WHOA Celebrates Champions ARRINGTON, TN- The 2019 Walking Horse Owners Association Awards Banquet was held on Saturday, February 9, 2019. This year’s event took place at a new location, The Barn at Sycamore Farms in Arrington, Tennessee. Many different divisions were recognized including the Register of Merit, the Versatility High Point, the Kentucky Incentive Program, the National High Point and the WHOA Quest High Points. Arriving guests received cocktails, followed by a delicious catered dinner. Celebration announcer Mark Farrar served as the evening’s Master of Ceremonies. Some outstanding numbers were announced throughout the evening which showed the incredible support given to WHOA. The following information is the number of WHOA riders presented in 2018 for each category. Youth Flat Shod411 riders, Youth Performance- 140 riders, Amateur Flat Shod- 1,080 riders and Amateur Performance- 774 riders. Concluding the night was the announcement of winners from the 50/50 drawing and the silent auction. RHBAA AND PRHTA AWARDS BANQUET DECATUR, AL- The 34th Annual Awards Banquet of the Professional Racking Horse Trainers Association and the Racking Horse Breeders Association of America was held on Friday, February 22, 2019 at the Double Tree by Hilton in Decatur, Alabama. Approximately 120 guests were present. Both associations worked collectively to host a memorable awards’ ceremony for some well deserving owners, riders and trainers. There was a silent auction also put on by PRHTA and RHBAA. Many items were donated to be auctioned off and the fundraiser was profitable as it raised $1,023. World Grand Champions and World Champions were honored, as well as those receiving high point honors. The Scoop would like to give a big applause to all of the winners who received awards. We were proud to greet you in the winners’ circle throughout the 2018 show season. As you prepare for the 2019 show year, we wish each participant the best of luck. Mason and Amy Beth Gassaway have welcomed their first child into the world. Madelyn Elizabeth (Madi Beth) Gassaway made her grand entrance on Tuesday, February 26, 2019. She weighed 7lbs and 13oz and measured 20.5 The Walking Horse Trainers’ Association has announced their judges’ panel inches long. PREDATOR FOUND AT MCNATTS

In case you are a judge that missed the first scheduled course in December, SHOW officials are giving you a second chance. This make-up course will be on Friday, March 22 at 1:00pm at the Calsonic Arena in Shelbyville. New judge applicants can also attend. This will be the last class for the 2019 show season.

KENTUCKY USDA CLINIC Kentucky will be the host state of the next compliance session hosted by the United States Department of Agriculture. The discussion session will be held on Saturday, March 9th from 10:00am to noon. It will be located at the Madison County Fairgrounds. Topics discussed will be related to compliance and noncompliance horses associated to the Horse Protection Act. Demonstrations will also be part of this session. Former Nashville Predator Pro Hockey Player, Mike Fisher recently made a stop in Fayetteville, Tennessee at the Bobby McNatt Farm. Fisher bought a Bojangles gelding for his family. The McNatt family, along with Fisher’s family, is looking forward to some great trail rides in the future. Mike Fisher is married to award winning country music artist Carrie Underwood.

OBITUARY RANDALL FERGUSON

Tennessee Walking horse supporter Randall Lee Ferguson, age 79, of Union Grove, passed away on Sunday, March 3, 2019 at Shepherd’s Cove Hospice. Mr. Ferguson was born on September 30, 1939 in Scottsboro, Alabama to Willard Franklin Ferguson & Velma King Ferguson. Mr. Ferguson’s accomplishments include Founder of Ferguson-Williams from 1969 – 2006; Board of Directors Member- Citizens Bank & Trust; Board of Directors Member- Marshall Medical Centers; Instrumental in raising funds for the Marshall County Cancer Center; Founder of Ferguson Farms & Wolf Creek Stables. He attended Arab First United Methodist Church. OBITUARY- BETTY HURT SMITH

Betty Jo Stinson Hurt Smith passed away at Methodist Medical Center Thursday February 21, 2019. She was 84 years old. Betty was born in Falkville, Alabama on September 20, 1934 to Kenneth and Allie Tillery Stinson. She attended Oak Ridge High School where she was a cheerleader. Betty was founder and owner/operator of Apex Office Supply and Design in Oak Ridge, Tennessee for more than 40 years. She also loved to design and decorate properties and homes. Betty attended New York Avenue Church of Christ and several Bible studies every week. Betty loved and enjoyed her husband Thomas, and her children and grandchildren, as well as her dog Zae. Betty is survived by her daughter, Sheila Groover (Winky); son, Barry Hurt (Lisa); husband, Thomas and his children. Also survived by her sister, Mary Ann McClain and brother Alan Stinson. Betty also adored her grandchildren, Teylse Hurt, Jessica Popp, Branson Popp, Chase Hurt, and Alishia Obradovac (Denis), Kainen Hurt and Oaklee Obradovac. EQUINE OBITUARY PHANTOM MENACE

