Before I sat down to compose this month's newsletter, I read an amusing article about phrases that people absolutely never wanted to hear again after the inauspicious beginning to 2020: ’flatteningthe curve,’ ‘social distancing,’ ‘new normal,’ ‘unprecedented,’ ‘we’re all in this together,’ to name a few. While I concur with the author that these phrases have by now become tiresome, I am filled with a sense of gratitude and well being as we begin the process of venturing out again into our day to day lives and activities. I notice that I am thankful for simple things that, frankly, I had taken for granted in the past…. face-to-face gatherings with friends and family; visiting loved ones in the hospital or nursing home; bellying up to the bar at our favorite watering holes and restaurants; the joy of watching our children’s sporting events; watching our children graduate from high school (in person, not from the parking lot); grocery shelves stocked with toilet paper and paper products (who knew we would ever be coveting those?).
As I have expressed in my past couple of newsletters, as Chair of your Grapevine Chamber of Commerce, I am proud of our community spirit and how we have banded together as citizens of Grapevine to support our local businesses and non-profits. One of the activities that I have missed is just the simple activity of walking into a shop on Main Street and perusing down the aisles looking for myself or a gift for a friend. Who knew that we would go for months on end with the doors shuttered and those business owners desperately trying to find ways to pay their staff or rent. Now is most definitely the time to get

off of the computers, get some fresh air and visit a store in our community. These are the same people we go to when we look for donations for our kids' sports, or an auction item for our social service fund raising. Now is the time for us to continue to shop local as we get back to normal (notice I didn’t say the ‘new normal?’) Shopping local, whether in-person with or without a mask or online, keeps your hardearned money in Grapevine. The strength of the
local economy is largely driven by your hometown stores and restaurants. Their success is reflected in the City’s sales tax, which pays for first responders, parks, streets and other city services. The strength of the sales tax has helped Grapevine achieve the second lowest property tax compared to all cities in Texas with populations under 50,000. Please do not hesitate to call me or my assistant, Mr. Big, if we can be of service to you. (Mr. Big is ready for his Mama to go back to the office so he can get some rest!) Or, while you are out and about, run by the Chamber office to say hi to RaDonna and your chamber staff and thank them for working through this entire pandemic to share information, support and masks! And finally, thanks to all of you for what you have been doing to help us get through this challenge and help those around us be even better on the other side!

Tips & Tacos Every once in a while, you have to go on a call that is not specifically COVID-19 related. It is just a must to keep sane in these crazy times. So last week I made it a point to try to find something at least twice during the week that focused on different topics or ideas. One of them was a webinar by the Association of Chamber Executives (ACCE), and it featured Anissa Starnes as the speaker. The topic was “Taking Care of Yourself and Your Staff”. These are suggestions she made that I felt any business owner or manager should consider. First thing she shared is the statement “Don’t set yourself on fire to keep others warm.” I think that for the most part, we all do this at some level. We get so busy trying to help our employees, family, friends and neighbors, that we forget to take care of ourselves. Whether we are at home or in the office, we all need to take a few minutes, take our hands off of the computer or phone, look away from the emails, stand up and just breath! Maybe for no longer than a minute – but it is important for your muscles, neck, body and soul to take a break. The speaker then suggested a list of ten tips and encouraged us to pick at least three of them to do each week to maintain our sanity. If you have to, set your phone alarm to go off once a day to remind you of what you need to do for yourself (yes, this is from experience!). Tip 1: Start and end each day with one hour of no electronics. Read, take a walk, take a shower – but drop the electronics and live a little longer! Tip 2: Set aside some time each day to breathe for 3 – 5 minutes. Did you know there are apps to help you do that! (Calm, buddhify, Sattva, Stop, Breathe & Think)
