He began his career as a patrol officer with the Milwaukee Police Department (MPD) in 1978. In 1989, he was promoted to detective and quickly assigned to the Homicide Division, where he served as part of a team that investigated more than 400 cases in a four-year period and made arrests in over 80% of homicide cases. Clarke continued to rise through the ranks of the Milwaukee Police Department. In 1992, he was promoted to lieutenant of detectives, and in 1996, he earned a promotion of captain of police and became part of the department’s command staff. As captain, Clarke was responsible for the department’s First Division, and in 1999, he became commanding officer of the MPD’s Intelligence Division. In 2002, Clarke was elected sheriff of Milwaukee County with 64% of the vote. He was re-elected in 2006 (73% of the vote), in 2010 (74% of the vote), and in 2014 (79% of the vote).
