He has been working as a photojournalist in the central press for eight years. He shot the corporate image for the TAROM jubilee publication “Toghether for Half a Century“. His hobby is piloting.
Are la activ o îndelungat\ carier\ jurnalistic\, dar prima [i ultima lui dragoste r\mâne literatura science-fiction. A publicat dou\ volume SF [i a fost premiat în 1992 de Societatea European\ de SF.
Este muzeograf la Muzeul Municipiului Bucure[ti. Subiectul ei favorit: istoria vie]ii private în secolul al XIX-lea. A publicat, la Editura Cartea de Buzunar, [i dou\ volume despre s\rb\torile bucure[tenilor.
He is a journalist, but Science Fiction is the first love. He published two SF books and in 1992, was awarded by the European Science Fiction Society in Marea Britanie.
She is a curator at the Bucharest Museum. Her favorite subject: the history of 19th century private life. She published two volumes about celebrations in Bucharest at the Cartea de Buzunar publishing house.

soara was one of the hardest fortresses to lie seize to in Transylvania. This was largely due to the prosperity of its merchants and craftsmen, who had enough money to erect a strong defense system, allowing them for the most part to carry on with their daily business without interference from the outside world. 14 towers were built around the fortification wall. The surrounding wall has almost remained intact through the ages, as have a few of the famous bastions. The excellent condition of the medieval fortress attracted the attention of UNESCO and received recognition in 1999 when Sighisoara took part in the world heritage event.
THE FORTRESS’ STONE CHRONICLES “The Jewelers’ Tower“ or “The Goldsmiths’ Tower“ was the first to be mentioned in written records. Erected at the highest point of the fortress, “The Golds-

miths’ Tower“ was surrounded by numerous legends over time. But the explosion that damaged the wall that links it with “The Ropers’ Tower“ led to a catalogue of unsuccessful restoration attempts that have sadly left it in ruins... “The Ropers’ Tower“ defended the North-Western corner of the upper plateau. In addition to the “The Tanners’ Tower“, one of the oldest, “The Barbers’ Tower“ was added in 1631, which was destroyed more recently destroyed. The remains of which are still visible on the plaster of the neighboring walls. “The Mowers’ Tower“, is one of the most specialized constructions of the fortress, strong and constantly updated to reflect the advances in fighting techniques. CRONICILE DE PIATR| ALE CET|}II Turnul giuvaiergiilor sau al aurarilor este cel dint‚i care apare `n documente. Ridicat `n punctul cel mai `nalt al cet\]ii, el a fost aureolat, o dat\ cu trecerea veacurilor, de numeroase legende. Dar explozia care a aruncat `n aer zidul de leg\tur\ cu Turnul fr‚ngherilor a deschis [irul unor grele `ncerc\ri ce i-au marcat soarta... Turnul fr‚ngherilor ap\ra col]ul de nord-vest al platoului de sus. Turnului t\b\carilor - unul dintre cele mai vechi - `i fusese ad\ugat, la 1631, noul Turn al b\rbierilor, distrus mai t‚rziu, ale c\rui urme mai rezist\ `nc\ pe tencuiala zidurilor `nvecinate. Turnul cositorarilor este una dintre cele mai deosebite construc]ii ale cet\]ii, puternic [i mereu „`n pas“ cu evolu]ia tehnicilor de lupt\. Schimb\rile sale de volume, c\rora li se adaug\ impresionantele tencuieli ciuruite de gloan]e, povestesc despre asprimea vremurilor [i despre d‚rzenie. A[ezarea sa este excep]ional\, cu o vedere larg\ asupra `mprejurimilor care odinioar\ puteau ascunde primejdii. Turnul m\celarilor e ca o cronic\ de piatr\, c\ci sec]iunea urm\toare a zidului de incint\ s-a p\strat pe toat\ `n\l]imea, `ng\duindu-i privitorului r\bd\tor s\ citeasc\ limpede cum a evoluat construc]ia, pas cu pas, o dat\ cu cre[terea cet\]ii, `n toat\ puterea ei. Ridicat, pesemne, prin veacul al XV-lea, la poalele celei mai abrupte zone, era un post de ap\rare cu mare importan]\ strategic\. Turnul croitorilor, cl\dit `ntr-o arhitectur\ simpl\ [i nobil\, a c\zut [i el prad\ p‚rjolului din aprilie 1676, care a mistuit `n numai [ase ceasuri trei sferturi din ora[. Atunci a explodat rezerva de pulbere depozitat\ `n turn, distrug‚nd nivelurile superioare [i provizia de gr‚u. A fost `ns\ reconstruit `n `ntregime `n 1679. Documentele amintesc pentru `nt‚ia oar\, `n 1594, despre Turnul cizmarilor, scund, cu un „coif“ prelung de ]igl\, pitoresc. Turnul l\c\tu[ilor a fost d\r‚mat la 1894; `n 1886 a venit r‚ndul Turnului dogarilor, unul dintre cele mai vechi, pe locul c\ruia s-a ridicat palatul administrativ. Iar acolo unde se afla odinioar\ Turnul b\rbierilor a fost construit Turnul fierarilor.
® exceptional, with a panoramic view of the surrounding countryside that was of the up-most importance in older and more dangerous times. “The Butchers’ Tower“ serves a testament in stone, as its interior wall has survived in all its height, allowing a patient passer-by to be able to visually follow the glorious evolution of the fortress’s construction, step by step. Presumably erected in the XVth century, at the most rugged end of the land on which the fortress is founded, it was without question a defense post of huge strategic significance. “The Tailors’ Tower“, with a simple and noble architecture, fell prey to the 1676 fire, which destroyed three quarters of the city in no less than six hours. Started when a powder keg exploded in the reserve located in the tower, destroying its upper levels and the granary stores. The tower was
however entirely reconstructed in 1679. Records make reference to „The Shoemakers’ Tower for the first time in 1594, short, with a picturesque long shingle “crest“. “The Locksmiths’ Tower“ was demolished in 1894; in 1886, “The Coopers’ Tower“, one of the oldest, was demolished and replaced by the Administrative Palace. On the site of “The Barbers’ Tower“, “The Blacksmiths’ Tower“ was built.
A HOROLOGE TO MEASURE CENTURIES The main entrance is protected even today by the most important of the bastions “The Clock Tower“, also known as “The Gate Tower“. It is 39.5 meters tall. Around 1894, the roof was covered in multicolored shingles that shine joyfully in ® the afternoon sun.