WILLIAM REYNOLDS CHAPMAN, III, (Bill) a resident of Huntsville, Alabama, and formerly of Troy, Alabama, went home to be with the Lord on February 24, 2019, after a brief illness with cancer. Dr. Chapman was born May 26, 1953, to William Reynolds Chapman, Jr. (W.R.) and Octavia Windham Chapman (Hootie) of Troy. He was preceded in death by his parents. He was a 1971 graduate of Charles Henderson High School in Troy. He earned his undergraduate degree in pre-med from Troy State University where he was a member of Pi Kappa Phi fraternity and was conferred membership in the national leadership honorary society of Omicron Delta Kappa. He graduated in 1981 from the University of Alabama School of Medicine in Birmingham, later completing an Internship and Residency at the Mayo Clinic, Rochester, Minnesota, in 1986. He began his private practice in Huntsville, Alabama, in 1987 where he was a partner of Urology Specialists, P.C., until his death. He was an active member of The Rock Family Worship Center. Dr. Chapman was a kind and compassionate surgeon, loved well by those he knew and by those he served. He will be greatly missed. Show ring legend, The Phantom Menace, unexpectedly passed away the afternoon of February 23, 2019. The 19 year-old was owned and loved by his best friend Thom Meek. Bred by Thomas and Carol Wakefield of Lewisburg, Tennessee, he was sired by World Grand Champion Masquerading and out of the Hytone’s Energizer mare, Black Cotton. Before Meek took ownership, The Phantom Menace’s show career began in 2002 as a three-year-old stallion with Knox Blackburn as trainer. Soon after this debut, Thom Meek purchased him and owned him for the remainder of his life. At the time of his passing, he was living out his retirement at Willow Spring Farm in Shelbyville, Tennessee. His favorite times were spent talking to the mares, running in the sunshine and eating his peppermint. The Phantom Menace was loved by many and had quite the following. Throughout his show career, the beautiful black stallion accumulated 50 blue ribbons, including two world grand championships, two world championships and numerous reserve world and world grand championships. The Phantom Menace will be remembered for his natural talent and gentle spirit, and will be missed by all who loved him and cheered for him. At this time Thom would most like to thank the fans that have always been the Phantom’s “Music of the Night”. The Scoop sends our condolences to Thom Meek and all the Phantom followers.


SHOW RELEASES IMPORTANT INFORMATION During the February 28th SHOW Board meeting the following actions were taken: • The SHOW Rulebook will now define a “junior horse” as a horse that is five years of age or younger. An addendum to the rulebook to reflect these changes will be made. • Any horse shows affiliated with SHOW which includes Racking Horse classes will follow rules of the Racking Horse Breeders’ Association of America (RHBAA). • Inspection fees for TWHBEA Medallion Classes will be $5 per inspection. • In May 2018, the SHOW Rules Committee had submitted a proposal of adding a section in the rulebook regarding ethics rules to be followed by all. That proposal was put out for public comment and was passed, as written, by the Board. The following will be added to the SHOW Rulebook: Owner/Exhibitor/Trainer It is the intention of SHOW to preside over shows and hold accountable judges, trainers and exhibitors to the highest standards of sportsmanship and integrity. Those who violate the spirit and intent of the rules governing exhibition are subject to the loss of ribbon and retying of the class and forfeiture of prize monies (if applicable). In addition, SHOW reserves the right to suspend any exhibitor, trainer or third party determined to have participated in a violation of the rules outlined below from showing for a period of time determined by SHOW. Due process will be made available to any party determined to be in alleged violation of rules by filing a notice of appeal within five (5) business days and to appear in front of the SHOW executive committee at a time determined by SHOW for the case to be heard. The person filing the appeal may appear in person or with counsel; other parties are not able to attend appeal hearings unless called to do so by SHOW for the purposes of validating information directly related to the alleged violation. Deliberation of appeals are held in executive session and may only be attended by the SHOW executive board. Decisions are final and not subject to further appeal. Owner/Exhibitor/Trainer 1. An Owner/ Exhibitor/Trainer IS expected to have knowledge of and compliance with the rules. 2. An Owner/Exhibitor/Trainer shall NOT Ask a Judge to inspect or discuss any horse entered in the show prior to the start of the show. 3. An Owner/Exhibitor/Trainer shall NOT pursue, contact or attempt to contact, whether by direct or indirect means a person(s) selected to officiate a show. This includes any person having an interest in any horse expected to be shown at such show. All contact that in any way could be considered an attempt to influence the Judge in their judging duties to SHOW will be considered a violation hereof and shall be reported immediately to SHOW. This includes, but is not limited to telephoning, writing, sending pictures, or by any other means before or during events that the judge has been employed to adjudicate. 4. No one shall approach a judge with regard to a decision unless he/she first obtains permission from the Show Committee, Competition Management, steward, or technical delegate who shall arrange an appointment with the judge at a proper time and place. 5. An Owner/Exhibitor/Trainer shall NOT be an Exhibitor at any show in which he or she is an is a Judge.

