News Briefs Caltrans Plans To Spend $12.4 Billion On Work In 2013 2013 will see a record number of California highway construction projects valued at $12.4 billion, as Caltrans takes on record year for construction. In the Sacramento region, drivers can expect work to continue on some of the areas busiest highways. On a section of Interstate 80 known as “across the top,” Caltrans is spending $133 million adding carpool lanes and auxiliary lanes from West El Camino Boulevard to Watt Avenue. One of the biggest projects won’t start until later this summer, but will have a major impact on motorists. Caltrans plans to close most of the lanes of Highway 50 in an area known as the “Crosstown Freeway” for a 30-day period while they resurface the road. The deck on that bridge needs to be rehabilitated. Also starting this summer, Crews will begin building a carpool lane from Laguna Boulevard to Interstate 5. The project is part of an effort to integrate the region’s carpool and bus lanes into one continuous system.

The developer says it wants the project to fit into the surrounding neighborhood. It may take as long as three years for Forest City to hammer out the details with the port. But the city has already signed off on a $100 million project to fix up half a dozen buildings. “Our job is to come in and basically make them safe and then lease them out and bring them back to life,” said James Madsen from Orton Development. Orton Development will also work on the project. It imagines an old power plant could become a restaurant. Offices of that once housed steel executives could be where new industries are created. Orton hopes to begin work
$242 Million Revitalization Plan A long-neglected stretch of the San Francisco waterfront is on the verge of a major transformation. At the heart of the project is a makeover of Pier 70 at the foot of Potrero Hill. The plans call for new shops, restaurants, and small manufacturing facilities. Where ships once launched, there will be a new bay front park. Developer Forest City will devel-

later this year. The port wants to break ground on the new park in 2014 and Forest City is aiming to start work in 2016. The city says together, these projects will help remake Pier 70. Busy Construction Year Planned For Porterville A slew of major capital projects scheduled to either break ground or make significant progress this year have city officials looking to sunny days ahead. One of the first projects to begin construction is the widening of the Plano Street bridge at the Tule River in May. The long-awaited project was meant to break ground in the fall of 2011 but was delayed because of further state-required environmental review. The more than $9.3 million project involves the widening of the existing bridge from two to four lanes, the construction of pedestrian sidewalks

Porterville City Manager John Lollis said that many of the upcoming projects will help improve connectivity between downtown and the $93 million South County Justice Center, scheduled to open in October. The new four-story, 96,000-squarefoot courthouse, which received initial funding in 2007, broke ground in late February 2012. State and city officials have said it will not only replace the current overcrowded Porterville Courthouse, but that it will also pump approximately $3 million annually into the local economy and contribute significantly to the revitalization of downtown Porterville. A $446,000 TEA (Transportation Enhancement Activities) grant from the California Department of Transportation will help pay for pedestrian walkway improvements along Oak and Garden avenues, which officials say will also facilitate pedestrian traffic from the courthouse to Main Street, and vice versa. Enhancements to Oak Avenue will include the removal of damaged concrete sidewalk, the construction of a 10-foot wide pedestrian walkway with decorative brick or stamped and colored concrete. Improvements also include the planting of Pistachio trees, and the installation of nostalgic-style street lamps, identical to the existing lights found along Main Street, benches, a full irrigation system and a mural. The mural will capture the founding of the 150-yearold city. The project will cost

roughly $398,000 with $224,000 in TEA funds covering more than 88 percent of the expenses and Measure R — Tulare County’s half-cent sales tax — covering the remainder. Enhancements to Garden Avenue will be the same as the ones along Oak Avenue, minus the mural. Total estimated project costs are $477,000, with the TEA grant covering about 88 percent of the costs and Measure R taking care of the rest. Construction Rebounds and Unemployment Claims Drop To Five-Year Low The number of Americans seeking unemployment aid fell last week to the lowest level in five years, evidence that employers are cutting fewer jobs and may step up hiring. The Labor Department said Thursday that weekly unemployment benefit applications dropped 5,000 to a seasonally adjusted 330,000. That’s the fewest since January 2008. The four-week average, a less volatile measure, fell to 351,750. That’s also the lowest in nearly five years. The once-battered housing sector is recovering, which is boosting construction and home prices. Home builders started work in 2012 on the most new homes in four years. And sales of previously occupied homes reached their highest level in five years ast year. More home building will likely increase job growth. In December, the economy gained 30,000 construction jobs - the most in 15 months. And economists expect construction firms to add more jobs this year as the housing recovery strengthens.

