Welcome to Cleveland!

The 1856 Republican National Convention appointed the first Republican National Committee (RNC). It consisted of one member from each state and territory to serve for four years. Today the RNC provides national leadership for the Republican Party of the United States. It is responsible for developing and promoting the Republican Political Platform as well as coordinating fundraising and election strategy. It is also responsible for organizing and running the Republican National Convention.

We are thrilled to have you here for the 2016 Republican National Convention and excited for you to be a part of this historic event. As one of nearly 15,000 credentialed media representatives joining us at convention, we hope you will find your lodging and transportation to be comfortable and your work accommodations well-suited to your needs. Between the Quicken Loans Arena and the Huntington Convention Center of Cleveland, we have secured nearly one million square feet of space for this year’s Republican National Convention, with ample room for media workspace. I’m confident that you’ll find the Cleveland area to be welcoming. As one of America’s great cities (and home to the 2016 NBA Champs), I hope you’ll make time to explore the area and enjoy all that this Cleveland has to offer. The RNC currently has 168 members made up of a National Committeewoman, National Committeeman, and a State Chairman from 56 states and territories, which are elected by their State Party. The Republican National Committee is led by Chairman Reince Priebus and Co-Chairman Sharon Day. Committee on Arrangements The Committee on Arrangements for the 2016 Republican National Convention (COA) is a duly constituted political committee established by the RNC. The COA’s responsibility is to plan and manage the 2016 Republican National Convention. The COA partners with the Cleveland 2016 Host Committee Inc. in order to plan and manage the best convention in our nation’s history. The Cleveland 2016 Host Committee Inc. (Host Committee) will assist the greater Cleveland area and the COA in executing all actions necessary to ensure the readiness of Cleveland to host the 2016 Republican National Convention. The Host Committee advises and supports the host city, its partners, and the local community in efforts to promote the local economy, encourage commerce, and economic development, and assist with the projection of a favorable image of the greater Cleveland area. David Gilbert is the Host Committee’s President & CEO and Diane Downing serves as the Chief Operating Officer. How are delegates selected? The Rules of the Republican Party, adopted during the 2012 Republican National Convention, established a formula to determine the number of delegates and alternates allocated to each state during the 2016 election cycle. These Rules defined the delegate and alternate delegate election timeframe. Each state party uses the RNC guidelines - as well as state law - to decide how and when delegates are selected. How was Cleveland selected for the convention?

The RNC elects two representatives from each region to comprise the Site Selection Committee (SSC). The SSC considers bids from interested cities and makes a recommendation to the RNC. The selection process starts some three years before each nominating convention, and includes site visits to each of the finalist cities. Cleveland was announced as the Site Selection pick in July 2014, and the RNC formally selected Cleveland as the host of this convention in August 2014. The city was selected by a vote of the RNC’s 168 members because it offered the best package – including an ample amount of media workspace.

What do delegates and alternate delegates do at the convention? Convention delegates represent their state or territory of residence and cast their vote toward the nomination of the Republican Party’s candidates for president and vice president of the United States. All certified delegates have a seat on the convention floor and are expected to attend and participate in the various convention sessions. Some delegates are chosen to represent their delegation on one of the four standing convention committees: Platform, Credentials, Rules, and Permanent Organization. In addition to the official convention proceedings, most state Republican parties organize activities in the host city for their delegation. How many delegates will attend the convention?

Situated in northeast Ohio right on Lake Erie, Cleveland offers its visitors a rich history, a lively city, a favorable business climate and more.

There will be 2,472 delegates and 2,304 alternate delegates at the 2016 Republican National Convention. There are fewer alternate delegates because each state has three delegates which do not have alternates; State Party Chairman, National Committeeman, and National Committeewoman. How much hotel space was reserved? Roughly 15,000 rooms in more than 120 hotels throughout Cleveland and the surrounding areas will host many of the 50,000 delegates, alternate delegates, guests, and 15,000 credentialed members of the media. The website and app features transportation information, session schedules, maps of Cleveland, maps of areas within the Quicken Loans Arena, livestream video and more! What security precautions will be taken to protect the Convention? The United States Department of Homeland Security has designated the Convention a National Special Security Event (NSSE), which means the United State Secret Service (USSS) leads security planning. Convention staff work closely with the USSS and law enforcement personnel from all levels of government to ensure a safe and successful event. Every effort is also being made to keep local merchants and businesses open and traffic running smoothly here in Cleveland. Has the Republican National Convention ever been held in Cleveland? Yes. The Republican National Convention was held in Public Auditorium in Cleveland in 1924 and 1936. What are the Convention Session Times? The session start times have been announced as: Monday, July 18 – 1:00pm (there will be a break before the evening session which begins at 8:00pm) Tuesday, July 19 – 5:30pm Wednesday, July 20 – 7:00pm Thursday, July 21 – 7:30pm All evening sessions are expected to end by 11pm.

