News Briefs McCarthy Building Companies Food Drive Almost 150 years ago, an Irish immigrant named Timothy McCarthy began a lumber business in Ann Arbor, Michigan, building farmhouses and barns. The company he founded in 1864, McCarthy Building Companies, is now a multi-billion dollar construction firm and one of the largest and most diversified commercial construction companies in America. This holiday season, McCarthy employees are once again giving back to the community by sponsoring and supporting a holiday food drive. Canned food can be dropped off at any McCarthy office or jobsite trailer. Food collected by December 20 will benefit the Placer Food Bank located in Roseville. For more information about the McCarthy food drive, please contact Lisa Ritchey at 916-784-0628 or Erin Reed at 916-784-0648. About the Placer Food Bank: The Placer Food Bank is a vital link between food and the people who need it. They serve thousands of people through two primary channels – local food donors and our network of feeding agencies. From the largest community meal programs to the smallest grassroots food closets, the Placer Food Bank reaches people in need throughout Placer and surrounding counties. To learn more about Placer Food Bank, the work they do and how you can help, please call (916) 7830481. They are online at: http://placerfoodbank.org/ Housing Construction Rebounding North State BIA Reports The 195 new-home sales in the six-
county Sacramento region last month were the most for any November since 2008, the North State Building Industry Association reported. New-home sales were up a whopping 163.5 percent from November 2011. Year to date, builders have sold 2,435 houses in the communities it tracks, which is about a 70 percent boost from 1,428 in all of 2011. Whether anxiety over the so-called “fiscal cliff” affects new-home sales in December remains to be seen. Another limiting factor could be the paucity of new houses available for sale, analysts say. Few new housing tracts are opening and those that are open are selling out rapidly. With one month left to go this year, BIA CEO Michael Strech anticipates the 2012 total to exceed 2,500. The association tracks about 70 subdivisions, or about two-thirds of all active communities. About 37.5 percent of all sales last month were in Placer County. South Sacramento and Elk Grove accounted for about 30 percent of the activity, while Folsom and El Dorado Hills netted about 10 percent. More than half of all the deals were in the $250,000 to $400,000 price range. “Things are very encouraging,” Strech said. Looking ahead to 2013, CBRE estimates more than 3,500 new houses to be sold next year in the Sacramento region. Sutter Courthouse n Design Phase The good news is that the new courthouse for Sutter County isn’t on the discussion list for state officials meeting to see what court projects can be delayed. Instead, the courthouse — far enough along
in the planning to have artist renderings — is still on track to break ground next summer in Yuba City, near the county jail. “They’re into the design phase now,” said Teresa Ruano, a spokeswoman for the state Administrative Office of the Courts. If the project remains on track, it will go out to bid in the Spring and break ground next Summer. Redwood City Predicting “Construction Boom” According to Redwood City, residents should see a considerable “boom” in construction projects around town. “Redwood City is going to see a construction boom in 2013, as a variety of new building projects in and near downtown get underway, adding to the excitement of several projects that are already in construction,” City spokesperson Malcolm Smith said last week. “This means increased housing around downtown, along with new offices and retail, and the higher level of economic activity that these projects will support.” Projects in the piepline include: • Redwood Tower office, Middlefield Road & Winslow Street (breaks ground spring 2013) • 145 Monroe Street - 305 residential units (proposal in process) • 490 Winslow Street - 66 residential units (proposal in process) • 525 Middlefield Road - 471 residential units (proposal in process)

• 2808 El Camino Real - 45 assistedliving residential units (proposal in process) The downtown and near-downtown projects also include over 2,000 additional parking spaces for their tenants and workers, which will help to maintain the existing public parking throughout downtown. The Redwood Tower project will replace all the spaces in the Middlefield Road parking lot - which is the project site - and add an additional 800 spaces for office workers’ use during the day on weekdays, and for public use on evenings and weekends. Information on these and other projects in Redwood City is online on the City’s Community GIS (geographic information systems) page at www. redwoodcity.org/gis (click on “City Projects”). $306 Million Allocated By Caltrans For Various Projects The California Transportation Commission has allocated $306 million to 44 projects that will help ease traffic congestion, improve safety, and support economic growth.
