New Project Office Opens for the Consulting Services on Construction Supervision for Hai Phong Urban Arterial Road Following CDM Smith’s recent Hai Phong Urban Arterial Road Project win, a new project office has been opened in Vietnam. The design review and construction supervision services for the Hai Phong Urban Road Project will be undertaken by the CDM Smith team based at the new office. CDM Smith was awarded the contract for design review and construction supervision services of the project. The scope of services includes: • Assisting with the contract administration; • Assisting with the management of the project and the civil contracts; • Undertaking detailed design review; • Ensuring the effective implementation of the quality system; • Comprehensive supervision of construction activities; and • Ensuring all aspects of the project environmental management plan are carried out by the contractor.

Hai Phong is the second largest urban center and the largest sea port in the North of Vietnam. Hai Phong is a rapidly growing city of approximately 1.8 million people. Projections indicate that the urban population may double by 2030, largely through rural migration. Infrastructure and transport services are underdeveloped considering the role of Hai Phong as the second largest city in the North of Vietnam. The urban road network is relatively limited due to the slow development in the past. One of the most difficult transport issues in Hai Phong at the present is the intertwinement of traffic related to port shipments with local urban traffic because the traffic capacity is strained on the major East-West corridor. The separation of the two through this project will generate great benefits such as reductions in vehicle operating costs, traffic congestion, accidents and air pollution. The Hai Phong Urban Transport Development Project will provide a bypass to Hai Phong urban area, and it will link the new port areas of Dinh Vu and Lach Huyen with NH5. The project is divided into seven construction packages. The first two packages, CW1A Lot1 and CW1A Lot 2 are for construction of approximately 9 km of urban road from Bac Son to

the approach to Dong Khe Bridge. This section of road comprises a main dual 2 lane carriageway with a crosssection of 27.5 m. The third and fourth packages, CW2A Lot 1 and CW2A Lot 2 are for construction of approximately 4.3 km of urban road and bridges including Dong Khe bridge and Niem 2 bridge. This section comprises 4 carriageway lanes with a cross-section of 50.5 m. There are two large cantilever box girder bridges in this section, the Dong Khe bridge and Niem 2 bridge. Each bridge shall be built as two independent bridges in each direction, each with a width of 14.0 m. The fifth and sixth packages, CW3A and CW4A are for construction of approximately 6 km of urban road, underpass and dyke relocation. This section consists of 4 carriageway lanes with a cross section of 50.5 m. The seventh package CW5A for Niem 1 Bridge and Truong Chinh road improvement. It is for construction of a replacement of existing bridge. The superstructure will consist of a main span using steel arch, approach spans using simple girder with PC “I-shape” and cast in place link slabs.

Innovative Leaching Treatment of Saltcake A recent project was awarded by OneSteel Recycling for a first stage trial utilising a patented acid and alkaline leaching process in Tasmania, Australia. The aluminium dross / saltcake has been banned from disposal to landfill in the European Union, even when solidified and stabilised. An innovative and tailored solution was put together with collaboration from China, US and Australia. The new treatment is anticipated to save the client more than $3M in alternative options that were being considered.
Type of work The role and functions of the Independent Engineer shall include the following: (i) review of the drawings and documents; (ii) determine the project facilities & major maintenance completion schedule; (iii) review, inspection and monitoring of construction works; (iv) conduct tests on completion of construction and issuing completion certificate; (v) review, inspection and monitoring of O&M; (vi) review, inspection and monitoring of divestment requirements; (vii) determine as required under the Agreement, the costs of any works or services and/or their reasonableness; (viii) determine as required under the Agreement, the period or any extension thereof, for performing any duty or obligation; (ix) assist the Parties in resolution of disputes and; (x) undertake all other duties and functions in accordance with the Agreement.

