News Briefs Porterville Will Build $70 Million Jail Tulare County Supervisors have approved contracts to build a new jail in Porterville. The facility will house over 500 inmates. Building it will cost almost $70 million. Most of that will be paid by the state. Although, Tulare County is on the hook for almost $8 million. Officials say building the new jail will create savings in the long run. Currently, Tulare county spends about $500,000 a year for jail-related transportation. The new facility will also create construction jobs and more permanent positions. Staffing the jail will likely require upwards of 100 new personnel. McCarthy Building Companies Food Drive Almost 150 years ago, an Irish immigrant named Timothy McCarthy began a lumber business in Ann Arbor, Michigan, building farmhouses and barns. The company he founded in 1864, McCarthy Building Companies, is now a multi-billion dollar construction firm and one of the largest and most diversified commercial construction companies in America. This holiday season, McCarthy employees are once again giving back to the community by sponsoring and supporting a holiday food drive. They are online at: http://placerfoodbank. org/ New Construction Report Available For Free From Gilbane Buildng Company Gilbane Building Company has announced the publication of the Winter 2012 edition of Construction Economics – Market Conditions in Construction. Based on an array of economic data, construction starts, and material cost trends, this free report indicates an increase in construction spending. “Supported by overall positive growth trends for year 2013, I expect margins and overall escalation to climb more than we’ve seen in five years, particularly in the rapidly expanding residential side of construction.,” says Ed Zarenski, the report’s author and a 40-year veteran of the construction industry. The U.S. Census Bureau reported last week that construction spending in October was estimated at $872.1 million on a seasonally adjusted annual basis and up from September’s $860.4 billion. The October figure, 9.6 percent above year-ago levels, was largely boosted by more housing construction.

According to the report, margins are up 1% to 2% year over year for 2012. Once 2013 growth in nonresidential work picks up and both residential and nonresidential are active, the industry may begin to see some labor shortages and productivity losses, which will push up escalation. Also, as it did in 2012, even moderate growth in activity will allow contractors to pass along more material costs and increase margins. Potential impact of recent events: • According to the Associated General Contractors (AGC), Hurricane Sandy may not add any economic impact to the construction industry. For the most part, any funds directed to reconstruction will be diverted from some other potential or previously planned construction project and will be spread over a long time span. • Bond issues considered in the recent elections amount to just over half ($30+ billion) of what was approved in 2008 elections ($60+ billion), signaling a reduction in publicly funded work. Although late to the recovery, housing has “become the leading source of strength,” the report said. “Manufacturing had been leading the recovery due to strong business investment, exports and an improvement in vehicle sales,” the report said. “Manufacturing will continue to expand in the near term, but the industry has moved from leading the overall recovery to keeping pace with it. However, construction will be more of a growth driver in 2013. Home building is in recovery.”

Firms Sought For Elk Grove Aquatics Project Elk Grove city officials are seeking companies interested in designing, building, and operating an aquatics complex at the proposed civic center site before a formal request for proposals is issued next year. The proposed civic center site on 76 acres is located on the south side of Elk Grove Boulevard between Big Horn Boulevard and Laguna Springs Drive. The aquatics complex, which will cover about 20 acres, is planned to include a competition and training facility with an Olympic-size swimming pool, and a 10-meter Dive Tower. Elk Grove officials recently issued a request for qualifications in which companies would partner and submit a bid to design, build, and operate the aquatics complex at the civic center site in Madeira. Assistant City Manager Becky Craig said at a recent Elk Grove City Council meeting that city staff seeks a team that could handle all three aspects of the aquatics complex. A statement of qualifications from each team is due Dec. 21. The list of teams is scheduled for council approval in January with the request for proposals issued in February or March. HSR Adopts Disadvantaged Workers Hiring Policy The California High-Speed Rail Authority says it hopes to give preference in hiring to California community businesses and residents during construction of the California HighSpeed Rail Project, especially those

