Goochland man completes famed journey from Georgia to Maine in just 141 days

F

or nearly 90 percent of the passionate hikers who set out to complete the famed Appalachian Trail every year, a small sign located at Springer Mountain, Georgia marks the beginning of the trip. It’s where the journey of approximately 2,200 miles begins with a single step, where they say farewell to their old lives for the next several months and hope they managed to squeeze

everything they will need — but not an ounce more — into their trusty packs. For Goochland resident Evan Smith, it was also perhaps the one point in his own Appalachian Trail journey that he felt somewhat daunted. “My stomach just kind of dropped,” remembers Smith, 26, of the moment he fully realized just what the months spent preparing had been leading up to. Ahead of him on that morning last February, as he waved goodbye to his mother, lay an expanse of trail covering 14 states and terrain chal-

lenges that have foiled countless attempts since the trail was completed in 1937. Fortunately, Smith didn’t let any initial nerves delay his start, and just 141 days later he reached the northern most point of the trail, Mount Katahdin’s Baxter Peak in Piscataquis County, Maine. In doing so, he became one of the rare people who are able to say they thru-hiked the Appalachian Trail (those who complete the monumental task in stages are referred to as “section hikers”). see Trail > 3

After over a year of forced hibernation due to the COVID-19 pandemic, the Goochland Community Theatre will once again offer the chance for area residents to enjoy a lively production featuring local talent. Beginning with opening night this Friday at 7 p.m., the group will present “Maids of Honor,” a warm-hearted comedy focused on three sisters and the chaos that unfolds as one of them prepares for a wedding no one thinks is a particularly good idea. Tickets for the show are on sale now and can be purchased at gvatheatre.org/tickets or in person the night of the show. The production is rated PG-13 and parental guidance is suggested. Masks are not required for entry but are strongly encouraged. Tickets range in price from $12 for senior citizens, students, and county employees to $15 for the general public. The second showing will be held on Sept. 18 at 7 p.m., and the show will close on Sept.19 at 2 p.m. The show runs roughly two hours, with one 15 minute intermission, and concessions will be available. The Goochland Community Theatre, located at 2748 Dogtown Rd. in Goochland, was established in 2018 to provide local cultural and educational benefits to residents of Goochland County and surrounding communities. The High Cost of Food Insecurity

Nonprofit groups working to combat hunger in Goochland Contributed report

How many people go hungry each day? How many of them are in Goochland County? The year 2020 has been a particularly catastrophic one for those experiencing hunger insecurity. According to a study by Northwestern Institute for Policy, the number of people experiencing hunger in Virginia sky-rocketed from 9.9 percent in February to more than 22 percent in June. In addition, there are roughly 450,000 children across our state that rely on free or

One in 10 households in the U.S. experience food insecurity, defined as an inability to meet basic food and nutrition needs due to a lack of financial resources or other problems that impair one’s ability

to obtain adequate food. Food insecurity also occurs when a person is unable to access safe and nutritious foods. In rural areas, households are experiencing considerably deeper struggles with hunger compared to those in metro areas, with higher rates of food insecurity overall (12.1 percent compared to 10.3 percent). Although the United States is supposed to be the world’s greatest food-producing nation, children and adults face poverty and hunger in every county across America. There are several reasons for this, with poverty being the greatest. In 2019, 34 million people lived in poverty in America. For a family of four, that means earning just $25,000 per year. Before the coronavirus pandemic, more than 35 million people faced hunger in the United States, including more than 10 million children. A household that is food insecure has limited or uncertain access to enough food to support a healthy life. Children are more likely to face food insecurity than any other group in the United States. The coronavirus pandemic has left millions of families without stable employment. More than 42 million people, including 13 million children, may experience food insecurity. Hunger has an overall negative effect on humanity Not only is it crippling to the physical growth of our children but also to their mental and emotional development. Studies have shown that hunger impacts all of society. Here are some facts: The American Academy of Pediatrics revealed that mothers with school-aged children

