Assessing the Vulnerability of E-learning Portals Maher Alghali, Rabia Ihmouda, Najwa Hayaati Mohd Alwi Abstract This paper intends to shed light on the security problems faced e-learning websites. It illustrates a case study focusing on assessing the vulnerability and security weaknesses of various e-leaning portals of Universiti Sains Islam Malaysia (USIM). In this study four of elearning portals checked and evaluated for common vulnerabilities by using two of Web application scanner tools, which are Acunetix and Netsparker. Using this method, a brief idea about the level of the security vulnerabilities and weaknesses found in the USIM‘s websites will be discussed, , and the need for researches to address and overcome the problem is also asserted. A New Motivation Framework of E-learning System Based Constructivism Theory and Security Trust Mohanad bajbouj, Najwa Hayaati Mohd Alwi & Nurul Fathihin Mohd Noor Shah Abstract E-Learning is becoming a more significant method in the education field, but it still faces a number of challenges. As stated in the constructivism theory, one of the problems is consideration that has been taken on the diverse experience levels of students and how these varying levels will affect the learning system. Other problem is the challenges of keeping the learner engaged and motivated. This research suggests new model for programming language online learning focusing on the security trust and constructivism theory. This model makes the learning programming language online flexible in terms of providing a more suitable content for students, by taking into account their experiences, and in terms of evaluating the students accordingly. Aim to create a new instructional design model for java learning websites. The new model is based on the constructivism theory, which emphasis is placed on the learner or the student rather than the teacher or the instructor. Students learn by fitting new information together with what they already know. And they feel more motivated to put effort into a course that they deem worthwhile. On the other hand, the trust of E-learning systems is another important issue to motivate the students using of E-learning systems. The security features play important roles in the motivation of using E-learning systems. A Doctrinal Review of Literature on Multi-Tiered Marriage in Nigerian Family Law Imam-Tamim, Muhammad Kamaldeen Abstract Pursuant to the plural nature of the Nigerian legal system, three systems of marriage operate in the country. These are the statutory, Islamic and customary law marriages. A fourth type of marriage is, however, emerging. It is an abridged type of marriage known as double-decked or triple-decked marriage both of which are described as multi-tiered marriage in this paper. This is a type of marriage where a single couple combines marriages under different systems of law. Their marriage will therefore be governed by more than one system of law. This scenario portends certain legal problems. But scholars and jurists of family law in Nigeria do not seem to discuss in detail the problems that could be caused by this type of marriage contract. The few that do so do not provide solution to those problems. This paper, therefore, review the available literature on multi-tiered marriage in Nigeria with a view to examining the reasons why Nigerians celebrate this type of marriage and its legal implication. The paper employs a legal doctrinal and content analysis of the literature. The paper concludes that there are gaps in the literatures as some of them are either narrow in scope or they exclude some vital issues that may arise as a result of celebration of the multi-tiered marriage. Theorizing Children’s Right to Health In The Light Of Maqasid Al-Shari’ah Abdulraheem Taofeeq Abolaji Abstract Children all over the world have legal backing for their protection including their protection under Shariah. The protection of children covers all aspect of children life such as education, freedom of movement including their right to health. Despite the existence of the provisions under the Shariah relating to the protection of children’s health yet the children are suffering from various diseases such as malaria, diarrheal and other communicable diseases. This due to the nonchalant attitude of some parents or government towards the application of Shariah or their ignorant of the objectives of Shariah known as Maqasid-al Shariah in relation to the health of children. Therefore, the purpose of this study is to examine the right of children to health under the Maqasid al-Shariah such as darrurriyat, hajjiyat and tassiniyah. Qualitative method will be adopted and in doing so, analysis of both primary and secondary materials will be used. The study concludes that full implementation of children’s right to health under the Shariah will promote the health of children and assist them to develop mentally and physically. Abstract This study aims to develop an index to measure citizen satisfaction for public sector's services, through the adoption of American Customer Satisfaction Index (ACSI) to be a standard tool for measuring citizen satisfaction with the delivery of government services in Jordan. This index will be called Jordanian Citizen Satisfaction Index (JCSI). To address the issue introduced earlier, a macro-level research will be undertaken to understand: 1. Perceived importance of various public services by citizen in Jordan. 2. Levels of satisfaction of citizen for different services. 3. Based on the above, research was carried out with service providers in specific region to identify bottle-necks in public service delivery. 4. Identify possible action steps for improving public service delivery. The methodology used for this study is that of the American Customer Satisfaction Index (ACSI) which combines survey input with cause and effect modelling to produce indices of satisfaction, and the drivers and outcomes of satisfaction.

Abstract Procurement policies are rules and regulations for governing procurement procedures in an organization. A properly designed and implemented procurement policy plays a pivotal role in providing a guiding framework for the implementation of efficient procurement. Procurement process in the supply chain has a major effect on the cost structure, times and profitability in the company that more cost of goods sold comes from purchased. So this research will answer the question: how the procurement regulations and internal procedures lead to increasing the time & Cost and negatively impact on the Organizations profitability? The Model is General Petroleum Company GPC (public sector) in Egypt and under the EGPC. Purchasing methods within the GPS follows regulations of the Egyptian law which is importing from the following ways: either through a restricted tender or by direct order which is called specialist supplier" which is a monopoly". The research findings shows that procurement policies at General petroleum company as a public sector in Egypt and the influence implementation of procurement in Oil & Gas public sector included; poor of procurement policies, lack of using Technology , use of poor procurement procedures, poor method of managing organization resources and lack of effective policy making process .
