UNESCO World Heritage site status for the Piton mountains.    Clearly it is very easy to over crowd an area particularly when selling development with land parcels less than 10,000 sq. ft. and one can see examples of overcrowding across the Caribbean. However, in Saint Lucia, the unwritten development policy in the North of the By Honourable Tourism Minister Lorne Theophilus island, for example, is that lots are sold in sizes of about ½ an acre minimum. In addition, developments include lots of green space, either close to the Queens Chain (i.e. the coast line which cannot be developed) or in the form of a golf course. The policy helps limit the amount of homes built and thus creates a feeling of exclusivity. Developments such as the Saint Lucia Golf Course offer exactly that.    As well as the National Vision Plan, the Government has also undertaken a Village Tourism Development Programme, the focus of which is Integrated Economic Development, which promotes responsible tourism by creating marketable empowerment and earning modules for villages and rural communities around Saint Lucia which in turn, will attract property investors. The concept has begun in Dennery, which is benefitting from a range of improvements to the area, and thus has seen an increase in those looking to invest in property in the region. The North-Eastern region of the island represents a prime example of an area that has vast potential for touristic developments owing to the pristine environment and picturesque landscape. For those looking to invest in managed resorts, The Tides Sugar Beach villa development in Soufriere has just opened and Freedom Bay, also in Soufriere, will commence in 2013.    Saint Lucia has all the amenities of a developed country including a sound road and utilities infrastructure, modern medical facilities and ample shopping. uxury living in Saint Lucia could not be easier to achieve. There is not a more diverse, or more attractive investment opportunity in 2013 for the overseas buyer or second home owner. Whether buying a villa in the lush, tropical south of the island, a water-front townhouse in the hip north, a penthouse apartment at a resort, or building land in a golf club complex, there is something to suit all requirements.    Thanks to British Airways and Virgin Atlantic, the daily air services out of the UK have made the island easily accessible to property owners, investors and those wishing to do business in Saint Lucia, as we have a schedule that allows great flexibility to plan meetings, site visits and so on. In addition, the new airport infrastructure that is being built will help to attract new carriers as well as to facilitate a faster arrivals and immigration process. With the average length of stay for British holiday makers being 10-14 days, it’s no surprise that the majority of second home owners and increasingly property investors in Saint Lucia hail from the UK. We estimate there are already more than 500 British second home owners and more than 1000 British time share investors. They tend to fall into three categories: those looking for a tropical family home away from home; those looking for a secure long-term rental investment, and those looking to buy and sell on for a profit once built. In each case, the yields are attractive.    The Government of Saint Lucia offers traditional corporate and property tax and duty free concessions to owners and owneroccupiers. There are building incentives such as no property or income tax when buying land for development in some areas of the island. Incentives are also provided to develop tourism projects under the Tourism Incentives Act including exemptions from the payment of Import Duty and Excise Tax on construction inputs, as well as on Income Tax. For those looking to set up businesses on island there are a host of tax incentives from waiving import duties through to tax holidays and offering assistance if the business is established in a deprived area. In order to protect the island from over development the Government has developed a National Vision Plan to ensure that capacity is in line with infrastructural development to guard sustainability and protect the natural beauty of the island. magine this, a Russian-Canadian architect hailing from the west coast of British Columbia falls in love with an island after a brief consulting trip. Does it sound familiar?
