"Who has purchased a cell phone plan?" Art asks in the Financial Friday class. While spouses are encouraged to attend, this particular class seems to be full of newly arrived Soldiers, almost all of whom raise their hands. He then asks how many of them consider themselves cheap, and most keep their hands up. He reaches into his pocket and pulls out a small, unassuming black block. Art smiles. "How many of you have a phone like this?" The group laughs, and it certainly makes his point - many people aren't as frugal as they could be. Everyone has questions about finances, whether it's taxes, debt management, saving for the future or anything in between. Art, who has been at ACS for more than three years, is doing everything he can to ensure Soldiers make smart choices for their futures. One of the many services he offers is the Financial Fitness Check-Up. "It's an old country doctor set-up," he explains. For the convenience of the Soldiers, he travels to the unit and sets up a temporary office for appointments. And much like a doctor, he looks at their symptoms to diagnose the issue. One common problem is making purchases with a debit card while not tracking spending behavior. "I look at their bank statements," Art says, and when he breaks it down with his customers, they realize that they are spending more than they previously thought.

His prescription? "Give yourself an allowance." He tells the class to make withdrawals only 1-2 times a month, and then distribute the cash among three envelopes: Groceries, Entertainment and Other. As a result, budgeting becomes much more tangible.

One thing that is abundantly clear is Art's passion for securing comfortable futures for Soldiers. His Outlook calendar is full of colorful blocks, representing appointments, clinics and classes he teaches at both Rose Barracks and Tower Barracks. While it would appear he never takes a day off, he mentioned that he enjoys traveling, and Israel has been his favorite location so far.

1. Your MWR Library You can register at your local MWR library by contacting them directly. Find your local MWR library by using the General Library Information System (http://mylibraryeu.armybiznet.com/search~S102). Once you're registered, you have access to all Army Europe Libraries’ services and resources, including all e-resources. 2. AKO If you aren't registered at an MWR Library, but have an account with Army Knowledge Online (AKO) (https://www.us.army.mil/), you can access most Army Libraries’ e-resources. In AKO select “Self Service” then "My Library" in the main navigation bar. 3. ArmyOneSource You can also access most Army Libraries’ e-resources through ArmyOneSource. In ArmyOneSource (www.myarmyonesource.com), select "Family Programs and Services" then "Home and Family Life Library Resources" in the navigation bar. 4.
