it travelled.

CIE operated the line until the 1960s when on 27th March, 1967 the line between Mallow and Waterford City was completely closed to passenger and freight traffic.

CIE continue to own the line but the then Waterford County Council acquired a licence from them at the start of this century to develop it into a pedestrian walkway/cycle path for tourism and leisure.

In 2005, Waterford County Council adopted a strategic policy titled “Step by Step: A Walking Strategy for County Waterford” which laid out the way forward for making Waterford “the walking capital of Ireland”. It emphasised the potential for the old Dungarvan-Waterford Railway line to become the “jewel in the crown” while also emphasising its potential for cycling recreation and tourism.

Waterford City & County Council is working closely with Fáilte Ireland to ensure that the Waterford Greenway is marketed as part of Irelandʼs Ancient East, targeting the UK and German markets which are considered to have the most potential for this type of activity.

The Waterford Greenway is expected to increase visitor numbers to Waterford and is considered to be a top visitor attraction in the Waterford offering, along with the Viking Triangle, the Waterford Treasures Museums and the House of Waterford Crystal.

The Waterford Greenway, which is the longest Greenway in Ireland, is already proving to be extremely popular and as a result, several new businesses have opened / are in the process of opening up along the route, including several bike hire companies.

Kildare is deemed cleanest town in 2016 IBAL Litter League ildare has been announced as the cleanest town in Ireland. The announcement was made at the Finale of the 2016 Anti-Litter League by Irish Business Against Litter (IBAL) in the Merrion Hotel in D ublin. Kildare finished ahead of Roscommon and Ashbourne, with Waterford City in fourth. A special public sculpture will be commissioned for the town to mark the achievement.

70% of the 40 towns and cities surveyed in 2016 were at least as clean as their European equivalents, a decrease on the previous year. There were again no litter blackspots, though only 40% of city areas surveyed were clean. It was the first time in a number of years that Kildare town had been included in the IBAL programme.

An Taisce, which conducts the surveys on behalf of IBAL, commented in its report on Kildare: “It is rare to find a town in such spotless condition throughout. The Link Road and both approach roads into Kildare Town got the top litter grade and this high standard was sustained for all sites surveyed.”

Congratulating Kildare, Conor Horgan of IBAL announced that once again a foremost artist would be commissioned in conjunction with the community at large to create a significant public sculpture in the town in recognition of its success. “Each year IBAL intends to mark the winning townʼs achievement with a permanent piece of art that will enhance the local environment.”

The top 5 towns in last yearʼs league – Kildare, Roscommon, Ashbourne, Waterford and Thurles - will all receive an Emperor Lime tree courtesy of the Irish Tree Centre in Cork.

M inister Coveney statement on homelessness number of measures have been undertaken in the past few weeks to provide accommodation for homeless people, including:

The Department of Housing, Planning, Community and Local Government will continue to work with the various agencies to pursue this agenda.

Three new facilities at a cost of €6.1m are up and running and available. Two of the three new facilities opened their doors on 9th December on Ellis Quay and Little Britain Street. The third one at Carmanʼs Hall, Francis Street opened later that month. 210 new additional emergency beds are being provided in Dublin city centre. This brings the overall total of emergency beds available in Dublin to more than 1,800.

A 40% increase in homeless funding from €70m in 2016 to €98m in 2017 will ensure that the increased demand for emergency homeless services is effectively addressed and will assist in supporting homeless households with long term housing solutions. In addition, this year we will spend €1.2billion on social housing.

In 2017, we will provide funding to ensure that individuals and families will move out of emergency accommodation into longer-term housing. Last year approximately 2,700 families and individuals are estimated to have exited homelessness, higher than any previous year.

The Ministerʼs priority continues to be the provision of safe and suitable accommodation for homeless people.

In relation to Apollo house, the Minister would encourage the representatives of the Home Sweet Home campaign to continue to engage with the Peter McVerry Trust and Dublin City Council with a view to making arrangements for the transition of people currently in Apollo House to alternative suitable accommodation with appropriate supports.

Incentives on the table for public bodies that save energy achieved a 21pc improvement, and cumulatively has avoided a spend of €619m since 2009 and reduced carbon emissions by 5.9 million tonnes.

As much as €246m a year could be reinvested in public services under proposals from Climate Action Minister Denis Naughten, who wants the public sector to reduce consumption and move Ireland to a low-carbon future.

Last year, the public sector energy bill was reduced by €154m following efforts from 337 public bodies and 1,792 schools. This resulted in 550,000 fewer tonnes of carbon being emitted.