state and federal dollars. Among the projects that received funding were: $18,191,000 to the City of Sacramento of the I-5 / Cosumnes River Blvd. Interchange to construct the interchange and extend the roadway. $1,402,000 to the Madera Department of Transportation for rail improvements from Avenue 12 Interchange improvements. $650,000 to Nevada County to reconstruct embankment at four locations, install new and upgraded drainage facilities, stabilize a severely eroded culvert and install downdrain to prevent further slumping of the embankment due to water infiltration. Additional work includes pavement digouts and shoulder widening. $4,735,000 to El Dorado County to replace drainage systems and install Best Management Practices (BMP) treatment for storm water runoff including sediment vaults and a force main to collect and treat storm water from Highway 50 in the city of South Lake Tahoe. Tribe Gets Okay To Build $350 Million Casino
“From one end of the state to the other, transportation projects are providing jobs and improving roads, bridges, and transit for people and businesses in California,” said Caltrans Director Malcolm Dougherty.
The final major hurdle for the North Fork Rancheria of Mono Indians has been cleared that will allow the tribe to build its $350 million off-reservation casino on Highway 99, north of Madera.
The allocations include $114 million from Proposition 1B, a transportation bond approved by voters in 2006. In total, $14.7 billion in Proposition 1B funds have been distributed statewide. The remaining $192 million in allocations came from assorted transportation accounts funded by
The assistant secretary of the Bureau of Indian Affairs made a final agency determination to acquire about 305 acres of land in trust for gaming purposes for the tribe on Nov. 26. Assistant Secretary Kevin Washburn’s decision represents the final federal approval step in the lengthy process

established by Congress to qualify newly acquired trust lands for tribal gaming. The next step is for the state legislature, that reconvenes in January, to ratify the compact the governor has already agreed to. The North Fork tribe has negotiated binding agreements with the county and City of Madera as well as the local water district, promising to mitigate potential impacts and provide more than $5 million annually in community funding for schools, roads, parks, public safety, economic development, and local charities, among other public programs and services. The tribe has also signed labor agreements and agreed to provide substantial funding to non-gaming tribes throughout the state. New Construction Report Available For Free From Gilbane Buildng Company Gilbane Building Company has announced the publication of the Winter 2012 edition of Construction Economics – Market Conditions in Construction. Based on an array of economic data, construction starts, and material cost trends, this free report indicates an increase in construction spending. “Supported by overall positive growth trends for year 2013, I expect margins and overall escalation to climb more than we’ve seen in five years, particularly in the rapidly expanding residential side of construction.,” says Ed Zarenski, the report’s author and a 40-year veteran of the construction industry. The U.S. Census Bureau reported last week that construction spending in October was estimated at $872.1
million on a seasonally adjusted annual basis and up from September’s $860.4 billion. The October figure, 9.6 percent above year-ago levels, was largely boosted by more housing construction. According to the report, margins are up 1% to 2% year over year for 2012. Once 2013 growth in nonresidential work picks up and both residential and nonresidential are active, the industry may begin to see some labor shortages and productivity losses, which will push up escalation. Also, as it did in 2012, even moderate growth in activity will allow contractors to pass along more material costs and increase margins. Potential impact of recent events: • According to the Associated General Contractors (AGC), Hurricane Sandy may not add any economic impact to the construction industry. For the most part, any funds directed to reconstruction will be diverted from some other potential or previously planned construction project and will be spread over a long time span. • Bond issues considered in the recent elections amount to just over half ($30+ billion) of what was approved in 2008 elections ($60+ billion), signaling a reduction in publicly funded work. Among the topics covered in this