Patrick Newport, an economist at IHS Global Insight, forecasts that construction companies will add 140,000 jobs this year, up from a 18,000 in 2012. Dublin To Build New Elementary School The Dublin school district has commissioned architects to design the new school for 900 students to be located at Positano Parkway and East Cántara. The campus site is in an area with many new homes and more planned. An early rough estimate of the construction cost is $47 million. District officials say they are hoping to award a construction contract this summer. The new school will be the first two-story elementary school in the Dublin public school system -- a reflection on how land is getting pricier and scarcer in town after years of fast growth. Building single-story classroom buildings wouldn’t leave enough space for turf fields and blacktop areas for students to play, said Kim McNeeley, the district’s facilities manager. $12.5 Million Provided To Aid SMART Construction Regional transportation planners have approved $12.5 million for Sonoma-Marin Area Rail Transit (SMART) to rebuild tracks as far north as Airport Boulevard and to possibly add a new station there. The MTC allocated $750,000 to design the project and $11.7 million for construction of the track and station. The money comes from Bay Area bridge toll revenue and was requested by state Sen. Noreen Evans, D-Santa Rosa. SMART is now rebuilding track,
building stations and buying rail cars, at a cost of about $360 million, to start service between Guerneville Road in Santa Rosa and downtown San Rafael in late 2015 or early 2016. Development Plans In Petaluma Pacifica Companies, based in San Diego, has purchased three vacant acres near Petaluma’s planned downtown train station, sparking discussion of what kind of development is appropriate at such a significant location. Pacifica spokesman Scott Russell said plans for the site are very preliminary, but probably will include residential housing — condominiums or multifamily units — on the upper floors and mixed-use retail on the ground floor. The company is also discussing a partnership with Petaluma Ecumenical Properties for low-income, senior housing, said Russell, the company’s director of acquisition and development. Sacramento Streamlines Permit Process As part of Sacramento Streamline, the City of Sacramento announced a pilot program aimed to further improve the efficiency of the building permit process and help ensure that all work performed is done safely. Dubbed the Accelerated Minor Permit Program, this new service – which will go live mid-February – will allow licensed contractors to purchase permits for specific minor installations and repairs. The cost savings of purchasing permits in bulk could be up to 75 percent. The first available permit would include water heaters for residential and commercial customers, with other work including re-roofs and electrical circuits to follow shortly thereafter. The program will allow licensed contractors to immediately purchase permits, in groups of five, for specific
minor installations and repairs, at a reduced cost. As part of the program, City staff will randomly inspect one installation per grouping, to make certain work performed is done correctly. The City hopes the program encourages contractors and residents to obtain a building permit for a variety of minor projects. Other streamlined improvements are on the horizon, including e-permit – a convenient tool to obtain building permits online without having to come to the City’s public counter. Contractors interested in the program should contact Community Development at cdd-news@cityofsacramento.org to be added to the mailing list for future updates Click here. $2.5 Billion Spent, $2 Billion More Needed Inspectors taking the first-ever inventory of flood control systems overseen by the federal government have found hundreds of structures at risk of failing and endangering people and property in 37 states, including in California. Levees deemed in unacceptable condition span the breadth of America. They are in every region, in cities and towns big and small: Washington, D.C., Cleveland and Dallas, Augusta, Ga. and Brookport, Ill., as well as California. After Hurricane Katrina in 2005, California voters approved nearly $5 billion in bonds to shore up the state’s aging flood protection system. With more than half the money spent, officials say they need up to $12 billion more to finish. In Sacramento, a 42-mile-long levee along the Sacramento and American rivers protects the Natomas area, a flood-prone basin transformed from cropland into a community of 100,000 with an airport, nearly three dozen
schools and two interstates. That levee received an unacceptable rating by the U.S. Army Corps of Engineers. But, at this time, only about half the $810 million needed for upgrades has been raised from state and local sources. The city is seeking federal financing of the rest. Were it to fail, “it would be beyond catastrophic,” said Angelique Ashby, the city’s vice mayor. The poor rating led federal emergency officials to impose strict building limits that have prevented homeowners from making repairs and delayed construction of schools and a police station, she said. “This is going to be a national problem and it just hasn’t dawned on people how big it’s going to be,” said Jeffrey Mount, a levee management specialist and founder of the Center for Watershed Sciences at UC Davis. “We’re in a never-ending cycle of flood and rebuild.” As of Jan. 10, the Corps had published ratings for 1,451, or 58 percent, of the levees. Of those, 326 were unacceptable, 1,004 were minimally acceptable with deficiencies that need correcting, and 121 were acceptable. Local governments and districts are responsible for upgrading unacceptable levees. In Yolo County, most levee maintenance is the responsibility of local reclamation districts, said Panos Kokkas, the county’s director of public works. Reclamation districts are funded and governed by property owners whose lands the levees protect. Kokkas said there are several such districts along the Sacramento River and Cache Creek, and that they are overseen by the state Department of Water Resources’ Central Valley Flood Protection Board.

