While there is almost twice the amount of space in the new structure – some 32,000 feet – the structure itself has the same Greek Revival attributes of its predecessor, including the cupola, which came to be the older building’s iconic signature. The cupola will be installed in about two weeks, said a worker onsite last week. The pedimented front gable has been carried through over each of the entrance doors on the north, south and west. COURTHOUSE: Opening scheduled for August From C2 precast walls resemble brickwork. Three of the four old doors from the old courthouse’s vaults will be incorporated into the structure as artwork, said Seymour, as an “historical tieback” to the original. But there are major differences as well – and one of the major ones happens even before you walk into the front door, said Seymour. The entrance, once on the north side of the old courthouse, will now be on the west side. The change was made for a few reasons, but the biggest one was the wish to incorporate a front drive that would allow a closer drop-off for patrons who need to have that service. There is more room on the west side of the property
to install the drive. The change of the front entrance is also closer to the south parking lot; and overflow parking across Fifth Street South, where a new county garage will also be built. Prisoners will be brought in from the east side, due to the courthouse’s proximity to the sheriff’s department. “It just made more sense to keep public areas to the west side,” Seymour said. The Mitchell County Veteran’s Memorial, removed from its place outside the front door of the old courthouse, will be reinstalled on the west, just a bit north of the entrance where an area has been designated. There was a strong focus on installation of energy saving devices, in order to lower
maintenance costs; the building will be heated and cooled with geo-thermal technology. “It will be a very energy efficient building,” Seymour said. As of last week, work continued toward completion in the basement area, where in addition to mechanical services, the Board of Supervisors offices and board room will be located. Also on the lower level will be GIS, IT, planning and zoning/ sanitation, an employee break room, storage and economic development offices. There will be bathrooms on all levels. COURTHOUSE: A mix of old and new From C3 “It makes me excited — and a little nervous,” said Baldwin with a chuckle, mostly thinking about the upcoming move. “But it is going to be great; we built for the future.” Paulus agreed, noting the efficiencies, the larger space and security upgrades. As patrons enter the first floor west entrance, they will see a foyer with a main corridor off of which the offices of Auditor, Recorder, Treasurer, Assessor and Veterans Affairs will all be located. The floor will actually be inscribed with a map of the county. Court services will be located on the second floor. There are two courtrooms: One of magistrate court and one for district court. Also included will be Clerk of Court offices, judge’s chambers, court reporter office, jury room and law library, said Seymour. As with any project, he added, there have been challenges. One was encountered right away. The courthouse sat on an expanse of bedrock that had to be removed in order to deepen and expand the basement level. The other challenge was a windy and icy December that threatened the ability to enclose

OSAGE — One of the by-products of the new $146 million Valent BioSciences Corp. operation, which opened in 2014, was an increase in industrial wastewater. As a result, an $8.4 million county-owned and city-staffed pretreatment plant, located just south of the VBC plant, opened late last year. And, a $5.5 million expansion to the city’s wastewater treatment plant, located on its long-time site just west of the city, is hurtling to completion this spring. The arrival of VBC provided an opportunity for the city, said Public Works Director Jerry Dunlay. The expansion of the city plant was not only designed to handle the increase in
wastewater expected from the new VBC operation, it provided the city an opportunity to upgrade its own operation. Today, he said, both operations are state-ofthe-art and well-positioned for the future. “The VBC plant was so unique; I don’t think there is another town of our size in Iowa that has this type of situation. In many ways, we have been breaking the mold,” said Dunlay. While the county owns the pre-treatment site – paid for through TIF revenues – VBC paid for the construction and the city is reimbursed for its operation. Its first-year budget was set at $1.7 million, although Dunlay said that some efficiencies have shown their costsavings already. After
seven months into the fiscal year, he said, only 40 percent of the budget has been used. The pre-treatment plant, in laymen’s terms, works to remove bad stuff from the water it discharges. The pretreatment takes the plant’s wastewater and biologically treats it to a lower strength wastewater and sends it to the city’s wastewater treatment facility for final treatment. One more fulltime position was added to the city’s roster, due to expansion; another will be added this summer to pre-treatment operations at VBC. City officials studied population trends, industry growth and other factors to determine how much expansion was See WATER, C9

Having a thriving business community shows the resourcefulness, commitment, and hard work of every entrepreneur not only in Osage, but Mitchell County. This past year we
saw new businesses throughout the town, not just on Main Street. We celebrated new business ribbon-cuttings for Med Supplies, owned by Mercy Medical; Hawkeye Grafix, owned by Chad and Bethanie Lane; Valent BioSciences Corp., and Cedar Bridge Bed & Breakfast, owned by Herb and Jody Wright, as well as new ownership of Sears, purchased by Andrew Comstock. Soon, we will be having ribbon-cuttings for Main Street Blossoms, owned by Nicole Gast; and Emily Kay Photography, located above Frames and More. A blessing to our area has been Shop on State, a secondhand store created by Chris Fannin and Linda Janssen, and manned by volunteers. This year they outgrew their home at United Church of Christ and moved into the old Washington School building owned by Mary Dunea. Osage continues to offer a variety of amenities and services. We are fortunate to have choices; choices on where to dine, to bank, to buy insurance and real estate, and seek out law firms,

OSAGE — Local building permits reached over $8.6 million in 2014, thanks to a new county courthouse and expansion at A to Z Drying. Without those projects, the residential and light commercial permits were about the same as in 2013, when permits came in at $2.6 million.