who face severe hunger are 56.2 percent more likely to have PTSD and 53.1 percent more likely to have severe depression. The inability to feed your loved ones can have traumatic effects on a person’s mental health. For children, it’s hard to concentrate in school when you’re hungry. Roaring stomachs cause children to be cranky, hyperactive, and aggressive. These behavioral issues can distract kids from their schoolwork, leading to developmental delays and learning disabilities. Fifty percent of children facing hunger will need to repeat a grade. In America, hunger is growing. During the pandemic and with the loss of jobs, more families found it difficult to put food on the table. Inspired and Enabled Charity Fund provides fresh and nutrient-filled foods to families in need. This program began in 2020 through the cooperative efforts of the Shrine of the Black Madonna Sanctuary (SBMS) and the Race for Unity, a youth organization. The goal is to provide healthy food to families in need in Goochland county. The organizations work with Goochland Social Services and each week nutritious groceries are given to a family in need. From April 2020, 154 adults and 222 children have been served. Many of the families who have received food through the Inspired and Enabled Charity Fund have expressed their sincere appreciation through notes, letters, and by “word of mouth.” September is Hunger see Hunger > 3

Goochland resident Evan Smith made it from Springer Mountain, Georgia to Maine’s Mount Katahdin, a distance of nearly 2,200 miles, in just 141 days.

One of the more fascinating things to note about Smith’s journey is that this wasn’t his first time on the trail: back in 2019, during his first attempt at through-hiking, he had made it over 600 miles when the coronavirus pandemic forced the closure of the trail and scuttled his attempt. Rather than scrap his goal, he headed home and began planning his next move. Smith, who graduated from Virginia Commonwealth University with an Environmental Studies degree in 2018, credits fellow Goochland resident Lars BorsKoefoed with getting him excited about long-distance hiking and sparking an interest in the Appalachian Trail. Both men hiked the majority of the trail together (Bors-Koefoed will be the subject an upcoming profile in the Gazette), parting ways in Vermont when Bors-Koefoed decided he wanted to aim for slightly more leisurely pace. Of his time on the trail, Smith says he doesn’t remember any truly terrible days, just some that were a little tougher than others. Even those, however, rarely slowed him down. “Once I got through the difficult day,” Smith says, “it would be fun again.” While some might find days spent sleeping outside, braving the elements and walking for up to 16 miles per day shouldering a 30-pound pack decidedly un-fun, Smith seems to have only happy recollections of his recent trek.

“I met more people on the trail and had deeper conversations with them than with many people I’ve known my whole life,” said Smith. He enjoyed the fact that the journey took him out of his comfort zone and challenged him to push past his limits. Smith says his next goal is to hike the 3,028-mile Continental Divide Trail from New Mexico to Montana. The AT however, and the memories and friendships made along the way, will likely always hold a special place in his heart. Says Smith, “It was a magical place to be.”

Letters to the Editor Letter unfairly targeted school board candidate with false statements Dear Editor, I am writing in regards to the recent letter to the editor published in the Goochland Gazette on August 26, 2021. The Gazette reserves the right to edit letters or to not guarantee that every letter received be published. They chose to publish this letter even though it’s intent was clearly to harm another’s character without any substantiated evidence. These false statements are damaging to Angela Allen’s reputation. No evidence was provided to the content that was in the paper. The following statements are false and would make one question if defamation of character should be pursued. Here are the following statements that were published: “Allen sees the pandemic as propaganda.” This is untrue. She has never made such a statement. Allen “calls herself a cultural warrior.” She has never called herself a “Cultural Warrior” and anyone who really knows her can state this is not how Angela Allen speaks or conducts herself. “She definitely is not an advocate of good educational principles but is rather a supporter of intolerance, racism, inequality and white supremacy.” First, let’s unpack this last statement, “supporter of intolerance.” Where’s the direct evidence of intolerance? Did she have a difference of opinion than the writer, Mr. Peterson? When did having a difference of opinion on a school decision become labeled a “supporter of intolerance.” One can totally love their county, schools, leadership, teachers, and staff and still disagree with a decision. The second unfounded accusation, “racism.” The term is being thrown around so much it diminishes true and real racism that harms many people. Angela Allen has devoted see Letters > page 7