Measure your financial ratios against top perfo Benchmarking is the process of comparing your company’s financial performance against its historical performance, against industry standards and against top industry performers. Additionally, companies can benchmark performance against top performers in other industries that share similar operational characteristics. Doing so can not only help your company align its business goals with its operational process but also provide you with a road map to uncovering continuous performance improvement opportunities. Performing financial benchmarking is not a difficult task, as long as you’re able to gather reliable financial data on a consistent basis. One of the key elements of benchmarking is seeing the trends and improvements in your company’s financial ratios over time once the data is plotted in a graph. This can help provide a reasonable prediction of future performance. By identifying these trends, companies engaged in benchmarking can also detect any underlying problems with their performance or operations. For example, you can examine the days of payments in accounts receivable, which indicates the number of days a company takes to collect outstanding payments. A low number means a relatively fast collection and thus greater liquidity, while a higher number would indicate constrained

cash flow and a need to borrow to satisfy obligations as they become due. Furthermore, a higher number may be indicative of staff shortage, performance issues, inefficient billing processes or communication issues between the billing department and operations. In a case such as this, an investigation of the system controls and operational processes related to the identified issue may yield possible solutions. Let’s assume you’re the owner of a $50 million construction company and your goal is to either increase profitability while sustaining the current size of the company or increase revenue in the next five years to gain market share. What would be your plan to achieve these goals? What should your company’s balance sheet look like in order to successfully compete in the market and fulfill the proper surety requirement? A starting point should be comparing your company’s performance to the industry standard and top performers. Here’s how that might look: • Increase Profitability - Profitability can be measured by your return on equity (ROE) and gross profit as percentage of revenues. If upper quartile performers in your trade generate $0.46 in profit for every $1 in net assets employed, then the ROE is 46 percent—a specific target for you to try to achieve by means such as

identifying and reducing any inefficient use of net assets from your operations. Further benchmarking may include your revenues-to-net-fixedassets and depreciation-expense-torevenues ratios. A lower ratio of the former and a higher ratio of the latter may be indicative of under-utilized fixed assets, resulting in excess inventory and the additional costs arising out of such an excess. Regardless of the inefficiency uncovered, benchmarking can be the first step to identifying problems and improving profitability. • Increase Revenue - A revenue growth plan can be daunting, and it requires significant planning. During the process, you may look to the industry statistics of best-in-class performers who generate twice as much revenue as you. In doing so, you have the opportunity to identify practices— financial or otherwise—that allow you to grow your company’s revenue. Along with allowing companies to improve the monitoring of their current performance, benchmarking can also serve as a tool to prepare for change in the future. Such a benefit would arise specifically when market conditions change and lenders and sureties increase scrutiny of your financial well-being and performance. If these lenders and sureties begin to impose tougher financial covenants, companies that have been engaging