Sighi[oara, cea mai frumoas\ cetate locuit\ din Europa / One of the most beautiful inhabited fortresses in Europe
® dou\ cadrane ale orologiului, unul orientat spre Ora[ul de Jos, iar cel\lalt spre Cetate, au fost montate dou\ grupuri de statuete sculptate `n lemn, ac]ionate, la anumite ore, de mecanismul ceasului. L‚ng\ cadranul din Cetate, ele formeaz\ trei registre. ~n primul registru stau Justi]ia [i Dreptatea. Ni[a deschis\ ad\poste[te figurina zilei `n curs. C‚nd orologiul anun]\, cu cele 12 b\t\i ale c\ld\rarului, c\ `ncepe o nou\ zi, la a [asea b\taie discul se `nv‚rte[te, iar `n ni[\ apare zeul zilei urm\toare, care r\m‚ne acolo 24 de ore. L‚ng\ c\ld\rarul dinspre Ora[ul de Jos se afl\ o figurin\ reprezent‚nd un disperat condamnat la moarte... Registrul al doilea cuprinde dou\ ni[e mici; prin cea din st‚nga, iese la ora [ase diminea]a o figurin\ care anun]\ ziua de lucru a me[te[ugarilor; la patru dup\-amiaz\, prima figurin\ se retrage [i din ni[a dreapt\ iese o alta, ]in‚nd dou\ lum‚n\ri. Ea marcheaz\ `ncetarea lucrului la sosirea serii. La r‚ndul s\u, odinioar\, paznicul turnului repeta prin b\t\i de tob\ num\rul orelor scurse, dovedind astfel c\ nu trage chiulul. ~n al treilea registru se afl\ un c\ld\rar care marcheaz\ [i el trecerea timpului. L‚ng\ el se g\se[te Pacea. ~n dreapta cadranului dinspre Ora[ul de Jos, [apte figurine reprezint\ zeii zilelor s\pt\m‚nii: Diana - luni, Marte - mar]i, Mercur - miercuri, Jupiter - joi, Venera - vineri, Saturn - s‚mb\t\, [i Soarele - duminic\... ∫

In ancient times, the 29 ® heroes assigned to defend the tower would take aim at their enemies from behind the buttresses and slit windows. “The fuel oil mouths“, a terrible invention to repel attackers, pierce the facades. But in time of peace, during holidays, the town’s orchestra would sing in the wooden gallery, which surrounds the tower on the upper floor. In 1604, the tower was enriched with a wood mechanism horologe, which the Sighisoara clockmakers replaced with a metal one in 1648. Close to the two clock faces, one facing the Lower Town, the other one facing the Fortress, two groups of wood sculpted statues were mounted, which are activated at certain times by the clock

mechanism. Near the Fortress horologe, they form three movements. In the first movement, one finds “Justice“ and “Rightfulness“. The open niche shelters the day figurine. When the horologe announces, with its 12 chimes, that a new day begins, at the sixth chime, the disk circles, and the god of the next day appears in the niche of the clock tower, who remains there for 24 hours. Near the Lower Town tinker, there is a figurine representing a desperate person sentenced to death... The second movement includes two small niches; a figurine emerges through the left one at 6 AM and announces the start of the craftsmen’s working day; at 4 PM, as this first figurine retires from the right niche another one emerges holding two candles. Thereby marking the end of the working day at sunset. In medieval times, the tower’s guard used to emulate the number of hours by drum beats, and in this way he proved himself not be not neglecting his duties. In the third phase, there was a tinker who marked the passage of time itself. Next to him there was “Peace“. At on the right side of the Low Town clock face, seven figurines represent the gods of each of the week days: Diana - Monday, Mars - Tuesday, Mercury - Wednesday, Jupiter - Thursday, Venera - Friday, Saturn - Saturday, and the Sun - Sunday. ∫

Moscheea Albastr\, Sf‚nta Sofia, Palatul Topkap`... Sunt doar c‚teva dintr-o imensitate de oferte monumentale `n poezia c\rora merit\ s\ te r\t\ce[ti ore `n [ir, asta dac\ nu cumva te-a descurajat [irul interminabil de autocare ce „descarc\“ f\r\ `ncetare mii de turi[ti. O privire aparte s\ p\str\m pentru Basilica Cistern, odinioar\ rezerva vital\ de ap\ a marelui ora[. E at‚ta lini[te, r\coare [i frumuse]e misterioas\ aici, la c‚]iva metri sub vulcanul de afar\, c\ nu-]i mai vine s\ pleci. Aten]ie `ns\ la treptele umede, pot fi alunecoase... Dar str\zile Istanbulului sunt ele `nsele peisaje fabuloase, locuri impresionante, ale unor `nt‚mpl\ri vii, savuroase [i colorate. Strada este `n sine o scen\ mobil\, pe care se desf\[oar\ simultan mii de reprezenta]ii alerte, subsumate unui spectacol grandios [i unic, mustind de parfum [i poezie. Pentru a-i percepe ritmurile, pentru a te contopi cu ea [i a-i primi c\ldura, strada trebuie explorat\ pas cu pas [i - pe c‚t posibil - f\r\ grab\.

wary of the damp steps that prove to be slippery. The streets of Istanbul themselves provide fabulous scenery, impressive places of vitality, spice and color. Any street is a vivid show where thousands of intricate dramas unfold simultaneously, all caught up in the grand spectacle, entwined in perfume and poetry. Its rhythm, its heat, can only be perceived by exploring step-bystep and, as much as possible, by taking time.
ABANDON ALL RESTRAINT, YOU WHO ENTER HERE The Grand Bazaar, the magnificent Kapalicarsi located in one of the most ancient corners of this European city, has always been a favorite of tourists’. Legend says that its origins lay in the two great halls built by the decree of Sultan Mehmet The Conqueror. The city from these “modest“ beginnings
slowly evovlved into a huge commercial center, as the merchants set up their stalls, bars and shops around these two magnificent stone buildings. Any tourist is simply overwhelmed by the sheer labyrinth of alleys, corridors and galleries, which entangle under the same roof, continuously weaving and growing, and ultimately by the immense size of the spectacular bazaar some 30 hectares in all. Incorporating over 4,300 stores and stools, 25,000 employees, more than 60 streets, and even two mosques. It is just as fascinating today as it was in the past. Most of the merchants are men, and most of the customers-women, willing to fight for a bargain. And as the sun starts to set so the prices too come down. The Grand Bazaar shelters the Small Bazaar, dominated by the same joyful chaos. Walk through the neighboring streets, where you can find thousands of caravanserai, warehouse-inns, with their characteristic two stories and interior yards. The most beautiful are Zincirli Han and Büyük Valide Hani.