Letters continued from >6 herself to advocating for all children. Does a “supporter of racism” go across the globe to serve children and families from another country? She has devoted her time, money, and other resources to help in missions in many parts of the world. She has served our community through Goochland YMCA, Goochland County Public Schools, and Habitat for Humanity to name a few. I, myself, being of mixed race know her personally and can say she is a very loving and caring individual, who is NOT a racist. Then, there is the label supporter of “inequality” . Angela Allen has professional experience in leadership, strategic planning and financial management in a field that has been dominated by males. She hasn’t let barriers keep her from being successful. She has a strong work ethic and has a servant’s heart. Finally, let’s talk about the lie, “white supremacy”. This is an outright falsehood and people should be held accountable for making such allegations without any evidence. What makes her a supporter of white supremacy? Would it be having white skin? Now, that thought is real racism. Accusing someone of being something just because they are a certain color. According to Virgina law 18.2-417. Slander and libel Any person who shall falsely utter and speak, or falsely write and publish of and concerning any person of chaste character, any words derogatory of such person’s character for virtue and chastity, or imputing to such person acts not virtuous and chaste, or who shall falsely utter and speak, or falsely write and publish, of and concerning another person, any words which from their usual construction and common acceptation are construed as insults and tend to violence

and breach of the peace or who shall use grossly insulting language to any person of good character or reputation is guilty of a Class 3 misdemeanor. I am both saddened and angry that people, in our community, are forming this opinion of her based on this piece that was published both in print and online. I have enjoyed reading many issues of the Goochland Gazette. I appreciate the personal stories, the features about community members, sports updates and informative news. There’s many things to appreciate about the Gazette. I feel blessed to live in such a great county and have my children in the GCPS school system. I say all of this to emphasize that we need to stop labeling people we disagree with using terms that are false. Slander should have no place in our community paper. Reader pleased to see county veteran recognized in paper Dear Editor, I was delighted to see the picture in the last Gazette of Lieutenant Colonel (Ret.) Ernest, known by Art, Bachman in the annual Flag Day Parade in Michigan. I was not aware he was such a decorated veteran and very important asset to our country. As many may know, Mr. Bachman resides in Goochland County and has appeared in several letter submissions to the Gazette with varying opinions of current events. While not always agreeing with everything he says, (but a lot), I realize we all have free speech and individual liberties which he fought for in his long military career. Free speech involves many sides,

Recent approval of project is not in line with the comp plan Dear Editor, Do you commute to greater Richmond area? Have you noticed traffic congestion at peak hours? Imagine how things will be in a few years. Recently the BOS approved Rural Hill development, which has 170 houses. Several times the county representative pointed out that this development did NOT follow the Comprehensive Plan for Goochland. This plan states that the area in Village of Goochland is for low density development. This means 2 acres per house. The rational of the developer and members of the BOS is since 60+ houses can be connected to the sewer – it is acceptable. Many families move to this area because they like the rural atmosphere. Why is the county creating dense overdeveloped areas? What is the vision for the Village of Goochland? Numerous people have expressed their concerns for traffic on Scott Rd. as well as Courthouse Rd. Imagine 170 houses x 2 cars per family + Reed March 64 ½ acre houses development x 2 cars + Swans Inn 31 ½ acre houses X 2 cars – for now. What happens

To the Editor: Karen Wirsing’s letter published in the September 2, 2021, issue of the Goochland Gazette, expressing opposition to mask mandates in public schools and elsewhere, illustrates both a misunderstanding of basic legal principles and an unfortunate rejection of the proposition that governments are entitled to make reasonable decisions based on well-established science. Laws that punish use of a handheld cellphone while driving likewise restrict our freedom to do as we choose. Drivers lack free choice to decide whether or not to wear seatbelts. Motorcyclists are commanded to wear helmets regardless of their personal preferences to do otherwise. Of like effect are smoking restrictions. No one has the liberty to light up in a supermarket, restaurant, airplane, or many other public spaces. Felons cannot exercise free choice to possess firearms. And even those who are lawfully entitled to possess guns and rifles are restricted as to whether they can be carried concealed and when and where they can be discharged. No one has the freedom to hunt or fish without a permit or hunt out of season. Zoning laws and building permit requirements restrict individual choices regarding activities that may be permissibly carried out on private property. Local governments can even dictate how high we are permitted to let our grass grow. Laws restricting abortions impair a woman’s individual choice whether or not to continue a pregnancy. And some governmental impositions on personal liberty result in far more sacrifice than mere mask requirements: Due to the draft, for example, generations of men were subjected to two or more years of involuntary service in the armed forces, with many of them losing their lives as a consequence. Further, it is well-recognized that school age children and their parents have been uniquely subject to restrictions