News MILESTONES AND HIGHLIGHTS Central Regions Rural Water Supply and Sanitation The Central Regions Rural Water Supply and Sanitation Sector Project, supported by the Asia Development Bank (ADB), and managed by a Central Project Management Unit under the Ministry of Agriculture and Rural Development, commenced in August 2011. The 5-year project aims to provide improved health and living conditions for about 350,000 people living in six provinces in the central region of Viet Nam: Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Nam, and Binh Dinh. The project is contributing to the Vietnam Rural Water Supply and Sanitation (RWSS) Strategy and poverty reduction, by providing access to clean water through the construction of piped water supply systems. The project also contributing to the improved sanitation by the construction of public latrines; the provision of
in-kind grants to poor and near-poor female-headed households for construction of latrine substructures; improvements to community health by encouraging the use of hygienic latrines; and promoting proper personal hygiene practices including hand washing with soap and keeping the village environment clean. Other measures are Revolving Sanitation Funds managed by the Provincial Women’s Union to assist nonpoor households to build or rehabilitate hygienic latrines, and community grants for improving environmental sanitation. All subprojects are prepared and implemented with strong involvement of stakeholders. Key players at the community level are the Water and Sanitation Commune Committees (WSCC) and Health and Sanitation Promoters, selected and trained to implement WASH Information, Education and Communication (IEC) programs. Community participation is encouraged using Community Based Approaches (CBA) and a CBA-IEC Action Plan developed for each commune. As of March 2014, the construction of the water supply and sanitation facilities are underway in the first 6 pilot subprojects, supported by community based IEC programs on hygienic sanitation.

Breakthrough in Land Transport Authority Project in Singapore CDM Smith site supervision team in Singapore on the successful breakthrough of the 7.6m diameter tunnel boring machine at the Upper Cross Street receiving shaft for our LTA C937 project. The project is currently slightly ahead of schedule and it is a big achievement given the very challenging physical constraints and ground conditions as well as tight schedule.

News MILESTONES AND HIGHLIGHTS Environmental Assessment at Bien Hoa Airbase The purpose of the Bien Hoa Airbase project is to complete an environmental assessment and gender assessment to determine the impact of possible interventions for dioxin remediation of the Bien Hoa Airbase in Vietnam, as well as to engage stakeholders and build consensus for the proposed interventions.

This project will identify the nature and extent of the dioxin contamination at the Bien Hoa Airbase, and analyze and compare the relative effectiveness, implementability, cost, and environmental impact of various approaches for dioxin remediation at the site. The CDM Smith team is expected to consult with government agencies, and survey local institutions and community groups to obtain feedback on the final Environmental Assessment (EA), which also includes a Gender Assessment. Working in cooperation with USAID, CDM Smith is expected to develop responses to feedback received by U.S. Government partners, the Government of Vietnam, Vietnamese citizens, and other Vietnamese government institutions in Bien Hoa.
The work supports the USAID/Vietnam Mission’s Development Objective of improving environmental management. Environmental assessment at Bien Hoa Airbase will lead to a better understanding of the nature and extent of the contamination in order to propose the best alternative for remediation.

The CDM Smith team is being led by Peter Chenevey as Chief of Party (COP) and Ms Randa Chichakli as Project Manager. Ms Vu Thuy Dung is supporting as COP Assistant. The Bien Hoa Airbase site visit was on 20 Mar 2014, and a meeting with local stakeholders at Bien Hoa Department of Natural Resources and Environment was on the following day. The CDM Smith project team includes Peter Chenevey, Randa Chichakli, Kent Sorenson, Jeff Montera, Diep Minh Tam and Vu Thuy Dung.
Local Government and Community Celebrate the Completion of St George Flood Levee Queensland’s Balonne Shire Council held an official opening ceremony on 12 March 2014 to celebrate the successful completion of the St George flood mitigation project. The project involved the design and construction of 4 km of levee bank that will protect most of St George against the ravages of the Balonne River, which notoriously inundated parts of the town in 2010, 2011 and 2012. CDM Smith was commissioned by Balonne Shire Council in February 2013 to design and manage the construction of a levee system to protect the southwest Queensland town of St George from future flooding inundation. With the soon approaching 2013 wet season, CDM Smith’s project team was able to fast-track the significant community and State project to prevent any subsequent flood damage.

