Your Important Role as a Family Dear Girl Scout Families, Girls succeed when families get involved. Whether you’re calculating how many cases will fit in your trunk, balancing towers of cookies in your dining room, or keeping spirits high (and fingers warm) at a cookie booth. You are a critical part of the Girl Scout Cookie Program. Here’s how you can help your Girl Scout be successful: • Help your Girl Scout set goals and practice her business skills to earn her Goal-Getter patch. • Make sure your Girl Scout does not take orders prior to the program start date, January 20, 2022. • Help your Girl Scout network with family and friends, but let her do the “ask” so she can learn important business skills. • Help your Girl Scout participate online by registering for ABC Smart Cookies. Share email addresses of family and friends for online orders. • Volunteer to chaperone a booth (GSEP adult membership and clearances are required). • Turn over all the funds to the Troop Cookie Manager as soon as possible. • Accept economic responsibility for all cookies and money received. NOTE: The cookie program helps Girl Scouts learn honesty and fairness. Failure to account for money and products received will be considered misappropriation of funds. • Remember that cookies cannot be returned to the troop or council once signed for. • Remember to check the GSEP website for latest COVID-19 related updates.

How Girls Sell Cookies In Eastern Pennsylvania, girls participate in the Cookie Program through these channels: IN PERSON: Girls can walk around the neighborhood with a parent/guardian with cookies on-hand or an order form for cookie delivery at a later time. Money must be collected at the time the product is handed to the customer. Families may also use their Girl Scouts’ door hanger (found at the back of this guide!) to promote the program in a socially distant way. There may also be a collection of credit card payments with the Smart Cookies app for contactless payment. Reminder: Make sure to check gsep.org for the latest update on COVID-19 practices. COOKIE BOOTHS: Troops sell cookies directly to customers at booths, often in high-traffic areas such as grocery stores, malls, or sporting events. These booths will be arranged by the Troop Cookie Manager who will work with the Service Unit Cookie Manager to secure locations. The SUCM will help assign booths in a fair and even way. Cookies sold at booths will be divided evenly among the girls that participated at the booth. Every troop booth must have two unrelated, cleared, and registered adults, one of whom must be a female. If you would like to set up a Family Booth, talk with your Troop Leader. Family Booths, are like traditional booths, as they are in your Service Unit boundaries, but are run by the girls who live in the same household. Family booths still need to adhere to GSEP’s adult to girl ratios. If your girl does not participate in Girl Scouting with a troop and wants to participate in cookie booths, reach out to your Service Unit Cookie Manager! Make sure to check out www.gsep.org for best COVID-19 safety practices. ONLINE SALES: All registered Girl Scouts can participate in the Cookie Program online using ABC Smart Cookies. The parent/caregiver will receive a registration email from Smart Cookies in mid-December with a link to create the girl’s profile. Families can then download the Smart Cookies App (available in the AppStore and Google Play Store) that allows a girl to set goals, place and track orders, and view recognitions and achievements. Girls can now take credit card payment on the Smart Cookies app for girl delivery or direct shipment. Girls who become registered Girl Scouts after mid-December and before the end of the Cookie Program will get an email invitation to be able to participate online. GIFT OF CARING AND HOMETOWN HEROES: This is a great option for customers who do not want to buy cookies for themselves but want to help Girl Scouts meet their goals. Troops can set up a donation box at their booths and then choose a worthy organization to gift with their donated cookies. Recipients can be “heroes” in the community such as shelters, firefighters, police officers, etc. REMEMBER: Only registered Girl Scouts sell Girl Scout Cookies. Girls cannot sell cookies to a business that plans to resell the product to its customers. Girls should always be a sister to all other Girl Scouts and practice the Girl Scout Law and Promise when participating in the Cookie Program. Girls can only sell within the GSEP nine county footprint, and all troops must report to their SUCMs where they will be selling. Out-of-state booths are prohibited.

