PARK BOARDS & COMMISSIONS PARK BOARD The Park Board serves as an advisory board for the purpose of making recommendations to the City Council. They review capital improvements, current operations, and recreation programming. In addition, they recommend park and recreation facility naming to City Council and promote parks and recreation events and programs to their respective constituents. They volunteer at events and programs. The board also participates in the institution of condemnation proceedings when-

ever it deems private property should be taken for park property. Each member appointed to the Park Board automatically becomes a member of the Tree Board and Park Board of Trustees. City Water Rates
• Grand Prairie, along with cities across the country, uses a tiered water rate structure for all residential water customers. This means the more water you use, the higher your water rate will be. The city of Grand Prairie purchases water from Dallas Water Utilities, Fort Worth, and Midlothian. As the city purchases water in higher volumes for its customers, rates charged to the city rise proportionally for raw water purchases, water treatment, chemicals, debt service to fund federal environmental mandates, power costs for pumping, and infrastructure—in addition to any additional rate increases levied by the wholesale providers. As with other cities, these costs are passed along to the retail customer. The tiered water rate structure is comprised of three levels: • The Lifeline rate is for total usage of 3,000 gallons of water or less (the Lifeline rate only applies if you do not exceed 3,000 gallons). On this lowest tier, the water rate is 12 cents per 1,000 gallons. • The Tier 1 rate applies when you exceed 3,000 gallons (up to 20,000 gallons). On this second level, the rate is $3.73 per 1,000 gallons. • After 20,000 gallons are used (at the Tier 1 rate), each additional 1,000 gallons is charged the Tier 2 rate. The third level is a rate of $6.42 per 1,000 gallons. This means if you use more than 20,000 gallons of water, you will be placed on both tier one and two.You will be charged $3.73 per 1,000 gallons for the first 20,000 gallons of water and $6.42 per 1,000 gallons of water after the first 20,000 gallons. Only a small percent of Grand Prairie residents use more than 20,000 gallons. Users that experience higher water bills usually consume more water, have a leak, or experience a misread meter. For some residents, over watering their lawn or filling up swimming pools can lead to a spike in water use, especially in July, August and September when we see drier than normal weather. The tier, along with the cost of storm drainage fee, wastewater use, trash/recycling service, voluntary donations and garbage tax, are used to calculate your water bill. Remember the Titanic, at the Warmack Library
Popular presenter Rollin Phipps returns to the Warmack Library, 760 Bardin Rd., with another great presentation. You are invited to “Remember the Titanic” at a free presentation from 2 to 3 pm on Saturday, April 16. It has been more than 100 years since the great passenger ship Titanic sank in the North Atlantic. Built at a time when people felt that technology was expanding human skills, the ship was hailed as
unsinkable (based on its innovative design). It was a fast and luxurious vessel. Titanic was the largest ship of her era, but designers did not include enough lifeboats for all those aboard. So when she hit an iceberg on April 14th some 1500 people lost their lives. The sinking created worldwide shock and anger, generating numerous investigations in the U.S. and England. This program will discuss the construction of the great ship in

Warmack Library Talks Credit Grand Prairie’s Warmack Library hosts a two-part series called “Your Credit Score,” presented by Eloy Villafranca of the FDIC. “To Your Credit” will be from 6:30 to 7:30 pm, on May 5. In this first program Villafranca will discuss what a credit report is and how it is used, how to order and read one, how to start repairing credit, and how to recognize credit repair scams. This program will discuss the importance of good credit and how to maintain a good credit score. “Credit Card Savvy” will be from 6:30 to 7:30 pm, on May 12. In this second program, participants will learn the credit impact of using credit cards. Villafranca will give tips for using credit cards and explain how to build a strong credit history. Learn what is included on a credit report and how to interpret credit scores. He will discuss who may view your credit report , and how credit reporting agencies work. Eloy Villafranca is the Regional Manager of the Community Affairs Branch of the FDIC (Federal Deposit Insurance Corporation) in Dallas. The FDIC is a government corporation created after the Great Depression (and multiple bank failures) to insure the savings of millions of American citizens. Warmack Library Teaches Business Plan Basics
Grand Prairie’s Warmack Library hosts “Business Plan Basics,” a free workshop from 6:30 to 7:30 pm on Thursday, May 19. Attendees will learn the basics of putting together a business plan, and the best websites to find business plan templates. They will learn how how to interact with SCORE to achieve their goals through education and mentorship.The program will be presented by a SCORE volunteer. SCORE is a nonprofit supported by the Small Business Administration. Their more than 11,000 volunteers share their expertise across 62 industries. SCORE provides free, confidential business counseling in person or via email. They also provide free business tools, templates and tips online, and inexpensive or free business workshops (locally) and webinars (online 24/7).