on their exercise of personal choice. Children, for example, do not have the liberty to purchase or use alcohol or cigarettes, and parents lack the freedom to authorize them to do so. Children must attend school or be home schooled. They must be vaccinated against a number of diseases. School officials can permissibly regulate student speech in many contexts. Students and their parents do not even have the personal liberty to make unrestricted clothing choices as children must adhere to school dress codes. So, no, the right to personal choice is not absolute. Of necessity, individual liberties must be balanced against, and subordinate to, judgments by government officials regarding the greater public good. If it were otherwise, and if Ms. Wirsing’s opinion that “freedom means choice” ruled the day, it is easy to see that the consequence of unfettered personal choice would be anarchy, not freedom. I also find unfortunate the skepticism Ms. Wirsing displays for the consensus within the scientific community that masking is an effective weapon in the battle against Covid. The vast majority of reputable studies and experts, as well as professional organizations in this country and the world, flatly dispute her belief that masks are ineffective in mitigating the spread of Covid, much less that mask wearing can cause harm. One need only perform a simple internet search to learn that such respected scientific groups as the World Health Organization, the CDC, the American Medical Association, and the Mayo Clinic all conclude that proper masking can reduce the transmission of Covid. While Ms. Wirsing does not agree with this consensus, I hope that she would at least acknowledge that she adheres

Adoption of Ms. Wirsing’s apparent position that the mere existence of a minority opinion means that the government cannot act in matters of public importance would paralyze decisionmakers such that no effective action could ever be taken on any matter that is the least bit controversial. Ms. Wirsing also relies on data regarding the incidence of Covid to support her view that the risks of the disease in Goochland County have been overblown. While, thankfully, Covid has not been as prevalent in Goochland as in many jurisdictions, the data Ms. Wirsing offers is incomplete and presents a significantly distorted picture of the actual health risk Covid presents to Goochland residents in general and school children in particular. The first deficiency in Ms. Wirsing’s presentation of statistics is that she ignores recent trends. While Ms. Wirsing recites that there were only 101 Covid cases in Goochland during this past summer, it is unexplained what her “summer” parameters are. In

“summer” data, responsible decisionmakers should obviously take this recent surge in cases into consideration when making plans for the Fall. Next, Ms. Wirsing observes that data on the incidence of Covid in school age children has not been reported. This is not so. As recently as August 26, 2021, a weekly summary issued by the American Academy of Pediatrics reported that there have been nearly 4.8 million Covid cases among children in the U.S. since the start of the pandemic, that the incidence of Covid among children had increased fivefold in the previous month, and that in the week ending on August 26, more than 203,000 children tested positive for Covid. Summarizing data reported by states to the CDC, the Academy calculated that the overall incidence of Covid among children in the U.S. since the start of the pandemic has been 63.7 out of 1000 – about 1 out of every 16 children. To the extent that an argument that children are largely unaffected by Covid may have had a factual basis in the past, circumstances have clearly

merely days into the school year due to Covid outbreaks among students and staff. Insightful decisionmaking by both parents and government officials that has as its goal the protection of our children must take these recent circumstances into account. Ms. Wirsing also argues that the overall rate of Covid in Goochland is too low to warrant action. She supports this conclusion by stating that the incidence of Covid in Goochland over the summer has been only 4 in 1000. Even if this is the correct rate of Covid over a very short period of time, it is misleading when the overall impact of Covid on Goochland is considered. VDH reports that since the beginning of the pandemic, a total of 1687 Covid cases have been diagnosed in Goochland. This report of the number of diagnosed cases is almost certainly well below the number of actual cases. But even accepting the officially reported figure of 1687 cases, comparing it to the 23,753 Goochland residents that Ms. Wirsing reports means that one in approximately every 14 Goochlanders has tested posi-

