Lake Viking searches for talented people for 50th anniversary celebration show! The popular television show, America’s Got Talent, seems to be popping up in various local forms all over the world. Lake Viking’s 50th Anniversary Celebration on Aug. 11-12 will include such a talent exhibition. “We’re going to model our 50th Anniversary celebration’s talent show after the TV show,” said professional entertainer and Viking Valley Association board member David Sandy. “It’ll be fun and hopefully we’ll find some local folks who have talent no one knew existed!” The show/competition will feature up to twelve contestants who will have up to five minutes to show off their talent. Performers with any type of talent, as long as it is family-friendly, are encouraged to participate. Talents could range anywhere from singing, playing a musical instrument, stand-up comedy, impressions, dancing, pet tricks, gymnastics, just about anything an audience might find entertaining and fun. “Instead of worldwide fame and fortune, our winners could win $100, $50, or $25,” joked Sandy. “We’ll have a panel of judges who make the final determination on who’ll take home the cash prizes.” The show will be held in the Lake Viking clubhouse on Saturday, August 12 at 5:30pm. Sandy will act as the master of ceremonies. Prize money is donated by Lake Viking Sales, LLC. Zebra Mussel Gate The Zebra Mussel gates at the Marina Ramp will be lowered on Tuesday, August 1, 2017; at this time you will need an access card to open the gates. The following are the rules for the access card: Members who wish to access Lake Viking through the ramp located at the Marina shall do so via access card. Lots with multiple owners may obtain an access card for each owner not to exceed a total of two access cards. Members with multiple lots or lots under company/corporate memberships are allowed a maximum of two access cards. Access cards are available at the Association office for a deposit of $10 per card. Access cards are for the exclusive use of the member and/or their guest for the purpose of launching watercraft authorized for Lake Viking use. Guest must have the current year “Guest Pass” on their person at the time of access card use. Sharing of access cards between separate lot owners is prohibited. Any member or guest who allows access to anyone, including other members, is subject to an infraction citation.

