News Briefs Construction Work At UC Merced Approved The UC Board of Regents finance committee has approved roughly $45 million to help build new classrooms and labs for the University of California at Merced’s ever-expanding student population. The projects on the plan are a priority list for the UC system, said Peter King, public affairs director for the UC system. “It’s high in the priority list,” he said of the UC Merced building. The money, part of the committee’s 2013-14 budget for systemwide capital improvements, were approved during the UC Regents’ regularly scheduled meeting at UC San Francisco’s Mission Bay campus. The plan calls for a $788.5 million that would allow 39 major capital projects throughout the UC system to move forward, if approved by the state Legislature. Among those projects is UC Merced’s proposed $49 million classroom and academic office building. It would increase on-campus classroom space by 50 percent. Construction for the approximately 77,000 square foot, four-story building could begin shortly after funding is authorized and it’s expected to be completed in 2015. Ongoing construction projects at UC Merced include the Science and Engineering Building 2, expected to be completed in 2014; the Student Services Building, expected to be completed in 2013, and the fourth phase of on-campus housing, expected to be completed in 2013. $13 Million Project In Redding Will Begin Next Month The historic Lorenz Hotel in Redding, home to elderly and disabled resi-

dents on fixed incomes, is preparing to undergo major renovations starting in December. The $13 million project, in the planning stages for more than a year, is being greeted with relief by residents of the 110-year-old hotel and downtown revitalization proponents, even as they brace for the temporary disruptions. The improvements include seismic retrofits and a reconfiguration of the units to fit in kitchens and make them more accessible. The changes mean the number of units will decrease from 77 to 60. Expect More Green Building Work As new LED light bulbs and smart windows debut, new surveys say the lure of lower utility bills is prompting a boom in green building despite a weak global economy. Half, or 51 percent, of companies say most of their construction projects (at least 60 percent) will be certified as green by 2015, up from 28 percent in 2012 and 13 percent in 2009, according to a study Tuesday that finds saving money — not the planet — is their primary motive. “It’s a business decision,” said Harvey Bernstein of McGraw Hill Construction, which released the report Tuesday in San Francisco on the eve of the U.S. Green Building Council’s annual Greenbuild conference. The council is a private, nonprofit group that certifies projects via its LEED (Leadership in Energy and Environmental Design) program. “It’s really shifted,” Bernstein said, noting the top reason to build green three years ago was to do “the right thing” whereas now it’s to meet cli-

ent/market demand and to lower operating costs. He cites another shift, too, as more companies build green to improve indoor air quality and thus the health and productivity of occupants. One technology cited in the survey are smart windows that automatically adjust to outside conditions. This week at Greenbuild, View Inc. is showcasing its new Dynamic Glass, which uses electrochromic technology to adjust the tint of the glass to reflect or absorb light. Also this week, Osram ¬Sylvania said it has brought to market the first LED (light emitting diode) replacement for the 100-watt incandescent, which federal law began phasing out this year. Its bulb, which retails for $49.98 at Lowes, uses only 20 watts but delivers the same amount of light and is expected to last 25 times longer than Thomas Edison’s 100-watt version. High-Speed Rail Construction Jobs To Go To Valley Workers Job creation advocates say they moved a step closer last week to ensuring that local construction workers who need a job can compete for one building California’s highspeed rail system. The rail authority has estimated that at the peak of building activity, about 1,300 people each year could be employed building the rail system in Fresno, Kings, Tulare and Kern counties. Representatives from Fresno Works, a coalition of local government and business leaders, pitched a proposal to establish a “national targeted hiring initiative.” Continued on next page

The program would put a premium on contractors to hire workers who live in communities with high rates of long-term unemployment or other economic hardship, or workers who are considered economically disadvantaged -- homeless, single parents who have custody of their children, chronically unemployed or other qualifying factors.

County staff project the PHF remodeling will be complete in early 2014. The county must still locate a designbuild contractor for the project and supervisors must approve the contract before construction will begin.

As proposed, workers from extremely disadvantaged areas would have priority for 10% of all work hours from contractors, and disadvantaged workers could have a priority claim on 40% of the work hours.

“We are increasing the level of care in this county while avoiding cost,” said Bill O’Brien, chair of the Stanislaus County Board of Supervisors. “It’s a win-win situation for this county.” The PHF will repurpose a vacant building, previously used for residential perinatal services. The new facility would be home to a 16 bed inpatient facility, offering psychiatric, psychological, social work, and drug treatment programs. The remodel is projected to cost $2.2 million, including the replacement of a HVAC system and roof repair. But the cost would be recovered in just a year and a half, according to county projections.

