Editor's note The Cyprus Real Estate Sector insight One can surely claim the industry as we knew it does not exist anymore. Nowadays buyers are more sophisticated, demanding and looking for lucrative investments that are financially sustainable. In addition to that, there is a definite trend on the luxury properties. The influx of HNWI has helped to change the real estate map of the island. Industry professionals who fail to cope with changes will be wiped out of the market sooner or later. It’s a buyer’s market where emotions do not fit it. The demand is growing for luxury projects that give great value to the buyer. I could also say that some companies which adapted quickly are in a far better position than the pre-crisis period. Of course, we can’t neglect the fact that we do operate in a citizenship-driven market, however, Cyprus could continue to attract foreign direct investments provided that we build a more transparent marketplace. The local trend towards high-rise luxury properties I’m personally the biggest fan of high rise developments as I truly believe that a city, can’t be truly called a ‘city’ if there is no skyline. Thus, as the market’s demand will continue to grow, in an island where there is scarcity of land, the government authorities have to become more flexible and open minded on this subject. In fact, if you carefully study the island’s topography and landscaping you will notice that there is considerable scarcity of land in the areas of rural activity. Why we all have we failed to recognize the need to grow our towns vertically instead of horizontally, I believe it’s a matter that should challenge us and give more food for thought when designing the cities of the future. Skepticism and conservatism will not help us in this case. Cyprus is the only country in Europe that has no genuine master plan that takes into consideration the future development of its four major cities including the area of Famagusta. On this island we just need to release that we can’t produce land. Land is our precious commodity and has to be used wisely. Green technology, genius master-planning and eco-friendly materials all have to be combined together to protect our country’s only asset. Our land. A real estate industry that might become reliant on foreign buyers On an island of less than a million inhabitants we can’t really expect a whole industry of real estate professionals to depend on the local market. Actually, the banking system is controlling the real estate market. It’s their long time position that has encouraged developers to look for alternative sources of finance through foreign direct investments. The industry professionals had two choices, die or survive. We have chosen the latter. Becoming extroverted and prepared to look for new markets in the south east Asia and Middle East was key to keep us alive. Thus, I would expect the trend to continue. One could argue about our dependence in foreigners, however, we have no choice but to work hard to make our product attractive. And for that reason genius has to kick-in to our developments. No more mass productions, no more cheap constructions, no more poorly designed developments. If we are keen on catching the attention of international buyers it is the right time to think about quality developments and boutique services that match our limited supply of land. We can cater for less investors, with bigger wallets. That should keep us going without turbulence. The successful journey of the Cyprus Investment Programme Cyprus was the first country in Europe that introduced the CIP in 2011. At the time it was a revolution and people who had access to it had to spend more than 10ml euros. The program adopted successfully and changed quality to match the investor’s need. There are currently 11 programs around the World that involve citizenship by investment and Cyprus is amongst the most successful one. It is our sovereign right to continue this program but I’m afraid people will cannibalize it before a competitive country introduces something better and more attractive.

My personal point of view is that media have a big responsibility on protecting this program that proved as a savior of the Cyprus economy. Let’s all help the public to recognize that HNWIs do not impose a threat to our country of employment status. They are here not to compete with us, but to gain access to a privilege that can’t be offered by their country of origin. Let’s understand that their economic contribution is key to a country that produces nothing and imports everything. Let’s help the public opinion that they are not here to change our demographics. Once we achieve that we could work to make our CIP industry regulated in order to present a reputable solution to the rest of the world.

Before its independence from the UK in 1960, the Cyprus economy was primarily based on agriculture and the export of minerals. However, in the last few decades the country has established itself as a serious business and service centre for shipping, financial services and commerce, and is classified by the World Bank as a high-income country. Tourism has been a key driving force of the Cypriot economy for decades, and 2015 saw record-breaking numbers of tourist arrivals. New projects are currently underway to boost the tourism sector and encourage year-round visitors, ranging from the construction of brand new golf courses, marina developments and the upgrading of the island’s wellness and medical tourism product. However, the world-class discovery of natural gas and potential oil deposits in Cyprus’ Exclusive Economic Zone (EEZ) in the Mediterranean Sea is expected to change all this. Appraisal drillings in block 12 by US Company Noble Energy confirmed natural gas reserves of 4.54 trillion cubic feet (tcf) – enough to meet Cyprus’ domestic gas demand for over 100 years – and has attracted international energy heavyweights, such as Total and Eni, to explore the island’s waters for new discoveries. Cyprus’ energy sector currently presents one of the best opportunities for foreign investors and for economic growth. The once Central City of Famagusta is gauged to have been built around 274 BC after Salamis (along with the other cities on the island) was ruined by a major earthquake. The place which lies east of Ayia Napa towards Cape Greco, fused with the background of the endless blue, was the vision of Mr.Kikis Constantinou. His vision of Ayia Napa becoming the best tourist desti-