Things you might not know about Cleveland • The Cleveland Orchestra, housed in the beautiful Severance Hall is one of the most premier orchestras in the world and is internationally recognized for its excellence. • Cleveland is also known as the birthplace of Rock & Roll and is home to the Rock & Roll Hall of Fame. • The Cleveland Theater District, Playhouse Square, is the second largest performing arts center in the United States! Check out some of their theatres including Allen, Connor, Hanna, Helen Rosenfeld Lewis Bialosky Lab, Kennedy’s Cabaret, Ohio, Outcalt and State. • Cleveland was also home to the 1936 Republican National Convention. • Unlike 2016, the event was held at the Public Auditorium and nominated Governor Alfred Landon of Kansas for President and Frank Knox of Illinois for Vice President.

THE VENUE

1796

U.S. General Moses Cleaveland from the Connecticut Land Company surveys the Western Reserve. The 3.3 million-acre piece of land on the shores of Lake Erie is called the “Western Reserve.”

The Cleveland Advertiser changes the spelling of the village’s name to Cleveland, dropping the first “a” in order to fit the General’s name upon the newspaper masthead.

1832

The Ohio and Erie Canal, connecting Akron with the Cuyahoga River near its mouth on Lake Erie in Cleveland, is completed.

1834

Oberlin College becomes the first U.S. college to admit students regardless of race, sex, creed or color.

1870

Standard Oil Company established by John D. Rockefeller.

1884

The world’s first electric streetcar is operated in Cleveland.

1914

The first electric traffic signal is installed on the corner of Euclid Avenue and East 105th Street.

1920

Cleveland is the fifth largest city in the nation with a population of 796,841 people. 1920 - The Cleveland Indians win their first World Series.

1925

Cleveland Municipal Airport, the nation’s first municipal airport opens (now Cleveland Hopkins International Airport).

1928

The Terminal Tower opens and remains the tallest building in the world outside of New York City until the completion of the main building of Moscow State University in Moscow in 1953.

1936

Clevelander Jesse Owens wins four gold medals at the Berlin Olympics.

1952

Alan Freed, Cleveland radio deejay, coins the term “Rock & Roll.” First rock ‘n’ roll concert, The Moondog Coronation Ball, is held in Cleveland.

1967

Carl B. Stokes elected mayor of Cleveland. He is the first African American mayor of a major U.S. city.

1970

The first “Monday Night Football” game aired from Cleveland’s Municipal Stadium where the Cleveland Browns defeated the New York Jets 31-21.

1979

George Voinovich is elected Mayor of Cleveland.

1994

The building now known as Quicken Loans Arena opens as the home of the Cleveland Cavaliers.

2004

Cleveland hosts the International Children’s Games, the first time the Games are held in the U.S.

2013

The Cleveland Convention Center opens its doors in June. In October, the Global Center for Health Innovation opens, offering state-of-the-art space and technology for its high-profile healthcare industry tenants.

2016

The Cleveland Cavaliers won their first NBA World Championship; ending Cleveland’s 52-year championship drought.

