hen it comes to setting off trends in music and fashion across the globe, 2013 was a banner year. Ethel Da Costa speaks to some select artists to get their take on the hits and trends of the year that’s about to bid its last adieu. For my buddy and mate in music, Bangalorebased DJ Arjun Nair of The Answer, 2013 was a pretty big year from the Goa perspective. He headlined Fashion Fridays Club Nite Series two editions in a row to packed clubs, giving him a taste of how hard Goans do party. Especially when you do so to the sound of crashing waves or the sweet melodies of jazz, or perhaps with a view of lit-up ships or the elegant interiors of a well-appointed bistro. Here are some fabulous suggestions for places to dine under the stars this New Year’s in Goa.

If you’re wearing stilettos or aren’t much in the mood for walking a small but not totally insignificant distance, have a resort buggy drive you to this lovely establishment right on the sea on the grounds of the Park Hyatt resort at South Goa’s Arossim Beach. The fresh seafood is the real draw here, but other dishes such as the New Zealand lamb chops and the Angus beef rib eye are also well worth trying. Aside from the great food and wine selection, and the seating atop elevated wooden deck spheres, the biggest attraction here is the feeling of openness - the wide unobstructed lawns of the resort, the infinite sea and sky. There’s magic here. Set on the softly lit terraces of a home overlooking the Baga River, with tasteful designer furnishings, Rara Avis (rare bird in French) is a lovely choice for dining under the stars. As far as the excellent French food goes, check out the meat or fish platters or the Casolette de Gambas or the Poulet aux Morilles. For dessert, you can’t go wrong with the Suicide au Chocolat. Susse Café, Candolim, Between Kingfisher Villa and Taj     Holiday Village

This highly appealing gourmet establishment features European and Fusion cuisine, with a good selection of Goan delicacies as well. Listen to soft jazz and blues on layered terraces, below an elegant lounge adorned with black-and-white images of Marilyn Monroe and Asian-inspired art. Try the Norwegian Gravalax, the Mussels in White Wine Sauce, the Pepper Steak and the Chilli Garlic Prawns. The pizza and burgers are also impressive. Next time you’re in Panjim at night during the high season, stop by the Marriott, walk through the open-air lobby and peer out toward the Mandovi River. What you will see on the Marriott grounds between the pool and the riverside are wonderfully elegant candle-lit tables, beckoning you to walk down the steps for a meal at Simply Grills. The draw here, aside from the glamorous views of the floating casinos on the Mandovi, are the barbecued meat and seafood dishes. A great place for a romantic dinner under the stars. W

hen it comes to celebrating the New Year, there may as well be two Goa’s – or perhaps three or four. If you’re a Goan marking it the traditional way, no doubt you’ll head to a New Year’s Eve ball dressed in your formal best. If you’re a former hippie, one of their New Age counterparts or just a regular tourist, chances are you’ll find yourself at a raucous beach party (check the listings in this edition for some of the best ones). And if neither of those options appeal to you, there’s the five-star resort experience, the night-club crawl and private parties of every kind, from village feast to glittering A-list bashes. With Goa one of the preferred yearend destination for India’s elite, the coming few days are going to be one big party. While the buzz has it that the flamboyant king of good times Vijay Mallya is not going to be in Goa to host his famous New Year’s Eve party at his swish seaside mansion in Candolim, that’s unlikely to dampen anybody’s

party spirits one bit as everybody else descends into Goa to celebrate the end of one year and the start of a new one – with the future pregnant with opportunities, especially after you’ve networked in Goa over the party season. Try as it might, Goa can never manage to shake off its reputation as the wildest party zone in India. With two mega electronic dance music festivals, FTV shows, and hundreds of other parties, big and small, on shore, on beaches, on hills and on boats and casinos, it’s going to be one big party on New Year’s Eve. Normally it rains celebrities in Goa around this time. Bollywood superstar Salman Khan makes it a point to celebrate with family and friends at the Taj Holiday Village in Sinquerim. If he’s around, brother Arbaaz with wife Malaika Arora too are likely to be around. Akshay Kumar and wife Twinkle Khanna are also likely to bring in the New Year at their Anjuna house and they may pop in and chill out at Sunburn in Vagator. Anushka Sharma was spotted shaking her booty at last year’s Sunburn in Candolim. Bollywood fashion designer