nation on the island, while simultaneously being a source of Arts and Culture, became a reality in 2014 with the groundbreaking idea of creating an Open Sculpture Museum. With the unanimous consent of the Mayor Mr. Yannis Karousos, the members of the Municipal Council and a faithful companion to the realization of his vision, the Cultural Officer of the Municipality, Maria Tofini -Tsantila, the Sculpture Park was inaugurated on the 11th of May 2014. Since then, the annual International Sculpture Symposium takes place in two phases (first phase October - November and second phase March - April). International artists present their enriching work on-site which is created using

Cypriot limestone from the area of Kivides as well as other materials which are being gradually introduced, in order to constantly upgrade the quality of the Park. The aim of the International Sculpture Symposium within the Ayia Napa Municipality is to establish the Symposium and the

The Application Process STEPS: • STEP ONE: Investors inspect and reserve the real estate of their preference through a visit to Cyprus or via correspondence. • STEP TWO: Investors open a bank account in Cyprus and sign the necessary bank documentation. They transfer funds to Cyprus from abroad accordingly. At this stage, the Central Bank of Cyprus will carry out the due diligence to ensure the legitimacy of the source of money. • STEP THREE: Investors sign the real estate purchase agreements and deposit them in the Cyprus Land and Surveys Department accordingly. • STEP FOUR: Investors collect and finalise all required documents for the Cyprus naturalization. Whichever of the two south-east Cyprus jewels you choose to invest in, you will never be far away from every amenity needed for either sun-filled holidays or the chance to live the Mediterranean lifestyle. Both resorts still have plenty of room for growth in the surrounding suburbs and there are many on-going developments for investors to choose from. Two tourist havens Despite the resorts vibrant nightlife, Ayia Napa also attracts large numbers of families among the one million yearly visitors to its soft sandy beaches year on year. While the younger generation prefers to party the nights away above the town’s mon-


astery square, there is plenty of family entertainment, quality dining, and leisure facilities closer to the harbour area. Protaras may have around a thousand less licensed tourist accommodation keys than Ayia Napa’s 9,300 but that doesn’t appear to have made any dent in the wide range of facilities the town extends to the 750,000 visitors that flock there every year. Protaras resort does have a more family oriented feel to it and although it covers a smaller land mass it still boasts 8 blue flag beaches that include the famous Fig Tree Bay. Culture and history With the islands long and fascinating history it comes as no great surprise that visitors to either resort are never more than a short walk away from an iconic historical attraction. The famous Ayia Napa Monastery has situated only a short walk from the main beach and resort centre. Visitors to the sister resort can look forward to a steep but leisurely ascent to the famous Profitis Elias Church to be rewarded with a panoramic view of the whole area. A meeting of two municipalities Although the two resorts are within different municipalities, Protaras’s Paralimni authority and the Ayia Napa boundaries converge at the well-known Konos Bay Beach. A boundary that was only agreed upon as recently as 2015 and which has led to the rather comical situation of having the 2 municipalities sun loungers at opposite ends of the beach. Exciting on-going developments While the proposed Cape Greco Golf Course still remains “understudy”, construction of the much awaited and heralded Ayia Napa Marina is already well underway. Scheduled for completion as early as 2022, it is certain to be the area’s jewel in the crown in terms of prestige and it will enhance the perception of the whole region as an upmarket holiday destination. Making the most of the available opportunities Anyone visiting the south-east coastal region of Cyprus during

the winter season will be left in little doubt that Ayia Napa has is already breaking the traditional mould in respect of providing year-round facilities. This has been reflected in the steadily increasing number of winter visitors who spend anything from a few weeks to 4 months off the year there. While Protaras enjoys the same temperate climate it has so far established itself as a seasonal resort where most of the local hotels still choose to close down for the winter months. How do you view the Real Estate industry right now? Do you think it has bounced back from the post-2013 recession slump? One can surely claim the industry as we knew it does not exist anymore. Nowadays buyers are more sophisticated, demanding and looking for lucrative investments that are financially sustainable. In addition to that, there is a definite trend on the luxury properties. The influx of HNWI has helped to change the real estate map of the island. Industry professionals who fail to cope with changes will be wiped out of the market sooner or later. It’s a buyer’s market where emotions do not fit it. The demand is growing for luxury projects that give great value to the buyer. I could also say that some companies which adapted quickly are in a far better position than the pre-crisis period. Of course, we can’t neglect the fact that we do operate in a citizenship-driven market, however, Cyprus could continue to attract foreign direct investments pro-

