hat is Great Live Music? A unique project that merges two magnificent cultures and brings together worldclass rock and jazz musicians from Russia and India. The event taking place Jan. 31 - Feb. 1 is going to be nothing short of spectacular - with internationally-acclaimed, awardwinning musicians of rock and jazz performing on one stage with unparalleled passion. It was in the 60’s that the first jam session ‘Woodstock’ took place, featuring the Beatles. The Great Live Music (GLM) will take place in this grand tradition, signifying a return to the basics. Goa is set to wear a new face this season, with regular clubbing replaced with the sound of a special kind of music. Jam sessions will rock the air and top-rated, world-class artists from both countries will light up the stage in Baga. The festival will feature some of the best bands from Rock and Turn to page 6

magine lying on a sunbed, soaking in the sun and chilling out with a beer… You gaze into a vast expanse of the Arabian Sea in front of you. As you take in the view and laze around it begins to feel good. The feeling gets amplified with house music that is floating in the air. You realize with the crash of a wave that life doesn’t really get better than this… It all began in 1986 with one table, two chairs, and some samosas and cutlets, with Café Lilliput among just four restaurants dotting Anjuna beach. Yes,
that’s right. Café Lilliput’s been around for 28 years, one of the oldest establishments of its kind in the state. With its chillout vibe in the day and house music at night, and incredible staying power through nearly three decades, it’s become something of a Goan institution. Today, the restaurant stretches over 2,500 square feet, with eight cottages, a discotheque, a bar, dining and seating on an upper deck with a pool table - for a total capacity of over three hundred people. Elegant sofas sprawl out with a view to the sea. One can sit inside or move out to a verandah. Tables for two dot terraced platforms overlooking the waves. Recently Goa Streets teamed up with Café Lilliput to bring a fabulous DJ/ Percussionist duo, Hamza and Manu Idhra, to a packed house of revelers. Trance isn’t played at Café Lilliput, something of a welcome relief from other shacks in the area that belt out 150 beats per second. Graham tells me that when he’s far out at sea and he turns to look back at the beach, he feels Café Lilliput is the most beautiful restaurant on the shore. And this is one place where beauty is not just about looks.

Apparently Café Lilliput serves the “best beer” in Anjuna, says Marco from Spain, who’s been coming to the café for the last 10 years. Raj, one of four brothers who own Café Lilliput, says with a warm smile, it’s just Kingfisher. I guess it must be the charm of the place that makes it taste the best for Marco. He explains that he came all the way from Spain for Raj’s sister’s wedding and again for Raj’s daughter’s first birthday. He’s one of the many people who have been completely heart warmed by the Café Lilliput family. Graham Baker, from England, tells me that he loves the fact that this place is clean, safe and peaceful. It has just the “right tempo”, he says. He is here on holidays, a professional deep sea diver by occupation, he thinks Café Lilliput’s the bomb. He spends the day lounging around on the deck, helping himself to some great sea food and going for a number of swims in the sea. I look around and see people from all over the world. I ask Raj what he thinks is so attractive about Café Lilliput? He pauses for some time to reflect, and then starts talking about the food. He recommends the sea food, particularly the grilled fish. Café Lilliput has its own cooks from all parts of India, including Punjab and Himachal Pradesh, and a few from Nepal. He also says that his own family is involved in the kitchen, upholding the quality at every turn. Incredibly, Raj was only eleven when he first started picking up the threads of the business. He muses back on the carefree days of a bygone era. Nowadays, the competition is stiff and he has a lot more on his plate than he did before. He’s grateful that he has his family by his side, and he emphasizes that family bonds are at the core of Café Lilliput. Raj runs the place along with his three brothers - Ramachandra, Ajay and Vijay Salgaonkar. He says a good clean heart, along with the personal touch people feel at Café Lilliput, is also behind the place’s success. The Lowdown If you’ve never been white water rafting, you don’t know what you’re missing! For those keeping close track, this is actually our second cover story on rafting. During the height of the monsoons, we wrote about the exhilarating experience on the mighty Mhadei River, where category 3 rapids provided a fun but, at least in rafting terms, relatively tame experience. We assumed that rafting in this part of the world had to be a strictly monsoon phenomenon, for how could there be enough water in a river during the dry season to produce rapids that were worth their weight in, well, water? So when we heard that not only is there enough water in the Tillari River, just across the border in Maharashtra, but there’s enough to produce CATEGORY 4 rapids – rafting aficionados know that’s where the real thrills begin – we felt it was time to revisit the topic. So how is there enough water during the dry season? It’s because the water’s been stored behind a dam, and authorities are releasing enough of it now for this kind of adrenaline rush. On these pages, we tell you about the thrill and the spill, and give you the information you need to experience it for yourself. What else do we have for you in this edition of Goa Streets? Well, let’s start at the back of the book, with our piece busting 10 commonly held myths. There’s also our troubling but important look at Dhirio, the Goan form of bull