comprehensive report are: • Construction Starts, Spending, & Costs • Material Price Movement • Trends and Costs for Structural Steel, Recycling Steel, & Copper • Architectural Billings Index • Current Inflation Forecast • ENR Index – BCI History This free report is available for download at http://info.gilbaneco.com/ construction-economics-winter-2012 Construction Predicted To Be A “Growth Driver” in 2013 In a quarterly report released last week, UCLA forecasters predict moderate U.S. economic growth next year, presuming a “benign resolution” to the set of tax increases and large automatic spending reductions that kick in beginning Jan. 1, known as the “fiscal cliff.” Housing will be a steady driver of the economy, the report says, a change from the last three years, when business investment and exports grew and housing and consumer spending lagged behind. Although late to the recovery, housing has “become the leading source of strength,” the report said. “Manufacturing had been leading the recovery due to strong business investment, exports and an improvement in vehicle sales,” the report
said. “Manufacturing will continue to expand in the near term, but the industry has moved from leading the overall recovery to keeping pace with it. However, construction will be more of a growth driver in 2013. Home building is in recovery.” Firms Sought For Elk Grove Aquatics Project Elk Grove city officials are seeking companies interested in designing, building, and operating an aquatics complex at the proposed civic center site before a formal request for proposals is issued next year. The proposed civic center site on 76 acres is located on the south side of Elk Grove Boulevard between Big Horn Boulevard and Laguna Springs Drive. The aquatics complex, which will cover about 20 acres, is planned to include a competition and training facility with an Olympic-size swimming pool, and a 10-meter Dive Tower. Elk Grove officials recently issued a request for qualifications in which companies would partner and submit a bid to design, build, and operate the aquatics complex at the civic center site in Madeira. Assistant City Manager Becky Craig said at a recent Elk Grove City Council meeting that city staff seeks a team that could handle all three aspects of the aquatics complex.

Putting New Energy Into Safety Safety has always been an important topic in our industry. However, with the onset of larger-scale jobs, increasingly stringent requirements from insurance agencies and tighter schedules, many contractors have had to revisit their longstanding safety practices. Taking a fresh look at safety can pay huge dividends by keeping all team members healthy and, in turn, by improving productivity. In some ways, we are victims of our own success. Our widespread focus on safety has resulted in many firms having longstanding programs, both in the field and in the office. Most companies today do a thorough job of keeping up with daily tasks such as reviewing jobsite emergen-
cy evacuation plans, conducting safety audits, updating accident investigation documentation and holding weekly safety meetings. However, there is danger in not revisiting even the most solid of programs. One of the most common safety mistakes employees make in the area of complacency is succumbing to denial that something bad could happen to them. John Jakimowicz, safety director at Madison Concrete Construction, notes the importance of addressing such a mind-set. “Whether you are a young employee starting out or you have been on the jobsite for years, you are not invincible,” he says. Jakimowicz adds that safety “has to start at the top and be communicated
throughout the organization.” In the last few years, Madison has witnessed the insurance industry pushing for increasingly stringent safety programs. In response, Madison has developed a program that not only uses safe equipment but trains on such equipment as well. Further, the superintendent and foreman are responsible for conducting daily inspections, and workers are required to inspect their equipment before use. Training Starts in the Office Safety should be emphasized throughout all facets of the organization. Companies can begin by adopting or developing a comprehensive safety policy and

in-house production of employee safety orientation programs. In addition, upper management should meet at jobsites on a weekly basis to review site safety. A specified safety committee should be established, too. Meeting on a monthly basis, the committee should take responsibility to review and discuss recent injuries from all jobs to make recommendations accordingly.
inforce safe practices, and in the field, weekly talks should be scheduled to review safety issues. According to Jakimowicz, it is important for these talks to focus specifically on a topic related to what is happening on the job at that time. For example, to prepare for the summer’s excessive heat, you can cover heat stress and heat-related injuries to prevent dehydration or similar accidents.
Finally, the field management team, along with project managers and estimators, should meet several times a year for additional education. Madison hosts such meetings and incorporates guest speakers to discuss safety trends.
Additionally, the superintendent and foreman should conduct daily task plans to share any potential challenges or important project details. One example is to use this time to warn workers of scheduled deliveries that involve large vehicles arriving on the jobsite. This information is crucial so that everyone can be aware of their surroundings at all times.