ormers to maximize your company’s efficiency in benchmarking—actively analyzing their financial performance and how changes in various practices affect ratios—will be prepared to adapt to new requirements much quicker than their competitors. Benchmarking is a powerful tool when consistently used for a long period of time to discover how your company compares to others, to determine the trajectory of its performance and to identify possible areas of improvement. However, real improvements will come only after making thoughtful business decisions based on a careful analysis of the available data.

Solar Power Adds T By: Christopher Martin and Mark Chediak Booming rooftop solar installations in California are bringing an unwelcome surprise to the homes and businesses that don’t have the devices: an extra $1.3 billion added to their annual bills, more than half of that for Pacific Gas & Electric customers. Power companies in the state, the nation’s biggest for solar power, are required to buy electricity from home solar generators at the same price they resell it to other customers, meaning utilities earn nothing to cover their fixed costs. The rules are shortsighted because eventually rates must be raised to make up the difference, according to Southern California Edison, which has joined with competitors to estimate potential losses. As more homes and warehouses get covered in solar panels, higher rates imposed on traditional consumers risk a growing conflict between renewable-energy advocates and power companies that foresee a backlash in California and 42 other states with similar policies. The tension has also emerged in countries including Spain and Germany, where solar investments are curbing investment in the power grid. “You get into a situation where you have a transmission and distribution system with nobody paying for it,” said Akbar Jazayeri, vice president of regulatory operations at Edison, a unit of Edison International and California’s second-largest electric utility.

To deter losses as solar abounds, states typically set a cap on the amount of photovoltaic power utilities must buy under what is called net-metering policies. Those allow a meter to run backward during the hours a day when a home or business is selling the power to the utility. California’s limit is 5 percent of a utility’s aggregate peak load. New customers About 20,000 customers of San Diego Gas & Electric had connected 146 megawatts of solar panels to its grid as of Nov. 1, accounting for 1.2 percent of its peak load. The company is adding 409 new net-metering customers a month, said Stephanie Donovan, a spokeswoman for the state’s thirdlargest utility. SDG&E can’t collect about $18 million to $20 million a year in grid costs from customers with rooftop solar panels, according to Dan Skopec, vice president of regulatory affairs for San Diego’s Sempra Energy, the utility’s owner. The utility will be shifting about $200 million in annual costs to customers without panels when the state reaches its cap, Skopec said. Solar customers “avoid charges, not just for energy, but also the costs of the transmission and distribution system,” he said. “That’s why we say it is not sustainable.” Pacific Gas & Electric, the state’s biggest utility, will pass on about $700 million in annual costs to people with-