fighting. Often Goa Streets refrains from taking a stand on issue, preferring to just report the facts and let you decide. A brief about the bands: BRAINSTORM (Prata Vetra) LATVIA - pop/rock band. The band became popular internationally in 2000. They received the MTV Europe Music award for Best Baltic Act in 2006. Concerts have been held by the band recently in Western Europe and they continue to gain popularity in the United Kingdom, with a sound reminiscent of the band Beirut. The band received three awards at the 2012 Annual Latvian Music Recording Awards. Parikrama (India) is a rock and roll band from New Delhi. They have a great many live performances and original numbers to their name. The band was officially formed on June 17, 1991 in Delhi. The word Parikrama means ‘orbital revolutions’ in Sanskrit. They have been inspired and influenced by the great artists Pink Floyd, Jimi Hendrix and The Doors. The Matrixx (Russia) – The unique expression, the brightness of text and music is the distinguishing feature of this group. The Matrixx won the prestigious award for «Best Alternative Group in Russia» in 2011. Indian Ocean (India) - Indian Ocean is an Indian rock band formed in New Delhi in 1990. They are pioneers of the fusion rock genre in India. A cult band in its own right, the group has amalgamated Indian folk music with Western rock and there are no limitations to their music. Shiva (Russia): A young band, and winner of Battle of Bands in Russia. JunkYard Groove (India) - Junkyard Groove is an Alternative Rock band from Chennai, formed in 2005 and is one of the finest bands in the Indian rock scene today. They got together almost randomly and realized that they had something to contribute to the world of Indian Rock and Roll. _____ The Embassy of Russia in India and The Ministry of Tourism of the State of Goa are the official supporters of the festival. The official media partners supporting the festival is the News agency “Itar-Tass”. Goa Streets is also proud to be partnering up with Great Live Music to promote the festival! This is going to be the second year for the festival in Goa. Last February, musicians from India, Russia and England also got together. The festival’s core idea of fusing styles and cultures was a big hit among all who came to experience this glorious music. It was attended by over 6,000 people, and this year’s turnout is expected to be even higher.

any times, a smoothie hits the spot, especially on a hot day. Although I am not a big fan of this typical American concoction, I love avocado smoothies. I encountered them for the first time in Bali. This island produces amazing fruits and vegetables. There is something about Bali which is difficult to describe. It is not only the amazing sense for beauty which the inhabitants display everywhere. There is something intangible in the air, Bali’s own kind of magic. Before I continue, a word of explanation for any smoothie virgins out there. A smoothy is a blended beverage made from fresh fruit with a milkshake-like consistency. They often appeal to health-minded people. In Bali I have eaten the tastiest papayas of my life and I had my first avocado smoothie. In Bali it is called avocado juice. This name is somewhat misleading because they blend the avocado with full fat milk, resulting in a thick cream that you can eat with a spoon. Being allergic to dairy, I have blended avocado with coconut and almond milk in the below recipe, which works just as well. Of course it tastes different but it makes wonderful smoothies all the same. Of course you can prepare smoothies with just about any fruit or vegetable you fancy. Don’t hesitate to experiment. A smoothie in company with some crackers or cookies is the perfect quick snack whenever hunger pangs hit home. At the moment avocados are in season here in Goa. You can find them in the market and many supermarkets. You need really ripe avocados for this recipe. Avocados are ripe when the skin yields to the touch. Don’t poke your finger too hard into them though. You want to test them, not smash them! When you find promising avocados in the market, which are not yet soft, ripen them at home. Wrap them in paper and keep them out of direct sunlight. Check them daily as they spoil quickly once they are ready. Ingredients (for 1 big serving): • 1 small, ripe avocado
The virtue of the colour green Green fruits and vegetables like avocado, green beans, peas and spinach display their brilliant colour thanks to their content of chlorophyll. This natural plant pigment plays a crucial role in photosynthesis, the process in which plants transform sunlight, water and some minerals into their own food. The colour green in fruits and vegetables indicates they contain vitamin C, calcium, folate, and fibre and B vitamins. The colour green also shows that the vegetable or fruit contains precious carotenoids, which boost the immune system, prevent cancer, lower blood pressure and keep your eyes healthy. Avocado – the healthy kind of fat The name avocado has its origin in the Aztec word ahuacatl. The avocado tree has been cultivated in Central and South America since 8000 BCE. Although avocados have a lot of fat, they are one of the healthiest fruits on our planet. Avocados contain oleic acid, a monounsaturated fat that helps reduce ‘bad’ cholesterol levels and lowers the risk of breast cancer. In addition, it offers a lot of lutein, a carotenoid that enables the body to absorb nutrition from other food sources. If you add some slices of avocados to your salad, your body can make greater use of the nutrients in the salad. The large amount of vitamin E in avocados boosts the immune system, keeps the skin healthy and prevents heart disease. The list of nutrients in avocados includes magnesium, vitamins C and B6, folate, iron and potassium, a mineral that helps regulate blood pressure.

