"World is a family". All of us form one family and we must help each other. Scouts all over the world share this vision.

Support to the uniformed groups given by the SAR Government will help to enhance our solidarity in serving the community.

One of the important items on the agenda of the Conference is the election of committee members of the Asia Pacific Regional Scout Committee and other subcommittees for the lerm 2001-2004. Seven Commissroners

will represent our Association to stand for the poll. Nevertheless, our ultimate objective lies beyond the outcome

of this election. Through standing for the election, not only can we validate our competence, but also actualize our team spirit in serving scout members around the world.{r

There seems to be a great deal of intolerance these days and it often leads to violence of one sort or another. lt looks unbelievable, since the Scout Movement encourages tolerance, patience and respect for others, but these are not generally the qualities seen in the twenty-first century society.

At camp, there can be queuing system for meal time or for the distribution of pocket money. We have a role in ensuring that young people understand the concept of queuing, and take their place in the queue without pushing or shovtng. Unfortunately, some members of the general public appear to have little concept of this unwritten rule as they try to assert their place in the queue for the till or to board an overcrowded bus for instance. This is not a good role model to our members. lt is very difficult to instill a sense of what is right, if society itself is full of adults whose behaviors arelar from civilized. Remember when you were young, how your parents would make you give up your seat on a bus or tratn to enable an elderly or infirm adult to sit down instead? At that time, it probably felt like a

great injustice, but we did it because we knew that they needed the seat. We were young enough to cope with the vigors of the vehicle stopping and starting with sudden jerks. At meetings and events, we would also give up our seats for those who needed them most. This is good citizenship training and is something we need to encourage among our members. Unfortunately, this kind of common courtesy is rarely seen among the adults in our communities. Once they have gained possession of a seat, at a meeting or in public transport they are likely to stay there, regardless of the needs of those around them.

Then, there is the classic case of holding the door open for someone. Now, we don't seem to have many chivalrous adults left in our society. Whether we are walking into a department store, or leaving the shopping mall laden with sales bargain, nobody seems to want to hold the door open. People walk through totally ignorant

of the fact that a few yards behind there is someone who would really appreciate a few seconds of common courtesy. There ts a similar absence of the words 'please' and 'thank you' in our modern

language. lf we were to experience that behavior among our members we would be modified. We come to expect a very high standard of behavior among our Members and rightly so, even if it means of being at a discord with society! Our aim is to develop young people to take a constructive place in society. From their very earliest times in the Movement, we tell them about doing good turns and helping other people. Regardless of the role models young people see in society, our aim is to instill

these fairly basic qualities in each individual. That is not to say that we must sit them down and drill these ideas into them, but through our games and activities, we make our expectations abundantly clear. $

Scouts Association in the DRC forces with other volunteers in retrieving the bodies of more than one hundred people believed to have been aboard the private ship "M. Musaka" when it sank in Lake Kivu near Goma town in the night of Thursday 3 May 2001. Recently there was a spate of serious mountain fires around Cape Town and a call went out for volunteers to help fight the blaze. A patrol of Scouts and their leader

answered the call and worked throughout the night assisting firemen in bringing the blaze under control. Well done-'l st Pinelands Group!

......Regarding the Shanghai Branch records, being an old scout, I am generally an optimist but after so many decades, finding them would be a miracle and I don't expect too much other than to try. Your idea of reaching Mr. Stephen WONG appeals to me most. I think it is a wise thought. Since Mr. Gordon only passed through Hong Kong and knowing him well, I seriously doubt if he would pass on precious records other than to someone reliable. Although he was seriously ill he probably had the notion that he would be returning to his beloved Association tenure of thirty years, and in that case may have passed them on as a temporary measure to someone trustworthy such as Mr. CHEN. Little did he realize that he would not last more than ayear. With due

respect, I doubt that there is any advantage in my contacting anyone in Taipei. Mr. Gordon would not have passed that way. lf these records still exist they could be in the Archive of some Scout Association or enthusiast anywhere in the world. lt would be like looking for a needle in a haystack. I just thought I would give Hong Kong a try, being the

most logical, and then again you have a former Commissionerwho migrated, and he just may have some knowledge of this, which provides a glimmer of hope.

I have a photo of Commissioner CHEN Fook-Hong inspecting troops in Hong Kong. He gave this to Mr. Gordon, for me, apparently he was impressed with my

The Shanghai Municipal Council, and its school's were a mixture of people of many nations. lts S.V.C. volunteer defense force was composed of companies of different national groups. The S.M.C. crest displayed the flags of twelve nations, mostly those who had treaties with China.

averaged a dozen or more Groups of different nationalities and or religions. This is what I was referring to as lnternational Scouting, (as distinct from all British.) ln addition, there were what we referred to as different

to it, within a larger context, the history of Shanghai Scouting. The 9th Western District Public School Wolf Cubs, Scouts and eventually Rovers, which constituted a Group, was but one of approximately twelve, within the

These papers were initially compiled by Denis Kliene starting in February 1999, approximately fifty years after the 9th Group ceased activity in that city.

popular. They were always a great benefit to their community, particularly in times of crisis and especially in 1932 and 1937. Photos shown at Millington Camp in 1941, show a troop of Chinese scouts attending what was destined to be the last Jamboree of the British Boy Scout Association in China.

The 9Oth Anniversary of Hong Kong Scouting Jamboree will be held at Wan Tsai, Sai Kung. Wan Tsai is a peninsular adjoining the north-eastern part of our

picturesque Sai Kung West Country Park which is far away from our crowded urban centres. Next to Wan Tsai is Hoi Ha Wan Marine Park which is one of the designated marine parks in Hong Kong with crystal clear water abundant with marine lives. The nearest place where vehicles are accessible is Hoi Ha Village and it takes approximately 30 minutes

on foot from the main road. Another access to Wan Tsai Pier, Nam Fung Wan is a 10 minutes boat ride from a nearby Wong Shek Pier.