Rocky S is a Sunburn regular and will be there this year too. That’s not to mention all the celebrities that are sure to show up at VH1 Supersonic 2013, the other major EDM festival taking place this week in our lovely state. Kishen Kumar of T-Series is also going to be partying at his beachside property at Anjuna – along with a whole bunch of starlets and film, music and TV personalities. Aftab Shivdasani, who owns a house in Nagoa, is also going to be here. Neha Dhupia is probably going to be there at her pad in Candolim, near Novotel. Says actress Dia Mirza about holidaying in Goa at this time of the year, “I love the place — it’s a really nice escape, close to home and has yummy food. I won’t be partying, just chilling and unwinding at a resort.” Producer Pooja Bhatt is also likely to be around in Morjim, while the international jet-set celebrity types will probably be partying in nearby Ashvem with Mick Jagger’s daughter Jade’s bunch of friends. may be in Goa, their favourite place over the year-ending days. Of course, the place to party is the beach, and there’s a lot to choose from. The idea is to watch the last sunset of the year as the sun sinks into the horizon in a blaze of glory, and then, after you’ve partied all night, to watch the first sunrise of the year as the solar god peeks out from the coconut trees. In between you can dance like a mad man at one of the beach or trance parties or simply watch others dance wildly. This year around 50,000 people are expected to party at the psychedelic hotspot of Anjuna-Vagator, with a whole range of party spots to choose from. Says Erica, a Swede who’s into the Goa trance music party scene, “Calangute and Baga areas are now swamped by locals. I’d recommend Anjuna beach. The party at ‘Hill Top’ close to Vagator beach is good if you are into trance. One should spend New Year’s Eve on Anjuna beach, hopping from one shack to another, and then head to ‘Hill Top’ at around 1.30 am.” There are others who prefer the energy of the Calangute-Baga area with its hip party spots. Says Bob, a foreign tourist who prefers partying in Calangute, “If I were you I would party in Calangute. It gets a lot of bad press about being very commercial, but it’s got everything you will want for the best New Year’s Eve celebration: nightclubs, pubs, great restaurants, cool resorts and a great crowd.” Celebrity or non-celebrity, many come because of Goa’s counter-culture and psychedelic trance scene where you can rub shoulders with back-packers and spiritual seekers from all corners of the globe. Others will be here simply to soak in the festive atmosphere. Many opt for the five-star year-end packages and will simply stay put in their beach resorts, unwinding by the pool, simply lazing around on a beach-bed or getting a special massage at the spas. The five-star resorts will be hosting extravagant New Year’s Eve balls with exotic dancers and lavish buffets. At the stroke of midnight the sky in the coastal belt is going to burst with sparkling fireworks in a riot of colour and design, besides of course the ubiquitous bombs and crackers which will give a sleepless night to those who don’t want to party – yes, they also are here in Goa. Yes, there will be many who will choose to stay put at home with family and friends and have a quiet New Year’s Eve, away from the palpable, on-theground results of the Goa government’s complete embrace of the tourism industry. A few notes of caution and advice. If you’re going to one of the north Goa beach destinations to party, make sure you leave before sunset or even earlier. Otherwise you may get caught in the mother of all traffic jams for hours and you don’t want to spend New Year’s Eve stuck in a car or on a bike. And remember, the best things in life come at a price, so make sure your wallet is stuffed full. 

Why are Goans lining up for Portuguese passports? By Vivian Maverick Martins

E

very day in Goa, the government grants at least 200 marriage and other certificates required to obtain a Portuguese passport. Local public offices are inundated with requests for resident certificates. Archival deposits and education zones are frequented by growing numbers in search of old Portuguese documents like the Certidao Narrativa (birth record) and the Passa Viagem (travel document). All this is indicative of the fact that the trickle of Goans chasing the European dream has turned into something more akin to a flood. “In a search for a better life I decided to make a move to the UK, leaving Goan memories behind,” says Clifford Judas Serrao, who now lives in Swindon, in the United Kingdom – an easy transfer once a Portuguese passport is obtained. Indeed, the number of Goans availing themselves of their right to Portuguese citizenship - one of the happier outcomes of Portugal’s 451-year rule over Goa – has doubled in the past seven years. Today, an estimated 2,000 people per year register their births with the Portuguese consulate in Goa, the first step toward obtaining a passport, according to government and consulate officials. The trend of Goans heading to the Gulf to work is shifting to Europe, with many believing the Portuguese passport, and its attendant ticket into the European Union job market, will be more lucrative than working in the Middle East. Unfortunately, many of those who make this choice experience a rude awakening once abroad. Agents who sell the Portuguese dream and promise the stars charge a huge amount which is out of the reach of average Goans. “I’ve spent almost two days trying to search for my Certidao Narrativa as that’s the only hope I’ve got to acquire Portuguese passport. I’ve visited the Archives office in Altinho but couldn’t find any Portuguese document as most of the books are misplaced or mutilated,” said 67-year-old Abdul Shaikh, who decided to continue his search at the South Goa Education Zone in Margao. An elderly woman from Navelim who, like others interviewed for this story, did not want her name used because of the sensitivity surrounding the issue of Goans leaving their homeland, said the choice is ultimately economic. “I wish to obtain a Portuguese passport to get the benefits of the European countries which will help my children work abroad,” she says, happily displaying the Certidao Narrativa she has just obtained. She now heads straight to her consultant in Margao to speed up the process.

