News Briefs $200 Million Project In San Francisco Gets Approvals Emerald Fund is ready to start the $200 million transformation of 100 Van Ness from a concrete office tower to deluxe apartments after the Planning Commission approved a request to drop the number of affordable units. The construction loan and the contract with Plant Construction is expected to be finalized within the month. The unanimous vote allows the Emerald Fund to implement a 20 percent reduction in on-site below market rate units on the Civic Center redevelopment of the former California State Automobile Association headquarters. The change, which is consistent with the Prop C ordinance San Francisco voters approved in November, will reduce the number of below market rate units from 60 to 48. In a letter to the Planning Commission Emerald Fund Chairman Oz Erickson warned that failure to win the BMR reduction would jeopardize a $147 million construction loan that Prudential Mortgage Capital Co. has agreed to provide. While Prudential’s underwriting department has approved the loan, the financial terms of the agreement are contingent on the 12 percent inclusionary requirement. In addition, Emerald Fund’s equity partner, the National Electrical Benefit Fund, has made it clear that it would be quick to keep the building as office space should the housing conversion catch any snags. San Jose May get New Airport Facilities Signature Aviation, a British firm, wants to construct an $82 million private airport for executives of Google
Inc. at Mineta San Jose International Airport. The new airport would include hangars and ramp space “accommodating the largest business jets” for Mountain Viewbased Google on the grounds of the San Jose airport. The firm would develop a 17,000-squarefoot terminal, a 33,000-squarefoot building for offices and retail shops, a 66,000-square-foot hangar, 18.5 acres for aircraft parking and a 300-space car parking lot. A five-member evaluation panel of San Jose airport and other officials has selected Signature’s plan after giving it a rating of 991 out of a possible 1,000 points, over two other proposals deemed not acceptable. Under its proposed 50-year lease with San Jose, Signature would build the airport as a partner with Blue City Holdings San Jose LLC, a company that represents the private jets owned by Google executives, according to Sherry. are on track to begin next year. The timeline for the project is not yet set, but East Bay Municipal Utility District officials expect work to get under way as early as fall 2014, starting with the addition of reinforced steel and replacement of old hardware at the dam’s outlet tower. Work to excavate and replace unstable soil on the dry side of the dam will begin as soon as spring 2015 and finish later that year. The upgrades come after a 2005 seismic report found the outlet tower could be rendered inoperable and the dam wall could crack in the event of a large earthquake. Built in 1874 and owned by the EBMUD, Chabot Dam is located less than a third of a mile away from the Hayward-Rodgers Creek fault and less than 19 miles from the San Andreas fault. EBMUD officials say the dam, holding back 3.3 billion gallons of water in the Lake Chabot Reservoir, is safe since its 30-footwide containment wall rests 23 feet above the water line and it is only at risk of settling 3½ feet in an earthquake. The utility district is drafting an environmental impact report that it will release in the fall followed by requests for public comment. Preliminary EBMUD estimates place the total project cost at $13.7 million, though the district is hoping a state grant will offset most of that cost. Sutter Home Winery To Expand Facilities Sutter Home Winery will be expanding its west-side crushing plant over the next three years, which could result in 400 new jobs for Lodi. The expansion is estimated to cost $200 million.

When the three-year project is complete, the plant’s crushing capacity will increase from 100,000 tons to 200,000 tons per year. There will be more fermenting and wine storage capacity, and wine will be packaged in a high speed bottling line and shipped out in a fully automated distribution warehouse.
The $12 million project will include apartments, condos, and units where you can both live and work. The development spans an entire block and will be built around the former museum and a former theater building on Fulton Street. Darius Assemi, the president of Granville Homes, said Granville and its GV Urban division are committed to helping the revitalization efforts in Downtown Fresno.
Museum Makeover Funded The Randall Museum in San Francisco will be getting a $6 million face-lift. A state grant will pay for most of the construction costs to double the area of the exhibit and programming space in the aging Corona Heights building The $5.5 million grant is the largest that the city has received from the California Department of Parks and Recreation under Proposition 84 in 2006, which allocated $5.4 billion to foster environmental awareness programs. Ridgecrest To Spend $300,000 On Rehab Work The Ridgecrest City Council has submitted its application to Kern County for $150,000 toward citywide plan mapping areas that needed ADA ramps, in addition to ramp construction and $147,280 toward a rehabilitation of the Ridgecrest Senior Center located on Warner Street. The city’s fair share of CDBG money for the next fiscal year is $132,250, on top of $168,066 left over from a previous Norma Street project. $12 Million Fresno Project Is Announced Granville Homes has unveiled its newest project in downtown Fres-