TOO SHORT A LIST FOR SHOPPING The first thing that comes to mind for any tourist visiting Istanbul are the carpets, either the kilims or the tribal ones. Then, tourists are conquered by the irresistible temptations of all sorts: ceramics and
handicrafts, clothes (many say that Turkey produces the best leather in Europe), and spices. By the way, for spices, go to the Egyptian Bazaar (Misir Çarsisi), where the stalls are full of lovely smelling herbs and seeds. If you like copper, a set of hamam bowls or a tray for a Turkish style meal are a must have. All over the Kalpakçilar Caddesi section of the Grand Bazaar are displayed precious metals, from the Nuruosmaniye Gate to Bayezit. In many places, one can buy antiquities with authenticity certificates. The jewelers’s shops, adorned with gold, silver and precious stones, offer anything, from historical wonders to modern pendants. The dazzling whirl of colored carpets, tapestries, rugs and clay, wooden, copper and silver pots, which made and still make Turkey famous. ANDREI A}I LIPSIT {I NE-A}I LIPSIT, CA REGIZOR, ÎN ROMÂNIA... De c‚nd am demisionat de la Na]ional, `n ‘94, am fost chemat doar o singur\ dat\, s\ montez „Oedipe“ la Opera Rom‚n\. Apoi, n-am mai primit nicio invita]ie concret\. Am v\zut atunci cealalt\ posibilitate, aceea de a face ateliere teatrale cu studen]ii [i cu actorii foarte tineri. Am vrut s\ aduc expresii ale teatrului nou, altfel dec‚t se face pe scenele conven]ionale, conservatoare, ale teatrului rom‚nesc. Am revenit ani `n [ir pentru aceste work-shop-uri, care nu erau v\zute de spectatori, care nu deveneau spectacole, dar care suplineau ceea ce [colile rom‚ne[ti de teatru nu mai fac: educa]ia t‚n\rului actor de a-[i dezvolta imaginarul, de a-[i `nv\]a anumite tehnici, ale vocii, ale trupului, ale felului de a asculta, ale lucrului unul cu altul. A[adar, p‚n\ anul acesta, nu am avut nicio propunere concret\. Dar, iat\ c\, [i Teatrul Na]ional din Cluj [i Na]ionalul sibian m-au invitat s\ vin s\ lucrez. Sunt onorat s\ o fac. Nu am deloc senza]ia c\ provincia este un fel de periferie a Bucure[tiului. Dimpotriv\, aici `mi dau seama c\ Bucure[tiul este un fel de periferie a artei teatrale, `n momentul acesta. Foarte pu]in din ce se `nt‚mpl\ acum `n teatrele bucure[tene are valoare. Iar multe dintre cele care se `nt‚mpl\ `n provincie sunt pline de inventivitate, de originalitate [i de c\utare. Iat\ de ce lucrez aici, unde actorii se concentreaz\ ca `n cantonament pentru repeti]ii, nu au televizor, radio, nu au niciun fel de alt\ tenta]ie dec‚t lucrul lor.
YOU WERE GONE AND YOU WERE MISSED AS A DIRECTOR IN ROMANIA... Ever since I resigned from the National Theater in ‘94, I was only called once to stage “Oedipus“ at the Romanian Opera House. After that, not a concrete invitation. That’s when I saw the other possibility, to conduct theater workshops with very young students and actors. I wanted to give voice to the new theater, in a different way from what was being done on the conventional, conservatory stages of Romanian theaters. I came back year after year for these workshops, which were not seen by the public, which were not intended to become shows, but which served to do that which Romanian theater schools had ceased to do: the education of young actors via the development of their imagina-
tion; teaching them how to use their voice and body, to listen in the right way and work in a team. Until this year, I had no fixed place of work. But the National Theater in Cluj and in Sibiu has been kind enough to invite me to work with them and I am honored to do so. I do not think that these other cities are like a province of Bucharest. On the contrary, it is here that I realize that Bucharest is in a certain way a province of theater art at the moment. A very small part of what is happening now in Bucharest theaters has any value. Many of the productions in the provincial theaters are original and innovative. This is why I am working here, where actors are focusing for rehearsals as if they were in cantonment, they do not have TV stations, radio, no other distraction but their own work.

Nu, pentru c\ am lucrat `n locuri foarte diverse, cum ar fi la Arad, c‚]iva ani mai t‚rziu la Piatra Neam], apoi la Sf‚ntu Gheorghe, la Cluj, cu oameni foarte diferi]i, de v‚rste foarte diferite, au fost [i regizori [i actori din ]\rile balcanice; nimic nu s-a sedimentat, nimic nu a evoluat, dar sigur ceva s-a `nt‚mplat, e ca [i cum ai merge `n diverse locuri [i ai arunca semin]e, ceva se depune [i r\sare `n timp, chiar dac\ eu nu mai sunt acolo [i nu v\d direct rezultatul acestor `nt‚lniri. To]i cei care au participat au fost atin[i de originalitatea lucrului `mpreun\ [i au profitat de ea, chiar dac\ eu, direct, nu am v\zut rezultatele. Actorii cu care montez acum, cei din Cluj [i din Sibiu, de[i nu lucraser\ niciun work-shop cu mine, s-au adaptat extraordinar de u[or condi]iilor nea[teptate pe care le propun `ntotdeauna. HAVE YOU FOUND AN IMPROVEMENT IN THE TECHNIQUE OF OUR ACTORS? No, because I have worked in many different places, like Arad. A few years later, I worked in Piatra Neamt, then in Sfantu Gheorghe and Cluj, with very different people, of various ages. There were also directors and actors from the Balkan countries; nothing improved, nothing evolved, but something happened for sure, as if you were to go in different directions scattering seeds, something grows in time, even if I am no longer there and I do not see the results of those scatterings. All those who took part were touched by the originality of the teamwork and gained from it, even if I did not see the direct fruit bore of it. The actors I am working with right now, those in Cluj and in Sibiu,
although they hadn’t worked in any other workshop with me, have adapted extraordinarily well to the unexpected conditions that I always set. I can see something coming out of this young generation, which is in fact not trained, unprofessional and undisciplined, but however is driven by a great desire to learn, to grow as professional actors or directors.
YOU ARE MORE EMOTIONAL WITH ROMANIANS: DO YOU PERCEIVE THEM DIFFERENTLY FROM AMERICANS? I see them differently. American actors are very generous, very physical, very intelligent, and they dive into anything with great audacity. HOW MUCH OF WHAT YOU ARE DOING IS INTUITION AND HOW MUCH IS DECEPTION? The act of creation is a hundred percent an act of intuition. When intuition is passive and we

are only relying on what we learnt, then we are not artists, we are craftsmen. Which doesn’t mean that a well-made performance is a bad thing. However, in art, what we need is a little imagination. I shall work till the end, till I physically can no longer work, with just one intention: to renew myself. The minute I admit I don’t know anything, that, in fact, in art, we only know a few tricks, we are a lot more open to the question “How can the mystery of art communicate with the mystery of life?“ We have to look upon these questions with a lot of modesty, but also with a lot of curiosity. If I only apply what I know, if this is as much as I can give, it is a sign that I am starting to die. ∫