As Madison’s president, Jim Dolente Jr., puts it, “We don’t see safety as a goal, but as a way of conducting business and protecting our greatest resource—our employees.” Moving to the Field Hands-on training is important. Companies should establish routines that re-
The Role of Equipment In addition to having well-trained employees, it is important to use protective equipment that will help keep all crews safe. One key to success when choosing the right equipment is to have a good re-
lationship with your supplier, as they can provide guidance. Daily inspection of equipment is crucial. These inspections may seem tedious, but failure to conduct them can lead to serious injuries. Another aspect of equipment safety involves the proper operation of all tools, such as making sure all electrical currents are grounded. Not only is the safety of your workers important, but the safety of nearby residents and pedestrians should be taken into consideration as well. Using safety equipment such as sidewalk canopies for projects alongside walkways or major intersections, construction companies can ensure that everyone stays protected. Likewise, project deliveries involving large trucks require a trained flagger to ensure that pedestrians and drivers are cautious and aware of what is going on. As Jakimowicz says, “No one wants to see anyone get hurt.” Revisit your company’s safety plan to make sure you are proactively engaged in minimizing the potential for injury.

Understanding Complex Energy Standards By Schiller Cassell Architect, CEPE, LEED AP HERS I/Whole House Rater BPI Analyst/Envelope As a PCCA member and architect specializing in building performance, my primary role is helping contractors understand and apply the Title 24 Building Energy Efficiency Standards, in this case to a specific project. A contractor recently asked for help in preparing a bid proposal for a new residence based on drawings from the late 1990s. Drawings were limited to plans, elevations and sections for a 2,300 SF single story with a slab-on-grade foundation. Notes and specifications were minimal with no HVAC information other than a condenser pad for a standard split system. He wanted to know the changes that would be needed to meet the 2008 Standards with the minimum number of HERS tests. Despite three code cycles, we modeled the
house based on the original drawings, suggested some design changes and achieved compliance with only two HERS tests, refrigerant charge and duct leakage. In this case, the major change was a reduction in total glazed area to the maximum allowed without penalty (20% total and 5% west elevation of total conditioned floor area, Package D, Climate Zone 12). For example, we reduced window height from six feet to five feet (3060 to 3050) and an external French door (modeled as a window) from eight feet to seven feet (2680 to 2670). An alternative would be to maintain the original window areas with high performance Low-E, and more expensive, glazing (a U-factor/SHGC from .38/.37 to say .34/.19). In addition to the T-24 Report (CF-1R) meeting his requirements, we provided a summary of results, recommendations, alternatives, and tools that allowed him to modify the design and window schedule consistent with T-24 compliance. This approach allowed the contractor flex-
ibility in resolving the final design and cost with the owner without the cost and time of referring back to us for a compliance check until the design is finalized. Once we receive the final documents, we can revise the model and issue the final T-24 Report. In the absence of any major design change we expect minimal revision. We will also be able to check compliance for any construction changes, manage rebate applications, and minimize the potential risk of cost and delay of HERS testing. The complexity of energy efficiency standards will increasingly affect building design, construction cost and project delivery. For example, according to the CEC (CA Energy Commission) the new 2013 Standards due out in 2014 will require 25% less energy for new residential (30% less for new non-residential). Since the CEC relies primarily on the construction industry to achieve their energy efficiency goals, contractors should select their project teams carefully to minimize the risks of non-compliance throughout the project cycle.

The Internet Accounts For 4.7% of the U.S. Economy
Survey Says: 77% of Americans would be willing to give up chocolate for an entire year, rather than go without the Internet. Only 21% though would give up sex, and an even smaller 7% would go without a shower.
According to a recent survey conducted by CNN Money, the Internet contributes more to the American economy than the entire federal government, according to a new study by the Boston Consulting Group. The Internet accounted for $684 billion, or 4.7% of all U.S. economic activity in 2010, Boston Consulting Group found. By way of comparison, the federal government, contributed $625 billion, or 4.3%, to the nation’s output. If it was considered its own separate industry, the Internet would also be larger than America’s education, construction or agricultural sectors.
In the retail sphere alone, e-commerce accounted for 5% of U.S. sales in 2010. “All businesses are increasingly digital and need to think about how to take advantage of these opportunities,” said Dominic Field, a BCG partner and co-author of the report. Boston Consulting Group predicts the Internet will grow about 10% a year through 2016 in the Group of 20 nations.