Tip 3: If you have members, employees, employers or customers who text you – set up some guard rails. That means make part of your day, your personal time where you don’t read or respond to messages. Everyone deserves “my” time or family time. (I admit it – this is not one I could easily pick!) Tip 4: Give your team permission to take care of themselves. Be aware of when you call or email them. Do as you say, not as you do! Understand and think of their home environment. Trust them. Empower them. They can take a load off of your plate. Tip 5: Don’t be afraid to ask for what you need. Take a day off – take some quiet time. You are valuable as well. Tip 6: Find a mantra for you and for your team. Post it, think about it and live by it. Things like: “Life is Good,” “This Will Pass,” “Here – Now,” “You’ve Got This,” “I am Enough,” “We Can Do This,” and my favorite – “Not my circus, not my monkeys!” Tip 7: Disconnect for a day (even is it is a weekend). Make one day just your day. Tip 8: Zoom fatigue is real. Say no when you need to. (well, except to your Chamber CEO!) Tip 9: Listen to your mind and body. Take a nap. Sit in your car. Take a walk. Sit at Sonic and drink that strawberry limeade! – (okay – that one was mine) Tip 10: Just Dance! Pick three of the tips and do them for yourself. Each of you are important to your family, your community, and your chamber. And finally remember – “You can’t make everyone happy – you are not a taco”! RaDonna Hessel, CEO Grapevine Chamber

Carmen has been an experienced Herbalife Independent Distributor since 2011. Carmen Drew has a genuine passion for helping, educating, and supporting her customers and distributors to achieve their health and financial goals. Her decision to join Herbalife after a rewarding career as a creative educator and art therapist was unexpected and has been truly rewarding. Her enthusiasm for good health can be traced back to being raised on her family farm in Weatherford, Texas, where she lived an active lifestyle and learned the value of a balanced diet rich in naturally derived nutrients. FAQs on Resuming 2020 Census Field Operations: WHY ARE YOU RESUMING IN SOME AREAS NOW? The U.S. Census Bureau has consulted with federal, state, and local health officials and the Opening Up America Again guidelines at www.whitehouse.gov/openingamerica/ and determined that it is safe to resume 2020 Census operations on a phased approach in some areas of the country. Following a thorough review, Census Bureau operational leadership has assessed it’s safe for our employees and the public to restart operations in the selected areas. Employees are being trained and equipped to help keep everyone safe while fulfilling our constitutional mandate to count the U.S. population. WHAT OPERATIONS ARE RESUMING? Where it’s safe, census field staff are resuming delivery of census questionnaires and resuming the fingerprinting and hiring process for new staff. • In selected areas, the Census Bureau is resuming the Update Leave operation. This operation is done in all of Puerto Rico and in stateside areas where the majority of households do not receive mail at their home. Census field staff canvass the area for places people might live and compare what they see to our address list; use a laptop to verify, correct, delete, or add addresses; and leave a census invitation and questionnaire at the front door. • In states where we have resumed the Update Leave operation, Census Bureau staff are also resuming fingerprinting for new hires to keep applicants moving through the hiring process. WHERE ARE OPERATIONS RESUMING? 2020 Census operations are resuming in areas of the country that meet Census Bureau criteria based on federal, state, and local guidelines. A regularly updated list of locations is available at <https://2020census.gov/en/ news-events/operational-adjustments-covid-19.html>. HOW ARE YOU DETERMINING WHERE TO RESUME? Census Bureau leadership are deciding where to resume operations based on federal, state, and local public health guidelines, local conditions, and input from local leaders. Career Census Bureau operational leaders are assessing the operating status of state, local, and tribal areas, and the ability of Census Bureau staff to safely resume operations in those areas.