Ginga[a Euridice, nimf\ a p\durii, fu `nrobit\ [i ea de muzica minunat\. Cei doi tr\ir\ `mplinirea dragostei `ntr-o c\snicie fericit\. Dar sor]ii le erau potrivnici... Euridice culegea flori de c‚mp `mpreun\ cu prietenele sale. Fredon‚nd o melodie sorbit\ de pe buzele lui Orfeu, ea `[i `mpleti o coroni]\ `n p\ru-i b\lai. Deodat\, ap\ru din senin un cioban. Euridice gr\bi pasul, prietenele ei o rupser\ la fug\. Speriat\ de dorin]a nest\vilit\ a necunoscutului, Euridice alerg\ dup\ ele, c\lc‚nd un [arpe veninos, care o mu[c\ `ntr-o clip\. ~n scurt\ vreme, t‚n\ra so]ie a lui Orfeu sf‚r[i `n bra]ele nimfelor p\durii. C‚nt\re]ul fu cuprins atunci de o durere sf‚[ietoare. Gata s\-[i sacrifice propria via]\ ca s-o re`nt‚lneasc\ pe Euridice, porni spre Lumea ~ntunericului. Merse [i merse, p‚n\ ajunse la o cr\p\tur\ ad‚nc\. {i `ndat\ ce intr\ acolo, fu tras `n jos de v‚ntul `nghe]at. ~naint\ cu m‚na pe lir\, p\[i c‚nt‚nd pe p\m‚ntul rece [i arid. C‚nd ajunse la malul r‚ului negru, `l ademeni pe b\tr‚nul luntra[ al sufletelor cu vraja muzicii sale. Charon, cople[it de c‚ntecul `ndurerat, `l lu\ pe Orfeu `n luntrea sa [i, cu toate c\ trecerea r‚ului de c\tre cei vii era oprit\, `l duse pe cel\lalt mal. Cu inima `ndoliat\, p\[i `ndr\zne] pe t\r‚mul umbrelor [i-[i continu\ drumul printre sufletele celor care nu mai erau. C‚ntul s\u se `nso]i cu fo[netul abia perceptibil al spiritelor, care se adunar\ `mprejur. Cerber, fiorosul c‚ine al `ntunericului, p\zitorul palatului, l\tra `nsp\im‚nt\tor cu cele trei capete. Dar sunetul magic al lirei potoli monstrul, iar Orfeu p\trunse `n palat. Apropiindu-se curajos, el se arunc\ la picioarele tronului `nalt pe care se afla Hades. O melodie trist\ se `n\l]\ din lira sa, pl‚ng‚nd dragostea pierdut\ [i implor‚nd pentru via]a lui Euridice... Hades, zeul `ntunericului, a r\mas nep\s\tor, `n schimb, zei]a Persefona fu cuprins\ de compasiune. Cu ochii `n lacrimi, ea `i vorbi nemilosului s\u so], iar Hades `ncuviin]\ `ntoarcerea lui Euridice printre cei vii. Aceast\ `ng\duin]\ nemai`nt‚lnit\ avea `ns\ o condi]ie: Orfeu nu trebuia s\ priveasc\ `napoi, spre femeia iubit\ care-l urma, p‚n\ ce am‚ndoi nu vor fi ajuns la lumina zilei. La porunca lui Hades, zeul Hermes, `nso]itorul sufletelor, aduse umbra lui Euridice din imperiul nem\rginit. Orfeu porni primul c\tre lumea celor vii, urmat de silueta neclar\ a so]iei reg\site. Aproape de ie[ire, c‚nt\re]ul sim]i din nou v‚ntul amor]itor, picioarele-i alunecar\ pe st‚nca rece [i umed\. ~n spatele lui nu se auzea nimic, nici m\car un fo[net slab. Se afla oare cineva acolo? Era iubita lui so]ie sau altcineva? M\cinat de `ndoieli, Orfeu se `ntoarse brusc. ~n urma sa venea chiar femeia adorat\, pe care n-o mai v\zuse de at‚ta vreme. S\ri s-o `mbr\]i[eze, dar era prea t‚rziu. A[a cum `l avertizase Hades, Euridice se pref\cu `n cea]\ [i disp\ru pentru totdeauna... ~nnebunit de pierderea insuportabil\, Orfeu s-a `ntors iar\[i din drum. ~ns\ de ast\ dat\, b\tr‚nul luntra[ a r\mas ne`nduplecat [i n-a mai traversat cu el r‚ul negru. Orfeu trebuia s\ plece f\r\ fiin]a iubit\. Cople[it de durere, `[i petrecu via]a c‚nt‚nd melodiile cele mai triste. P‚n\ `ntr-o zi, c‚nd femeile din Tracia, a]‚]ate de serb\rile strugurilor [i vinului, furioase c\ vestitul c‚nt\re] nu-[i alege nevast\ dintre ele, l-au sf‚[iat `n buc\]i. As soon as he entered, he was pulled along by a frozen wind. He stepped forward, his hand on the lyre, and he stepped onto the cold and arid ground singing. ® guardian of the palace, barked hideously with his three heads. But the magic sound of the lyre tamed the monster, and Orpheus entered the palace. Full of courage, he threw himself at the foot of the high throne Hades was sitting on. He was playing a sad song with his lyre, crying for his lost love and begging for the life of Eurydice... Hades, the god of darkness, remained unimpressed, but goddess Persephone was full of compassion. With tears in her eyes, she spoke to her unmerciful husband, and Hades agreed to return Eurydice among the living. But this was to be done on one condition: Orpheus was not to look back at his beloved until both of them reached the daylight. At Hades’ order, Hermes, the god of souls, brought Eurydice’s shadow from the underworld. Orpheus started walking back towards the world of the living, followed by the foggy silhouette of his newly found wife. Close to the exit, the singer felt the frozen wind tug at him once again, and his feet slipped on the cold and humid rock. Behind him, nothing was heard, not even a faint sound. Was it his beloved wife or was it somebody else? Tormented by doubts, Orphe-
us turned all of a sudden. Behind him, there was his adored one, whom he had not seen for so long. As Hades had warned him, Eurydice turned into fog and disappeared forever... Maddened by the insufferable loss, Orpheus turned again. But this time the old boatman remained unyielding, and he did not let him cross the black river. Orpheus had to go back without his beloved. Laden with sorrow, he spent his life singing the saddest songs. Until one day, when the women of Thrace, lured by the feasts of grapes and of wine, furious that the famous singer was not choosing a wife from among them, tore him to pieces. The head and the lyre of poor Orpheus were thrown in the dark waters of the River Hebros. By request of the mournful muses and of the god Apollo, the great Zeus put the miraculous instrument into the sky. The Constellation Lyra serving as a constant reminder of the eternal love between Orpheus and the tragically beautiful Eurydice... ∫ CONSTELLATIONS LYRA is part of the 48 constellations mentioned by Ptolemy in the antiquity, and is one of the 88 constellations known today. Its main star, Vega, forms with Deneb and Altair, the Summer Triangle. VEGA, the brightest star, after Arcturus, in the northern skies, is 60 times larger than the sun. For 2 days, the over 30.000 crowd watched individual and team air demonstrations, dangerous aerobatics and paratrooper launches, pilots defying the skies, proving art, courage and skilfulness. BABA {I DESCÂNTECELE SALE Restul oamenilor se l\sau `n grija vracilor, a b\rbierilor, sfin]ilor protectori [i icoanelor f\c\toare de minuni. ~n cazuri mai pu]in grave, se doftoriceau singuri, cu leacurile [tiute din b\tr‚ni. Astfel, „bolele din\untru [i cele din afar\“ se vindecau cu „unt de terebentin“, pe care toat\ lumea `l avea `n cas\ [i pe care-l „scoteau din clei de brad“. Oamenii veneau s\ i se `nchine la m\n\stirea Sf‚ntul Ioan Botez\torul, peste drum de Hanul Zl\tari, unde azi se afl\ Palatul CEC. An Italian bishop witnessed the treatment that one of our healers offered. He noticed that the medicine man did not get close to the sufferer, being more preoccupied with driving away the bad spirit within. In the magic ritual that followed, the healer himself bore more of the suffering himself. His face would convulse and he collapsed, in convulsions that left him breathless. A few hours later, he would wake up, exhausted, and reveal the dream he had had which indicated the way to heal the afflicted. Apart from incantations, the patients would also be healed by prayer and by touching holy icons and relics. Of special importance for the citizens of Bucharest and of Ilfov, was Saint John the Baptist “the doctor who healed all illnesses“. People would come to pray to him at the Saint John The Baptist Monastery, across the street from the Zlatari Inn, today’s C.E.C. Palace. They would pray on bended knee to him to heal their afflictions. The priests would heal with chrism, host and holy water, and, in the case of erysipelas, they would mark in ink on the swelling: “The Holy Cross“. The ill were often given a knotted cotton lace. Each knot represented a prayer and the person would wear it around the neck until they were well. The healings were more powerful on the Saint’s day, January 7. The people of Bucharest worshipped Saints Cosma and Damian a great deal, the brothers who were also known as “the doctors without silver“, as they would only ask their patients to believe in Jesus. The priests would step on him and doles would be prepared as a sign of gratitude. St. Pantelimon was another healer. His day in the Christian calendar, July 27, was celebrated with pomp and all the citizens of Bucharest would participate, led by the lord, the boyars and the high clergy.
THE “STARS“ OF THE BATHS AND THE FEARED GRAVE DIGGERS For a long time, baths were of a great importance, at the beginning,