Dhirio-Last Bull Standing A Cruel ‘Sport’ Thrives in Goa
It’s not just bulls who pay the price. So does our humanity. By Vivian Maverick Martins

hief Minister Manohar Parrikar, at the ‘India for Animals 2012’ conference, promised to make Goa the Numero Uno animal friendly state in all of India. But the popularity of Dhirio, the uniquely Goan and entirely cruel form of bull fighting, is threatening to turn that promise into a sham. The “sport” is a favourite in over a hundred villages spread along the Goan coastline. Unlike in Spain, bullfighting here is bull against bull, rather than man against bull. The bulls fight each other until one drops or flees. When there is bloodshed, it’s not caused by an elegant matador, sequined and rakish, but by a pair of horns filed and sharpened down to a lance point. There are no fences or barricades here. Bullfights are usually held in the interiors of villages and a text message with the time and venue is enough to gather thousands of spectators. There is, of course, heavy betting. Our beautiful beaches are used as training grounds for the fighter bulls. Some fights are over in a matter of seconds and others can take an hour. Often as many as 2000 people will turn up to see a series of fights. Addicted fans can’t get enough of it. That’s the main reason why bullfights are organized almost every weekend, especially in the villages. BJP politician Vishnu Surya Wagh wants bullfighting to be legalized in Goa. Congress has also been promising to legalize it but hasn’t been able to deliver. Animal right activists are keeping a close watch on the situation and the citizens
of Goa are divided on the issue. Section 11 of India’s Prevention of Cruelty to Animals Act clearly prohibits “inciting any animal to fight any other animal with a view to providing entertainment” or other purposes. But none of this has kept bullfighting from flourishing in Goa. Let’s hear what opponents, proponents and officials have to say about the issue: PETA India’s CEO Poorva Joshipura “Provoking bulls to slash and gouge each other to death should be condemned by everyone in a civilised society. Bulls already have a hard enough life. We urge the police to put a stop to these cruel spectacles, and we urge the public to help by reporting scheduled fights.” Senior police official (who didn’t want to be named because of the controversial topic) “Bullfights take place almost every week but very few cases are reported as the time and venue keeps changing due to the fear of the law. It’s difficult to crack the whip on bullfights as they take place in the interiors of villages without much publicity… Indian laws have provided ample protection to animals against cruelty. There is the Prevention of Cruelty to Animals Act, 1960, the Wildlife Protection Act, 1972 and the Indian Penal Code, 1860 but we can only act if the cases are reported,” he concludes. Vishnu Surya Wagh, MLA St Andre Constituency (where bullfights abound) “I want bullfights to be legalized, but
there has to be a procedure laid down and enough care where animals are not injured. I do not support bullfights in their present form. There should be a stadium for the fights and bull horns should be capped with rubber to protect them from injuries. Bullfights have been a popular sport and it’s not inhuman at all. A lot of care is taken wherein the bulls are fed and reared well. Livelihoods are dependent on this sport and a lot of money is spent by the owners to look after their bulls. The plight of streets cattle is worse than that of bulls. Legislation has to be made to legalize bull fights and I will surely put a bill in the assembly whether it comes through or not.”