who live in so-called “disadvantaged areas” and those designated as “disadvantaged workers,” including veterans returning from military service. It says its newly-adopted policies also help remove potential barriers to small businesses, disadvantaged business enterprises, disabled veteran business enterprises, womenowned businesses, and microbusinesses that want to participate in building the High-Speed Rail system. “This policy is intended to help Central Valley communities where HighSpeed Rail is set to begin and unemployment is still very high,” says Dan Richard, chairman of the Authority’s Board of Directors. “The project will bring thousands of jobs to the area and our policy will make sure communities have a fair shot at getting these good paying jobs and career opportunities. High-Speed Rail will help build and strengthen the economy along the High-Speed Rail alignment, and throughout the entire region, as working people pay tax dollars that are desperately needed for community coffers.” $350 Million Casino Gets Approval The final major hurdle for the North Fork Rancheria of Mono Indians has been cleared that will allow the tribe to build its $350 million off-reservation casino on Highway 99, north of Madera. The assistant secretary of the Bureau of Indian Affairs made a final agency determination to acquire about 305 acres of land in trust for gaming purposes for the tribe on Nov. 26. Assistant Secretary Kevin Washburn’s decision represents the final federal approval step in the lengthy process


established by Congress to qualify newly acquired trust lands for tribal gaming. The next step is for the state legislature, that reconvenes in January, to ratify the compact the governor has already agreed to. The North Fork tribe has negotiated binding agreements with the county and City of Madera as well as the local water district, promising to mitigate potential impacts and provide more than $5 million annually in community funding for schools, roads, parks, public safety, economic development, and local charities, among other public programs and services. The tribe has also signed labor agreements and agreed to provide substantial funding to non-gaming tribes throughout the state. Roseville To Build Bridge Roseville has launched a design competition for two new pedestrian and bike bridges over Dry Creek between downtown and Royer Park. The new bridges, along with a Town Square now under construction in front of City Hall, will create a more walkable and lively downtown, officials say.

Amazon To Build In Tracy Amazon.com has announced that it will build a distribution center in Tracy. City Manager Rod Butler and Mayor Luis Molina said they knew the online retail giant was looking for a third California site. Amazon recently opened a distribution center in the Southern California city of San Bernardino, and a 1 million-square-foot center is under construction in Patterson. The Amazon fulfillment center in Tracy is expected to employ 1,000 people. It’s planned on 70 acres in the city’s northeast industrial area. Amazon won’t say how many people will be employed at the Patterson center when it opens in the spring, putting the number only in the hundreds. In information provided to Gov. Jerry Brown’s office of business and economic development, the online retailer estimated 350 jobs at its Patterson site, although officials noted that Amazon often expands distribution centers once it opens them. Tracy Mayor Brent Ives said that the Patterson center will focus on bulk

Sacramento Light Rail Gets Expansion Grant Sacramento Light Rail transit officials were ionformed last week that the federal government will grant them $135 million to launch full construction of a light-rail line from Meadowview to Cosumnes River College. RT officials say they will begin laying track in April, and have the four-mile line running by the end of 2015.

distribution, while the one in Tracy will use advanced robotics and offer better-paying jobs. $5.4 Million Lakeport Housing Project Saved The Lakeport City Council has voted to support a proposed affordable senior housing complex during a special meeting last week. “When redevelopment went away, I figured we’d lose the whole project,” Mayor Stacey Mattina said. “So when they were still interested in finishing it, I thought it was such an excellent thing for us.” Construction costs are estimated at almost $5.4 million. LEED Platinum status is a requirement of federal funding the project received. The approved agreement required Lakeport Pacific Associates to report to the council monthly about its efforts to hire locally and provide contact information for the person whom prospective subcontractors should contact about work available on the project.

The Rebirth Of Push-to-Talk Instant communications for mobile workforces join forces with modern technology. In today’s age of smartphones, tablets and lightning-fast 4G LTE wireless networks, you might not hear the push-to-talk (PTT) chirp often while strolling down the street or browsing a store. Consumer PTT has quieted over the last several years, as many people now use texting for short, quick messages. But PTT technology is far from obsolete. In business, when workers or supervisors need to get in touch immediately, there’s no substitute for it. Think about how long it takes to type and send a text message. Then consider how much faster you could speak those same

words. Placing a phone call, however, has its limitations. You can call only one person at a time unless you’ve set up a conference bridge. You have to wait while the phone rings, and you have no way of knowing whether the person you’re calling is available. Because PTT offers instant calling and group conversations, it’s been the de facto communications standard for years in a number of industries, especially construction. The technology employed by these businesses varies. Some use PTT over cellular, and some still have traditional two-way radios. What ties them together is the fact that communicating quickly