Lake Viking Independence Day 2017 was another great celebration. The normal lineup of activities, including the spectacular fireworks show, occurred July 1 with the added benefit of numerous extra fireworks displays being carried out through Wednesday the Fourth. Notes to financials: • 1 Mowing Receipts will align with budgeted income once invoices are mailedand collected in July. • 2 The difference in Building Permit Fees and Clubhouse Rental income over budget is due to the doubling of building permit fees and higher than anticipated fees collected compared to last year and budget. • 3 Activities Income was not originally budgeted due to the committee not generating income in past years. To determine net procedes of the committee, subtract account 7795 Social Events under expenses. • 4 Higher than budgeted Miscellaneous Income is due to the sale of salvage material and metal held at maintenance, lien & infraction receipts, and tier lot trash receipts being collected. • 5 Gross Security Wages is higher than budgeted through June 30 due to an increase in Security hours based on the requests from the annual meeting. • 6 Insurance and Bond Expense is lower than budgeted due to the associations annual workers comp audit resulting in lower employee classifications, making payments lower than expected In addition to refunds from previous years where classifications were at a more expensive rate. • 7 Actual Maintenance Expense through June does not reflect a $7,000 tractor expense payment made in July, bringing the actual expenses in line with the budget. • 8 Road Maintenance is higher than budgeted due to earlier than planned road patching work. • 9 Zebra Mussel Expense is lower than expected through June due to delayed payment on gate purchases, originally planned for June. • 10 Special Lake Expense is intentionally lower than budgeted, with limited work being done on shorelines to date. • 11 Due to necessary budget cuts, fish stocking will not occur during the current fiscal year.
Call to Order Jon Allen called the meeting to order at 6:30 p.m. in the lower level of the clubhouse. Members in attendance were Troy Lesan, Mike Krehbiel, Flint Hibler, Phil Stockard, Mike Booth and David Sandy. Shad Mort led the Pledge of Allegiance and Shawn Hepinstall led in prayer. Approval of Minutes David Sandy moved to approve the June 11, 2017, Board of Directors meeting minutes. Mike Krehbiel, seconded; motion carried. Volunteer of the Month There was no volunteer of the month for June. Committee Reports Handbook Committee: Phil Stockard reported on three rules in the handbook that he would like to see revised. They included a follow-up time when tickets are written for unlicensed vehicles, hard or flex piping in the campground, and the campground fire rules. Finance Committee: Troy Lesan discussed the two-step plan that the board approved for doing an audit of year ending 2016. The board agreed last month to do a “cash compilation” and a review of “internal controls.” After looking back at the records in the office, it was discovered that the internal controls portion had been done in 2015. It was the consensus of the Finance Committee and the board not to do this again right now and just do the cash compilation. Troy reported we had a CD coming due at the end of the month and would probably let it roll over. The bank is anticipating an increase in the interest rate. However, on another account we have, the interest rate has dropped, so we will be shopping around for a better rate and possibly reinvesting that money. Troy Lesan moved to add Len Zalenski as a member of the Finance Committee. Phil Stockard, seconded; motion carried. Strategic Committee: David Sandy reported the discussions of the Strategic Committee. This month they discussed further the idea of incorporating the lake. David commented it was going to be an extremely involved process. Tom Johanson and Missy Leggett have volunteered to investigate what this process entails. They will be asking other members of the association that may have any background in government or city management to help in the process. Mark Leggett and Troy Lesan both had suggestions of members that may be helpful in this process. It was also suggested to look into a new assessment structure. Sam Eismont presented a watercraft study to the committee. Sam flew a drone over the lake over the holiday weekend and counted the watercraft on the water at different times each day. Norm Larason reported on the possibility of adding Frisbee Golf as a new amenity for lake members. Norm is putting together the costs. Missy Leggett commented that next month they will present some suggestions for the clubhouse renovation project. Activities Committee: Mary Hibler reported the holiday bazaar was a great success. There were 21 vendors with booths. The Annual Boat Parade was held the same weekend and had four boats participating. The following weekend was the Kids Carnival, which was held behind the clubhouse. Thirty-four kids participated and all had a great time. Mary asked the board about adding another Holiday Bazaar to the activities schedule. This time it would be a Christmas Bazaar to be held on November 18, along with opening the Homes Tour to the general public. Troy Lesan moved to approve the Christmas Bazaar and the Homes Tour as Mary suggested. Flint Hibler, seconded; motion carried. Fire Department: Roger Lankford reported there was one 911 medical call last month. The fire department is planning a work day to repaint the yellow stripes in front of the fire house. Roger also commented that they get the trucks out once a month and drive them around the lake. He also thanked safety for keeping people from parking in front of the fire house when there are activities at the clubhouse. Building Committee: Flint Hibler reported that permits are coming in steady and that another house permit was approved at the last meeting. Campground Committee: Mary Hibler reported that there were several issues with breakers in the campground over the holiday weekend and said eventually some of the electrical would need to be upgraded. They are working on getting some figures as to how much it will cost to upgrade. Jon Allen asked Shad Mort what his thoughts were on cost and if it would take $100,000 to do it and Shad believed that it would be in that range, if not more. Shad offered to get an electrician up there and look things over. Mike Booth is also working on this and reported on the history of when each leg of the campground was built. Mary is of the thought of upgrading in stages so it won’t be such a huge cost all at once. Jon Allen asked them to get a quote and bring it back to the board for discussion. Lake Committee: Mike Krehbiel reported that the committee had completed their follow-up inspection on the roadside, and response was good. Another inspection on the water will commence this month with emphasis on shoreline brush. Cemetery Committee: Shad Mort reported one headstone had been set last month. Infraction Committee: Phil Stockard