“THE Q”: n. 1. A nickname given to Quicken Loans Arena by native Clevelanders. 2. This July, more than 50,000 guests, delegates, media members and staff will gather inside Quicken Loans Arena for the 2016 Republican National Convention. The Q has played host to world-class concerts, exciting sporting events, theatrical shows, family events and much, much more. The Q is home to the 2016 NBA National Champions- the Cleveland Cavaliers, the 2016 AHL Calder Cup Champions- Lake Erie Monsters, AFL’s Cleveland Gladiators and several other signature sporting events. The COA is working closely with the staff of The Q as we finalize preparations for the venue’s first national political party convention. 9


PROGRESSIVE FIELD

QUICKEN LOANS ARENA

AT A GLANCE: THE GRAND OPENING: The Q, then Gund Arena at the time, opened its doors to the public on October 17, 1994 with Billy Joel as its first performing act. Opening Week showcased a full lineup of sports and entertainment, including the Cleveland Cavaliers’ first matchup in the new facility on October 22 in an exhibition game against the Houston Rockets. In the 20+ years since Billy Joel opened the arena, The Q has become a primary destination for premier sports and entertainment in downtown Cleveland, hosting more than 4,200 events and over 42 million visitors in that time.

As far back as 1869, professional baseball has been one of Cleveland’s oldest traditions. In 1901, the Indians organization was one of the four charter members of the American League. After playing home games at League Park and Cleveland Municipal Stadium, the Indians moved into a new home in 1994, a year referred to as the beginning of Cleveland’s “renaissance”. Originally known as Jacobs Field, Progressive Field is an urban ballpark with modern architecture located downtown at the Gateway Sports and Entertainment complex, which includes The Q. The inaugural game at Progressive Field occurred on April 4, 1994 and the ballpark underwent major renovations in right field area prior to the 2015 season. The Indians have entertained more than 50 million fans since 1994 at Progressive Field.

UNIQUE FEATURES: The Q seats more than 20,500 people in its basketball configuration and up to 20,056 for ice hockey, making it the third largest arena for seating capacity in the NBA. There are 87 suites located throughout, with 27 of the suites located 15 rows from the arena floor and 60 suites located 30 rows from the floor. Additionally, more than 600 television monitors are located throughout the arena so guests do not miss a minute of the action!

1994

HUMONGOTRON: The Q’s brand new center-hung scoreboard, nicknamed “Humongotron,” was unveiled in October 2014 and is armed with the fanfavorite flaming sabers and a new sound system that provides spectators with cutting-edge sound clarity. The four-sided, center-hung scoreboard has four enormous high-definition video screens that are tilted and uniquely curved to provide optimal viewing angles, no matter where guests are seated. In addition to the new scoreboard, The Q is illuminated with more than 11,682 square feet of new LED displays in the seating bowl and concourses. The four corner boards and 360-degree fascia ribbon in the seating area, along with signage on the concourses, have all been updated with high resolution LED technology.

A LITTLE HISTORY The City of Cleveland hoped the arena would act as a gateway for surrounding communities. Throughout history the same land had been used as a kind of community gathering place. Originally, the land was used as a Central Market for communities to buy and sell produce, dating back to 1856. The market was then replaced by Richfield Coliseum before finally being replaced by the new arena

FREEDOM PLAZA Centered between The Q and Progressive Field is Freedom Plaza, an open air gathering space within the secure perimeter that is unique to the 2016 Republican National Convention. Freedom Plaza will be home to a “Salute to America”; the cuisine and music of the South, East, West, and Midwest will be featured each day of the Convention. All Convention attendees are welcome to grab a drink, indulge in local fare, listen to some great music, and mix and mingle in the hours before and after each Convention session. Freedom Plaza will feature food that represents every corner of the United States, as well as wine and beer made right here in Ohio!

THE MARKETPLACE The Freedom Plaza Marketplace (Marketplace) will be a shopping opportunity showcasing 24 vendors selling merchandise ranging from political memorabilia to GOP themed gifts, souvenirs, jewelry, gift items, and more. Federal Express will be on site to provide shipping services for all Marketplace purchases, including large items and items that aren’t permitted inside The Q. They will accept credit cards and cash as payment. The Marketplace will be open daily, three hours before and two hours after each session and will be located at Freedom Plaza, inside the Progressive Field Concourse. THE HUNTINGTON CONVENTION CENTER OF CLEVELAND Located near the shores of Lake Erie, the Huntington Convention Center of Cleveland is a modern gem in the heart of downtown Cleveland. Totaling 225,000 square feet of Class A exhibit space between three exhibition halls, 35 meeting rooms, and a 17-bay loading dock, the Huntington Convention Center will be the home to approximately 15,000 media members throughout convention week. In the Atrium of the Convention Center, you will also find Cleveland’s world famous Global Center for Health Innovation. The Atrium is home to the 2016 RNC’s new digital space that will feature several technology and social media companies and provide a forum to showcase the latest technology, trending topics and serve as a unique hospitality workspace for members of the media.