tive for Covid in the past 18 months. Let that sink in: 1 in 14 residents of Goochland has been diagnosed with Covid since the disease was first identified. So, no, Ms. Wirsing, I am not persuaded by your argument that Covid does not present significant risks to the health of Goochland residents in general and our children in particular. In conclusion, I think we all recognize that there will always be differences of opinion as to how individuals evaluate difficult questions of public policy. Those in government with the responsibility to sort out a proper balance between personal choice and the protection of the citizenry are certain to offend or anger one side or the other, regardless of where they draw the line. And, their duty to protect the public is made extraordinarily difficult when they must take into account a body of science that is evolving and not subject to universal agreement. But there can be no doubt that reasonable governmental regulations adopted to protect public health are valid and constitutional even when they interfere with freedom of choice and their appropriateness is disputed by fringe scientific thought. A closer look at Goochland’s ‘secret’ garden Cathy McCarthy Goochland Powhatan Master Gardener

Goochland County houses a hidden horticultural gem. While many residents may remember that Reynolds Community College has a campus in the county, fewer people have explored what it has to offer. With just a little investigation of RCC, it becomes obvious that Goochland gardeners have a real asset in their own backyard. David Seward, Associate Professor and Program Head for Horticulture, wants to help community members become more aware of how they can take advantage of Reynolds’ horticultural offerings. “You don’t have to be degree bound to learn about horticulture at Reynolds,” says Seward. When asked about how gardeners in the community could get involved, Seward identified three different ways: a self guided tour through the campus gardens, auditing a horticulture class, or enrolling in a horticulture class. For gardening enthusiasts, Seward encourages walking around the extensive College gardens. While all campus buildings are currently closed to non-students, the grounds are open for visitors at no charge. Over years of care

and expansion by the horticulture program, the gardens at the RCC Goochland campus have grown to become living examples of how hundreds of different types of plants survive and thrive in Central Virginia landscapes. Walking through the campus and observing the plantings can give the home gardener inspiration and ideas for their own garden. The Oxford Dictionary defines auditing a class as ‘attending a class informally, not for academic credit’. For those Virginia residents over age 60 who would like to learn in this low pressure way, there are sometimes opportunities to audit Reynolds horticulture classes for free. Seward keeps a waiting list of those interested in auditing and, if a scheduled class does not fill up with enrolled students, he then contacts people on the waiting list for the open spots. Finally, any community member who is interested in guaranteeing themselves a spot in a class for a modest fee, the Reynolds Community College website (www. Reynolds.edu) describes their quick and easy enrollment process under the Get Started tab on the home page. The horticulture curriculum typically includes classes in a broad range of areas each semester and it’s easy to get spoiled for choice. For example, a person inter-

ested in learning more about successfully growing vegetables could enroll in the Intro to Sustainable Farming class which teaches about small scale food production. Those interested in ornamental gardens can select from classes like The History of Garden Design, Principles of Horticulture, Plant Propagation, Home Landscaping, Landscape Plants, and Perennial Plants. Someone more interested in creating indoor arrangements with flowers can begin with Intro to Floral Design and, if they wish to further hone their skills, continue on to Advanced Floral Design. October farm tour and river float will focus on use of buffers Contributed report If you look up the word buffer, you’ll find the definition “a thing that prevents incompatible things from coming into contact with or harming each other.” While you may or may not have heard of a riparian forest buffer, this description certainly applies. A riparian forest buffer is the area of trees and shrubs between a stream and open

land that filters soil, nutrients, and pollution before they reach the stream. These streamside forests not only protect the James River and its tributaries, they support landowner goals. Buffers can attract pollinators, provide shade along pasture land, and help reduce streambank erosion. On Oct. 2, the James River Association, Monacan Soil and Water Conservation District, Virginia