reported at this months’ meeting that there were 15 tickets. Of those 15, 12 fines were assessed and three were dismissed. The committee will not meet from December through March. There were several tickets issued for unlicensed vehicles and Phil asked the Board, on behalf of the Safety Department, to set a timeframe for follow-up on these tickets. like to clarify the rule on sewer pipe used in the campground. The existing rule states you must use hard piping and no flex piping, but the people that are not connected to the sewer, and have to use a trolley to dispose of their waste, say it is much easier to use flex piping. Safety would also like clarification about the campfire rule. Mary Hibler stated that campfires must be 25 feet from any camping unit, but says this is hard to do. Len Zalenski asked what the state laws are concerning campfires. Mike Booth offered to look into the state laws. The Infraction Committee reviewed the rule on “skiing in coves before 9 a.m.” The rule has been in the handbook since prior to 1990. It is believed the rule was made due to a noise issue so early in the morning and to give the fisherman a chance to utilize the coves before it gets busy. Jon Allen asked that the issue of campfires be on the agenda for the August board meeting. Troy Lesan suggested a 30-day time limit on issuing subsequent tickets on the unlicensed vehicles. Zebra Mussel Initiative: No report. Lake Manager’s Report Dredge: Shad Mort said the dredge was shut down over the holiday to do some general maintenance, but it is back up and running. We have moved approximately 5000 cubic yards of silt this past month. Shad asked Shawn Hepinstall to explain what their plans are for the sediment structure. Shawn says we will be short of space in the south end, so he, Shad and Paula Hepinstall have come up with a plan to get more capacity out of the pond. They believe we can bridge up the island and build the back walls higher to get another 30,000 cubic yards of capacity. Next month, Shawn will have a better presentation of what we can possibly do. Shad is going to call the Snyder engineers in to get their opinion on these ideas. Road Work 2017: Shad reported we had put down four loads of patching material so far and would probably put down a couple more. The plan is to shoot two loads of oil this year. The price went up about four cents a gallon from last year. We are going to save some money on road work this year to help on the budget. 4th of July: We had a safe 4th of July. No major accidents reported. Drone Operation: There was a member as mentioned earlier in this report that flew a drone over the lake on the holiday weekend and took a count of number of watercraft on the water at given times. Some of his results are: Saturday, July 1st at 10:00 a.m., there were 46 boats on the lake and Sunday at the same time there were 57 boats on the lake; Saturday at noon there were 46 boats and Sunday at noon 71 boats; Saturday at 2:00 there were 84 boats and Sunday at 2:00, 118 boats. Shad believes this is good information to have and appreciates the members’ efforts in gathering this information. People do not have to call and let us know when they are flying drones, but everyone should know that manned aircrafts have the right of way, so be careful when operating them here at the lake. Fireworks 2018: Next year, 4th of July falls on a Wednesday, so Shad asked the board when they would like to have our fireworks show. He gave them the dates of the weekends before and after, which is June 30 and July 7. After some discussion it was decided to have them on June 30. Financials Troy Lesan moved to approve the financials. David Sandy, seconded; motion carried. Board Action Ramp Gating/Operation Process: Shad informed the board that the ramp gates are operational and we need to set a date to open it up for use. Mike Krehbiel thought we should give it a couple of weeks to start issuing cards before we drop the gates. David Sandy commented that we need to advertise card pick-up on the website, Facebook, and the newspaper. David Sandy moved to make the gate officially operational on August 1, 2017. Each member is allowed up to two cards and there is a $10.00 deposit on each card. That deposit is refundable if you return the card. If the card is lost, no deposit will be returned. Once the gate is dropped you will need your card to enter, but the exit is a “free exit”. When exiting, you will pull to the gate and there are sensors in the concrete that will raise the gate automatically. There will be rules written as to penalties and fines issued if someone abuses the process, such as giving their card to someone else. Phil Stockard will work with the Handbook Committee on these rules. 50th Anniversary: Mark Leggett gave an update on the plans for the 50th Anniversary Celebration. It is only one month away. We have 18 corporate
sponsors confirmed and two pending. We will be putting a book together like we did for the 40th anniversary. Members can put business ads in the paper for $100, or “thank-you” ads for $50. Originally there was going to be two bands, but now we have four. Check the schedule in the Lake Viking News for all events that weekend. David Sandy is working on a “Lake Viking has Talent” show. The Activities Committee will be selling anniversary t-shirts, flags and cups. There will be ice, water, and pop at no charge. It’s fun to be fooled, right? It’s even more fun to laugh and have a good time. As a part of Lake Viking’s 50th Anniversary Celebration, families will have the opportunity to do both as veteran entertainer, David Sandy, presents a show of magic and comedy at 4:30 p.m. on Saturday, Aug. 12, at the clubhouse. David grew up here at the lake, helping his grandmother, Roberta Sandy, every weekend at her real estate office for nearly nine years. He got interested in magic as a first grade student at Winston Elementary School when his father showed him a card trick and David subsequently performed it for his classmates as a part of a “show & tell” project. He found that he enjoyed creating a sense of wonder in his fellow classmates, so he checked out a book from the school library on magic and set out to become a magician. About a year later, he performed his first professional magic show at a Dockery Park event in Gallatin for payment of five dollars. Word started to spread around Daviess and neighboring counties, and soon after, he was hired to perform for the Winston Picnic, the Jameson Picnic, area Lions Club functions, and other events. David kept pursuing his dream of becoming a magician, and his reputation soon expanded throughout Northwest Missouri. Today, nearly 47 years after he checked out that first magic book at the Winston Elementary School library, his magical career has surpassed his wildest expectations. He’s performed professionally all over the world, including cruise ships, Las Vegas, and even while being accompanied by major symphony orchestras. He has been featured on the CW Network’s Masters of Illusion television show and is a regu-