Mobility Elevates The Game In Construction Industry statistics on the growth of mobile data worldwide speak for themselves. According to the “Cisco Visual Networking Index: Forecast and Methodology, 2011-2016,” global mobile data traffic will increase 18-fold over the next five years, reaching 10.8 exabytes per month by 2016 (one exabyte = one quintillion, or 1,000,000,000,000,000,000, bytes). Cisco also estimates that the number of mobile network connections will reach 10 billion by 2016, with 8 billion smartphones and 5 billion tablets. The mobile Internet revolution is changing the lifestyles of billions of consumers and the work styles of millions of business users. Virtually every industry is evolving rapidly to leverage mobile data in every aspect of business, from long-term strategy to daily operations. Construction, sometimes characterized as slow to adopt new technology, has fallen in line with this trend. As networks become faster, devices more sophisticated and apps richer and easier to use, the middle and younger generations of construction professionals are becoming more tech-savvy—and mobilesavvy—than ever. In a survey conducted in August 2012, McGraw-Hill Construction’s Industry Insights group found the following: • 97 percent of general contractors and 87 percent of subcontractors use mobile devices on construction sites. • 75 percent of general contractors and 50 percent of subcontractors use mobile devices on more than 75 percent of their sites. • 86 percent of companies in each segment allow employees to bring their personal devices for use onsite.

• Adoption is expected to increase steadily through 2015, with 91 percent of subcontractors using mobile technology onsite and general contractors increasing their usage at the same rate. Mobile Collaboration for Project Teams Everyone on a construction project team benefits from collaboration through mobile access and communications. The principal reason for this is that the majority of aggregated workflows occur in the field or away from the office. Using smartphones and tablets with mobile, cloud-based, collaborative business tools, team members can synchronize the following processes between the office and the field: • Capturing onsite photos, video and audio for communication and distribution • Accessing and managing the most current project documents and communications from any location at any time • Reviewing images and drawings, and delivering comments and updates to project team members • Managing tasks and issues, and communicating action items that address them • Viewing and editing project information offline when a mobile connection is unavailable, and synchronizing files when the connection is restored • Managing the inspection, correction, re-inspection and close-out of defects and other field issues Assessing Mobile Need and Work Styles The benefits of mobility are enhanced when teams share a common platform for end-to-end project management.

This connects everyone from owners to subcontractors’ employees and ensures that all information and processes are consistent across all participants. However, it’s important to discern how those participants’ mobile needs and work styles may differ and overlap. Building owners, developers and contractors typically have little time to spend at a computer, as their schedules are often filled with numerous meetings and a lot of travel. Mobility enables them to review documents and drawings and to read and respond to communications when they are away from the office and support staff. Subcontractors spend most of their time onsite. They tend to rely heavily on mobile devices for voice calls and emails, which keep them up-to-date on projects and allow them to respond to changes. What they need is the ability to access project information and work collaboratively with their contractors and other project team members in real time. Site managers and staff spend all of their time onsite in order to ensure compliance with safety, audit, quality-assurance and other requirements. They need to be able to capture field information in various forms, such as text, images, video and audio, on their mobile devices to minimize the time invested and risk inherent in manual data entry and re-entry. Project managers, architects and engineers are ultimately responsible for the success of a project. They are often running multiple projects concurrently and spend their time onsite, in the trailer and in the office. From their mobile devices, they require the ability to actively manage and coordinate all of the processes, information and people involved in their projects.


Mobile collaboration technology empowers today’s owners, contractors and project managers–and their teams–to create, capture, share and control their project information from wherever they are, whenever they need, whether online or offline. Innovation, Adoption, Impact As critical as it is, mobility is only one factor affecting success. Basing mobile collaboration technology in the cloud can provide the highest levels of security, reliability and neutrality for centralized multi-party solutions. Cloud-based technology also avoids the deployment, operations and maintenance costs of installed hardware and software systems behind firewalls, which may limit access and communications among diverse project participants. The practical advantages of cloud-based mobile apps for construction project management are both straightforward and compelling. They include the following: • Seamless mobility across multiple devices, including bring-your-own-device (BYOD) capabilities for all users, improves team productivity and accountability while reducing cost and risk. • The intuitive user experience offered by smartphones and tablets enables users at all levels of computer skill to become fully productive in a short period of time. • Secure online access to project documents and drawings, including building information modeling (BIM) files, improves quality and accelerates schedules. • The larger display and keypad of tablets supports rapid comments and updates from the field and explicit graphical communications to all team members. • The ability to capture issues on-site and

transmit the data to the office for action and resolution dramatically increases the efficiency and accuracy of the field inspection process. • With mobile access from anywhere, project managers can make timely, actionable decisions to manage change and pre-empt delays and penalties.

The bottom line for mobility in construction project management is this: It saves time and improves accuracy in an increasingly competitive environment where every second and every task have real financial impact. Mobile collaboration among team members promises higher quality for capital projects of all sizes, with delivery on time and on budget.