AREA ATTRACTIONS Rock & Roll Hall of Fame Sing along with rock legends like the Beatles and Elvis or, explore costumes and artifacts from a variety of iconic artists from Aretha Franklin to The Who. Relive your adolescence and make sense of what your kids listen to at the Rock & Roll Hall of Fame and Museum (Rock Hall), an institution dedicated to exploring the past, present and future of rock music and the cultural context from which it emerges. Great Lakes Science Center Conduct hands-on experiments in physical science, explore biomedical technology and probe into space exploration—including artifacts from Ohioan John Glenn’s Friendship 7 Mission—and much more. The Great Lakes Science Center also houses the six-story-high OMNIMAX Theater, which surrounds its viewers with breathtaking imagery making them feel one with the film. West Side Market More than 100 vendors selling produce, meats, cheeses, baked goods, and prepared foods, Food Network Magazine recently named the West Side Market America’s “Best Food Lover’s Market” and Travel Channel episodes gush about food finds here. People of all types come because of the quality, the deals, and, in many cases, the memories. Many families have run the market’s stands for generations and developed loyal followings. Cleveland Aquarium If the thought of coming nose-to-nose with a giant shark seems less than appealing, think again. The Greater Cleveland Aquarium will help you to experience just that – but within the safety of a 175-foot underwater walk-through SeaTube. The aquarium features 5,000 underwater creatures ranging from moray eels to the pacific octopus. Opened in 2012, the facility also offers behind-the-scenes tours and feeding opportunities. Plus, certified divers can even book time to actually swim with the sharks.

Located inside The Powerhouse, a late 19th century brick landmark that once generated electric power for Cleveland’s streetcar lines, the Greater Cleveland Aquarium is unlike any other. Cleveland Museum of Natural History At the Cleveland Museum of Natural History (CMNH), visitors can get up-close and personal with one-of-a-kind archaeological finds, gemstones and the solar universe. Unique discoveries on display include Haplocanthosauras, nicknamed “Happy,” the world’s oldest sauropod dinosaur and the most complete specimen of its kind, and Lucy, the famous 3.2 million-year-old human ancestor discovered in Ethiopia by Dr. Donald Johanson, a former curator at the museum. This Siberian Husky was deemed a hero after leading a team of dogs through an Alaskan blizzard in 1925 to deliver diphtheria serum, a trip now commemorated by the annual Iditarod Race. Little Italy Historic Little Italy in Cleveland, Ohio is located on the east side of the city and sits adjacent to the city’s cultural district, University Circle. Football Hall of Fame For those who watch football, play football and otherwise bleed football, life would not be complete without a trip to the Pro Football Hall of Fame in Canton, Ohio. The 118,000-square-foot facility is the gridiron mothership, the mecca of pigskin and the ultimate homage to America’s favorite pastime. The museum’s interactive exhibits are some of its most popular. Visitors can complete a pass in a throwing cage, play some EA Sports Madden Football, compete in a trivia challenge and yell at the screen in the Super Bowl Theater. Since 1912, The COA has delegated the responsibility of handling and approving media applications for credentials and workspace to four Congressional Press Galleries. Each Congressional Gallery is governed by an elected committee of journalists from the membership of that Gallery. BROADCAST NETWORKS The five major broadcast networks – ABC, CBS, CNN, FOX and NBC – submit their logistical requests and requirements to the COA Media Operations department or appropriate press gallery. These networks also comprise the membership of the Network Pool. CBS has drawn the assignment of providing personnel for the Network Pool staff. Additional workspace for radio organizations is in the Huntington Convention Center and Media Row located in the Gateway East Garage. RADIO BROADCAST SEATS The House Radio/TV Gallery has assigned radio broadcast seats on Level 6 for radio correspondents planning live coverage of the Convention. STILL PHOTOGRAPHER POSITIONS A limited number of fixed photography positions for credentialed photographers have been provided in The Q on the center camera stand, the two side camera platforms located on each side of the podium, and in sections 101 & 118. Photography credentials give bearers roaming privileges in certain areas of The Q. The Press Photographers’ Gallery manages credentialing and access to these positions.