The team highlights that the study was challenging for three reasons: (i) SSA – the Elementary Education Programme of Govt , of India, running since 2001 – is one among the world’s largest social development programme, with universal coverage and the study team had to research and comprehend the mammonth programme, evolve the methodology and execute the study, (ii) Secondly, available time span was only one and half months, (ii) Thirdly, there was tremendous pressure form the Bank to come out with the findings before the scheduled time span. Not only that the study findings were of great relevance, but the suggestions put forward by the team were accepted by the World Bank completely for the design of Social Management Framework mentioned above.

Appreciation of approach in Jumeriah Lakes Tower (JLT) in Dubai – Our client Dubai Multi Commodities Dentre (DMCC) has praised CDM Smith’s work on the JLT Project. There was a “Live Sewer Diversion” undertaken which involved shifting the existing Sewer Pumping Station which involved 36 continuous hours of labour which was successfully completed without any issues. The client was monitoring the process and was very happy of this outcome.

Lee Kuan Yew Water Prize 2014
Environmental Excellence for Da Nang Remediation
The Orange County Water District (OCWD) in California, USA, has been awarded the Lee Kuan Yew Water Prize 2014 for its pioneering work in groundwater management and water reclamation using advanced water reuse technologies, as well as its achievements in public policy and community outreach. CDM Smith worked with OCWD and developed the water reclamation scheme as well as designed the advanced water reuse facilities.
Despite very stiff competition, CDM Smith has been awarded the honor award from the American Academy of Environmental Engineers and Scientists (AAEES) for the environmental communications program associated with the USAID Agent Orange cleanup in Vietnam. According to AAEES’s website, the criteria for judging the Environmental Communications Award are: • Innovative approach to messaging or branding • Future value to the water engineering profession • Creativity and clarity in portraying and communicating the messages • Effectiveness in delivery and achieving desired outcomes • Integrated Design Approach - Narrative and visual elements work together to achieve the communication objectives. While the first phase of thermal treatment which is starting in April 2014 is being conducted, USAID contractors will also excavate contaminated sediment from Sen Lake and the surrounding wetlands for the second treatment phase. USAID contractors have continued preparing for sediment excavation by dewatering Sen Lake, performing a pre-excavation topographical survey, and conducting sediment dewatering tests. The sediment dewatering tests will confirm the most effective method for drying the sediment before placing it in the containment structure for the second treatment phase, reducing the energy and time required for treatment.
As the sixth recipient of the Lee Kuan Yew Water Prize, OCWD piloted Water Factory 21 in the 1970s, the first facility in the world to successfully demonstrate that potable grade quality recycled water can be reliably produced from treated used water effluent through an advanced water purification system relying on reverse osmosis and granular activated carbon. Since then, based on research and demonstration efforts by OCWD, a three-stage advanced treatment process of microfiltration, reverse osmosis and ultraviolet/hydrogen peroxide has been established as the standard for potable water reuse in the industry. CDM Smith also continues to lead multiple advanced water reclamation projects associated with indirect and direct potable reuse. The highlight of the Singapore International Water Week, the Lee Kuan Yew Water Prize is an international water award that recognises outstanding contributions towards solving global water problems by either applying innovative technologies or implementing policies and programmes that benefit humanity.

Green Infrastructure Issues and Recommendations A paper on “Green Infrastructure-Issues & Recommendations” has been presented jointly by Mr. Achyutha Rao Aleti & Krishna Chaithanya Talacheeru in “Cities & Sustainability” conference held at “Indira Gandhi Institute of Development & Research” established by Reserve Bank of India. The paper is being published in “Springer Journal” soon. IGIDR invited CDM Smith to present on Green Infrastructure as the firm having rich experience in handling ADB projects.
Jacek Stypulkowski and Dr. Amel Siyam from CDM Smith Qatar presented at the Arabian Tunnelling Conference (ATC 2013) hosted by UAE Society of Engineers (SOEUAE) in collaboration with the International Tunnelling and Under Ground Space Utilization Association (ITA). They discussed the challenges that have been faced in the project for the first TBM mined tunnel with single pass liner in Doha, Qater. Over 600 experts from around the world attended the conference which featured local and international organisations who specialise in the field of sustainable underground space utilisation.

