Latest trends Economic weakening and general uncertainty are overshadowing the European seafood market. The trade war between China and the United States of America is having an impact on demand, while on the supply side the outlook for groundfish and cephalopod stocks is bleak. The resulting high prices are being met with consumer resistance. The opening months of the year are generally a quiet period for the fish markets in Europe, and 2019 has been no exception so far. The delay in the arrival of Lent and Easter, which are typically periods of high seafood consumption, is expected to slow demand for fishery products in the first three months of the year and to put downward pressure on prices.

EU demand for raw material for fish processing is growing, but EU fisheries are not able to meet this demand, and indeed have not been able to for some years now. In fact, the deficit is growing and dependence on imports is increasing accordingly. To address this, the European Commission has increased the autonomous tariff quotas (ATQ), a duty free import quota for raw material intended for further processing within the EU, for 2019 and 2020. This means that EU fish processors can continue to import raw material for further processing from nonEU countries at reduced rates or duty free over the next two years. The Alaska pollock ATQs for these two years has been increased from 300 000 tonnes to 320 000 tonnes.
Turbot prices are likely to come down after the Christmas period. Demand will be slow until mid-April, when the Easter period will lead to improved demand in Spain and Italy.
The Russian Federation government has announced a slight increase in the total allowable catch (TAC) for Alaska pollock, from 1.781 million tonnes in 2018 to 1.786 million tonnes in 2019 (+0.3 percent). Alaska pollock is scarce on the Moscow market at present, and demand is pushing prices upwards. Catches are good in the Far East of the Russian Federation, but firm demand there is keeping prices stable.
Catches of cod in Poland have been good, despite the winter weather, which in fact is warmer than normal for this time of year. However, prices have increased on the Polish market as demand has been outweighing supply. For wet-salted cod fillets from frozen raw material (Gadus macrocephalus), the period of highest consumption (Christmas) has ended and prices will likely now begin a slow decline. For wet-salted cod fillets (Gadus morhua) from fresh raw material of Faroese and Icelandic origin, good fishing in the North Atlantic and slowing consumption is expected to lead to a decrease in prices.
TUNA - BILLFISHES Tuna prices have continued falling due to excess inventories at the main canning plants. Bangkok sets the price for the global market, especially for skipjack tuna, and prices there have reached the lowest level in three years. Further declines are likely over the coming months. Fishing in the Western and Central Pacific is reported to be below average mainly due to bad weather. Raw material inventories at local canneries remain healthy. Due to the closures during the New Year period, there is currently a backlog of carriers in Thailand. Skipjack prices have fallen further.

Catches in the Indian Ocean are reported to be moderate-to-good. All vessels have begun fishing again with the start of the new yellowfin quota. Raw material inventories at local canneries remain healthy while there has been a reduction in transhipment activities. Skipjack and yellowfin prices have fallen in line with global price trends.

The second IATTC ‘veda’ in the Eastern Pacific Skipjack Bangkok CFR Skipjack Ecuador, ex-vessel will end on 19 January. For those vessels out fishing, catches are reported to be very poor, and there have been few carrier arrivals from the Atlantic Ocean, Indian Ocean or Western and Central Pacific. However, as local canneries were shut down during the New Year period, raw material inventories remain good. Skipjack prices have fallen while yellowfin prices have increased slightly.
The two-month FAD closure in the Atlantic Ocean is in force until 28 February. Fishing is reported to be slow while raw material inventories at local canneries remain healthy. Skipjack prices have dropped further while yellowfin prices remain stable. There have been minimal transactions in the European market due to the holiday season. Skipjack prices remain stable, while yellowfin prices have fallen due to weak demand. The market price for cooked, double cleaned yellowfin loins has fallen sharply on the Italian market due to the arrival of duty free quota loins. With about 42 000 tonnes of loins arriving in Europe, the 30 000-tonne duty free loins quota has already been fully allocated. The balance of 12 000

SMALL PELAGICS Norway’s autumn mackerel season started slowly in early October. The main problem was unfavourable weather conditions, which persisted for weeks and kept some of the fleet in port. There was a reduction in landings as a result of this and, as of mid-October, Norwegian mackerel landings amounted to only 74 000 tonnes compared with 180 000 tonnes at the same time in 2017. This has seen first sale prices shoot up by over 35 percent.

Demand for herring has been strong both on the Russian and Polish market, and this has been driving an upward price trend.
CEPHALOPODS The status of global cephalopod resources now represents a major crisis. A global management organization is needed for these species, as the 200-mile exclusive economic zones (EEZs) are not sufficient to protect stocks which are not contained with the national fishing jurisdictions.

Squid and octopus catches remain poor, and prices are exceptionally high. Consumer resistance to these price levels is being felt across the board, including in the most important consumer markets: Southern Europe, Japan and the Republic of Korea.