MEDIA WORKSPACE Workspace for media outlets attending the 2016 Republican National Convention is located in the Quicken Loans Arena and the Huntington Convention Center of Cleveland. See pages 36-44 for building layouts and individual workspace assignments. Public WiFi is available as a courtesy at The Q and the Huntington Convention Center. This WiFi is intended for personal use of attendees and guests at the Convention. **Anyone conducting business at the Convention should be using wired connections for maximum availability and security, as the density of devices and bandwidth demands may cause interference or delay in wireless connections at peak times.

DIGITAL DARKROOM The digital darkroom is located on Level 1 of The Q. This space is for accredited news outlets to edit and transmit photographs from within The Q. The Press Photographers’ Gallery has assigned all camera positions and digital darkroom space. HUNTINGTON CONVENTION CENTER OF CLEVELAND ASSIGNED WORKSPACE Workspace for organizations accredited through the Congressional Press Galleries or the Special Press Office is located in the Huntington Convention Center. Workspace layouts are on pages 42-44. Media outlets that did not request workspace, including those credentialed through the Special Press Office, will have access to the Press Filing Center. For a complete layout of media workspace in the Convention Center, please see attached diagrams. MEDIA CENTER COMPLEX

PRESS SEATING

The Media Center is located in Meeting Room 3 on the Concourse Level of the Huntington Convention Center of Cleveland. This area serves as the focal point for contact between the convention and the media.

Writing Press Stands will be located on each side of the podium on level 3 of The Q. The House Press Gallery and House Periodical Press Gallery have assigned constructed work stations with seats and electrical power within the Press Stands.

The Media Center makes available news releases, speech texts, biographies, and other background materials, program schedules, and a calendar of other events at the convention and around Cleveland.

QUICKEN LOANS ARENA

Seating for outlets credentialed through the Special Press Office will be located throughout The Q. BROADCAST SUITES Broadcast suites are located among the suites on levels 1, 3, and 4. The suites allocated to broadcasters are for news purposes only. STAND-UP BROADCAST POSITIONS Stand-up broadcast positions have been assigned on levels 1, 3, and 5 of The Q. PRESS CONFERENCE AND BRIEFING ROOM This facility, which opens the week prior to the convention, will be the scene of both English and Spanish briefings and press conferences throughout the convention. The press conference and briefing room is located near the Media Center Complex in the Convention Center. For briefing times and additional information, please visit the Media Center Complex. PRESS FILING CENTERS The Press Filing Centers serves the needs of media individuals and organizations with both reserved and general workspace in the convention complex/facilities. AT&T has provided complimentary electrical outlets, work stations and hookups for

laptop and other portable computers in the General Press Filing Center on a firstcome-first serve basis.

• AT&T Concierge Service AT&T Concierge Service will be available July 11th through July 21st to assist customers with the installation of Convention Services, repair issues and any other general questions.

Newspaper delivery service will be provided free of charge by National News to those in the Huntington Convention Center. GATEWAY EAST GARAGE MEDIA ROW For the first time in Convention history, the traditional Radio Talk Show Row has been expanded into the new Media Row, a transformative space for members of the media and surrogates that includes all media platforms. Media Row allows for wider multimedia coverage, while creating a dynamic environment for media outlets and convention guests. Space in Media Row is open to talk and news radio, social media content creators, live-streaming, TV stand-ups, and live broadcasts. Media Row is the central location for COA surrogate activity from early morning until after the gavel drops each day. The Communications Department is working continuously to pair news outlets and their interview requests with GOP surrogates. Media Row is located in the East Gateway Garage on Level 2, and requires a perimeter credential. A complete layout of Media Row can be found on page 44. *If you are interested in a booth but did not request a position, Media Row has a number of available booths to schedule for interviews. PROGRESSIVE FIELD STAND-UP POSITIONS There are a limited number of outdoor stand-up positions in Progressive Field that have been reserved for network use.

SERVICES CONTRACTOR Freeman is the General Services Contractor for the 2016 Republican National Convention. They have served in this role every four years since the 1984 Republican National Convention in Dallas, TX. Services and equipment available from Freeman include furniture, drywall construction, room dividers or pipe-and-drape, material handling, general labor, signage, electrical distribution, cabling, aerial rigging and audio/visual services. Freeman has a long history of using recycled materials and will continue its environmentally friendly business practices at the convention. FREEMAN SERVICE CENTER The Freeman Service Centers, located in both Hall C of the Huntington Convention Center and Level 3 of The Q, provides on-site assistance for all Freeman support throughout convention week.