Also, David has served as international president of the world’s largest organization for magicians, the International Brotherhood of Magicians, and incidentally, was the youngest person to ever serve in that capacity. Among his magician friends are, Las Vegas’ Siegfried & Roy, David Copperfield, Lance Burton, Neil Patrick Harris, and many other notables in the entertainment industry. David has graciously agreed to entertain families as a part of Lake Viking’s anniversary festivities at no cost to the association. The show is free and all ages are invited to attend. “It’s just my way of giving back to my hometown community,” said David. “I love Lake Viking. I grew up in Daviess County, and I consider it an honor to be a part of the excitement of a 50-year celebration!” David stresses that the show he’ll present isn’t just a show for the kids, but it’s a show the adults will enjoy just as much. Children should be accompanied by an adult. David is also a partner owner of Lake Viking Sales, LLC, and currently serves as vice president of the Viking Valley Association board of directors.

No license office coming to Gallatin Will the vehicle license office ever be reinstated in Gallatin for the convenience of citizens living in Daviess County? Apparently, no. Recently, those submitting applications to operate the local license bureau received official notification. The Office of Administration’s Division of Purchasing canceled its solicitation of proposals to operate a license office in Gallatin. Furthermore, the solicitation will not be reissued. Those familiar with state government say this is a business decision. License offices located in small towns like Gallatin are modestly profitable. Thus, it is argued, closing these office locations as vacancies occur financially strengthens neighboring license offices without any disruption in service, despite the inconvenience to those losing the local office. Three other offices similar to Gallatin elsewhere in the state are also not being renewed; over time, other small offices may likewise shut down. Three bidders were under consideration when the decision to terminate the local office was made. Those who successfully bid and are accepted to operate license offices earn revenue based on the office’s transactions. Expenses including equipment, building rent and utilities are paid by the operator before realizing profit. Thus, smaller license offices with fewer or decreasing transactions are particularly at risk.
Daviess County has been without a license office since Aug. 11, 2016. The last office contractor was Heather Duvall who also operated the Milan license office. The closing of the office in Gallatin coincided with the resignation of an employee working at the local office and, at that time, Ms. Duvall indicated no interest to continue the office in Gallatin. The license office serving Daviess County was located off North Main Street in Gallatin, within the brick office building which also houses Mi Mexico Restaurant and American Family Insurance. Nearby license offices still in operation are at Cameron, Chillicothe, Maysville, Trenton, Kingston and Bethany. Many Daviess County citizens also have the option of renewing their license plates online at www.plates. mo.gov. If a citizen’s license plate renewal form mailed to them by the Missouri Department of Revenue contains a personal identification number, then he or she can renew their license plates online. Citizens with questions about driver’s license transactions may call the department at (573) 751-4600, and questions about license plate renewal or other motor vehicle-related transactions can be answered by calling 573526-3669. Many questions can also be answered by going to the department’s website at www.dor.mo.gov.