How Girls Sell Cookies – Continued Door-to-Door Safety 1. All girls must have an adult present when selling cookies door-to-door. 2. If possible, sell in the daytime or on a well-lit road at night. 3. Stay within your immediate neighborhood. 4. Wear your Girl Scout uniform to identify yourself as a Girl Scout. 5. Do not give out personal information. 6. If another Girl Scout lives in the same neighborhood, team up! 7. Never give cookies to a customer who has not paid. 8. Utilize Smart Cookies’ contactless payment feature on the Smart Cookies app. 9. Check out the TeamApp (gsepcookies.teamapp.com) to download printable business cards, door hangers, and other fun resources to make selling cookies extra fun!

Cookie Booth Basics 1. Always show for scheduled booths–customers are counting on you! 2. Allow 5 minutes for set-up before your booth start time. 3. Use contactless payments when possible, with the new Smart Cookies app. 4. Wipe down your booth with disinfecting wipes before and after use. 5. Check in with the store or business upon arrival and before leaving. 6. Bling out your booth with decorations and signs. Share your goal with customers and let them know what you are planning to do with your cookie proceeds. 7. Make a “Hometown Heroes” jar for donations. 8. Girls should always wear their Girl Scout uniform. 9. At least two unrelated, registered, and cleared adults should be at all troop sponsored booths. 10. Comply with the girl-to-adult ratios in Volunteer Essentials. 11. Adults should never leave girls alone. Do not leave your booth unattended. 12. Do not eat at your booth. 13. Take all trash, including empty cookie cases, and do not leave anything behind. 14. Represent GSEP with pride and always follow the Girl Scout promise and law. 15. The Power of the Cookie The Girl Scout Cookie Program is the largest girl-led business in the world and the only program in which girls as young as five years old can earn money to finance their own activities. In addition to learning important business skills, girls save for travel and fun troop activities, and give back to the community through service projects and cookie donations. Plus, each box of cookies sold helps keep Girl Scouting strong. The proceeds from every box sold in Eastern Pennsylvania stay in our region and help GSEP maintain our beautiful properties, provide financial aid, and keep program and camp costs affordable. Through the Cookie Program, girls learn 5 essential skills they will use for a lifetime.

Cookie Entreprenaur Recognition Plans Girls who participate in the Cookie Program can earn awesome prizes and recognition for their hard work! Troops have two options for the money earned during the Cookie Program. Older girl troops (Cadettes and older) can earn higher proceeds while opting out of recognitions. Regardless of plan, every girl will receive any patches earned based on their overall sales. The Proceed Plan must be agreed upon by the entire troop as it will affect girls’ individual recognitions.

Option 1—Traditional Proceeds with Recognitions Troops that select this plan will earn monetary profit while also opting for girls to earn physical prizes or credits toward programming and travel. Based on the Troop’s Per Girl Average, the troop will earn the following profit per package: PGA 1-129 130-159 160-199 200-299 300 +

Option 2—C/S/A Proceeds Plan without Recognitions This plan is offered only to Cadette, Senior, and Ambassador troops. The troop must reach a Per Girl Average (PGA) of 160 packages or more to be eligible. Please note, the PGA will not be rounded up. Once eligible, the troop will earn an additional $0.05 per package. If this option is chosen, it applies to the entire troop and the girls participating in this troop will not receive any cumulative prizes, including the free membership. Girls will receive patches and achievement bars. Based on the Troop’s Per Girl Average, the troop will earn the following profit per package: PGA

Girl Recognitions Girls in troops that select Option 1—Traditional Proceeds with Recognitions will have the option of the following three recognition plans. Please note, Smart Cookies will default to the Cumulative Prize Plan, unless otherwise selected.