vided that we build a more transparent marketplace. There appears to be a local trend towards high-rise luxury properties at present. Do you see this continuing in the foreseeable future? I’m personally the biggest fan of high rise developments as I truly believe that a city, can’t be truly called a ‘city’ if there is no skyline. Thus, as the market’s demand will continue to grow, in an island where there is scarcity of land, the government authorities have to become more flexible and open minded on this subject. In fact, if you carefully study the island’s topography and landscaping you will notice that there is considerable scarcity of land in the areas of rural activity. Why we all have we failed to recognize the need to grow our towns vertically instead of horizontally, I believe it’s a matter that should challenge us and give more food for thought when designing the cities of the future. Skepticism and conservatism will not help us in this case. Cyprus is the only country in Europe that has no genuine master plan that takes into consideration the future development of its four major cities including the area of Famagusta. On this island we just need to release that we can’t produce land. Land is our precious commodity and has to be used wisely. Green technology, genius master-planning and eco-friendly materials all have to be combined together to protect our country’s only asset. Our land. Isn’t there a danger that, once again, the industry may become over-reliant on foreign buyers? On an island of less than a million inhabitants we can’t really expect a whole industry of real estate professionals to depend on the local market. Actually, the banking system is controlling the real estate market. It’s their long time position that has encouraged developers to look for alternative sources of finance through foreign direct investments. The industry professionals had two choices, die or survive. We have chosen the latter. Becoming extroverted and prepared to look for new markets in the south east Asia and Middle East was key to keep us alive. Thus, I would expect the trend to continue. One could argue about our dependence in foreigners, however, we have no choice but to work hard to make our product attractive. And for that reason genius has to kick-in to our developments. No more mass productions, no more cheap constructions, no more poorly designed developments. If we are keen on catching the attention of international buyers it is the right time to think about quality developments and boutique services that match our limited supply of land. We can cater for less investors, with bigger wallets. That should keep us going without turbulence.

How successful has the government’s Citizenship by Investment Scheme been? Do you think that it should be extended indefinitely? It was actually Cyprus the first country in Europe that introduced the CBI in 2011. At the time it was a revolution and people who had access to it had to spend more than 10ml euros. The program adopted successfully and changed quality to match the investor’s need. There are currently 11 programs around the World that involve citizenship by investment and Cyprus is amongst the most successful one. It is our sovereign right to continue this program but I’m afraid people will cannibalize it before a competitive country introduces something better and more attractive. My personal point of view is that media have a big responsibility on protecting this program that proved as a savior of the Cyprus economy. Let’s all help the public to recognize that HNWIs do not impose a threat to our country of employment status. They are here not to compete with us, but to gain access to a privilege that can’t be offered by their country of origin. Let’s understand that their economic contribution is key to a country that produces nothing and imports everything. Let’s help the public opinion that they are not here to change our demographics. Once we achieve that we could work to make our CBI industry regulated in order to present a reputable solution to the rest of the world. Of your many developments, give us some information about what you consider to be your flagship project right now. International Standards for the construction of the Ayia Napa Golf Course The Department of Environment, of the Ministry of Agriculture, Rural Development and Environment are evaluating the Environmental Impact Assessment Study of the spatial planning (Master Plan) for the construction of a golf course and all related facilities. The club will be named ‘Ayia Napa Forest Golf’, which will take part of the state forestry land and specifically the ‘Ayia Napa Forest’, state and private land at the ‘Mazeri tou Koukou’ site, as well as at the ‘Atopetres - Perneres’ site, within the administrative boundaries of the Municipalities of Ayia Napa and Paralimni, in the Famagusta region. The entire development will be carried out by AYIA NAPA FOREST GOLF LTD, to whom the state land will be allocated. It is worth noting that the state land will be granted with an annual rental fee, that is going to be calculated by the Department of Lands and Surveys, of the Ministry of Interior, at 5% of the total market value, after calculating the total size of the requested land. The rent will be reviewed every five years. The lease term will be for an initial period of 33 years, renewable for two more periods of 25 years each. State land will only be used to build the golf course with all associated facilities. For this land, a spatial planning application has been submitted for an 18-hole golf course including auxiliary facilities (Clubhouse, parking space, space for the maintenance of the golf course etc.) and other related developments including tourism development (5-star hotel), commercial development(shops and a multi-functional conference hall) and residential development (houses and complexes), according to the decision of the Council of Ministers. International Standards The development of the golf course will include a world-class 18-hole golf course with standards that will allow it to host international golf competitions as well as attracting tourists to Cyprus. It will also include a practice and learning pitch where guests and locals can learn and practice, bathroom facilities on site, access strips for the movement of golf carts around the course, the Clubhouse and a unit for the maintenance of the golf course. Clubhouse The building of the Members' Club will be a conventional building with reinforced concrete, a brick-filled body and aluminium openings. The building is designed to be Class A energy with a central electrical air conditioning system and with external thermal insulation. This building will have 2 or 3 floors and a basement. The total area of the building will be 3,000