over PTT networks is deeply ingrained in and essential to their operations. At the same time, the technology landscape has changed dramatically in the past decade. Business owners who carry smartphones and tablets are starting to see legacy PTT services as clunky and outdated. Because of this perception, wireless carriers and service providers have been investing time and energy into modernizing PTT technology for the 21st-century workforce. The resulting solutions have the potential to propel PTT communications for years to come. Smarter Ways to Work In the U.S., smartphones have officially

outpaced feature phones as the preferred type of device. A recent Nielsen study revealed that 55 percent of mobile subscribers now carry smartphones, up from 41 percent a year earlier. Feature phones, lacking access to applications and email, were once the only option for PTT users. As more people have transitioned to smartphones in their work and personal lives, however, the need to support instant communications on more advanced devices has become clear. Today, wireless service providers offer PTT as an application that businesses can download to various types of smartphones. The next generation of PTT solutions can even work on phones without dedicated PTT buttons. On touch-screen devices, for instance, users can open up the PTT application, and then just tap an icon to begin talking. The extension of PTT services to a wide range of devices, not just traditional PTT phones, opens new possibilities for the technology. There’s no “one size fits all” when it comes to selecting devices for a business. In any given firm, employees have different needs. Consider the variety of workers in an average construction company. First, you have tradesmen responsible for physical labor such as framers, plumbers and electricians. This kind of occupation calls for a sturdy phone that can be dropped without breaking and can withstand exposure to dust, dirt, water and extreme temperatures. A foreman on a jobsite might also want a device that’s resistant to the elements, but his responsibilities likely include recording information, clocking workers’ hours and responding to emails as well. In this case, a rugged smartphone, combining toughness and advanced capabilities, makes the most sense. Employees that spend the majority of

their time away from the jobsite can select a standard smartphone without worrying about durability. Additionally, officebased personnel can access a PTT application from their personal computers to get in touch with on-the-go workers. Integration of PTT and Apps Many construction firms have stuck by their PTT networks because they need the speed, efficiency and agility that fast communications enable. Any service that can improve productivity on the jobsite is worth a second look for construction companies. The widespread use of PTT in the industry indicates businesses’ willingness to embrace technology that can help them work smarter, and in recent years, mobile applications have started to catch on. According to an Aberdeen Group study, 53 percent of organizations currently use mobile apps for field service. Field service applications help employees conduct an array of tasks, including filling out forms, submitting invoices, keeping track of hours worked on virtual time clocks and more. When you bring mobile apps and PTT together on a smartphone, the potential for efficient work multiplies. The Evolution of PPT Despite the benefits of migrating to a more advanced PTT service, some businesses have maintained the “If it isn’t broken, don’t fix it” attitude. They’ve been relatively satisfied with the decadesold PTT technology, and they see no need for change. But this approach won’t hold up much longer. The past year has ushered in a number of changes to PTT. One of the major networks, once heralded as the gold standard for PTT, is shutting down in June 2013. The Federal Communications Commission (FCC) has issued a narrowbanding mandate that requires licensees using channels in the 25KHZ band to deploy technology that achieves 12.5KHZ effi-

ciency by January 1, 2013. As a result, two-way radio users may be forced to replace their existing systems. Over the next several months, businesses that rely on PTT will need to make decisions. Companies with two-way radios have to choose either to narrowband or to switch to PTT over cellular. Those with legacy PTT networks must upgrade in order to avoid losing service entirely. For businesses selecting a new PTT solution, here are some considerations to keep in mind: • Wireless networks’ speed and coverage impacts the performance of PTT over cellular. It’s important to take a look at how PTT works in the areas where you do business. Not all PTT networks are designed for 4G LTE. Find out whether you have access to fast 4G LTE networks, and ask your service provider for a trial to determine whether the PTT solution meets your needs. • As you evaluate PTT services, take a close look at where each one is going in • the coming years. You don’t want to invest in new technology only to have it become outdated in a matter of months. Make sure your service provider has a plan in place for updates and enhancements to the technology. • Also consider the mobile applications and solutions that can complement PTT. You’ll have an easier time integrating apps with PTT if your wireless carrier offers a broad portfolio of field force automation solutions, mobile application development and device management tools and consulting services to help in the process. The next generation of the “walkie talkie” brings together advanced mobile technology and the long-standing requirement for instant communication. In an environment where everything moves quickly, modernized PTT solutions are sure to help your company stay ahead.