the Turkish ones, and later the European ones. In the public baths, people would draw blood, use cupping glasses, pull teeth and sell healing herbs and other remedies. These trades would bring big money, as all those involved were wealthy people. Barbers, who used more or less the same methods as the people from the baths, gradually became famous in the world of healers. In The Middle Ages, the few doctors in Bucharest were travelers from either Transylvania, the Ottoman Empire or from other foreign parts. They would price the antique medical texts, and in order to cure the sufferers they would use blood letting, diet and purgation. As the city developed, the City Hall started to hire doctors and surgeons, who had to offer consultations for free and to give free prescriptions to poorer citizens. But at times, special measures needed to be taken. In times of war surgeons and barbers would go with the troops, during plague epidemics, the grave diggers were important. In time, they lost their virtue, becoming as hideous as the disease itself, because of the theft and violence associated with the people who were supposed to help the sufferers. Helpless, the doctors and surgeons would leave Bucharest, with or without acceptance from the leader, without looking back. Apart from the plague, the capital was also hit by cholera, pox and camp fever. Saint Dimitrie Basarabov, from Bulgaria, would help in such times, and he became the patron of the city. His holy relics were kept in a gold plated silver coffin, at the Mitropolie, where they were exhibited in times of epidemics or calamity. The whole city would then conduct a procession, convinced of the miraculous powers of the saint, as documented in the records of those times about Bucharest and the people of Bucharest... ∫