Maneka Gandhi, BJP MP and Founder of People for Animals (who was instrumental in banning bullfights in Goa) “Bullfights are banned; if the police have not stopped it then the police themselves are to be blamed. Bullfights are run by criminals and anybody who believes in violence as a sport should be taken out of society. Despite the High Court and Supreme Court ban, the fact that a BJP legislator plans to move a legislation to appease the voters is very shameful”. Prajal Sakhardande, historian “It was a popular sport in villages during the Portuguese era. It is a traditional sport of Goa no doubt but I’m against this particular sport as people enjoy while the animals have to pay the price for it.” Joel, a bull owner from Salcette in South Goa “We spend around 200 a day on nourishment of the fighter bulls and Rs
70,000 annually to train the animals for the fights. With the ban, it’s a huge risk to organize bullfights as there are no returns in the sport. Politicians have failed to deliver their promises and find a way out for our living and keep the traditional sport of the land alive”.
Melroy Fernandes, another bull owner “Animal lovers have got it all wrong because for us it’s all about loving our animals even if it means we have to bear a loss of Rs 1 lac every year. Animal lovers turn a blind eye to the plight of stray dogs and cattle so why always us? The injuries caused by bullfights are very minor and do not cause a great deal of harm to the animals.” Dr Manilal Valliyate, Director of Veterinary Affairs, PETA India “During bullfights, in each round, two bulls are brought together and surrounded by a ring of spectators. The bulls’ horns are sharpened to ensure that every charge will cause bloody gashes and deep puncture wounds. The round ends when one of the bulls is either killed or manages to flee. The survivors of each round fight each other while spectators bet on the outcome. The ‘winner’ is the last bull left alive – but by then, the bull’s injuries are often so severe that he is sent to slaughter.” ____
With the state so divided on the issue, it’s not at all clear if there will be any change from the status quo – an officially illegal activity that takes place anyway on a wide scale. Of course the biggest price is paid by the bulls themselves. But when we allow the practice to continue unabated, there’s something in our own humanity that’s also punctured.

here’s good news for thrillseekers and adventurers in Goa looking for that adrenaline rush and new frontiers to conquer: You can now go white water river rafting on the Tillari River. Where’s that? Just across the border in Maharashtra, near Dodamarg (only an hour’s drive from the North Goan beach belt). Most people in Goa have heard of the Tillari irrigation project and dam which has tapped the water from the Western Ghat mountains in that area. The Tillari canals, which occasionally burst, also supply water to a large part of north Goa and Maharashtra. So there we were with John Pollard of Goa Rafting, one of the pioneers of white water rafting in India. Also coming along to ride the rapids were a group of Russian tourists. A few minutes after meeting up at Border Bar at the Dodamarg border check-post, and a few kilometres into Maharashtra, we were at the base camp. From there we trundled down some dirt tracks and soon reached the starting point, which was on the banks of a small stream joining the main Tillari River a few hundred meters downstream. We were then given the basic instructions on how to hold the paddles and the different ways to row, and also briefed on safety aspects. Each one of us had to put on a life jacket and a helmet,
and then we were divided into three groups, with each group on one boat. I was in one boat with two lovely Russian ladies, Julia and Aksana, and our guide was Sunil. As the Russians barely speak any English and they outnumbered me, all the instructions were in Russian, so I ended up picking up my first few Russian words! Forward rowing? vpered! Backward – nazad. Hold on – derzhites. Over left - nalievo. Over right - napravo. The fun started before we even entered the rafts when John asked us to simply float down the stream for a few meters, so as to acclimatize us to the
water. Then we were off rafting down the stream which had colourful underwater vegetation and all sorts of other interesting things to look at, and soon we were in the main Tillari River. There we did some practice rowing for a while, before heading off for the rapids. While Pollard’s Goa Rafting has river rafting facilities during the monsoon on the Mhadei River, the rafting on the Tillari River can only be done during the dry season because the river becomes too dangerous for rafting during the monsoon. In the dry season, the river swells because of water released from
the dam project, and the ability to raft is a welcome side effect of the larger water provision project. White water rafting around the world is categorized into grades of difficulty, ranging from Grade 1 to Grade 6. Grade 1 is the easiest, with just a small amount of rough water. Grade 6 involves drops, rocks and waves so huge that trying to traverse them would essentially be akin to suicide. The Mhadei is milder than the Tillari and is graded at Level 3, which means there’s white water and some waves, but a low danger level. The Tillari, on the other hand, currently has Level 4 rapids, which means more excitement, and also a bit of danger because the entire course of the river is rocky terrain, Coming down a rapid

