Policy updates Driving High-Quality Fisheries and Aquaculture Development On 2 July, the Ministry of Finance and Ministry of Agriculture and Rural Affairs (MARA) issued the “Notice on Implementing Support Policies to Drive the High-Quality Development of Fisheries and Aquaculture”. 1. Support the construction of national marine ranches. The artificial reefs construction, marine ecological environment restoration, and protect marine fishery resources are the main aspects. 2. Modernize the fishery equipment and facilities. The priority is to support the renewal and transformation of the facilities and equipment of offshore fishing vessels and distant-water fishing vessels; support the construction of deep-water aquaculture facilities and equipment such as deep-water pan cages and large-scale smart aquaculture equipment and support the facility and equipment construction such as processing, cold storage and conservation of aquatic products. 3. Enhance the public facilities associated with fisheries and aquaculture. The main priority is to support the coastal fishing ports construction and renovate the infrastructure. 4. Promote green and circular development of fisheries and aquaculture. Standardization of the treatment of aquaculture industry tailwater, and the implementation of smart water quality monitoring and environmental control systems. 5. Improve fishery resources conservation. Support the investigation and monitoring of fishery resources for aligning to various global treaties. China starts the voluntary fishing moratorium on the high seas from 1 July 2021 On 23 June, China officially implemented voluntary fishing moratorium measures on the high seas in the Southwest Atlantic and East Pacific Oceans. In this period, all Chinese squid fishing vessels shall suspend fishing operations to conserve squid resources on the high seas. The specific time and waters are as follows: from 1 July – 30 September, between 32°S-44°S, 480W- -60°W, the open waters of the southwest Atlantic Ocean outside the exclusive economic zone of the concerned nations; from 1 September – 30 November, in the high seas of the East Pacific between 5°N- -5°S and 110°W- 95°W. MARA: Encourage social capital to develop Green and Healthy Aquatic Products and engage in the construction of fishing ports. On 8 May 2021, the Ministry of Agriculture and Rural Affairs of China (MARA) and National Bureau of Rural Development jointly issued the “Guidelines for Social Capital Investment in Agriculture and Rural Areas (2021)”, of which fisheries and aquaculture have been touched upon heavily: 1. Encourage social capital to develop green and healthy aquaculture, including intensive and recirculating systems, integrated rice-fish planting and breeding, large-water ecological aquaculture, saline-alkali aquaculture and smart cage culture. 2. Encourage social capital to invest in the construction of livestock, poultry and aquatic products breeding and hatchery conservation farms (protection areas). 3. Support social capital to participate in agriculture recycling and reuse of waste fishing nets, etc. 4. Encourage social capital to innovate current practices to develop high-end smart agricultural machinery, fishery equipment, ecological fishing gear, and new fishing boats. 5. Encourage the construction of fishing ports and sheltered anchorages. 6. Encourage social capital to participate in overseas agricultural investment cooperation under the framework of the “Belt and Road” regions, build overseas agricultural parks, beneficially complement the domestic production. 4