C.I. Nottara, cast by Milita Patrascu. The entrance has two doors, for separate access to the ground and first floors respectively. The ground floor, is where the documents and other exhibits are displayed, recalls the work and the life of Master Nottara. This area was appropriately where he prepared for his many roles in his distinguished career, as well as where he spent the last years of his life. C.I. Nottara’s roots were Greek. His father - Ioan Nottara, his mother - Elena Haghiopol, and he was related to no less than the famous Hrisant Nottaras, Patriarch of Jerusalem (?- 1731). Orphaned from an earlier age, he was raised by an uncle who did not approve of his acting career. However, Nottara dedicated himself entirely to the scene. His idol was Mihail Pascaly, in the troop with whom he made his debut. His artistic life was long and full of accomplishments, and he played some 800 roles, over 60 years of work. But he was not only an actor, he also directed, he was a stage director as well as a university professor. To this day of the major theatres in Bucharest bears his name to this day. The museum exhibits photographs of the roles that made him famous: Othello, Hamlet, Oedipus, King Lear, Stefan The Great, Vlaicu Voda, but also pictures and paintings of his tutors - Stefan Velescu, Mihail Pascaly, Matei Millo, of his students and stage colleagues, as well as family photos. The rooms contain statues, pots, trinkets, all of them gifts from fans. The diplomas and medals, the posters, the personal items and the valuable books purchased from Pascaly and from the another acclaimed actor - De Max, actor of the French Comedy, all of these pieces represent his exceptional career as an actor. Orfan de mic, a fost crescut de un unchi care nu vedea cu ochi buni cariera actoriceasc\. Nottara s-a dedicat `ns\ cu totul scenei. Idolul s\u era Mihail Pascaly, `n trupa c\ruia a [i debutat. A “FORTISSIMO“ CAREER The first floor reconstitutes the life of C.C. Nottara, the musician who composed some of his main masterpieces here, prepared concerts and tutored young musicians. He loved music ever since he was a boy, encouraged by his mother whom he often musically accompanied. At 9, he interpreted a song for a play his father was in. After he graduated from the Conservatory, he was hired in 1906 to play in the Ministry’s orchestra, which was later became known as the Philharmonic. A year later, he gave a concert at the Athenaeum, and afterwards left for Paris, where he was taught by Enescu and Bert-
helier. Later, he went to Berlin, where he studied at Hochschule für Musik, and graduated in 1913. Hired at the Charlottenburg Opera House, returned to Romania for good during the First World War. In 1916, he was named professor at the Conservatory and later, in 1933, became master of the orchestra at Romanian Radiobroadcasting. During his life, he wrote over 100 musical pieces: four operas, two ballets, countless sonatas and rhapsodies. The interior ladder which raises from the ground floor leads to a small saloon where the Bechstein piano has been played for over 40 years. Ana Nottara instituted the tradition of small concerts, auditions or musical evenings there, sustained by the pupils from the music high schools, and by the Conservatory students. The charter dated 5th June 1805 records the transfer of the monks from Tiganesti to Caldarusani Monastery and the arrival of the nuns from Turbati Convent Silistea of Snagov and from the Nuns Convent from Bucharest. Being now too small to accommodate the newcomers, the wooden church was demolished and the present structure was built in in its place in 1812, dedicated to the Dormition of the Virgin Mary and having Governor Radu Golescu for Founder and Dosoftei for Abbot. ®

® Over the years the building underwent many alterations. The original mural painting is preserved only on the porch, all other paintings being reconditioned in NeoByzantine style by the artist Belizarie Gheorghe in 1929. The artist Gh. Raducanu reconditioned the mosaic on the outside and in 1989 Gh. Samoila remade the iconostasis painted by Gh. Stoenescu in 1895. The small and harmonious church of the cemetery dedicated to the Holy Trinity has an open porch in Post-Brancovenesc style and was built in 1817 and painted by Anton Serafin. In the beginning the museum building functioned as an orphanage, then as a school. ® ry, the clerical homes, the cemetery and the workshops where the fabrics for the clerical clothes and carpets used to be made. In here the nuns work hard to weave the fabrics made of vegetal silk with golden and silver thread. The looms are programmed with perforated pieces of cardboard. The cemetery shelters old funeral monuments among which one belonging to the Diamandescu family, created by sculptor Carol Stork in 1889. The monastery intensely participated in historical events, the War for Independence and the two World Wars, helping the military with medical assistance provided by Red Cross nuns. THE WONDERS OF THE IMMACULATE ICON Impressive stories told by the innocent nuns dedicated to God mingle with the wonders worked by the Icon of Virgin Mary. Everything is filled with faith and purity of mind and soul. Every object has its story linked to the memory of the nun who once used it. Young nuns devoutly wear the clothes of nuns who passed away, and this is the custom for generations. When the Saturday of the Dead comes, Mother Superior Heruvima utters the 150 names written in the “Beadroll of the House“: Arcadia, Varvara, Miropia, Evloghia, Mariami, Rafaela, Agnia, Migdonia, Elpidia, Mira, Juvenalia, Taisia or Epraxia. As the apprentice of father Arsenie Boca, nun Varvara always used to pray and fast, punishing herself most harshly, and showing kindness and generosity only to others... Having the gift of profecy, nun Varvara found out exactely the time of her death so that she made all the necessary arrangements by herself. Exactely the same thing happened to nun Eupraxia, maybe the only hermit in the Monastery. All these events are complemented by the stories about the Wonder-Working Icon that protected the monastery from a terrible fire which burst out in the neighbouring forest. When the nuns took the Icon out, the wind changed its direction saving the church from a tragedy. Believers who prayed to it were cured and saved from diseases and difficulties. Inside the church, as a proof, the pieces of jewelry donated by people in token of their thanksgiving are arranged on a golden chain. Each of us bears his or her faith deep inside, but perhaps our daily worries don’t let us always listen in to our soul. Just a few hours spent among the nuns will reveal to us the beauty of simplicity. Here one can find the spiritual charge that only a place touched by Divine Mercy may have... ∫

Locuin]a pe care a construit-o este rotund\, nu mai mare de patru metri. Mai `nt‚i, ]\ru[ii au marcat conturul funda]iei. Stratul vegetal `ndep\rtat de pe locul `n care avea s\ se ridice c\su]a a fost folosit pentru acoperi[ul verde. Solul scos din funda]ie, `mpreun\ cu nisip [i paie, a intrat `n amestecul pentru pere]i - ceea ce arhitecta [i constructorii au numit simplu „cob“. Se fr\m‚nt\ p‚n\ ajunge la consisten]a aluatului de p‚ine [i, fiindc\ se modeleaz\ cu m‚na, fiecare construc]ie e irepetabil\, reflect‚nd personalitatea [i starea sufleteasc\ a... artistului locatar, cu care se creeaz\ o leg\tur\ spiritual\ unic\. Pentru moment, cobul poate fi inclus mai ales `n ecoturism, locuin]e de vacan]\ sau sate ecologice, dar poate fi folosit [i `n spa]iul public al unui zg‚rie-nori, ca o ni[\ r\coroas\ unde se poate lua masa `ntr-o zi fierbinte de var\ sau cu un [emineu `n timpul iernii.