m2 with an expected coverage of 1,000 - 1,500 m2 and an expected depth of 3 - 4 metres from the natural terrain. The building will have approximately 75 parking spaces, both open-air and underground. Tourism Development The tourist development will include a luxurious 5-star hotel with an original capacity of 500 beds (250 rooms) and all the amenities that enrich the tourist product such as spa, swimming pools, gym, restaurants, bars etc. The proposed hotel will have ten (10) floors and one (1) basement. Its total area will be 15,000 m2. The hotel will have a total of 225 parking spaces, both underground and outdoor. In a future phase the 5-star hotel is expected to expand by 100%, doubling the number of beds and its facilities. Residential Development The target is a uniform housing development with luxurious modern houses with minimal architecture and the use of natural materials, as natural as possible in light shades. The total number of houses will be 228, of which 216 will be two-storey houses with a building area of 140 m2, while the remaining 12 will be two-storey houses with a building area of 200 m2. In the complex developments there will be a construction of a total of 60 residencies of 140 m2. Commercial Development The commercial development, which will be built in the form of square suburban space, will be the link between all the proposed uses. It will include shops for every day use, a multipurpose hall and underground and outdoor parking spaces. The shops as well as the multipurpose hall will cover 2 or 3 floors with a basement. These buildings will have a total area of 6,000 m2. The underground areas will have a total area of 1,500 m2. Parking spaces are estimated at 130, some of which will be underground.

Interview What are the challenges in your profession? I was always fascinated with the idea of assisting people to invest in real estate and become Cypriot nationals at the same time. Can you give us more information about the Cyprus investment programme? Naturalization is the legal act of process by which Cypriot Citizenship / nationality is granted to non-EU nationals who fulfil the requirements established by the Cyprus Council of Ministers and Migration Department. In 2013, the Cyprus government has introduced a revolutionary scheme by which investors are eligible to Cypriot nationality by exception, through 6 months process What are the minimum economic requirements? Under the “Cyprus Investment Programme” which was amended on the 9.1.2018 and 21.5.2018 investors can now apply through a standalone application by investing in one single residential property or a portfolio of residential properties of minimum value of €2.0m plus Vat. Of course, a number of other conditions apply, such as withholding the investment for three years before selling any of the units in the open market. Are there any other terms and conditions that apply? Of course, the most significant condition is that the investor has to purchase a residential property of minimum €500,000 + 5% vat for life. This property will have to be declared as his/her main residency on


the island. Is the process of examining an application time-consuming? An overall average time of 6 months is normally expected before approval, however, some cases that involve multiple and complex investment plans might take an extra two to three months. What confidentiality terms apply to the process? It is perfectly normal for the applicants to require extra confidentiality clauses, and our company ensures that all the information provided will stay in full confidentiality without any risk of publically allowing them to free access. The same applies for the government departments involved. How much should one expect to pay for the process fees? The fee for submitting the Cyprus naturalization application is €2,000 for each applicant, plus €80 for every dependant person such as children or parents. Once the naturalization certificate is issued, then an additional €5,000 is payable to the Cypriot authorities. Let’s take an average family for example. How many of them can qualify for this programme? If we take an example of a of a third country family of four people, then the main applicant could be the father or the mother, and the application can also include the two children as dependents, provided that both are under the age of 28, and their main activity is their studies without a steady source of income from an employer. Simply put, both children should not be fulltime employed with a standalone salary. The more clear cases will be those of children who are still studying. Of course, all the minor applicants under the age of 18 do not need to prove their dependency on the family. Parents will obviously invest in real estate assets, and off course, the family will need to purchase a permanent residence – villa or apartment - for the value of €500,000 or more. In your opinion, what benefits does this programme provide the investors? It is obvious that as more and more countries tighten their border policies, people from troubled regions are in more desperate need for permanent solutions that will give them access to global mobility. Of course, these solutions are offered nowadays at a heavy cost. Although, the Cyprus programme does not include any government donations and expensive fees, compared to other similar programmes in Europe and the rest of the World. Thus, one could argue that the Cyprus programme is one of the most attractive nowadays since it offers the best exit investment strategy to applicants. On top of this, entire families have access to the freedom to live, work and travel to Europe and the rest of the World. In principle, an investor can become an a Cypriot