MARA: Further promote Green Aquaculture On 20 April, the General Office under MARA issued the “Notice on the Implementation of the “Five Actions” for the Promotion of Green and Healthy Aquaculture Technology”. The Notice is to further carry out: • • • • •
the demonstration and promotion of the ecological and healthy aquaculture model the promotion of aquaculture tail water treatment the reduction of the use of drugs the replacement of forage fish with mixed feed and the improvement of the aquatic breed industry
Ministry of Ecology and Environment issued the Communique on China’s Marine Ecological Environment in 2020 On 26 May 2021, the Communique was released and consists of seven key areas such as marine environmental quality, marine ecological conditions, sources of marine pollution, environmental conditions of marine dumping areas and oil and gas areas, environmental quality of marine fishery waters, marine red and green tides, and main actions and measures in 2020. The Communique pointed out that the environmental quality of Chinese marine fishery waters was in a good state in 2020. MARA: In 2020, over 42 billion seedlings of various aquatic organisms were released in China According to MARA, on 6 June, the “Fish Release Day” aquatic organisms’ proliferation and release activities were held simultaneously in various places. More than 200 proliferation and release events were held across the country, releasing nearly 3 billion seedlings of various aquatic organisms. According to incomplete statistics, in 2020, over 42 billion seedlings of various aquatic organisms were released. This has played an important role in restoring the fishery population, improving the ecological environment of waters, and promoting fishery efficiency and fishermen’s income. Ministry of Commerce: Supporting the entry of Vietnamese agricultural and aquatic products into the Chinese market On 4 June, Minister of Commerce Wang Wentao and Minister of Industry and Trade of Viet Nam Nguyen Hongyan agreed to support the entry of high-quality and safe agricultural and aquatic products of countries including Viet Nam into the Chinese market. Furthermore, China is willing to continue to expand trade and investment cooperation with Viet Nam. Both parties agreed that two sides should strengthen cooperation in jointly promoting the “Belt and Road” to facilitate trade and infrastructure connectivity, promote e-commerce cooperation and border trade. In 2020, bilateral trade between China and Viet Nam grew by 18.8 percent year-on-year. In the first 11 months of 2020, Viet Nam’s exports of aquatic products to China reached USD $1.3 billion, a year-on-year increase of 3.4 percent. 5

Industry news The first batch of China deep-sea salmon out of the farm In the “Deep Blue One” cage, the farthest deep-sea fishing ground in the world, more than 150 000 salmon are stocked in cages of the cold water mass of the Yellow Sea. On 21 June, the first batch of China-produced deepsea salmon was harvested. “Deep Blue One” is the “smart worm” that breeds salmon. It equates to the size of 40 standard swimming pools with a mass of over 1 500 tons. It is the world’s largest full-submersible smart cage and has been regarded as a breakthrough that China has made in the independent design and development of deep-sea fishery and aquaculture equipment. The salmon raised in the “Deep Blue One” is expected to harvest 300 000 commercial-sized salmon each year, with an output of more than 1 500 tons, and an annual output value of over 100 million yuan. The Freshwater Fish Breeding Center in Guangzhou City was put into use On 8 May, the first freshwater fish Breeding Center (hereinafter referred to as the center) was officially put into use. At present, four new species of fish produced in the factory including disease-resistant grass carp, Hefang crucian carp No. 2, hybrid bream and hybrid yellow catfish Huangyou No. 1, are mainly used for the demonstration of integrated breeding and promotion. The workshop has the first batch of 40 million seedlings and is expected to produce 600 million fry per year. The total land area of the center is about 530 hectares, with a focus on the hatching and preservation of freshwater fish germplasm resources such as grass carp, crucian carp, bream and yellow catfish featured with high efficiency, high quality, disease resistance, and stress resistance. It is estimated that 40 billion aquatic seedlings will be incubated every year after the project is fully initiated.

The prices in processing plants in west Guangdong were CNY 7.4-7.8 per kg(300-500g per piece) and CNY 9.4-9.8 per kg(500-900g per piece), an increase of nearly CNY 2 per kg compared to the average of previous years. The raw fish price in processing plants in Hainan was CNY 6.8-7.2 per kg and CNY 8.8-9.2 per kg, an increase of nearly CNY 1 per kg and CNY 1.6 per kg. Fish prices in other producing areas have also hit peak levels in recent years. Tilapia prices have been rising as demand increased this year due to the risk in imported frozen products. Moreover, the national and local associations have been guiding enterprises to develop the domestic market and promote new menus for many years. Domestic sales of tilapia have continued to increase.

The price of Grass Carp remains high this year. However, due to harsh weather conditions such as thunderstorms and rainstorms, hemorrhagic disease broke out in many areas over the country. Farmers harvested hastily which led to a glut in the market and subsequently resulted in a price drop. In addition, the demand for fish fry shrank significantly and the price of Grass Carp fish fry declined slightly. The fish price of grass carp rebounded from the end of June. The average price of grass carp in many producing areas was over CNY 8 per kg higher than the same period last year. Market demand for grass carp became quite strong due to the reduced stock and this led to a price hike. After July the supply of grass carp fry and commercial fish remained in short supply over the country. The grass carp price demonstrates a steady rising trend and is expected to fall slightly after new supply hit the market.