However, up to €550m will have to be spent by 2020 to retrofit buildings, introduce eco-driving and the use of more efficient vehicles, switching to more efficient lighting and heating systems and changing behaviour.

However, the Sustainable Energy Authority of Ireland (SEAI) said under half of all public bodies ranging from Government departments, local authorities, commercial semi-states and schools are on track to meet the 2020 target. Just one of the top biggest users of energy has met it - Irish Rail.

A report prepared by the Communications, Climate Action and Environment Department warns that while the State must reduce carbon emissions by 80pc by 2050, time is running out.

"This strategy will help public sector bodies to understand their energy use and allow for financial incentives which means they save in energy and that saving can be reinvested," the minister said.

"When the timescales required to change consumer behaviour and build energy infrastructure are taken into account, it becomes apparent that this timescale is actually very ambitious and action must not be delayed," it said.

The Government has a target to improve energy efficiency across the public sector by 33pc by 2020, but progress is slow. To-date, the sector has

If the 2020 target is met, annual cash savings of €246m will be realised which can be reinvested into services. But between €460m and €550m will need to be spent between 2016 and 2020; however, the payback will be just over two years.

The focus will be on retrofitting buildings, upgrading public lighting, which costs €56m a year to run, and improving efficiency in Irish Water.

Minister Coveney welcomes the publication of his Department's Statement of Strategy 2016 - 2019 Mr. Simon Coveney, T.D., Minister for Housing, Planning, Community and Local Government, welcomed the publication of his Department's Statement of Strategy 2016 - 2019.

general public, will serve as a strategic plan for Ireland to 2040, pulling together relevant Government policies and investment on national and regional development. It will focus on economic development and investment in housing, water services, transport, communications, energy, health and education infrastructure.

The Minister stated that the document would serve as a workplan for the coming years to enable his Department to continue to deliver services in line with relevant Programme for a Partnership Government commitments.

Minister Coveney highlighted in particular his Departmentʼs ongoing commitment to tackling Irelandʼs housing crisis and emphasised that its resources are being deployed to drive delivery of the Governmentʼs Action Plan on Housing and Homelessness, Rebuilding Ireland. Key objectives in this regard include significantly increasing the supply of social housing, doubling the output of overall housing from the current levels to at least 25,000 per annum by 2020, and tackling homelessness in a comprehensive manner. The aim is to accelerate all types of housing supply – social, private and rental, resulting in a dramatic increase in the delivery of much needed homes in the right locations at more affordable prices.

Minister Coveney said: “Driving a national effort to tackle Irelandʼs housing crisis is the Governmentʼs top priority and the biggest challenge we face as a country. This Statement of Strategy reflects that fact, but also highlights the broader agenda and work of my Department in terms of how we plan for development, how we manage our water resources, how we fund and structure our local government and how we support vibrant, inclusive communities.”

The Statement of Strategy is structured on the basis of high-level or strategic goals, one for each of the Departmentʼs main programme areas. It sets out the objectives and actions the Department will pursue across its diverse range of functions, including housing, planning, water, local government and community services, as well as within Met Éireann.

The recently published Strategy for the Rental Sector delivers on a commitment made under the Action Plan for Housing and Homelessness and sets out the manner in which a viable and sustainable rental sector can be developed in order to provide choice, quality and security for households and secure, attractive investment opportunities for landlords.

The Minister also advised that while the main strategic focus for the Department over the period of the strategy will be on driving implementation of the Action Plan for Housing, other immediate priorities include the development of a new National Planning Framework to succeed the National Spatial Strategy, as well as progressing the Maritime and Foreshore Area (Amendment) Bill in order provide a new consent regime for development in the Marine Area.

Sustainable Energy Action Plans

The role of Local Government in achieving significant energy savings and contributing towards reaching 2020 and 2030 emissions targets has legislative status. These targets will be met at least in part by local action, outlined for example, in the forthcoming Kilkenny Co. Co. and Carlow Co.Co. Sustainable Energy Action Plans (SEAP). Data4Action has established a local energy hub (www.energyhub.ie) to monitor data at a local level.

Energy data has been provided via the CSO and SEAI at national level. Previous to Data4Action, there was no accurate energy data on a county wide or regional level that was accessible in a timely manner suitable to SEAP development and monitoring and reporting.

A SEAP Data Access Guidebook for Ireland is now available from Data4Action Irish partner, Carlow Kilkenny Energy Agency. It outlines both the national framework on data access and pathways to collaboration with energy providers and users in accessing local data.