Are Your Mobile Devices Tough Enough? We’re going through a radical shift in the way people work and use computers. Increasing availability and affordability of wireless broadband is, for the first time, giving the global workforce true mobility. Many businesses will soon use mobile rugged computers instead of traditional laptops for their everyday computing and communication needs. This shift is drastically changing practices, capabilities and expectations in construction and other industries alike.

They have poor battery life and cannot withstand shocks, dust and water. They also break too easily and too often, making the price-benefit ratio inferior to that of rugged computers. Although rugged computers are more expensive to purchase, the total cost of ownership is often much lower—as much as 65 percent lower per year—mainly because their durability minimizes or eliminates the loss of productivity that results from computer breakdowns.

“We live in interesting times,” Robert Kennedy said in 1966. I’m prone to agree, although Bobby and I surely refer to vastly different developments and scenarios. I’m referring to the radical shift we’re now experiencing in the way in which people work and use computers. For the first time in history, it is about true mobility.

A Rugged Excavation Solution

With increasing availability and affordability of wireless broadband, people are no longer confined to the traditional office environment. Mobile operators are expanding networks and increasing capacity to handle the explosion of data traffic stemming from the increasing use of smartphones. Soon we will all be connected, everywhere and always. Rugged, or ruggedized, computers are helping drive this movement to true mobility. As opposed to traditional computers, rugged computers are specifically designed to operate reliably in harsh usage environments and conditions that may involve strong vibrations, extreme temperatures and wet or dusty conditions. Standard computers are simply not suitable for use in outdoor environments.

Every day, forward-thinking mobile workers are discovering new and improved ways to apply modern technology in the workforce. They’re finding that work is much simpler and faster with data devices that can collect, sort, synthesize and analyze data and that can work seamlessly with both worksite machinery and advanced office hardware. Nowhere is this truer than in the construction industry. Rugged mobile technology lets construction businesses, contractors, excavators and others communicate and perform work more easily for faster, better outcomes. This ultimately allows them to provide better products and services for their customers and their communities. Take, for example, an important excavating job in the community of Joplin, Mo., the site of a devastating May 2011 tornado that destroyed 30 to 40 percent of the town. As the city of Joplin began restoration efforts, a local business, Asbell Excavation, was hired as part of the clean-up crew. Asbell’s team members were assigned the weighty task of examining approxi-

mately 2,000 electric power transformers and containing any oil leaks they found. They knew time was of the essence and that serious environmental damage could result from delays in their process. In order to first identify leaks and then return in a timely manner to clean them up, the crew decided to bring in GPS-enabled rugged tablet computers to help with the job. Workers set out to identify each spill and record its location using GPS. Equipped with rugged tablet PCs, loaded with a software program that included imported location coordinates, they navigated to each site and made sure oil was removed to landfills and cleaned to EPA standards. Using ruggedized tablets, the team was able to focus on performing their task as quickly and thoroughly as possible without having to worry that their computers might become damaged in the process. When every second counts, rugged technology often proves its worth the most. As one crew member said, “We could just throw it in the truck and easily bring it along with us as we went from spill to spill.” Examples such as this demonstrate the benefits of rugged technology where consumer devices do not hold up. The rugged devices were light enough to carry on foot at spill sites, and they held up to the hazardous conditions the crew encountered at ground zero of the disaster. Rugged Devices for Both Field and Office Workers Traditionally, field workers operating in


tough and “naturally mobile” environments such as construction, logistics, geomatics, forestry, public safety and the military have used rugged computers. Now even office workers and garbage collectors and are using rugged computers because they make their work more effective and productive. There are two main standards for classifying rugged computers: 1. The American military standard for equipment, MIL-STD-810, covers a broad range of environmental conditions that include shocks, rain, dust and sand. The standard comprises 24 laboratory test methods, and generally, the more methods passed, the more rugged the unit.

Not to be confused with Intellectual Property or IP address, IP in this case stands for “Ingress Protection,” and the ratings are displayed as a two-digit number. The first digit reflects the level of protection against dust, and the second reflects the level of protection against liquids. An IP67-rated unit, for instance, is totally dust-proof and capable of immersion in water for at least 30 minutes to a depth of 1 meter. Rugged is Cool As everybody knows, Apple has been hugely successful with the iPhone and iPad. This success has spread into the ruggedized market, where some en-

terprises that traditionally would have bought rugged devices have opted for iPhones or iPads as their enterprise mobility hardware. Apple’s success with the masses combined with its ability to permeate the ruggedized market has taught everyone that usability is important, that design matters and that the essence of mobility lies in the size and weight of a device. Manufacturers of rugged equipment are learning these lessons quickly and are launching rugged smartphones and other user-friendly, smartly designed devices. Rugged computers have become much more sophisticated and advanced in the last few years.