Auction raises BIG MONEY for Active Aging Center, Backpack Buddies by Troy Lesan It’s no overstatement to say the Mary Immaculate Catholic Church Auction is a big deal. In the past, it has helped pay off the church’s remodeling project, build a rectory, and other upkeep projects. Over 400 people attended the event last Saturday, June 17, under a big tent at Lake Viking. Proceeds are to fund a major parking expansion for the church located in Gallatin. Tradition has benefits. Auction organizers have a good system built upon the extremely hard work in lining up patrons, donors, and -- most importantly -- participants. As a result, the quality of donated items that were bid upon was extraordinary: starting with things as small as a pennants, tire rotations, and watering cans all the way upward to the larger items such as 8 slabs of barbeque ribs (smoked & delivered), an airplane ride, four baseball game tickets to the Royals Diamond Club area, two tickets to a Notre Dame vs. USC football game -- even an adorable pedigreed Golden Retriever puppy delivered with some veterinary services. As impressive as this array of items to be auctioned was, everything relied on a good auctioneer. Mary Immaculate definitely has its man in Mark Leggett. Mark’s prowess was never more apparent than when it came time for “Fund-A-Need.” Perhaps it’s less challenging or even easy to auction off baseball tickets and such to a cause where the bidder personally benefits. But the “Fund-A-Need” proposed to split a designated auction item between Gallatin Active Aging Resource Center and Back-Pack Buddies, a program to help hungry school children in Gallatin. Auctioneer Mark Leggett had been on a roll and decided to start high: “Will anyone give $1,000 to “Fund a Need?” At first there was no response. “Do I hear a bid for $750?” Complete silence. Then: “How about a gift of $500?” It was like an alarm went off. One bid, then a second, then another, and another. When the flurry of bidding was over, it was calculated that over $12,000 had been raised for AAA and Backpack Buddies.
Even Mark Leggett as auctioneer was astonished. Overall, the auction was a staggering success. Money taken in from the 375 items auctioned – when it was finally all counted – doubled the take from any previous Mary Immaculate auction. One can imagine that all of the tracking of silent auction bids and live auction bids was a monumental task, and that too was well taken care of by Missy Leggett. She was at the sign-in desk pecking away on her laptop before the auction, during the auction, and the following Sunday morning when auction bid winners returned to the clubhouse to resume claiming their items. As one can also imagine, it took several days to count all the money with additional pledges coming in, etc. The auction involved a tremendous amount of work from Mark and Missy Leggett and the many helpers, but when all of the money was finally counted, Mary Immaculate had raised a whopping $50,000!!! This included $15,000 (not $12,000 as originally calculated) for the fund for Active Aging and Backpack Buddies! Overall, this year’s fundraising auction was a staggering success. Proceeds are still rolling in from the 375 items auctioned. The final amount will probably double the take from previous Mary Immaculate auctions. This is possibly the largest one-day fund-raising event in county history. When Active Aging Administrator Deanna Lewis was notified of her $6,000+ gift, she was incredulous. There have been many fund-raisers for Active Aging center in Gallatin, all good and very appreciated. But to Deanna’s recollection, this is definitely the largest. Gratitude was also expressed by Gallatin R-5 School Superintendent Dr. Bryan Copple. The 2017 Catholic Church auction sets a new benchmark for an inspired display of giving, an impressive record-setting burst of spontaneous generosity to help others.

Cathy Sue Coleman 1953 – 2017
Cathy Sue Coleman, 64, Bethany, passed away July 2, 2017, at Harrison County Community Hospital, Bethany. Cathy was born May 18, 1953, in Pattonsburg, the daughter of Doral and Frances (Brown) Wynne. On Dec. 18, 1971, she married Fred Coleman in Bethany. He survives of the home. Cathy was preceded in death by her parents; and a brother, Gary Wynne. Cathy had attended New Hope Baptist Church and Lake Viking Church over the years. She also shared her talents of singing at several area churches through the years. She was a homemaker as well as a singer/songwriter with two recordings, in 2000 and 2005, with the Toney family. She also traveled with the Toneys for seven years. Survivors include her husband of 45 years, Fred; daughter, Candace Coleman; son, Cory (Cheryl) Coleman, all of rural Bethany; grandchildren, Ashley and Briana Coleman, Dominique (Andy) Hamilton, and Morgan Lager; great-grandchildren, Allison, Patrick, Autumn and Jacob Hamilton and Xander and Zabriella Lager; step-father, Gene Bridgeman, Maysville; siblings and spouses, Joyce (David) Matthews, Trenton, Sandy (Kenny) Harris, McFall, Jack (Betty) Wynne, Bethany, Connie Albert, Cameron, Jeri Lynn (Roger) Oldstead, Cameron, Tammy (Tab) Siddens, Albany, Reita (Mike) Youngs, Coffey; sister-in-law, Linda Wynne, Bethany. Funeral services were held July 6, 2017, at Roberson Funeral Home, Bethany, with Pastor Robert Nelson officiating. Burial was in White Oak Cemetery, Bethany. For the month of June: 141 boats were stickered; 30 boats were washed and 12 trespassers were made to leave Association property.