with huge rocks all over the river and under the water. (The danger is greatly reduced, somewhere to around zero, by the expertise and international-standard precautions provided by John and his team). River rafting is only possible on rivers which flow downwards. Where we were in the Tillari valley, the river descends from up in the Western Ghats and flows down, all the time being fed by numerous other small rivulets and streams. At various points in the valley, the river suddenly descends sharply; those are the points which are known as rapids. The rapids on the Tillari – five of them in the course John took us through – are progressively difficult, and by the time of the third and fourth rapid, John and the two other guides, Sunil and Mohammed, take positions on the river’s banks as one boat after the other navigates the treacherous rapids, with the boats getting tossed around in the rocks as the river descends to a lower level. The fourth rapid was actually a gorge, and the boat we were in actually fell down in a series of steps through the gorge as the water gushed down through the gaps in the rocks. There are no words in the English language to describe this thrill! For any attempt – exhilarating, exciting, breathtaking, powerful, overwhelming – somehow falls short. Suffice to say, the Rs 2,600 each person dishes out for the rafting expedition (with lunch included) is worth every paise. The river itself flows through a picturesque valley with ancient dark rocks carved by the passage of time into different shapes and sizes, many resembling human faces, like some massive work of sculpture. All around were thick jungles, and the only house we came across midway was a farmhouse belonging to a Goan, complete with a cross in front! In between we took a couple of dips in the water and also got down from the boats to walk around on the rocks, as the guiding team did their safety drills. By the end of the journey we were all thoroughly exhausted, with all that rowing and rapid
riding for more than three hours. Though it looks a bit dangerous in patches, river rafting, done under the watchful eyes of John Pollard, is a very safe experience. Still, you need to be reasonably fit because it’s no leisurely stroll in the park. Alexei, one of the Russians in another boat, said, “It was a really wonderful experience to be rafting in such beautiful natural surroundings. I think more people need to know that such an activity is available for tourists in Goa.” Driving to and from Tillari we had a lot of time to chat with John and listen to his experiences. He has done river rafting in the Beas river in Himachal Pradesh and also on the Ganga. He is the man who put river rafting on the Kali river in Dandeli on the map, and for many years rafting on the Kali river was hugely popular. But with Goa becoming a preferred tourism destination with each passing year, John felt the future looked more promising in Goa. So he decided to promote river rafting here some years ago. The initial response from the authorities here, he says, was not very encouraging, and he had to wait till the new government came in before his proposal was accepted and he started river rafting on the Mhadei River in the last season, during the monsoon of 2012 when the river receives sufficient water for safe rafting. Rafting had to stop, though, after the monsoon because the water level reduces considerably. He then began scouting around for another river where he could have river rafting during the dry season, and that is how he reached Tillari. How does he pick out the locations for rafting? Turns out he studies old Survey of India topography maps, most of them drafted by the British during the colonial era, and which have perfect measurements of mountains, valleys and rivers. Plus, of course, Google maps. And then actually exploring the river and the surrounding terrain. Tillari was just right as it’s barely an hour’s drive from the north Goa beach belt, epicenter of the tourism industry in Goa. Says John, “It takes a lot of time and effort to get river rafting going because you have to know about the water flow
throughout the year and so many other factors ... You have to walk through the entire river’s length and decide the stretch you’re going to use. And then you have to set up the infrastructure, get a base for the boats, then take the boats every time to the starting point, inflate them up. On top of which you have to publicise the rafting trips, so that you get customers and recover your investment. All this takes a few years.” When not rafting, this Englishman from the northern England city of Hull
– once the busiest fishing port in Europe - spends a few days at a farmhouse in Castlerock, four kilometers away from the top of the Dudhsagar waterfall. River rafting, he says, is an extremely ecofriendly activity, because you don’t even leave a footprint. All you do is paddle down the river.