6. An Owner/Exhibitor/Trainer shall NOT exhibit/show a horse they own or co-own with the Judge or is owned by any immediate family of the parties. 7. An Owner/Exhibitor/Trainer shall NOT exhibit/show a horse in front of a Judge that is their current employer (which includes the employer’s immediate family) or exhibit a horse that the Judge is the exhibitors current employee (which includes the employee’s immediate family). If the employment ceases, a thirty (30) day waiting period applies before a horse owned by either party could show before one of the parties involved. 8. An Owner/Exhibitor/Trainer shall NOT exhibit/show any horse if they are being trained by the Judge’s immediate family, regardless of remuneration received. 9. An Owner/Exhibitor/Trainer shall NOT exhibit/show a horse that has been boarded, owned, trained or shown by the Judge or the Judge’s immediate family, regardless of remuneration, within a period of thirty (30) days prior to the show. 10. 8. An Owner/Exhibitor/Trainer shall NOT exhibit/show a horse that has been sold by said Judge within a period of thirty (30) days prior to the show. This also includes a horse for which a Judge has acted in the capacity of an agent, and/or has collected a commission or other form of remuneration as the result of the sale. 11. An Owner/Exhibitor/Trainer shall NOT exhibit/show any horse where either the Judge, exhibitor or owner (including immediate family of all parties) has remunerated the other person for the leasing, boarding, riding, showing, training, consulting, schooling, assisting or tutoring of any horse within a period of thirty (30) days prior to the show. Stud fees and associated mare care are excluded from this rule* 12. An Owner/Exhibitor/Trainer shall NOT exhibit/show in an Equitation class with whom the Judges has received any form of remuneration from the exhibitor or their parent, guardian or instructor has received any form of remuneration in connection with the sale, lease, boarding or training of a horse within thirty (30) days prior to the show. 13. An Owner/Exhibitor/Trainer shall NOT exhibit in an Equitation class where the Judge has provided instruction, coaching or tutoring regardless of remuneration within thirty (30) days prior to the show. The conducting of clinics or seminars are not considered to be instructing, coaching or tutoring unless individual instruction is given. 14. The individual member(s) acting on behalf of a Member Organization who directly contacts the judge for the purpose of employing said judge for that show shall not show or have their horses shown before that judge in that show for which the judge was employed. 15. An Owner/Exhibitor/Trainer shall not exhibit intentional conduct at an equine event that could adversely affect the exhibition or ride of any other exhibitor’s horse at the event. This could include ring conduct such as riding up closely behind another horse, intentional contact with another horse, placing individuals strategically around the ring with the intention of exhibiting distracting behavior to scare a horse, striking another horse or exhibitor with a crop or verbally making unsportsmanlike comments toward another exhibitor, trainer, judge or ring master. 16. It is unethical to transfer or assist or facilitate in the transfer of a horse with the intent to circumvent the purpose of the rules regarding ownership of horses shown in owner amateur and/or juvenile classes. It is unethical for any Owner/Exhibitor/Trainer to not provide information relating to the transfer in question that is requested by the SHOW Executive Committee. Bonified TWHBEA filed leases are acceptable as a transfer of ownership for the purpose of showing, but must be filed, and dated PRIOR to the horse being shown by said party.

SHELBYVILLE, TN- Individuals choose to mark birthday milestones in many different ways. If you are fortunate enough to make it to your 100th birthday, then you should have the right to celebrate as you wish. For Mr. David Lowhorn, he did exactly that. Mr. Lowhorn was born on February 19, 1919 and if you do your math correctly, that means his 100th grand birthday was February 19, 2019. The Tullahoma resident chose to celebrate in a very special way. His birthday wish was to ride a horse that he raised. With the help of family and horse friends, his wish came true. Shelbyville resident Elaine Drake owns a nine year old Spotted Saddle Horse named Molly. Mr. Lowhorn raised Molly as a foal. His cousins, Mack and Sallie Godwin, accompanied him to Dickie Gardner Stables and with the help of the stable’s crew, Mr. Lowhorn saddled up and enjoyed his 100th birthday by taking Molly for a walk around the barn. Mr. Lowhorn deserves recognition for another reason. He is also an American hero, as he served in the military during Page 46 / The Scoop Page 58 / The Scoop

WWII from April, 1944 to February, 1946. During this time, he served alongside his three brothers in the Philippines. His mother prayed fervently for all four of them to return home safely and each did.