Squid catches are also very poor in South Africa, in line with what is reported from other squid producing areas. As a result, inventories are low while prices are firm and rising.
CRUSTACEANS Shrimp raw material production and supply in Indonesia has been quite stable compared with last month, and prices have begun to rise due to lower harvests during the year-end festivities. Supply of small shrimp is still very ARGENTINA RED SHRIMP - origin: Argentina limited as farmers did not stock the ponds at the end of last year. 6.0 7.00 The start of the year has also been slow 4.5 for other shrimp producers, but limited 3.0 arrivals to the European market during January is a normal feature for this time of year. A recovery is likely only in the > 10-20 pc/kg > 20-30 > 30-40 > 40-60 second quarter of the year. In addition, the shrimp market is very sensitive to economic developments, and the widespread uncertainty is expected to affect demand for shrimp in 2019. Argentine red shrimp saw some timid price declines in January, mainly in the large size category, this was mainly due to higher catches in the on land processing industry.

Prices are sky-high for lobster and crab, as Christmas sales are concurrent with a period of low catches. Just before Christmas, European lobster prices reached a high of EUR 38 per kg, but luxury products like lobster will likely see prices decline in the coming months. BIVALVES For oysters, the most important consumption period is now over, and both supplies and demand will moderate over the coming months while prices will likely decline. In contrast, mussels should be in strong demand as they are generally considered a winter food, particularly in the Northern part of the continent.

SALMON Recent figures released by the Norwegian Seafood Council (NSC) confirm a record-breaking year for Norway seafood exporters, with farmed Atlantic salmon identified as the largest contributor to that achievement. According to the NSC, Norway exported 1.1 million tonnes of salmon in 2018 (+5 percent) worth NOK 67.8 billion (+5 percent), representing 68 percent of Norway’s total seafood export revenue. The relatively high price levels that have been a major factor in this revenue growth have continued into early 2019, with week 1 prices for fresh whole Atlantics out of Norway recorded by FishPool at NOK 65.6 per kg, compared with NOK 56.34 per kg in the same week last year. Salmon - origin: Norway This increase is the result of a small reduction NOK/kg in biomasses at Norwegian farms towards the 100.0 71.69 end of last year, as well as good Christmas 90.0 80.0 70.0 demand in key EU markets despite the 60.0 disruption caused by the protests in France. A 50.0 65.69 40.0 30.0 recovery in the strength of the euro versus the 20.0 10.0 Norwegian krone has also played a role, and 0.0 Norwegian exporters continue to benefit from a krone that has been hovering around 10-year lows versus the euro. 3-4 kg 6-7 In the United Kingdom, meanwhile, prices for Scottish salmon are reportedly stable at near pre-Christmas levels as of mid-January. The Scottish Salmon Producers’ Organisation (SSPO) has called for a rejection of a “no-deal” Brexit, suggesting that this scenario would see the industry suffer an estimated GBP 2 billion in lost sales annually.
TROUT The NSC is projecting a 3 percent increase in total Norwegian production in 2019, although stronger growth in Chile is expected to contribute to a global increase of some 4 percent. In the shorter term, fish growth is reportedly good in Norway, although storms have been causing some logistical delays and a minor volume spike may follow in the coming weeks. Overall, the expectation for a generally stable start to the year is reflected in forward prices at FishPool, which now stand at NOK 63.82 per kg for the first quarter of 2019 and NOK 62.55 per kg for the full year. In Norway, farmed trout biomasses recovered strongly from low levels over the course of 2018, and exports rose accordingly. According to the NSC, Norway exported 46 400 tonnes of trout worth NOK 3 billion in 2018, increases of 16 percent and 5 percent respectively. Prices have remained firm in the face of more plentiful supply, however, and in the last week of 2018 export prices for fresh whole trout out of Norway stood at NOK 61.05 per kg, 4 percent above the equivalent week in 2017.

FRESHWATER FISH The main carp consumption period is now over in those countries where carp is a festive staple. Prices have come down significantly in Hungary, Germany and the Czech Republic.

SEABASS SEABREAM Prices for farmed bass and bream in Europe are approximately stable compared with December, at a time of year in which market activity is seasonally subdued. In Italy, the largest importer of both species, early January prices for Greek-origin bass and bream stood at EUR 3.90 per kg and EUR 3.80 per kg respectively, a consequence of an ongoing downward trend that has seen prices across Europe reach multi-year lows. The supply growth that has been driving this decline is set to continue in 2019, with a recent Greek report forecasting a 4.5 percent in Greek production of both species this year. Combined with the expectation for another year of expansion in Turkey, it seems unlikely that there will be much of a recovery in prices in 2019. This challenge will be an important one for the new Greek aquaculture company that will emerge from the recent dual acquisition of Nireus and Selonda, and also for a number of Turkish companies which are already suffering from the effects of the deterioration of economic conditions within Turkey.
