Policy updates The State Council approved “the Quality and Safety Law of Agricultural Products (Revised Draft)” On 1 September, “the People’s Republic of China Quality and Safety Law of Agricultural Products (Revised Draft)” was approved. The draft will implement the “four strictest” requirements for food and medicine safety, and further strengthen the monitoring of agricultural production and operation. • Clarify the main responsibilities of operators, the territorial responsibilities of local governments and the regulatory responsibilities of relevant departments. • Establish the quality and safety tracing system of edible agricultural products. • Improve supervision measures, strengthen accountability and law enforcement, and increase the punishment for violation of laws and regulations significantly. The 14th Five-year Plan for upgrading the seed industry released The Ministry of Agriculture and Rural Affairs (MARA) reported on 12 August that the National Development and Reform Commission and the Ministry of agriculture and rural areas jointly issued the 14th Five-year Plan for upgrading the seed industry. The overall framework, key projects and safeguard measures of the seed industry infrastructure construction under the 14th Five-year Plan have been fully deployed. It mainly covers the improvement of three components: crop seed industry, livestock and poultry seed industry and aquatic seed industry. Strengthen pandemic prevention and control in distant water fisheries The Fishery Administration of the Ministry of Agriculture and Rural Affairs issued an emergency notice on 5 August to strengthen the pandemic prevention and control in distant water fisheries. In line with the State Council’s joint prevention and control mechanism for COVID-19 and the requirements for local pandemic prevention and control, the distant water fisheries must take actions immediately such as inspection and quarantine by relevant agencies as required, suspension of the recruitment of foreign sailors from the pandemic affected countries (regions), etc. MARA: Strengthen the protection and management of marine mammals On 28 July, the Fishery Administration of MARA issued the Notice on Strengthening the Protection and Management of Marine Mammals. The Notice urged the relevant agencies to: • Enhance the protection and carry out more scientific research on Marine mammals; • Strengthen the supervision on fishing vessels and fishing ports, reduce the damage to Marine mammals caused by the offshore fishing industry; • Implement conservation and management of regional fishery organizations to protect Marine mammals on high seas; • Develop aquaculture to reduce the overall impact on Marine mammals; • Formulate targeted supervision plans and measures; • Expand international exchanges and cooperation

Industry news The 10th China-Korea High-level Fishery Talks Held On 19 August, the 10th China-Republic of Korea Fishery High-level Meeting was held virtually. The Chinese delegation headed by Mr Liu Xinzhong, Director of the Fisheries and Fisheries Administration Bureau of the MARA, and the Republic of Korea delegation headed by Kim Jun-seok, Director of the Fisheries Policy Office of the Ministry of Oceans and Fisheries of the Republic of Korea have held talks on various issue of mutual interests. The two parties exchanged views and reached a consensus on the prevention and utilization of planktonic seaweeds, research and exchanges in the field of cephalopod aquaculture and resource management measures, etc. 2020 China Fishery Economic Statistics Bulletin out On 28 July, MARA issued the “2020 National Fishery Economic Statistics Bulletin”. In 2020, the total value added from fisheries and aquaculture was 2.8 trillion yuan. The total national aquatic product output was 65 490 200 tons, an increase of 1.06 percent compared to the previous year.; The area of aquaculture was 7 million hectares, a year-on-year decrease of 1.02 percent. The total amount of processed aquatic products reached 20.91 million tonnes, down by 3.71 percent year-on-year. The total import and export volume of aquatic products was 9.49 million tonnes with the value amounting to 34.6 billion USD, down by 9.89 percent and 12.07 percent year-on-year respectively. Ministry of Natural Resources: The marine economy continued to recover in the first half of 2021 On 27 July, the Ministry of Natural Resources stressed that the marine economy has been in good momentum in the first half of 2021. In the first six months, the gross marine production value was 4 trillion yuan, a yearon-year increase of 12.5 percent. Among them, the marine cargo industry has accelerated its recovery, and the demand in the international shipping market has rebounded rapidly. Foreign trade increased steadily. First, the total volume of seaborne imports and exports increased by 28.3 percent year-on-year, of which exports increased by 29.6 percent year-on-year, and imports increased by 26.5 percent year-on-year. The second is the export of the main products with the volume increased to varying degrees, among which the export volume of aquatic products increased by 8.4 percent year-on-year. South China Sea’s fishing moratorium ends The three-and-a-half-month fishing moratorium in the South China Sea ended on 16 August 2021. 2021 is the 23rd year of the implementation of the summer fishing moratorium in the South China Sea which is from 12:00 on 1 May to 12:00 on 16 August. During the fishing moratorium, all types of fishing boats except fishing tackle and auxiliary fishing vessels that provide services for fishing boats will suspend fishing activities. On the 16 August, about 9 390 fishing boats in the waters of Fujian Province “lifted the ban” to go to sea for fishing operations. Hainan to build a full cold chain system for aquatic products On 16 July, the “Fourteenth Five-Year Plan for Modern Logistics Development in Hainan Province” was officially released. The “Planning” proposed that by 2025, Hainan will basically establish an international logistics facility system and basically complete the construction of a digital logistics service system framework. whole country, and build an international shipping and aviation hub and a “national warehouse” for the “two markets” at home and abroad. The “Plan” pointed out that relying on the province’s international trade hub nodes, the construction of imported seafood, meat, fruits, agricultural products and medicines and other cold chain logistics distribution centers will be built.