n January 9, 2010, the office of the Advocate Asha Desai at Panjim dispatched a legal notice to the Chief Officer of the Canacona Municipal Council. The notice warned the Chief Officer that if he does not immediately stop construction, a certain building faces collapse during the rains. The notice, sent on behalf of one Shankar Naik, in hindsight serves as an eerie premonition to the happenings on January 4, at 2:30pm. The under-construction Ruby Residency came crashing down, killing 31 people in the most deadly building collapse in Goan history. Shankar Naik, who owned an adjacent property, shot off his first complaint to the South Goa Collector on November 16, 2009, around the same time that Pradeep Singh Birring and Pradeep Kumar Sehgal, both in their mid-40s and both directors of Bharat Developers, began construction at the site. Naik argued the construction was illegal because the work had begun when permissions were applied for but not granted. He said a natural waterway was blocked by the new construction. “With the huge flow of water which would otherwise go through the nallah but now that it has been blocked by the construction of the compound wall… there is a possibility that the building would collapse in the ensuing rainy season,” Naik had said in his complaint. While the final cause of the collapse is not storm water but rather a weak foundation, according to experts, Naik feels vindicated, and he blames
government inaction for the tragedy. “Instead I was made to dance from pillar to post … and, in short, I was harassed because I complained,” he said. Trouble for the building began right from the beginning. The land bought by the developers to build the “five storey construction where only three floors are allowed” is sloping and leads into a field. Eric Pinto, a civil engineer who visited the site after the collapse, said the building was constructed with one end on rocky soil while the other end lying lower on soft soil. “They built the foundation on recently filled soft marshy soil that caved in and weakened the columns,” he said. Aside from this, it’s been shown that one Vishwas Desai served as both Contractor as well as Structural Engineer, a big no-no in construction projects (see writer and engineer Jose Lourenco’s piece last week on lessons learned from the collapse http://www.goastreets. com/3-lessons-canacona-collapse/#). Naik also complained that the builders, while constructing a compound wall, encroached on his adjacent land. Unfortunately for all, none of his complaints were heeded to and neither was the legal notice assigned any value by the Canacona Municipal Council. Several phases of the building came up. Birring said that when he arrived on site on the fateful day, he saw a key pillar was badly damaged. “When I asked the foreman present at the site, he said that the JCB (excavator) had accidentally hit the pillar on the evening of January 3,” Birring said in his statements to the Sessions Court at Margao.
Workers had placed a jack support of metal bars to support the pillar but the contractor wasn’t at the site. To make matters worse, workers were drilling and breaking the slab above the pillar with a jackhammer to weld metal bars to strengthen the pillar and pour concrete in the hole. “I left the site at around 1 pm and came to know around 3 pm that the building had collapsed”, Birring said. Those working on other parts of the building were oblivious to the fact that a major column was on the verge of collapse. Forty-year-old Laxman Gaunkar was working on the ground floor helping a mason fit tiles. As he attempted to flee during the collapse, his right leg was caught under a fallen pillar. “I shouted. Someone pulled me out”. He said there were several others who were also fitting tiles, and said he isn’t sure if all have been accounted for. The prosecution is making a case for a well-planned conspiracy to nail both the authorities as well as the contractor and the promoters. When the application for bail came up before the Sessions Court in Margao, the prosecution contended that “the deputy town planner (Prakash Bandodkar, who has since been suspended) deliberately and with ulterior motives conveniently issued approvals over a period of time by conspiring with the accused builder and contractor for making their own profits.” The prosecution contended permissions were given despite there being no soil testing. It said crushed gravel was used instead of sand, among other irregularities, and that the builders
sought to take advantage of a rule that states plots under 2000 sq meters can get approvals at the local level. “The contractor split the 6000 sq. mts property into plots of 2000 sq mts to ensure that the construction file does not reach to the chief town planner,” the prosecution said. One thing that’s very much in short supply is people taking responsibility for what happened. While Chief Minister Manohar Parrikar initially blamed the local level Town and Country Planning Officer, he later absolved the TCP of any wrongdoing and said that the local municipality had to be held accountable for issuing construction permission. The local municipality countered that its role is limited to issuing a construction licence, while the TCP should do the actual analysis. The deputy town planner, Bandodkar has claimed that his role was limited to passing the plan within the prescribed limit of area under the law and “was not of a technical nature” and that he acted within the law. Canacona Municipal Engineer Ashank Naik Gaunkar told the Special Court that his duty is limited to calculating fees and other administrative tasks. The builder blamed the contractor and the contractor said his work was fine, simply because it had passed the test of government approval. “The buck really stops with the chief minister. Who is really monitoring what is happening in the construction sector?” an exasperated activist Sabina Martins said.

e all love Goa. But let’s face it. At this time of the year, the crowds can be overwhelming, and for those who aren’t necessarily enamoured of wall-to-wall humanity, quite annoying (when’s the last time you hung out on Baga beach?). So as a service to readers, here are 10 suggestions for cool places where you can go to avoid the maddening masses.