City of Pacifica Gets Grant For Construction The City of Pacifica Department of Public Works received an advisory last week from the National Fish and Wildlife Foundation that grant funds in the amount of $250,000 has been allocated from the Cosco Busan Oil Spill Settlement — Recreational Use Program to the City of Pacifica to support the Pacifica Pier Restoration Project. The Pacifica Pier Restoration Project will repair the concrete deck covers and replace the missing sections of deck railing and wood coping at the Pacifica Municipal Pier. This project will also replace the corroded and missing pier deck lighting and electrical wiring. The City will be combining this grant with a previous grant received from the Wildlife Conservation Board in the amount of $249,000, bringing the total project budget to $499,000. Solano Transportation Authority To Acquire 2.69 Acres For Project The eminent domain process has
begun for properties next to the Solano Transportation Authority’s construction project for the westbound Interstate 80 to westbound Highway 12 improvements. STA plans to acquire 2.69 acres as well as a Pacific Gas and Electric pipeline. The fully funded $110.4 million project aimed at improving operations and safety, and providing additional capacity, according to STA staff, will, among other things, improve connections of westbound I-80 to Interstate 680 and Highway 12. Additionally, the project also includes constructing or improving interchanges at Highway 12/Red Top Road, I-80/Red Top Road, I-80/Green Valley Road and I-680/ Red Top Road. Pittsburg School To Become Apartments The old Central Junior High School, which has been vacant for more than four years, is slated to become an apartment community. The property is located near the intersection of Loveridge Road and Stoneman Avenue. Pacific West Communities wants to build up to 200 units of multifamily housing and apartments. Construction is expected to begin in the Fall.

Step Up To Ladder Safety Ladders are standard equipment on most construction sites. Unfortunately, hazards from misusing ladders commonly occur, resulting in a surprisingly high accident rate. Ladder-related hazards are also a prime Occupational Safety and Health Administration (OSHA) target and one of the most frequently cited violations, yet ladder safety is often overlooked. Follow these basic ladder safety training elements to prevent hazards:
the base firmly on a solid surface, keep ladder rungs horizontal, make sure the top of the ladder extends at least 3 feet beyond the roof edge or support point, and keep both side rails resting firmly against the roof edge or support point.
1. Ladder Selection - Tell workers to choose ladders based on the weight load limit, extension length and type of ladder (i.e., workers should avoid metal ladders if they might have contact with electricity). 2. Maintenance and Inspection Require workers to inspect ladders before use, and check for cracks in rungs or side rails; missing or weakened rungs; damaged tie rods; mud, grease or oil on rungs or side rails; and damaged welds or loose screws on metal ladders. 3. Carrying and Moving Ladders Instruct workers to ask for help when carrying heavy or extra long ladders, check the area for overhead power lines or other obstacles before moving ladders, and carry ladders horizontally, not vertically. 4. Ladder Setup - Train workers to set up ladders at a 4:1 angle, anchor

5. Climbing- Teach workers to maintain three points of contact (hands and feet) with the ladder when climbing, hold the side rails rather than the rungs, carry tools in a tool belt, avoid extending too far left or right from the center of the ladder, and allow only one person to climb one at a time.

When your business is ‘married’ to a Qualifier for your contractor’s license, can you ‘divorce’ them and keep the license if trouble develops? When you replace a Qualifier is your Joint Venture license still legit? A contractor’s plan may go ‘down the drain’ if he can’t get the right answer in Nevada… Q: I have a question regarding our electrical license. We obtained the license by hiring a Responsible Managing Officer (RMO) who already had the electric classification. I would like to know how we could separate ourselves from the RMO. Are we able to apply independently after a certain number of years? A: You can replace your RMO at any time with an employee or Officer of your company that can show at least four years of electrical experience, and pass the law and trade exams. In certain circumstances, an Officer who has been listed on the license for at least five years can apply to replace the RMO and request a Waiver of the exams. In order to qualify for the Waiver, the Officer would need to show that, he/she, have been continually employed by the company in a supervisory capacity in the same classification being applied for. Q: We used your company to help us obtain our company license and also several Joint Venture licenses. We recently replaced our former Qualifying individual on our company license with a new one. Is there anything we need to do with regards to the Joint Venture (JV) licenses?