“I get around 20 enquiries a day for the Portuguese passport. The trend has changed and majority of my clientele are the ones working in the Gulf countries and onboard ships. They no longer want to work there as they feel moving to UK with a Portuguese passport is a more lucrative option. They are ready to spend any amount of money to speed up the process for a Portuguese passport,” says the Margao consultant, who also asked that his name be withheld. For most Goans, the favoured destination is United Kingdom as they are at ease with the language and also because they prefer earning in pounds over Euros. “Life ain’t that easy out here as I had imagined it to be. In Swindon I feel at home with so many Goans around but I feel finding a job is going to be a long struggle as I’ve met many Goans who have been unemployed for months,” says Clifford Judas Serrao, who has applied for the National Insurance card needed to join the workforce in his new home. Similarly Semy Rebello, based in Wembley, UK says, “It’s not at all easy out here. I moved here three years back hoping for a better future spending a huge amount to acquire a Portuguese

passport. If you don’t have a good academic background and exceptional communication skills, be prepared to struggle and take up low profile jobs. Luck and the colour of your skin also play a huge part,” he adds. Celvino Fernandes from Cortalim, who works as a loader in Swindon, feels that education and impeccable communication skills are the only way to succeed in the UK. Many Goans are employed in banks, offices and also recreational and tourism-related industries. However this number is small compared to those engaged in manual labour. Cruzinho Fernandes, assistant cook at an Indian restaurant in Wembley, says, “We live in a small room which is shared by 5 with one common bathroom. The accommodation is very expensive and cost of living very high which makes it next to impossible to save the kind of money I had imagined.” It’s no secret the EU economy has seen better days, so even if Goans start opting for other European countries outside the UK, there’s no guarantee they’ll fare any better. So what’s the alternative? Back to the Gulf? Stay in Goa? Hopefully, the day will come when Goans need not leave home to find a better life.

The Goan Economy After Mining By Crespo D’Souza

F

or 43-year-old Moyant Pingulkar, the days of easy money are over. Once an owner of two mining trucks, he now drives a micro power tiller. Faced with no steady flow of income after the mining ban, Pingulkar, who hails from Navelim in Bicholim taluka, headed back to his one-acre paddy field. “No doubt farming is a much cleaner and greener activity. But, I swear to God, I tell you it pays much less,” said Pingulkar. “As of now, farming can sustain my family. But to have money to save, to have surplus money to spend on improving my standard, one can’t achieve that through agriculture,” he said. That’s not to mention that driving a truck is a lot easier than ploughing a field. It’s been over a year since the mining ban took effect, and its impact has firmly set in. The emotional roller coaster has gone from shock and disbelief to refusal to acceptance, from trying to fight the system to slow resignation. Whatever the case, many in the mining belt have realized it’s time to move on. Goa’s economy grew by over 8 percent, above the national average of around 6 percent, in 2011-2012, the year before the mining ban went into effect. Though the Goa figures are not yet in for 2012-2013, it’s clear the ban will have significantly slowed economic growth in the state, very likely below the national growth rate of 5 percent in 2012-13. While many have gone back to farming, there’s the case of Kantola Gauns from Bicholim who has gone back to being a motorcycle pilot. Others have started carrying construction material and other small-time jobs to keep the money flowing. For families with children in search of a better life, mining was something of a godsend. A study conducted by the Goa Institute of Management estimated that Goa’s Gross State Domestic Product would fall by Rs 8703 crore in 2012-13 and the shortfall in State Owned Revenue Receipts would be Rs 1326 crore in 201213. The study pointed out that while in the year before the ban mining contributed only 5.25 percent to the economy in constant prices, the figure in current prices is 17.65 percent. Mining, like tourism in Goa, has both direct and indirect effects, and the GIM