Cooperative Extension, Virginia Outdoors Foundation, and Virginia Department of Forestry will host an event to educate landowners about riparian forest buffers and the programs available to support their implementation. The day will begin at Clover Forest in Goochland with a site tour from 10 a.m. to noon to learn about how they’ve excluded livestock from their waterways and

the importance of restoring and protecting our streamside ecosystems. All attendees will enjoy a free lunch from noon to 12:45 p.m. This will be followed with an optional, beginner friendly float tour from Cartersville to Westview along the James River with canoes provided by the James River Association. This event is open to anyone interested in learning more about land

conservation practices, but registration is capped at 40 participants. The farm tour is free. Participants wanting to do the guided canoe paddle will be charged $5, and the paddle is capped at 20 participants on a first-come, first-serve basis. Collegiate wins home meet, Goochland competes Staff Reports

Collegiate swept both the team and individual boys and girls races in its Wednesday home meet featuring Goochland, Midlothian, Clover Hill, Meadowbrook and Cristo Rey. In the girls race, Collegiate’s M.K. Myers took first (20:52.32) and her teammate Gabriela Linkonis finished second (22:06.38). Collegiate runners Rosie Ferrell (22:52.92), Maddie McComb (22:53.04), Giles Ferrell (22:58.39) and Kathryn Sutherland (23:06.80) placed fourth through seventh, and their teammate Cattherine Horner (24:17.98) finished 10th. Megan Reid represented Goochland in the top 10 with an eighth-place finish (23:24.44), and Abigail Salyer placed 11th (24:31.20). Goochland’s remain-

Goochland volleyball splits games in second week By Nick Vandeloecht Sports Editor

GOOCHLAND -- In their second week of games this fall, the Goochland Bulldogs routed Maggie Walker Governor’s School in the two teams’ second meeting of the season (25-8, 25-15, 25-10) on Tuesday, then took a four-set setback in their first Jefferson District matchup with Western Albemarle (2520, 22-25, 18-25, 20-25) on Thursday. In the Bulldogs’ second straight win over the Green Dragons, outstanding players, according to the coaches, were Nova Wonderling (hitter), Nicole Brown (setter), Audrey Dolan (defensive specialist) and Blair Bussells (defensive specialist). Tuesday’s win was also Goochland’s first game in 12 days. “It’s always good to start out, after a long time off, with a win,” said Goochland head coach Rachel Jacobsen. In Thursday’s loss to Western, Wonderling unleashed a team-leading 20 kills and added 3 aces and eight digs, Nina Smith rocked 15 kills and added a dig, Bussells led the team defensively with 17 digs and Brown led the team at setting with 41 assists while adding 6 blocks, 3 kills and an ace. In the first set, Jacobsen said that the players were working really well together, and she praised their communication. But she added: “I think when we got into

the next set, we were starting to think too much, and I think we just needed to get out there and play, stop worrying about what was going on on the scoreboard.” At times in every single set following the first one, Goochland played as if it wasn’t looking at the score. The Bulldogs rocketed out of a 14-6 second-set deficit to tie the frame at 19-19. But the

Warriors responded with a 4-0 burst and held on to win the set 25-22. Goochland cut Western’s 23-13 third-set lead down to 24-18, but the visitors held on for set point. The Bulldogs also battled Western in step in the fourth set, taking an 18-16 lead before the Warriors held on for a point at the net, blocked a comeback shot by

Goochland to tie it at 18-18 and then grabbed the goahead and insurance points off of back-to-back aces delivered by Western’s 5-foot-10 senior powerhouse hitter Brooke Chavez. The Warriors from there burst ahead on a 4-1 run, then held on for match point. Despite the loss, Jacobsen said: “We played really, really well. I was really proud of the

girls. They fought really, really hard there.” She added: “I think the biggest difference is: We’re playing much bigger teams than we have in the past, and this whole season is just going to be a learning curve for us getting used to big people in front of us, and I think that that’s a good thing. I told them at the beginning of the game... ‘I’m so excited to start playing

Benedictine breaks through for first season victory Staff Reports

Benedictine football broke through for its first win of the season when it routed hosting Woodberry Forest 28-10

on Friday. Leo Boehling carried the ball 17 times for 87 rushing yards and two touchdowns. Xavier Mears carried the ball 15 times for 66 yards and one touchdown.

Henry Berling led the team with six tackles, including one for loss. Dylan Faniel had five tackles and one sack. Eddie Jackson III caught an interception and added four tackles.