„INGENIOS“ RIMEAZ| CU „FRUMOS“ O dat\ ce s-a ob]inut materia prim\, a `nceput „sculptura“... Dup\ primii centimetri, a urmat cu adev\rat partea creativ\; c\su]a se `n\l]a v\z‚nd cu ochii. Sticlele goale, recuperate pur [i simplu dintr-un morman de gunoi, au fost incluse `n pere]i, pentru o bun\ izola]ie termic\. ~n jurul c\su]ei a fost s\pat un [an] de gard\. Piatra a fost a[ezat\ cu m‚na, iar la baza funda]iei un tub de drenaj evacueaz\ apa. Fereastra mare, dinspre sud, vine de la prietenii care [i-au instalat termopane. Cele dou\ mai mici, fixe, orientate spre est [i vest (la echinoc]iu) sunt, de fapt, parbrize de ma[in\. Materialul pentru obloane? Margini de cherestea. U[a [i fereastra de deasupra ei sunt orientate spre est la solsti]iul de var\. Finisajul pere]ilor se face cu un lut colorat, foarte frumos. Iar `n\untru, c‚teva ni[e [i ramuri cu forme deosebite au alc\tuit un decor special. Acoperi[ul a prins contur c‚nd un copac cu trunchiul curbat a fost cr\pat `n dou\ pentru copertina de la intrare. A venit apoi r‚ndul „p\l\riei“, peste care s-a a[ezat acoperi[ul verde: brazde de iarb\. Vegeta]ia rezist\ foarte bine, iar c\su]a seam\n\ cu o c\pi]\ de f‚n. Nici c\ se putea potrivi mai bine mediului `nconjur\tor. {i acum fanteziile... O grind\ se prelunge[te `n afara c\su]ei, ]in‚nd un leag\n - locul ideal pentru reverie. ®
leana was born in Romania and has spent the past twelve years in Canada. “It is a very hospitable country,“ she says, “and very beautiful, but life with air conditioning is not for me!“ The home she built is round, a mere four square meters. The outline of the foundation was initially marked with pegs. She used the grassy covering which needed to be removed to make room for the home for the roof covering. The ground dug for the foundation was mixed with sand and straw to make the walls, what the architect and builders simply call “cob“. The mix is kneaded until it resembles bread dough, and because it is hand-shaped, every construction is one-of-a-kind, reflecting the personality and state of spirit of the...artist inhabitant, to form a unique spiritual connection. The cob is presently used in ecotourism, as a vacation home, or in ecological villages, but can also fit into public spaces alongside skyscrapers, as a sort of cool niche where one can lunch on a hot summer day, or by the heat of a fireplace in winter.

from a dump, were included in the walls to improve the thermal insulation. A type of moat was dug around the house. The stone was hand-lain, and a drainage hose pumps out the water at the base of the foundation. The large southward-looking window was a gift from friends who had thermopane windows installed. The two smaller, stationary ones, facing east and west (to the equinox) are actually car windshields. And what material was used for the shutters? Bits of lumber. The door and its window above face eastward to the summer solstice. The walls are finished with colored clay, which gives a very beautiful effect. Inside, several niches and unusually-shaped frames provide special decorative elements. The roof got its shape when a curved tree trunk split in two for the entrance awning. Then came time for the “hat“, covered with greenery. The vegetation is thriving, and the house looks much like a haystack. Nothing could have fit into the environment better. And now for the fancies... A beam juts out of the house, supporting a swing - an ideal place for a bit of reverie.

The inspiration came from the observation of the area, the environment, the local habits and wisdom, still very much present in Romanian villages, but rapidly eroded by the assault of “modern consumerism“. The rounded walls, arches and niches confer a fluidity upon the unique and specific forms of such homes. The buildings offer a healthy microclimate, are non-polluting, and become an integral part of the area. Because they are oriented according to the sun, they are very efficient thermally: in summer there is no need for air conditioning, while in winter the cob’s thermal mass requires but reasonable heating. The cob allows for the development and promotion of tourist programs and requires minimal
investment. A mere tenth of financial resources are necessary compared to traditional buildings. Furthermore, when it comes to tourism, the construction site on which Ileana Mavrodin’s house was built did not produce a scap of garbage!
WHO SAYS COMFORT MUST BE SACRIFICED? Let’s speak about minor prejudices... People tend to associate clay with a primitive home, without electricity and running water. In fact, this home will have Internet, solar panels, and running water, which falls from a well dug high up on the hill. There will be hot water, and even a jacuzzi, maybe a sauna. his respect for nature has lasted for generations for the Japanese people, who cultivate these values with earnest even today. It is not by mere chance that one of the most significant international protocols on environment protection is the famous Kyoto Treaty. The famous researcher James Lovelock said “we should love and respect the Earth with the same force that we love our families. It is not a question of politics, «them», «us» or any controversy in which lawyers are involved; our contract with the Earth is fundamental, we are part of it and we cannot survive without a healthy planet, which is our home“. (“Gaia - A New Perspective Of Life On Earth“)

IMAGE OF A PATIENT WITH A CHRONIC DISEASE It is worth pointing out that a lack of love and respect in contemporary society towards the harmony and health of the planet are the actual causes of the ecological crisis that we are facing. 30-35 years ago, the destruction of the ozone layer, the acid rains or the dramatic decrease in biodiversity were barely visible phenomena for science and were treated with indifference. However, today, the amplitude of these phenomena warns humankind that we cannot continue in this way. The balance and health of the planet degraded to alarming quotas. Very impressively, J. El-
kington wrote: “If the Earth were a human being, admitted into a hospital, the prognosis in regards to its health would not be positive; the patient would probably be included in the category of those with chronic diseases.“ Some of the most serious symptoms of the patient-planet are a wounded atmosphere and a temperature, which increases to limits that cannot be controlled. The use of fossil fuel does not only generate political, economical and social tensions. The carbon dioxide that it emanates pollutes and fuels global heating. The XXth Century witnessed the greatest changes in climate in the last 1,000 years! The increase of carbon dioxide concentration and that of other gases in the atmosphere contribute to the greenhouse effect, which combined with the uncontained clearance of the tropical forests in South America, are an ongoing threat. No more than a millenium ago, 80 percent of the surface of Europe was covered in forests. At a planetary scale, compared to 75 percent a few thousands of years ago (and 50 percent in the Middle Ages), the forest surface is presently down to circa 35 percent today. A dramatic consequence of this is a decrease in the quality of air. Oxygen concentration many decades was approximately 38 percent. Today, it is down to 19 percent, and the air in the major cities now contain no more than 12 ®