Cumulative Prize Plan This plan is open to all age levels and features themed items and includes free membership for the next Membership Year. These items are cumulative and are earned based on the number of packages sold by each individual girl. *Note: If the size for a clothing item is not selected when orders are due, the size ordered will default to Adult Medium. 12


Cookie Entreprenaur Recognition Plans Adventure Credits This plan is offered to all age levels and is not cumulative. Girls must sell a minimum of 200 packages to qualify for this option. Adventure Credits can be redeemed at the retail shops, trading posts, Gold and Silver Awards expenses, GSEP Day and Resident Camp sessions, or any Spark Programs. See the Recognition Insert on page 8 for the redemption calculations. Adventure Credits can be used for future programming but need to be redeemed by October 31, 2022. Credits cannot be combined, transferred, or redeemed for cash. Adventure Credits can be redeemed by filling out the webform on the GSEP.org website. Emails with the total number of credits earned will be sent to the parent/guardian email on file at the close of the cookie season. Girls who opt for Adventure Credits will receive all patches and appropriate achievement bar but will not receive any other cumulative prizes, including the free membership.

Older Girl Travel Credits This plan is offered to Cadette, Senior, and Ambassador levels and is not cumulative. Girls must sell a minimum of 500 packages to qualify for this option. Credits cannot be combined, transferred, or redeemed for cash. Older Girl Travel Credits can be redeemed by filling out the webform on the GSEP.org website. Emails with the total number of credits earned will be sent to the parent/guardian email on file at the close of the cookie season. See the Recognition Insert on page 8 for the redemption calculations. Credits earned during the 2022 Cookie Program must be redeemed by September 30, 2023, but can be used for future trips. Girls who opt for Older Girl Travel Credits will receive all patches and appropriate achievement bar but will not receive any other cumulative prizes, including the free membership.

Cookie Frequently Asked Qustions How do I sign up my Girl Scout for the Cookie Program? All Girl Scouts registered for the 2021-2022 Membership Year are eligible to participate in the Cookie Program and will receive an email invitation. Contact your Troop Leader or Troop Cookie Manager (TCM) to:

• Learn more about troop deadlines. • Attend any troop trainings, cookie rallies, and any other virtual events. • Sign a G-1 parent/guardian responsibility agreement. • Give the TCM your girl’s initial order.

What if my Girl Scout’s troop does not have a Troop Cookie Manager or I am interested in volunteering? The Cookie Program does not have to be a one person’s job, so the more the merrier. Go ahead and volunteer! Contact your Troop Leader or Service Unit Cookie Manager to find out how you can help. (You must be a registered and cleared volunteer to serve as a Troop Cookie Manager.)

What if my daughter is a “Juliette” or Individually Registered Member? Individually Registered Members or “Juliettes” who are not associated with a troop may sell cookies. Email us at memberservices@gsep.org to be put in contact with your local Service Unit Cookie Manager (SUCM), who will help you get started.

Why do I have to be a registered member to help at a cookie booth? Safety is a top priority for Girl Scouts. All adults who supervise girls or money must register and submit criminal background clearance documents to ensure the safety and well-being of our girl members. Additionally, as a registered member, you are covered under the Girl Scouts insurance policy.

Can my Girl Scout advertise online? Girls can use electronic marketing and social media to gather sale commitments from family, friends, and previous customers if they are practicing safe online marketing and following GSUSA guidelines. Girls should fill out GSUSA Online Safety Pledge at: www.girlscouts.org/help/internet_safety_pledge.asp. Girls who are 13 or older may use their own social media sites to market cookies. Girls under the age of 13 may use their parent/guardian’s social media to advertise cookies with adult supervision.

• Girls should only use their first name and troop number when advertising on social media.

• Girls and parents should not publish their address or phone number.

• Parent/guardians may promote their Girl Scout’s cookie sales through social networking sites such as their personal Facebook feed, Instagram, or Twitter account; however, the Girl Scout must be the one to complete the sale.

• Cookie sales on online community sales pages (Craigslist, Facebook, yard sales, etc.) are prohibited. Example social media post: OK: My daughter Susie is selling Girl Scout Cookies this year to help pay for camp. If you are interested in supporting Susie, please leave a comment with the best time to reach you, and Susie will contact you.

OK: My daughter Susie is selling Girl Scout Cookies this year. Please stop by the ACME this weekend from 12-3PM to support her troop. NOT OK: My daughter is selling Girl Scout Cookies. Leave a comment with your order. For more information and ideas on posts and messages to post on your private social media pages, visit gsepcookies.teamapp.com or gsep.org/cookies for our NEW Social Media Toolkit. You may collect payments online using tools like PayPal, Venmo, Zelle, etc. Make sure to ask customers to use the “Send Money to Friends” option (specifically for PayPal) to avoid incurring transaction fees. GSEP will not reimburse any transaction fees related to any of these methods of payment.