The price of Largemouth Bass remained high in the second quarter but began to decline in June. In early July, the raw fish price fell in many areas over the country. According to industry analysts, there was a higher risk of fish disease due to the unfavorable weather. Farmers would like to sell fish immediately, and it is expected that the price of fish in the major producing areas is unlikely to rise significantly in the future. In addition, the price of Largemouth Bass in Southwest China has also decreased significantly. Distributors seized the opportunity of lower prices from the East and transported the fish to the West, which led to a higher supply in Chengdu market.

Chinese snakehead prices have been showing a roller-coast trend in the second quarter, with a rise and fall range reaching around CNY 3 per kg. Driven by holiday demand, the price of snakehead began to rebound from the end of March. Fish prices have fluctuated sharply since mid-April, especially in Guangdong Province, while prices in Huzhou (Zhejiang province) and Shandong province demonstrated a trend of steady decline. By the end of June, the price of fish (1kg per piece) was quoted at CNY 20 per kg and smaller size (less than 1kg per piece) was quoted at CNY 16 per kg in Guangdong province (compared with CNY 17.6 per kg and CNY 16 per kg respectively in mid-June). The price fluctuated within CNY 0.8 per kg in July and the overall price is still relatively stable. Fish prices are expected to continue to fluctuate.

The crayfish market is quite stable this year. With the recovery of consumption and new supply entered the market in the second quarter, prices for large, medium and small size crayfish are respectively CNY 60-90, 3544,18-30 per kg. Domestic market of crayfish was still strong while other aquatic products were in short supply in early July. Crayfish season is gradually approaching the end and stocks in major producing areas were mostly 25-35g per piece. It is predicted that the price would increase CNY 6-8 per kg in the coming months.

Hybrid grouper prices reached peak levels in early April. As a result, some farmers started to sell commercialsized fish and the price began trending downwards. It was stable with fluctuations in May, but overall remained high with little oscillations. The price started a sharper decline from June due to a weakened consumption caused by the sporadic pandemic cases. It has been the off-season for the hybrid group from June-August. Lack of driving force and weak sales drove farmers to keep fish until the year-end, which will usually seize a higher margin.

The price declined significantly with the supply increasing from April 2021, which followed the same trend as last year. The price in 2021 appears higher than last year in general, after the easing of COVID-19 restrictions. The price in Guangdong was significantly affected by pandemic recurrence. Market supply has been greatly weakened, with the maximum drop occurring in May 2021. The price further declined due to high temperatures from the end of June until July. Meanwhile, peak harvest season in Jiangsu inordinately impacted the price of other producing areas. It is predicted that the price will keep trending downwards.

Farmers had to harvest due to the seasonal febrile diseases in spring. Large-sized fish was in short supply and the price rose as a result. Holiday consumptions combined with the shortage of commercial-sized fish that can be sold on the market were the main factors. Prussian carp price in 2021 hit a peak over the past five years. Fish seedings were also in short supply. The nominal price of raw fish (over 0.5 kg per piece) even reached CNY 36 per kg in Yancheng city, Jiangsu province. It is expected that large-sized fish could still remain at a high level until new supply entered the market.

The stock of turbot was minor in April. The price increased slightly due to market shortage. Turbot supply still had no significant increase after May. The sales decreased in southern part of China because of the pandemic in Guangdong at the end of May, which also negatively affected the price. The stock in Shandong and Liaoning was not sufficient at the end of June, some farmers turned to white leg shrimp early this year. According to the prediction of market analysts, the yield will gradually decrease with irreversible trends. Similar to previous years, prices will be rising following with the holiday consumption from July.

Mandarin fish prices have been increasing by CNY 34 per kg from March. The price stayed high and reached a record high at CNY 126 per kg. From the end of June to early July, the price hovered at around CNY 108 per kg. Mandarin fish prices have significantly decreased on the market. Many restaurants replaced mandarin fish with grouper and marble goby together with shrunk orders from Beijing and Shanghai. There was not much stock and the commercial-sized fish over 0.6 kg was scarce. It is expected that there will be little room for mandarin fish prices to rise.