Benedictine amassed 300 yards of offense (174 rushing, 126 passing) and held Woodberry Forest to 147 yards total (97 passing, 50 rushing). The victory was a bounce-

The idea behind this commission is that politicians should not have the unchecked power to draw their own districts and “We the People” should have a seat at the table. If we, as citizens of Goochland County, want to ensure that we have districts which represent the best interests of the citizensthen we need to develop commissions like this at the county level.

The citizens should be a part of the process when these decisions are being made by our county leaders this year and in future redistricting years. For that reason, I urge each of you to ask your representative on the Board of Supervisors to create a committee of citizens to help draw the county’s new district lines in accordance with the best practices being implemented at the state level. Instead of the months-long summer break that has been a staple of the school year for American students since the mid-nineteenth century, there would be shorter periods of vacation that would occur more often.

Upcoming meetings will focus on bond referendum, balanced school schedule Contributed report A series of community meetings conducted by Goochland County and Goochland County Public Schools will be held in September and October to inform citizens of the upcoming bond referendum that will appear on the November ballot. Voters will have an opportunity on the Nov. 2, 2021, general election ballot to cast their votes for two bond referendum questions that would authorize Goochland County to issue up to $96 million in general obligation bonds to pay for county and school division projects. ORDER There having been presented to the Court a Petition and certified copy of a Resolution adopted by the Board of Supervisors of the County of Goochland, Virginia on May 4, 2021, finding it advisable to contract a debt and issue general obligation public improvement bonds, and requesting this Court to order a special election in the County on the questions of issuing general obligation public improvement bonds in the maximum principal amounts and for the purposes described therein; and It appearing to the Court that such Resolution has been duly adopted, it is hereby ADJUDGED, ORDERED AND DECREED as follows: 1. Such Resolution is approved and is filed. 2. The regular election officers of the County shall, on the 2nd day of November, 2021, that being a day not less than eighty-one (81) days from the date hereof, and being the same day as a general election, hold a special referendum election in accordance with Virginia Code Sections 24.2-682 and 24.2-684, and take the sense of the qualified voters of the County on the following questions regarding contracting a debt and issuing general obligation public improvement bonds of the County in the maximum principal amounts, and for the purposes, set forth in such Resolution. 3. The ballot to be used at the election shall pose the following questions in substantially the following form: SPECIAL ELECTION PUBLIC IMPROVEMENT BONDS November 2, 2021 PUBLIC SCHOOLS QUESTION 1: Shall the County of Goochland, Virginia (the “County”) contract a debt and issue its General Obligation Public Improvement Bonds in the maximum amount of Sixty Million Dollars ($60,000,000) to provide funds, together with other available funds, to undertake a program of Capital Improvement Projects for (1) the construction and equipping of a new elementary school, (2) improvements to modernize and upgrade existing middle and high school facilities, and (3) improvements to roads and existing parking lots to improve traffic flow on the roads leading to and from the new elementary school and existing middle and high school facilities, in the County? Yes No COURTS, LAW ENFORCEMENT AND PUBLIC SAFETY QUESTION 2: Shall the County of Goochland, Virginia (the “County”) contract a debt and issue its General Obligation Public Improvement Bonds in the maximum amount of Thirty-Six Million Dollars ($36,000,000) to provide funds, together with other available funds, to undertake a program of Capital Improvement Projects for the construction and equipping of(1) ancourthouse, including related law enforcement facilities, and (2) a fire station, in the County? Yes No 4. The election shall be conducted and the ballots printed, marked and counted and the returns made and canvassed as in other elections, and the results thereof shall be certified to this Court, to the State Board of Elections, and to the Board of Supervisors. 5. A copy of this Order shall serve as the Writ of Election. The Sheriff of the County shall forthwith serve a certified copy of this Order upon Robin Lind, Secretary of the Electoral Board of the County, and the Sheriff shall also make his return to this Court that he has executed the same. 6. The Secretary of the Electoral Board shall cause a certified copy of this Order, preceded by the caption, “Notice of Bond Election,” to be published in a newspaper having general circulation in the County. Such publication shall be made at least once, not less than ten ( 1 0) days before the date of the election. 7.