Can my Girl Scout sell cookies online? Girl Scouts may sell online through Smart Cookies. All ages can participate; girls younger than 13 must have a parent sign up for them. Girls (or parents of girls younger than 13) create a Smart Cookies account via www.abcsmartcookies.com. Girls can sell in two ways: 1. Smart Cookies Mobile - digital order card that tracks in-person orders. 2. Smart Cookies Direct Ship - Girls can send eCards to potential customers. Customers have two options: Order Girl Scout Cookies to be directly shipped to them or request that a Girl Scout hand deliver cookies (nearby customers only). Customers can order any variety of Girl Scout Cookies in any amount and can also make a monetary donation. NOTE: Shipping charges will apply to all Smart Cookie Direct Ship orders. Shipping is not available to Hawaii, Alaska, or Puerto Rico. Customers will also have the option to make a Gift of Caring Donation or to purchase a Cookie Gift Box! Girls that sell at least 36 packages using Smart Cookies Direct Ship will earn the Online Patch (customer must purchase packages, not request Girl Delivered).

How do I order and pick up cookies? Contact your Troop Leader or Troop Cookie Manager to discuss the troop’s process of ordering cookies. Request a receipt any time you are handing in money in exchange for cookies. If your girl participates in the Cookie Program as a Juliette/IRM, contact your local Service Unit Cookie Manager to obtain cookies.

How are sales recorded? The Troop Cookie Manager or Troop Leader enters the sales into Smart Cookies (the online ordering and inventory system) so girls can get recognitions based on their sales.

Who do I give the money to? The Troop Cookie Manager, Troop Leader, or Troop Treasurer will collect the money to deposit into the Troop Bank account.

IMPORTANT: Be sure to get a receipt every time you turn in money. Can I return cookies? GSEP does not allow returns. All cookies that are ordered and signed for belong to you as a parent/ guardian. Check with your TCM or SUCM about exchanging/transferring varieties with others in your troop or Service Unit. Parents and adult volunteers can also use social media to arrange swaps with other GSEP families.

Who sets the price of the cookies? GSEP sets the sale price of cookies sold in our council. Cookie prices in Eastern Pennsylvania have remained flat at $4/package except for the Gluten Free Cookie which is $5/package.

Where does the money go? All proceeds from cookies sold in Eastern Pennsylvania remain in our council and make it possible for GSEP to serve girls. Troop profits remain in the troop account for girls to spend throughout the year on programming that they all agree on. Money earned by the troop becomes the property of the troop. It does not belong to individual girls or parents/guardians. Troop money should be used to equally benefit the entire troop, not individual girls. Troop proceeds are based on the troop’s Per Girl Average (PGA). The PGA is calculated by dividing the total number of packages in the troop’s inventory by the number of girls selling. A girl who has “0” packages assigned to her will not affect the troop’s PGA. Based on this number, the troop will receive the following proceeds per package: PGA PROCEEDS PER PACKAGE

160-199 $.75/package

The remaining net revenue from each package of cookies sold goes toward girl rewards and recognitions, Service Unit proceeds, and helps to subsidize GSEP camps, properties, and programs.

What happens if a parent or troop owes money at the end of the sale? A parent should not be given more than $250 worth of product without paying up-front. If a parent neglects to pay the troop for monies owed at the end of the sale, the troop can submit a T-5 Parent Delinquency Form. After submitting the form, the balance that the parent owes to the troop will then be owed to GSEP. GSEP will then initiate a collections process and the parent will be unable to register for camps or programs until the balance is paid. The misuse of troop funds or Cookie Program proceeds may result in legal proceedings, denial of registration for programs and events, denial of use of GSEP facilities, and/or release from a volunteer position. If you suspect misuse of troop funds, please contact your Service Unit Manager or Service Unit Treasurer.