RADIO FREQUENCY (RF) COORDINATION All transmitting equipment (including television, radio, communication, and data transmission and reception, and wireless microphones) must have their associated frequencies cleared and approved by the Republican National Convention Frequency Coordination Committee, ElectionWireless2017. Check points will be set up at all entrances for compliance. Operation of all wireless equipment will be monitored and the rules of operation strictly enforced during the convention. This includes the use of any and all equipment that emits radio frequency during operation. Mobile phones are allowed to be used without registration or approval. Once the conventions begin, no unregistered devices, especially wireless mics will be allowed into the convention. Please note that there will be no on-site registration. TRANSPORTATION The GOP Express is the official shuttle system for the 2016 Republican National Convention and is free to all credentialed delegates and Convention participants. The system will transport delegates, alternate delegates, convention guests, professional volunteers and media with a “Q” Complex Credential to and from their respective hotels and The Q. The GOP Express will service a color-coded zone system. The purpose of the color-coded zone system is to easily identify the appropriate shuttle to board when departing The Q. Hours of Operation: Shuttle service will begin on Monday, July 18, 2016 and continue through the last session on Thursday, July 21, 2016. The GOP Express will begin operation approximately two to three hours prior to the start of each session. Postsession service will begin immediately upon adjournment and continue up until one hour after the end of the session. Bus Boarding Pass Requirements: An official 2016 Republican National Convention credential for the appropriate day’s session will serve as your boarding pass. Please refrain from carrying any large purses, briefcases, or other large bags, as you will not be allowed on the bus. Pick-Up and Drop-Off Locations: All hotels on the GOP Express shuttle system will service The Q. Signs in each hotel lobby will provide information and additional instructions. When departing The Q after sessions, there will be ample wayfinding and signage to lead you from your seat to your designated pick-up points. Load zones will be located conveniently around the RNC complex and will be staffed with Convention volunteers to assist you. Persons with Disabilities: The GOP Express includes vehicles that are ADA compliant. However, to increase the level of service, we are building an individualized system to ensure prompt and convenient service. TAXI INFORMATION For passengers leaving the airport, Cleveland Hopkins Airport offers a dedicated taxicab service. Their fleet of 75 white vehicles includes GPS technology, in-cab cameras, a pre-set rate structure, and drivers who receive enhanced customer service training. Three companies jointly operate this outbound service: Ace Taxi, Yellow Cab Company, and Americab. To use the taxi service, look for the taxi entrance at the orange wall on the south end of baggage claim, adjacent to Carousel 11. Pickups are made at this location only. Taxis are available twenty four hours a day, seven days a week.

Rental Car Information: Cleveland Hopkins Airport has a consolidated rental car facility located off the airport grounds. Shuttle service is available for all rental car customers from the main terminal to the rental car facility. Shuttles are located on the lower roadway island and can be accessed by exiting from Door #2 on the baggage claim level of the main terminal. For travelers needing assistance, a telephone center with rental car information is located near Door #1. Michael “Mike” Miller has dedicated much of his life to organizing various aspects of the Republican National Convention. Mike started his convention career at the 1964 Republican National Convention in San Francisco where he worked as a news reporter covering the convention. He has worked on every convention that followed typically working in the area of media operations. He has seen firsthand how the development of technology and media coverage has changed the convention into the large scale event it is today. Mike has served the Republican Party by filling various key roles within the convention staff including Director of Operations, Director of Media Operations, and Chief Operating Officer. He also served on Site Selection Committee multiple times, including both times when Cleveland was a contender, but failed to secure the bid as the Host city. During the Cleveland 2016 convention, Mike is serving as Senior Advisor. With the Cleveland 2016 Republican National Convention being Mike’s 14th and final convention we would like to take a moment to thank Mike for his years of service and dedication to the Republican Party. He has played a crucial role in the planning of several presidential nominating conventions which operate as a critical part of our country’s democratic process. We are all very grateful for the leadership and mentoring he has provided over the many years he served as a member of the Convention staff.