We ‘qualify’ an answer for an out-ofstate contractor, share tips on Nevada licensing and learn why your ‘fingerprints’ can’t cross state borderlines… Q: I noticed that Nevada doesn’t use the terms RMO/RME like California. Does that mean that the Qualifying Individual must be contracted as an executive and be given a title (Vice President for example) in the State of Nevada? If this is the case, could you please tell me what are the different titles that may apply? A: For the State of Nevada, your “Qualified Individual” may either be an employee or an Officer. The Qualifier does not need to be given an Officer title in order to act in that capacity; however, if he/she is an Officer, the titles to choose from are President, Vice President, Secretary, or Treasurer. Q: We are in the process of updating our Officers on our CA and NV licenses. I am discovering that the new Officers are required to get fingerprinted for CA. Will they also be required to get fingerprinted for NV? If so, can the fingerprints they get here in CA be used for NV purposes as well? A: Yes, the Nevada State Contractors Board does require that all personnel you list on the application get fingerprinted. The fingerprints are not transferable from one State to

another. For CA, the Officers cannot get fingerprinted until the application is submitted and they receive the request from the CSLB. For Nevada, they can get fingerprinted ahead of time and submit these with the application.

Q: We just received our renewal for our CA License, but our RME left the company a few months ago (unbeknownst to the CSLB) so he is not available to sign. We have designated a new RME but he is not on record yet. He has some projects to finish with his own license before he wants to be added to our license. Can we request an extension? Or can we have the new qualifier sign and attach an explanation of our future plan?

Q: My company is going to need a CA license for a project we have coming up and we were wondering if the Qualifying individual has to be an employee of the entity obtaining the license, or can he be an employee of a subsidiary company or parent company? I’m not sure if it matters, but neither the subsidiary company nor parent company has a license in CA. A: A Responsible Managing Employee (RME) must be a bona fide employee of the applying entity. This means that the RME must be employed by the firm and actively involved in the operation of the business at least 32 hours per week or 80 percent of the total business operating hours per week, whichever is less.

A: The CSLB will not accept a renewal unless it is signed by the Qualifying individual, as well as an Officer, listed on the license. The CSLB will not give you an extension, nor will they accept the new Qualifier’s signature until he is officially added to the license, even with an explanation. In order for them to process the renewal, we suggest simultaneously submitting a Replacement of Qualifier application with the Renewal Application signed by the new Qualifier so that they can (hopefully) be processed together.

Holiday Safety More than 20,000 people die in home accidents every year and about a third of all injuries occur there. Holiday time can be a real killer if you don’t follow safe practices -- so -- before you start to ‘Deck the Hails’ this year: Check insulation on electric cords and inspect for any other damage before using them. Make sure your tree lights are approved -- look for the Underwriters Laboratory tag. Never place electrical cords under rugs and don’t overload circuits, match the plug to the outlet. Use a fireplace screen and NEVER burn a Christmas tree in the fireplace. Keep candies away from the tree. Use electric cords approved for outdoor use for your outdoor display. Ladder safety is as important at home as it is at work. Designate a non drinking driver before you go to that holiday party. Don’t allow a guest who has had ‘too much’ to drive. If you drive, be extra alert for drunk drivers on the road.

The following tips apply to the holidays and every day: Check your heating unit and hot water heater for defects. Remember the silent killer -- carbon monoxide. Remove any combustibles from the furnace area. Have you checked your smoke detectors lately? Do they have fresh batteries? Check them today. Store flammable liquids away from heat and electricity and out of the reach of children. On the subject of fire -- NEVER smoke in bed -- and most importantly, teach children that if their clothes ever catch on fire to STOP, DROP and ROLL! Keep handles of pots turned inward where little people cannot grab them and injure themselves. NEVER leave a loaded gun where there is any chance that a child could find it. Let the baby sitter know where you are going, what time you will return, and who to call in an emergency -- and just like at work -- have all emergency numbers posted near the telephone.

The Internet Accounts For 4.7% of the U.S. Economy

Survey Says: 77% of Americans would be willing to give up chocolate for an entire year, rather than go without the Internet. Only 21% though would give up sex, and an even smaller 7% would go without a shower.

According to a recent survey conducted by CNN Money, the Internet contributes more to the American economy than the entire federal government, according to a new study by the Boston Consulting Group. The Internet accounted for $684 billion, or 4.7% of all U.S. economic activity in 2010, Boston Consulting Group found. By way of comparison, the federal government, contributed $625 billion, or 4.3%, to the nation’s output. If it was considered its own separate industry, the Internet would also be larger than America’s education, construction or agricultural sectors.

In the retail sphere alone, e-commerce accounted for 5% of U.S. sales in 2010. “All businesses are increasingly digital and need to think about how to take advantage of these opportunities,” said Dominic Field, a BCG partner and co-author of the report. Boston Consulting Group predicts the Internet will grow about 10% a year through 2016 in the Group of 20 nations.