Any animal whether leashed or unleashed that attacks or bites a person, and after review of the circumstances, is deemed to be a vicious animal and must be removed from the lake. The owner of the animal is subject to a minimum $500.00 infraction ticket.

Property Owners

Lake Viking is private property, but all lots are owned by some other individual. Please do not drive or ride ATV vehicles or bicycles on neighboring lots, or walk across lots to fish or use others’ property without first getting the property owner’s permission.
Fishery Guidelines
Bass: Release all bass 12” to 19”. Fishermen can keep one bass per day of 19” or longer. Crappie: Keep all crappie caught, within the state limit, which is 30 per day. Walleye: Fisherman can keep Walleye at least 21” in length, release all catches under 21”.
Mowing Regulations
You are required to have your lot mowed by May 1st, June 1st and September 1st of each year. If you do not keep your lot mowed, or hire a contract mower, the Association will mow it, and bill you $60.00 for each mowing. The Association does not want to be in the mowing business. Please self-mow your lot or hire a contract mower to do it for you. All contract mowers are required to submit a customer list to the Association office. If you are not on their initial list, you may be accidentally billed by the Association, so please contact your mower early. Dogs are not allowed off the member’s property and shall be contained by a fenced enclosure or controlled by a leash. Guests’ dogs are included. Violation of this rule may be subject to an Infraction Ticket issued to the property owner.
Building Permit Notice
Building Permits are required, but not limited to the following projects: fences, storage shed, shelters, decks, boat docks, boat houses, room additions, porches and any alteration of the roof line; and any other construction that requires large earth moving equipment, concrete trucks and other equipment that requires multiple axle trailers. Failure to comply with building regulations could result in a minimum fine of $500 and loss of lake privileges. Any construction not in compliance with these regulations could result in forced relocation of the structure.

Anytime you are burning brush, etc., on your lot, make certain you are burning on your lot and not someone else’s property. Unattended burning is prohibited and burning is not allowed when winds are in excess of 15 mph and shall be subject to an Infraction Ticket and fine.

The following lists a few of the more notorious local crimes during the latter years the jail was in use: (NOTE: Not all listed below involved incarceration in the Squirrel Cage Jail) Ÿ Aug. 31, 1967 – Three escaped from this Squirrel Cage Jail but were promptly
captured in Liberty, MO, within the hour by Missouri State Troopers. Two prisoners, a Kansas City man facing murder charges and a Pattonsburg man facing burglary and larceny charges, broke out of jail and forced another prisoner to flee with them. The jail was not guarded since the sheriff and his wife were visiting a hospitalized deputy in St. Joseph at the time of the break. The escapees destroyed a cot and used a steel rod to break the cell lock. They then stole a car which had been impounded during the investigation of another case. Ÿ Sept. 10, 1970 – One prisoner, jailed here on charges of disturbing the peace and
forgery in Caldwell County, escaped by pushing up a loose roof section in the jail. He was later caught hitchhiking north on Hwy. 13 by a city night watchman. Ÿ 1955 – Sheriff A.F. “Buster” Clements crushed his hand in a car crash while chasing
two Gallatin boys who escaped from the Caldwell County Jail. The sheriff underwent surgery after the thumb on his left hand was torn from the socket and bones shoved through the palm of his hand. The escapees were apprehended in KC after a 20-block chase involving six squad cars and four gun shots. Ÿ 1957 – A bad check artist, using six different aliases, was finally

Exceptions will be made for a period of one week following an interment service, Easter Sunday, Mother's Day, Father's Day, Independence Day, Memorial Day and Veterans Day. Wreaths, flowers, and other materials left on graves, which have withered or become unsightly, will be removed by the cemetery without notice. Wreaths and other decorative materials must be removed from shipping boxes and containers before placing said materials on any grave.