FEATURES INTEREST PIECE Khufu First Solar Ship Several Ancient Egyptian solar ships and boat pits have been found in Ancient Egyptian sites. The most famous is the Khufu ship now preserved in the Giza Solar boat museum beside Khufu pyramid at Giza. The full-sized ships or boats were buried near Ancient Egyptians’ Pyramids or Temples at many sites. The history and function of the ships are not precisely known. They might be of the type known as a “solar barge”, a ritual vessel to carry
the resurrected king with the sun god Ra across the heavens. However, some ships bear signs of being used in water, and it is possible that these ships were a funerary “barge”. The Khufu ship is an intact full-size vessel from Ancient Egypt that was sealed into a pit in the Giza pyramid complex at the foot of the Great Pyramid of Giza around 2500 BC. It was identified as the world’s oldest intact ship and has been described as “a masterpiece of woodcraft” that could sail today if put into water. The Khufu ship is one of the oldest, largest, and best-preserved vessels from antiquity. It measures 43.6 m long and 5.9 m wide. According to Egyptian beliefs, the soul of the dead accompanied the sun on its eternal journey in the Upper Waters (the heavens) around the world. A boat or at least a model of a boat was therefore included in every tomb.

FEATURES WORDS OF WISDOM “The 7 Things Successful People Never Say” - Ilya Pozin, 1. “That’s not in my job description.” – When you accepted your current position, you had a good idea of what the responsibilities and workload of the role would entail. Throughout the months or years since you settled into your job, however, your role has expanded and changed shape. Some of these changes have probably been good, while others have made you wish for simpler times. When a boss or manager piles another responsibility on your already sore shoulders, it might be tempting to pull out this classic gem of work avoidance. 2. “It can’t be done.” – Throwing in the towel makes you look like a quitter -- and quitters don’t get promoted. Instead of giving up on a project entirely, frame your response in terms of alternative ways to get the work accomplished. Very little is truly impossible, and most managers and executives want forward-thinking problem solvers to climb the corporate ladder. If you offer solutions instead of giving up, you’ll be seen as a valuable member of the team. 3. “It’s not my fault.” – No one wants to work with a blame shifter. After all, it’s just a matter of time before this person eventually shifts the blame onto you. Take ownership of your mistakes instead of pointing out where others have fallen short. Admitting to a mistake shows character and the ability to learn and grow from problems. Pointing the finger at someone else strongly implies you’ll never truly learn from your errors. 4. “This will just take a minute.” – Unless something will literally take only 60 seconds, don’t overpromise and underdeliver. Saying something will only take “a minute” also has the side effect of undermining your efforts. Most likely the reason the particular task won’t take long is due to the benefit of your professional experience and acumen. By saying it will “just” take a minute, you’re shortchanging what you bring to the table. 5. “I don’t need any help.” – The rugged lone wolf type might be the hero of most action movies, but they’re unlikely to become the hero at your company. You might think you can go it alone on a project or in your career, but teamwork is essential. Being able to work with others is the hallmark of a good leader; you’re unlikely to climb your career ladder always flying solo. 6. “It’s not fair.” – Life isn’t fair, and often your career won’t be as well. Instead of complaining, you should look for specific and actionable workarounds to the problems you encounter. Is it unfair a coworker got to run point on the project you wanted? Maybe, but instead of complaining, work harder and go the extra mile. Finding a solution will always be preferable in your professional life to whining about a problem. 7. “This is the way it’s always been done.” – Doing things the way they’ve always been done is no way to run a business. Just ask some of the companies which toed the line, accepted the status quo, and went under. Adapting to an ever-changing marketplace is really the only way to survive in an economy constantly being disrupted by the next big thing. You don’t have to be a slave to the trends, but you also can’t stick your head in the sand and hope things go back to normal. CDM International President’s Visit During the first quarter of 2014, International Group Leader, Pete Tunnicliffe, visited a number of the offices in Asia Pacific and the Middle East. On 26-27 January 2014, Pete spent some time in the Vietnam head office in Ho Chi Minh City (HCMC).