PCCA Member Simplifies The Complex Energy Codes. By: Schiller Cassell Architect, CEPE, LEED AP HERS I/Whole House Rater BPI Analyst/Envelope As a PCCA member and architect specializing in building performance, my primary role is helping contractors understand and apply the Title 24 Building Energy Efficiency Standards, in this case to a specific project. A contractor recently asked for help in preparing a bid proposal for a new residencebased on drawings from the late 1990s. Drawings were limited to plans, elevations and sections for a 2,300 SF single story with a slab-on-grade foundation. Notes and specifications were minimal with no HVAC information other than a condenser pad for a standard split system. He wanted to know the changes that would be needed to meet the 2008 Standards with the minimum number of HERS tests. Despite three code cycles, we modeled the house based on the original drawings, sug-

gested some design changes and achieved compliance with only two HERS tests, refrigerant charge and duct leakage. In this case, the major change was a reduction in total glazed area to the maximum allowed without penalty (20% total and 5% west elevation of total conditioned floor area, Package D, Climate Zone 12).For example, we reduced window height from six feet to five feet (3060 to 3050) and an external French door (modeled as a window) from eight feet to seven feet (2680 to 2670). An alternative would be to maintain the original window areas with high performance Low-E, and more expensive, glazing (a Ufactor/SHGC from .38/.37 to say .34/.19). In addition to the T-24 Report (CF-1R) meeting his requirements, we provided a summary of results, recommendations, alternatives, and tools that allowed him to modify the design and window schedule consistent with T-24 compliance. This approach allowed the contractor flexibility in resolving the final design and cost

with the owner without the cost and time of referring back to us for a compliance check until the design is finalized. Once we receive the final documents, we can revise the model and issue the final T-24 Report. In the absence of any major design change we expect minimal revision. We will also be able to check compliance for any construction changes, manage rebate applications, and minimize the potential risk of cost and delay of HERS testing. With each code cycle, the complexity of energy efficiency standards will increasingly affect building design, construction cost and project delivery. For example, according to the CEC (CA Energy Commission) the new 2013 Standards due out in 2014 will require 25% less energy for new residential (30% less for new nonresidential). Since the CEC relies primarily on the construction industry to achieve their energy efficiency goals, contractors should select their project teams carefully to minimize the risks of non-compliance throughout the project cycle.

Hypothermia Prevention With the onset of the winter months, State Fund would like to remind our policyholders of the hazards involved when working in the cold. When you are exposed to cold temperatures for a prolonged period of time, your body begins to lose heat faster than it can be produced. Prolonged exposure could result in the onset of hypothermia. However, hypothermia doesn’t occur immediately. How long it takes to set in depends on the type of exposure and your physical characteristics. Cold, wind, and water are the major factors that cause hypothermia as they all draw heat from the body. Other risk factors include age, physical condition, use of alcohol or certain medicines, and fatigue. The effects of hypothermia can range from mild to severe. In severe cases it can cause permanent damage to your heart and other vital organs and can be fatal. The most effective defense against hypothermia is prevention. Keep the following recommendations in mind if you work in conditions that are subject to extreme cold:

get wet and if you do get wet, put on wool clothing before you start shivering. • Be attentive to changes in the weather and stay alert for cold and wind—even a slight breeze carries heat away from the body. • Stop the exposure if you are unable to stay warm or dry, and leave the cold or wet environment. • If you are required to travel in extreme cold, particularly in remote locations, make arrangements with others so that they are aware of your travel schedule and route, and when to expect you. Recognize the early warning signs of hypothermia by looking for the “umbles”, which are stumbles, mumbles, fumbles, and grumbles. “Umbles” will help you to identify changes in motor coordination and levels of consciousness. Notice if your skin and lips turn blue-gray or