Tilapia prices have been quite firm throughout 2021, with an overall rise of CNY 1-2 per kg over the country compared with previous years. Affected by the new arrival and the increased risk of storage in pond under high temperature, fish output increased significantly in the third quarter compared with previous months. The fish price showed a slightly downward trend. Prices reported by processing plants for fish weighing 300-500g and 500-900g ranged between CNY 7.4-7.8 and 9.4-9.8 per kg respectively in west Guangdong Province and processors in Hainan reported a purchase price of CNY 6.8-7.2 and CNY 8.8-9.2 per kg respectively. The overall stock in ponds was known to be slightly lower than in previous years as low fry stocking in 2020. Significant demand growth was spurred by the spending spree during the New Year and the Spring Festival, and the slight growth in fish price in the last quarter can be expected.

Grass carp prices have been high this year, especially in the first half of the year. The average fish price in many producing areas was CNY 8 per kg higher than the same period last year. The continued increase in grass carp prices has encouraged farmers to actively launch seedlings. However, the supply of grass carp fries and commercial-sized fish was still in short supply, thus the fish price rose steadily. Grass carp price demonstrates a steady rising trend and is expected to fall slightly after new supply hit the market in August in central China. Industry insiders believe that recent grass carp prices will not be as high as the first half of the year, and the current price may remain until the Spring Festival. However, the grass carp supply decreased and the fish prices rise slightly as farmers have had emptied their stocks before winter. In terms of fry stocking, the decline in commercial-sized fish prices, coupled with the rise in feed price has discouraged farmers, which made grass carp fry price fall for two consecutive months.

The price of Largemouth Bass dropped significantly in the third quarter and reduced CNY by 0.6-2 per kg in Foshan, Wujiang, Huzhou and Nanning city. The price of Largemouth Bass weighed over 1 kg per tail (2-yearold and above) gradually fell back as new supply puts on sale. The price of large-sized dropped from CNY 29 per kg to CNY 27 per kg in Huzhou City. A drop of CNY 1 per kg also was seen in Chengdu, as the price of fish weighed over 0.45 kg per tail has aligned with the new supply. The larged-size fish is more popular on the market, but the inventory is generally minor. As the weather turns cold, farmers prefer to keep their stock until next year.