Restaurants 5. Aah Goa
Restaurants are unpredictable most of the time when it comes to how crowded they are. Chances are that if a restaurant is good, people will talk and the word will spread. But then again there are some restaurants like Aah Goa, which one can get to and enjoy without a noisy group of young college tourists at the next table. Located in Nerul in North Goa, alongside a small river, here you can enjoy food and drinks at nominal rates while being as close to the river as possible. Delicious Goan food, both veg and non veg, is on the menu.

Shri is a Buddha themed chill restaurant in Anjuna. The non traditional seating arrangement here along with the Buddha theme provides most of the ‘chill’ here, and the place is seldom completely occupied. The best time to visit would be at sunset, when you can just arm yourself with a novel and your wallet (unless you want to help with dishes post dinner) and look forward to spending a great evening. Adding to the chill vibe are playful cats and dogs who may just decide to join you on your folding bed.

Cabo de Rama is a beautiful fort located in the Canacona district of South Goa, about 25 kms south of Margao. The fort, one of the biggest and oldest in Goa, is surrounded by beautiful greenery, with a breathtaking view of the sea from up top. Even during peak season, the fort doesn’t seem busy because of its sheer size. Upon entering, you can completely lose sense of time and space. Named after Lord Rama, the fortress was built before the arrival of the Portuguese.
2. Reis Magos
Reis Magos Fort has recently been restored and has quickly become one of the more popular forts in North Goa, but not so popular as to make a visit uncomfortable. The fort was built as early as the late 15th century under Adil Shah’s rule. Overlooking the Mandovi River, it has a scenic view of the capital city and now is open to public for visits as well as private events like weddings, film shootings and book launches. Reis Magos is less crowded than other forts like Fort Aguada and can be a great getaway.
Getting tired of crowded North Goan beaches like Baga and Calangute? Take a drive down south to Cavelossim and you’ll forget that you’re in the same Goa as before. Cavelossim Beach is one of the most beautiful ones with a minimal crowd, while at the same time not deserted. There are a few beach shacks, but the area isn’t overrun by them. The beach is well maintained and clean and long enough to enjoy lengthy walks and a good swim.
4. Keri Beach
The northernmost beach in Goa, Keri (also spelled Querim), is also beautiful. It takes something of a drive from Panjim to get there, but it certainly ain’t like your typical drive in Mumbai or Delhi. The thing to do is consider the drive to be part of the fun, a pleasant and scenic experience with open fields, lovely vegetation and village life on either side (ok, so there may be a pile or two of garbage along the way, but unfortunately this is the Goa we live in now). Of late the beach has been gaining a name for itself, though of course you won’t get the amenities you find on other beaches. If you do find yourself craving a little civilisation, hop on over to nearby Arambol, arguably our state’s premier hippie haven.
OK, can I guarantee you won’t find a crowd at Inox, Goa’s best and most modern movie theatre? Not really, especially if there’s a long awaited showing on offer. Still, it’s Goa man, and most tourists are at the beach or in a club. One thing that’s nice about Inox, located in Panjim, is that it leaves the grunge behind, so it’s a good place to get what feels like an urban fix. You can book your tickets online or buy them at the counter.
8. Bowling, Other games at Caculo Mall’s Time Zone
You may be wondering why I’m recommending Time Zone as a place to avoid crowds, especially if you’ve been here at one of the busier times, like any weekend. Aha! That’s the thing. Have you ever been here on a regular weekday? This is the time to come, folks, if you don’t like crowds. Not so long ago Time Zone, located at the top floor of Calculo Mall in Panjim, expanded and gave Goa its first proper bowling alley. And what’s not to like about bowling? There are lots of other games, including bumper cars (these are a blast) and my personal favourite: air hockey.
One with nature 9. Trekking
There’s a wide variety of trekking options in the state, both North and South. A great way to escape the crowds, for sure. 10. Exploring
Try leaving the beaten path. Often you can stroll up the neighbouring hill of a busy beach, and get the best from the nature. Or hang out in some of the not-so-commercial places of the state. You can drive through villages and small towns and learn and have fun. If nothing else, you’ll at least get a pleasant drive out of it. There are many lesser visited areas like Ponda and Vasco which hold some pleasant surprises. Seek and you shall find!