national in six months, gaining all the rights of a Cypriot citizen. We have a clear view of the applicant’s benefits, but what about Cyprus? How does the country benefit from this vigorous plan? The citizenship programmes in Europe and the rest of the World date back to the early 1980’s. The governments were always keen to attract high net-worth individuals in order to help boost their economies. Cyprus could not stay outside of the market. In fact, after the economic crisis on the banking sector, the Cyprus government has initiated a number of different programmes in order to attract foreign investments. So far, the plan has helped to stabilise the real estate sector. As the previous Minister of Interior, Mr. Socrates Hasikos, mentioned few months ago,

In addition to that, our group predicts a considerable increase in the demand of high-end properties, which will stand out in luxury and services. Taking into consideration the buoyant rental market of the coastal areas, the combined returns could reach up to 10% in some cases. Can you please give us more information about your existing clientele? From which countries does Cyprus mostly expect investors? We have a record of investors from around the world; however, the most common markets come from Asia and the Middle East. Russia and Ukraine represent a smaller market share and African countries are just about a small fraction of the market. Why should an investor choose Cyprus for investing and not another investor programme? I personally have a strong opinion about the Cyprus programme due to the fact that I have received so many applications and I have seen how much we can help to change a family’s life because of this. The most attractive element of the Cyprus programme is the fact that the applicant does not have to wait for years before he/she is approved. Uncertainty in our times is big. The Cyprus programme is a straightforward plan that secures a fast and easy solution for high net worth individuals. Compared to other countries, the Cyprus government does not ask for donations either. An investor can have full access to their properties or investments with the free right to sell, use and exploit them at their discretion without having to pay considerable costs.

What Made Me Stay! The story of a British expat who's chosen a home away from home

Along with thousands of other British expats that have chosen South East Cyprus as their home, Kevin and his wife Julie made the decision to sell up and move to the Famagusta region. We were interested to know what motivates individuals and families to move to Cyprus so we asked them to explain what prompted them to make their decision. In doing so we aim to gain some insight that could prove valuable to anyone else considering doing likewise.

When asked what prompted them to leave the UK Julie and Kevin outlined the following reasons. I had been working as a business owner which included weekends and holidays since the age of 21 and was finally beginning to question what it was all for. I first visited Cyprus as a tourist in 1998 and immediately fell in love with this beautiful sun-kissed island. Crazy as it may sound; I told Julie that I intended to live here at some point in the near future. Even crazier still; I proposed this despite never having set foot outside of the UK before that time. In the years that followed, we visited many other foreign holiday destinations but our love affair with Cyprus continued to grow. Eventually, we decided to purchase a holiday home here and at the time we have visited both Paphos and Limassol but we had never visited the South East of the island. However, an internet search for property threw up some attractive options in the Famagusta region. An Enhanced LifeStyle We jointly purchased our first property in the Kapparis area of Famagusta with another couple who were close friends, with the intention of taking some long holidays there. Then the housing market and economy in the UK went into recession in the late 90’s and we decided to take the plunge and sell up in the UK. We then upgraded to a 3 bedroomed detached villa of our own in the Agia Triada area with a private pool and we moved here permanently. The things that attracted us here were the friendly locals, a thriving expat community, low crime rates, and the excellent value-for-money of our Cyprus property purchase. Oh! And not forgetting the glorious Cyprus weather, of course, which we have never tired of even to this day. We asked whether they both still felt the same way about Cyprus and how their future looks from where they see it. I guess it’s a bit like an old married couple, the longer you are together the better you get to know one another and the easier it is to get along. Our love affair with South East Cyprus and the Famagusta area has been a lot like that, the longer we are here the more comfortable it feels. Since we arrived here in July of 2008 we have never looked back and we have every intention to see our days out here. We both enjoy the pace of life here, the congestion free roads, and the sunshine. The way I see it, we would be crazy to go back to the cold, dark, and often dangerous streets of the UK when everything that we could ever want is right here.