The overall price of Chinese snakehead was quite strong in the third quarter and large-sized fish was particularly preferred by the market. Fish weighed 2.75 kg per tail quoted at CNY 27per kg and fish over 1 kg per tail in other producing areas was almost CNY 20 per kg or even higher. Industry insiders are generally optimistic about the market of large-sized fish. New supply hit the market in Zhejiang, Jiangsu, and Hunan Province and the price was stable. High temperatures combined with the environment, fry, disease, feed and other factors lengthen the growth cycle of the fish. Harvest will peak before the New Year. Most of the fish of the first batch were generally less than 1 kg per tail; only 20-30 percent were weighted more than 1 kg per tail and most of them have been sold in advance.

Crayfish supply has come to an end in the third quarter, the supply is quite limited and the overall price is firm. Prices reported for large, medium and small-sized crayfish ranged between CNY 60-90, 42-54 and 22-34 per kg respectively. According to the industry insiders, selective breeding will be conducted for special cultivation for shrimp breeding since August. Crayfish is in short supply in main producing areas and prices have been trending upward.

It was the low season for hybrid grouper consumption from June to August over the past years. Affected by the epidemic in some areas, the market sales situation is not optimistic, and the price of hybrid grouper is generally low. Since September, Fujian, as the main producing area of grouper, had an epidemic which affected the harvest and transportation and caused a decrease of supply and increase of price nationwide. During the same period, consumption has resumed as the Mid-Autumn Festival and National Day approached. Fujian is also the primary consumer market for hybrid grouper. The local market and catering have also been suspended due to the pandemic so that the circulation is not smooth, and prices are not reasonable.

After June, shrimp prices in the three major domestic producing areas have been relatively stable with slightly rising fluctuations. July to August is when the supply of white shrimp is sufficient, so the live shrimp price is relatively stable. With the decline in the storage of ponds in Guangdong and Guangxi in early September, shrimp prices in various regions have shown a significant increase, coupled with the promotion of consumption during the Mid-Autumn Festival. However, as soon as the festival passed, the price immediately showed signs of decline. At the end of September, the national average price of middle-sized shrimp per kg was 72 yuan/kg. It is expected that the consumption of live shrimp will increase in the first week of October because of National Day. The price of shrimp may rise, but the price will fall again after the holiday until it reaches a relatively stable level before the holiday.

The high temperature in July caused an increase in the disease and decreased the supply of Prussian carp. It also caused the rising of price, especially in Jiangsu Province, the highest price of large-size Prussian carp, which is above 0.4 kg, rising to 36 Yuan per kg. In August and September, the price nationwide dropped significantly, especially for mainstream products on the market. The price of small size, which is below 0.4 kg, had a big fallback. In the meantime, the supply of large-sized was tight, and prices remained stable. The reasons for the decline were, not only the routine out of the pond but also the increase of diseases, which caused the rush sell by panic. It is expected that the market for large-sized Prussian carp will remain at a high level. After the small size has survived the panic stage and the supply stabilizes in the normal range, the market may have room for recovery.

In 2021, the amount of farming turbot have decreased compared with last year. As the storage pond volume gradually decreased from July, fish prices showed a steady upward trend. By September, driven by the MidAutumn Festival and National Day consumption boom, fish prices showed a significant rise. Although consumption will fall after the holiday because the supply of fish is limited and market supply and demand are relatively balanced, it is expected that prices will be adjusted to a certain extent until stable.

From July to the end of September, the price of mandarin fish continued to plummet, with the highest drop reaching 36.6 yuan per kg. Since the beginning of this year, the price of mandarin fish has remained high. The sharp decline from July to September was affected by a variety of factors. On the one hand, it was a fall from a high level. On the other hand, the supply of new fish on the market increased, which was caused by the decrease in consumption with the repeatedly epidemic situations. The price has been driven by the double festivals (the Mid-Autumn Festival and the National Day) of larger fish, but it has dropped rapidly after that. It is expected that the Jiangsu and Hubei mandarin fish will come to the market in October, especially a large number of the crab pond-nested mandarin fish, and the price may fall further. However, the breeding cost is relatively high due to the limited amount of mandarin fish seedlings this year. Farmers will have a strong reluctance to sell, and the room for further price drops will be quite small.