PEOPLE Community Working for a Cause During the Lunar New Year festive season, we remembered those in need. L. Fernando Requena and several other staff members represented CDM Smith in Vietnam in these activities. They joined the parastatal organization Fatherland Front (“Mặt trận Tổ quốc”) and the Investment Management Unit of the THLG Project to distribute our Company contribution to poor families in Ho Chi Minh City.

First Ashghal Premier League Cricket Tournament
TRI-ing for a Good Cause Across Australia
CDM Smith participated in ‘First Ashghal Premier League Cricket Tournament’ which started on 1 March 2014 conducted by Public Works Authority, Qatar. The event sponsorship in arranging the refreshments for the whole tournament period of 10 days was made possible due to encouragement and support from CDM Smith Senior staff (François G. Bernardeau, Doha and Michał Śmietanka, Doha).
CDM Smith team in Australia competed in the annual Fitness First Corporate Triathlon in Perth on 9 March 2014 and in Sydney on 13 April 2014. Fundraising for Alzheimer’s Australia, we have raised nearly $1000 so far. The Brisbane CDM Smith team will be competing in the triathlon this weekend. Good luck team!

PEOPLE Community India Community Day CDM Smith India Private Limited celebrated its Annual Day on January 11, 2014 at Jayamahal Palace Hotel, The Heritage Hotel of Bangalore. It was quite a memorable day for the staff and their families with lots of fun filled activities of games, magic show, singing and dancing followed with a cocktail dinner. The occasion appeared apt to honour the achievers of Best Performer Award and Service Award among the staff in the presence of their siblings. Winners of the games were given gifts and the kids were taken care with gifts and chocolates. The weather, venue, events, food and beverages brought the staff and families in high esteem to remember the day with.

PEOPLE Welcome and Congrats Change of Employee Position within the Firm CDM Smith has recently amended the position of Bruce Maney to the position of Asia Pacific Rail Market Leader. In this role Bruce will have responsibility for CDM Smith’s rail business development and project operations in Asia Pacific. He has also been assigned as the company internal Project Manager on the Line 2 Metro, HCMC and also the Hanoi – Kunming Railway Projects, in this role Bruce will provide company oversight, direction and support to the Team Leaders on these 2 ongoing projects. Bruce’s experience and credentials in this regard can be summarized as follows: • Born in New Zealand, graduated in Civil Engineering (1985), Chartered Engineer UK (1993), MICE, MIStructE. • 27 years’ experience, with over 25 years overseas experience, the last 20 years of which have been in Asia Pacific and Middle East. • Technical background is primarily in Metros and mainline Railways, mainly design, but with some supervision projects. The last 20 years has been spent almost exclusively at Director / Project Manager level
managing large complex projects and in marketing for rail projects. • Main countries of work experience (in-country) – Vietnam, Thailand, China, Hong Kong, Singapore, Malaysia, Mongolia, UAE, Qatar, UK, New Zealand. • Previously worked with the major consulting firms as follows; Arup, Halcrow, Atkins and Worley Parsons. He was Regional Director of Infrastructure and Environment (Asia); Regional Director for Rail and Transportation (Middle East & Asia); prior to this, was Design Director/ Project Manager on major rail/metro projects in Asia and Middle East. Recognitions to CDM Smith Personnel On 10-Jan-2014, L. Fernando Requena was conferred a Paper of Merit by the Director of the Investment Management Unit (IMU) of the Tan Hoa-Lo Gom Project, Ho Chi Minh City. Also conferred with the Paper of Merit were four Project staff members of Fernando’s team. The citation in their Paper of Merit was “satisfactory completion of the assigned tasks” in the Sectoral Project No. 4, ‘Improving canal and roads along Tan Hoa–Lo Gom Canal’, during 2013. On 17-Jan-2014, the Da Nang City People’s Committee held a Lunar New Year Get-Together party for international individuals and organizations and overseas Vietnamese.

Fernando served as Team Leader of the Da Nang Priority Infrastructure Investment Project (DN-PIIP) during 2010-2013. The Project civil works consisted of wastewater treatment plants, highways and bridges, and improvements of low-income areas.