he land of sun, sea and sand is ready for the mega event, the 3rd Lusofonia Games which are finally scheduled to commence from January 18 to 29 in Goa. The international sports event had been earlier postponed in November, 2013 due to lack of infrastructure. That’s all apparently been taken care of now, and the government, which spent 240 crores Participating countries are founding members Angola, Brazil, Cape Verde, East Timor, Equatorial Guinea, Guinea- Bissau, Goa (India), Macau (China), Mozambique, Portugal, Sao Tome and Principe and Sri Lanka. Athletes from 12 nations will compete in 9 different sporting disciplines – Athletics, Basketball, Beach Volleyball, Football, Judo, Table Tennis, Taekwondo, Volleyball and Wushu. The Lusofonia Games are among the largest and the most prestigious multinational, multi-sport games in the world, organized by ACOLOP (Associação dos Comités Olímpicos de Língua Oficial Portugues), which involves athletes coming from Lusophone (Portuguesespeaking) countries, namely those belonging to the CPLP (Community of Portuguese Language Countries), but also others where there are significant Portuguese communities or that have a common past with Portugal. The ACOLOP is a non-governmental organisation consisting of 12 members, whose main purpose is to strengthen the unity and
cooperation of its members, through sport. The Games were allocated to Goa during the Digambar Kamat-led Congress government for which the central government had even allocated crores of rupees. Unfortunately, not much was accomplished with funds for a very long time. The BJP government came into power in May 2012 and it was the new chief minister Manohar Parrikar, who took up the challenge and completed the much needed infrastructure within 12 months, even as the rains delayed its progress. Athletics, basketball, beach volleyball, football, judo, table-tennis, taekwondo, volleyball and wushu are the nine disciplines spread at five different venues across the State. Athletics featured in the very first edition of the Lusofonia Games in 2006 at Macau. The Lusofonia Games Goa-2014 will feature a total of 17 events with 12 on track, 3 in the jump category, 1 in the throw event and a road race of 10 km. The track and field events will be held at the Athletics Stadium in Bambolim. The road race will take
place at the Miramar - Dona Paula road. Football is the official sport of Goa and the team is eyeing for a medal finish this time. The Goa Football Association has also boosted the team with the appointment of Portuguese Francisco Neto. However, Goan favorites Brazil and Portugal will not be sending their football teams, which amount to rather stunning omissions. In view of encouraging good crowd turnover, the government of Goa has now thrown the gates to the Lusofonia Games open and made it free to the public. The high-profile games will not be ticketed and sports aficionados can watch the games free of cost. The decision to
scrap the ticketing process was taken following a meeting with high-ranking Lusofonia Games Organising Committee (LUGOC) officials. All those who wish to get a piece of international sporting action, can now do so without feeling a pinch. The spotlight of the Lusofone world will be on the newly upgraded Pandit Jawaharlal Nehru stadium at Fatorda on January 18. The electrical charge of 2,000 performers, the passionate cheers of local supporters, the bedecked stadium and its upgraded facilities will all come together to orchestrate a grand opening ceremony. The 2,000 performers will be comprised of exhilarating folk performers and artists from Goa and other parts of India. Local school children will also be a part of the extravaganza. Giving them company and to keep the audiences enthralled, will be artists groups from the North, South, East and the West of India representing multiple ethnicity of the country. Artists will perform dances depicting joy, cultivation, way of life, seasons, rituals and festivals in our cultural sphere. Multiple segments will be showcased in a representational way, depicting the various occupations of Goa, colours of India, magic of monsoons, Goa through Mario Miranda’s eye, and more. The entire show will be a kaleidoscope of India through a spectacle of mass cast, props and technology, edgy enough to make you want to fasten your seat belts. To ensure smooth operations of all the performances, eminent personnel from the field of theatre and arts are closely monitoring the daily rehearsals. Rehearsals and putting together of huge prop fabrication models for the ceremonies is at full swing and international experts are working tirelessly to set up lights and projections in order to put up a breathtaking display of a wide array of programmes.

#1 Fever is an illness
When your temperature shoots up, you begin shivering, your eyes turn runny and you feel under the weather, you write a note to school, or work, excusing yourself since you’re “suffering from a fever”. The thing is a fever is actually a bodily mechanism that helps us fight infection. According to a report in the journal Pediatrics, fever or pyrexia is caused when our body increases its temperature in response to infections. It shows our bodies are fighting the good fight. The bad guy is the virus or bacteria, not the fever.

This one’s been contested over and over again, and while there are some who swear by it, the scientific community regards it as a pseudoscience. A typical homeopathic 12C solution would be the equivalent of a pinch of salt in both the North and South Atlantic Oceans. In Hahnemann’s time, the concept of an atom being the smallest possible unit of a chemical substance was just beginning to be understood.