A Joint Venture license is made up of two or more entities, and as long as each entity’s license remains active and in good standing, the Joint Venture licenses will also remain active and in good standing (assuming you continue to renew the JV licenses of course!)

Hard Hats The average hard hat weighs about 14 ounces. That’s less than one pound. The average man’s head weight is 14 pounds, so there’s an ounce of protection for every pound of head -- provided that the head protection is worn. The brain is the control center of the body. The slightest damage to any part of the brain will cause malfunction of some area of the body. The skull, under normal circumstances, protects the brain, but when there is a possibility of injury from falling or flying objects, additional protection is needed -- that’s why you have a hard hat! It provides an additional layer of protection for your brain, which could mean the difference between life and death or serious injury.
hard hat is designed to deflect falling or flying objects and to absorb some of the shock of impact. Additional shock is absorbed by the suspension system, which distributes the force over a larger area of the head and neck.
OSHA, employers, unions and insurance companies all insist that hard hats be worn to insure workers’ safety. Why? Because they work!
Some workers complain about the weight of their hard hats and that they are uncomfortable to wear, especially in warm weather. These complaints are unacceptable. The average, modern hard hat weighs about 2 pounds less than the helmets worn in World War II, the Korean War & Vietnam. Regarding so-called discomfort from heat -- hard hats provide the head with a cover of shade, and air is able to circulate around the head between the suspension and the outer shell. Hard hats are a very important part of your protective equipment.
As an object falls it picks up speed and force. It may be hard to believe but even an object as small as a washer or bolt can kill you or inflict massive damage to your brain if it strikes your unprotected head. Your

ADVERTISEMENT FOR CONTRACTOR PREQUALIFICATION Subject to conditions prescribed by the University of California, Davis, responses to the University’s prequalification documents for a Lump Sum contract are sought from prospective bidders for the following project: Watershed Science Research Center Stucco Investigation - Repair, Project Number: 2827310 PREQUALIFICATION OF PROSPECTIVE BIDDERS: The University has determined that General Building Contractors “B” bidders who submit bids and C-35 Lathing and Plastering subcontractors who work on this project must be prequalified and will be required to have current and active California contractor’s license(s). General Building Contractors planning to selfperform the C-35 Lathing and Plastering Work must also complete the C-35 Prequalification Questionnaire. GENERAL DESCRIPTION OF WORK: The University is seeking a contractor for stucco repair, reveal, replacement and elastomeric acrylic overlay with fully embedded mesh. Work also includes repair of window sill end dams. Work consists of selective removal and replacement of cement plaster, control joints, trim and flashing. This work includes all horizontal joints and all joint transitions, selected vertical joint repairs, replacement of all interior window sill end-dams, and removal and replacement of parapet caps. All cracks over 1/32 inch shall be routed and repaired, leaving all cement plaster surfaces level. Work to include cleaning and wet sandblasting the entire exterior and cleaning and caulking all joints. Finish with re-coating entire exterior with a textured elastomeric finish system, including embedded mesh. A portion of the work will be performed “off-hours”. Contractor shall provide enclosed scaffold. The Internet Accounts For 4.7% of the U.S. Economy
Survey Says: 77% of Americans would be willing to give up chocolate for an entire year, rather than go without the Internet. Only 21% though would give up sex, and an even smaller 7% would go without a shower.
According to a recent survey conducted by CNN Money, the Internet contributes more to the American economy than the entire federal government, according to a new study by the Boston Consulting Group. The Internet accounted for $684 billion, or 4.7% of all U.S. economic activity in 2010, Boston Consulting Group found. By way of comparison, the federal government, contributed $625 billion, or 4.3%, to the nation’s output. If it was considered its own separate industry, the Internet would also be larger than America’s education, construction or agricultural sectors.
In the retail sphere alone, e-commerce accounted for 5% of U.S. sales in 2010. “All businesses are increasingly digital and need to think about how to take advantage of these opportunities,” said Dominic Field, a BCG partner and co-author of the report. Boston Consulting Group predicts the Internet will grow about 10% a year through 2016 in the Group of 20 nations.