HOW ARE YOU PROTECTING EMPLOYEES AND THE PUBLIC? As 2020 Census operations resume, the Census Bureau is incorporating the most current federal, state, and local guidance to promote the health and safety of the public and our employees. Consistent with federal, state, and local guidance, the Census Bureau is providing face masks and gloves for employees to wear. In addition, we will provide employees with hand sanitizer. Field staff will complete a virtual COVID-19 training to ensure they follow appropriate social distancing protocols and all appropriate health and safety guidance. WHEN WILL YOU RESUME IN OTHER AREAS OF THE COUNTRY? On a weekly basis, the Census Bureau will determine which offices can begin operations again and will keep the public informed at <https://2020census.gov/en/news-events /operational-adjustments-covid-19.html>l. If conditions change after operations resume, the Census Bureau may stop work in some areas in order to protect the health and safety of our employees and the public. HOW WILL THE PUBLIC KNOW CENSUS STAFF WILL BE BACK IN THE AREA? The Census Bureau plans to alert the public, our staff, elected officials, local law enforcement, key stakeholders, and local media every Friday about where census staff will resume work in the week to follow. We will update the running list of locations at <https://2020census.gov/en/news-events /operational-adjustments-covid-19.html>. WHEN WILL YOU RESUME OTHER 2020 CENSUS FIELD OPERATIONS? Other 2020 Census operations will resume or begin as conditions allow. The Census Bureau continues to monitor the changing conditions at the state and local level and evaluate when other operations can begin on a phased approach. The Census Bureau will continue to provide updates at <https://2020census.gov/en/news-events/operational-adjustments-covid-19.html> WHAT DOES THIS MEAN FOR PEOPLE WHO WERE IN THE PROCESS OF BEING HIRED FOR 2020 CENSUS JOBS? The Census Bureau is consulting with local officials on resuming fingerprinting to keep applicants moving through the hiring process. ZERO BASED BUDGETING AHEAD FOR TEXAS: Senator Jane Nelson (R)-Flower Mound, Chair of the Texas Senate Finance Committee, announced that every state agency will be required to use zero based budgeting in the preparation of the budget for the next biennium. Normal practice has been to have each agency use zero based budgeting on a rotating basis, but this will not be a normal budgeting cycle. In a May 8th letter to Senator Bob Hall, Senator Nelson wrote “As I meet with each agency to review their appropriation requests, I will begin at ZERO. The bill I file will adhere to both constitutional spending limits as well as… (the) philosophy of ‘If you don’t have it, you shouldn’t spend it’.” Agencies generally prefer an incremental approach to budgeting: start with the current spending levels and add or subtract from them as needed. This approach assumes that the current level of spending is appropriate and efficient. Zero based budgeting requires agencies to explain the current relevance of each funded activity. It is designed to eliminate activities that were necessary when initiated, but since have become unnecessary or redundant. This budget process is like the sunset provisions in state law which require every agency to be evaluated periodically to see if its function is still relevant. It is expected that the legislature will begin the 87th Legislative session with a revenue projection several billion dollars short of current spending levels. This revenue shortfall is the result of not only the Covid-19 pandemic, but also the decision by Saudi Arabia and Russia to create an oversupply of oil and gas which put the prices in freefall and resulted in much lower oil and gas tax revenue for Texas. Texas Comptroller Glenn Heger estimates the “Rainy Day Fund” will have about $8.5 billion at the end of this biennium. Some relief also is expected from the Federal Government. The speed with which the economy recovers will have an economic impact on the budget. All signs point toward a very difficult budget cycle and Senator Nelson obviously aims to get ahead of it. Here's a snapshot of their plan: • COVID-19 testing of patients deemed appropriate through individual case review prior to in-hospital surgeries; patient swabs collected via convenient drive-thru locations • Virtual waiting rooms, allowing clinic patients and loved ones of hospital or surgery center patients to receive updates about their care via calls and text messaging, minimizing time in common areas • Virtual care options provided to patients before and after surgeries and procedures when appropriate, simplifying the experience • Masking of patients, approved visitors and staff in hospitals, surgery centers and clinics • Enhanced cleaning and touch-free protocols in hospitals, surgery centers and clinics, including UV-light disinfection and paperless registration • COVID-19 home monitoring digital care journey, enabled through our MyBSWHealth app or website, to be offered to those diagnosed with COVID-19 so they can be supported by our care teams while quarantined