out solar systems when the state hits the cap, according to Denny Boyles, a spokesman. Southern California Edison will transfer about $400 million annually, according to spokesman David Song, for a total of $1.3 billion from the three utilities. That’s about 3.9 percent of the $33.5 billion spent on electricity in 2010 in California, based on the latest figures available from the U.S. Energy Department. “The problem exacerbates with each new system that goes on a roof,” said Mark Bachman, an analyst at Avian Securities Inc. “Utilities will need to get reimbursed for their grid costs by a shrinking number of consumers.” California utility customers installed 245 megawatts of solar panels in 2011 and have already added more than Christopher Martin and Mark Chediak are Bloomberg writers. California revised the way it calculates its limit in May, effectively doubling to about 5 gigawatts the amount of solar energy that state utilities will eventually be required purchase. California utilities oppose efforts to expand net-metering programs. Solar customers, who typically sell power to the grid when the sun is shining and use the income to offset charges for using electricity at night or on cloudy days, “are just using our system as a storage device,” said Jazayeri. “They should pay something for that service.” So far, regulators haven’t been sympathetic to utilities’ complaints about rooftop solar power. The California Public Utilities Commission in January rejected San Diego Gas’ request to impose a “network use charge” that would have added a fee to customers with rooftop solar panels. Easing stress And solar developers say rooftop systems actually benefit the power grid by providing power during the hottest parts of the day. That eases stress on
wires and transformers and helps utilities defer maintenance and upgrades, said Todd Pedersen, chief executive officer of Blackstone Group LP’s Vivint Inc., which installs residential solar. “We need an honest cost-benefit analysis of adding distributed solar to the grid,” Pedersen said. “It’s in everyone’s interest to resolve this now, because I see no signs of slowing as solar becomes cheaper than the utilities in most states.” People in other countries are protesting higher rates stemming from netmetering programs. In Germany, the world’s largest market, Chancellor Angela Merkel is facing a backlash against higher power bills related to renewable energy. Grid fees will boost household bills an average of 10 percent next year, according to industry analyst Verivox. ‘Not sustainable’ Permitting net-metering programs to grow indefinitely is “not sustainable,” said Assemblyman Steven Bradford, D-Gardena (Los Angeles County). He wrote legislation that was approved in August requiring the state to conduct a detailed study on the economic impact of rooftop panels before making any additional changes to the cap. He expects the study to show net metering has a negative impact on utilities and customers who don’t have solar systems. “You can’t purchase wholesale power at retail prices and not affect your bottom line,” Bradford said. “Utilities are seeing it already.”

An RME must be a bona fide employee of the firm and be regularly employed by the firm and actively involved in the operation of the business at least 32 hours per week or 80 percent of the total business operating hours per week, whichever is less. That being said, there is no wage requirement for RME’s so technically you can pay him “piecemeal” as long as he is on payroll and receiving wages at least 80 percent of the time that you are actively engaged in projects. A: The CSLB does not have any rules or regulations with regards to who can or cannot own a licensed corporation. When applying for a license, the CSLB does require you to disclose how much equity the qualifying individual has in the company (if any), however they do not look in to ownership beyond that. As long as your client intends to continue to do business as a corporation, and not as an LLC under the guise of a corporation, there is no need to inform the CSLB of the ownership transfer. Dealing With Distractions In many work situations, distractions and interruptions are unavoidable. Some distractions can even lead to workplace injuries. However, many of these incidences can be controlled or prevented. Regardless of the distraction, your first priority should be to keep your mind and your focus on your safety and the safety of others, and then focus on the task at hand. Workplace distractions can result in work errors or accidents. Before addressing or responding to another person, workers should disengage or shutdown any work tool, equipment, or process that requires their attention. On-the-job training should include instructions to not interrupt others during a critical job phase or process. Instruction manuals and procedural guidebooks should be kept on site to answer frequently asked questions, or a supervisor should be consulted, and thereby eliminate the need to interrupt or distract other workers. External noises from tools, mobile equipment, and processes can be distracting in industrial and construction work environments. In work situations where loud or constant noise is unavoidable, hearing protection devices can decrease or eliminate unwanted and distracting noise. In other work environments, even not-so-loud sounds can be distracting.
Constantly ringing phones, conversations, and loud faxes, copiers and printers can distract workers from their job tasks. Portable electronic devices can be the source of distractions in some work environments. If these devices are approved in your workplace, make sure you keep them on a low volume or silent as a courtesy to your coworkers. To maximize work safety and performance, turn email notifications off and disable instant messaging. If possible, avoid answering the phone or emails when you’re in the middle of a task. Wearing headphones on a construction or industrial site can be dangerous if it prevents workers from hearing warning signals such as mobile equipment backup alarms, and safety instructions. Headphone use also has the potential to interfere with communication, and worker focus. Talking on the phone while walking around can also be a distraction and can result in injury. Notify your supervisor about repeated and/or unsafe distractions. Some workplace distractions and interruptions are unavoidable, but others, if not properly controlled or regulated, have the potential to cause serious injury.