acknowledged in its report that it could not conclusively estimate the total impact of the ban. There is no doubt that everybody right from a fuel vendor to a grocer has been affected. According to V P C Rao, the Commissioner of Customs and Central Excise in Goa, revenue from import and export duties in April-October of the current fiscal year slipped to Rs 457 crore from Rs 1,605 crore in the corresponding period last year. Export duty, which had been the major contributor of revenue, slipped to a meagre Rs 15 crore during the seven months period as compared to Rs 1,167 crore in the same period last fiscal. The export duty on iron ore, which is levied at 30 per cent, has been the major source of revenue from Goa to the central government, and that, too, has plummeted. To be sure, not everyone thinks going back to agriculture is a bad thing. “What has indeed stopped is the availability of easy money,” said Radhika Naik, chairperson of the Ponda Municipal Council and a headmistress of a college. “In many way this is a good thing. At the peak of the mining ban affluence was flaunted in your face with even kids flaunting the latest gadgets and the

roaming around on the latest bikes.” She gave the example of a student at her college who took on a Rs 3.5 crore gambling debt because of the availability of easy money. “The family does not know what to do,” she said. “The difference of those in the mining business and those not was flaunted in your face. You could see them with the latest gizmos and gadgets and today they cannot sustain such a lifestyle,” she added, stressing that the social fabric was stretched to its limits during the mining boom days. Indeed it wasn’t jaw dropping to see young men in their 40s drive up in huge gas guzzling SUV’s to the chief minister’s office to organize a protest against transport curbs, and then complain to the CM that they’d have no food on their plates. While revenue from agriculture has not been able to match that of mining, there has been something of a boom in the farm sector. The directorate of agriculture is promoting greenhouse cultivation and new methods of rice growing in the state’s hilly areas. The directorate has opened a full-fledged zonal office at Sanquelim.

A study conducted by the Environment Impact Assessment Resource and Response Centre (ERC), through speaking to those affected, has found that yields of chillies and cashews have gone up, as have the quantity of window pane oysters harvested in the River Zuari at Chicalim, which previously served as a main channel for barge traffic. Still, there’s no reason to believe a surge in agriculture can come even close to compensating for an iron-ore industry worth between Rs 30,000 crore and Rs 35,000 crore per year. And those most impacted by the ban are clamouring for a return to mining. “If the people in Panjim and in the coastal belt want to sit in AC offices, why can’t we desire the same? Why should only people from Panjim roam around with iPads and tablet computers, we want those too,” Uttam Khanolkar another mining dependent said. While the mining companies and workers claim that there are more than one-lakh people directly dependent on mining and another four-lakh indirectly dependent, there are barely 12,000 people who have registered for a government finance scheme to “help pay off loans,” the common complaint of the mining dependent. 

It ain’t high tech, but I love a winding clock

P

erched above the dining table at my ancestral place in Grand Chivar is a clock of great significance. In its heyday, it was the centrifugal force that kept everyone on their toes, literally. It had a large key that wound three mechanisms for the time to chime and give the household a sense of purpose and being. Every day, someone had to climb atop a high stool and wind the keyholes counter clockwise – no pun intended - one at a time, for the pendulum, the chime and the rotary mechanism. A true appreciator of all things antique feels the joys of owning a manual wound clock. Especially a grandfather wall clock, a most regal affair. Today most of our wristwatches and clocks reflect the frenzied approach many of us have toward time, racing against it rather than flowing with its eternal majesty. Theres digital, analog, self wound, timer wound, kinetic, battery driven. But for a moment at least, a snippet in time, let’s travel back into the glory of yesteryears, when clocks were as much a way of life as keepers of time. Of course when it comes to time keeping, there’s no real rival to the timeless wristwatch in today’s fast-paced world. When someone wants to silently ask what the time is, they point to their

wrist even if they’re not wearing a watch. No one reaches for their hip, unless they’re living in some quaint parallel dimension where the rare and regal pocket watch still holds sway. A lot of us only notice our wristwatch when we don’t have it on. We take these steadfast keepers of time for granted. They’re just, simply, supposed to be there. They’re just, simply, supposed to work. Some people don’t mind winding a wristwatch every day or every other day – and don’t necessarily get bent out of shape when they check their wrist only to learn their watch has stopped or has become grossly inaccurate. Those who do are well advised to invest in a selfwinding watch (also called an automatic watch). If you’re thinking about purchasing a selfwinding watch, make sure you check with the manufacturer and find out if it can be over-wound. Self-winding watches should

not be worn when doing an activity that requires constant arm motions. Some sports like tennis or “slinging poi” are too much for the safety mechanisms that prevent over-winding. Generally speaking, just a few minutes or even seconds of movement will put enough energy in reserve for two days of operation. Trivia: A word of caution. Selfwinding watches tend to lose five to twenty seconds a day! Generally speaking, these watches do not hold the accuracy needed for military or scientific purposes. Myth Buster: Selfwinding watches are not “maintenance free”. No

watch is! All watches and clocks should be taken into to a certified horologist or watch repairer and get a “lube job” annually! (“lube job” – that’s technical clock talk for you).