• Wear the proper clothing to provide effective protection against hypothermia. The greatest loss of body heat occurs through the head; wear a cap and several layers of loose fitting clothing along with boots, or warm socks and shoes. • Dress in such a manner that you avoid exposing your skin. In extreme cold, this may include gloves to protect your hands, a hooded jacket, and facemask/balaclava, or a scarf to protect your neck and face. • Stay dry when clothing gets wet. Wet clothing loses 90 percent of its insulating effectiveness. Put on rain gear before you

if your fingers, ears, and other extremities turn white. Other symptoms to be aware of are uncontrollable shivering, confusion, weakness, drowsiness, pain in your extremities, weak pulse, or shallow breathing. If symptoms are left untreated, your muscles may become rigid, your heartbeat becomes irregular, and you could lose consciousness. Coronary or respiratory failure will eventually set in resulting in death. If hypothermia does occur, get to a warm, dry shelter, remove wet clothing (replacing it with warm dry clothing), and keep warm with blankets. Drink warm liquids to raise your core temperature. Seek medical attention as soon as possible. Hypothermia is a life-threatening consequence of inadequate preparation for cold conditions. But it doesn’t have to happen to you if you dress properly and watch for early warning signs.

Housekeeping A clean job is a safe job’ is an old saying that has been around for many years. You may or may not agree completely with the saying, but if you have ever worked at a construction project that was cluttered with scrap material, you do know that good housekeeping plays a big part in maintaining a safe worksite. OSHA Regulation 29 CFR 1926.25 Housekeeping requires that ‘During the course of construction, alteration, or repairs, form and scrap lumber with protruding nails, and all other debris, shall be kept cleared from work areas, passageways, and stairs in and around buildings or other structures. Combustible scrap and debris shall be removed at regular intervals during the course of construction. Safe means shall be provided to facilitate such removal. Containers shall be provided for the collection and separation of waste, trash, oily and used rags, and other refuse. Containers used for garbage and other oily, flammable, or hazardous wastes, such as caustics, acids, harmful dusts, etc. shall be equipped with

covers. Garbage and other waste shall be disposed of at frequent and regular intervals. Housekeeping starts at the beginning of the shift and needs to continue throughout the entire workday. Don’t let scrap materials build up; dispose of them daily. Another common housekeeping problem arises with the use of welding leads, air compressor hoses, and extension cords. If placed improperly they become tripping hazards. Keep walkways free for passage. When stripping forms remember to pull the nails out or bend them over. A protruding nail can cause a nasty puncture wound. Scrap cardboard and packing materials left lying around provide excellent fuel for fires. Pop cans, lunch bags and food scraps or wrappers will attract rodents. Avoid potential fire and health hazards by disposing of these items properly. Housekeeping is a never ending process. Do your part by keeping your work area and adjacent walkways and stairs clean and orderly.

No doubt about it - if everyone does their share, good housekeeping will make Your Job a Safer Job!

At the end of each work shift the corridors shall be cleaned and vacuumed; and free of construction materials and debris. The installation of the of the work associated with the lateral lines serving the rooms off of the corridor and the rooms on the second floor shall be sequenced. Starting from the southwest end of the building and working back towards the mechanical room. Refer to Mechanical Drawings for construction sequencing order. Each work sequence shall be completed tested and accepted by the University prior to starting the next sequence. The Internet Accounts For 4.7% of the U.S. Economy

Survey Says: 77% of Americans would be willing to give up chocolate for an entire year, rather than go without the Internet. Only 21% though would give up sex, and an even smaller 7% would go without a shower.

According to a recent survey conducted by CNN Money, the Internet contributes more to the American economy than the entire federal government, according to a new study by the Boston Consulting Group. The Internet accounted for $684 billion, or 4.7% of all U.S. economic activity in 2010, Boston Consulting Group found. By way of comparison, the federal government, contributed $625 billion, or 4.3%, to the nation’s output. If it was considered its own separate industry, the Internet would also be larger than America’s education, construction or agricultural sectors.

In the retail sphere alone, e-commerce accounted for 5% of U.S. sales in 2010. “All businesses are increasingly digital and need to think about how to take advantage of these opportunities,” said Dominic Field, a BCG partner and co-author of the report. Boston Consulting Group predicts the Internet will grow about 10% a year through 2016 in the Group of 20 nations.