On the same somber note, we can mention the decrease of the ice layer, the global increase of the ocean level (over 100 million people live in areas that are approximately one meter below the sea level). Since 1987, a 40 percent decrease of the ice layer in the Arctic area has been reported. The precipitations saw a 5 - 10 percent increase in the Northern hemisphere and a decrease in the subtropical regions. The climate is changing: The number of torrid days increase and global rainfall rises. All these and many others, like the imminent blockage of the Gulf Stream, the tornadoes, the desertization, threaten the balance of life.
BALANCE, AS A PLANETARY CURE In full crisis, humanity starts to wake up. The last 20 years has brought new laws and norms in most of the countries, which limit the liberty of entrepreneurs and industry to the advantage of ecology and environment. Researchers, economists, social workers and politicians are looking for solutions. It seems that the most promising
solution is the responsible development of alternative technologies; we have to admit with sincerity and modesty our addiction to technology. In our attempts to resolve the crisis of scarce resources, let us not underestimate the main asset of human beings: our creative intelligence; together with our extraordinary capacity for communication and telecommunication, it could be enough to influence the course of events. The technical possibility of rapidly and efficiently informing our fellow comrades about what is happening will create conditions for finding efficient answers and solutions. We will find them more easily if we get in touch with the problems of planets with love and an aspiration to balance and harmony. Coming back to the Japanese resonances, it is worth at the end to quote the famous martial arts master Morihei Ueshiba, who affirms the essence of his message by his intention “of creating Heaven on Earth, by merging people in harmony“. Nothing is more appropriate than to meditate on his words. ∫

adrul legal aplicabil achizi]iilor publice a parcurs un intens proces de armonizare cu acquisul comunitar, urm‚nd etapele descrise `n Strategia de reform\ a sistemului achizi]iilor publice. Pe aceea[i linie, modific\ri recente ale legisla]iei `n materie au vizat `n principal (i) restructur\ri la nivelul cadrului institu]ional central [i local, (ii) integrarea sistemului clasic al achizi]iilor publice cu sistemul achizi]iilor electronice, (iii) modific\ri `n privin]a atribuirii contractelor, criteriilor de selec]ie a ofertelor [i metodelor de evaluare, (iv) situa]iile `n care este permis\ revizuirea pre]urilor la contractele `n derulare, nemaifiind posibil\ actualizarea cu rata infla]iei, ci doar ajust\ri determinate de situa]ii excep]ionale, (v) cre[terea plafonului maxim p‚n\ la care se pot face achizi]ii directe (vi) `mbun\t\]irea competitivit\]ii [i transparen]ei procedurilor de atribuire a contractului de achizi]ii publice. Autorit\]ile competente `n domeniu sunt (i) Ministerul Finan]elor Publice cu atribu]ii de verificare a procedurilor de atribuire a contractelor de achizi]ie public\, (ii) Autoritatea Na]ional\ pentru Reglementarea [i Monitorizarea Achizi]iilor Publice, (iii) Consiliul Na]ional de Solu]ionare a Contesta]iilor, ca organism cu atribu]ii administrativjurisdic]ionale, (iv) instan]ele judec\tore[ti, ce exercit\ controlul asupra legalit\]ii deciziilor consiliului [i solu]ioneaz\ ac]iunile introduse `n vederea recuper\rii desp\gubirilor. Modific\rile cadrului legislativ au vizat totodat\ [i detalierea con]inutului anumitor principii esen]iale pentru implementarea noilor reglement\ri, precum transparen]a decizional\ [i libera concuren]\. Transparen]a decizional\ presupune (i) schimbul de informa]ii `ntre autorit\]ile competente na]ionale, `ntre autorit\]i [i operatori economici `n cadrul procedurii de atribuire, iar dup\ 1 ianuarie 2007 `ntre autorit\]ile na]ionale [i Comisia European\, (ii) publicarea obligatorie a anun]urilor de inten]ie, de participare [i atribuire `n cazurile prev\zute de lege la Regia Autonom\ Monitorul Oficial [i facultativ `n Jurnalul Oficial al Uniunii Europene p‚n\ la data de 31 decembrie 2006, urm‚nd ca ulterior acestei date s\ fie obligatorie [i publicarea `n Jurnalul Oficial al Uniunii Europene [i transmiterea anun]urilor spre publicare [i operatorului sistemului electronic de achizi]ii publice, (iii) accesul persoanelor interesate, `n condi]iile reglement\rilor legale privind liberul acces la informa]iile de interes public, la dosarul achizi]iei considerat document public, except‚nd situa]ia `n care informa]iile sunt clasificate sau protejate de un drept de proprietate intelectual\. Respectarea liberei concuren]e se realizeaz\ `n principal prin (i) asigurarea accesului liber la procedurile de atribuire a contractelor de achizi]ii publice, (ii) stabilirea obiectiv\ a criteriilor de selec]ie [i de atribuire a contractului de achizi]ie public\, impunerea unor cerin]e de calificare restrictive, urm‚nd a fi calificat\ practica anticoncuren]ial\ `n condi]iile legisla]iei concuren]ei. ∫

he legal framework applicable to public procurement has been subject to a process of alignment to the aquis communautaire, following the steps described in the Strategy for the reform of the public procurement system. Latest amendments continue this process, dealing mainly with (i) restructuring of the central and local institutional framework, (ii) integration of general public procurement into the electronic public procurement system, (iii) amendments to the procedure for awarding contracts, selection criteria and evaluation methods, (iv) cases where the reconsideration of the price under on-going contracts is allowed, indexation with the inflation rate not being permitted any longer, but only adjustments determined by exceptional circumstances, (v) increase of the maximum ceiling for direct procurement (vi) improvement of competition and transparency in the procedures for awarding the public procurement contract. recovery of damages. In order to ensure the implementation of the new regulations certain material principles, such as decisional transparency and competition have been detailed. Decisional transparency involves (i) information exchange between the competent national authorities, between authorities and undertakings within the awarding procedure and, after January 1, 2007 between national authorities and the European Commission, (ii) mandatory publication of the participation intent and awarding announcements in the cases provided by law in the Official Gazette and optionally in the Official Journal of the European Union until December 31 2006; subsequent to this date shall also be mandatory the publication in the Official Journal of the European Union and the transmission of the announcements to be published to the operator of the public procurement electronic system, (iii) access of the interested persons, according to the provisions of the legal regulations on free access to information, to the procurement file considered as public document, except where the information is classified or protected by an intellectual property right. The free competition is mainly observed by (i) ensuring free access to awarding procedures of public procurement contracts, (ii) setting objective criteria for public procurement selection and awarding, while imposing restrictive qualitative criteria shall qualify as anticompetitive practice pursuant to competition legal provisions. ∫
